A PROPOSED 2100-home
Carter Group development west
of Dunns Crossing Rd is unlikely
to go ahead.
District councillors will today
consider a recommendation from
independent commissioner David
Caldwell that they decline an
application from Carter Group to
rezone 160ha in two blocks, the
Holmes and Skellerup blocks.
Carter Group director Tim
Carter said the company was
surprised by the recommendation,
and disappointed.
In the recommendation,
Caldwell acknowledged that the
application, for Plan Change 73,
would provide significant development
capacity, and that Carter
Group had addressed most of the
effects identified by submitters.
However, approving the
plan change would not be in
accordance with the principles of
the Resource Management Act.
SELWYN HAS reached a new
record high median house price
– $890,000.
The latest data from the Real
Estate Institute of New Zealand
shows property prices continuing
to climb nationwide, but at
a more moderate pace than
previously.
Median house
prices in the
Canterbury
region reached
a new record
high of $720,000
last month,
Jen Baird
representing a
28.6 per cent
increase year-on-year. The figure
was boosted by four districts
reaching record medians –
Selwyn ($890,000), Waimakariri
($757,000), Christchurch
City ($731,000) and Timaru
($508,000).
At the same time, Canterbury
saw its sales count decline by
26.6 per cent for the month — its
lowest February month sales
count since February 2019. Stock
levels in the region increased by
14.1 per cent compared to February
2021.
REINZ chief executive Jen
Baird said while sales activity
was down, demand remained
and stock on the market was up.
Owner-occupiers had been the
most active buyers in the Canterbury
market, while first-home
buyers were cautious, given
tightening lending criteria.
“An increase in out-of-town
buyer inquiry was evident due
to the region’s employment opportunities,”
Baird said.
Auctions were popular in
the region with 34.8 per cent
of properties sold that way
compared to 25.8 per cent in
February 2021.
“Agents note that the Canterbury
market has become more
comfortable with auctions over
the past 12 to 18 months and it
However, clearance rates
had dropped slightly due to a
combination of buyer access
FIREFIGHTERS BUSY
The Leeston Volunteer Fire
Brigade had a busy weekend. The
brigade was supported by crews
from Southbridge and Dunsandel
on Friday night as they battled
a fire in trees and stumps along
100m of hedge on Tramway
Reserve Rd. Deputy chief Matt
Walker said investigations were
continuing into the cause. On
Saturday night, the brigade
responded to three camp fires at
Chamberlains Ford. Walker said
campers in separate groups had
lit the fires, which went against a
district council by-law. “We just
gave them some advice around
the topic of no burning,” Walker
said. The same night the brigade
attended a minor non-injury one
vehicle crash on Lake Rd.
BATTERY RECYCLING
The district council’s roll out of
recycling stations for household
batteries has been well supported,
solid waste manager Andrew
Boyd said. “To date the total
battery weight diverted since the
launch just before Christmas is
819kg, of that 563kg was from
Pines Resource Recovery Park
and 256kg from the smaller sites,”
he said in his report to district
councillors for their meeting
this week. The smaller sites are
Lincoln New World, Rolleston
New World and Darfield Library.
“We hope to be able to add more
sites in time.”
Reverse sensitivity
effects of low probability
•From page 1
“I remain concerned in relation
to the potential reverse sensitivity
effects related to the development
of the Holmes Block, and matters
relating to urban form and
connectivity, particularly
in relation to the Skellerup
Block,” Caldwell concluded
in his recommendation.
Reverse sensitivity
referred to the potential for
future residents to be affected
by odour and other
issues from the neighbouring
Pines Waste Water
Treatment Plant and the
Pines Resource Recovery Park.
While these reverse sensitivity
effects were of low probability,
the critical nature of the plant
and park to the future growth of
Selwyn necessitated a degree of
caution, he said.
Introducing a greater setback of
homes from the facilities would
not solve the issues.
“Any increase in separation distances
would need to be carefully
considered in terms of the overall
proposal and the impact it would
have on development opportunities,
urban design issues and similar.
In my view, reverse sensitivity
effects cannot be addressed, in an
integrated way, simply by the inclusion
of an extended setback on
the Outline Development Plan for
the Holmes Block,” Caldwell said.
Concerns in relation to urban
form and connectivity related
to the blocks, which are outside
Rolleston’s previously designated
future growth area, being surrounded
by rural land, wastewater
infrastructure and arterial
roads.
About 50 submissions
were received on
the PC73 application.
The hearing was held in
September.
Caldwell will also soon
make a decision on another
Carter Group plan
change application, the
Lincoln South proposal, which
would enable 1710 new homes.
The hearing was in November.
Meanwhile, Caldwell has
recommended another Rolleston
plan change, plan change 76 for
13ha on East Maddisons Rd, go
ahead.
District councillors will also
consider this recommendation at
their meeting today.
Caldwell found PC76 assisted in
the implementation of the town’s
preferred urban form identified
through the Rolleston Structure
Plan. He concluded it would
enable the supply of a range of
housing types to assist in addressing
supply capacity issues.
The application, from
Dunweavin 2020 Ltd, was heard
in November.
EXPENSIVE: Inflation and the rising cost of bitumen is expected to have a ‘considerable
impact’ on the district council’s roading programme.
Road repairs impacted by
inflation and rising costs
• By Susan Sandys
ROAD AND pavement works
in the district are being cut
back due to rising inflation and
escalating bitumen costs.
District council asset manager
transportation Andrew Mazey
said in his monthly report to
district councillors at their
fortnightly meeting today that
roading activity escalation costs,
mostly related to bitumen, were
starting to become evident in
claims from contractors and
prices for works.
Such costs were expected to
become a national affordability
issue for road controlling
authorities. The costs would
have a “considerable impact” on
the district council’s roading
maintenance programme going
forward, particularly bitumenrelated
works.
“The conservative estimate for
the 2021/22 escalation cost is $1.2
million,” Mazey said.
To accommodate this,
resurfacing had been cut back
from 75km to 60km, and the
sealed pavement rehabilitation
programme reduced from five
sites to three.
In addition, general
maintenance would also have to
be reduced.
“When coupled with the
continued under-investment
in roading maintenance and
renewals, this will have a
significant effect,” Mazey said.
High schools hit by Covid
NEWS 5
In Brief
• By Susan Sandys
DARFIELD HIGH School
students in year 12 and 13 are
learning from home this week
as teachers become sick with
Covid-19.
Principal Andy England
said on Friday attendance was
about 65 per cent with some
students staying away due to
anxiety or perceptions of avoiding
risk. About 120 students and
five staff had so far tested positive,
with about five new cases
per day.
“We have more staff cases
and staff isolating now and we
have reached the stage where we
cannot staff all classes,” England
said in an email to parents on
Thursday night.
“We have therefore decided
that years 12 and 13 will learn at
home.”
This would be from last Friday
and for the duration of this
week. This Friday was a staff
only day so all students would
be home and no classes taught.
Teachers would take tutorials
online for year 12 and 13, as
they had done for all students
during lockdown.
“Evidence from last year
shows that those students who
actively learn at home can do
well in NCEA,” England said.
secondary schools of Rolleston
Ronan
Bass
College, Ellesmere College and
Lincoln High School may soon
follow suit with online learning.
Rolleston College principal
Rachel Skelton said late Friday
about four per cent of students
were Covid-positive, compared
to 3.8 per cent the week before.
“We have signalled to our
school community that our
plans to manage increased staff
absence will involve a hybrid
model of learning on-site and
online at home,” Skelton said.
Lincoln High School principal
Kathy Paterson said about five
per cent of students had the
virus, while Ellesmere College
principal Ronan Bass said the
number at his school was about
three per cent.
“With the predictions of
Covid peaking next week in
Canterbury, we may look at
rostering home in the coming
weeks but this will depend on
the number of staff cases,” Bass
said.
However, neither Ellesmere,
Lincoln nor Rolleston came
back to the Selwyn Times by
deadline with how many of their
staff, if any, are currently isolating
with Covid-19.
There were 1549 active cases
of Covid-19 in Selwyn district
as of 8am Monday, compared
to 1467 on Sunday and 2030 on
Saturday.
Experts have previously
told media the peak of cases
in Canterbury could be late
last week or over last weekend,
however, new case numbers
on Monday remained high in
the region, with 2272 reported,
compared to 2557 the day
before.
she was at Ellesmere College in
2017.
Recio said she and Kathrynn
had always credited George’s
modelling talent with helping
her do so well in the subject, in
which she attained merit.
“He was an absolute star.
He knows when to look at the
camera, and the right angle. He
did everything for the photo
shoot perfectly,” Recio said.
She was currently isolating
at her home in Lincoln and
decided to use her time creating
a video of George which she
hoped would help find him.
Farmer Brian West said it
was not until about 6.30am on
February 20 he realised George
was missing.
“I was gutted, I thought that’s
very unlike him. We searched
every building that he could’ve
been locked in, he’s definitely
not here,” West said.
George had been bought for
$2000 as a one-year-old.
“He was in great health and a
very active working dog. Yes he
was old, getting a bit of arthritis,
but still a really good working
dog,” he said.
George was also a much loved
member of the family.
“He’s like one of the kids, just
one of the loveliest dogs you
would every know and very
intelligent. He loved to lie on the
lounge and watch tele with you,
he used to sneak in whenever he
could.”
He said the Coes Ford area
was popular with sightseers,
particularly when the Selwyn
River was in flood, which it was
at that time. He believed someone
visiting the area may have
put George into their vehicle
and taken him.
He had reported it to the
police and the district council.
George was microchipped, but
not wearing his collar as this
had recently snapped.
Daring theft
snares caravan
THIEVES surreptitiously stole a
caravan at the end of a 40m driveway
at West Melton, avoiding detection
by the home’s security cameras.
The Vermont-style Bailey Senator
caravan will cost the owner about
$50,000 to replace, but was only
insured for about $25,000.
The caravan was parked with
its tow bar up against the garage.
Security cameras showed it moving
out of the driveway at about 2.40am,
March 13.
While the thieves themselves
were not visible, the caravan’s owner
believed it had been moved manually
by two or more people, before being
hooked up to a car once out on the
street.
She believed the thieves must have
scoped out the residence, on Shepherd
Ave in Preston Downs.
Neighbours had looked at their
security cameras as well, but not
detected any suspicious activity.
“It’s certainly got everybody in the
community making sure they have
everything locked up,” she said.
OUR PEOPLE – ALYSE BOAZ
Writing children’s books a great
Former teacher and
textbook author Alyse
Boaz, of West Melton, is
finding a new passion
in her retirement – selfpublishing
her own
children’s books. She
spoke to Susan Sandys
Tell me a bit about your
background
I left school at 15. I got really
sick and had the flu and had
fallen against the china cabinet
and cut my arm. It was my right
arm, on the elbow. The doctor
stitched it up, but my arm was
held out straight. In those days
they didn’t do massage or physio
or anything, so I struggled
when I got back to school. I got
behind, it was year 11. I didn’t
know how to study anyway. My
father had made the decision
I was going to be a secretary. I
went to a commercial college
and did about two terms of that.
I was a shorthand typist and did
secretarial work.
After leaving school so young,
how did you end up becoming a
teacher and a writer?
I did my Duke of Edinburgh
award, I got my gold, it was
presented by the Duke of
Edinburgh himself when he was
out here. After that, I thought:
‘Oh, maybe I should study my
school cert and UE.’ So in my
20s I went to night school
part-time. When I later became
pregnant as I was doing my
school cert and UE, I was
studying maths and having
morning sickness. I can
remember being so pregnant,
that the supervisor had to come
over during an exam to ask me if
I could stand up, so this person
beside me could get out, she had
finished the exam. When my
son (oldest child of two) started
school, I started university, and
it took me eight years. I went to
Canterbury University and got a
What was it like raising a
young family while studying?
I used to try and pick my
subjects to fit in with childcare.
Halfway through the degree, I
ended up having to work fulltime.
Computers came in and
some people didn’t feel I had the
skills, so I ended up doing sales,
and actually worked for The
Press. I remember zooming in in
The Press car, going to lectures
in my lunch hour, and going
back to see clients. But I got
my degree, and the very last year
I got a scholarship for college
and trained as a commercial
After eight years at the polytech,
I decided for some reason that
I would go school teaching. It
wasn’t easy. There’s bits you
have to catch up on. After
adults, teenagers could be very
interesting. I taught at secondary
schools in Christchurch. You
have got to love the kids, you
have to have a sense of humour.
I have always liked kids and
always related to kids. I took
girls brigade as well. I taught
for over 20 years. I wrote
advertorials for Star Media after
that for another four years. I
guess all of those things are now
coming together, the teaching
experience, the marketing, the
sales, the shorthand typing, are
all merging together to become
very useful.
What took you to West
Melton?
I’m Christchurch born
and bred, we (myself and
husband Greg) moved to West
Melton about 10 years ago.
We were red-zoned in the
earthquakes. We do miss the
east in a lot of ways because
we lived right on the Avon
River, at Dallington. I loved
the wildlife, and I guess that is
part of the reason I write about
wildlife. But West Melton is
a lovely community, there’s a
lot of community spirit, and I
enjoy that. I have made some
wonderful friends here.
Tell me about your children’s
books
They have an environmental
message. My first, Royal Blue,
was published in August last
year. It is about a little girl who
returns a starfish to the sea
after she wanted to keep it. It is
illustrated by Robert Scanlan,
who is based at Brighton Gallery.
Wednesday March 23 2022 Selwyn Time
way to retire and stay young
NEWS 9
Robert painted all the
images, which were then
digitised. Sammy the Rooster
is my second. It will be out
later this month. It’s about a
family rooster inadvertently left
behind at the rubbish dump.
It is illustrated by the niece of
a friend, 17-year-old Samantha
Hart in Wellington. She has
worked digitally, producing
wonderful illustrations. Robert
is now working on my third
book, about a robot that
forgets its head. That one is full
of fun.
What made you want to write
them?
In my retirement I had
hoped to do my own writing.
I didn’t envision it being
children’s picture books. It was
Covid which really changed
that. During the first lockdown
in 2020, I was sending stories to
my granddaughter in Dunedin.
She is seven now and lives in
Rolleston. I printed the stories on
coloured paper and put photos
in with them. We were all stuck
at home and I thought that was
something she would enjoy. As I
was doing it, I was thinking: ‘Oh
maybe I could publish them,
maybe I could find an artist,
maybe if I talk to some of these
community groups I might find
someone who just liked to have a
bit of fun like me.’ I walked into
Boaz speaking at a
Christchurch Polytech
marketing students’ project
presentation evening.
Brighton Gallery and asked if any
of the artists do collaborating.
I got in touch with Robert and
showed him my stories. He
picked Royal Blue, that is how it
became the first one. I couldn’t
justify spending the money it
would cost to pay a professional
artist. I said I will pay for the
printing costs and after I have
covered the cost, we will share
the profits, which I might add are
very small.
You have written books
before?
The book I first wrote was
Marketing in New Zealand (1996).
I was teaching the marketing
component of the New Zealand
Institute of Management
certificate, which is now a
diploma. There were not really any
text books at that level that were
really ideal. I had started writing
notes, handout-type things. I
put it to the publishers that we
had a gap in the market. It ended
up being three issues, it met the
market. Then I had this idea about
a study skills guide, I wrote that
through another publisher. Then I
was teaching business studies and
we had no resources, so I ended
up doing three teaching manuals
through a publisher. Once you
write a book though, you change
everything. I’d be sitting at the
computer, and think: ‘I teach this
but what does this really mean?’
NEW PATH:
The Duke of
Edinburgh
presenting
Boaz with
a Duke of
Edinburgh
award.
Getting
the award
inspired her
to further her
education.
I would be researching and get to
the point where I could explain
it inside out. You have to be able
to do that when you write a text
book.
People are still learning from
Marketing in New Zealand
today?
Yes, it is hard to believe, but
the principles never change. If I
rewrote it, I would put a lot more
in about digital media.
OUR PEOPLE/NEWS
‘I am really very blessed’
• From page 9
Your first foray into selfpublishing
has been with
children’s books?
Yes. We have had a real
decline in publishers in New
Zealand in the last 10 years. I
think I submitted the odd story
at different times, but really
publishers are only taking
established writers now, or
ones who have won a prize.
My friend had shown me a
book she produced through
Amazon for her friend, and it’s a
lovely book. (The printers) have
done an absolutely fabulous
job, and they really are looking
after me and helping me to
get through this challenging
process, I am just really very
blessed.
What do you enjoy most
about your new children’s
writing career?
It’s a great way to retire
because you just don’t get a
minute to be bored, you don’t get
a minute to feel like you are old.
I feel so much younger, young
people keep you young. The
fun part is reading to children
at libraries and schools and
pre-schools (Rolleston and West
Melton). We talk about starfish
afterwards, it’s incredible the
questions children ask. I end up
going home and researching just
about every time. I have quite
a lot of information that I have
built up.
POPULAR: Boaz’s first
children’s book is in
libraries around the South
Island.
What questions do they ask?
How long do starfish sleep
for? What do they eat? It is quite
cool, because starfish stick their
stomachs out to eat, when they
can’t fit it in their mouths, cause
they have very small mouths.
The older kids go: ‘Erhhh
gross,’ and the younger kids go:
‘Whoa.’ They are so engaged.
Where can people find your
books?
I fully support libraries,
virtually every library I’ve been
to and shown Royal Blue to, they
have ordered the book. It is in
libraries throughout the South
Island. It’s for sale at Rolleston
Florist and Gifts. I am available
to read my books to children at
birthday parties if people wish.
Encouraging start to
pest-control operation
• By Susan Sandys
A $10 MILLION pest-control
operation for Selwyn and
Banks Peninsula has launched
at Kaitōrete Spit, scoring 18
hedgehogs and one stoat in its
first four nights.
Pest Free Banks Peninsula staff
are rolling out 280 traps along
the 5500ha, 25km, spit in the
coming five weeks.
Last week they laid the first
50 traps, but not all were operational
each night as they had to
make improvements after gusts
of wind and mice set some off.
Project leader Sarah Wilson
said on Friday that she and fellow
staff had been thrilled with the
kill count so far, and were looking
forward to ridding the area
not only of hedgehogs and stoats,
but also possums, feral cats,
weasels and ferrets.
“Hedgehogs might be known
by some as Mrs Tiggy-Winkles,
but in this country the number
of lizards and important invertebrates
they munch every night,
along with eggs and chicks, is
phenomenal,” Wilson said.
“We were thrilled about the
stoat (caught on the first night)
in particular, because stoats are
very problematic, especially for
the banded dotterel.”
The spit is a breeding site for
the banded dotterel and other
bird species. It is home to two
flightless moth species, both
endemic to the spit, as well as the
katipō, several lizard species, and
threatened plants.
It is highly regarded for its
biodiversity, and was once a
major source of food for tangata
whenua and key travel route for
Ngāi Tahu.
Team members are using a
mixture of kill and live capture
traps, which have remote reporting
nodes to show when they
have triggered.
Wilson said the project had
huge support from Taumutu
Rūnanga. Members had been
and feral cats from
Kaitōrete Spit.
helping prevent reinvasion of the
spit by supporting a community
trapping project at Taumutu on
the southern end.
Since June last year, Taumutu
residents had caught 27 feral
cats in live traps and had them
humanely euthanised.
The five-year Pest Free Banks
Peninsula programme comprises
the spit and 23,000ha in the
Akaroa area called the extended
Key funders behind the
organisation are Environment
Canterbury, Predator Free
2050 and the Department of
Conservation. Its ultimate goal
is to free Banks Peninsula from
mammalian pests by 2050.
FORMER television
stuntwoman Cindy Miller is
leading by example in her new
role as a gymnastics head coach.
The West Melton mother has
jumped through flames, been
chased by fireballs, swung from
ceilings and fallen from ledges.
She said the stunts had taken
courage and a particular determined
mindset, something she is
passing on to her pupils at West
Melton Gymnastics Club.
“We have to give them the confidence
as kids so they know they
can give it a go,” Miller said.
Miller made her foray into the
world of stunt work at the age of
18.
While studying dance in
Auckland, she got the opportunity
to audition for television
series Hercules: The Legendary
Journeys (1995-1999). She played
an Amazon woman on the show,
when producers of the associated
Xena: Warrior Princess (
1995-2001) asked if she could be
a dancer for the Fallen Angels
episode.
“They needed dancers in harnesses
up in the ceiling,” she
said.
This led to her working as a
body dance double for Lucy Lawless
as Xena, undertaking dance
sequences as Xena. The work led
to her doing some stunt work as
well. It saw her literally running
through a tunnel as fire balls
were thrown behind her and
falling of a ledge on set that was
two-storeys high.
For the fireball scene, she had
been covered in fire retardant gel
and had to begin her sprint on
the count of three, two, one.
“I remember that because it
was hot. That was scary,” she
said.
For the falling off a ledge, she
was secured by a rope held by a
stuntman, who had to pull on
it at the right time to make sure
she did not hit the ground.
“It was definitely one of those
Latest Canterbury news at starnews.co.nz
moments when I thought: ‘This
is awesome.’ If they asked me
to do it now I would be like no
thank you, but definitely in those
days it was a great experience.”
She was with the show for
about two-and-a half-years until
it finished.
She then went on to work as
a stuntwoman on made-fortelevision
movies including
Atomic Twister and SuperFire.
For Atomic Twister where she
was hoisted up on a crane and
had to move as though she was
in a twister in a corn field, while
for SuperFire she had to once
again be covered in fire retardant
gel as she jumped through fire on
an outdoor hill.
“My eyebrows got singed quite
a bit,” she said.
Leaving her exciting stunt
career behind, Miller pursued
her longtime dream of teaching
performing arts. She left Auckland
and taught at her former
high school of Mt Maunganui
College, alongside establishing a
youth dance school.
She later got into early childhood
education, and moved to
Christchurch, before she and her
husband and family moved to
Thousands of batteries already
recycled in new scheme
A new battery recycling programme in Selwyn has seen a huge uptake in the first three months since
it launched.
The Council partnered with electronics recycling company E-Cycle to provide the recycling scheme
where people can drop off used household batteries of all kinds at four drop off points.
Since it started in December 819kg of batteries have been recycled. That includes just over half a
tonne of batteries dropped off for recycling off at the Pines Resource Recovery Park and over 250kgs
dropped off at New World Rolleston, New World Lincoln and Darfield Library, Council solid waste
manager Andrew Boyd says.
“We know that battery use is increasing and
that people are looking for ways to reduce
their rubbish and to recycle more. It’s fantastic
to see the way people have embraced the
programme and to see all those batteries
diverted from landfill and being recycled. We
hope to be able to add more sites in time.”
The majority of the batteries recycled were
Alkaline batteries such as AA and AAAs, but
there was also a mix of Lithium-Ion batteries
such as those used in laptops, mobile phones
and tools. This is good to see, Mr Boyd says,
as these batteries can cause fires if disposed
of through kerbside bins.
The recycling programme also accepts button
cell/coin batteries (used in watches, hearing
aids) Nickel-cadmium (used in portable
electronics, tools, toys) and Nickel-metal
hydride batteries (used in digital cameras,
laptops, mobile phones).
The batteries are sent for recycling in Australia
– where 70-90% of the battery is recycled into
new batteries or ingredients used in roading
mixes and fertilisers. Nickel-cadmium and
Lithium-ion batteries are forwarded on to a
specialist recycling plant in South Korea.
For more information on the recycling scheme
Rolleston Transport Improvements Project
Community update
WORKING TOWARDS A SOLUTION
Talking with communities is an essential
step informing Waka Kotahi transport project
planning and design. This step gives everyone
an opportunity to have a say on the project and
helps the design team to deliver the best possible
solution for the community.
We've listened, and consequently over the past
few months the Waka Kotahi team has been
reassessing and investigating several alternative
ways the residential and industrial sides of
Rolleston could be connected using a flyover
or other options as highlighted in last year’s
community feedback.
Top of mind is preventing people from being killed
and seriously injured on SH1 and rail crossings
in Rolleston. This is a high-risk section of a major
South Island freight corridor, intersecting with
rail. (There have been around 40 near misses at
Hoskyns level crossing in the past ten years.)
The investigation process involves reassessing
options and testing how they perform against key
criteria – including how they fit with the district's
transport system, the short and long-term effects
on how the state highway and local transport
network fit together to best serve the community
and economy, as well as safety, environmental and
cost considerations.
GETTING BACK TO YOU
We've been refining the options to enable us to
determine a solution that we think fits community
needs better. There's still a bit more work to do yet
however, with partners and stakeholders including
the Council and KiwiRail.
The team is expecting to have a revised draft
plan with a preferred option ready for community
feedback around mid-2022.
To receive this information, visit the project
website: www.nzta.govt.nz/rollestonflyover
and subscribe to updates.
Engagement with the community on this critical
transport project will help to ensure we reach the
best possible solution for Rolleston.
SPEED REVIEW UPDATE
It makes sense to check speeds are right for the
highway while we are talking with the community
about major transport infrastructure projects.
As part of engagement last year, we asked the
community about the current SH1 speed limits
from Hoskyns Road right through to Dunsandel.
We asked if speeds felt safe and right for the road, if they had
experienced near misses or found it hard turning on or off the
highway and if there were any places where lower speeds could
mean people feel safer.
The Waka Kotahi team has reviewed community feedback on
highway speed limits alongside their technical assessment and
determined the current speed limits can remain for the time
being, while planning for infrastructure upgrades are underway.
(The summary of feedback is available on the project website.)
A safe and appropriate speed limit recommendation will be included
as part of the project design. The project will also factor in safety
improvements in the pipeline for the broader corridor from Templeton
through to the Selwyn River. (This includes roundabout options for
Burnham.)
Safe speed limits and infrastructure improvements work together to
create a safe road system. Vehicle safety, good road user choices,
transport system management and work-related road safety are
equally as important and are our internationally proven focus areas.
Action in these five key areas will help us meet our Road to Zero
target of 40% less deaths and serious injuries on our roads in the
next ten years.
Visit nzta.govt.nz/road-to-zero for more information on how we
are improving our road system.
$45,000 vehicle a boost for
Malvern Community Patrol
• By Susan Sandys
MALVERN Community
Patrol has a new set of
wheels, in the form of
a $45,000 Toyota RAV4
hybrid.
The vehicle replaces its
former car, a 2015 Nissan
X-Trail, which served the
organisation for about six
years.
Chairman Harvey
Polglase said the Malvern
Lions Club had handed
over the vehicle to the
patrol on March 13, after
the club ran a fundraising
golf tournament last year
which had been well supported
by businesses and
individuals.
He said it was testimony
to the strong support the
patrol had from the community,
which appreciated
the patrol’s 30 volunteers
operating on a roster to
keep their town and rural
areas safe.
Funds from the tournament
and Four Winds
Foundation had enabled
the purchase.
“We are a volunteer organisation,
we are dependent
on public support,”
Polglase said.
As of last week, the vehicle
had already been in use
for almost two weeks. He
said so far it was doing its
job perfectly, being seen
out and about, but not
coming across suspicious
activity.
BACKYARD CRITTERS
ECO-FRIENDLY: The new Toyota RAV4 hybrid
on patrol in the Malvern area.
“We want to act as a
deterrent more than anything
else. We don’t very
often see things wrong,
the Malvern area has a low
crime rate,” Polglase said.
“For us, a successful
patrol is going out around
the townships and basically
not seeing anything
wrong,” he said.
“Anything suspicious we
see around, we report to
police intel.”
Incidents so far this year
at night were responding
to a home where stones
were being thrown onto
a roof, and another home
where someone suspected
there was a stranger on
their property. Both
visits were reassuring to
the homes’ occupants,
although had not yielded
any sightings of possible
offenders.
Last year actions of
the group hit television
screens, after patrol volunteers
spotted two escapee
pre-schoolers in Darfield
out in the middle of night.
The Police Ten 7 segment
reported the children were
returned safe and sound
to their parents.
The volunteers patrol
the wider Malvern area,
including Darfield, Kirwee,
Greendale, Hororata,
Glentunnel, Sheffield and
Springfield.
“We help provide reassurance
to the local community,
particularly as the
rural area is large. Police
appreciate the additional
eyes and ears the patrols
can provide,” Polglase
said.
The Malvern
Community Patrol is
keeping the community
safe in more ways than
one. Last year it initiated a
project to install 23 crime
cameras at Darfield. They
feature number plate
recognition technology
and are used by police
to help identify and
apprehend offenders in the
case of any incidents.
I SUSPECT that I’m
not the only one who
has noticed the many
craneflies (or Tipulidae)
about now, especially in
the cooler and wetter areas
including the bathroom.
THese large, long-legged
craneflies are totally
harmless but are hugely
speciose – more than 619
species of craneflies are
known in New Zealand
and 99.6 per cent are
endemic.
Some people may know
them as daddy-long-legs,
but this is hugely confusing
given that the garden
harvestman and another
species, the cellar spider,
are also called by the same
common name.
Most, but not all
craneflies fly, although
Mike Bowie is an ecologist who specialises in entomology
(insects and other invertebrates). Each week he introduces
a new species found in his backyard at Lincoln. His
column aims to raise public awareness of biodiversity, the
variety of living things around us. Check out the full list
of invertebrates found at www.inaturalist.org/projects/
backyard-biodiversity-bugs-in-my-lincoln-section
Craneflies are totally harmless
very clumsily with their
six long legs, whereas the
harvestman and cellar
spider are flightless and
have eight legs.
Cranefly adults usually
only feed on nectar.
Larvae, also known as
leatherjackets, are found
in wetter environments
such as in tree litter, moist
rotting logs, and soil. In
most species larvae are
very important in the
breakdown of litter in
forests, swamps, bogs, and
streams. However, in Europe
some cranefly species
have become
pests when larvae feed on
roots of vegetables, fruit
trees, cereal crops, and
pastures.
The Lords cricket
ground was attacked by
leatherjackets in 1935
causing the bald patches
on the pitch to spin the
ball uncharacteristically
for much of the season.
Perhaps the most
common species recorded
at home in Lincoln is
Leptotarsus albistigma.
They have a body length
of 10-15mm long,
wingspan and leg length
of 30mm. They are found
throughout New Zealand
and their peak flight is
January to March.

Emphatic wins set up all Selwyn final
DARFIELD WILL play
Leeston-Southbridge for
Canterbury Country cricket’s
premier one-day title after
both teams dominated lowscoring
semi-finals.
Both Sefton and Cheviot
were skittled for less than 100
runs on Saturday as Leeston-
Southbridge and Darfield
recorded emphatic seven
and eight-wicket victories
respectively on their home
grounds.
They now contemplate an
enticing final at Rangiora’s
Mainpower Oval on Saturday,
with the top two sides from the
regular season both featuring
several representative players.
At Leeston Park, Sefton were
inserted and quickly in trouble,
as the combined XI ripped
through a talented and deep
batting order.
Sefton’s danger man
Amandep Arora looked in
ominous early form but when
he was chipped out by Tom Burt
for 22, they never recovered.
No other Sefton batsman
passed 20 and they struggled
for any runs as the Leeston-
Southbridge bowling unit
squeezed them and eventually
dismissed them for just 90 runs
in the 40th over.
The wickets were shared
around but Chris Beaton’s 3/10
stood out.
A 67-run opening partnership
between Toby Doyle (24 runs
off 48 balls) and Brayden Hill
(29 off 36) broke the back of
the chase, and although Sefton
snared three quick wickets, were
never realistically capable of
defending the low total, with the
winning runs being knocked off
in the 21st over.
At Darfield Domain, Cheviot
won the toss but quickly rued
the decision to bat, being
bundled out for just 89 in the
34th over by the top qualifiers.
Darfield’s new ball pair of
Tom Innes and Will Greenslade
knocked the top off the
powerful Cheviot order before
Greenslade came back to mop
up the tail and end with four
wickets.
Nick Gilbert made sure there
were no hiccups in the chase,
with his unbeaten half-century
setting up a commanding win.
The final starts at 11.30am.
Short scorecards:
Sefton 90 (A Arora 22; C
Beatson 3/10, T Burt 3/31,
S Chamberlain 2/17) lost to
Leeston-Southbridge 94/3 (B
Hill 29, T Doyle 24) at Leeston
Park.
Cheviot 89 (W Smith 24, A
Redfern 23; W Greenslade 4/21,
T Innes 2/12) lost to Darfield
91/2 (N Gilbert 59no) at
Darfield Domain.
PLAY, MISS: Sefton’s Micah Campbell is beaten
by a Dougald Munro delivery, which is taken by
wicketkeeper Toby Doyle.
SMART RUNNING: Micah Campbell makes
his ground as Doyle whips off the bails.
ECONOMICAL: Munro conceded 20
runs from nine overs as Leeston-
Southbridge dominated Sefton.
PARIS PRINCE’S win
on Sunday in the Grand
Slam Trading Co Trot at
Motukarara gave Royal
Aspirations’ stud career a
notable record.
From just four foals in his
first crop, the stallion can
now boast four winners. Paris
Prince joins Royal Del, Royal
Deirdre and Royal Pride in the
winner’s circle, quite a return
for their breeders and owners
Fay and Fred Fletcher. What’s
more, all four have won on the
Motukarara grass.
Having his second start after
an eye-catching fourth on
debut and driven beautifully
by Sam Thornley, Paris Prince
prevailed narrowly in a race
that wasn’t without incident
in the straight. Stablemate and
favourite Royal Gamble, also
by Royal Aspirations, galloped
when trotting boldly to the
lead 400m out. Then second
favourite Rush broke at the
line in what would otherwise
have been a very tight finish.
The stock of Royal Aspirations
are certainly keeping
veteran trainer Fred Fletcher
busy these days.
“I have 12 in the stable
altogether, and I haven’t come
across a dud one yet. All the
young ones are coming along
nicely,” he said.
CLOSE: Paris Prince gets up on the line at Motukarara on Sunday.
After Royal Aspirations
retired from racing in 2016,
the Fletchers gave him the
chance at stud with their
own mares, and these now
four-year-olds are the result.
Since then the former agegroup
champ and open class
performer has continued to
put his mark on the siring
ranks in the face of fierce
competition from more highprofile
stallions.
To Fred, what stands out
among Royal Aspirations’
foals is their intelligence.
“He’s a lovely horse and
he’s got brains, and he’s
passing that on to his
stock.”
The Fletchers have a long
association with Banks Peninsula
Trotting Club.
Fred recalls being trainer
of the year at Mot “a long
time ago.” Along with close
friends Lindsay and Judith
Blackmore, they continue to
sponsor the club’s junior drivers’
competition.
Fletcher still does some
equine physio for which he
is well known and regarded,
and has a couple of pacers in
the stable. But it’s his team of
Royal Aspirations horses that
are really keeping him busy
these days.
As for the sire, his successes
don’t stop at his Fletcher fouryear-olds.
He has some promising
younger horses coming
along from small commercial
crops, including winners KD
Royalty and Sunny Louis.
With his emerging record,
Royal Aspirations’ stocks can
only rise.
Swimming pools
make a big splash
Swimming pools continue to make
a huge splash in popularity this year
as home owners look to improve their
outdoor spaces rather than travelling
overseas.
For a locally owned and operated
swimming pool supplier and installer,
look no further than Lagoon Pools who
will make your dream come to life.
The team can also install pool lighting,
fountains, swim jets or spa jets which
enhance the pool area and can transform
it into an extended living space where
family and friends can relax, says Julie
Hastings who owns Lagoon Pools with
husband Warren.
The continued popularity of enjoying
a pool in your own backyard has led to
huge demand for the company’s services.
“We suggest booking in your pool
project well in advance to make sure your
dream comes true,” says Julie.
Julie and Warren provide a professional
and customer-focused service and say
there really is a pool for any site. They
install pools in sizes to suit both small and
large sections, ranging from five metres
to 12 metres in length with a variety of
widths, colours and shapes.
Lagoon Pools supplies 100 per cent
composite fibreglass pools and, with
patented innovations, every swimming
pool is supported by their lifetime
structural warranty and a lifetime osmosis
warranty.
It takes around five days to install a pool
and the finishing touches can take from
four weeks to a few months, depending
upon the design. Not only does Lagoon
Pools install the pool, they can organise
the complete package including paving,
decking, landscaping and fencing to
ensure your entire pool area looks
amazing.
Indoor plants offer
many benefits
On A Roll
Curtains
Your local window treatment
provider... Premium products
at affordable prices
Study shows that
indoor gardening
can lower stress
• New build specialist for all window
treatments needs
• Providing a full range of premium brands
for all window treatments from blinds,
curtains to motorisation
• Working with local professional curtain
makers
• Service from concept to install
• End of lines, select quality curtain and
upholstery fabrics
Indoor plants are still a popular option
and add a natural look of life to your
décor. The type of plant can totally alter
your room depending on its foliage and
colour.
What is exciting about adding house
plants to your rooms is that there are a
variety of ways you can incorporate them
by adding them as a focal point on walls,
which works particularly well in a smaller
space.
Creating a vertical garden indoors is not
that difficult, and it makes the space more
contemporary and relaxed. What about
including herbs which grow well inside
and are a handy addition to the kitchen
area.
Hanging a simple wooden shelf also
works with plants that trail such as
Callisia Bubbles which has interesting
shaped foliage that cascades over the edge
of the pot.
Apart from creating a fresh natural
look in your home, there has been a lot of
research into the benefits of house plants
and how they can improve health and
wellbeing.
In one study, participants were asked
to re-pot a houseplant or complete a
task on a computer. The result was that
indoor gardening lowered the stress
response while the computer task caused
a spike in heart rate and blood pressure,
even though the participants were wellaccustomed
to working on computers.
The conclusion that working with plants
could reduce both physiological and
psychological stress.
Working with plants can also be
therapeutic according to research when
people with mental health symptoms
reported increased feeling of wellbeing
after experiencing horticultural therapy.
Having to look after plants and flowers
may also speed your recovery from an
illness, injury, or surgery.
There are many other reasons that
plants indoors can have benefits. The
most common is improving the quality
of indoor air. The scientific word is
phytoremediation which means that
plants are scrubbing contaminants from
the air.
There are specific plants that are more
likely to provide this benefit so a bit of
research can provide more information.
Choosing an
indoor plant
When looking at the vast array of
indoor plants that are available, check
with a reliable source if you have children
or pets at home as some might not be
suitable.
Next think about the spaces that would
suit a plant, for example, in the bathroom
or a living area. Here are some options if
you want something for a coffee table or
to hang from a shelf:
The Chain of Hearts is named for the
shape of its leaves that trail along their
stems. Best suited to a high shelf or
hanging baskets they prefer bright but
not direct sunlight and should be watered
sparingly.
Peace Lilies can add an air of
sophistication and calmness in any space
and would work well in a bedroom. Their
beautiful white flowers contrast with their
dark green leaves. They prefer moist soil
and a humid environment.
Orchids also boast beautiful flowers and
can transform a room. One of the easiest
varieties to grow is Phalaenopsis, or moth
orchid, and their flowers can last more
than six months with minimal watering.
Aloe Vera is well-known for its
medicinal properties and can be grown
both outdoors and indoors. It is a type
of succulent and is, therefore, low
maintenance and provides a sculptural
foliage which provides a great focal point
on a coffee or side table.
The Dracaena is best suited to light
shade. They look great while also being
easy to grow. Another option is Mother
in Law’s Tongue, or snake plant, which
is great for those who are new to house
plants as it is can be neglected for weeks at
a time. It features stiff upright leaves and
prefers indirect sunlight.
Looking after your indoor plants
• Pinch off dying flowers with your
thumb and forefinger and remove any
damaged or yellowing leaves.
• Ensure your pot or container has
drainage holes and a decent depth to
hold enough potting mix to house the
roots. Lack of root room will limit the
capacity for a plant to fully develop.
• Dust can cling to plant leaves and
prevent growth. Spray with tepid water
to unblock the pores and wipe gently.
• Different types of plants need different
degrees of moisture so check the label
on your plant to see what works the
best. Aloe Vera, for example, doesn’t
require much water.
• Plants use nutrients from the soil as
they grow, so regularly replenishing
the nutrients ensures your plants
remain healthy. There are many
different options on the market
including products that aid water
distribution and retention.
Great time to
install irrigation
Late autumn/winter is the perfect time to install an
irrigation system on your property or water trough
lines on your lifestyle block as the ground is soft
and gives a great finish,” says Phil Hudson, owner of
Freeman Irrigation
A locally owned and operated company, Freeman
Irrigation can provide a range of cost effective and easy
to use automated options.
The company installs their pipes with a Mole Plough
which provides a no mess solution to the installation.
“With this ‘invisible’ trencher you wouldn’t
know we have been on your property within
just a couple of weeks,” says Phil.
Many irrigation options utilise the latest
technology where sprinklers can be connected
to weather station forecasts using WiFi so if
rain is expected the amount of water is reduced.
By operating your system remotely, the
flow can be adjusted to suit the conditions,
saving water and money. Freeman Irrigation
can advise on the latest updates in the
current market.
“We have a range of smartphone
controllers and rain sensors that can be
fitted to most systems, allowing to have
easy control from anywhere. If you want
to save money and conserve water a
good rain sensor is an affordable solution,” says
Phil from Freeman Irrigation.
It is also a good time of year for maintenance
including clogged; leaking sprinklers and
valves; obstructed sprinklers; leaking/blocked
solenoid valves; overspray onto footpaths,
streets or buildings; design problems; missing
nozzles or pipe leaks and breaks.
“And remember to remove tap timers as
months get colder and frosts arrive.”
Freeman Irrigation provides an extensive range of
irrigation services, not just for residential homes but
also parks, golf courses, horticultural and viticultural
properties, sub-divisions and commercial properties.
Cosy home is
happy home
A cosy home is a happy home and a blazing wood
fire that lasts all night can make all the difference.
Blaze King fires from HeatStore do just that with
new catalytic technology enabling the fire to produce
thermostatically controlled heat all night long.
“People really enjoy waking up to a warm home
without worrying about the fire going out during
the night. They can then add more wood to the fire
when they get up, turn up the heat and they’re in a
cosy home no matter what the time of the day is,” says
HeatStore Commercial Manager David Chalklen.
Blaze King log burners can last 12 or more hours
without having to be stoked up and work by using a
clean air technology that raises the temperature of the
smoke to burning point.
“Being able to generate heat from otherwise
wasted energy in smoke allows for a much cleaner
burn, easily meeting and raising the bar for log
burners available in New Zealand and Environment
Canterbury’s ultra-low emission burner (ULEB)
standards.”
For a stylish alternative, HeatStore is the sole
stockist of the Ravelli pellet fires from Italy. Their
unique design is sleek and luxurious to suit any décor.
Pellets are automatically fed into the fire from a
hopper and, unlike a wood burner, there is the ability
to obtain instant heating/ability to turn fire up and
down.
Major advantages include not only their efficiency
and their quietness but pellets are easily available
at HeatStore – and you will no longer need to cart
wood.
They can even be operated by Wi-Fi so you can get
it started while you’re on your way home from work
so you can walk into a cosy home. They also feature a
24-hour timer for added convenience.
HeatStore’s showroom is at 2/472 Blenheim Road
has over 20 different types of log and pellet burners
on display and the team are happy to provide their
expert knowledge to ensure you make the right
choice for your home and lifestyle.
The showroom is open Monday to Saturday, give
them a call on 03 343 1651 or visit their website at
French flair to the fore in Citroen C4
I’VE BEEN hearing horror
stories from new car buyers,
those who have been waiting for
almost a year for cars they have
ordered.
Nearly all of the world’s car
makers have been affected by
component supply shortages
due to Covid-19 creating
manufacturing issues;
subsequently, lengthy wait lists
have developed.
To top it off there’s a
distribution issue globally and
none more so than in New
Zealand where it’s been reported
that at any given time thousands
of cars are waiting to be
transported island to island.
It’s the high volume distributors
that have been affected most,
companies that have smaller
turnovers seem to be soldiering
on with just enough product to
keep the accountants happy.
At a local level the Armstrong
Motor Group is ticking over
nicely with its new car range –
Subaru, Peugeot and Citroen.
I’ve been very fortunate to have
sampled five models from this
dealership in the last few months
with their new demonstrator
models being made available to
me, and I’m most grateful for that.
One to come my way from the
Armstrong showroom is Citroen’s
new C4, a cheeky liftback that
almost borders the sport utility
vehicle market.
As mentioned, Citroen isn’t a
big player in New Zealand, but
if you study the product line-up
you’ll find practical, affordable
vehicles that are thoroughly
appealing through their design
flair. I guess you’d expect nothing
less from this French car maker
which has had a reputation for
bold styling cues, designs that are
a considerable part of their appeal.
The C4 arrives here in just one
specification and it gets a 1.2-litre
turbocharged three-cylinder
engine which has been used
widely across Citroen’s range and
in some Peugeot models.
I can safely say the threecylinder
layout is it is one of my
favourite engine types and in the
C4 it is quiet, smooth, and doesn’t
overly let the occupants know of
its design through the harmonics
often associated with its three-pot
layout.
The twin-camshaft petrol
engine is listed with a 114kW
power rating along with
240Nm of torque, these are
healthy outputs, and if you
take into account where they
are developed – 5500rpm and
1750rpm respectively – then
there becomes an immediate
sense of acceleration. Add in
the light weight of the C4 at just
CITROEN C4: Bold styling cues and aggressive front.
1267kg and it feels feisty and The suspension deserves a
lively. Citroen claim a standstill worthy mention, it gets what
to 100km/h time of 8.9sec, which Citroen describe as a progressive
is all the acceleration you need in hydraulic cushion system.
today’s motoring environment. Put simply, what appear
Drive is channelled through to be conventional shock
a conventional eight-speed absorbers actually incorporate
automatic transmission, if you two hydraulic stops, one for
take into account the seemingly compression and one for
endless supply of ratios, there is decompression, they dissipate
reasonable harmony and gearing energy from road bumps, helping
which enhances that eager engine to create a smooth ride.
feel, along with healthy fuel
In effect, the ride is well
economy.
cushioned. There is a road I
The latter is listed by Citroen often eke out when on a highway
at 6.1-litres usage per 100km on journey, it’s near Darfield and
a combined cycle average. The tree roots have been growing
evaluation car’s dash display under the road for a distance
was constantly sitting around of about 1km making the road
7.4l/100km, which was a good rippled which makes for a good
figure given the car was brand suspension test, the C4 has a
new and I guess somewhat tight. controlled, comfortable ride.
If you also take into
The C4’s styling isn’t radical as
consideration the C4’s weight, it could be, but it is a departure
then it has benefits in all areas, from the norm. The interior is
the engine isn’t working hard modernistic and minimalist in
to maintain momentum, hence its detailing, however, it all works
the light fuel load, there is also cosmetically.
a feel through the chassis and I particularly like the
suspension that promotes a panoramic roof which has an
sporty sensation.
electric internal blind and it very
• Price – Citroen C4, $41,990
• Dimensions – Length,
• Configuration – Threecylinder,
front-wheeldrive,
automatic
• Performance –
0-100km/h, 8.9sec
• Fuel usage – 6.1l/100km
much adds to the character of
the car, it is a $2990 option, but it
represents the ideology of C4.
In terms of specification, the C4
is also well appointed. You get all
of the kit you’d expect on a $42k
car with many of the functions
operated by voice recognition
technology.
Satellite navigation is fitted
along with head-up display,
steering wheel-mounted paddle
gear shifters and driver-selectable
drive modes – eco, normal and
sport. The C4 incorporates all
things practical in a modern,
stylish package. There is one
feature that really appealed to my
wife as a passenger and that is the
Smart Pad Support device, a clever
retractable system that connects
to the dashboard, enabling the
front passenger to securely
attach their tablet for use on any
journey, when not in use it slides
seamlessly back into the facia.
Built with traditional Citroen
values, the C4 is a funky purchase
for anyone who dares to be
different. The last model sold
well in New Zealand, and I’m
expecting the newcomer to be
just as popular.
Issue 6 - Autumn 2022
Kia ora
Over 90% of residents say Selwyn is
‘a great place to live’. Perhaps that’s
why more New Zealanders than ever are
choosing our awesome district to plant
new businesses or raise their whānau.
I’m heartened that over three quarters
of us say we feel a sense of belonging
and community. As we continue to
grow, I want to ensure we celebrate the
long held traditions of our district, the
shows and markets as well as embrace
the new Selwyn in all our diversity. I
enjoy leading a Council that is making
sure that our facilities and services are
keeping in step with this growth, from
new skate parks in our townships to
getting our Selwyn health hub fully
operational, and working with businesses
to link young people into employment.
Mayor Sam
Catching up with the Darfield butchers, one of our ‘Start-up Business’ award winners form the Selwyn awards
Kickstarting Selwyn businesses
Every time a new business opens in Selwyn it brings job opportunities to our community and contributes to
the local economy. At the last count it was calculated that our Selwyn economy grew almost 2.3 % more
than the average district’s economy in New Zealand. New businesses also enrich our lives by bringing
services closer to our doorstep and by providing something new, interesting or useful to our communities.
Getting a new business off the ground doesn’t happen by accident. We have a team here at the Council
who work hard with individuals, our partners at the Ministry of Social Development, the Canterbury
Employers Chamber of Commerce and ChristchurchNZ, to give new businesses the kickstart they need to
get their ideas up and running.
Recently I’ve met with several new businesses to Selwyn, like Christchurch RV Centre. Their story is similar
to many other new businesses – they say that Selwyn offers a real opportunity to succeed, a solid and
growing customer base and is a great place to set up shop. This month we have been running our Learn
Earn and Grow seminars, offering tips and advice to budding entrepreneurs. If you have a business idea
and want to know what help is out there get in contact with one of our amazing community, economic and
business advisors.
30 Selwyn Times Wednesday March 23 2022
Lincoln township
Community news
Taking part in one of our work place exposure experiences in partnership with Southern Wood nursery.
A step on the employment ladder
Our population in Selwyn is comparatively very
young, with 22% of us under 15. That’s about
16,000 young people. I’d like every one of them
to think that Selwyn is the place where they can
live their best lives. It’s my job to lead a Council
that creates opportunities to help our young
people realise their full potential, and all this month
we’ve been doing just that. We’ve teamed up with
various organisations to run a series of events to
help young people find support in employment,
education and training. Sadly our planned Employ-
Ability Expo linking employers with job seekers of
all ages has had to be postponed to later in the
year. In May we kick of the third of our Council’s
six-week Trailblazer Internships, giving 10 young
people some real work experience in Council roles
from sports co-ordination to event planning. If you
are quick you can still submit your application to be
a Trailblazer before the closing date of 31 March.
I love seeing how the opportunities we create
boost the confidence of our young people and
stimulate interest and enthusiasm in areas they
might not have considered was something they
could do. Together we are all able to contribute
and support our children as they grow through
their childhood and teenage years with our
outstanding schools, and loving neighbourhoods
and families.
One of our ‘Starting a business’ workshops this month.
I’m always pleased when hard work pays off.
This month we’ve made headway on two
important community issues. I know that road
safety on the main street through Lincoln has
been a concern for the community. We’d planned
to fix this with an upgrade in 2027 which would
cost $6 million, and were looking for funding to
try and bring the work forward. Initially we fell
outside the application criteria for Waka Kotahi
NZ Transport Agency’s funding as part of their
“Streets for People” initiative. However we
pressed our case and eventually they accepted
our application. We’ll find out in July if our bid
has been successful. If we are we would be
in a position to start the work next year.
In Hororata councillors and staff have been
working hard with the community to agree a
way forward for the new community facility. I’m
pleased that our Council has agreed to support
the excellent local work to undertake a feasibility
study on the possibility of creating a community
hub by upgrading the existing community hall and
the site. This is a change from the the original plan
from last year and would result in the community
hall and surrounding land reverting to community
ownership. Subject to final confirmation the council
would also contribute $1 million to the project.
Go Hororata!
CORDE – new brand for
Council-owned Company
I’m delighted to announce the rebrand of our
Council-owned infrastructure maintenance
and construction companies. SICON, Blakely
Construction and Blakely Three Waters have
become CORDE. This awesome new company
weaves together three critical areas of expertise.
A construction arm, running industry leading
projects across the South Island; a specialist
three-waters team, helping ensure the quality of
our community water infrastructure; and a talented
maintenance division with strong long-term
contracts across the Canterbury region.
You may have already seen their white vehicles
emblazoned with striking new CORDE branding
around the district. The name relates to the three
divisions now becoming united, and symbolises
collective strength – a cord of three strands is
not easily broken. Check their video on YouTube
explaining how CORDE brand came about:
https://youtube.com/watch?v=r2dFAMemLv0
As a company CORDE is built on the key values
of trust and the deep connection to their teams
who have the protection of our place (kaitiakitanga)
at their core. I’m confident that CORDE’s new
structure will grow with our district, and their work
will strengthen our communities today and for
future generations. As CORDE is 100% owned by
our Council, their profits come back to us and help
keep the cost of our rates and services down.
Mentoring
As part of the Mayors Task Force for Jobs
I have joined the Tuia programme which is a
project to develop the leadership capacity of
young Maori in communities throughout
New Zealand. As part of this programme
I have the privilege to mentor a young
person, on a one-to-one basis, to encourage
and enhance their leadership skills. The
programme also provides me with the
I am extremely privileged
to be the 2022 Tuia representative for
Selwyn District. Having the opportunity to
be mentored by Mayor Sam is incredible,
he is an inspiration to work with through my
marae, and so being able to have one-onone
mentoring is extremely beneficial for
my own development and learning. During
these times it is incredibly testing and so just
being able to connect with someone who
can share their experiences and is open to
hearing about my passions is important.
I look forward to my year learning from the
Mayor and getting to know Selwyn.
News in Brief
New Youth Council
Our new Youth Council has come together for the first time this
month, and it’s great that we have widened the age range, with
the youngest member being 12 years old. The Youth Councillors
help our Council and staff bring a youth perspective to our
decision making.
Biodiversity
We’ve just received close to $800,000 Government boost to
restore the 81 hectare Tārerekautuku/Yarrs Lagoon – a significant
wetland close to Lincoln. This will create new employment
opportunities and revitalise this natural asset.
Swim safe
Learning to swim is important for safety and for staying active.
I’m delighted our swim programme has expanded into the Darfield
pool, and that the former main pool in our Aquatic Centre is now
dedicated to teaching our residents this lifesaving skill.
Springfield flooding
Springfield was the hardest hit in the flooding last year, with a
number of families displaced from their homes. A door-to-door
assessment of every house in Springfield, combined with a
specialist flooding study is helping us to plan possible future flood
protection options for discussion with township residents.
Springs reserve
The first bike tracks and buildings are taking shape in the new
park at the Springs reserve. The wooden tracks are coming along
as part of the first 10-hectare section of the park. Look out for the
sports fields and a dog park to follow.
Civil Defence
So good to see a great response to our recent civil defence
recruitment drive. All our new volunteers will now be trained up to
national standards and be ready to help you the next time we face
an emergency in the district. Thank you for volunteering!
[Edition datE]
Buying a lifestyle block
City life getting you down? Dreaming of
living in the country, where you ‘commute’
from the breakfast table to a barn or your
home office? It might look like an easy life
but buying a lifestyle property can be a
complex business.
While living in the country has much
to recommend it, you need to do more
preparation for buying a place there than
buying a pair of gumboots and comparing
the merits of ride-on mowers.
We recommend comprehensive due
diligence when buying any kind of property,
but rural ones come with a whole extra set
of things to think about compared to buying
a straightforward stand-alone home in
town”.
While it’s tempting to focus on the dream
wish list for your bucolic bolt-hole, but you
should also compile a list of issues to be
aware of (and people who can help you learn
about them).
“If the property you like is being sold by
a licensed real estate agent, remember that
you can ask them anything you like about it”.
“Rural real estate agents have special
skills in this area and they’ll be able to help
you figure out what information you need
to make a well-informed decision. It’s also
a good idea to get your lawyer onboard
early to check titles, consents and other
information that you gather in the process.”
It might feel like you’re getting away from
it all when moving out of town, but rural
developments can be subject to rules that
restrict what you can do. REA recommends
getting your lawyer to check if there are any
covenants on the property that might have
an impact on a future business you may
run there, or any planned building projects.
You don’t want to invest in an alpaca herd
for your new dream property only to find
that it’s not allowed to carry any livestock.
Similarly, it would be tough to discover that
your subdivision plans are not permitted by
council rules.
Be aware that there may be tax
implications if you’re planning to use the
property as a business.
“In general, if it is currently being used for
a business that is tax-registered – whether
that’s selling organic eggs, grazing stock
or running a B&B – then the seller will
probably add GST to the price. This means
you’ll pay an extra 15 per cent, unless you
are also registered for GST. Ask your lawyer
or accountant to check if the house or any
other buildings on the property are GSTexempt.
They will also be able to advise you
on whether you need to be GST-registered.”
A good place to start when trying to
figure out what tax obligations might
attach to your purchase of the property
is Inland Revenue’s property tax decision
tree (available at http://www.ird.govt.
nz/property/property-terms-and-tools/
property-decision-tree/), but keep in mind
that it is always best to seek professional
advice before you make a decision.
Rural properties (like all properties) can
also have easements on the title that relate to
access, water or power. You should ask your
lawyer to check the title and work out what
the easements are, and how they will have an
impact on your rights and responsibilities as
an owner.
“For example, if the title allows a
neighbour access to a piece of their land
through your property, do you have any
right to limit the type and frequency of that
access if you buy it?”
Be aware too that there may be ‘unofficial’
easements operating; the incumbent
owners may have an informal arrangement
with their neighbours, but this may not
remain when the property passes into new
ownership.
Things that we take for granted when
living in urban environments, like water,
sewage and access, can require more
involvement in rural areas. Check the water
sources for the property – if it has its own
bore, are there limits on the amount of
water you can draw from it? What is the
process for ensuring it is safe to drink? What
happens to wastewater and sewage? Are you
prepared for life with a septic tank? Will the
current owner ensure the tank is empty as a
condition of sale?
When it comes to access, will you
share a private road or right of way with
other properties? What will be your
responsibilities and potential costs for
maintaining it? Don’t forget that your
neighbours may be involved in unglamorous
activities at ungodly hours – check the
zoning rules for nearby properties if you’re
worried about noise, smells or traffic. You
might think it’s lovely to have stock grazing
out the window, but are you ready for a
milk tanker driving past every morning? Be
aware that the LIM will not always alert you
to any pending or current NZTA decisions
regarding local highway linkages that often
divert traffic away from urban centres in
favour of immediate rural areas on the town
boundary. Check with NZTA if you think
your property could be affected by road
changes.
Like all property purchases, buying a place
in the country requires careful, objective
consideration.
“There are lots of great things about
living on the land, but it’s best to be realistic
about it. You don’t want to be like the
former townie I met a few weeks ago, who
mournfully told me that their lifestyle
block had become “a life sentence”. Do your
homework and you’re far more likely to live
happily ever after in rural bliss.”
For independent advice on buying or
selling property, check out settled.govt.nz.
Selling your property?
First impressions count,
get rid of the clutter.
Unless you’ve been living under a rock you’ll know that getting rid of clutter is one of the keys to selling property
fast and at a good price. Good storage systems can look cool in their own right, and help organise your clutter.
Good storage ideas are abundant and
all manner of products are available
to make homes more minimalistic.
While it’s nice to buy your storage from
designer homewares stores, the likes of
The Warehouse and Kmart sell many
simple products for masking clutter.
Fabric storage cubes are a great start
for disguising the clutter. They fit neatly
into shelves and wardrobes and thanks
to competition from the big department
stores, can cost $10 or less each. You’ll
also find wicker, felt, cotton, woven and
metal baskets for a song.
Another clever idea,
is to buy a cheap set of
melamine shelves for use
in your wardrobe. A set
of shelves does much the
same job as an expensive
wardrobe fit out. You can
move the shelf heights to
accommodate shoes and
boots. It looks good, but
costs little.
Another wardrobe
organisation is a Wardrobe
Starter Kit from Hardware
stores. While you’re there,
check out bicycle storage hooks as well.
As well as being practical, storage
products can make a design statement.
The important thing is to be consistent.
don’t, for example, buy storage cubes
in different colours. If you’re looking
for really clever home storage ideas take
a tip from the tiny home movement.
Catherine Foster who wrote Small House
Living, downsized her life to under 90sq
m and has interviewed Kiwis who live
in architecturally designed homes of that
size or smaller.
Each and every house in
Foster’s book uses storage
effectively to tame their
belongings. Some have done
it on the smell of an oily rag,
sometimes buying pre-cut heavy
duty plywood that only has to be
screwed together, she says.
Garages and lofts are house vendors’
friends. The garage is one of the few
places in the house that buyers won’t
be put off by a little extra stuff, but the
more that can be hidden away in stacked
crates the better. Consider using flat pack
cupboards that can be taken with you.
“The most effective way of using these
is to find a wall where the whole area can
be covered floor to ceiling,”
“Simple carpentry like this is dIY level
if you’re handy, or get a handyman in for
a few hours, but make sure it is excluded
from the list of chattels on the sale
agreement.”
Loft spaces are often wasted space
in Kiwi homes. A relatively cheap way
to open up the space is to install a loft
ladder. You will be amazed at what people
use the additional storage space for, once
they’ve installed it.
Cheap clever storage ideas aren’t just
limited to the interior of the house,
garage and loft. The Warehouse, Mitre
10 & other hardware stores sell garden
storage to hide away things usually left
outside.
Foldable garden storage boxes that cost
from around $99 can be used to store
garden tools, outdoor cushions and pool
paraphernalia. The next step up is a cheap
garden shed for around $200 upwards
from Mitre 10, Bunnings Warehouse and
other stores.
Your guide to all things Real Estate
in the Selwyn District
Flooring finesse
So your new build or renovations are
completed, and now you are faced with
one of your most significant decisions.
What type of flooring are you going to
use? With a range of options available, you
will need to consider your style, the cost
and what will suit your lifestyle best.
Andrew Watkins from Watkins Flooring
Xtra has indicated that a current trend
in carpet is textured wool (loop pile) in
neutral tones. Apart from being soundabsorbing,
carpet offers warmth, comfort
and the feel-good factor when you walk on
it. However, carpet isn’t just reserved for
bedroom floors, and Andrew states, “It is
generally the whole house, but there is a
slight move toward hard flooring in living
areas, but on the whole, it is still mainly
carpet in the living rooms.”
One trend is to use the same flooring
throughout the public areas for continuity
and flow, especially with more foot traffic.
Hard flooring appeals as it is resistant to
scratching, staining and water damage.
One popular type is synthetic laminated
flooring as it is hardwearing, cost-effective
and fade resistant. Laminate can mimic
the appearance of hardwood flooring with
printed grain and knots then overlaid
with resin. Laminate can be easily and
quickly installed over existing floors to
reduce renovation costs. However, not all
laminates are waterproof and can suffer
moisture damage.
Another option is engineered wooden
flooring, which comprises one layer of
thin hardwood on the surface and a solid
layer of plywood on the bottom. It is
cost-effective, durable and resembles solid
timber. But, as with all timber products,
it can scratch. Andrew says, “Timber
floors will scratch, dent and fade. It’s not
a negative, but that is what happens, and
that’s the reality of a timber floor.”
Combining the best of both worlds,
‘hybrid flooring’ utilises the best attributes
of laminate and vinyl to provide a
waterproof and dent resistant surface.
However, as the hybrids are vinyl-based,
fading can occur.
A recent environmental favourite,
concrete provides a high thermal mass
making it energy efficient to heat and cool
your living environment. A concrete floor
can be constructed quickly and be finished
with polishing, colouring or stamping.
The concrete is resistant to dampness, fire
and is low maintenance. However, it is not
easily repaired once damaged, and noise
insulation is limited.
Lastly, porcelain tiles which are
hardwearing and easy to clean, continue
to be a popular choice for high-traffic and
wet areas.
Flooring options abound, and whether
you want the cosiness of carpet, the
durability of laminate, or the sleek
appearance of polished concrete, the
flooring you choose can help turn a
house into your home.
