OLD FASHION SATURDAY<br />

On <strong>Aug</strong>ust 13, 20<strong>22</strong>, the Semans Centennial Committee hosted an Old Fashion Saturday at the<br />

Semans school grounds.<br />

Crowds gather to see the trick dogs<br />

Semans Legion cooked up a delicious pancake and sausage breakfast<br />

at the Legion Hall. A quick shower of rain passed through the<br />

area to freshen things up. It wasn’t long until the sun was out and<br />

set up resumed. The day continued at the school grounds.<br />

A Show and Shine vehicle display was held on 2nd Ave. There were<br />

many trucks, cars and motorcycles on display for the crowd’s enjoyment.<br />

Troy Rattai, Semans, won the Best in Show award with his 1953<br />

Chevrolet Truck. Congratulations Troy!<br />

Children were entertained with three full-sized Bouncy Castles, a balloon<br />

animal-making Clown, face painting by Sarah and a bike parade.<br />

The Semans Library had a fish pond, glitter tattoos and candy jar guessing,<br />

which was won by Emmett Greenshields - a small jar of 118 candies,<br />

and Zavier Halstead - a tall jar of 153 candies. Affinity Credit Union<br />

On <strong>Aug</strong>ust 28th, the Lumsden branch of the Royal Canadian<br />

Legion presented Evelynn Colhoun with a quilt of Valor<br />

for her 100th birthday. Evelynn served in the Women’s<br />

Royal Canadian Naval Service during World War II.<br />

Alongside Evelynn are Chris Valgardson and Elaine Irwin from<br />

the Lumsden branch #2<strong>34</strong>.<br />

RM of DUFFERIN NO. 190<br />

PUBLIC NOTICE<br />

Public notice is hereby given that the<br />

Council of the RM of Dufferin No. 190<br />

intends to adopt a bylaw under The Planning<br />

and Development Act, 2007 to amend Bylaw 11-2006, known as the<br />

Zoning Bylaw.<br />

INTENT<br />

The proposed Zoning Bylaw Amendment will amend the Bylaw<br />

to provide a definition of kennel and add Kennels to Discretionary<br />

Uses in the Agricultural Zoning District.<br />

AFFECTED LAND<br />

The amendment will affect lands within the Agricultural<br />

Development Zoning District.<br />

REASON<br />

The reason for the amendment is to provide for a clear definition<br />

of what a kennel is and to allow Council to receive development<br />

permit applications for kennels as Discretionary Uses.<br />

PUBLIC INSPECTION<br />

Any person may inspect the bylaws at the RM of Dufferin No. 190<br />

municipal office located at 101 Railway Avenue in the Village of<br />

Bethune during regular office hours. Copies of the bylaw will be<br />

made available.<br />

PUBLIC HEARING<br />

Council will hold a public hearing for the Zoning Bylaw amendment<br />

on Friday, September 9, 20<strong>22</strong>, at 10:00 am at the Municipal Office<br />

in the Village of Bethune. The purpose of the public hearing is to<br />

hear any person or group that wants to comment on the proposed<br />

bylaw. Council will also consider written comments received at<br />

the hearing (or delivered to the undersigned at the municipal office<br />

before the hearing).<br />

I remember<br />

the first time<br />

I felt my baby<br />

kick<br />

My sweet Jackson, the bear, will be 27 years<br />

old this year. I prayed for his safety and my<br />

pregnancy each day as he grew inside of me. I<br />

loved him completely, even before he was born<br />

and entered this world.<br />

Some may say that the world is cruel, but I don’t believe it. There is<br />

a saying that we attract our tribe. In my life, that tribe has been<br />

filled with light, love and acceptance. I am not sure how it happened,<br />

but I send gratitude to Creator for this. My own beginnings did<br />

not foresee this wealth of abundance in all that is good.<br />

That’s where we begin, on this day, September 30th, and remembering<br />

all those beautiful Indigenous children who never made it home from<br />

residential school, didn’t survive the 60’s scoop, or anything else related<br />

to child welfare and apprehension. Their mothers, too, remember the first<br />

time they felt that first kick.<br />

I was one of those scoop babies. My mother, Maggie Morin from Sandy<br />

Bay, SK, was a registered nurse. University-trained and capable. But she<br />

was not married, so the Province of Saskatchewan deemed her unfit to<br />

be a mother and took me away from her the very day I was born. From<br />

the stories I am told, she never recovered from my abduction. I know she<br />

remembered my first kick too.<br />

I never did meet her because, as a scoop kid, I was cast into the child<br />

welfare system as an infant. The Province didn’t open the records until I<br />

was in my 30s when I learned that Maggie had died in a car crash when I<br />

would have been in my teens.<br />

But I still feel her presence. That first kick had magic. We are connected<br />

and always will be. I can’t even begin to describe the sorrow of never<br />

knowing her.<br />

And, I could easily be one of those people who vilify - the system, Canada’s<br />

dark history, and what happened. But it doesn’t seem to have a point.<br />

I felt my Jackson’s first kick, and I raised a beautiful baby boy, along<br />

Grant Greenshields , Affinity CU District Delegate, presents Semans<br />

Library board with $3000 through the Affinity Credit Union District<br />

Council Community Funding Project. The board members said the<br />

money will go towards replacing windows in the library.<br />

sponsored a Money Sandpit Dig, a very popular<br />

spot throughout the day. Alicia and Evan Mann<br />

provided horse-drawn wagon rides. The beautiful<br />

horses are owned by Harvey Linnen of Raymore.<br />

A Dog show was enjoyed by all age groups. Joyce<br />

(Kempton) Baker, formerly from Semans, and her<br />

dog showed off their skills along with many other<br />

dogs and owners.<br />

Hawks going all out<br />

to land Bedard<br />

Shiny golden baubles sometimes make people do some funny<br />

things.<br />

For instance, Connor Bedard is the shiniest<br />

golden bauble currently playing junior hockey<br />

and he will be eligible for next summer’s<br />

National Hockey League amateur draft. As a<br />

result, Chicago Blackhawks are doing some<br />

funny things to try to increase their chances<br />

of putting the North Vancouver native into a<br />

Blackhawk uniform.<br />

Like trading their No. 1 sniper, 41-goal man<br />

for a mere draft pick. Like<br />

It seems the Blackhawks’ organization asked<br />

itself “How bad can we be for the draft of 23?”<br />

and the answer has been “let us count the<br />

ways.”<br />

The Blackhawks were fairly bad in 2021-<br />

<strong>22</strong>, finishing sixth in the seven-team Central<br />

Division with a 28-42-12 record. A rebuild<br />

was definitely called for, but most teams don’t<br />

undertake a reconstruction in such an obvious<br />

manner.<br />

And, of course, because of the NHL’s draft<br />

lottery setup, there’s no guarantee an historically<br />

terrible season will win them the<br />

rights to Bedard, the 17-year-old Regina Pats<br />

superstar some are comparing to Connor Mc-<br />

David. The team with the worst record in the<br />

NHL gets a statistically better chance to win<br />

the No. 1 draft pick, but the 11 worst teams<br />

who missed the playoffs in 2021-<strong>22</strong> will have<br />

sort of chance, albeit slim for most of them, to<br />

move up to No. 1.<br />

Some of Chicago’s remaining pieces, such as<br />

veteran all-stars Jonathan Toews and Patrick<br />

Kane, are said to be expecting the next shoe<br />

to drop before the season gets underway or<br />

before next year’s trading deadline. Playoff<br />

teams with a chance for the Stanley Cup might<br />

pay handsomely for a player like Kane, and<br />

Toews offers untold veteran leadership.<br />

Meanwhile, hockey fans in the Windy City,<br />

a ‘happenin’ town’ where not much will be<br />

happening on the ice, will have to grin and<br />

bear it during 20<strong>22</strong>-23, as their team gets to<br />

the bottom of the NHL standings early, and<br />

likely stays there.<br />

Bedard, meanwhile, will go about his work<br />

with the Pats, and be helpless to determine his<br />

professional hockey fate. If it’s with the Blackhawks,<br />

the Chicago plan worked. If it’s elsewhere,<br />

Blackhawk fans may be wearing brown<br />

paper bags to games well into the future.<br />

On Wednesday, <strong>Aug</strong>ust<br />

17th, 20<strong>22</strong> Nell Van Meer<br />

passed into the presence<br />

of her Lord. Nell van Meer<br />

was born June 14th, 1930<br />

in Holland in the town of<br />

Bergen op Zoom. She was<br />

born to parents Cornelia<br />

and Kees Rombouts. She<br />

lived through the occupation<br />

of the Netherlands<br />

by Germany from 1940 to<br />

1945, until the Canadians<br />

liberated Holland. In 1963,<br />

while visiting her sister<br />

Sjaante in Canada, who was<br />

a war bride, she met her<br />

husband Victor Van Meer and they were married on Dec.<br />

<strong>22</strong>nd, 1964. Nell adapted from a well-traveled European<br />

city girl to an accomplished Saskatchewan farm wife.<br />

She could bake, cook, churn butter, make homemade<br />

ice cream, garden, and even learned to bale hay. Vic and<br />

Nell had three daughters, Leonie, Lynn and Diane and<br />

raised them on the farm near Earl Grey. Victor and Nell<br />

made decisions for the Lord and they began to attend<br />

the Strasbourg Gospel Church with their family in 1972.<br />

Nell was a dedicated Christian woman, often teaching<br />

Sunday school, attending Ladies meetings, and involving<br />

herself in the ladies missionary outreach. Nell’s pride and<br />

joy was her family. Beloved by her children and grandchildren<br />

they spent many summers with her on the farm<br />

and enjoyed her rigorous meal schedules. She was able to<br />

spend happy times with her great grandchildren in her<br />

later years. She moved to Brooks, AB in June, 2019 to be<br />

close to her daughter Diane. She spent the last two years<br />

of her life at the Brooks Long Term Care Center, where<br />

she was lovingly cared for by the hospital staff. Nell was<br />

predeceased by husband Victor Van Meer on October<br />

21st, 2011, as well as her two sisters, Sjaantje (Rod) and<br />

Antoinette (Nico), and her three brothers, Jan (Fien),<br />

Theo (Tonn), and Leo (Toos). She leaves to mourn her 3<br />

daughters and their families, Leonie Ozemoya and her<br />

children Erik, Ross, Nikita and Abby; Lynn (Mark) Michie<br />

and their children David (Michelle), Ryan (Taneesa), Katie<br />

(Jonny), Allard Cameron (Arielle), Christopher, Terri,<br />

Toni and Elijah; Diane (Jon) Latrace and their children<br />

Sherry (Scotty), Justin (Cassie), Cody (Taylor) and Sandy;<br />

15 great grandchildren and numerous nieces and nephews.<br />

She will be missed by all. A Family Graveside will be<br />

held at Earl Grey Cemetery. Funeral Services will be held<br />

at Strasbourg Alliance Church on Saturday, <strong>Aug</strong>ust 27th at<br />

2:30 PM. Pastor Glen Lonie officiating. In memory of Nell,<br />

memorial tributes may be made directly to Last Mountain<br />

The Lord is<br />

close to the<br />

brokenhearted<br />

It seems to me that there is plenty of suffering going around.<br />

The pandemic, the cancers, the shootings, the conflicts between countries/ within countries,<br />

the sour relationships, the divisions among people(s), the wrongs of the past, health and financial<br />

problems, and the list goes on. Why? And how do we deal with it? We’ve all asked these questions.<br />

I would like to share some information from different articles on suffering from the July/<strong>Aug</strong>ust<br />

<strong>issue</strong> of The Word Among Us daily meditations.<br />

Ultimately, suffering is a mystery. We can’t explain it in any satisfactory way. But we can try to<br />

view our lives from God’s perspective. Suffering can help us look beyond the immediate and the<br />

earthly to the eternal, when “God will wipe away every tear” from our eyes (Revelation 7:17).<br />

No life is free from trials. Jesus told us, “In the world you will have trouble” (Jn 16:33). He himself<br />

endured great suffering during his time on earth. Why would we think that we are any different?<br />

He doesn’t want us to just endure with our own grit and determination. He wants to help us find an<br />

inner strength that comes from Him.<br />

Suffering and loss are not joy-filled experiences. Yet, in Christ, hope can accompany us in our<br />

pain and grief as we learn to trust that what we are experiencing is not the end of the story. Jesus<br />

promises that a day will come when he will wipe away every tear from our eyes (Revelation 21:4).<br />

We can’t compare each other’s sufferings. It is not a competition. We all experience hardships,<br />

loss and suffering. But God wants us to walk with us through these times of sorrow. He wants to<br />

give us hope when we feel empty and lost. He wants to assure us that he is with us when we feel<br />

alone. And perhaps most of all, he wants to fill us with hope in the promise of heaven that awaits<br />

us and our loved ones.<br />

There is so much about our lives that we can’t control. But we do control how we respond to<br />

life’s events. This is when we have the opportunity to react to them in a way that draws us closer<br />

to the Lord. So, how can we persevere through our trials? Here are some practices that can help<br />

endure trials.<br />

Practice 1: Lean on God – Many psalms are laments and cries to the Lord because they were<br />

suffering greatly. (Psalms 44, 60, 74,79,80,89,90).<br />

Practice 2: Don’t journey alone – It is common to become isolated when we are suffering but<br />

that’s when we need others more than ever. The devil loves to divide than prey. Don’t give him the<br />

chance.<br />

Practice 3: Avoid simple answers – We can’t always understand why we suffer, and it’s best not<br />

to try to come up with simple answers for why something did or did not happen. Over time, the<br />

Lord may give you some understanding. Also, avoid offering simple answers to friends and family<br />

who are suffering.<br />

Practice 4: Look for God’s blessing – Each day, find a blessing in your day and then thank the<br />

Lord for even the smallest blessing.<br />

Practice 5: Hold fast to the hope of heaven – Heaven is our ultimate destiny; it’s what God desires<br />

for each one of us and for all those we love! No Matter what happens in our earthly lives, “our<br />

citizenship is in heaven” (Philippians 3:20). So each day, whether things are going well for you or<br />

you are in the midst of hard times, believe that you will one day be there.<br />

Yes, let’s grieve when we need to. And pour out our suffering to the Lord. But at the same time,<br />

let’s try our best to cling to Jesus and his promises. He is closer to you than you know.<br />

Spending on child<br />

benefits for families<br />

with incomes less than<br />

VANCOUVER—The federal government has shifted the share<br />

of overall spending on child benefits away from lower-income<br />

families to middle- and upper-income families<br />

to an even greater degree than previously<br />

thought, finds a new study published today<br />

by the Fraser Institute, an independent,<br />

non-partisan Canadian public policy thinktank.<br />

“While the federal government often claims<br />

that child benefits go to Canadian families<br />

who need the money the most, the shift in<br />

overall spending tells a different story,” said<br />

Jason Clemens, executive vice-president of<br />

the Fraser Institute and co-author of Adjusting<br />

for the Canada Child Benefit’s Tax-Free<br />

Status.<br />

In 2016, the federal government replaced<br />

two child-benefit programs with the Canada<br />

Child Benefit (CCB), which provides tax-free<br />

benefits to eligible families with children<br />

under the age of 18.<br />

The study, based on data from Statistics<br />

Canada, measures the shifts in the share of<br />

child-benefit spending due to this change—<br />

although unlike previous analyses, this<br />

study accounts for the tax-free status of CCB<br />

payments (most other government income<br />

transfers are taxable).<br />

Specifically, the elimination of the previous<br />

two programs and their replacement with the<br />

CCB—coupled with a recognition of the CCB’s<br />

per cent under the previous two programs to<br />

incomes between $60,000 and $180,000 increased<br />

from 49.2 per cent to 66.8 per cent.<br />

to allay fears. Even if you buy into her<br />

suggestion, the idea farmers are not using<br />

fertilizer in the most sustainable way has<br />

to rub producers the wrong way. Farmers<br />

are generally looking to maximize production<br />

because they need to keep income<br />

high to meet the costs of modern farming,<br />

and there is a hungry world to feed.<br />

Fertilizer use is a huge part of maximizing<br />

production, but producers are not<br />

going to apply extra product either, since<br />

it is a large chunk of costs, and they strive<br />

to keep those low too. All that said, discussing<br />

fertilizer use is not a bad idea. As<br />

humans, we have not done a particularly<br />

good job of looking after our planet, even<br />

though it’s the only option we currently<br />

have as a place to live.<br />

We lose hundreds of acres of farmland to<br />

urban sprawl. We devour rainforests for<br />

economic gain, even though they are essentially<br />

the lungs of our planet. We burn<br />

fossil fuels with little concern for what the<br />

exhaust does to our atmosphere. Now, if<br />

you believe that fears of global weather<br />

change, atmosphere decay, and resources<br />

running out one day are all ‘fake news’<br />

created for some reason, then it’s unlikely<br />

any of the above bothers you. But, what if<br />

they are correct?<br />

If we cross a line of no return, what<br />

then? Do we simply shrug our shoulders<br />

and not worry about a dead world ahead?<br />

It seems only prudent to discuss the way<br />

we have done things, to look for better<br />

ways, ways that may well inconvenience<br />

us today but might mean our ancestors<br />

will prosper.<br />

The discussions can’t hurt, and the good<br />

they might do could be the difference<br />

between a living planet and a dead ball of<br />

dirt.<br />

The boreal zone is the wide area that lies between<br />

the treeless tundra of the arctic zone in northern<br />

Canada and the temperate zone in southern Canada.<br />

The boreal forest is the forested area within the<br />

larger boreal zone. The boreal forest from the world<br />

perspective is “circumpolar” because it circles the<br />

Northern Hemisphere, forming a ring around the<br />

North Pole, just south of the Arctic Circle. Countries<br />

with forests and land in the boreal zone include<br />

Canada, the United States, Norway, Sweden,<br />

Russia, China and a few others.<br />

Worldwide the boreal forest covers 14% of the<br />

land on earth and covers 1. 9 billion hectares. Trees<br />

in the boreal forest include: pine, spruce, larch, fir,<br />

poplar and birch as well as thousands of lakes, rivers<br />

and wetlands. Half the bird species (150 different<br />

species of birds) in Canada reside in the boreal<br />

forest as well as an extensive range of mammals,<br />

insects, fungi and microorganisms.<br />

It is interesting that 94% of the forests in Canada<br />

are on publicly owned land, enabling our government<br />

to regulate harvesting practices and to apply<br />

land-use planning through legislation and other<br />

policies. It is important to manage our forests sustainably<br />

to ensure our forests are healthy, safe and<br />

thriving. This balances the environmental, social<br />

and economic benefits that Canada’s forests provide<br />

to us. Our protected areas and parks maintain the<br />

boreal forest landscape by safeguarding their biodiversity<br />

and by providing information for scientific<br />

After that, it’s a four-foot run into the problem, a pair of Pypes M-80<br />

“mufflers.” I bought them used for pennies on the dollar, as they were too<br />

loud on an Impala. Well, I have a big truck, no big interior to resonate,<br />

so they should be perfect, right? Wrong. I can’t tell there are mufflers<br />

on it. I wanted that bottle rap that the truck has always had, starting at<br />

about 3000rpm and up from there. These rap three times as loud at half<br />

the rpm. It’s so loud that there’s no difference between window up and<br />

window down. They bark violently under load during acceleration, rap<br />

violently during deceleration, and make it impossible to listen for spark<br />

knock, or even to the radio for that matter. Honestly, they’re as loud as<br />

they look, and the fact that they’re named after the most violent firework<br />

ever created is perfect. What am I going to do with them? Save them for<br />

another project, obviously. As long as it’s something that I don’t have to<br />

go far in, they’re perfect. A one-ton work truck with a manual transmission<br />

and stacks would be a fitting home for them, really.<br />

They’re probably way more tolerable overhead than behind the rear<br />

bumper, right?<br />

I offer thanks that the policies that allowed<br />

me to be taken from my roots, my family and<br />

my culture, language and heritage - have<br />

changed.<br />

My children were not taken into the system,<br />

and yes, I am a single Indigenous Mother. If<br />

this was the case, back when I was born, my<br />

children would have been apprehended like I<br />

was.<br />

So much damage has been done. But now,<br />

going into my golden years and knowing that<br />

someday I will be Kohkum (Grandmother in<br />

the Cree language), there is the opportunity<br />

to undo.<br />

It is why I am grateful to be involved in<br />

organizing events that bring together communities.<br />

As a child, I would never have been able to<br />

attend a Round Dance, which is an Indigenous<br />

celebration of community.<br />

I am celebrating my Indigenous roots, and<br />

the people of this community where I live (Regina<br />

Beach) are embracing them. It is because<br />

we all see and know what happened - and how<br />

do we move forward? What is reconciliation?<br />

It is a start where we don’t just talk about<br />

Canada’s dark history.<br />

We will hold hands, we acknowledge, and<br />

we say together as a community that we<br />

rebuild. That is why we are hosting a Round<br />

Dance on September 30th. We don’t watch.<br />

We participate.<br />

One thing that often comes to mind when talking about our forest areas is the harvesting<br />

of trees. Many of the harvesting practices in the boreal forest have evolved to imitate natural<br />

disturbances. This is based on scientific research that gives us the knowledge to utilize harvest<br />

practices that would mimic the effect of fires and insect outbreaks to help our forest to renew<br />

itself. Provincial laws require that all areas that are harvested on public land be either replanted<br />

or allowed to naturally grow back to standards set through legislation. Although when viewing<br />

an area that has been harvested it does appear to be a devastating process, it is important<br />

to remember that ‘deforestation’ is a term that is referring to land that has been cleared of<br />

trees permanently and converted to another use. Harvesting trees does not cause deforestation<br />

as those harvested areas regrow. The deforestation rate in Canada has been declining for over<br />

twenty years and is one of the lowest deforestation rates in the world.<br />

Canada’s boreal forest consists of 270 million hectares that stores carbon, purifies the air<br />

and water and regulates the climate. We are fortunate in Canada to have 28% of the boreal<br />

forest on our lands which has a great effect on the environment worldwide. It is essential to<br />

ensure we manage this resource wisely for a number of reasons: the boreal forest creates jobs<br />

for Canadians; communities in the boreal zone rely heavily on the forest sector for economic<br />

stability and 70% of our Aboriginal communities are located in forest regions. The boreal forest<br />

also offers unique tourism and recreational activities which also contribute to the local and<br />

national economies. Last but definitely not least is the availability of timber and non-timber<br />

products, mineral and energy resources and hydroelectric potential of regional rivers as well<br />

as food and renewable raw materials.<br />
