and disappointed.<br />
In the recommendation,<br />
Caldwell acknowledged that the<br />
application, for Plan Change 73,<br />
would provide significant development<br />
capacity, and that Carter<br />
Group had addressed most of the<br />
effects identified by submitters.<br />
However, approving the<br />
plan change would not be in<br />
accordance with the principles of<br />
the Resource Management Act.<br />

to climb nationwide, but at<br />
a more moderate pace than<br />

At the same time, Canterbury<br />
saw its sales count decline by<br />
26.6 per cent for the month — its<br />
lowest February month sales<br />
count since February 2019. Stock<br />
levels in the region increased by<br />
14.1 per cent compared to February<br />
2021.<br />
REINZ chief executive Jen<br />
Baird said while sales activity<br />
was down, demand remained<br />
and stock on the market was up.<br />
Owner-occupiers had been the<br />
most active buyers in the Canterbury<br />
market, while first-home<br />
buyers were cautious, given<br />
tightening lending criteria.<br />
“An increase in out-of-town<br />
buyer inquiry was evident due<br />
to the region’s employment opportunities,”<br />
Baird said.<br />
Auctions were popular in<br />
the region with 34.8 per cent<br />
of properties sold that way<br />
compared to 25.8 per cent in<br />
February 2021.<br />

The Leeston Volunteer Fire<br />
Brigade had a busy weekend. The<br />
brigade was supported by crews<br />
from Southbridge and Dunsandel<br />
on Friday night as they battled<br />
a fire in trees and stumps along<br />
100m of hedge on Tramway<br />
Reserve Rd. Deputy chief Matt<br />
Walker said investigations were<br />
continuing into the cause. On<br />
Saturday night, the brigade<br />
responded to three camp fires at<br />
Chamberlains Ford. Walker said<br />
campers in separate groups had<br />
lit the fires, which went against a<br />
district council by-law. “We just<br />
gave them some advice around<br />
the topic of no burning,” Walker<br />
said. The same night the brigade<br />
attended a minor non-injury one<br />
vehicle crash on Lake Rd.<br />
BATTERY RECYCLING<br />
The district council’s roll out of<br />
recycling stations for household<br />
batteries has been well supported,<br />
solid waste manager Andrew<br />
Boyd said. “To date the total<br />
battery weight diverted since the<br />
launch just before Christmas is<br />
819kg, of that 563kg was from<br />
Pines Resource Recovery Park<br />
and 256kg from the smaller sites,”<br />
he said in his report to district<br />
councillors for their meeting<br />
this week. The smaller sites are<br />
Lincoln New World, Rolleston<br />
New World and Darfield Library.<br />
“We hope to be able to add more<br />

Reverse sensitivity<br />
referred to the potential for<br />
future residents to be affected<br />
by odour and other<br />
issues from the neighbouring<br />
Pines Waste Water<br />
Treatment Plant and the<br />
Pines Resource Recovery Park.<br />
While these reverse sensitivity<br />
effects were of low probability,<br />
the critical nature of the plant<br />
and park to the future growth of<br />
<strong>Selwyn</strong> necessitated a degree of<br />
caution, he said.<br />
Introducing a greater setback of<br />
homes from the facilities would<br />
not solve the issues.<br />
“Any increase in separation distances<br />
would need to be carefully<br />
considered in terms of the overall<br />
proposal and the impact it would<br />
have on development opportunities,<br />
urban design issues and similar.<br />
In my view, reverse sensitivity<br />
effects cannot be addressed, in an<br />
integrated way, simply by the inclusion<br />
of an extended setback on<br />
the Outline Development Plan for<br />
the Holmes Block,” Caldwell said.<br />
Concerns in relation to urban<br />
form and connectivity related<br />
to the blocks, which are outside<br />
Rolleston’s previously designated<br />
future growth area, being surrounded<br />
by rural land, wastewater<br />
infrastructure and arterial<br />
roads.<br />
About 50 submissions<br />
were received on<br />
the PC73 application.<br />
The hearing was held in<br />
September.<br />
Caldwell will also soon<br />
make a decision on another<br />
Carter Group plan<br />
change application, the<br />
Lincoln South proposal, which<br />
would enable 1710 new homes.<br />
The hearing was in November.<br />
Meanwhile, Caldwell has<br />
recommended another Rolleston<br />
plan change, plan change 76 for<br />
13ha on East Maddisons Rd, go<br />
ahead.<br />
District councillors will also<br />
consider this recommendation at<br />
their meeting today.<br />
Caldwell found PC76 assisted in<br />
the implementation of the town’s<br />
preferred urban form identified<br />
through the Rolleston Structure<br />
Plan. He concluded it would<br />
enable the supply of a range of<br />
housing types to assist in addressing<br />
supply capacity issues.<br />

Dunweavin 2020 Ltd, was heard<br />

in the district are being cut<br />
back due to rising inflation and<br />
escalating bitumen costs.<br />
District council asset manager<br />
transportation Andrew Mazey<br />
said in his monthly report to<br />
district councillors at their<br />
fortnightly meeting today that<br />
roading activity escalation costs,<br />
mostly related to bitumen, were<br />
starting to become evident in<br />
claims from contractors and<br />
prices for works.<br />
Such costs were expected to<br />
become a national affordability<br />
issue for road controlling<br />
authorities. The costs would<br />
have a “considerable impact” on<br />
the district council’s roading<br />
maintenance programme going<br />
forward, particularly bitumenrelated<br />
works.<br />
“The conservative estimate for<br />
the 2021/22 escalation cost is $1.2<br />
million,” Mazey said.<br />
To accommodate this,<br />
resurfacing had been cut back<br />
from 75km to 60km, and the<br />
sealed pavement rehabilitation<br />
programme reduced from five<br />
sites to three.<br />
In addition, general<br />
maintenance would also have to<br />
be reduced.<br />
“When coupled with the<br />
continued under-investment<br />
in roading maintenance and<br />
renewals, this will have a<br />
significant effect,” Mazey said.<br />

Covid-19.<br />

about 65 per cent with some<br />
students staying away due to<br />
anxiety or perceptions of avoiding<br />
risk. About 120 students and<br />
five staff had so far tested positive,<br />
with about five new cases<br />
per day.<br />
“We have more staff cases<br />
and staff isolating now and we<br />
have reached the stage where we<br />
cannot staff all classes,” England<br />
said in an email to parents on<br />
Thursday night.<br />
“We have therefore decided<br />
that years 12 and 13 will learn at<br />
home.”<br />
This would be from last Friday<br />
and for the duration of this<br />
week. This Friday was a staff<br />
only day so all students would<br />
be home and no classes taught.<br />
Teachers would take tutorials<br />
online for year 12 and 13, as<br />
they had done for all students<br />
during lockdown.<br />
“Evidence from last year<br />
shows that those students who<br />
actively learn at home can do<br />
well in NCEA,” England said.<br />

“With the predictions of<br />

rostering home in the coming<br />
weeks but this will depend on<br />
the number of staff cases,” Bass<br />

However, neither Ellesmere,<br />
Lincoln nor Rolleston came<br />
back to the <strong>Selwyn</strong> <strong>Times</strong> by<br />
deadline with how many of their<br />
staff, if any, are currently isolating<br />
with Covid-19.<br />
There were 1549 active cases<br />
of Covid-19 in <strong>Selwyn</strong> district<br />
as of 8am Monday, compared<br />
to 1467 on Sunday and 2030 on<br />
Saturday.<br />
Experts have previously<br />
told media the peak of cases<br />
in Canterbury could be late<br />
last week or over last weekend,<br />
however, new case numbers<br />
on Monday remained high in<br />
the region, with 2272 reported,<br />
compared to 2557 the day<br />

Recio said she and Kathrynn<br />
had always credited George’s<br />
modelling talent with helping<br />
her do so well in the subject, in<br />
which she attained merit.<br />
“He was an absolute star.<br />
He knows when to look at the<br />
camera, and the right angle. He<br />
did everything for the photo<br />
shoot perfectly,” Recio said.<br />
She was currently isolating<br />
at her home in Lincoln and<br />
decided to use her time creating<br />
a video of George which she<br />
hoped would help find him.<br />
Farmer Brian West said it<br />
was not until about 6.30am on<br />
February 20 he realised George<br />
was missing.<br />
“I was gutted, I thought that’s<br />
very unlike him. We searched<br />
every building that he could’ve<br />
been locked in, he’s definitely<br />
not here,” West said.<br />
George had been bought for<br />
$2000 as a one-year-old.<br />
“He was in great health and a<br />
very active working dog. Yes he<br />
was old, getting a bit of arthritis,<br />
but still a really good working<br />
dog,” he said.<br />
George was also a much loved<br />
member of the family.<br />
“He’s like one of the kids, just<br />
one of the loveliest dogs you<br />
would every know and very<br />
intelligent. He loved to lie on the<br />
lounge and watch tele with you,<br />
he used to sneak in whenever he<br />
could.”<br />
He said the Coes Ford area<br />
was popular with sightseers,<br />
particularly when the <strong>Selwyn</strong><br />
River was in flood, which it was<br />
at that time. He believed someone<br />
visiting the area may have<br />
put George into their vehicle<br />
and taken him.<br />
He had reported it to the<br />
police and the district council.<br />
George was microchipped, but<br />
not wearing his collar as this<br />
had recently snapped.<br />

Daring theft<br />
snares caravan<br />
THIEVES surreptitiously stole a<br />
caravan at the end of a 40m driveway<br />
at West Melton, avoiding detection<br />
by the home’s security cameras.<br />
The Vermont-style Bailey Senator<br />
caravan will cost the owner about<br />
$50,000 to replace, but was only<br />
insured for about $25,000.<br />
The caravan was parked with<br />
its tow bar up against the garage.<br />
Security cameras showed it moving<br />
out of the driveway at about 2.40am,<br />
<strong>March</strong> 13.<br />
While the thieves themselves<br />
were not visible, the caravan’s owner<br />
believed it had been moved manually<br />
by two or more people, before being<br />
hooked up to a car once out on the<br />
street.<br />
She believed the thieves must have<br />
scoped out the residence, on Shepherd<br />
Ave in Preston Downs.<br />
Neighbours had looked at their<br />
security cameras as well, but not<br />
detected any suspicious activity.<br />
“It’s certainly got everybody in the<br />
community making sure they have<br />
everything locked up,” she said.<br />

Boaz, of West Melton, is<br />
finding a new passion<br />
in her retirement – selfpublishing<br />
her own<br />
children’s books. She<br />
spoke to Susan Sandys<br />
Tell me a bit about your<br />
background<br />
I left school at 15. I got really<br />
sick and had the flu and had<br />
fallen against the china cabinet<br />
and cut my arm. It was my right<br />
arm, on the elbow. The doctor<br />
stitched it up, but my arm was<br />
held out straight. In those days<br />
they didn’t do massage or physio<br />
or anything, so I struggled<br />
when I got back to school. I got<br />
behind, it was year 11. I didn’t<br />
know how to study anyway. My<br />
father had made the decision<br />
I was going to be a secretary. I<br />
went to a commercial college<br />
and did about two terms of that.<br />
I was a shorthand typist and did<br />
secretarial work.<br />
After leaving school so young,<br />
how did you end up becoming a<br />
teacher and a writer?<br />
I did my Duke of Edinburgh<br />
award, I got my gold, it was<br />
presented by the Duke of<br />
Edinburgh himself when he was<br />
out here. After that, I thought:<br />
‘Oh, maybe I should study my<br />
school cert and UE.’ So in my<br />
20s I went to night school<br />
part-time. When I later became<br />
pregnant as I was doing my<br />
school cert and UE, I was<br />
studying maths and having<br />
morning sickness. I can<br />
remember being so pregnant,<br />
that the supervisor had to come<br />
over during an exam to ask me if<br />
I could stand up, so this person<br />
beside me could get out, she had<br />
finished the exam. When my<br />
son (oldest child of two) started<br />
school, I started university, and<br />
it took me eight years. I went to<br />
Canterbury University and got a<br />

What was it like raising a<br />
young family while studying?<br />
I used to try and pick my<br />
subjects to fit in with childcare.<br />
Halfway through the degree, I<br />
ended up having to work fulltime.<br />
Computers came in and<br />
some people didn’t feel I had the<br />
skills, so I ended up doing sales,<br />
and actually worked for The<br />
Press. I remember zooming in in<br />
The Press car, going to lectures<br />
in my lunch hour, and going<br />
back to see clients. But I got<br />
my degree, and the very last year<br />
I got a scholarship for college<br />

Where did that lead?<br />
My first job was teaching<br />
marketing at Christchurch<br />
Polytech; I had majored in<br />
marketing and management.<br />
After eight years at the polytech,<br />
I decided for some reason that<br />
I would go school teaching. It<br />
wasn’t easy. There’s bits you<br />
have to catch up on. After<br />
adults, teenagers could be very<br />
interesting. I taught at secondary<br />
schools in Christchurch. You<br />
have got to love the kids, you<br />
have to have a sense of humour.<br />
I have always liked kids and<br />
always related to kids. I took<br />

for over 20 years. I wrote<br />
advertorials for Star Media after<br />
that for another four years. I<br />
guess all of those things are now<br />
coming together, the teaching<br />
experience, the marketing, the<br />
sales, the shorthand typing, are<br />
all merging together to become<br />
very useful.<br />
What took you to West<br />
Melton?<br />
I’m Christchurch born<br />
and bred, we (myself and<br />
husband Greg) moved to West<br />
Melton about 10 years ago.<br />
We were red-zoned in the<br />
earthquakes. We do miss the<br />
east in a lot of ways because<br />
we lived right on the Avon<br />
River, at Dallington. I loved<br />
the wildlife, and I guess that is<br />
part of the reason I write about<br />
wildlife. But West Melton is<br />
a lovely community, there’s a<br />
lot of community spirit, and I<br />
enjoy that. I have made some<br />
wonderful friends here.<br />
Tell me about your children’s<br />
books<br />
They have an environmental<br />
message. My first, Royal Blue,<br />
was published in August last<br />
year. It is about a little girl who<br />
returns a starfish to the sea<br />
after she wanted to keep it. It is<br />
illustrated by Robert Scanlan,<br />
who is based at Brighton Gallery.<br />

Robert painted all the<br />
images, which were then<br />
digitised. Sammy the Rooster<br />
is my second. It will be out<br />
later this month. It’s about a<br />
family rooster inadvertently left<br />
behind at the rubbish dump.<br />
It is illustrated by the niece of<br />
a friend, 17-year-old Samantha<br />
Hart in Wellington. She has<br />
worked digitally, producing<br />
wonderful illustrations. Robert<br />
is now working on my third<br />
book, about a robot that<br />
forgets its head. That one is full<br />
of fun.<br />
What made you want to write<br />
them?<br />
In my retirement I had<br />
hoped to do my own writing.<br />
I didn’t envision it being<br />
children’s picture books. It was<br />
Covid which really changed<br />
that. During the first lockdown<br />
in 2020, I was sending stories to<br />
my granddaughter in Dunedin.<br />
She is seven now and lives in<br />
Rolleston. I printed the stories on<br />
coloured paper and put photos<br />
in with them. We were all stuck<br />
at home and I thought that was<br />
something she would enjoy. As I<br />
was doing it, I was thinking: ‘Oh<br />
maybe I could publish them,<br />
maybe I could find an artist,<br />
maybe if I talk to some of these<br />
community groups I might find<br />
someone who just liked to have a<br />
bit of fun like me.’ I walked into<br />
Boaz speaking at a<br />
Christchurch Polytech<br />
marketing students’ project<br />
presentation evening.<br />
Brighton Gallery and asked if any<br />
of the artists do collaborating.<br />
I got in touch with Robert and<br />
showed him my stories. He<br />
picked Royal Blue, that is how it<br />
became the first one. I couldn’t<br />
justify spending the money it<br />
would cost to pay a professional<br />
artist. I said I will pay for the<br />
printing costs and after I have<br />
covered the cost, we will share<br />
the profits, which I might add are<br />
very small.<br />
You have written books<br />
before?<br />
The book I first wrote was<br />
Marketing in New Zealand (1996).<br />
I was teaching the marketing<br />
component of the New Zealand<br />
Institute of Management<br />
certificate, which is now a<br />
diploma. There were not really any<br />
text books at that level that were<br />
really ideal. I had started writing<br />
notes, handout-type things. I<br />
put it to the publishers that we<br />
had a gap in the market. It ended<br />
up being three issues, it met the<br />
market. Then I had this idea about<br />
a study skills guide, I wrote that<br />
through another publisher. Then I<br />
was teaching business studies and<br />
we had no resources, so I ended<br />
up doing three teaching manuals<br />
through a publisher. Once you<br />
write a book though, you change<br />
everything. I’d be sitting at the<br />
computer, and think: ‘I teach this<br />
but what does this really mean?’<br />

Yes, it is hard to believe, but<br />
the principles never change. If I<br />
rewrote it, I would put a lot more<br />
in about digital media.<br />

Your first foray into selfpublishing<br />
has been with<br />
children’s books?<br />
Yes. We have had a real<br />
decline in publishers in New<br />
Zealand in the last 10 years. I<br />
think I submitted the odd story<br />
at different times, but really<br />
publishers are only taking<br />
established writers now, or<br />
ones who have won a prize.<br />
My friend had shown me a<br />
book she produced through<br />
Amazon for her friend, and it’s a<br />
lovely book. (The printers) have<br />
done an absolutely fabulous<br />
job, and they really are looking<br />
after me and helping me to<br />
get through this challenging<br />
process, I am just really very<br />
blessed.<br />
What do you enjoy most<br />
about your new children’s<br />
writing career?<br />
It’s a great way to retire<br />
because you just don’t get a<br />
minute to be bored, you don’t get<br />
a minute to feel like you are old.<br />
I feel so much younger, young<br />
people keep you young. The<br />
fun part is reading to children<br />
at libraries and schools and<br />
pre-schools (Rolleston and West<br />
Melton). We talk about starfish<br />
afterwards, it’s incredible the<br />
questions children ask. I end up<br />
going home and researching just<br />
about every time. I have quite<br />
a lot of information that I have<br />
built up.<br />

What questions do they ask?<br />
How long do starfish sleep<br />
for? What do they eat? It is quite<br />
cool, because starfish stick their<br />
stomachs out to eat, when they<br />
can’t fit it in their mouths, cause<br />
they have very small mouths.<br />
The older kids go: ‘Erhhh<br />
gross,’ and the younger kids go:<br />
‘Whoa.’ They are so engaged.<br />
Where can people find your<br />
books?<br />
I fully support libraries,<br />
virtually every library I’ve been<br />
to and shown Royal Blue to, they<br />
have ordered the book. It is in<br />
libraries throughout the South<br />
Island. It’s for sale at Rolleston<br />
Florist and Gifts. I am available<br />
to read my books to children at<br />
birthday parties if people wish.<br />
Encouraging start to<br />
pest-control operation<br />

A $10 MILLION pest-control<br />
operation for <strong>Selwyn</strong> and<br />
Banks Peninsula has launched<br />
at Kaitōrete Spit, scoring 18<br />
hedgehogs and one stoat in its<br />
first four nights.<br />
Pest Free Banks Peninsula staff<br />
are rolling out 280 traps along<br />
the 5500ha, 25km, spit in the<br />
coming five weeks.<br />
Last week they laid the first<br />
50 traps, but not all were operational<br />
each night as they had to<br />
make improvements after gusts<br />
of wind and mice set some off.<br />
Project leader Sarah Wilson<br />
said on Friday that she and fellow<br />
staff had been thrilled with the<br />
kill count so far, and were looking<br />
forward to ridding the area<br />
not only of hedgehogs and stoats,<br />
but also possums, feral cats,<br />
weasels and ferrets.<br />
“Hedgehogs might be known<br />
by some as Mrs Tiggy-Winkles,<br />
but in this country the number<br />
of lizards and important invertebrates<br />
they munch every night,<br />
along with eggs and chicks, is<br />
phenomenal,” Wilson said.<br />
“We were thrilled about the<br />
stoat (caught on the first night)<br />
in particular, because stoats are<br />
very problematic, especially for<br />
the banded dotterel.”<br />
The spit is a breeding site for<br />
the banded dotterel and other<br />
bird species. It is home to two<br />
flightless moth species, both<br />
endemic to the spit, as well as the<br />
katipō, several lizard species, and<br />
threatened plants.<br />
It is highly regarded for its<br />
biodiversity, and was once a<br />
major source of food for tangata<br />
whenua and key travel route for<br />
Ngāi Tahu.<br />
Team members are using a<br />
mixture of kill and live capture<br />
traps, which have remote reporting<br />
nodes to show when they<br />
have triggered.<br />

huge support from Taumutu<br />

Since June last year, Taumutu<br />
residents had caught 27 feral<br />
cats in live traps and had them<br />

The five-year Pest Free Banks<br />
Peninsula programme comprises<br />
the spit and <strong>23</strong>,000ha in the<br />
Akaroa area called the extended<br />
wildside.<br />
Key funders behind the<br />
organisation are Environment<br />
Canterbury, Predator Free<br />
2050 and the Department of<br />
Conservation. Its ultimate goal<br />
is to free Banks Peninsula from<br />
mammalian pests by 2050.<br />

FORMER television<br />
stuntwoman Cindy Miller is<br />
leading by example in her new<br />
role as a gymnastics head coach.<br />
The West Melton mother has<br />
jumped through flames, been<br />
chased by fireballs, swung from<br />
ceilings and fallen from ledges.<br />
She said the stunts had taken<br />
courage and a particular determined<br />
mindset, something she is<br />
passing on to her pupils at West<br />
Melton Gymnastics Club.<br />
“We have to give them the confidence<br />
as kids so they know they<br />
can give it a go,” Miller said.<br />
Miller made her foray into the<br />
world of stunt work at the age of<br />
18.<br />
While studying dance in<br />
Auckland, she got the opportunity<br />
to audition for television<br />
series Hercules: The Legendary<br />
Journeys (1995-1999). She played<br />
an Amazon woman on the show,<br />
when producers of the associated<br />
Xena: Warrior Princess (<br />
1995-2001) asked if she could be<br />
a dancer for the Fallen Angels<br />
episode.<br />
“They needed dancers in harnesses<br />
up in the ceiling,” she<br />
said.<br />
This led to her working as a<br />
body dance double for Lucy Lawless<br />
as Xena, undertaking dance<br />
sequences as Xena. The work led<br />
to her doing some stunt work as<br />
well. It saw her literally running<br />
through a tunnel as fire balls<br />
were thrown behind her and<br />
falling of a ledge on set that was<br />
two-storeys high.<br />
For the fireball scene, she had<br />
been covered in fire retardant gel<br />
and had to begin her sprint on<br />
the count of three, two, one.<br />
“I remember that because it<br />
was hot. That was scary,” she<br />
said.<br />
For the falling off a ledge, she<br />
was secured by a rope held by a<br />
stuntman, who had to pull on<br />
it at the right time to make sure<br />
she did not hit the ground.<br />
“It was definitely one of those<br />

moments when I thought: ‘This<br />
is awesome.’ If they asked me<br />
to do it now I would be like no<br />
thank you, but definitely in those<br />
days it was a great experience.”<br />
She was with the show for<br />
about two-and-a half-years until<br />
it finished.<br />
She then went on to work as<br />
a stuntwoman on made-fortelevision<br />
movies including<br />
Atomic Twister and SuperFire.<br />
For Atomic Twister where she<br />
was hoisted up on a crane and<br />
had to move as though she was<br />
in a twister in a corn field, while<br />
for SuperFire she had to once<br />
again be covered in fire retardant<br />
gel as she jumped through fire on<br />
an outdoor hill.<br />
“My eyebrows got singed quite<br />
a bit,” she said.<br />
Leaving her exciting stunt<br />
career behind, Miller pursued<br />
her longtime dream of teaching<br />
performing arts. She left Auckland<br />
and taught at her former<br />
high school of Mt Maunganui<br />
College, alongside establishing a<br />
youth dance school.<br />
She later got into early childhood<br />
education, and moved to<br />
Christchurch, before she and her<br />
husband and family moved to<br />

Relying on her gymnastics and<br />
dance background, she started<br />

new head coach, following in the<br />
footsteps of Pam Higgins, who<br />
had retired after 15 years.<br />
“It was very easy for me to slip<br />
into the position because Pam<br />

Thousands of batteries already<br />
recycled in new scheme<br />
A new battery recycling programme in <strong>Selwyn</strong> has seen a huge uptake in the first three months since<br />
it launched.<br />
The Council partnered with electronics recycling company E-Cycle to provide the recycling scheme<br />
where people can drop off used household batteries of all kinds at four drop off points.<br />
Since it started in December 819kg of batteries have been recycled. That includes just over half a<br />
tonne of batteries dropped off for recycling off at the Pines Resource Recovery Park and over 250kgs<br />
dropped off at New World Rolleston, New World Lincoln and Darfield Library, Council solid waste<br />
manager Andrew Boyd says.<br />
“We know that battery use is increasing and<br />
that people are looking for ways to reduce<br />
their rubbish and to recycle more. It’s fantastic<br />
to see the way people have embraced the<br />
programme and to see all those batteries<br />
diverted from landfill and being recycled. We<br />
hope to be able to add more sites in time.”<br />
The majority of the batteries recycled were<br />
Alkaline batteries such as AA and AAAs, but<br />
there was also a mix of Lithium-Ion batteries<br />
such as those used in laptops, mobile phones<br />
and tools. This is good to see, Mr Boyd says,<br />
as these batteries can cause fires if disposed<br />
of through kerbside bins.<br />
The recycling programme also accepts button<br />
cell/coin batteries (used in watches, hearing<br />
aids) Nickel-cadmium (used in portable<br />
electronics, tools, toys) and Nickel-metal<br />
hydride batteries (used in digital cameras,<br />
laptops, mobile phones).<br />
The batteries are sent for recycling in Australia<br />
– where 70-90% of the battery is recycled into<br />
new batteries or ingredients used in roading<br />
mixes and fertilisers. Nickel-cadmium and<br />
Lithium-ion batteries are forwarded on to a<br />
specialist recycling plant in South Korea.<br />

Cricket in <strong>Selwyn</strong> celebrated<br />
for World Cup<br />
<strong>Selwyn</strong>’s cricketing wahine are being celebrated in <strong>Selwyn</strong> sport<br />
centres and libraries as part of the Women’s Cricket World Cup.<br />
Stories of the past, present and future of cricket and women in the<br />
game in <strong>Selwyn</strong> are on display with panels at the <strong>Selwyn</strong> Sports<br />
Centre and Lincoln Event Centre, as well as at the Darfield, Leeston<br />
and Lincoln Libraries.<br />
Delving into the past, the history of cricket in Lincoln, the High<br />
Performance Centre and Bert Sutcliffe Oval is told, while inspiring<br />
cricketers of the present are shown, with the stories of four <strong>Selwyn</strong><br />
women who have made it to the top as professional players.<br />
The future of women’s cricket in <strong>Selwyn</strong> is also celebrated with the<br />
story of the <strong>Selwyn</strong> Wahine Cricket Club – the district’s first solely<br />
women’s club, which was established last year – and with the<br />
<strong>Selwyn</strong> Smash and Yeah Girls programmes for school aged children.<br />
The panels will be on display throughout the world cup.<br />
Rolleston Transport Improvements Project<br />

WORKING TOWARDS A SOLUTION<br />
Talking with communities is an essential<br />
step informing Waka Kotahi transport project<br />
planning and design. This step gives everyone<br />
an opportunity to have a say on the project and<br />
helps the design team to deliver the best possible<br />
solution for the community.<br />
We've listened, and consequently over the past<br />
few months the Waka Kotahi team has been<br />
reassessing and investigating several alternative<br />
ways the residential and industrial sides of<br />
Rolleston could be connected using a flyover<br />
or other options as highlighted in last year’s<br />
community feedback.<br />
Top of mind is preventing people from being killed<br />
and seriously injured on SH1 and rail crossings<br />
in Rolleston. This is a high-risk section of a major<br />
South Island freight corridor, intersecting with<br />
rail. (There have been around 40 near misses at<br />
Hoskyns level crossing in the past ten years.)<br />
The investigation process involves reassessing<br />
options and testing how they perform against key<br />
criteria – including how they fit with the district's<br />
transport system, the short and long-term effects<br />
on how the state highway and local transport<br />
network fit together to best serve the community<br />
and economy, as well as safety, environmental and<br />
cost considerations.<br />
GETTING BACK TO YOU<br />
We've been refining the options to enable us to<br />
determine a solution that we think fits community<br />
needs better. There's still a bit more work to do yet<br />
however, with partners and stakeholders including<br />
the Council and KiwiRail.<br />
The team is expecting to have a revised draft<br />
plan with a preferred option ready for community<br />
feedback around mid-<strong>2022</strong>.<br />

Engagement with the community on this critical<br />
transport project will help to ensure we reach the<br />
best possible solution for Rolleston.<br />
SPEED REVIEW UPDATE<br />
It makes sense to check speeds are right for the<br />
highway while we are talking with the community<br />
about major transport infrastructure projects.<br />
As part of engagement last year, we asked the<br />
community about the current SH1 speed limits<br />
from Hoskyns Road right through to Dunsandel.<br />
We asked if speeds felt safe and right for the road, if they had<br />
experienced near misses or found it hard turning on or off the<br />
highway and if there were any places where lower speeds could<br />
mean people feel safer.<br />
The Waka Kotahi team has reviewed community feedback on<br />
highway speed limits alongside their technical assessment and<br />
determined the current speed limits can remain for the time<br />
being, while planning for infrastructure upgrades are underway.<br />
(The summary of feedback is available on the project website.)<br />
A safe and appropriate speed limit recommendation will be included<br />
as part of the project design. The project will also factor in safety<br />
improvements in the pipeline for the broader corridor from Templeton<br />
through to the <strong>Selwyn</strong> River. (This includes roundabout options for<br />
Burnham.)<br />
Safe speed limits and infrastructure improvements work together to<br />
create a safe road system. Vehicle safety, good road user choices,<br />
transport system management and work-related road safety are<br />
equally as important and are our internationally proven focus areas.<br />
Action in these five key areas will help us meet our Road to Zero<br />
target of 40% less deaths and serious injuries on our roads in the<br />
next ten years.<br />

Weedons Ross Road seal widening<br />
Weedons Ross Road will be one-way open to traffic travelling south (towards Rolleston), through the<br />
work area for the duration of the project to widen the road. The work area is currently from Kingsdowne<br />
Drove to Johnsons Road and will move south as sections are completed. A detour is in place.<br />
Pre-seal repairs are taking place on Hororata Dunsandel Road between Hunters Road and Burgess<br />
Road, Dunns Crossing Road between Brookside Road and Boulez Mews, Coleridge Street from<br />
Brookside Road, Fyffe Road from Sandy Knolls and Dynes Road from Goulds Road to Hungerford Drive.<br />

Changes to vaccination clinics and RAT collection<br />
in <strong>Selwyn</strong><br />
Canterbury District Health Board is making some changes to vaccination clinics in <strong>Selwyn</strong>. The clinic at<br />
Rolleston Community Centre will be closed this Saturday 26 <strong>March</strong> <strong>2022</strong>. But there will be a vaccination<br />
clinic at Lincoln Event Centre this weekend, Saturday 26 and Sunday 27 <strong>March</strong>, between 12.30-5.30pm.<br />
No bookings required.<br />
The DHB has also added two new rapid antigen test (RAT) collection sites in <strong>Selwyn</strong> at Darfield Pharmacy<br />
and Leeston Pharmacy. You need to order RATs before heading to any of these pharmacies. Please wear<br />

$45,000 vehicle a boost for<br />
Malvern Community Patrol<br />

MALVERN Community<br />
Patrol has a new set of<br />
wheels, in the form of<br />
a $45,000 Toyota RAV4<br />
hybrid.<br />
The vehicle replaces its<br />
former car, a 2015 Nissan<br />
X-Trail, which served the<br />
organisation for about six<br />
years.<br />
Chairman Harvey<br />
Polglase said the Malvern<br />
Lions Club had handed<br />
over the vehicle to the<br />
patrol on <strong>March</strong> 13, after<br />
the club ran a fundraising<br />
golf tournament last year<br />
which had been well supported<br />
by businesses and<br />
individuals.<br />
He said it was testimony<br />
to the strong support the<br />
patrol had from the community,<br />
which appreciated<br />
the patrol’s 30 volunteers<br />
operating on a roster to<br />
keep their town and rural<br />
areas safe.<br />
Funds from the tournament<br />
and Four Winds<br />
Foundation had enabled<br />
the purchase.<br />
“We are a volunteer organisation,<br />
we are dependent<br />
on public support,”<br />
Polglase said.<br />
As of last week, the vehicle<br />
had already been in use<br />
for almost two weeks. He<br />
said so far it was doing its<br />
job perfectly, being seen<br />
out and about, but not<br />
coming across suspicious<br />
activity.<br />

“We want to act as a<br />
deterrent more than anything<br />
else. We don’t very<br />
often see things wrong,<br />
the Malvern area has a low<br />
crime rate,” Polglase said.<br />
“For us, a successful<br />
patrol is going out around<br />
the townships and basically<br />
not seeing anything<br />
wrong,” he said.<br />
“Anything suspicious we<br />
see around, we report to<br />
police intel.”<br />
Incidents so far this year<br />
at night were responding<br />
to a home where stones<br />
were being thrown onto<br />
a roof, and another home<br />
where someone suspected<br />
there was a stranger on<br />
their property. Both<br />
visits were reassuring to<br />
the homes’ occupants,<br />
although had not yielded<br />
any sightings of possible<br />
offenders.<br />
Last year actions of<br />
the group hit television<br />
screens, after patrol volunteers<br />
spotted two escapee<br />
pre-schoolers in Darfield<br />
out in the middle of night.<br />
The Police Ten 7 segment<br />
reported the children were<br />
returned safe and sound<br />
to their parents.<br />
The volunteers patrol<br />
the wider Malvern area,<br />
including Darfield, Kirwee,<br />
Greendale, Hororata,<br />
Glentunnel, Sheffield and<br />
Springfield.<br />
“We help provide reassurance<br />
to the local community,<br />
particularly as the<br />
rural area is large. Police<br />
appreciate the additional<br />
eyes and ears the patrols<br />
can provide,” Polglase<br />
said.<br />
The Malvern<br />
Community Patrol is<br />
keeping the community<br />
safe in more ways than<br />
one. Last year it initiated a<br />
project to install <strong>23</strong> crime<br />
cameras at Darfield. They<br />
feature number plate<br />
recognition technology<br />
and are used by police<br />
to help identify and<br />
apprehend offenders in the<br />
case of any incidents.<br />

I SUSPECT that I’m<br />
not the only one who<br />
has noticed the many<br />
craneflies (or Tipulidae)<br />
about now, especially in<br />
the cooler and wetter areas<br />
including the bathroom.<br />
THese large, long-legged<br />
craneflies are totally<br />
harmless but are hugely<br />
speciose – more than 619<br />
species of craneflies are<br />
known in New Zealand<br />
and 99.6 per cent are<br />
endemic.<br />
Some people may know<br />
them as daddy-long-legs,<br />
but this is hugely confusing<br />
given that the garden<br />
harvestman and another<br />
species, the cellar spider,<br />
are also called by the same<br />
common name.<br />
Most, but not all<br />
craneflies fly, although<br />
Mike Bowie is an ecologist who specialises in entomology<br />
(insects and other invertebrates). Each week he introduces<br />
a new species found in his backyard at Lincoln. His<br />
column aims to raise public awareness of biodiversity, the<br />

Cranefly adults usually<br />
only feed on nectar.<br />
Larvae, also known as<br />
leatherjackets, are found<br />
in wetter environments<br />
such as in tree litter, moist<br />
rotting logs, and soil. In<br />
most species larvae are<br />
very important in the<br />
breakdown of litter in<br />
forests, swamps, bogs, and<br />
streams. However, in Europe<br />
some cranefly species<br />
have become<br />
pests when larvae feed on<br />
roots of vegetables, fruit<br />
trees, cereal crops, and<br />
pastures.<br />
The Lords cricket<br />
ground was attacked by<br />
leatherjackets in 1935<br />
causing the bald patches<br />
on the pitch to spin the<br />
ball uncharacteristically<br />
for much of the season.<br />
Perhaps the most<br />
common species recorded<br />
at home in Lincoln is<br />
Leptotarsus albistigma.<br />
They have a body length<br />
of 10-15mm long,<br />
wingspan and leg length<br />
of 30mm. They are found<br />
throughout New Zealand<br />
and their peak flight is<br />
January to <strong>March</strong>.

PARIS PRINCE’S win<br />
on Sunday in the Grand<br />
Slam Trading Co Trot at<br />
Motukarara gave Royal<br />
Aspirations’ stud career a<br />
notable record.<br />
From just four foals in his<br />
first crop, the stallion can<br />
now boast four winners. Paris<br />
Prince joins Royal Del, Royal<br />
Deirdre and Royal Pride in the<br />
winner’s circle, quite a return<br />
for their breeders and owners<br />
Fay and Fred Fletcher. What’s<br />
more, all four have won on the<br />
Motukarara grass.<br />
Having his second start after<br />
an eye-catching fourth on<br />
debut and driven beautifully<br />
by Sam Thornley, Paris Prince<br />
prevailed narrowly in a race<br />
that wasn’t without incident<br />
in the straight. Stablemate and<br />
favourite Royal Gamble, also<br />
by Royal Aspirations, galloped<br />
when trotting boldly to the<br />
lead 400m out. Then second<br />
favourite Rush broke at the<br />
line in what would otherwise<br />
have been a very tight finish.<br />
The stock of Royal Aspirations<br />
are certainly keeping<br />
veteran trainer Fred Fletcher<br />
busy these days.<br />
“I have 12 in the stable<br />
altogether, and I haven’t come<br />
across a dud one yet. All the<br />
young ones are coming along<br />
nicely,” he said.<br />

After Royal Aspirations<br />
retired from racing in 2016,<br />
the Fletchers gave him the<br />
chance at stud with their<br />
own mares, and these now<br />

champ and open class<br />
performer has continued to<br />
put his mark on the siring<br />
ranks in the face of fierce<br />
competition from more highprofile<br />
stallions.<br />
To Fred, what stands out<br />
among Royal Aspirations’<br />
foals is their intelligence.<br />
“He’s a lovely horse and<br />
he’s got brains, and he’s<br />
passing that on to his<br />
stock.”<br />
The Fletchers have a long<br />
association with Banks Peninsula<br />
Trotting Club.<br />
Fred recalls being trainer<br />
of the year at Mot “a long<br />
time ago.” Along with close<br />
friends Lindsay and Judith<br />
Blackmore, they continue to<br />
sponsor the club’s junior drivers’<br />
competition.<br />
Fletcher still does some<br />
equine physio for which he<br />
is well known and regarded,<br />
and has a couple of pacers in<br />
the stable. But it’s his team of<br />
Royal Aspirations horses that<br />
are really keeping him busy<br />
these days.<br />
As for the sire, his successes<br />
don’t stop at his Fletcher fouryear-olds.<br />
He has some promising<br />
younger horses coming<br />
along from small commercial<br />
crops, including winners KD<br />
Royalty and Sunny Louis.<br />
With his emerging record,<br />
Royal Aspirations’ stocks can<br />

Indoor plants are still a popular option<br />
and add a natural look of life to your<br />

The conclusion that working with plants<br />
could reduce both physiological and<br />
psychological stress.<br />
Working with plants can also be<br />
therapeutic according to research when<br />
people with mental health symptoms<br />
reported increased feeling of wellbeing<br />
after experiencing horticultural therapy.<br />
Having to look after plants and flowers<br />
may also speed your recovery from an<br />
illness, injury, or surgery.<br />
There are many other reasons that<br />
plants indoors can have benefits. The<br />
most common is improving the quality<br />
of indoor air. The scientific word is<br />
phytoremediation which means that<br />
plants are scrubbing contaminants from<br />
the air.<br />

Choosing an<br />
indoor plant<br />
When looking at the vast array of<br />
indoor plants that are available, check<br />
with a reliable source if you have children<br />
or pets at home as some might not be<br />
suitable.<br />
Next think about the spaces that would<br />
suit a plant, for example, in the bathroom<br />
or a living area. Here are some options if<br />
you want something for a coffee table or<br />
to hang from a shelf:<br />
The Chain of Hearts is named for the<br />
shape of its leaves that trail along their<br />
stems. Best suited to a high shelf or<br />
hanging baskets they prefer bright but<br />
not direct sunlight and should be watered<br />
sparingly.<br />
Peace Lilies can add an air of<br />
sophistication and calmness in any space<br />
and would work well in a bedroom. Their<br />
beautiful white flowers contrast with their<br />
dark green leaves. They prefer moist soil<br />
and a humid environment.<br />
Orchids also boast beautiful flowers and<br />
can transform a room. One of the easiest<br />
varieties to grow is Phalaenopsis, or moth<br />
orchid, and their flowers can last more<br />
than six months with minimal watering.<br />
Aloe Vera is well-known for its<br />
medicinal properties and can be grown<br />
both outdoors and indoors. It is a type<br />
of succulent and is, therefore, low<br />
maintenance and provides a sculptural<br />
foliage which provides a great focal point<br />
on a coffee or side table.<br />
The Dracaena is best suited to light<br />
shade. They look great while also being<br />
easy to grow. Another option is Mother<br />
in Law’s Tongue, or snake plant, which<br />
is great for those who are new to house<br />
plants as it is can be neglected for weeks at<br />
a time. It features stiff upright leaves and<br />
prefers indirect sunlight.<br />
Looking after your indoor plants<br />
• Pinch off dying flowers with your<br />
thumb and forefinger and remove any<br />
damaged or yellowing leaves.<br />
• Ensure your pot or container has<br />
drainage holes and a decent depth to<br />
hold enough potting mix to house the<br />
roots. Lack of root room will limit the<br />
capacity for a plant to fully develop.<br />
• Dust can cling to plant leaves and<br />
prevent growth. Spray with tepid water<br />
to unblock the pores and wipe gently.<br />
• Different types of plants need different<br />
degrees of moisture so check the label<br />
on your plant to see what works the<br />
best. Aloe Vera, for example, doesn’t<br />
require much water.<br />
• Plants use nutrients from the soil as<br />
they grow, so regularly replenishing<br />
the nutrients ensures your plants<br />
remain healthy. There are many<br />
different options on the market<br />
including products that aid water<br />
distribution and retention.<br />

French flair to the fore in Citroen C4<br />
I’VE BEEN hearing horror<br />
stories from new car buyers,<br />
those who have been waiting for<br />
almost a year for cars they have<br />
ordered.<br />
Nearly all of the world’s car<br />
makers have been affected by<br />
component supply shortages<br />
due to Covid-19 creating<br />
manufacturing issues;<br />
subsequently, lengthy wait lists<br />
have developed.<br />
To top it off there’s a<br />
distribution issue globally and<br />
none more so than in New<br />
Zealand where it’s been reported<br />
that at any given time thousands<br />
of cars are waiting to be<br />
transported island to island.<br />
It’s the high volume distributors<br />
that have been affected most,<br />
companies that have smaller<br />
turnovers seem to be soldiering<br />
on with just enough product to<br />
keep the accountants happy.<br />
At a local level the Armstrong<br />
Motor Group is ticking over<br />
nicely with its new car range –<br />
Subaru, Peugeot and Citroen.<br />
I’ve been very fortunate to have<br />
sampled five models from this<br />
dealership in the last few months<br />
with their new demonstrator<br />
models being made available to<br />
me, and I’m most grateful for that.<br />
One to come my way from the<br />
Armstrong showroom is Citroen’s<br />
new C4, a cheeky liftback that<br />
almost borders the sport utility<br />
vehicle market.<br />
As mentioned, Citroen isn’t a<br />
big player in New Zealand, but<br />
if you study the product line-up<br />
you’ll find practical, affordable<br />
vehicles that are thoroughly<br />
appealing through their design<br />
flair. I guess you’d expect nothing<br />
less from this French car maker<br />
which has had a reputation for<br />
bold styling cues, designs that are<br />
a considerable part of their appeal.<br />
The C4 arrives here in just one<br />
specification and it gets a 1.2-litre<br />
turbocharged three-cylinder<br />
engine which has been used<br />
widely across Citroen’s range and<br />
in some Peugeot models.<br />
I can safely say the threecylinder<br />
layout is it is one of my<br />
favourite engine types and in the<br />
C4 it is quiet, smooth, and doesn’t<br />
overly let the occupants know of<br />
its design through the harmonics<br />
often associated with its three-pot<br />
layout.<br />

Built with traditional Citroen<br />
values, the C4 is a funky purchase<br />
for anyone who dares to be<br />
different. The last model sold<br />
well in New Zealand, and I’m<br />
expecting the newcomer to be<br />
just as popular.<br />

Over 90% of residents say <strong>Selwyn</strong> is<br />
‘a great place to live’. Perhaps that’s<br />
why more New Zealanders than ever are<br />
choosing our awesome district to plant<br />
new businesses or raise their whānau.<br />
I’m heartened that over three quarters<br />
of us say we feel a sense of belonging<br />
and community. As we continue to<br />
grow, I want to ensure we celebrate the<br />
long held traditions of our district, the<br />
shows and markets as well as embrace<br />
the new <strong>Selwyn</strong> in all our diversity. I<br />
enjoy leading a Council that is making<br />
sure that our facilities and services are<br />
keeping in step with this growth, from<br />
new skate parks in our townships to<br />
getting our <strong>Selwyn</strong> health hub fully<br />
operational, and working with businesses<br />
to link young people into employment.<br />

Kickstarting <strong>Selwyn</strong> businesses<br />
Every time a new business opens in <strong>Selwyn</strong> it brings job opportunities to our community and contributes to<br />
the local economy. At the last count it was calculated that our <strong>Selwyn</strong> economy grew almost 2.3 % more<br />
than the average district’s economy in New Zealand. New businesses also enrich our lives by bringing<br />
services closer to our doorstep and by providing something new, interesting or useful to our communities.<br />
Getting a new business off the ground doesn’t happen by accident. We have a team here at the Council<br />
who work hard with individuals, our partners at the Ministry of Social Development, the Canterbury<br />
Employers Chamber of Commerce and ChristchurchNZ, to give new businesses the kickstart they need to<br />
get their ideas up and running.<br />
Recently I’ve met with several new businesses to <strong>Selwyn</strong>, like Christchurch RV Centre. Their story is similar<br />
to many other new businesses – they say that <strong>Selwyn</strong> offers a real opportunity to succeed, a solid and<br />
growing customer base and is a great place to set up shop. This month we have been running our Learn<br />
Earn and Grow seminars, offering tips and advice to budding entrepreneurs. If you have a business idea<br />
and want to know what help is out there get in contact with one of our amazing community, economic and<br />
business advisors.<br />

A step on the employment ladder<br />
Our population in <strong>Selwyn</strong> is comparatively very<br />
young, with 22% of us under 15. That’s about<br />
16,000 young people. I’d like every one of them<br />
to think that <strong>Selwyn</strong> is the place where they can<br />
live their best lives. It’s my job to lead a Council<br />
that creates opportunities to help our young<br />
people realise their full potential, and all this month<br />
we’ve been doing just that. We’ve teamed up with<br />
various organisations to run a series of events to<br />
help young people find support in employment,<br />
education and training. Sadly our planned Employ-<br />
Ability Expo linking employers with job seekers of<br />
all ages has had to be postponed to later in the<br />
year. In May we kick of the third of our Council’s<br />
six-week Trailblazer Internships, giving 10 young<br />
people some real work experience in Council roles<br />
from sports co-ordination to event planning. If you<br />
are quick you can still submit your application to be<br />
a Trailblazer before the closing date of 31 <strong>March</strong>.<br />
I love seeing how the opportunities we create<br />
boost the confidence of our young people and<br />
stimulate interest and enthusiasm in areas they<br />
might not have considered was something they<br />
could do. Together we are all able to contribute<br />
and support our children as they grow through<br />
their childhood and teenage years with our<br />
outstanding schools, and loving neighbourhoods<br />
and families.<br />
One of our ‘Starting a business’ workshops this month.<br />
I’m always pleased when hard work pays off.<br />
This month we’ve made headway on two<br />
important community issues. I know that road<br />
safety on the main street through Lincoln has<br />
been a concern for the community. We’d planned<br />
to fix this with an upgrade in 2027 which would<br />
cost $6 million, and were looking for funding to<br />
try and bring the work forward. Initially we fell<br />
outside the application criteria for Waka Kotahi<br />
NZ Transport Agency’s funding as part of their<br />
“Streets for People” initiative. However we<br />
pressed our case and eventually they accepted<br />
our application. We’ll find out in July if our bid<br />
has been successful. If we are we would be<br />
in a position to start the work next year.<br />
In Hororata councillors and staff have been<br />
working hard with the community to agree a<br />
way forward for the new community facility. I’m<br />
pleased that our Council has agreed to support<br />
the excellent local work to undertake a feasibility<br />
study on the possibility of creating a community<br />
hub by upgrading the existing community hall and<br />
the site. This is a change from the the original plan<br />
from last year and would result in the community<br />
hall and surrounding land reverting to community<br />
ownership. Subject to final confirmation the council<br />
would also contribute $1 million to the project.<br />

I’m delighted to announce the rebrand of our<br />

become CORDE. This awesome new company<br />
weaves together three critical areas of expertise.<br />
A construction arm, running industry leading<br />
projects across the South Island; a specialist<br />
three-waters team, helping ensure the quality of<br />
our community water infrastructure; and a talented<br />
maintenance division with strong long-term<br />
contracts across the Canterbury region.<br />
You may have already seen their white vehicles<br />
emblazoned with striking new CORDE branding<br />
around the district. The name relates to the three<br />
divisions now becoming united, and symbolises<br />
collective strength – a cord of three strands is<br />

Mentoring<br />
As part of the Mayors Task Force for Jobs<br />
I have joined the Tuia programme which is a<br />
project to develop the leadership capacity of<br />
young Maori in communities throughout<br />
New Zealand. As part of this programme<br />
I have the privilege to mentor a young<br />
person, on a one-to-one basis, to encourage<br />
and enhance their leadership skills. The<br />
programme also provides me with the<br />
opportunity to gain a deeper insight into<br />
inter-generational issues, cultural values<br />
and experiences. I’m delighted that our new<br />
Tuia representative, Te Puawai Perenara-<br />
O’Connell is on board with the programme<br />
and look forward to working with her over the<br />
coming year.<br />

I am extremely privileged<br />
to be the <strong>2022</strong> Tuia representative for<br />
<strong>Selwyn</strong> District. Having the opportunity to<br />
be mentored by Mayor Sam is incredible,<br />
he is an inspiration to work with through my<br />
marae, and so being able to have one-onone<br />
mentoring is extremely beneficial for<br />
my own development and learning. During<br />
these times it is incredibly testing and so just<br />
being able to connect with someone who<br />
can share their experiences and is open to<br />
hearing about my passions is important.<br />
I look forward to my year learning from the<br />
Mayor and getting to know <strong>Selwyn</strong>.<br />
News in Brief<br />
New Youth Council<br />
Our new Youth Council has come together for the first time this<br />
month, and it’s great that we have widened the age range, with<br />
the youngest member being 12 years old. The Youth Councillors<br />
help our Council and staff bring a youth perspective to our<br />
decision making.<br />
Biodiversity<br />
We’ve just received close to $800,000 Government boost to<br />
restore the 81 hectare Tārerekautuku/Yarrs Lagoon – a significant<br />
wetland close to Lincoln. This will create new employment<br />
opportunities and revitalise this natural asset.<br />
Swim safe<br />
Learning to swim is important for safety and for staying active.<br />
I’m delighted our swim programme has expanded into the Darfield<br />
pool, and that the former main pool in our Aquatic Centre is now<br />
dedicated to teaching our residents this lifesaving skill.<br />
Springfield flooding<br />
Springfield was the hardest hit in the flooding last year, with a<br />
number of families displaced from their homes. A door-to-door<br />
assessment of every house in Springfield, combined with a<br />
specialist flooding study is helping us to plan possible future flood<br />
protection options for discussion with township residents.<br />
Springs reserve<br />
The first bike tracks and buildings are taking shape in the new<br />
park at the Springs reserve. The wooden tracks are coming along<br />
as part of the first 10-hectare section of the park. Look out for the<br />
sports fields and a dog park to follow.<br />
Civil Defence<br />
So good to see a great response to our recent civil defence<br />
recruitment drive. All our new volunteers will now be trained up to<br />
national standards and be ready to help you the next time we face<br />
an emergency in the district. Thank you for volunteering!<br />

Buying a lifestyle block<br />
City life getting you down? Dreaming of<br />
living in the country, where you ‘commute’<br />
from the breakfast table to a barn or your<br />
home office? It might look like an easy life<br />
but buying a lifestyle property can be a<br />
complex business.<br />
While living in the country has much<br />
to recommend it, you need to do more<br />
preparation for buying a place there than<br />
buying a pair of gumboots and comparing<br />
the merits of ride-on mowers.<br />
We recommend comprehensive due<br />
diligence when buying any kind of property,<br />
but rural ones come with a whole extra set<br />
of things to think about compared to buying<br />
a straightforward stand-alone home in<br />
town”.<br />
While it’s tempting to focus on the dream<br />
wish list for your bucolic bolt-hole, but you<br />
should also compile a list of issues to be<br />
aware of (and people who can help you learn<br />
about them).<br />
“If the property you like is being sold by<br />
a licensed real estate agent, remember that<br />
you can ask them anything you like about it”.<br />
“Rural real estate agents have special<br />
skills in this area and they’ll be able to help<br />
you figure out what information you need<br />
to make a well-informed decision. It’s also<br />
a good idea to get your lawyer onboard<br />
early to check titles, consents and other<br />
information that you gather in the process.”<br />
It might feel like you’re getting away from<br />
it all when moving out of town, but rural<br />
developments can be subject to rules that<br />
restrict what you can do. REA recommends<br />
getting your lawyer to check if there are any<br />
covenants on the property that might have<br />
an impact on a future business you may<br />
run there, or any planned building projects.<br />
You don’t want to invest in an alpaca herd<br />
for your new dream property only to find<br />
that it’s not allowed to carry any livestock.<br />
Similarly, it would be tough to discover that<br />
your subdivision plans are not permitted by<br />
council rules.<br />
Be aware that there may be tax<br />
implications if you’re planning to use the<br />
property as a business.<br />
“In general, if it is currently being used for<br />
a business that is tax-registered – whether<br />
that’s selling organic eggs, grazing stock<br />
or running a B&B – then the seller will<br />
probably add GST to the price. This means<br />
you’ll pay an extra 15 per cent, unless you<br />
are also registered for GST. Ask your lawyer<br />
or accountant to check if the house or any<br />
other buildings on the property are GSTexempt.<br />
They will also be able to advise you<br />
on whether you need to be GST-registered.”<br />
A good place to start when trying to<br />
figure out what tax obligations might<br />
attach to your purchase of the property<br />
is Inland Revenue’s property tax decision<br />
tree (available at http://www.ird.govt.<br />
nz/property/property-terms-and-tools/<br />
property-decision-tree/), but keep in mind<br />
that it is always best to seek professional<br />
advice before you make a decision.<br />
Rural properties (like all properties) can<br />
also have easements on the title that relate to<br />
access, water or power. You should ask your<br />
lawyer to check the title and work out what<br />
the easements are, and how they will have an<br />
impact on your rights and responsibilities as<br />
an owner.<br />
“For example, if the title allows a<br />
neighbour access to a piece of their land<br />
through your property, do you have any<br />
right to limit the type and frequency of that<br />
access if you buy it?”<br />
Be aware too that there may be ‘unofficial’<br />
easements operating; the incumbent<br />
owners may have an informal arrangement<br />
with their neighbours, but this may not<br />
remain when the property passes into new<br />
ownership.<br />
Things that we take for granted when<br />
living in urban environments, like water,<br />
sewage and access, can require more<br />
involvement in rural areas. Check the water<br />
sources for the property – if it has its own<br />
bore, are there limits on the amount of<br />
water you can draw from it? What is the<br />
process for ensuring it is safe to drink? What<br />
happens to wastewater and sewage? Are you<br />
prepared for life with a septic tank? Will the<br />
current owner ensure the tank is empty as a<br />
condition of sale?<br />
When it comes to access, will you<br />
share a private road or right of way with<br />
other properties? What will be your<br />
responsibilities and potential costs for<br />
maintaining it? Don’t forget that your<br />
neighbours may be involved in unglamorous<br />
activities at ungodly hours – check the<br />
zoning rules for nearby properties if you’re<br />
worried about noise, smells or traffic. You<br />
might think it’s lovely to have stock grazing<br />
out the window, but are you ready for a<br />
milk tanker driving past every morning? Be<br />
aware that the LIM will not always alert you<br />
to any pending or current NZTA decisions<br />
regarding local highway linkages that often<br />
divert traffic away from urban centres in<br />
favour of immediate rural areas on the town<br />
boundary. Check with NZTA if you think<br />
your property could be affected by road<br />
changes.<br />
Like all property purchases, buying a place<br />
in the country requires careful, objective<br />
consideration.<br />
“There are lots of great things about<br />
living on the land, but it’s best to be realistic<br />
about it. You don’t want to be like the<br />
former townie I met a few weeks ago, who<br />
mournfully told me that their lifestyle<br />
block had become “a life sentence”. Do your<br />
homework and you’re far more likely to live<br />
happily ever after in rural bliss.”<br />

Unless you’ve been living under a rock you’ll know that getting rid of clutter is one of the keys to selling property<br />
fast and at a good price. Good storage systems can look cool in their own right, and help organise your clutter.<br />
Good storage ideas are abundant and<br />
all manner of products are available<br />
to make homes more minimalistic.<br />
While it’s nice to buy your storage from<br />
designer homewares stores, the likes of<br />
The Warehouse and Kmart sell many<br />
simple products for masking clutter.<br />
Fabric storage cubes are a great start<br />
for disguising the clutter. They fit neatly<br />
into shelves and wardrobes and thanks<br />
to competition from the big department<br />
stores, can cost $10 or less each. You’ll<br />
also find wicker, felt, cotton, woven and<br />
metal baskets for a song.<br />

is to buy a cheap set of<br />
melamine shelves for use<br />
in your wardrobe. A set<br />
of shelves does much the<br />
same job as an expensive<br />
wardrobe fit out. You can<br />
move the shelf heights to<br />
accommodate shoes and<br />
boots. It looks good, but<br />
costs little.<br />

a tip from the tiny home movement.<br />

Living, downsized her life to under 90sq<br />
m and has interviewed Kiwis who live<br />
in architecturally designed homes of that<br />
size or smaller.<br />

effectively to tame their<br />
belongings. Some have done<br />
it on the smell of an oily rag,<br />
sometimes buying pre-cut heavy<br />
duty plywood that only has to be<br />
screwed together, she says.<br />
Garages and lofts are house vendors’<br />
friends. The garage is one of the few<br />
places in the house that buyers won’t<br />
be put off by a little extra stuff, but the<br />
more that can be hidden away in stacked<br />
crates the better. Consider using flat pack<br />
cupboards that can be taken with you.<br />
“The most effective way of using these<br />
is to find a wall where the whole area can<br />
be covered floor to ceiling,”<br />
“Simple carpentry like this is dIY level<br />
if you’re handy, or get a handyman in for<br />
a few hours, but make sure it is excluded<br />
from the list of chattels on the sale<br />
agreement.”<br />
Loft spaces are often wasted space<br />
in Kiwi homes. A relatively cheap way<br />
to open up the space is to install a loft<br />
ladder. You will be amazed at what people<br />
use the additional storage space for, once<br />
they’ve installed it.<br />
Cheap clever storage ideas aren’t just<br />
limited to the interior of the house,<br />
garage and loft. The Warehouse, Mitre<br />
10 & other hardware stores sell garden<br />
storage to hide away things usually left<br />
outside.<br />
Foldable garden storage boxes that cost<br />
from around $99 can be used to store<br />
garden tools, outdoor cushions and pool<br />
paraphernalia. The next step up is a cheap<br />
garden shed for around $200 upwards<br />
from Mitre 10, Bunnings Warehouse and<br />
other stores.<br />
Finally, if you’re looking for more<br />
inspiration Google “storage ideas”, search<br />
the same on Pinterest, or check out books<br />
on the subject from your local library.<br />
You’ll be amazed at how many everyday<br />
items can be repurposed for storage at the<br />
same time as adding design excellence to<br />
your home.<br />

So your new build or renovations are<br />
completed, and now you are faced with<br />
one of your most significant decisions.<br />
What type of flooring are you going to<br />
use? With a range of options available, you<br />
will need to consider your style, the cost<br />
and what will suit your lifestyle best.<br />

Xtra has indicated that a current trend<br />
in carpet is textured wool (loop pile) in<br />
neutral tones. Apart from being soundabsorbing,<br />
carpet offers warmth, comfort<br />
and the feel-good factor when you walk on<br />
it. However, carpet isn’t just reserved for<br />
bedroom floors, and Andrew states, “It is<br />
generally the whole house, but there is a<br />
slight move toward hard flooring in living<br />
areas, but on the whole, it is still mainly<br />
carpet in the living rooms.”<br />
One trend is to use the same flooring<br />
throughout the public areas for continuity<br />
and flow, especially with more foot traffic.<br />
Hard flooring appeals as it is resistant to<br />
scratching, staining and water damage.<br />
One popular type is synthetic laminated<br />
flooring as it is hardwearing, cost-effective<br />
and fade resistant. Laminate can mimic<br />
the appearance of hardwood flooring with<br />
printed grain and knots then overlaid<br />
with resin. Laminate can be easily and<br />
quickly installed over existing floors to<br />
reduce renovation costs. However, not all<br />
laminates are waterproof and can suffer<br />
moisture damage.<br />
Another option is engineered wooden<br />
flooring, which comprises one layer of<br />
thin hardwood on the surface and a solid<br />
layer of plywood on the bottom. It is<br />
cost-effective, durable and resembles solid<br />
timber. But, as with all timber products,<br />
it can scratch. Andrew says, “Timber<br />
floors will scratch, dent and fade. It’s not<br />
a negative, but that is what happens, and<br />
that’s the reality of a timber floor.”<br />
Combining the best of both worlds,<br />
‘hybrid flooring’ utilises the best attributes<br />
of laminate and vinyl to provide a<br />
waterproof and dent resistant surface.<br />
However, as the hybrids are vinyl-based,<br />
fading can occur.<br />
A recent environmental favourite,<br />
concrete provides a high thermal mass<br />
making it energy efficient to heat and cool<br />
your living environment. A concrete floor<br />
can be constructed quickly and be finished<br />
with polishing, colouring or stamping.<br />
The concrete is resistant to dampness, fire<br />
and is low maintenance. However, it is not<br />
easily repaired once damaged, and noise<br />
insulation is limited.<br />
Lastly, porcelain tiles which are<br />
hardwearing and easy to clean, continue<br />
to be a popular choice for high-traffic and<br />
wet areas.<br />
Flooring options abound, and whether<br />
you want the cosiness of carpet, the<br />
durability of laminate, or the sleek<br />
appearance of polished concrete, the<br />
flooring you choose can help turn a<br />
house into your home.<br />
