The tournament was held at Last Mt. Regional<br />

Park golf course on <strong>Jul</strong>y 13, 2022. Thirtynine<br />

golfers participated in the tournament.<br />

The golfers came from Govan, Nokomis,<br />

Strasbourg, Semans, Raymore, Nipawin,<br />

Saskatoon and parts of British Columbia.<br />

It was a lovely fall worthy of many pictures.<br />

This one was taken about 10:30 am, Sept.<br />

26, 2021, just past the Snack Shack along<br />

Highway #20 to Craven. Can you find the<br />

Great Blue Heron (GBH) in the Qu’Appelle<br />

River?<br />

If you were in your vehicle, you couldn’t see much of this view because<br />

your speed and the guard rail prevent it. However, if you were<br />

walking or riding a bike that morning or during one of those sunny<br />

mornings from mid-September onwards, you might have noticed<br />

the Heron fishing in the shallows of the river. I was riding my bike<br />

back home from Lumsden and noticed the Heron on several days.<br />

When I decided to get a picture, I pedalled past, snuck back, and<br />

could only manage this picture. Every time the bird would flush,<br />

and I couldn’t get a better photo. The sketch shows some details of<br />

the bird (Field Book of Natural History/FBNH).<br />

The GBH is the front cover artwork of Al Smith’s Saskatchewan<br />

Birds book (2001; 176 pages). Being Saskatchewan’s largest heron,<br />

it is hard to miss in summer as it frequents sloughs, marshes, rivers<br />

and lake edges. “It stands statuesquely, surveying shallow waters<br />

for its next meal.” It will gobble its prey (frogs, small fish, aquatic<br />

invertebrates, snakes, mice, etc.) or spear them. It will also hunt in<br />

moist fields or wet meadows and will scavenge food.<br />

In response to the recent news that SaskPower has ‘selected’ its SMR of choice to meet the<br />

challenge of the climate crisis, it is important to examine two <strong>issue</strong>s:<br />

One, the slick jargon about this so-called technology means nothing to most people. One has<br />

to read more than half-way through the press release before it is revealed, finally, that they<br />

are talking about using small modular ‘nuclear’ reactors (the word ‘nuclear’ is always withheld<br />

with these things), to produce our electricity.<br />

Second, nuclear energy is NOT the solution to climate change.<br />

Nuclear energy is an unnecessary, dangerous, dirty, obscenely expensive distraction from employing<br />

‘political will’ and ‘common sense’ to use truly clean, truly safe, readily available and<br />

relatively inexpensive renewable energy sources such as solar, wind and geothermal to truly<br />

meet the climate crisis.<br />

Sadly, one must wonder what goes through the minds of people who make decisions such as<br />

this.<br />

Public notice is hereby given that the Council of the RM of<br />

Lumsden No. <strong>18</strong>9 intends to adopt a bylaw under The Planning and<br />

Development Act, 2007 to amend Bylaw No. 07-2012, known as the<br />

Zoning Bylaw as follows:<br />

INTENT<br />

Bylaw No. 2022-03 enacts textual amendments to the Zoning<br />

Bylaw to increase the notification area from 75 metres to 750<br />

metres in which assessed owners of property will be notified of<br />

a discretionary use application. As well as adding more intensive<br />

uses, including gravel pits and gravel crushing operations, to the list<br />

of discretionary uses that require notice to be provided to assessed<br />

property owners within 1600 metres of an application.<br />

REASON<br />

The intention of the proposed textual amendments is to enhance<br />

public notification procedures by increasing the area of notification<br />

for all discretionary notices in the RM from 75 metres to 750<br />

metres. As well as adding more intensive land uses to the list of<br />

Baseball manager Leo Durocher is famous for his ‘Nice guys finish last’ quote, but he’s wrong, of course.<br />

Sidney Crosby’s a nice guy and he’s won a couple of Stanley Cups. Jordan Spieth signs more autographs<br />

than the average PGA Tour pro, and he’s won three major championships and 15 or so other titles. Derek<br />

Jeter is beloved for his fan-friendly approach to baseball.<br />

It was too easy to compile a<br />

top-10 list of sporting jerks. My list<br />

might differ from yours, but goes:<br />

(Honourable mentions: Michael<br />

Jordan, Tiger Woods, Antonio Brown,<br />

Aaron Rodgers, Conor McGregor and<br />

Pete Rose).<br />

10. Brad Marchand, Boston Bruins<br />

— Being called a ‘pest’ is almost a<br />

compliment; Marchand is more than<br />

an irritant. Licking the faces of opponents<br />

a couple of seasons back was a<br />

new low for him.<br />

‘Kanes’ fall into this category. Patrick<br />

of the Blackhawks has a history of<br />

out-of-control partying, a couple of<br />

assaults, including using a taxi driver<br />

charges of assault, ignoring huge<br />

is now currently serving a 13-year<br />

There are two areas of future development in agriculture which have long held my interest in a significant<br />

way.<br />

The most recent of those is<br />

the potential of robotics for<br />

everything from tractors<br />

sans an on-board operator, to<br />

robotic ‘bees’ pollinating crops,<br />

to sprayers using sensors to only<br />

apply a chemical to weed plants.<br />

There is little opposition to robotic<br />

development, although in many<br />

cases, it must be shown to be reliable<br />

and, of course, affordable.<br />

The other area of development<br />

is seen by many to be much more<br />

of a ‘Pandora’s Box,’ and that is<br />

genetically modifying plants and<br />

animals.<br />

The presentation at<br />

the time was called ‘The<br />

Future is So Bright You need to<br />

Wear Shades’ – although that might<br />

be paraphrasing a touch.<br />

Still, I recall him talking about<br />

farmers one day being able to raise<br />

goats which have been genetically<br />

modified to have cheetah skin. At<br />

the time, it sounded very much like<br />

something out of a sci-fi novel, but<br />

it was also intriguing to think just<br />

where genetic modification might<br />

take us. Many consumers blanche<br />

rather white at the idea of genetically<br />

modifying plants and animals. While<br />

GM canola is now very much the<br />

norm, most modified to not succumb<br />

to particular herbicides; there has<br />

been significant opposition to wheat<br />

going down the same path. But, herbicide<br />

resistance is only the tip of what<br />

genetic modification might mean.<br />

For example, it was earlier this year<br />

that a genetically-modified pig heart<br />

was transplanted into an American<br />

patient. The result of the operation<br />

was not what was hoped, with the<br />

patient dying some 40 days after the<br />

operation, but initially, it looked good<br />

from reports and suggested that the<br />

technology may well be viable. That<br />

is potentially huge when you consider<br />

organs for transplant are generally in<br />

short supply. GM developments may<br />

ultimately be life-saving.<br />

Getting GM organisms from successful<br />

development to where government<br />

regulatory offices approve them<br />

– in particular, if they are to be for<br />

human consumption –can be a long<br />

and costly process.<br />

Depending on which side of the GM<br />

debate one sits, reams of red tape can<br />

be positive as it delays the development<br />

of a feared technology or as a<br />

roadblock to developments aiding<br />

producers and consumers.<br />

What is needed is a balance. Regulations<br />

allow the science to grow<br />

while still making sure there is a<br />

watchdog being vigilant. Ultimately<br />

though, GM technology will grow.<br />

Whether that ever means there are<br />

‘cheetah-goats’ is unknown, but the<br />

crops and animals we produce in<br />

the future are likely to be genetically<br />

different from today.<br />

largely to improvements in their mining and<br />

energy sector.<br />

VANCOUVER—Australians have enjoyed higher labour productivity<br />

growth—a key driver of higher living standards—than Canadians over<br />

the last 25 years due largely to greater improvements in the mining and<br />

energy sector, finds a new study released today by the Fraser Institute, an<br />

independent, non-partisan Canadian public policy think-tank.<br />

“The evidence is clear—Australian workers have improved their productivity<br />

at a higher rate than Canadian workers over the last 25 years,<br />

giving rise to a widening gap in living standards between the two countries,”<br />

said Stephen Kirchner, senior fellow with the Fraser Institute and<br />

co-author of The Canadian-Australian Business Sector Productivity Gap:<br />

A Sectoral Analysis.<br />

The study finds that between 1995 and 2019, Australia’s labour productivity<br />

per worker—essentially, the ability of workers to transform inputs<br />

into outputs—improved, on average, by 1.6 per cent every year. Meanwhile,<br />

Canada’s average annual growth was 1.3 per cent.<br />

While this difference may seem small, over time it compounds and<br />

results in larger and material differences in Canada’s average standard of<br />

living compared to Australia’s.<br />

Critically, Australia’s overall productivity growth was enhanced by<br />

improvements in its mining and energy sectors when compared against<br />

Canada, which lagged. Australia’s mining sector contributed 0.3 percentage<br />

points to its overall 1.6 per cent average gain in labour productivity<br />

compared to just 0.04 percentage points to Canada’s overall 1.3 per cent<br />

average growth.<br />

“For a number of reasons, Australia is an important comparator<br />

country for Canada, and in recent years, Australia has done a better job<br />

capitalizing on its natural resources than Canada,” said Kirchner.<br />

OBITUARY<br />

MODELAND, BILL<br />

November 1, 1949 - June 26, 2022<br />

beloved husband of Gail Modeland of the Usherville<br />

district passed away on June 26, 2022.<br />

He was 72 years of age.<br />

Bill (William) was born on November 1, 1949<br />

in Regina, SK. He was the only child of Donald<br />

and Willa Modeland.<br />

Bill grew up in Cupar, Saskatchewan. Cupar<br />

was a small community yet large in family, as<br />

Willa’s sisters had also settled in the area with<br />

their families. Bill spent a lot of time growing up<br />

at the Maclean and Gibson family farms. As an<br />

only child, Bill was extremely close with his first<br />

cousins Glenda, Bill, Jamie, Glen, Sandra, and<br />

Sharon.<br />

As with most young boys Bill was inspired by his heroes on TV. Roy Rogers was Bill’s<br />

favorite and he always dreamt of being a cowboy, unfortunately, one typically has to<br />

like horses to be a cowboy and Bill & horses just did not get along. From “camping &<br />

hunting expeditions” in Maclean’s coulee as children, to family road hockey games at<br />

Christmas time, Bill was always very close with his family.<br />

After graduating high school in 1967, Bill started work at the Royal Bank in Watrous,<br />

SK, in a position his father Don had lined up for him. After moving around to a few<br />

other branches throughout Saskatchewan he ended up finding a career with the Credit<br />

Union, eventually working his way up to manager and general manager. Throughout<br />

all this, his constant was the love of his life, Gail Steward.<br />

Bill and Gail married on May 22, 1971 in Cupar. They lived and worked in Regina until<br />

1979 when they then moved to Strasbourg. Bill joined his parents in the Robinson<br />

Store business until 1984, when an opportunity at the local Credit Union led Bill back<br />

into the banking business.<br />

After many years of trying, Bill and Gail were ecstatic at the news that they were<br />

finally pregnant. The arrival of their first child, a son, David William, on October 16th,<br />

1986 brought the beginning of Bill and Gail’s family and the next chapter in their lives.<br />

Two years later their family was complete with a girl, Jenna Lynn, on December 4th,<br />

1988. Bill and Gail’s world revolved around their children.<br />

Throughout the years they made many memories at their family cabins. Bill grew up<br />

at Glen Harbour and wanted his family to have the same outdoor upbringing that he<br />

did. He and his family spent much of their summers enjoying the sun and the water<br />

at Glen Harbour surrounded by family and friends. In 1994 Gail’s sister Bonnie and<br />

her husband Pat bought a cottage 1 door down from Bill and Gail’s at the beach. This<br />

brought the 2 families even closer together and many a good time was had. They also<br />

made many special memories up at Missinipe in a cottage that the Modeland and<br />

Williams families built themselves in 1978. This was and still is a very special place for<br />

both families, being home to lots of core memories for all. Bill’s passion for hunting led<br />

him and 2 friends (Bert and Paul) to purchase a very small 3 bedroom house in Usherville<br />

in 1988; this community is where he would ultimately spend his days. Bill shared<br />

his passions and made many fond memories with family and friends at these special<br />

places throughout the years. Beach parties and watersports at Glen Harbour in the<br />

summer, spectacular fishing trips and shore lunches amongst the waterfalls at Missinipe,<br />

and snowmobiling, quadding and hunting at Usherville. Bill enjoyed nothing<br />

more than sharing these experiences with his friends and family members.<br />

Bill retired from the Credit Union in 2006 and was able to put more time into some<br />

of his other interests, getting big into golf, helping out friends and even taking a position<br />

at G&S Marina for a season.<br />

In 2012 Bill and Gail were blessed with the arrival of their first grandchild, Hunter<br />

(Jenna). Their second grandchild, Brooklyn (David), was born in 2014. Bill and Gail<br />

spent 9 years helping to raise their grandson Hunter and he and Bill had a very close<br />

bond. Brooklyn adored her Grandpa and they also shared many special times together.<br />

In 2019 Gail retired and they moved permanently up to Usherville to a larger house<br />

and yard they had purchased in 2011 in anticipation of their retirement. Bill’s knowledge<br />

and passion for hunting also led him to take a part time position at the local<br />

hunting and archery store in Preeceville in 2021 where he met many new friends.<br />

Bill’s health started to decline noticeably in November of 2021 during moose hunting<br />

season. Nothing was going to stop him from getting out for one last hunt with his son<br />

and his best friends. He was diagnosed with adenocarcinoma in February of 2022 and<br />

his condition rapidly deteriorated. He was admitted to Canora hospital on Monday,<br />

June 20, 2022 and passed away peacefully the morning of Sunday, June 26, 2022.<br />

Bill was predeceased by his parents, Don and Willa Modeland. Left to cherish his<br />

memory is his wife Gail, children David (Chantelle and Arya) and Jenna, grandchildren<br />

Hunter and Brooklyn, as well as numerous nieces, nephews, cousins and many,<br />

many friends.<br />

Funeral Services were held on Thursday, June 30, 2022 from the Chapel of Preeceville<br />

Funeral Home with Pastor Hein Bertram of St. John Lutheran Church officiating.<br />

Tributes and words of remembrance were given by Scott Hubick. Honourary Urnbearers<br />

were Bill’s grandchildren, Hunter, Brooklyn and Arya. Interment followed in<br />

Preeceville Lutheran Cemetery with Bill’s children, David and Jenna serving as the<br />

This large grey-blue bird has a long curving neck that is<br />

held back over its shoulders when it flies, distinguishing it<br />

from cranes (sandhill and whooping). Its body is about 1.3<br />

metres long with a wing span of about 2 metres; it has a<br />

large, long sharply-pointed yellow bill.<br />

A colonial bird, they will build a collection of stick-andtwig<br />

platform nests, usually in large dead trees, laying 3-5<br />

bluish eggs to incubate for about 28 days. In the 1970s from a<br />

respectful distance, I saw one of these heronries near Nicolle<br />

Flats, Buffalo Pound Lake area. The encyclopedic Birds of<br />

Saskatchewan (2019), authored by Smith, Roy and Houston,<br />

reports (p.167) that there are about 175 heronries in the province;<br />

the longest continuous occupation occurred at Nicolle<br />

Flats (<strong>18</strong>83-1999). They will also nest individually in shrubs<br />

and bedside marshes. When not nesting, they are solitary<br />

birds.<br />

Depending on the weather, they may arrive from their<br />

spring migration in early April and depart by early November.<br />

Whenever and wherever you see them flying or hunting,<br />

they are one of our most majestic birds. They always deserve<br />

our protection as they grace local habitats. Take only photographs.<br />
