Big rates rise looms<br />
for homeowners<br />

on the cards for some<br />

RATES ARE SET to go up by an<br />
average of 6 per cent on July 1 for the<br />
coming year, but the increase will be<br />
more for many urban dwellers.<br />
The average increase is larger than the<br />
expected 4.9 per cent flagged in the district<br />
council’s Long Term Plan, caused mostly<br />
by inflation and a growing population.<br />
A new $<strong>20</strong> targeted rate has also been<br />
proposed, for an ecological enhancement<br />
project.<br />
“When we prepared our LTP, inflation<br />
was still at low levels in New Zealand,”<br />
the district council says in its draft annual<br />
plan adopted last week.<br />
Individual changes in rates will also be<br />
affected by the recent revaluation of properties.<br />
About one quarter of a property’s<br />
rates bill is based on its capital value.<br />

SPRINGFIELD is getting a $1.2<br />
million quick fix for its ongoing<br />
dirty drinking water issue.<br />
The district council decided<br />
at its meeting last week that it<br />
would pursue a contract variation<br />
with CORDE to install 9km<br />
pipeline sourcing water from<br />
Sheffield, expected to be completed<br />
in July.<br />
It would temporarily supply<br />
Springfield with spare capacity<br />
available from the Sheffield<br />
water treatment plant, until the<br />
more permanent solution of a<br />
membrane filtration plant is<br />
operational in about 18 months.<br />
Residents have been relying<br />
on a drinking water tank and<br />
showers supplied by the district<br />
council since being subject to a<br />
precautionary boil water notice<br />
introduced February 5.<br />

The work itself is expected to<br />
have minimal impact on rates,<br />
as it would be debt funded.<br />
However, asset manager water<br />
services Murray England said, in<br />
response to councillor questions<br />
at the meeting last week, that<br />
electricity costs for pumping<br />
the water through the uphill<br />
pipeline would come under the<br />
district-wide rate.<br />
But the pipeline was just a<br />
temporary fix and ultimately<br />
could help with providing capacity<br />
from the Springfield supply<br />
to supplement Sheffield.<br />
“That works in our favour in<br />
terms of gravity and electricity<br />
costs,” England said.<br />
Mayor Sam Broughton said after<br />
the meeting that Springfield<br />
residents were going through<br />
a difficult time and the district<br />
council was addressing the situation<br />
as soon as possible.<br />
“Our staff have worked<br />
extremely hard to ensure we<br />
have a full range of options<br />
to address these issues in the<br />
longer term, which our council<br />
is backing this with significant<br />
investment.”<br />

THE DISTRICT council is<br />
replacing aging asbestos drinking<br />
water pipes.<br />
The news comes as a University<br />
of Otago study last week revealed<br />
asbestos fibres were leaching into<br />
Christchurch’s drinking water supply<br />
from old underground pipes.<br />

than three per cent of <strong>Selwyn</strong>’s<br />
drinking water supply network<br />
had asbestos concrete pipes.<br />
“The council has been active<br />
in replacing these in recent years<br />
with our ongoing renewals of the<br />
water network. A significant proportion<br />
of the remaining pipes<br />
should be removed by the end<br />
of the <strong>20</strong>22-<strong>20</strong>23 financial year,”<br />
Washington said.<br />
While the University of Otago<br />
researchers said there was no<br />
immediate cause for public<br />
health concern, the discovery in<br />
Christchurch has prompted calls<br />
for better monitoring of asbestos<br />
in drinking water to help councils<br />
prioritise which pipes to replace.<br />
No asbestos pipes have been<br />
installed in New Zealand since<br />
the 1990s, yet replacing the<br />
existing ones with alternatives is<br />
expected to cost over $2 billion.<br />

Teacher guilty of ‘serious misconduct’<br />

A TEACHER has been found<br />
guilty of serious misconduct<br />
after making inappropriate<br />
and offensive comments on a<br />
podcast about students, a former<br />
girlfriend, his sex life and going<br />
to work “slightly high on drugs”.<br />
Samuel Stokes’ name was<br />
initially suppressed by the New<br />
Zealand Teachers Disciplinary<br />
Tribunal but after admitting<br />
the conduct and “accepting<br />
that his behaviour was serious<br />
misconduct” his name could be<br />
reported.<br />
Stokes currently teaches<br />
social science and commerce at<br />
Rolleston College.<br />
But at the time of the podcast,<br />
he was employed at Hornby<br />
High School in the city teaching<br />
economics and physical education.<br />
In November <strong>20</strong>19 Stokes<br />
participated in an episode of a<br />
podcast called Cancelcast.<br />
According to the tribunal decision,<br />
the creator and host of the<br />
podcast was Conor Fenelon – an<br />
“amateur comedian” and friend<br />
of Stokes.<br />
The podcast was said to be<br />
“for the purpose of discussing<br />
current events, life events, and<br />
telling stories in a comedic light<br />
with guests within the host’s<br />
friendship group”.<br />
The tribunal heard that Stokes<br />
agreed to appear on the podcast<br />
on the condition that he would<br />
remain completely anonymous<br />
and that he could “review and<br />
edit” the episode before it went<br />
live.<br />
However, Fenelon “did not<br />
abide by that agreement” and released<br />
the podcast on a number<br />
of streaming platforms.<br />
The episode was for a duration<br />
of 1hr 38min and was online for<br />
several weeks before it was taken<br />
down.<br />
Two members of the public<br />
complained to Hornby High<br />
School about the content and<br />
the principal made a mandatory<br />
report to the Teaching Council.<br />
Stokes was accused of a raft<br />
of inappropriate comments<br />
including referring to a former<br />
girlfriend in a derogatory way<br />
and describing sex acts he was<br />
involved in.<br />

He also referred to “taking<br />
drugs” and arriving at school<br />
“still slightly high on drugs”.<br />
In the episode he named two<br />
students, read out their work and<br />
allowed them to be “the subject<br />
of ridicule”.<br />
In addition, Stokes referred to<br />
a student who he described as<br />
having been in an inappropriate<br />
relationship with a teacher, in a<br />
derogatory way.<br />
A copy of the transcript of<br />
the podcast as well as audio was<br />
provided to the tribunal.<br />
“Mr Stokes admitted the<br />
conduct and accepted that his<br />
behaviour was serious misconduct,”<br />
the tribunal decision said.<br />
“Despite Mr Stokes’ admissions,<br />
it was for the tribunal to<br />
reach its own view as to whether<br />
the conduct, if established,<br />
amounted to serious misconduct;<br />
and if so, what, if any,<br />
penalty should be imposed.<br />
“The tribunal found the charge<br />
established. It had no difficulty<br />
concluding that the conduct was<br />
serious misconduct.”<br />
An interim non-publication<br />
order was initially put in place<br />
preventing Stokes’ name and any<br />
details that would identify him<br />
from being published.<br />
However, he did not seek<br />
permanent suppression and<br />
the tribunal said there were no<br />
grounds for that anyway.<br />
An order was made suppressing<br />
the names of the students<br />
and the former girlfriend mentioned<br />
in the podcast.<br />
The tribunal heard that the<br />
episode has been deleted.<br />
During the episode Stokes and<br />
Fenelon talked about having a<br />
“threesome” with a woman and<br />
taking “Molly” – another name<br />
for the Class A drug ecstasy.<br />
They describe the sexual activity<br />
in graphic detail.<br />

Stokes said: “Teaching Council,<br />
if you’re listening to this, please<br />
don’t revoke my licence.”<br />
“Directly after discussing<br />
arriving at work slightly high<br />
on drugs, Mr Stokes discusses a<br />
former colleague’s inappropriate<br />
relationship with a student,<br />
in a derogatory way,” said the<br />
tribunal.<br />
Stokes claimed that if a teacher<br />
was going to have a relationship<br />
with a student they should “wait<br />
until they are 16 at least”.<br />
“And then you won’t go to jail,<br />
you’ll just lose your teaching<br />
licence.”<br />
Stokes then went on to read<br />
out the work of two students –<br />
naming them on the podcast and<br />
speaking about an ex-girlfriend<br />
who sent him “a couple of nudes”.<br />
Stokes also referred to “being<br />
stoned” at university.<br />
At the hearing Stokes “accepted<br />
he was naive in waiting to be<br />
invited to be involved in editing<br />
the podcast”.<br />
He said he was “naive in<br />
agreeing to the podcast at all<br />
and accepts that much of the<br />
content and discussion was not<br />
appropriate”.<br />
Stokes accepted he showed a<br />
lack of professional judgment and<br />
that it was unprofessional to provide<br />
the recount of the students’<br />
work.<br />
He claimed he “deeply regrets<br />
using the students’ names and<br />
speaking of a student’s work in a<br />
derisory manner”.<br />
Stokes told the tribunal that<br />
“all comments made about drug<br />
use were completely fabricated<br />
stories, made up for the purpose<br />
of comedic dialogue”.<br />
“Mr Stokes states he has never<br />
engaged in recreational drug use<br />
and that he rarely even drinks<br />
alcohol,” the tribunal said.<br />
Stokes told the tribunal he<br />
“made a colossal mistake in<br />
participating in the podcast” and<br />
“regardless of his misguided belief<br />
of anonymity, he was wrong<br />
to even consider recording”.<br />
He was embarrassed and<br />
ashamed by his actions and<br />
had “reached the boundaries of<br />
what should and should not be<br />
made public knowledge, and let<br />
everyone down, especially the<br />
students”.<br />
“He understands his duty<br />
of care to students, and he has<br />

betrayed their trust,” the tribunal<br />
said.<br />
“He places huge emphasis on<br />
lifelong learning, and he has<br />
learned from this event. He wishes<br />
to learn from these actions and<br />
to continue teaching.<br />
“He has matured a lot since<br />
taking part in the podcast … he<br />
has wanted to teach since he was<br />
16-years-old and having good<br />
relationships with his students<br />
was very important to him.<br />
“Not a day goes by that he does<br />
not regret his involvement in the<br />
podcast, and how he talked about<br />
learners.<br />
“His actions ‘completely contradicted’<br />
his own values.”<br />
The tribunal ruled that not<br />
only was Stokes’ misconduct serious,<br />
it “adversely affected or was<br />
likely to affect the wellbeing of<br />
the students involved”.<br />
“Mr Stokes accepted that his<br />
conduct reflects adversely on his<br />
fitness to be a teacher,” said the<br />
tribunal.<br />
“Mr Stokes failed to protect<br />
students from harm and did not<br />
demonstrate a high standard of<br />
professional behaviour that is<br />
expected of him as a registered<br />
teacher.<br />
“The tribunal concluded that<br />
Mr Stokes’ conduct may bring<br />
- and indeed, has brought - the<br />
teaching profession into disrepute.<br />
“There can be no doubt that<br />
Mr Stokes’ conduct amounted<br />
to a serious departure from the<br />
relevant professional standards<br />
that apply to every member of the<br />
teaching profession.”<br />
The tribunal said Stokes had no<br />
previous disciplinary history and<br />
noted he had “co-operated and<br />
engaged” with the disciplinary<br />
process and acknowledged his<br />
actions through a guilty plea.<br />
It accepted he had “displayed<br />
some insight into his conduct<br />
and expressed remorse”.<br />

had “spoken to Mr Stokes about it<br />

and necessary” to impose<br />
a formal penalty on Stokes – but<br />
cancelling or suspending his<br />
teaching registration was not on<br />
the cards.<br />
“The tribunal is satisfied that<br />
Mr Stokes has significant insight<br />
into the inappropriateness of his<br />
conduct,” it ruled.<br />
“It considered that Mr Stokes<br />
is capable of being rehabilitated<br />
with the benefit of mentoring and<br />
further reflection … as a relatively<br />
young teacher he should be<br />
given an opportunity to further<br />
his teaching career.<br />
“That is not to say that the<br />
tribunal did not consider his<br />
behaviour on the podcast was in<br />
any way acceptable.”<br />
The tribunal made an order<br />
censuring Stokes “as a mark<br />
of its serious disquiet about<br />
his conduct, and to uphold<br />
professional standards”.<br />
“Mr Stokes’ conduct involved<br />
behaviour that cannot be countenanced<br />
in the teaching profession<br />
and a message needs to be sent to<br />
that effect not only to Mr Stokes<br />
but to all members of the teaching<br />
profession.<br />
“Teachers must take care<br />
to avoid engaging in conduct<br />
outside of work … that negatively<br />
impacts on the trust and<br />
confidence students, whānau and<br />
members of the public are entitled<br />
to have in them as a teacher<br />

Further, Stokes is to provide<br />
a “reflective statement” about<br />
his professional obligations and<br />
for the next two years must<br />
advise any prospective or future<br />
employers of the tribunal’s<br />

points at response team members’<br />

Said the district council community<br />
resilience co-ordinator<br />
Sue Jenkins. “A local CRT person<br />
in each of these areas is<br />
the point of contact and when<br />
contacted via cell or email, they<br />
arrange contactless delivery or<br />
pick up for people in their area.<br />
“Some are also contacting<br />
their vulnerable residents and<br />
ensuring they have access to the<br />
support they need.”<br />
About 650 RAT kits have been<br />
supplied to the community via<br />
the distribution points.<br />
“There has been an overwhelmingly<br />
positive and<br />
appreciative response from the<br />
community. The CRT contacts<br />
have loved being involved and<br />
appreciate being able to support<br />
their communities in this way,”<br />
Jenkins said.<br />
Response team members are<br />
Civil Defence volunteers. There<br />
are 32 CRTs throughout the<br />
district, with about 180 people<br />
in these teams.<br />
Said Jenkins: “They are our<br />
eyes and ears around the district<br />
who co-ordinate the local<br />
response during a Civil Defence<br />
emergency. They are all police<br />
vetted, are offered free first aid<br />
training and psychological first<br />
aid and are a known and trusted<br />
source of information into the<br />
emergency operations centre<br />

Michael received the top score<br />
overall. The finished products<br />
had been assessed on their the<br />
quality of workmanship, including<br />
measuring, cutting and<br />

Michael is undertaking his<br />
apprenticeship at Taylormade<br />
Builders. He has now earned<br />
a place in the national final<br />
representing Canterbury. There<br />
he will compete against 19 other<br />
regional winners from across<br />
New Zealand for the Ken Read<br />
Memorial Trophy and $25,000<br />
worth of prizes.<br />
The national final will be held<br />
at the NZCB annual conference<br />
in Hamilton in November.<br />

apprenticeship manager Nick<br />
Matthews said the competition<br />
highlighted a high-calibre of<br />
apprentices, following a record<br />
uptake of building apprenticeships<br />
in recent years.<br />
“Nationwide we’re seeing<br />
increasing numbers of eager and<br />
talented apprentices entering<br />
the trade from a variety of backgrounds.<br />

have really set the bar for<br />
what excellence looks like ahead<br />
of the national final,” Matthews<br />

that has increased by more than<br />
the average capital value increase<br />
over three years, which was 33.7<br />
per cent, would have a higher<br />
increase in their rate. This is<br />
mostly urban homeowners, while<br />
many rural property owners will<br />
see a reduction in rates as their<br />
property values did not grow as<br />
much over the three years.<br />
For example, a residential home<br />
in Rolleston with a new CV of<br />
$790,000 will have an annual rates<br />
increase of 7.5 per cent, $235,<br />
from $3115 to $3350. At the same<br />
time, a rural property in Darfield<br />
with a new CV of $11.3 million<br />
(with water races and water units)<br />
will have a decrease of $993 from<br />
$15,019 to $14,026.<br />
Other cost pressures alongside<br />
inflation included supply<br />
chain delays and price increases,<br />
impacts of the Russia-Ukraine<br />
conflict on fuel prices and a<br />
tight labour market. It was thus<br />
costing the district council more<br />
to maintain its current levels of<br />
service, the district council says in<br />
the draft plan.<br />
Alongside this, the district’s<br />
continuing growth was putting<br />
pressure on operations.<br />
“We are boosting our resources<br />
in areas like building and resource<br />
consents, cybersecurity<br />
and digital technology, and infrastructure<br />
support, to meet the<br />
demands of a larger population.”<br />

A CONSTRUCTED wetland<br />
between Tai Tapu and<br />
Motukārara is attracting birdlife,<br />
including the rarely seen kōtuku,<br />
or white heron.<br />
Residents noticed a lone<br />
kōtuku in the wetland area at<br />
Ahuriri Lagoon over a two-week<br />
period, before it flew off a few<br />
days ago.<br />
“It either ran out of frogs or<br />
there were too many people<br />
down there,” one resident told<br />
the <strong>Selwyn</strong> <strong>Times</strong>.<br />
“We live not far from the<br />
lagoon and walk there threeto-four<br />
times a week with our<br />
dog. It’s a stunning spot and the<br />
bird life has certainly picked up<br />
around the area as a result of<br />
all the planting. We’ve also had<br />
spoonbills there,” she said.<br />
The native kōtuku is a protected<br />
species. It had mythical status<br />
for Māori because of its rarity<br />
and beauty. Featuring on the $2<br />
coin, the bird is widespread in<br />
Asia and Australia but is believed<br />
to number only in the hundreds<br />
in New Zealand.<br />
The constructed wetland,<br />
named Whakaora Te Ahuriri,<br />
was completed in <strong>20</strong><strong>20</strong>. Located<br />
between Tai Tapu and<br />
Motukārara on the Little River<br />
Rail Trail, it has involved engineering<br />
and earthworks over four<br />
hectares, and the installation of<br />
132,000 plants. The budget for<br />
Ellesmere Water Race, changes<br />
to water race rating across the<br />
district, and a new $<strong>20</strong> ecological<br />
enhancement targeted rate.<br />
The latter would support<br />
improving the district’s land<br />
drainage network which provides<br />
biodiversity, ecological habitat<br />
and flood protection.<br />

19. The consultation document<br />

fish and insects, and birds quickly<br />
followed,” Murphy said.<br />
Other birds seen there were<br />
pāpango/scaup, kārukiruhi/pied<br />
shag, warou/welcome swallow,<br />
kahu/swamp harrier, poaka/pied<br />
stilt and pukeko.<br />
Meanwhile, restoration of<br />
another wetland will begin soon.<br />
The district council said in its<br />
draft annual plan released last<br />
week that restoration of the 81ha<br />
Tārerekautuku/Yarrs Lagoon<br />
near Lincoln is expected to get<br />
under way in the coming year.<br />

Anzac Day services remain scaled back<br />

NEW ZEALAND’S move to orange<br />
arrived too late to see the district’s usual<br />
Anzac Day commemorations return to<br />
their full glory.<br />
Nonetheless, service organisers have<br />
not been defeated by the challenges<br />
presented by both Covid-19 and its associated<br />
restrictions.<br />
Ellesmere RSA president Lloyd<br />
Clausen said the usual indoor service<br />
held at the Leeston rugby stadium had<br />
been scrapped to abide by red traffic<br />
light restrictions, and it was too late last<br />
week to change this.<br />
But a shorter parade, led by the<br />
Ellesmere Highland Pipe Band, would<br />
be held from Gallipoli St to the Ellesmere<br />
County Cenotaph for an outdoor<br />
service.<br />
Clausen said Ellesmere RSA members<br />
had initially cancelled the parade, but<br />
salvaged it when limits on outdoor gatherings<br />
were lifted.<br />
“It could be said it’s a right of passage,<br />
everyone has grown up with the parade<br />
and carries on doing it as a mark of<br />
respect,” he said.<br />
Rolleston Residents Association<br />
Anzac Day committee convenor Dianne<br />
Rooney said it had been a hectic time<br />
organising the day’s commemorations.<br />
Last week she and fellow committee<br />
members were delaying as long as<br />
possible confirmation of people who<br />
would address the traditional service, at<br />
the Rolleston war memorial and clock<br />
tower, which usually attracted about<br />
1000 people.<br />
REMEMBRANCE: The district prepares to commemorate Anzac Day,<br />
with most services limited as the move to orange came too late.<br />
“There might be a last minute rush to<br />
find somebody else because whoever we<br />
had down to do it, they might suddenly<br />
not be able to do it,” Rooney said, referring<br />
to the chance of people becoming<br />
ill with Covid-19 or having to isolate.<br />
The association traditionally held<br />
a parade prior to the service, and a<br />
morning tea afterwards, but these had<br />
been cancelled due to the difficulty of<br />
maintaining social distancing.<br />
Lincoln community Anzac Day committee<br />
member Ian Collins said the traffic<br />
light change came too late to change<br />
its scaled-down plans.<br />
“This year’s service is outdoors only at<br />
the war memorial and has been scaled<br />
back in size and duration. It will run for<br />
about 35 minutes and there will be no<br />
involvement in the ceremonial proceedings<br />
by children’s groups, as on past<br />
occasions,” Collins said.<br />
Darfield’s traditional commemorations<br />
of a wreath-laying ceremony<br />
followed by a service at the district war<br />
memorial is going ahead, while the<br />
usual church service and morning tea<br />
afterwards are not.<br />
Darfield RSA president Terry Hutchinson<br />
said the decision had been made<br />
in the red traffic light setting.<br />
West Melton Residents Association<br />
member Bruce Russell said the village’s<br />
usual outdoor service and morning<br />
tea, held since <strong>20</strong>15 when a war monument<br />
was built in West Melton School<br />
grounds, was going ahead.<br />
“It’s always very popular,” he said.<br />

Trainer’s animal cruelty hearing begins<br />

A RACING Integrity Board<br />
hearing investigating allegations<br />
of animal cruelty by a leading<br />
thoroughbred horse trainer is<br />
underway.<br />
Paul Harris has been charged<br />
under the rules of racing with<br />
failing to take all reasonable<br />
steps to ensure the physical<br />
health needs of five-year-old bay<br />
mare Riverfalls.<br />
He is jointly charged with<br />
Rebecca Rae, who housed Riverfalls<br />
at a Loburn property as she<br />
spelled after the final race of her<br />
33-start career at Wingatui on<br />
June 6, <strong>20</strong>21.<br />
Harris and Rae deny the<br />
charge, which stemmed from<br />
a visit by two RIB investigators<br />
to Paul Harris Racing on South<br />
Eyre Rd, Swannanoa, on October<br />
12, <strong>20</strong>21.<br />
An emaciated Riverfalls was<br />
euthanised, on veterinary advice,<br />
about three hours after the investigators<br />
arrived at the property,<br />
acting on information received.<br />
Harris trained Riverfalls on<br />
behalf of a syndicate that leased<br />
the horse from owners in the<br />
Waikato.<br />

to resume next month,<br />

a veterinarian, who felt<br />
“blindsided” when asked to treat<br />
the horse.<br />
Dr Lillian Bonner was initially<br />
contacted by Rae on September<br />
14, <strong>20</strong>21 and they exchanged<br />
messages via text.<br />
“She (Rae) did say she looked<br />
bad and it looked like she was<br />
starving her,” Bonner told the<br />
hearing.<br />
After delays due to scheduling<br />
issues, Bonner saw Riverfalls at<br />
the Harris stables on September<br />
30, the same day she had transferred<br />
from Loburn.<br />
“At the time I expected to do<br />
a nutrition consult, perhaps<br />
treat for ulcers, look at teeth and<br />
bodywork.<br />
“I walked over to the box and<br />
I was shocked at how emaciated<br />

she was,” said Bonner, who rated<br />
Riverfalls’ body condition score<br />
as 1 or 2 out of 10.<br />
Bonner spoke to Harris telling<br />
him the horse was in a seriously<br />
poor condition and it could not<br />
have happened overnight.<br />
“He agreed and said he<br />
thought the horse may have been<br />
poisoned,” she said.<br />
Bonner, who said she did not<br />
assume the mare was being<br />
starved, formulated a refeeding<br />
plan and a course of oral deworming<br />
medication Panacur to<br />
treat internal parasites.<br />
“I didn’t want to be accusatory,<br />
I just didn’t have it in my mind<br />
that any of this was intentional,”<br />
she said.<br />
“In summary, I thought I was<br />
blindsided going to treat a horse<br />
for loss of condition to find<br />
emaciation. I was surprised no<br />
veterinarian had seen the horse<br />
prior.”<br />
Bonner felt Riverfalls should<br />
have been treated a month before<br />
she saw her.<br />
The horse’s condition deteriorated<br />
further and veterinarian<br />
Dr Alisa Corser told the hearing<br />
euthanasia was the only option<br />
when she was summoned to the<br />
property by RIB investigator<br />

the committee. They are currently<br />
subject to a non-publication<br />
order.<br />
Corser, who is contracted to<br />
the RIB, made the decision to euthanise<br />
Riverfalls in conjunction<br />
with Dr Hamish Rankin, who<br />
carried out the procedure.<br />
She described Riverfalls<br />
condition as “the worst I’d seen<br />
in my experience outside a<br />
hospital environment”.<br />
“There is no doubt she was<br />
suffering, no doubt Riverfalls<br />
would have been in pain,” Corser<br />
said.<br />
Riverfalls was suffering from<br />
severe emaciation and showing<br />
signs of colitis, an inflammation<br />
of the large intestine which is<br />
often fatal.<br />
Defence counsel Stephanie<br />
Grieve asked if colitis could<br />
cause emaciation.<br />
“It can, but it doesn’t usually<br />
cause emaciation in that rapid of<br />
a time frame, in my experience,”<br />
Corser said.

1916. The day has gone through<br />
many changes since.<br />
Each year ceremonies are held<br />
at war memorials throughout<br />
New Zealand, and in places<br />
overseas where New Zealanders<br />
gather. The ceremonies are<br />
modelled on a military funeral<br />
and remain rich in tradition and<br />
ritual. People of all ages rise<br />
early on Anzac Day to pay their<br />
respects to those who have<br />
fought and died in war.<br />
The Vintage Car Club VCC Dutton Garage Malvern Run is<br />
all set to go on 25 <strong>April</strong>. The annual vintage car rally kicks<br />
off at 10am from the Darfield Recreation Centre, where club<br />
members meet for morning tea with their cars on public<br />
display until 11am. The rally visits war memorials in Darfield,<br />
Sheffield, Hororata, Glenroy and Glentunnel.<br />
Event co-ordinator Malcolm McGibbon says there is a<br />
good cross-section of cars taking part including cars from<br />
Ashburton plus the oldest registered car in New Zealand,<br />
a 1900 Wolseley, making its annual trip from Dunedin. The<br />
rally finishes in Glentunnel around 1pm.<br />
Poppy Day turns 100<br />
This year celebrates 100 years of selling poppies in<br />
New Zealand. In 1922 on 24 <strong>April</strong>, the day before Anzac Day,<br />
more than 260,000 poppies were sold to help the war-torn<br />
areas in Northern France and to help returned soldiers and<br />
their families. A total of £13,166 was raised (equal to $1.34<br />
million in <strong>20</strong><strong>20</strong>) with a portion being sent to France and the<br />
remaining amount retained for New Zealand soldiers.<br />
The idea of selling poppies came from French woman<br />
Madame E. Guerin, who wanted to help veterans and<br />
destitute children. The poppies were originally manufactured<br />
by widows and orphans in Northern France and sold prior<br />
to Armistice Day on 11 November, however the New Zealand<br />
Returned Soldiers’ Association’s (NZRSA) order did not<br />
arrive in time, so their first Poppy Day was launched the<br />
following year the day before Anzac Day in 1922.<br />
The Poppy Day Appeal is NZRSA’s primary source of<br />
fundraising to help New Zealand returned service personnel<br />
and their families.<br />

Annual Plan <strong>20</strong>22/23<br />
You can now have you say on the Council’s proposed plans for the next 12 months.<br />
Consultation on the Annual Plan is now open until 19 May. The Council is seeking your feedback on<br />
four key projects and how we’re tracking overall with the plan agreed last year through the Long-<br />
Term Plan <strong>20</strong>21-<strong>20</strong>31.<br />
Mayor Sam Broughton says the Council’s focus for the year is on delivering in the key areas<br />
identified by the community for focus through the Long-Term Plan.<br />
“We’ll be continuing with projects we outlined last year to provide the essential services and facilities<br />
our rapidly-growing district needs. In previous consultations you have told us that things like safe,<br />
well-maintained roads, good quality drinking water and community facilities are important for our<br />
quality of life – so we’re keeping our focus on these areas.”<br />
The proposed average rates increase is 6%, slightly higher than the 4.9% increase forecast in the<br />
Long-Term Plan, but in line with the current rate of inflation and taking into account the increased<br />
costs for the Council from fuel costs, supply chain delays and the tight labour market.<br />
Proposed rates changes will vary for individual properties depending on their type and location.<br />
“We’ve worked hard to limit the average rates increase, while still ensuring it delivers the essential<br />
services and facilities our rapidly-growing district needs,” Mayor Broughton says.<br />
The plan proposes $91m to capital projects – $<strong>20</strong>.2m in water supply projects; $21.6m in wastewater<br />
projects; and $<strong>20</strong>.4m in transportation projects.<br />
The Council is also seeking feedback on four key proposals:<br />
• a change in proposal for the funding of the Hororātā Community Club,<br />
• closure of parts of the Upper Ellesmere Water Race,<br />
• changes to water race rating across the district, and<br />
• a proposal for investing in biodiversity through a $<strong>20</strong> Ecological<br />
Enhancement targeted rate and harmonisation of Land Drainage rates.<br />
During the consultation period councillors and staff will also be<br />
attending drop-in sessions and community events where residents can<br />
ask questions and share their views. You can find the plan and details of<br />

New locations to collect RATs<br />
The Canterbury District Health Board’s Rolleston RAT Collection<br />
Centre has moved to the Toka Hapāi <strong>Selwyn</strong> Health Hub on Norman<br />
Kirk Drive.<br />
The collection centre is open 1-5pm, Monday to Friday. With car<br />
parking available on site, people are asked to park and walk up and<br />
collect their pre-ordered RATs from the marquee.<br />
For those in rural areas the Council has worked with the DHB<br />
and our Civil Defence Community Response Teams to set up 19<br />
distribution points in rural and remote areas with team members<br />
arranging contactless delivery or pick up for people in their area who<br />
need them.<br />
These include: Arthur’s Pass, Castle Hill, Lake Coleridge, Springfield,<br />
Sheffield, Waddington, Whitecliffs, Glentunnel, Coalgate, Dunsandel<br />
township, Kaianga/Dunsandel, Bankside, Southbridge, Rakaia Huts,<br />
Lakeside, Brookside/Irwell, <strong>Selwyn</strong> Huts, Greenpark, Motukarara.<br />

Tennyson Street Rolleston Drive Intersection Upgrade<br />
A give-way roundabout control is in place for the intersection until the traffic lights have<br />
been commissioned. The intersection is closed from 9pm-6am until Friday – weather<br />
permitting – to complete work that requires a full intersection closure. Detours will be in<br />
place. Access to the Tennyson Street and Rolleston Drive shops and shopping centre car parking will be<br />
restricted at times during this work.<br />
Darfield Kirwee Wastewater Pipeline project<br />
Burnham Road is one-way southbound between State Highway 1 and Burnham School Road until<br />
26 <strong>April</strong>. A detour will be in place.<br />
Aylesbury Road between SH1 and Two Chain Road is one-way northbound from SH1 until late <strong>April</strong>.<br />
Ansons Road is closed from Miles Road to Poll Road and works are taking place at the Miles Road,<br />
Bealey Road, Highfield Road intersection with traffic management in place. For updates on road closures<br />

Weedons Ross Road seal widening<br />
Weedons Ross Road is one-way open to traffic travelling south (towards Rolleston), for the duration<br />
of the project. The work area is currently from Johnsons Road to Finlays Road and will move south as<br />
sections are completed. A detour is in place. Please follow the one-way system for the safety of all road<br />
users and workers.<br />
Other repairs and upgrades<br />
Repairs are taking place on Telegraph Road between Essendon Road and Bealey Road<br />
and on Old West Coast Road between Cooks Road and Ansons Road and Redmonds<br />
Road and Pinegrove Road. Traffic management is in place for these works.<br />

fundraising dinner<br />
Canterbury families struggling to meet the rising costs<br />
for school uniforms, shoes, and classroom stationery,<br />
are set to be assisted by a colourful fundraising dinner<br />
featuring 15 of the region’s business leaders cooking in<br />
the kitchen.<br />
The Bayleys Plate Up for a Purpose charitable<br />
initiative is being run in conjunction with the<br />
Christchurch City Mission’s Back to School<br />
Programme, and brings together 15 of the city’s<br />
philanthropic company bosses to cook up a feast for<br />
guests dining at the Christchurch Town Hall.<br />
This year’s fundraiser dinner takes place on May 28.<br />
It will be the fourth year the event has been held, and to<br />
date the dinners and participating corporate chefs have<br />
raised some $345,000 for Christchurch City Mission<br />
– with hundreds of young children across the region<br />
benefitting from the support of their education.<br />
Event supporters of Bayleys Plate Up for a Purpose<br />
can contribute donations through a givealittle page<br />
under the Christchurch City Mission tag, while the<br />
participating business leader chefs are also selling off<br />
their allocated tables to generate additional funds. All<br />
money raised goes directly to the charity.<br />

and Reon Hobson from Service IQ who are all on hand<br />
to dish out advice and instructions. While the exact<br />
menu is a secret until May 28, ingredients will feature<br />
delectable salmon, beef, lamb, and chocolate across the<br />
three courses.<br />
Bayleys Canterbury Chief Executive Officer Pete<br />
Whalan said Bayleys Plate Up for a Purpose took<br />
the corporate chefs out of their usual boardroom<br />
‘comfort zones’ in a challenging commercial kitchen<br />
environment to support an often-neglected sector of<br />
society.<br />
“Through Christchurch City Mission Back to School<br />
programme we have the opportunity to help families in<br />
real need give their children the best start to the school<br />
year. With the generous support of Christchurch’s<br />
business community, City Mission can help give<br />
children in Canterbury the basic equipment and<br />
clothing that they need,” said Pete Whalan.<br />
“Like myself, many of the charity participants are<br />
amateur home cooks, so donning true chefs’ whites<br />
and working in a tight-knit professional kitchen really<br />
ups the ante. But at the end of the day it’s all for an<br />
outstanding cause and allows us to give something back<br />
to the community in which we all live.”<br />
Behind the scenes in Christchurch Town Hall’s<br />
kitchen, the corporate chefs will be grouped into three<br />
sections – each preparing and presenting an entrée,<br />
main course, and dessert. Adding to the fun at the end<br />
of the night guests, vote for their favourite course.<br />
“This really amps up the competitive nature of the<br />
CEOs out in the kitchen – along with which participant<br />
has raised the most donations through their own<br />
personal support networks,” said Pete Whalan with a<br />

NZ Meat Board’s Centenary takes you<br />

Flood threat highlighted<br />
in new council report<br />
Environment Canterbury has an urgent<br />
message: New Zealanders cannot afford<br />
to bear the future burden of increasingly<br />
severe and frequent floods that pose a real<br />
danger to lives and livelihoods.<br />
The regional council made the call on<br />
the release of Te Uru Kahika - Regional<br />
and Unitary Councils Aotearoa – a report<br />
urging national leadership and action to<br />
meet climate change-induced flood hazard<br />
risks.<br />
Canterbury Regional Council Chair<br />
Jenny Hughey said Cantabrians know<br />
the effects of flooding only too well,<br />
mostly notably the May/June <strong>20</strong>21 surges.<br />
“Floods displace people from their homes,<br />
stop them from reaching work, schools,<br />
medical care and families, and do untold<br />
damage to community wellbeing,” Hughey<br />
said following the release of the report at<br />
ECan’s Natural Environment Committee<br />
meeting.<br />
The May/June <strong>20</strong>21 Canterbury flooding<br />
caused about $<strong>20</strong> million of flood damage,<br />
with $12 million to be borne by ratepayers<br />
and recovery work is expected to take up<br />
to two years to complete.<br />
The town of Ashburton was saved<br />
from greater damage by a well-designed<br />
urban flood protection scheme, but many<br />
rural landowners were severely affected,<br />
Hughey said. Hughey said infrastructure<br />
repairs were a long-term undertaking,<br />
often taking years to complete and need<br />
to be managed in addition to ongoing<br />
infrastructure maintenance.<br />
“We’ve just recently completed a series<br />
of ‘Make it Safe’ repair works on the<br />
Rangitata River and are still remediating<br />
12 critically damaged sites on the lower<br />
Waitaki River, all caused by significant<br />
flooding from back in <strong>20</strong>19,” she said.<br />
Hughey said Te Uru Kahika report clearly<br />
documents the scale of Crown assets<br />
and values protected by flood protection<br />
schemes, advocating that the efficient<br />
functioning of the economy and our<br />
communities is a responsibility that must<br />
be shared between regional councils and<br />
Central Government.<br />
Devastating flood events across the<br />
country have highlighted the need to<br />
revisit funding models, many of which<br />
have been in place for decades and are no<br />
longer sustainable for local communities<br />
or fit-for-purpose in the face of climate<br />
change. Regional and unitary councils<br />
invest about $<strong>20</strong>0 million each year in<br />
flood protection schemes. This is estimated<br />
to fall short of what’s needed by $150<br />
million per annum. Over the ten years<br />
considered, that would be $1.5 billion<br />
of under-investment in critical flood<br />
protection schemes.<br />
Hughey said it was increasingly clear<br />
following the recent spate of nationwide<br />
floods is that “a shared investment today<br />
means better protection for current and<br />
future generations, lower overall recovery<br />
costs and importantly, mitigation now<br />
may actually save lives”. Contemporary<br />
flood protection is complex, requiring<br />
consideration for the health and wellbeing<br />
of our rivers as a whole, she said.<br />
This meant more attention to ecosystems<br />
to support native biodiversity and water<br />
quality, managing weed infestations<br />
that threaten habitats and nurturing the<br />
connection between people and rivers<br />
through recreational opportunities<br />
alongside flood infrastructure.<br />
Future flood management solutions<br />
need to consider important community,<br />
environmental, cultural, economic, wholeof-catchment<br />
and Te Mana o te Wai issues,<br />
together with spatial planning, managed<br />
retreat, building control and community<br />
preparedness responses, Hughey said.<br />

A greenhouse has many uses<br />
DURING AUTUMN there<br />
may well be no warm, dry<br />
periods<br />
This is where you greenhouse<br />
comes in, it is an excellent place<br />
to dry your potatoes.<br />
If you decide to use your<br />
greenhouse for this purpose,<br />
there are several things to bear in<br />
mind.<br />
The greening of potatoes is<br />
caused by four factors – light<br />
quality (how bright the light<br />
is), the duration during which<br />
the tubers are exposed to light,<br />
the temperature they are exposed<br />
to, and the variety of potato<br />
(some have thicker skins than<br />
others).<br />
Minimise the time the harvest<br />
is exposed to the light (leaving<br />
them in the light for no more<br />
than two days and turning them<br />
a couple of times a day to hurry<br />
the process).<br />
Leave the greenhouse door<br />
and vents open to lower the<br />
temperature, and choose a day<br />
with light cloud rather than<br />
bright sun for the harvest.<br />
Obviously, even if your<br />
greenhouse is vermin proof, it is<br />
unwise to store the potatoes in<br />
it because temperatures will be<br />
warmer than desirable, even over<br />
winter.<br />
Potatoes should be stored in a<br />
cool (1-4 deg C), dark place with<br />
moderate ventilation.<br />
Greenhouses are the cure<br />
Autumn is also the season<br />
when dampness is creeping into<br />
the mornings and late afternoons.<br />
All of which makes curing<br />
pumpkins and other cucurbits a<br />
headache. Unless, of course, you<br />
have a greenhouse.<br />
Pumpkins and their relatives<br />
need to be stored in a warm, dry<br />
place for around four weeks if<br />
they are to store well into winter.<br />
During the curing process, the<br />
gourds’ skins harden, and any<br />
minor blemishes heal over,<br />
protecting the flesh beneath.<br />
Curing also helps immature fruit<br />
to ripen and sweeten.<br />
Because curing should ideally<br />
occur at temperatures between<br />
27-29 deg C, greenhouses<br />
provide the ideal place for it to<br />
take place. Cure pumpkins, kumi<br />
kumi and marrows on wooden<br />
pallets placed on the floor of a<br />
glasshouse.<br />
It’s fascinating to watch the<br />
shells harden on the vegetables<br />
and to see how they deepen in<br />
colour.<br />
Sun-dried decoration<br />
Bright dried foods make for<br />
pretty decorations in the kitchen,<br />
whether stored in a jar or strung<br />
up on threads of cotton or<br />
natural jute string.<br />
As soon as the chillies are ripe<br />
(which is when they have turned<br />
the mature colour indicated on<br />
their seed packet or plant label),<br />
whip them off the bush.<br />
While their stems are still<br />
soft, use a needle to thread<br />
them onto cotton, spacing them<br />
slightly apart from each other<br />
Greenhouses have many other uses<br />
other than just for growing, including<br />
drying and storing fruit and vegetables.<br />

hang them across the roof of the<br />
greenhouse to dry.<br />
Chillies dry within a few days<br />
or a week or two depending on<br />
conditions.<br />
Dry bunches of herbs in the<br />
greenhouse, tying their stems<br />

hung high in the structure (heat<br />
rises so the higher they are hung<br />
the better).<br />
The bags serve to catch the<br />
leaves (or seeds) as they fall.<br />

Autumn has just reared her pretty head,<br />
which means winter is not too far away.<br />
We’ve just waved goodbye to daylight<br />
saving and now the nights are drawing in,<br />
there’s smoke in the air, and the grass is<br />
heavy with dew in the mornings.<br />
Besides getting into the garden for<br />
those last few weeks of cleaning up after<br />
summer, it’s also time to think about how<br />
you can cut back on the ever-increasing<br />
power bill as colder days and nights set in.<br />
Reduce your winter power costs by<br />
keeping the cold air out and the warm air<br />
in.<br />
Draw curtains at dusk This keeps<br />
the heat from the day in and consider<br />
installing a DIY window insulation kit,<br />
which reduces the loss of heat through the<br />
windows.<br />
Stop draughts Find out where the<br />
cold is sneaking in – use special tape<br />
around windows and doors, make sure<br />
windows fit their frames and place draught<br />
excluders at the bottom of doors.<br />
Turn your heaters off Heat rooms<br />
when you need to. Close doors to reduce<br />
the area you want to heat. Set your heater/<br />
heat pump thermostat to 18 or <strong>20</strong> degrees.<br />
Air your home Open windows and<br />
doors a few times a day to let the moisture<br />
escape. Dry clothes outside where possible<br />

Turn lights off Save energy when you<br />

light bulbs with energy efficient LEDs -<br />

expensive so using less hot water will help<br />
reduce your energy bills. Use cold washes<br />
for your laundry. A hot water wash can use<br />
10 times more electricity than a cold wash.<br />
Turn off appliances Finally turn off<br />
those appliances left on standby including<br />
televisions, stereos, game consoles and<br />
computer equipment.<br />

Toyota Camry goes all hybrid<br />
ALONGSIDE Corolla, Camry is<br />
one of Toyota’s most successful<br />
global nameplates.<br />
As a badge, it has been around<br />
since the early 80s, its sedan and<br />
wagon body style drawing a wide<br />
cross-section of buyers from both<br />
the business and private sector.<br />
In recent years the Camry for<br />
the New Zealand market has<br />
been available as a 2.5-litre petrol<br />
model, with much the same<br />
engine aligned to Toyota’s Hybrid<br />
Synergy Drive system and, of<br />
course, the powerful V6 variant<br />
that later morphed into Aurion.<br />
Over the years the Camry has<br />
been available with a multitude of<br />
specification options, at one point<br />
there were eight Camry variants<br />
on offer here.<br />
Today, and sadly a reflection<br />
of buying trends that favour<br />
sport utility vehicles against the<br />
tradition of sedans, the Camry<br />
is available here with just three<br />
specification options. The most<br />
dramatic change within the series<br />
is that it is now only available with<br />
the hybrid driveline, which is a<br />
way of lowering carbon emissions.<br />
I like sedans, I like the Camry<br />
as a concept, and if there was<br />
a hybrid in the Kiddie-family<br />
car buying future, it would be<br />
difficult not to choose a Camry,<br />
it’s long been my favourite hybrid.<br />
Saying that, of course, the same<br />
2.5-litre hybrid driveline powers<br />
other Toyota and Lexus models.<br />
For <strong>20</strong>22, the Camry here<br />
has had bit of a facelift and a<br />
SLEEK: The Toyota Camry sits low and long.<br />
realignment, there is more bling<br />
in the model, and the body<br />
style has had enhancements.<br />
Depending on the variant,<br />
there is a new grille, bumper<br />
and wheels. Plus, there is more<br />
emphasis in differentiation<br />
between variants. The changes<br />
come at a very opportune time,<br />
the Camry qualifies for the<br />
Government’s low emission<br />
rebate scheme, depending on<br />
the variant a buyer can recoup<br />
between $2748 and $3160.<br />
The Camry hybrid lists from<br />
$43,990, the test car was the<br />
high-spec leather-trimmed ZR<br />
model at $52,490, while a sporty<br />
SX version sits in-between at<br />
$48,490. I’m due to drive the<br />
latter soon, and that would<br />
probably be the specification I<br />
would look for, its sport tuned<br />
suspension and 19in wheels make<br />
it enticing.<br />
However, the ZR model is<br />
there for those who like the feel<br />
of luxury, and it’s fair to say in<br />
top-spec form the Camry borders<br />
on the luxury car market, it is<br />
plush, it has all the fitment and<br />
features Toyota has in its bag of<br />
goodies, and it is a wonderfully<br />
comfortable car to drive and to<br />
ride in. Space is plentiful, the rear<br />
seat occupants can stretch their<br />
legs, while shoulder and head<br />
room is in abundance.<br />
Column space doesn’t allow<br />
for comprehensive detailing, but<br />
major items fitted for comfort<br />
and convenience amount to<br />

satellite navigation, head-up<br />
display, electrically adjustable<br />
front seats that have heating and<br />
cooling, electrically adjustable<br />
steering column, electric<br />
panoramic sunroof and steering<br />
wheel-mounted paddle shifters.<br />
Of course, the Camry also gets<br />
a five-star Australasian New Car<br />
Assessment Program rating, it<br />
has all of the electronic functions<br />
that make up the Toyota Safety<br />
Sense suite of kit.<br />
Under the bonnet sits a fourcylinder<br />
engine. Toyota rates it<br />
with a petrol/electric combined<br />
total of 160kW and 213Nm,<br />
with those healthy figures it is<br />
a powerful unit, it is lively and<br />
feels very torquey. As such, it<br />
feels very normal to drive, of<br />
course it wants to drive in electric<br />
mode all of the time, but such are<br />
the throttle demands that can’t<br />
realistically happen.<br />
The driver is always fully aware<br />
of what is happening in terms<br />
of propulsion, there are a raft of<br />
gauges and displays to let you know<br />
about the hybrid operation, and<br />
if you are astute you can feel the<br />
engine cutting in and out, but if<br />
you don’t take any of that on-board,<br />
you could be forgiven for thinking<br />
that you are driving a standard<br />
petrol-engined 2.5-litre car.<br />
Performance is strong and<br />
the Camry hybrid is quick – a<br />
standstill to 100km/h time of<br />

scamper through a highway<br />
overtake in 6.9sec (80-1<strong>20</strong>km/h).<br />
But the figures that are most<br />
important are those of fuel usage.<br />
Toyota rates the hybrid system<br />
with a best possible 4.2-litre per<br />
100km combined cycle average.<br />
At the end of a week with the<br />
test car I returned it to the<br />
dealership showing an average of<br />
6.4l/100km.<br />
These are good figures for a big<br />
car, and particularly for one that<br />
weighs in at over 1.5-tonne. It must<br />
also be said I commuted daily into<br />
the city centre and that type of<br />
stop-start travel isn’t good for fuel<br />
economy. I also drove the Camry<br />
briskly during testing time, it feels<br />
strong beneath the accelerator and<br />
has handling to match.<br />
In a corner the Camry hybrid<br />
stays flat, at just 1.44m tall there<br />
is little gravitational change, nor<br />
body movement. High quality<br />
Bridgestone Turanza tyres are<br />
fitted, at 235/45 x 18in they offer<br />
high grip levels and provide solid<br />
information to the steering wheel.<br />
Turn-in is direct, while suspension<br />
movement easily arrests midcorner<br />
bumps and deviations. The<br />
spring and damper rates are well<br />
engineered for the rough nature of<br />
Canterbury’s roads, providing the<br />
comfort levels we all expect from<br />
a big car.<br />
The Camry also has one of the<br />
biggest load spaces for a sedan<br />
that I can recall in recent times,<br />
even in hybrid form the boot<br />
space is cavernous.<br />
It’s no wonder, then, that<br />
Camry has been a taxi favourite<br />
over the years. Toyota has<br />
addressed that need, the entrylevel<br />
model will fill that role well,<br />
but what it has also done well is<br />
making the Camry desirable for<br />
those who don’t want to plunge<br />
into the SUV market. There are<br />
plenty of people like me who<br />
like sedans, and Camry hybrid<br />
will lure many who feel like they<br />
are doing something for the<br />
environment but want a bigger<br />
hybrid than Prius.<br />
At the same time, any Camry<br />
buyer will know it has the benefit<br />
of a hybrid system that has been<br />
well proven and has Toyota’s<br />
three-year/100,000km warranty.<br />

Leading Canterbury real estate agency Bayleys is expanding its commercial and industrial<br />
sales and leasing footprint in Christchurch - with the acquisition of rival firm MB Cook Ltd<br />
to create the biggest sector-specific team in the region.<br />
MB Cook’s six sales personnel will relocate from<br />
their current premises in Show Place, Addington, to<br />
Bayleys Canterbury’s head office in Deans Avenue<br />
- which are currently being reconfigured and<br />
refurbished to accommodate the new staff. Bayleys<br />
Canterbury currently has 23 sales and leasing<br />
personnel in the region’s commercial and industrial<br />
property sectors.<br />
Bayleys has enjoyed a strong presence in <strong>Selwyn</strong>’s<br />
commercial and industrial property market for<br />
many years – negotiating the sales and leases<br />
of a substantial number of development land<br />
opportunities and buildings in the commercial<br />
and industrial locations of Rolleston and Izone.<br />

Pete Whalan said the merger with MB Cook Ltd<br />
would further expand the agency’s presence in<br />
Christchurch’s commercial and industrial property<br />
markets – ranging from retail spaces and office<br />
blocks, through to development landholdings,<br />
warehouses, and manufacturing plants,<br />
encompassing both sales and leasing negotiations.<br />
“We’re excited about the MB Cook’s experienced<br />
sales and leasing team joining the Bayleys brand<br />
– bringing with them decades of experience and<br />
networked connections in the greater Canterbury<br />
region,” said Pete Whalan.<br />

Home heating –<br />
electricity, gas or wood?<br />
How you heat your home depends on a<br />
number of factors. Figuring out the best<br />
way to heat your home continues to be a<br />
matter for debate.<br />
Several things are undisputed. A<br />
warm, dry home is essential for<br />
comfort and good health, good<br />
insulation dramatically increases<br />
the efficiency of any heating<br />
system and ventilation is an<br />
important consideration.<br />
Most homes are<br />
heated by electricity,<br />
gas, or wood. In<br />
New Zealand,<br />
heating accounts<br />
for approximately<br />
30 percent of a<br />
home’s annual energy<br />
consumption. There are many<br />
things you can do to reduce<br />
consumption and cost.<br />
The World Health Organisation<br />
recommends a temperature of 18 deg C<br />
for indoor living areas, and slightly less for<br />
bedrooms. It recommends slightly higher<br />
temperatures for vulnerable people – the<br />
elderly and small children. Studies have<br />
shown that indoor temperatures below 12<br />
degrees can disrupt sleep.<br />
Among all these considerations, how<br />
you heat your home is a matter of personal<br />
choice, with many options available.<br />
Heat pumps are generally the most<br />
common and cost-effective form of home<br />
heating in New Zealand. Used properly,<br />
they heat quickly and are convenient.<br />
However, you need to have the right sized<br />
unit for the area and they don’t work when<br />
electricity is not available. They tend to be<br />
room-specific but ducted heat pumps are<br />
becoming more popular and are costeffective,<br />
especially in new builds, but can<br />
also be installed into established homes.<br />
Modern wood burners may be the<br />
closest you can get to an open-fire feel, but<br />
are much more efficient. Wood is generally<br />
a renewable fuel, and if you have a cheap<br />
or free supply, a wood burner may be<br />
the least expensive heating option. They<br />
heat large areas and are not dependent<br />
on electricity but there is the chopping<br />
and stacking to be done, flues need to be<br />
cleaned regularly and older models can<br />
contribute to air pollution and may violate<br />
strict air quality regulations – www.mfe.<br />
govt.nz has detailed information regarding<br />
this.<br />
Pellet fires are typically more efficient<br />
than wood burners but can have a smaller<br />
output. They require electricity but<br />
some have a battery backup and they are<br />
thermostatically controlled with timers.<br />
These must comply with regulations which<br />
are also detailed on the Ministry for the<br />
Environment website.<br />
Gas heating is common and convenient.<br />
Central heating systems can be zone<br />
controlled and provide warm air<br />
circulation. Flued gas heaters are best, as<br />
unflued and portable gas heaters produce<br />
lots of moisture and emit pollutants that<br />
can be unsafe. Flued gas heating systems<br />
can be installed in most homes. They are<br />
fast heating and are relatively inexpensive<br />
to run. However gas is not a renewable<br />
resource and prices can vary widely.<br />
The greatest source of energy is actually<br />
free. Harnessing the sun can dramatically<br />
reduce heating costs and is the most<br />
environmentally friendly way to heat your<br />
home. Passive heating combines insulation<br />
with good design, accomplished more<br />
effectively in new builds but also able to be<br />
incorporated into existing homes.<br />
Getting the sun’s warmth into your<br />
home is a function of the design; keeping<br />
it in is a function of the insulation. There<br />
is a wealth of information online as passive<br />
heating becomes normative in the design<br />
and building industry.<br />

for, heating your home in the colder<br />
