CHAIRMAN’S FOREWORD
As the Chairman of IEM Penang Branch, I welcome the
opportunity given me again to communicate with readers of
The Penang Engineers on a regular basis via our Newsletter.
Recently, we have seen how the Terengganu stadium roof
collapsed; the blow-out of the oil well on the seabed in the
Gulf of Mexico Gulf has played out for BP and how one of
the shopping malls in Petaling Jaya collapsed during the
demolition work. One of these incidences caused an
explosion on the off shore oil drilling platform, killing more
than 10 workers, injuring almost 20 others.
The first one was fortunate enough that during the time when the incident took
place, it was not holding any function. However, all of these incidents resulted
similar high degree of damages on an unprecedented scale. These man-made
disasters are some examples of the negative consequences to human life, assets and
the environment. All that could have prevented if we have the correct design, all the
necessary safety precautions in placed and correct sequence of works. Follow by
having the correct design, the subject of safety should be given top priority, so that
human beings, properties, and the environment are protected at all times.
We Engineers have a major role to play in the achievement of these objectives.
Backed up by our technical knowledge in design and site implementation experience,
engineer can and need to take the lead in the development and implementation of
safety measures and post-accident response programmes. This is why we in IEM
Penang Branch continue to organise safety trainings and design seminars whenever
possible. Through education we hope that the safety in design and safety during site
implementation mindset will be prevalent among our engineers.
Continue organising technical talks and relevant seminars are one of our top priorities
here in IEM Penang. Continuous Professional Development (CPD) is the systematic
maintenance, improvement and broadening of relevant knowledge and skills, and the
development of these qualities are necessary for the successful carrying out of
professional duties throughout an engineer's career. In this it is aimed at enhancing
individual’s worth and thus corporate performance. Continuous Professional
Development is an ongoing necessity in the ever changing technological world in
which we live. The practising professional engineers should aim to remain competent
throughout their working careers so that they can properly carry out their various
duties. To this end engineers need to take opportunities to update their depth and
breadth of knowledge and expertise and to develop those personal qualities required
to fulfil their roles in industry and in society.
Finally, as I will be completing my second session as the Chairman of IEM Penang
Branch, I would like to sincerely thank my 2009/2010 session committee members
once again and also would like to express my earnest thanks to the IEM Penang G&S
Chairman Engr. Tang Wai Keong and the resourceful IEM Penang Graduate &
Student Section for their tireless support to Ex-Comm in organizing various activities
and hosting all CPD events as well as in the final stage of accomplished a book called
“Northern Builder”. It is my wish that all my fellow engineering colleagues will
continue to extend their full support to the new Ex-comm 2010/2011 lead by our new
incoming Chairman.

ANNUAL GENERAL MEETING 2010
Our Annual General Meeting (AGM) will be held at 3.30pm on Friday November 26, 2010 at our Secretariat. Buffet
Lunch will be served prior at the Penang Club. There is no participation fee but you will still get 4 CPD points for
attendance.

Ms Ng Wai Yin will be awarded the IEM Penang Branch Long Service & Appreciation Award this year 2010, to
thank her for 10 years of service.
IEM PENANG USM STUDENT CHAPTER
Over the few years’ hard work, University Science Malaysia (USM) has successfully formed the student chapter in
Penang after the 1 st Annual General Meeting was held on 16 August 2010.
Students from all disciplines attended the AGM and voted for the Committee members. The 1 st committee line up is as

GO GREEN – CALLING ALL MEMBERS TO JOIN
IEM (Penang) will be participating in the International Coastal Clean-Up 2010 at Pantai Bersih (Butterworth, Seberang
Perai) on 25 Nov 2010.
This charity event is organized by the Seberang Perai Municipal Council (MPSP) and is themed “A Million Apology to
Mother Earth”. The goal is for participants to make mud balls and release them into drains, rivers and waterways in Perai
Industrial Estate. Microorganisms in the mud balls will disintegrate the sludge in the drains, thus cleaning up the water. We
encourage all members across all disciplines to lend a hand to Mother Nature

CAFEO 27 & YEAFEO IN SINGAPORE
Conference of ASEAN Federation of Engineering Organizations 2009 (CAFEO 27)
The Institution of Engineers, Singapore (IES) is the host for the CAFEO 27. The conference was held from 30 November to
2 December 2009 at Suntec City Convention Centre. Engineers from ASEAN and beyond were gathered in Singapore for
the CAFEO 27 to address the theme of Engineering for Sustainable Environment.
In conjunction with the CAFEO 27, IEM Penang Branch has sent 2 delegates, Engr. Andy Lian and Engr. Tang Wai Keong
as representative for Young Engineers of AFEO (YEAFEO). YEAFEO have conducted the Governing Board Meetings and
present their own country report.
This conference has provided a good platform for the Engineers to exchange skills and knowledge towards a sustainable
environment in the process of development.
Delegates were taken to technical visit to the Marina Barrage, which is the largest and most urbanized catchment reservoir
with a catchment area of 10,000 hectares built across the mouth of Marina Channel. The building of Marina Barrage have
boost up Singapore’s water supply, alleviate flooding in the low-lying city and become one of the hot spot for recreational
activities. The Sustainable Singapore Gallery is a gallery which showcasing Singapore’s efforts toward environmental
sustainability.
It is hope that Engineers will work engineering together towards to the sustainable environment and future.
On year 2010, the CAFEO 28 will be held in Hanoi, Vietnam on 30 November to 3 December 2010, see you in Hanoi.
