CHAIRMAN’S FOREWORD<br />
As the Chairman <strong>of</strong> IEM <strong>Penang</strong> <strong>Branch</strong>, I welcome the<br />
opportunity given me again to communicate with readers <strong>of</strong><br />
<strong>The</strong> <strong>Penang</strong> <strong>Engineers</strong> on a regular basis via our Newsletter.<br />
Recently, we have seen how the Terengganu stadium ro<strong>of</strong><br />
collapsed; the blow-out <strong>of</strong> the oil well on the seabed in the<br />
Gulf <strong>of</strong> Mexico Gulf has played out for BP and how one <strong>of</strong><br />
the shopping malls in Petaling Jaya collapsed during the<br />
demolition work. One <strong>of</strong> these incidences caused an<br />
explosion on the <strong>of</strong>f shore oil drilling platform, killing more<br />
than 10 workers, injuring almost 20 others.<br />
<strong>The</strong> first one was fortunate enough that during the time when the incident took<br />
place, it was not holding any function. However, all <strong>of</strong> these incidents resulted<br />
similar high degree <strong>of</strong> damages on an unprecedented scale. <strong>The</strong>se man-made<br />
disasters are some examples <strong>of</strong> the negative consequences to human life, assets and<br />
the environment. All that could have prevented if we have the correct design, all the<br />
necessary safety precautions in placed and correct sequence <strong>of</strong> works. Follow by<br />
having the correct design, the subject <strong>of</strong> safety should be given top priority, so that<br />
human beings, properties, and the environment are protected at all times.<br />
We <strong>Engineers</strong> have a major role to play in the achievement <strong>of</strong> these objectives.<br />
Backed up by our technical knowledge in design and site implementation experience,<br />
engineer can and need to take the lead in the development and implementation <strong>of</strong><br />
safety measures and post-accident response programmes. This is why we in IEM<br />
<strong>Penang</strong> <strong>Branch</strong> continue to organise safety trainings and design seminars whenever<br />
possible. Through education we hope that the safety in design and safety during site<br />
implementation mindset will be prevalent among our engineers.<br />
Continue organising technical talks and relevant seminars are one <strong>of</strong> our top priorities<br />
here in IEM <strong>Penang</strong>. Continuous Pr<strong>of</strong>essional Development (CPD) is the systematic<br />
maintenance, improvement and broadening <strong>of</strong> relevant knowledge and skills, and the<br />
development <strong>of</strong> these qualities are necessary for the successful carrying out <strong>of</strong><br />
pr<strong>of</strong>essional duties throughout an engineer's career. In this it is aimed at enhancing<br />
individual’s worth and thus corporate performance. Continuous Pr<strong>of</strong>essional<br />
Development is an ongoing necessity in the ever changing technological world in<br />
which we live. <strong>The</strong> practising pr<strong>of</strong>essional engineers should aim to remain competent<br />
throughout their working careers so that they can properly carry out their various<br />
duties. To this end engineers need to take opportunities to update their depth and<br />
breadth <strong>of</strong> knowledge and expertise and to develop those personal qualities required<br />
to fulfil their roles in industry and in society.<br />
Finally, as I will be completing my second session as the Chairman <strong>of</strong> IEM <strong>Penang</strong><br />
<strong>Branch</strong>, I would like to sincerely thank my 2009/2010 session committee members<br />
once again and also would like to express my earnest thanks to the IEM <strong>Penang</strong> G&S<br />
Chairman Engr. Tang Wai Keong and the resourceful IEM <strong>Penang</strong> Graduate &<br />
Student Section for their tireless support to Ex-Comm in organizing various activities<br />
and hosting all CPD events as well as in the final stage <strong>of</strong> accomplished a book called<br />
“Northern Builder”. It is my wish that all my fellow engineering colleagues will<br />
continue to extend their full support to the new Ex-comm 2010/2011 lead by our new<br />
incoming Chairman.<br />

IEM PENANG USM STUDENT CHAPTER<br />
Over the few years’ hard work, University Science <strong>Malaysia</strong> (USM) has successfully formed the student chapter in<br />
<strong>Penang</strong> after the 1 st Annual General Meeting was held on 16 August 2010.<br />
Students from all disciplines attended the AGM and voted for the Committee members. <strong>The</strong> 1 st committee line up is as<br />

GO GREEN – CALLING ALL MEMBERS TO JOIN<br />
IEM (<strong>Penang</strong>) will be participating in the International Coastal Clean-Up 2010 at Pantai Bersih (Butterworth, Seberang<br />
Perai) on 25 Nov 2010.<br />
This charity event is organized by the Seberang Perai Municipal Council (MPSP) and is themed “A Million Apology to<br />
Mother Earth”. <strong>The</strong> goal is for participants to make mud balls and release them into drains, rivers and waterways in Perai<br />
Industrial Estate. Microorganisms in the mud balls will disintegrate the sludge in the drains, thus cleaning up the water. We<br />
encourage all members across all disciplines to lend a hand to Mother Nature<br />

CAFEO 27 & YEAFEO IN SINGAPORE<br />
Conference <strong>of</strong> ASEAN Federation <strong>of</strong> Engineering Organizations 2009 (CAFEO 27)<br />
<strong>The</strong> <strong>Institution</strong> <strong>of</strong> <strong>Engineers</strong>, Singapore (IES) is the host for the CAFEO 27. <strong>The</strong> conference was held from 30 November to<br />
2 December 2009 at Suntec City Convention Centre. <strong>Engineers</strong> from ASEAN and beyond were gathered in Singapore for<br />
the CAFEO 27 to address the theme <strong>of</strong> Engineering for Sustainable Environment.<br />
In conjunction with the CAFEO 27, IEM <strong>Penang</strong> <strong>Branch</strong> has sent 2 delegates, Engr. Andy Lian and Engr. Tang Wai Keong<br />
as representative for Young <strong>Engineers</strong> <strong>of</strong> AFEO (YEAFEO). YEAFEO have conducted the Governing Board Meetings and<br />
present their own country report.<br />
This conference has provided a good platform for the <strong>Engineers</strong> to exchange skills and knowledge towards a sustainable<br />
environment in the process <strong>of</strong> development.<br />
Delegates were taken to technical visit to the Marina Barrage, which is the largest and most urbanized catchment reservoir<br />
with a catchment area <strong>of</strong> 10,000 hectares built across the mouth <strong>of</strong> Marina Channel. <strong>The</strong> building <strong>of</strong> Marina Barrage have<br />
boost up Singapore’s water supply, alleviate flooding in the low-lying city and become one <strong>of</strong> the hot spot for recreational<br />
activities. <strong>The</strong> Sustainable Singapore Gallery is a gallery which showcasing Singapore’s efforts toward environmental<br />
sustainability.<br />
It is hope that <strong>Engineers</strong> will work engineering together towards to the sustainable environment and future.<br />
On year 2010, the CAFEO 28 will be held in Hanoi, Vietnam on 30 November to 3 December 2010, see you in Hanoi.<br />
