Development to bring
236 homes to London
By Kristy Zurbrick
Madison Editor
Pulte Group, the third largest home
builder in the United States, plans to build
a 236-home residential development in London
on 73 acres located between Lafayette
Street and East High Street.
The company plans to offer at least five
models of ranch-style and two-story homes,
all single-family, ranging in size from 1,600
square feet to 3,000 square feet. The average
price point will be $350,000.
To accommodate their preferred design
for the development, Pulte Group has requested
a zoning change from R-3 (residential)
to PUD (planned unit development).
City council will hold a public hearing on
the zoning change request at its July 21
meeting set for 6:30 p.m. at city hall, 20 S.
Walnut St. Following the hearing, council
will hold a third reading on the zoning legislation
and could put the measure to a vote
at that time.
“Council is not deciding ‘yes’ or ‘no’ to
allow the development. The current zoning
of R-3 already allows for the development.
The vote is whether to grant the PUD,”
Mayor Patrick Closser said.
Pulte Group plans to dedicate 14.6 acres
(20 percent of the overall acreage) to open
space for pocket parks, playgrounds, and a
multi-purpose path. Additionally, their design
calls for 28-foot wide streets with onstreet
parking on one side only. The PUD
designation would allow for such design elements.
Jim Hilz, director of land planning and
entitlement, said the company is excited
about the London project and property.
“This site is amazing. Very rarely do we
get a site like this,” he said.
Typically, Pulte Group builds further out
from town centers. The London property already
has access to water and sewer services,
and restaurants and groceries are
within walking or biking distance—a feature
popular with homeowners, Hilz said.
As designed, the development would
have three access points, the primary one
being located off of East High Street. The
secondary access would be from Cambridge
New levy proposed for fire, EMS and police
By Kristy Zurbrick
Madison Editor
London city council is considering a new levy request
to be placed on the Nov. 8 general election ballot.
The request calls for a 0.4 percent income tax increase
for a continuing period of time with collection
starting Jan. 1, 2023. Of that amount, 0.25 percent
would go toward additional funding for the city’s fire
and EMS department. The other 0.15 percent would
go toward the construction of a new police station.
If passed, the increase would bring the city’s income
tax to 1.9 percent.
On July 7, council held a first reading on the leg-
Drive off of Lafayette, with the third located
at Chaning Drive and Bristol Avenue.
In the narrow portion of the property,
where the east side meets the west side, the
company plans to install a traffic calming
circle to lower traffic speed and reduce cutthrough
traffic.
The eastern side of the development
would feature a 1.7-acre park, playgrounds,
shelters, community mailbox facilities, and
open play areas. The western side of the development
would feature a 1-acre park, a
shelter, and mailbox facilities. Sidewalks
are planned for both sides of the streets
throughout the development. Where possible,
stormwater ponds will be presented as
amenities.
Pulte Group plans to offer 171 lots measuring
52 feet wide by 125 feet deep and 65
lots measuring 62 feet wide by 125 feet deep.
The design calls for placing open spaces,
larger lots and larger setbacks where the development
sits adjacent to existing homes.
Landscape buffering and drainage improvements
also are part of the project.
“When we designed this site, we really
looked at how it would impact existing property
owners,” Hilz said. “We really want to
be good neighbors.”
Pulte Group hopes to start construction
12 to 14 months from now with completion
www.madisonmessengernews.com
Pulte Group plans to offer five models of ranch-style and two-story single-family homes
in a housing development in London.
of the entire project over the course of the
next eight years. When completely built out,
the development will represent an investment
of $82 million in total real estate
value, Hilz said.
Mayor Patrick Closser welcomes the
prospect of more housing in London.
“We need to embrace that growth, because
if you are not growing, you are dying,”
he said at a recent council meeting.
Closser said housing brings many positives
to a community: people to fill jobs, increased
home values, new businesses to
serve the increased population, and tax revenue.
“If you see construction in your neighborhood,
remember, a lot of thought, planning
and money went into that because a developer
sees an area with high potential,” he
said.
WJ Schools names Roberts to vacant board seat
By Linda Dillman
Staff Writer
A vacant seat on the Jefferson Local school board did not stay
empty for long with the appointment of Galloway resident Loriena
Roberts a month after David Harper stepped down after 23 years
of service.
In her June 3 application letter to Superintendent William Mullett,
Roberts said she has been involved in education in a variety of
facets for 24 years and moved into the school district 15 years ago.
From 1998 through 2009, she worked for Hamilton Local Schools
as a softball coach, science/language arts teacher, literacy coach and
in elementary instructional support. From 2019 to the present, she
served as a substitute teacher at Norwood Elementary.
Roberts was a classroom volunteer at Norwood from 2011 to
2019, served as a Big Brothers/Big Sisters mentor program volunteer
from 2018 to 2020, and volunteered as a West Jefferson Youth
(WJY) assistant softball coach from 2013 to 2014, along with serving
as a WJY assistant volleyball coach/head coach from 2014 to
2017.
“My understanding of school district rules and regulations, along
with my love for engaging students, parents and community fit well
into the role of a school board member,” Roberts wrote. “I believe
my experience brings valuable insight and prospective to help guide
our district into the future.”
Roberts graduated from Elgin High School in 1994, earned a
bachelor’s degree in education from Ohio University in 1998 and a
master’s degree in education and allied professions from the University
of Dayton in 2002.
She is a Girl Scout troop leader, a parent volunteer with Jefferson
Local musicals and the West Jefferson Music Boosters, and
serves as the booster group’s secretary.
“In the 15 years my family has lived in the district, I have always
strived to be an active participant in the community and our school
district,” Roberts said. “I have had the benefit of watching our two
children thrive in their educational experience at Jefferson Local
Schools.
“I see this next step as an opportunity to continue the engagement
I have tried to achieve during my time in this community. I
have enjoyed working side-by-side with teachers, other community
members and administrators during my time volunteering over the
years.”
Roberts hopes her experiences in the field of education and volunteerism
within the community are assets in working with current
board members to guide the district into a successful future.
Four candidates submitted applications for the open board seat.
The board interviewed all four on June 27. Treasurer Mark Ingles
Loriena Roberts.
administered the oath of office to Roberts on July 11.
Combining more than two decades with Jefferson Local and
time spent in Hilliard on the city council, staff and committees,
Harper served the public for 52 years. Before he moved to Madison
County, he worked for a banking institution and as a volunteer on
committees under the mayor and with Hilliard children.
Harper officially stepped down on June 13 as a school board
member, but said he will continue to serve as the district’s representative
on the Tolles Career and Technical Center board until the
end of his term at the end of the year.
“And I’m not resigning. This is more of a retirement, and I’m still
going to be involved with the athletic boosters,” Harper stated previously.
“I’m just stepping down to be more involved with my family
and grandchildren.”
In other action, the board completed the second half of a two-step
process to place a substitute levy on the Nov. 8 ballot. The action
also gives a citizen-led committee the go-ahead to start the campaign
process which is privately funded and does not involve school
financial resources.
The emergency levy was first passed
nearly 40 years and runs for a seven-year
term. Mullett previously reported the levy
does not ask for any new taxes but does
allow the district to collect taxes on new
growth.
Mullett also pointed out that if the levy
is approved, taxpayers will continue to reap
the benefit of a 12.5 percent exemption on
their home.
‘Mamma Mia!’ cast packs talent and experience
By Kristy Zurbrick
Madison Editor
The music of ABBA will come to life in
the Joyce Hildebrand Auditorium at London
High School as the Madison County Arts
Council presents the musical, “Mamma
Mia!”, July 21-23.
Songs from the Swedish pop group, popular
in the 1970s and ‘80s, provide the
framework for a mother-daughter story that
takes place on a fictional Greek island. The
daughter, Sophie (played by Ruth Peart), is
preparing to marry Sky (Aaron Gates). She
wants her father to walk her down the aisle,
but she doesn’t know who her father is.
After reading her mother’s diary, Sophie
narrows the possibilities to three: Sam
(Nathan Haley), Harry (Cory Mitchell), and
Bill (Paul Oswalt). She invites all three to
the wedding.
As events unfold, the audience gets to
know Sophie’s mother, Donna (Denise
Bloomfield), and her mother’s friends,
Tanya (Ciera Bierbaugh) and Rosie (Sherry
Holland). In the end, mother and daughter
make peace with each other and themselves.
Danielle Fredette, who is directing the
show with Kevin Lohr, said she is very
pleased with lead actors’ performances,
adding that they bring a lot of experience to
the production.
“We’re happy we had the option to cast
these people and that they were willing to
come and do this community show,” Fredette
said, noting that the most of the 30-
member cast hails from the Madison
County area. “More than one of them has a
music degree, one has an acting degree, and
all of them have been in lots of shows before.”
She praised the talent of the actors who
make up the chorus, too, and is excited to
showcase their talents in ways that differ
from the original production of “Mamma
Mia!”
“In the original, they used a pit chorus.
They weren’t on stage at all; they were in
the orchestra pit,” Fredette explained.
“We’re using the ensemble a little differently.
We’re going for a ‘70s Greek/dream
chorus kind of look, where those actors will
be on stage for some songs in hopefully creative
and fun ways.”
Among the well-known tunes incorporated
into the show are the title track,
“Mamma Mia!,” “Money, Money, Money,”
“Knowing Me, Knowing You” and “Voulez-
Vous.” Great dance numbers accompany the
likes of “Dancing Queen,” “Does Your
Mother Know?” and “Under Attack.”
Joining Fredette and Lohr in putting on
the show are Scott Blanton on set design
and construction, Billy Ruhlen on lights and
Flood relief for neighborhood
By Kristy Zurbrick
Madison Editor
Relief from flooding could be
on its way to the Graceland Avenue
and Marimont Road
neighborhood in London.
London city council is considering
legislation that would
allow for installation of storm
sewer tiles and drainage behind
the houses on Graceland Avenue.
The work would help to
catch some of the water that
runs off the adjacent field, diverting
it away from the neighborhood’s
streets, yards, and
homes and into the storm sewer
system.
The estimated cost of the
project is $177,000. Council is
considering a resolution that
would allow the city to assess
each of the 21 property owners
in the neighborhood $6,250
each for a total of $131,250 toward
the cost of the project. The
city would pay the difference.
Property owners would have
the choice to pay the $6,250 up
front or over the course of 15
years as an assessment on their
taxes through the county auditor’s
office.
Resident Elizabeth Branson is in favor of
the project and fine with the assessment.
“I trust the project will solve a lot of the
problems,” she said at a recent council meeting.
“This beautiful neighborhood deserves
to live without the fear of heavy rains causing
stress and sleepless nights.”
Stan Kavy, who has lived on Graceland
Avenue for more than 30 years, thanked
council members and Rex Castle, the city’s
safety-service director, for bringing the project
up for consideration.
Kavy is a commercial property appraiser.
His wife, Diana, has worked as a residential
realtor for more than 25 years. Kavy said
the drainage project would help the neighborhood’s
property values.
islation required to place the levy on the
ballot. Three readings are required before a
vote is taken. The deadline to file issues
with the Board of Elections for the Nov. 8
ballot is Aug. 10.
The city’s previous levy request, which
appeared on the May 3 primary ballot,
called for a 0.5 percent income tax increase
for additional fire/EMS funding, construction
of a police station, and construction of a
Residents of the Graceland Avenue/Marimont Road neighborhood in London
hope London city council passes legislation to install storm sewer tiles and
drainage to provide the area with relief from flooding. This sign currently
stands at the entrance to the neighborhood.
“I’m more than willing to pay our share
for the 15 years... No problem. I think it’s
such a good investment for all of us,” Kavy
said, adding that he appreciates that the
city plans to carry some of the cost burden
if the project moves forward.
Council will hold a public hearing on the
assessment resolution at their July 21 meeting.
The resolution will be up for a third
reading at that time and, therefore, eligible
for a vote. Related legislation, including a
resolution to put the project out to bid and
a resolution to appropriate improvement
funds for the project, also will be up for a
third reading and possible vote. The meeting
is set for 6:30 p.m. and will take place at
other plan for the community center,” said
Mayor Patrick Closser.
Henry Comer, council president, said the
new proposal “makes more sense” than the
one that appeared on the May ballot.
Regarding the need for a new police station,
he commented, “I don’t think that it
can be neglected any longer.”
Council members Greg Eades and Rich
Hays also voiced support for the new levy
proposal. Council member Anthony Smith
said support for the city’s fire/EMS and police
services is important as the city grows.
“It’s great that London’s continuing to
grow. Those are definitely the services that
I want to make sure are done right,” he
said.
The levy legislation will be up for a second
reading at council’s July 21 meeting.
It is with great sadness that the family announces the
death of Shirley (Ritter) Buehl. She passed
away peacefully at the age of 81 (or, 49-and-foreverholding)
in Houston, Texas on July 2, 2022 surrounded
by family after a month-long hospitalization for heart
and lung disease.
Shirley was born July 22, 1940 in Columbus, Ohio to
Dorothy (Martin) and Walter Ritter. She walked across
the state line to Richmond, Indiana in order to marry
her lifelong partner Ben Buehl at the tender age of 16. Shirley drove a school
bus for many years before relocating with her family from Madison County,
Ohio to northeast Houston, Texas. After obtaining her GED, Shirley worked at
her local Walmart in various roles for 27 years before her retirement.
She loved knitting, crocheting, baking and growing things. There probably
isn’t a person who knew Shirley who hasn’t received some sample of her skills.
She also enjoyed traveling, spending time with friends in the Red Hat group,
visiting the West Jeff Ox Roast, and being on the naughty list. She cared for
every stray she ever met, 2-legged or 4-legged, and was loved in return by
nearly everyone who ever knew her for her humor and generous spirit. Most
of all, Shirley cherished her family. Her greatest joy in life was being a grandmother
and a great-grandmother.
Shirley is survived by her husband Ben Buehl and their two children Mark
(Robin) Buehl and Meloney (Adam Clark) Buehl; grandchildren Chris (Tamara)
Buehl, Kat (Matt) Mayton, Kim (John) Lee, Alivia Clark, Noah Clark, and Kairat
Berdishaliev; nine beloved great-grandchildren; brothers Walter "Pete" Ritter
and Michael (Kathy) Ritter; as well as countless extended family and friends
across the country who loved her dearly.
A celebration of Shirley’s life was held Thursday, July 7th in Porter, Texas at
Rosewood Funeral Home.
A short graveside ceremony will be held at the Alton Cemetery in Galloway,
Babette “Babs” Renee (Ruff) Hall, mother, Ginnie Kitchen, brother Jerry
(Debbie) Kitchen, many cousins, nieces, nephews, and friends. Joyce wanted
decades until she retired as a paper control manager.
Joyce married Charlie Theodore Ruff on March 15, 1968. Together they
conceived a daughter, Babette, born on October 2, 1975. Although divorced
in July of 1977, Joyce's endless love provided guidance, communication, and
Joyce enjoyed bicycling, basketball, badminton, tennis, roller and ice skating,
hiking, walking in the woods, swimming, reading, knitting, learning, history,
children, animals, babies, long intimate intellectual chats with those she
Setting water use restrictions
July 17, 2022 - MADISON MESSENGER - Page 7
By Kristy Zurbrick
Madison Editor
Changes could be coming to London’s rules when it
comes to water use during water shortages and emergencies.
On July 17, city council heard the first reading on a
proposal that would give the city’s safety service director
authority to limit water use when the water supply
or water pressure are insufficient or inadequate.
Examples of situations that would create such an
emergency include:
• a water main break;
• any physical or mechanical failure at the water
treatment plant;
• dry or drought conditions; or
• restriction of water supply by state or federal authorities.
During a water emergency, the safety service director
could restrict non-essential uses of water such as:
• watering lawns;
• commercial and residential use of water to wash
boats, cars, trucks and other vehicles;
• filling swimming pools;
• watering from hydrants;
• washing sidewalks, driveways, porches and building
exteriors;
• sterilization, blowoff and testing of water lines and
sewer mains; and
• burning of paper, trash, wood or other combustible
material.
The proposed legislation change calls for a fine of up
to $500 for anyone convicted of violating the ordinance.
“Basically, (the proposed legislation) is so we have
something in place if we do ever come to the point where
we need to limit water usage,” said council member
Bryan Robinson.
Council member Greg Eades commented, “I could see
the need to have this, regardless of whether we have
one working water plant or two, if we’re in drought conditions.
I can see the need for being able to say we need
to limit this somehow.”
Looking to get the changes on the books as soon as
possible, council member Rich Hays moved that council
suspend the three-reading rule for legislation and put
it to a vote that night. Council member John Stahl seconded
the motion. The vote for suspension was 5-1 with
Eades casting the “no” vote. Eades has previously stated
that he would rarely vote for suspending the rules. Six
votes are needed to allow suspension. Council member
Joshua Peters was absent from the meeting. As a result,
the measure stayed on first reading and will be up for a
second reading at council’s July 21 meeting.
Crosswalk signs
At a recent council meeting, resident Michael Norman
recommended the city look into installing signage
to increase safety for pedestrians at intersections
around town. Eades reported at the July 17 meeting
that the recommendation has since been discussed in
committee, and the street department has put together
a preliminary plan.
Bill Long, street superintendent, confirmed that his
department has identified 12 intersections where solarpowered
crosswalk signs could be installed:
• Elm Street and Park Avenue;
• Main Street and Park Avenue;
• Fifth and Main streets;
• Midway and High streets;
• Fourth and Main streets;
• Union and High streets;
• Second and Main streets;
• Westmoor Drive and High Street;
• Elm Street and New Hampshire Avenue;
• Elm Street at St. Patrick School;
• Elm Street at the London City Schools campus;
and
• Oak and High streets.
Four of the 12 locations are ones where traffic lights
were removed earlier this year.
The estimated cost of the signage is $184,000. That
does not include labor which could double the cost,
Robinson said.
Long added, “We’re going to get estimates on labor
and see where we end up.”
City council’s next regular meeting will take place at
6:30 p.m. at city hall, 20 S. Walnut St. For more information,
Clint Hayman, an employee of London’s street department,
paints a handicap parking space outside the State Theater. On
July 11, the street department started repainting parking spots
on Main Street between Center and High streets. The Ohio Department
of Transportation is in the midst of a paving project on
State Route 56 (Main Street). The city is responsible for striping
the parking spots as the paving is completed. The ODOT project
was halted during Madison County Fair week (July 9-16). Once
it resumes and is finished, the city will re-stripe parking spots
on Main Street north of High Street to Fourth Street.
New playground at Merri Mac nearly complete
By Kristy Zurbrick
Madison Editor
The newest feature at Merri Mac Park in London is just a couple
of parts away from completion.
In late June, a combination of volunteers and professionals installed
new playground equipment next to the shelter house. Features
include a zip line, four-seat seesaw, spin ride, basketball drop
shot, and a play tower with slides and climbing options. Also included
is a “triple ring-fling” on which children can swing through
a series of elevated, rotating wheels.
Children will have to wait to play on the equipment until the
manufacturer sends a missing part for the play tower and a replacement
part for another piece of the equipment. Until then, temporary
fencing surrounds the playground.
Amy Rees, administrative assistant for the city of London, said
the parts should be delivered and installed in time for a ribbon-cutting
in late August.
Merri Mac Park Miracle, a non-profit volunteer group, and the
city are working together to bring improvements to the park.
The Miracle group donated $15,000 to the city to help offset the
$95,000 cost of the playground equipment. The group also paid to
have the existing basketball court resealed and striped. Volunteers
painted the shelter house from top to bottom and sanded the floor,
painted the picnic tables, and refurbished the existing swing set.
City council member Bryan Robinson reported that security cameras
are being installed to provide surveillance of the roads running
in and out of the park, the playground, and the shelter house.
Merri Mac Park Miracle welcomes anyone who would like to lend
a hand in their ongoing efforts. The group typically meets monthly.
For more information, visit the group’s Facebook page, “Merri Mac
Park Miracle,” or send email to merrimacparkmiracle@yahoo.com.
Donations can be made out to “MFC/Merri Mac Park Miracle”
and mailed to P.O. Box 674, London, OH 43140.
