resigned from the Village of Kannata Valley.<br />

The resignations announced at a June 9th<br />

special meeting will leave the RV with only<br />

three Councilors and no Administrator or<br />

Mayor at the end of June. It was clarified<br />

that if one of the remaining Councilors<br />

decided to run for Mayor, they would be<br />

required to resign their position from Coun-<br />

Semans Library -<br />

exciting summer plans<br />

The Semans Library Board met on June 7th, 2022.<br />

We are excited to plan lots of fun things to do this summer. We are running our<br />

colouring contest open to all ages. All you have to do is pick up your colouring sheet<br />

and return it before August 10th, 2022.<br />

Next, we have planned an all-ages story time at 9:30 AM on July <strong>13</strong>th, July 20th,<br />

August 3rd, August 10th, and August 17th. We will be reading a book, enjoying<br />

snacks and drinks and doing a craft or an activity outside, depending on the weather.<br />

It will run for about an hour or an hour and a half.<br />

We have a table at this year’s Old Fashion Saturday Night in Semans on August <strong>13</strong>.<br />

Kids can come to get a glitter tattoo, take a guess on the jar, and do a bit of fishing.<br />

We have replaced the blinds in the Library; they are now bright and cheerful in<br />

colour. There is talk of replacing the remainder of the windows in the library this<br />

year.<br />

Steve Mazurak, the Mayor of the Resort<br />

Village of Pelican Pointe, and Tom Fulcher,<br />

the spokesperson for a group of 4<br />

Resort Villages (RVs) in the RM, said they were<br />

surprised the RM of McKillop rejected their offer<br />

to resolve the ongoing disagreement over the<br />

responsibility and cost of maintaining the RM<br />

roads leading into the RVs.<br />

Steve Mazurak said, “...in my heart of hearts,<br />

I’m disappointed we are being singled out and<br />

threatened on this matter. We want a good relationship<br />

with the RM.”<br />

Fulcher also said that he “truly” thought the<br />

RM would accept their offer or continue dialogue<br />

over the offer.<br />

and Sunset Cove. However, after Council<br />

rejected the offer - the RVs of Island View and<br />

Pelican Pointe will see the speed limits on<br />

those access roads reduced from 80 km/hr to<br />

30 km/hr. Members of the Council called the<br />

offer a “pittance” and “peanuts.” They said the<br />

reduction would address the safety <strong>issue</strong>. The<br />

RM said they would return the speed limits to<br />

their previous limit when an agreement was<br />

reached. A few councillors suggested going<br />

even further by decreasing the weight limits<br />

on the access roads and discussed the impact<br />

it could have on sewage hauling.<br />

Mazurak says the RVs have never wanted<br />

or expected a free ride from the RM …the RV<br />

spent over $100,000 on recent roadwork, and<br />

residents feel they have paid their fair share.<br />

Fulcher said the Resort Village of Sunset Cove<br />

installed clay-capping on their RM access<br />

road, costing $70,000…the RM didn’t contribute<br />

to this project.<br />

For decades, the RVs were paying thousands<br />

of dollars annually for what they were lead to<br />

believe were valid road maintenance agreements<br />

(RMA). But, the RV later learned that<br />

these weren’t RMA but servicing agreements.<br />

He said RVs are not required by any legislation<br />

to enter into an RMA. They recently tried<br />

to find any other RVs in the province that paid<br />

their RM to service the RM roads leading into<br />

their community but couldn’t find any, says<br />

Fulcher.“From our research, it appears that<br />

the RM practice of requiring RVs to pay for<br />

maintenance of RM roads is unprecedented<br />

anywhere else in Saskatchewan.”<br />

Fulcher said the recent offer made by the<br />

RVs was that they were willing to pay 100% of<br />

the costs for an additional six gradings on the<br />

four roads per summer and 100% of the cost<br />

for 50 cubic yards of gravel per mile. He said<br />

the amount would be in addition to what the<br />

RM would provide for grading and gravel.<br />

Mazurak said the RM’s Road Services<br />

Agreement policy sets the rates and doesn’t<br />

understand why the RM is resorting to hardline<br />

tactics. “Policy is policy…we pay appropriately.”<br />

Fulcher added that “this 2-year old<br />

dispute with the RM is all over just 2% of the<br />

gravel roadways the RM maintains each year.<br />

Included within this 2% are two RM resorts<br />

and several RM farms and businesses. In<br />

reality, the four resort villages likely have sole<br />

use of less than 1% of the roadways within<br />

the RM. We have offered the RM thousands<br />

of dollars per year to help offset their costs of<br />

maintaining this 1%.”<br />

The RM refuses to deal with the RVs as a<br />

group and will only meet with them individually.<br />

At a meeting on September 28, 2021,<br />

Councilor Dixon said about negotiating individually<br />

with each village- “but we have tried<br />

to get them to the table, we have tried the<br />

divide and conquer routine…which is the way<br />

to go, I agree, but it hasn’t worked.”<br />

Mayor Mazurak said it was when the RVs<br />

started to work together that the RM went<br />

ballistic. “Our RV group of four have many<br />

mutual and like-minded items ranging<br />

anywhere from land and water stewardship,<br />

The Fire Department’s Facebook<br />

account reported that at around<br />

10:30 pm on Saturday, the Silton<br />

Fire Dept responded to the Resort of<br />

Sundale for a grass fire.<br />

“Upon arrival, crews located a grass fire<br />

which had been partially extinguished.<br />

Firefighters contained the remainder of<br />

the fire and confirmed that the cause was<br />

due to fireworks being set off in the field.”<br />

• Captain Corrie Coons with the Department<br />

said there were no injuries or<br />

damage to property due to the fire. She<br />

had some basic safety precautions people<br />

should know when using fireworks.<br />

• Check with local bylaws if permits are<br />

required and if you don’t know, ASK.<br />

• Choose the right location. Such as an<br />

open, flat nonflammable surface such as<br />

dirt, concrete or sand.<br />

• Avoid areas with trees, grass or buildings<br />

that could catch fire.<br />

• Wait for appropriate weather conditions<br />

- a calm day. Wind can push sparks<br />

outside the safety perimeter.<br />

• Make a safety perimeter of at least 150<br />

feet around where you are setting off the<br />

fireworks with only authorized people<br />

allowed in.<br />

• Use only legal fireworks and follow the<br />

instructions on the box.<br />

• Have a plan in place. Keep a bucket of<br />

water, a hose rakes and shovels handy if<br />

you need to use them.<br />

• Don’t ever hold onto a firework, and<br />

don’t trim the fuses. They are that<br />

length for a reason.<br />

• After lighting a firework, get out of the<br />

way as fast as possible.<br />

• Supervise children in the area and<br />

ensure they remain outside the safety<br />

zone.<br />

• If you have a dud firework, don’t try to<br />

reignite it. Don’t approach it for 15-20<br />

minutes and place it in a metal bucket<br />

full of water.<br />

• To Dispose of spent fireworks, DON’T<br />

throw them directly in the garbage.<br />

Place them in a metal bucket full of water<br />

to soak overnight before disposing<br />

of them.<br />

• Never handle fireworks if you are under<br />

the influence, as it can endanger the<br />

safety of yourself and others.<br />

• Complete a check of the area to ensure<br />

there aren’t any remaining embers.<br />

• Wear personal protective equipment<br />

such as safety glasses, gloves, fireproof<br />

cover-alls and closed-toe shoes.<br />

In the end, Captain Coons says, “It’s<br />

best to leave it to the professionals.”<br />

quorum, the Ministry of Government<br />

Relations would step in. If there is no<br />

interim Administrator in place by July<br />

1st, the office will be closed.<br />

The resignations came after a special<br />

meeting on May 25 validated a petition<br />

by residents to force a referendum -<br />

stopping the process of the annexation<br />

of Rock Ridge into the RV.<br />

Before the resignations were announced,<br />

Councilor Tom Fink, a<br />

previous proponent of the annexation,<br />

put forward a motion agreeing with the<br />

petition’s intent. He said the annexation<br />

had divided the community, and it was<br />

time for healing. Council passed the<br />

motion. As a result, the referendum will<br />

not be held. While the council voted to<br />

discontinue negotiations, it wouldn’t<br />

mean that future councils couldn’t pick<br />

it back up again.<br />

In reading his letter of resignation,<br />

Sangster said it was “with much regret<br />

and considerable relief” that he was<br />

resigning. He continued to say the<br />

Village had become mired in division,<br />

and the unsubstantiated criticism and<br />

rumours had been hard to put up with,<br />

“Especially when you believe it is your<br />

role to take the high road” He appeared<br />

to speak earnestly about the stress that<br />

it had caused him. He said he wanted to<br />

ensure he takes care of his health for his<br />

family and grandchildren for the years<br />

to come. “Finally I am sad because I<br />

have never quit something like this in<br />

my life.” He acknowledged it will be<br />

a challenge for the council to find a<br />

replacement Administrator because of a<br />

shortage of municipal administrators. “I<br />

wish the remaining council wisdom and<br />

success as they work their way through<br />

this period of time. Finally, my hope is<br />

that good people of integrity will come<br />

forward to fill the two vacancies on the<br />

Kannata Valley Council.”<br />

The race to find an interim administrator<br />

begins before July 1. Byelections<br />

are scheduled for the September long<br />

weekend.<br />

to finally be over. ‘Finally,’<br />

because after numerous scandals,<br />

surgeries and advancing<br />

age, the car crash and the severe<br />

injuries it caused would have been<br />

career-ending to most.<br />

Not to Woods, however. With his right leg<br />

held together by metal rods, screws and pins,<br />

the 46-year-old winner of 15 major championships<br />

was hitting balls nine months later,<br />

competing in a casual father-and-son tournament<br />

within 10 months, and then shocking<br />

the golf world by playing in the Masters this<br />

past <strong>Apr</strong>il, 14 months after nearly killing himself<br />

with risky and dangerous driving.<br />

That he made the cut at the Masters was<br />

astonishing, considering what led up to it.<br />

That he completed all four rounds was further<br />

testament to his competitive nature. That<br />

he made the cut four weeks later at the PGA<br />

Championship led many to suggest that the<br />

Greatest Golfer of All Time (G.O.A.T.) might<br />

be able to come all the way back and continue<br />

his march toward Jack Nicklaus’s record of 18<br />

major tournament victories.<br />

This week, the season’s third major, the U.S.<br />

Open, is being played in Massachusetts and<br />

Woods has filed an entry to take part. ‘Filing<br />

an entry’ and ‘actually playing’ are two different<br />

things and Woods may or may not decide<br />

he can can handle the leg pain and discomfort<br />

to walk 36 (or 72) holes and actually challenge<br />

for the Open title. He wasn’t able to handle<br />

the pain at the PGA, making the 36-hole cut<br />

but withdrawing after 54 holes following a<br />

limping-filled third-round 79.<br />

Nicklaus won his final major, the 1986<br />

Masters, at the age of 46. Woods is chronologically<br />

the same age, but far older in terms<br />

of physicality. Winning a major is almost<br />

certainly impossible this year (he’s announced<br />

he will play in the Open Championship at<br />

St. Andrews, Scotland, in July), but merely<br />

competing, and making the cut, makes him<br />

an obvious winner of Comeback Player of the<br />

Year.<br />

Whether Woods will ever again walk painfree<br />

or without a limp remains to be seen, but<br />

what is certain is that he still has the skills to<br />

manoeuvre the golf ball better than almost<br />

anyone in the world. Golf fans everywhere are<br />

captivated by Woods’ comeback efforts and it<br />

won’t be long before he finally drives off into<br />

the sunset (at a safe speed, we hope). While<br />

the car crash and leg injuries weren’t enough<br />

to finish Woods’ career, advancing age eventually<br />

will. Sports fans should enjoy what’s left<br />

of this amazing athlete’s career while he’s still<br />

able to offer glimpses of it.<br />

A pent-up desire<br />

The chuckwagons ran in Yorkton on the weekend, which had me at the grandstand,<br />

camera in hand, taking photos for Yorkton This Week.<br />

That is not particularly interesting as an isolated<br />

assignment – one of many spanning more than<br />

three decades now – but the locale for the event is<br />

of significance for this writer.<br />

The Yorkton Exhibition grounds, not<br />

surprisingly, have been a significant part<br />

of covering events through the years for<br />

farther back than my time as a journalist.<br />

I grew up attending summer fairs<br />

around the province showing stock. It was<br />

my summer camp, I suppose, and I loved<br />

it. By this time in June, I’d be counting the<br />

days to the first event of the summer, a day that<br />

would have only been matched in terms of expectation<br />

by the annual flight of Santa himself. So, as I watched the<br />

first chuckwagons cutting the barrels, a thought or three<br />

of memories popped into my mind. It was also a case of<br />

looking at the filled seats in the grandstand and appreciating<br />

how people were out being together after two years of<br />

COVID-19 cancelling events and keeping people at home.<br />

As a kid, I’m not sure how I would have reacted – OK, so<br />

I would have sulked in my room – had dad had to tell me<br />

there would be no summer fairs because of some ‘bug,’ I<br />

doubt I would have fully understood on my earliest years.<br />

It is not so startling that I would not have fully understood<br />

what a pandemic was pre-internet, especially if you<br />

consider in our world of free-flowing information, instantly,<br />

people still balked at the threat, in spite of the death of many,<br />

and complained about undertaking even the simplest of precautions<br />

such as wearing a mask. Still, there is no denying a<br />

pent-up desire to get out with other people.<br />

For kids, for example, those in 4-H, the expectation of<br />

regional shows or summer camps has to have many marking<br />

the days of June off of their calendars in heady expectation.<br />

That was all part of just standing at the track fence and<br />

observing, and yes, I found myself longing to again be only<br />

weeks from a summer attending fairs showing livestock,<br />

riding bumper cars and occasionally eating candy floss. Alas,<br />

those days are long gone; as much as I might wish for a return<br />

to Connaught Fair, or Shand, or Golburn, the memories remain,<br />

and I envy those still making them driving chuckwagons<br />

or showing 4-H steers.<br />

Praise at the Beach<br />

On May 15th, St Jerome parish hosted an evening called Praise at the Beach, attended<br />

by around 80 people. Four of our parishioners talked one evening and came up with this<br />

wonderful event to bring the community together.<br />

I moved out to Buena Vista<br />

four years ago after marrying<br />

my amazing husband. I was<br />

a city girl who loved being<br />

close to friends, events and<br />

shopping. My husband said if<br />

small-town life doesn’t work<br />

for me, we could move back to<br />

Regina. Over the last four years,<br />

I have fallen in love with beach<br />

life, winter lake activities, the<br />

small-town feel, and most of<br />

all, the amazing community<br />

atmosphere. One place that has<br />

captured my heart is St. Jerome<br />

Parish and the wonderful people<br />

who make up the church. One<br />

of the things that drew me to<br />

the parish was the beautiful<br />

music. It should not have, but<br />

it surprised me to find so many<br />

talented musicians right here in<br />

the Regina Beach area.<br />

The evening was all about<br />

gathering together, reconnecting<br />

with others after these last<br />

two years and allowing God to<br />

open hearts a little more to His<br />

immeasurable love. We know<br />

music is a powerful gift that can<br />

lift our spirits, encourage us and<br />

touch us deeply. The night was<br />

full of amazing music from 4<br />

different groups!<br />

The night began with a<br />

prayerful message from St.<br />

Jerome’s parish priest, Fr.<br />

Christian Lindenbach, who<br />

will be with our parish for<br />

a few years to come. Music<br />

started with St. Jerome’s very<br />

own choir, who belted out a<br />

fantastic “I Will Follow Him”<br />

from Sister Act. Their fearless<br />

choir director, Lynette Gaetz,<br />

has been leading the choir for<br />

over 23 years. She is passionate<br />

about music, uniting<br />

people, encouraging even<br />

the shiest people to sing and<br />

gathering talented musicians.<br />

The group has two guitarists,<br />

a drummer, an organist and<br />

a piano player. It is a rocking<br />

group! There are two other<br />

original members from when<br />

the choir began in 1999.<br />

Over the years, there have<br />

been about 55 members, not<br />

including the current 19 they<br />

have right now. The joke is that<br />

Lynette easily recruits people<br />

because the choir area has the<br />

only padded seats in the church.<br />

Jokes aside, the group really<br />

has become a little community<br />

dedicated to faith and having<br />

fun. Lynette chose “I Will<br />

Follow Him” in memory of the<br />

past choir members that have<br />

touched lives over the years.<br />

They continued with four more<br />

songs.<br />

Next, we heard from one<br />

gifted young woman, Michelle<br />

Wrubleski! I first heard Michelle<br />

sing in church about a<br />

year and a half ago. It was after<br />

the church was shut down for a<br />

number of months and we could<br />

finally gather then eventually<br />

gather with some music. It was a<br />

time when I was missing people<br />

and community, and there<br />

were still several restrictions.<br />

recall the song, but I began to<br />

tear up. Her voice was not only<br />

angelic, but when she sang, she<br />

gave meaning and feeling to the<br />

words. Michelle sings with not<br />

only her voice but her heart!<br />

Michelle started playing<br />

piano when she was 4! She took<br />

lessons for several years, but<br />

the majority of what she learned<br />

was self-taught. Ten years ago,<br />

she was asked to fill in at a<br />

memorial service at St. Jerome<br />

and has been playing here ever<br />

After scanning the ticket a few more<br />

times, Lisa went online to see where the<br />

winning ticket was sold.<br />

“It said ’Regina,’ I said, ‘yep, it’s me,’”<br />

she laughed.<br />

Lisa called her husband at work to<br />

share the good news before heading off<br />

to work herself — although she said it<br />

was understandably hard to focus.<br />

The Pilot Butte residents said their<br />

windfall hasn’t sunk in yet, but they’re<br />

starting to think about what they will<br />

RM a letter repeating their request for<br />

gravel in accordance with the RM’s new<br />

maintenance policy.<br />

In September 2021, Fulcher said<br />

after the RM spent years demanding<br />

road maintenance agreements, the RVs<br />

took the RM to a binding hearing in<br />

front of the Saskatchewan Municipal<br />

Board (SMB) with the hope of resolving<br />

the dispute. They felt the SMB would<br />

not require them to enter into an RMA<br />

with the RM, and even if they did,<br />

the fees would only be a few hundred<br />

dollars per year because all RMA fees<br />

are legislated under Municipal Regulations.<br />

However, Fulcher said that<br />

during the pre-hearing conference, the<br />

RM surprised everyone by saying they<br />

did not want an RMA with the resort<br />

villages and never did, and the SMB<br />

didn’t deliver a ruling.<br />

“It is important to note that road<br />

maintenance agreements are the only<br />

legislative process in Saskatchewan<br />

that allows RMs to recoup maintenance<br />

and damages on RM roads.” Fulcher<br />

said, “Outside of an RMA, there is no<br />

legal mechanism for the RM to mandate<br />

the RVs to provide funding on<br />

these roadways.”<br />

“One of the reasons we are surprised<br />

our offer was not accepted is that our<br />

offer exceeded the latest dollar amount<br />

requested from the RM in 2021. We<br />

actually offered them more money than<br />

what they were asking in 2021, and<br />

they still made recent comments during<br />

their council meeting using words such<br />

as “this is a pittance.” We do not understand<br />

their thought process here. Fulcher<br />

said he feels like the RM doesn’t<br />

value the resort villages as being part of<br />

the RM community or recognize their<br />

financial contributions towards strongly<br />

supporting local RM businesses,<br />

and through their taxes which provide<br />

funding towards local libraries, school<br />

boards, fire departments, policing<br />

services, etc. Three of the RV are also<br />

members of the community landfill and<br />

lagoon. “We are part of this community.<br />

I don’t know why they think we have to<br />

be a taxpayer to be considered a part of<br />

the community. While we may not pay<br />

our property taxes directly to the RM,<br />

we are still huge contributors to this<br />

community in so many other ways.”<br />

“We hope the community will recognize<br />

that, although there is no legal<br />

requirement for our resort villages to<br />

pay for any roadway maintenance, we<br />

still chose to offer thousands of dollars<br />

to the RM each year for roadway maintenance,<br />

for the 1% of roads that we use,<br />

in an attempt to demonstrate that we<br />

truly are supportive and contributing<br />

members of this community”.<br />

Fulcher said he believes a solution to<br />

this dispute can be and is still hopeful<br />

that cooler heads can prevail. “If the<br />

RM is willing, we would consider going<br />

to the SMB to enter into their mediation<br />

process to see if we can resolve this<br />

<strong>issue</strong> there.”<br />

<strong>LMT</strong> contacted the RM of McKillop,<br />

including the CAO, Reeve, and all of<br />

the Councilors for comment. None were<br />

received before publication.<br />

We are so lucky that St. Jerome’s Parish and the Regina<br />

Beach United Church work together on many events<br />

and fundraisers throughout the year. It was fitting to<br />

have the beautiful voices of the Regina Beach United<br />

Church Choir with us for the evening, led by Carol Draper.<br />

Over the last four years of being out here, I realize she<br />

is very much weaved into the fabric of this community,<br />

pouring her time and talent not only into her family<br />

but into so many events, fundraisers, and community<br />

organizations, including being the organist and director<br />

of the United Church Choir.<br />

The choir has been going strong over the last 45 years,<br />

with ten dedicated members who practice each Thursday<br />

and are at church Sundays to sing. They never fold, even<br />

if only 2 or 3 people can make it. The choir has bonded<br />

and become friends over their love to sing. The songs<br />

they picked for tonight are ones that spoke to them all.<br />

When I asked Carol why music and church are so<br />

important to her, she shared that going to church on<br />

Sunday builds her up, gives her strength and she feels renewed.<br />

Her faith comes through music, and music leaves<br />

a beautiful message with people through the words of<br />

the songs. We hope they continue to use music to touch<br />

lives.<br />

Lastly, we heard from Highwood Worship, made up of<br />

the husband and wife team of Mike and Loralie Hoffort.<br />

They have been married for 35 years and have two<br />

daughters and one son, all married to amazing people.<br />

Currently, they have six grandchildren that they adore.<br />

They enjoy doing many of the same things and have a<br />

lot of fun with their kids and grandkids. Loralie is one<br />

super-nice person with the determination to accomplish<br />

whatever she sets her sights on. Mike cares for all people<br />

profoundly. You can see their love for each other and<br />

Jesus when they sing.<br />

One of the things they enjoy together is playing music.<br />

Loralie originally was a member of the St Jerome choir.<br />

She has the most angelic voice, and I was always in awe<br />

of her singing. I had no idea Mike was just as talented<br />

until they were singing together one day. Mike and<br />

Loralie began to jam around at home. Loralie introduced<br />

Mike to some great Christian music they started<br />

to include when they played at mass during the last two<br />

years. The more they played, the more great songs they<br />

found to cover with a two-piece band and a country feel.<br />

That is how Highwood Worship came to be!<br />

The evening ended with all the musicians and choirs<br />

joining together to sing one last song! It was a beautiful<br />

way to end the evening.<br />

We are so grateful for all those who allowed the<br />

evening to happen, all the volunteers, especially Loralie<br />

and Mike Hoffort, Lynette and Brad Gaetz, for their<br />

vision! We hope this will become an annual event! In the<br />

meantime, St Jerome Parish and Regina Beach United<br />

Church have church services every Sunday at 11 am. All<br />

are welcome to attend, and I am sure there is room in<br />

the choirs!<br />

Canada is one of six countries without<br />

cost-sharing<br />

VANCOUVER—Among 28 industrialized countries in the world with universal<br />

health-care,<br />

Canada is only one of six that<br />

does not use any form of<br />

cost-sharing for core medical<br />

services, which can be used to incentivize<br />

more efficient use of scarce<br />

health resources and potentially<br />

reduce wait times, finds a new study<br />

published by the Fraser Institute, an<br />

independent, non-partisan Canadian<br />

public policy think-tank.<br />

Despite ranking amongst the most<br />

expensive universal health care systems<br />

in the developed world, comprehensive<br />

measures of performance<br />

indicate that Canada routinely lags<br />

behind its international peers in key<br />

metrics of health care performance,<br />

such as the availability of doctors<br />

and hospital beds, and wait times for<br />

medically necessary care.<br />

At the same time, Canada departs<br />

from more successful universal<br />

health care countries in a number of<br />

ways, including the use of cost-sharing<br />

for patients.<br />

The study finds that 22 of 28 universal<br />

health care countries studied<br />

require patients to share in a portion<br />

of the cost of treatment, though<br />

lower-income and/or at-risk groups<br />

are almost always exempted. Cost<br />

sharing is accomplished in a number<br />

of ways, including deductibles (an<br />

amount up to which individuals are<br />

exposed to the full cost of treatment<br />

after which insurance covers<br />

expenses), co-insurance payments (a<br />

certain percentage of the cost of each<br />

treatment is paid by the patient) and<br />

copayments (a fixed amount paid by<br />

the patient per treatment).<br />

“Patients in Canada are not directly<br />

billed for any portion of their care.<br />

The experience for most Canadians<br />

is that using health care is free,<br />

which is at odds with our international<br />

peers and can lead to higher<br />

demand for medical services than<br />

would otherwise be the case, which<br />

results in longer wait times that<br />

have long plagued Canada’s health<br />

care system,” said Bacchus Barua,<br />

director of health policy research at<br />

the Fraser Institute and co-author<br />

of Understanding Universal Health<br />

Care Reform Options: Cost-Sharing<br />

for Patients.<br />

Crucially, many of the universal<br />

health-care countries with shorter<br />

wait times than Canada for elective<br />

surgery require some form of patient<br />

cost-sharing for core services,<br />

including Australia, France, Germany,<br />

the Netherlands, New Zealand,<br />

Norway, Sweden and Switzerland.<br />

Unfortunately, the federal Canada<br />

Health Act effectively prohibits<br />

provinces from introducing any form<br />

of cost-sharing to their health-care<br />

model.<br />

“Canada’s health-care system is in<br />

need of reform, and cost-sharing is<br />

potentially one piece of the puzzle<br />

that could lead to a better, more efficient<br />

use of our scarce health-care<br />

resources,” said Mackenzie Moir, a<br />

Fraser Institute policy analyst and<br />

study co-author.<br />

“Of course, design matters – and<br />

such cost-sharing requirements need<br />

to be complemented by safety nets<br />

for vulnerable populations.”<br />
