FALL FAIR<br />

<strong>2022</strong><br />

This year’s Friends of Govan Fall Fair, held on<br />

<strong>Sep</strong>tember 3rd, was another success.<br />

Thanks to all of the vendors who persevered through the<br />

33-degree heat and bright sun to make the event a reality. It<br />

was a good thing the Govan catering committee sponsored<br />

a large shade and dining tent for all those trying to avoid the heat,<br />

provided by Alan Magel.<br />

There were a larger variety of vendors this year than last, with<br />

the additions of Last Mountain Honey, Vicky Lindsay’s Home baking,<br />

Sherry Stuart Quilts and Weaving, Elk and Emerald Crystals<br />

and Gemstones, as well as more craft vendors. Ron Hassman of the<br />

Govan Museum had another exciting addition for the young ones who<br />

were able to do hands-on participation in the making of traditional<br />

Indigenous Bannock. The Govan Library featured a reading to attentive<br />

youngsters by well-known Saskatchewan author Kerry Sather of her<br />

Bee series of books.<br />

Face painting and balloon twisting, always popular, was led by Grace<br />

Adie and friends for the children attending. Another new, appreciated<br />

addition this year was the Regina Mandolin Orchestra, Sponsored by<br />

Jeffery Straker<br />

the Govan Catering Committee. The six-person orchestra provided<br />

soothing background music that was heard over the whole site for the<br />

entire day.<br />

Blake and the Ice Cream bike were a definite hit as he made the<br />

Conversation Cafe<br />

at Nokomis hall<br />

In conjunction with the Saskatchewan Health Authority,<br />

Nokomis and District Community Health Council held a<br />

Conversation Cafe on August 30th.<br />

It was an informal sharing of information on topics of interest and bringing to our attention<br />

resources available to us in our area. There were three presentations. Exercise Therapist,<br />

We held our annual Flag Day in<br />

June at Lockwood, Govan, St.<br />

Olaf’s cemeteries and Nokomis<br />

Cenotaph and Cemetery.<br />

We do this to remember & honour our<br />

veterans who gave so much, including<br />

their lives, for the freedoms that<br />

we enjoy to this day. The flags are a symbol of<br />

our gratitude.<br />

With the lifting of restrictions due to the<br />

COVID-<strong>19</strong> pandemic, we are happy to be able to<br />

open our doors again for social and fundraising<br />

events. We held a garage sale & BBQ in May with<br />

the Community-wide garage sales. We put on a<br />

Canada Day celebration supper & with the help<br />

of community member donations and another<br />

spectacular firework display. Most recently was<br />

the Labour Day Classic football game on the big<br />

screen TV & BBQ supper.<br />

Public notice is hereby given that the Council of the Town<br />

of Lumsden intends to adopt a bylaw under The Planning and<br />

Development Act, 2007 to amend Bylaw No. 15-2002, known as<br />

the Zoning Bylaw.<br />

INTENT<br />

The intent of Bylaw No. <strong>2022</strong>-12 is to amend the Zoning Bylaw to<br />

reduce the minimum site area, site frontage, rear yard setback, and<br />

side yard setback requirements for single detached dwellings in the<br />

Residential Multiple (R2) Zoning District.<br />

REASON<br />

Bylaw No. <strong>2022</strong>-12 is being proposed to accommodate future<br />

residential development in the R2 – Residential Multiple Zoning<br />

District which would provide for reduced development standards<br />

for single detached dwellings in this Zone for smaller lot sizes and<br />

reduced setbacks to provide greater flexibility for site development.<br />

PUBLIC INSPECTION<br />

Any person may inspect the bylaw at the Lumsden Municipal<br />

Office, located at #300 James Street North, in the Town of<br />

Lumsden, between the hours of 8:00 AM and 4:00 PM (open<br />

through the noon hour) from Monday to Friday, excluding<br />

statutory holidays. Copies of the proposed bylaw are available<br />

at the Lumsden Municipal Office for a cost of $1.00 and are on<br />

the Town of Lumsden website; , under the<br />

‘announcements’ tab.<br />

PUBLIC HEARING<br />

Council will hold a public hearing on Tuesday, October 11, <strong>2022</strong>,<br />

at 7:30 p.m. in Council Chambers within the Lumsden Municipal<br />

Office located at 300 James Street North to hear any person<br />

or group that wants to comment on the proposed bylaws. The<br />

meeting may also be attended via electronic means (Zoom).<br />

Council will also consider written comments received at the<br />

hearing or delivered to the undersigned at the municipal office prior<br />

to the hearing. Please contact the Lumsden Municipal Office for an<br />

electronic invitation to the meeting.<br />

the advertising costs of the<br />

garage sales. Hopefully, your<br />

efforts were rewarded with<br />

good attendance.<br />

The crowning event of<br />

the day sponsored by the Little Gallery on the Prairie<br />

Govan Opti-MS club was the<br />

intimate concert performed<br />

by Jeffery Straker, winner<br />

of the Saskatchewan music<br />

awards 2021 and <strong>2022</strong> folk<br />

and roots music award. He<br />

provided prairie insights<br />

into his growing up in Punnichy,<br />

Saskatchewan and<br />

anecdotes as to how some of<br />

the songs came about. His<br />

humorous remembrances of<br />

travelling to Govan to attend<br />

music recitals provided<br />

entertainment and humour<br />

to the attentive crowd. His<br />

audience participation songs<br />

and break time mingling<br />

with attendees brought a<br />

good old hometown feel. His Regina Mandolin Orchestra<br />

comment regarding “Saskatchewan’s<br />

loudest cricket” in<br />

the green room provided by the Sew and Sews drew raucous laughter from the audience.<br />

Thank you to Rob and Anna, employees of the Town of Govan, for making sure the Town was<br />

able to put its best foot forward. Thanks as well to Mark Wolfe of M&D Last Mountain Enterprises<br />

for donating his time and resources to make the playground attractive for the youngsters.<br />

informative. All the presenters answered many<br />

prizes were also provided by the Saskatchewan<br />

Interesting winter ahead<br />

for Flames’ fans<br />

Calgary Flames may have had the most intriguing offseason<br />

of any National Hockey League team, and for<br />

Flames’ fans, the coming season’s success or failure<br />

will be measured<br />

in mathematical<br />

comparisons.<br />

Two superstar offensive players,<br />

Johnny Gaudreau and Matthew<br />

Tkachuk, have been stricken from<br />

the roster, and replaced by players<br />

of similar skill levels — Jonathan<br />

Huberdeau and Nazem Kadri. You<br />

can bet that when Flames’ fans<br />

fire up their computers to check<br />

scores around the league this<br />

winter, they’ll be checking out the<br />

Columbus Blue Jackets’ summary<br />

to see how Gaudreau fared, and<br />

results from Florida games, where<br />

Tkachuk will be skating for the<br />

Panthers.<br />

On the surface, the free-agent<br />

transactions — Gaudreau out,<br />

Kadri in — is close to a wash.<br />

Gaudreau may have more offensive<br />

firepower, but Kadri can score and<br />

also plays a more physical game<br />

than the slight Johnny Hockey. The<br />

trade deal — Tkachuk for Huberdeau<br />

— is also close to a coinflip.<br />

Tkachuk is a sandpaper, in-your-face<br />

player who not only scores and sets up<br />

wingers, but plays an antagonistic game<br />

that definitely keeps opponents on their<br />

toes. A stick jab to the belly, a quick fist<br />

to the jaw or a slash to the ankle are<br />

trademarks of Tkachuk’s game, while<br />

Huberdeau plays a less physical<br />

game while performing<br />

as one of the NHL’s best<br />

playmakers.<br />

Flames’ favour is the<br />

addition of defenceman<br />

MacKenzie Weegar, who<br />

comes to Alberta from Florida<br />

Weegar was a top-pair defender with<br />

the Panthers last year and will definitely<br />

strengthen the Flames defence corps,<br />

but they may have him for only one year.<br />

Weegar is an unrestricted free agent<br />

after the <strong>2022</strong>-23 season, probably the<br />

key reason the Panthers weren’t too<br />

concerned about including him in the big<br />

trade.<br />

Weegar strengthens the Flames’ defence,<br />

which was pretty strong to begin<br />

with. He joins Rasmus Andersson, Noah<br />

Hanifin, Chris Tanev and Oliver Kylington<br />

on the blue line, protecting goalie<br />

Jacob Markstrom, who ranks in the top<br />

third of NHL keepers.<br />

Players come and go, contracts expire,<br />

free agency looms and players get traded<br />

like shares on the Toronto Stock Exchange.<br />

Flames’ fans will generally root<br />

for Gaudreau’s success in Columbus, but<br />

comparisons between his offensive numbers<br />

and those of Kadri will be frequent.<br />

Same with Tkachuk-vs.Huberdeau.<br />

If Gaudreau and Tkachuk shine in their<br />

respective new homes, and Kadri and<br />

Huberdeau don’t live up to exceptions,<br />

it won’t take much to fan the flames of<br />

discontent around Calgary this winter.<br />

It was a mixed farm for me, and that meant pigs and grain. In my youth, I hauled a lot of<br />

ground grain to feed the pigs using cleaned five-gallon pails that originally were filled with<br />

some weed spray or another.<br />

Looking back over some 40 years, it seems like it was such a crazy thing, but repurposing the<br />

pails was pretty standard. I’m pretty sure potatoes came from the garden to the cellar bin in similar<br />

pails. Of course, I clearly recall Dad taking plugged nozzles off the sprayer, his gloves getting<br />

soaked in the process, and then simply blowing out the nozzle with his breath.<br />

Knowing what we do now, it’s a wonder what health problems were caused in a time we didn’t<br />

know better or were reluctant to change. Dad lived to a considerable age, his heart giving out one<br />

day, but one wonders. The world of farming then was so different it’s perhaps not fair to<br />

compare.<br />

Pig pens on many farms were still cleaned with a fork, shovel and wheelbarrow<br />

and bedded after with straw – another job I actually minded less than<br />

you might expect as I liked being around the stock. It was the same in terms<br />

of how crops were grown. Summer fallow was still the norm, half the land sitting<br />

fallow every year, growing weeds that were killed by more tillage, but not<br />

generating production to sell. Today, continuous cropping is the norm, and in<br />

the process of putting added acres into crop production, topsoil doesn’t blow<br />

away as it did in my youth.<br />

It’s like my Dad used a biplane<br />

and today, farmers fly stealth jets.<br />

I recently read about dairy farmers<br />

using satellite images to improve the<br />

management of pastures. Suddenly<br />

there is picture data behind moving<br />

cows to a new pasture, just not<br />

following a long-term pattern. When<br />

I was young rotational grazing to<br />

maximize pastures was just in its<br />

infancy in terms of being a widely<br />

accepted practice.<br />

Change is not new in farming. My<br />

grandfather farmed with horses,<br />

binders and threshing machines,<br />

living long enough to see even bigger<br />

combines and a man walking on the<br />

moon. We are no longer farmers, this<br />

is my connection to the sector now,<br />

but I do wonder what farming might<br />

look like as my son hits his 60s in a<br />

few scant decades.<br />

Farms will still no doubt produce<br />

food, but how they do that will certainly<br />

be different than it is today.<br />

INTRODUCTION<br />

The Rural Municipality of Mount Hope No. 279 (RM 279) will be<br />

accepting quotations for the supply and installation of an insulated<br />

overhead door with the basic specifications shown below and<br />

subject to the conditions and waivers noted, until 4:00 p.m. on<br />

Wednesday October 5th, <strong>2022</strong>, at the office of the municipality,<br />

1<strong>19</strong> Main Street, Semans, Saskatchewan. Suppliers shall provide<br />

their quotation and supporting documents on or before the time<br />

and date noted.<br />

BASIC SPECIFICATIONS<br />

• Supply and installation of one insulated overhead door with windows<br />

and commercial opener (located on the side) at RM 279 public works<br />

shop (steel quonset) located in Punnichy, SK.<br />

• Existing door dimensions are: 20’3” wide, and 14’ high, new door will be<br />

required to fit within these specs.<br />

• Framing and weatherstripping is required around the door.<br />

• Electrical installation for new door is required.<br />

• Existing lights in shop may need to be moved to accommodate new<br />

door.<br />

• Contractor is responsible for teardown and disposal of the existing door.<br />

• It is strongly recommended that contractors inspect the project area<br />

prior to bidding.<br />

CONDITIONS AND WAIVERS OF THIS RFQ<br />

This RFQ is subject to the following conditions and waivers:<br />

• RM 279 reserves the right to accept or reject any and all quotations<br />

submitted should the quotations not meet the requirement of the<br />

municipality. RM 279 further reserves the right to choose the dealer<br />

of its choosing regardless of price, and to provide preference toward a<br />

supplier with which RM 279 has had success in the past, or is familiar<br />

with.<br />

• RM 279 shall examine the quotations, options, and the pricing<br />

submitted pursuant to the terms of this RFQ under the strict<br />

assumption that the submissions are the “best and final” quotations,<br />

options and pricing. Further requests for quotations, options and pricing<br />

requested from beyond the original submitted by suppliers would<br />

only be made by RM 279 for reasons of clarification or as a request for<br />

options or pricing not submitted by suppliers.<br />

• RM 279 reserves the right to base award on additional factors such as,<br />

but not limited to, price and estimated completion date.<br />

• Lowest or any tender not necessarily accepted.<br />
