SASKATOON - Researchers from<br />

Western University have developed a<br />

material that could eventually improve<br />

the way drugs are administered to<br />

patients, by allowing doctors to “see”<br />

exactly whether drugs are reaching the<br />

targets and working properly.<br />

By combining a material already used<br />

to deliver medication to specific sites in<br />

the body with another that glows in the<br />

dark (optical probe), Assistant Professor<br />

Lijia Liu and graduate student Ellie<br />

W.T Shiu have created a composite that<br />

can be used to track the path of a drug<br />

carrier through the human body. In the<br />

short term, the new approach could be<br />

used to monitor medication used for<br />

cancer and bone diseases -- but it could<br />

eventually have a wide range of therapeutic<br />

applications.<br />

Saskatchewan municipalities can now choose<br />

to allow e-scooters on public roads, thanks to a<br />

new provincial regulatory framework.<br />

The Limited Speed Motor Vehicle Regulations, <strong>2022</strong>, will govern the<br />

use of motorized vehicles with a maximum speed of 32 kilometres per<br />

hour.<br />

and beverage processors remains positive<br />

amid economic conditions that have shifted<br />

from the start of the year, according to the<br />

Food and Beverage Report mid-year update<br />

from Farm Credit Canada (FCC).<br />

<strong>Sep</strong>tember 20, <strong>2022</strong><br />

Year-over-year sales growth is expected to slow in the second half<br />

of the year to six per cent from 12 per cent in the first half, finishing<br />

the year at nine per cent.<br />

“We expect slower growth in the second half of the year as<br />

inflation eases, global economic growth moderates and Canadian<br />

consumers pay attention to the price of food and their own limited<br />

savings compared to a year ago,” said J.P. Gervais, FCC’s Chief<br />

Economist, in detailing the mid-year report. “Food and beverage<br />

With the help of the Canadian<br />

Light Source (CLS) at the University<br />

of Saskatchewan (USask),<br />

Shiu and Liu were able to see the<br />

interaction between the luminescent<br />

optical system and the drug<br />

carrier. Their findings were recently<br />

published in the journal Physical<br />

Chemistry Chemical Physics.<br />

“Our optical probe is kind of like<br />

glow-in-the-dark paint or when<br />

you walk into a club wearing those<br />

[glow-stick] bracelets, and you can<br />

still see the light,” says Liu.<br />

The probe designed by Liu and<br />

Shiu emits near infrared light and<br />

can be tracked by standard bioimaging<br />

techniques. This system is<br />

safer than other probes which need<br />

a source of radiation to produce<br />

light.<br />

This impressive research began<br />

as an undergraduate project for<br />

Shiu, who is currently a master’s<br />

student in Liu’s lab. Shiu was able<br />

to collaborate with CLS scientists<br />

who helped her conduct experiments<br />

remotely.<br />

“I did gain a lot of insight from<br />

the meaningful conversations with<br />

the scientists at the CLS,” says<br />

Shiu.<br />

There are elements of Liu and<br />

Shiu’s research that cannot be<br />

achieved without the use of synchrotron<br />

technology.<br />

“There is one particular technique<br />

that can only be done at a<br />

synchrotron, and that piece of the<br />

puzzle is very important in terms<br />

of understanding the structure of<br />

our materials,” says Liu.<br />

Zeroing in on the American League home run record for one season, Judge was<br />

on pace in mid-<strong>Sep</strong>tember for 65 home runs, which would surpass the 61 HRs<br />

hit in 1961 by Roger Maris of the Yanks. That number has been long surpassed<br />

by three National League hitters — Barry Bonds, Mark McGwire and Sammy Sosa —<br />

but their accomplishments are questionable given the steroid implications surrounding<br />

their seasons of hammering baseballs into outer space.<br />

Judge has no such negativity surrounding his sensational season. He’s a<br />

6-foot-7, 282-pound Samson of a man who launches baseballs as if they<br />

were sitting on a tee, just waiting for his bat to make contact. At last<br />

look, Judge had 57 homers and was 18 ahead of his nearest MLB rival,<br />

Kyle Schwarber of the Phillies. Judge’s dominance in the home-run<br />

statistical column is reminiscent of the Wayne Gretzky era in the<br />

National Hockey League, when the Oilers’ No. 99 was 79 points ahead<br />

of the runner-up (Paul Coffey) in 1983-84. A fluke? Not really, Gretzky<br />

won by 73 points (208 to second-place Jari Kurri’s 135) the following<br />

season.<br />

Judge, however, isn’t the only slugger in MLB to have an unforgettable season.<br />

Shohei Ohtani and Mike Trout of the Angels have done some amazing things; Freddie<br />

Freeman has quieted the critics who suggested his stats might fall off after leaving Atlanta;<br />

St. Louis Cardinals’ Paul Goldschmidt is proving that some hitters just get better<br />

with age; and the amazing Albert Pujols just keeps on slugging.<br />

Ohtani, who has no peer as an all-around superstar, is among the American League<br />

leaders in home runs, pitching victories and earned-run average; three-time MVP<br />

Trout was close to an A.L. record in <strong>Sep</strong>tember by hitting home runs in seven consecutive<br />

games; Freeman, MVP for the Braves two years ago, leads the National League<br />

in hits and doubles and his Dodgers are the runaway leaders in victories; Goldschmidt<br />

has an outside chance at winning the N.L. triple crown, with impressive mid-<strong>Sep</strong>tember<br />

numbers of 35 home runs, 112 runs-batted-in, and a .322 batting average; and the<br />

42-year-old Pujols is playing like a kid, averaging a home run every five games for the<br />

Cardinals, and he’s closing in on the exclusive 700-homer club, of which Bonds, Hank<br />

Aaron and Babe Ruth are the only members. If he falls short this season, watch for him<br />

to return next year for as long as it takes to get to 700.<br />

The way Judge is hitting, maybe the Yankee slugger will get there first.<br />

• Comedy writer Brad Dickson of Omaha, in the aftermath of Nebraska coach Scott<br />

Frost’s firing: “A number of UNL students are reportedly hoping for a new football<br />

coach who’s already won a national championship … I didn’t realize hallucinogenic<br />

drugs were popular on campus these days.”<br />

• New York Post reader Lloyd Stone, during a recent NFL televised game: “Is there<br />

any way to watch this in black and white? Seattle’s garish green uniforms should be<br />

restricted to prisoners on trash patrol along the Jersey Turnpike.”<br />

• Comedy guy Steve Burgess of Vancouver: “Congratulations to (Saskatchewan QB)<br />

Cody Fajardo who became a father this week. In his honour, the Riders laid an egg.”<br />

1. The subdivision is adjacent to the Hamlet and shares<br />

infrastructure (roads and beach. Therefore, it is appropriate that<br />

the subdivision would become part of the Hamlet. The community<br />

will benefit from the tax revenue that the new development will<br />

generate and the value of existing properties will increase.<br />

2. An increase in residents and tax revenue will assist with<br />

maintaining the road and beach facilities.<br />

There are topics columnists tend to touch upon with some<br />

through its emissions of greenhouse gases, we might eventually wake up to the problem and<br />

try seriously to fix it. If it’s just nature at work, well, the threat of climate change will be something<br />

we simply hope we survive.<br />

When you see a Reuters report where U.N. secretary-general António Guterres<br />

warned the impacts of climate change are “heading into uncharted territories<br />

of destruction,” following a recent release of a multi-agency scientific report<br />

reviewing the latest research on the subject, you should be shuddering a little.<br />

What might it mean?<br />

“By the 2050s, over 1.6 billion city-dwellers will regularly swelter through<br />

three-month average temperatures of at least 35C (95F),” cited the recent<br />

Reuters article at www.producer.com. Imagine the impact on water supplies, the<br />

draw on those supplies in major cities, and the impact on health and health care<br />

an extended heat wave could cause. If major cities are under a heat wave, so are area<br />

farms. What would three months of such heat do to crops?<br />

We have already seen once in 50-75-100 year floods, and if the weather intensifies, those<br />

may be repeated with greater frequency. In the end, the one area of food production farmers<br />

have never had control over is the weather, and the more extreme the weather, the greater the<br />

production impact can be.<br />

When production is hit hard enough, people go hungry, a situation made worse for people<br />

in poor countries as prices rise. The scenarios can quickly spiral into those that leave many<br />

starving or dead and farmers unsure how to deal with weather extremes.<br />

SCOOTERS - CONTINUES FROM PAGE 1<br />

The framework was developed following<br />

consultation last fall with municipalities, law<br />

enforcement, safety organizations, and stakeholders.<br />

Most respondents were in favour<br />

of allowing their use on public roads, with<br />

many supporters viewing e-scooters as an<br />

eco-friendly mode of transportation. “These<br />

regulations give significant consideration to<br />

safety, to help ensure people can ride e-scooters<br />

while minimizing risk,” Don Morgan,<br />

Minister responsible for SGI, said. “While<br />

municipalities have always had the option to<br />

allow e-scooters on sidewalks and walking<br />

paths, these new regulations serve public<br />

demand while providing municipal authority<br />

for additional bylaws.”<br />

Municipalities may pass bylaws to allow<br />

e-scooters and authorize where and when<br />

they can be used (public roads with speed<br />

limits of 50 km/h or less, sidewalks, pathways,<br />

etc.) If a municipality does not pass a<br />

bylaw permitting their use, e-scooters will<br />

continue to be prohibited on public roads in<br />

that community. The provincial regulations<br />

are safety focused, and stipulate:<br />

• E-scooters can only be permitted on roads<br />

with a speed of 50 kilometres per hour or<br />

less;<br />

• E-scooters cannot be operated at a speed<br />

greater than 24 km/hr;<br />

• A minimum operator age of 16 years or<br />

older;<br />

• An outline of the required standards and<br />

safety equipment – Riders are required to<br />

wear helmets; and Municipalities and provincial<br />

and national parks have the authority<br />

Since e-scooters are not regulated at the<br />

federal level, the regulations provide broad<br />

authority for Saskatchewan to pilot, test,<br />

to be registered and don’t require a driver’s<br />

licence to operate but they must comply with<br />

municipal bylaws and meet the provincial<br />

e-scooter regulations. Any fines or penalties<br />

for operating an e-scooter in a restricted area<br />

in your community, town or city are up to the<br />

municipality.<br />

These provincial regulations initially focus<br />

on e-scooters. While other vehicles aren’t<br />

included at this time, the regulations position<br />

the province to react to other micro-mobility<br />

“Taxes remain the largest household expense for families in Canada,”<br />

said Jake Fuss, Associate Director of Fiscal Studies at the Fraser Institute<br />

and co-author of Taxes versus the Necessities of Life: The Canadian<br />

Consumer Tax Index <strong>2022</strong> Edition.<br />

In 2021, the average Canadian family earned an income of $99,030 and<br />

paid in total taxes equaling $42,547.<br />

In other words, the average Canadian family spent 43.0 per cent of its<br />

income on taxes compared to 35.7 per cent on basic necessities.<br />

This is a dramatic shift since 1961 when the average Canadian family<br />

spent much less of its income on taxes (33.5 per cent) than the basic necessities<br />

(56.5 per cent). Taxes have grown much more rapidly than any<br />

other single expenditure for the average Canadian family.<br />

The total tax bill for Canadians includes visible and hidden taxes (paid<br />

to the federal, provincial and local governments) including income, payroll,<br />

sales, property, carbon, health, fuel and alcohol taxes.<br />

Moreover, since 1961, the average Canadian family’s total tax bill has<br />

increased nominally by 2,440 per cent, dwarfing increases in annual<br />

housing costs (1,751 per cent), clothing (643 per cent) and food (790 per<br />

cent).<br />

“Considering the sheer amount of income that goes towards taxes in<br />

this country, Canadians may question whether or not we’re getting good<br />

value for our money,” Fuss said.<br />

four-and-a-quarter. Not only that, the<br />

Chevy Vega was smaller yet, at only fourby-four<br />

inches. No wonder I’ve never got<br />

into four-lug stuff. Not only is it a potential<br />

weak point, but it’s also generally<br />

confusing, and I won’t even get into all<br />

that has what I believe to be the Vega bolt<br />

seeks public assistance<br />

locating missing<br />

13-year-old boy<br />

On <strong>Sep</strong>tember 20, <strong>2022</strong> at<br />

approximately 11 p.m., White Butte<br />

RCMP received a report of a missing<br />

13-year-old boy, Jon Stonechild.<br />

Jon was last seen on foot in the RM of Edenwold at<br />

approximately 10:30 p.m. on <strong>Sep</strong>tember 20.<br />

Jon is described as 5’8” and 140 lbs. He has brown eyes<br />

and short, brown hair. He was last seen wearing a white<br />

t-shirt, black pants, a black hat and sandals. A photo of<br />

him is attached.<br />

Officers have been actively trying to locate Jon since<br />

then, checking locations where he may have travelled.<br />

They are now asking members of the public for assistance.<br />

Jon may have travelled to Regina but this can’t be confirmed.<br />

Public notice is hereby given that the Council of the Town<br />

of Lumsden intends to adopt a bylaw under The Planning and<br />

Development Act, 2007 to amend Bylaw No. 15-2002, known as<br />

the Zoning Bylaw.<br />

INTENT<br />

The intent of Bylaw No. <strong>2022</strong>-12 is to amend the Zoning Bylaw to<br />

reduce the minimum site area, site frontage, rear yard setback, and<br />

side yard setback requirements for single detached dwellings in the<br />

Residential Multiple (R2) Zoning District.<br />

REASON<br />

Bylaw No. <strong>2022</strong>-12 is being proposed to accommodate future<br />

residential development in the R2 – Residential Multiple Zoning<br />

District which would provide for reduced development standards<br />

for single detached dwellings in this Zone for smaller lot sizes and<br />

reduced setbacks to provide greater flexibility for site development.<br />

PUBLIC INSPECTION<br />

Any person may inspect the bylaw at the Lumsden Municipal<br />

Office, located at #300 James Street North, in the Town of<br />

Lumsden, between the hours of 8:00 AM and 4:00 PM (open<br />

through the noon hour) from Monday to Friday, excluding<br />

statutory holidays. Copies of the proposed bylaw are available<br />
