Feedback
sought on
plan to
lower
speed limits
COMMUNITY feedback is
being sought on a plan to lower
speed limits across more than
500km of the roading network in
Christchurch.
The Road to Zero Strategy
aims to have safe speed limits
around all schools by the end
of 2027, with an interim target
of 40 per cent of schools by June
2024.
City council
transport
operations
manager Stephen
Wright said busier
roads, such as
Papanui and
Riccarton Rds,
may have variable Stephen
30km/h speed Wright
limits that will operate during
school start and finish times
only.
“We’re prioritising streets,
neighbourhoods and settlements
around schools to make it safer
for whānau to get to and from
school,” he said.
“Waka Kotahi NZ Transport
Agency has changed the way speed
limits are set which encourages
us to implement an area-wide
approach for consistency,
especially around schools, using
permanent 30km/h speed limits,”
he said.
A map showing the planned
speed limit reductions and how to
give feedback can be found on the
city council website.
Teen dancers fundraising for US competition
• By Darryl Baser
LIFE-LONG dancing friends are
hoping to take on the world in
the United States.
Three dancers from Avonhead
and Russley have joined forces
to raise funds for their trip of a
lifetime, further cementing their
life-long friendship, as they aim
to raise about $10,000 each.
The trio could join 14 fellow
Canterbury-based dancers
hoping to head to a prestigious
Highland Dancing competition
in the US early next year.
Cantabrian dancers make up
more than half of the 33 Kiwis
aiming to fly the flag at the
Virginia International Tattoo in
April 2023.
Addison Jones, 16, Estelle
Buchanan, 15, and Siara Clarke,
15, have been dancing together
since they were three or four
years of age, and all agree it is an
amazing opportunity.
“The most I’ve danced in front
of is a couple of hundred [people]
at the most,” Addison said.
Estelle said the scale of the
competition is a little daunting,
“especially as it’s in a bigger
country, there’s going to be a
big amount of people coming to
watch.”
Meanwhile, Siara is looking
forward to the multicultural
aspect of the tattoo, “where it’s a
world event, it’s going to be cool
seeing different people speaking
different languages,” she said.
FRIENDS: Highland dancers Addison Jones, Estelle Buchanan and Siara Clarke warm up for the Virginia International
Tattoo in April.
The New Zealand dancers
have been selected by the
New Zealand Academy of
Highland Dancing, but each
dancer needs to raise between
$7500 and $10,000 to cover their
expenses, so along with their
parents, the Christchurch trio
have decided to band together
in a number of fundraising
activities.
Estelle’s mother Sarah Buchanan
says the three families
have launched a Give-A-Little
page (https://givealittle.co.nz/
cause/highland-flinging-ourway-to-the-virginia-tattoo),
they’ve also organised a quiz
night at The Elmwood on
November 16, and are looking
at hosting a car wash in mid-
January 2023.
The trio are students of
dance teacher Julie Hawke,
often training at Christchurch’s
Showbiz Canterbury Studio.
The trio describe being
invited to join the New Zealand
Highland Dance Company to
perform at the Virginia Tattoo
in the US in April 2023, as a
huge honour, and they’re all
hoping members of the public
could ‘highland’ fling them some
money to help them on their
way.
Jack, a College 1st XV lock,
has just been named in the
2022 New Zealand Rugby
Schools team for the New
Zealand under 18 quadrangular
tournament in Hamilton
this week.
A first-time finalist, College
quickly took the early lead
to be 22–12 at quarter-time,
before racing to 40–20 at
half-time. In a brilliant performance,
Hunter and Tom
Hunter Adam
combined for College’s first
11 points in the third-quarter
before Braithwaite made a pair
of baskets.
College continued to
dominate the court, pulling
away to claim the Doug
Harford Memorial Trophy
after an unbeaten run at the
tournament. To top off a
remarkable effort, Hunter,
Tom, and Jordan were all
named in the AA Boys
Tournament Team.
10-year plan for
short and
long-term changes
• From page 1
The current consultation, which opened
today, includes planned changes for the
next two to three years. However, Wright
said a 10-year plan is being developed for
short and long-term speed changes.
“We’ve heard community concerns
about vehicles travelling at excessive
speeds through local streets and, to address
these, we’ve been introducing lower
speed limits through the Slow Speed
Neighbourhood Programme,” Wright
said.
“We installed five Slow Speed
Neighbourhoods in the last year, and there
is funding for five more this year and five
in the following year.”
All of us, myself included, are
constantly reminded by both written
and spoken rhetoric of the property
market’s nuances. It’s going up.
It’s going down. It’s reached the
bottom. It’s near the top. It’s gone
from FOMO ( fear of missing out) to
FOOP ( fear of overpaying)… and for
ordinary Kiwis doing their best to
buy well or even sell with an element
of satisfaction, it can feel like a
minefield.
So, what can I tell you that provides some
insight into not only our current local market
but the dynamics that govern any market?
Market cycles basically consist of four main
phases.
Before we look at them, it’s useful to
acknowledge that this concept has been in
existence for nearly 100 years and reflects the
efforts analysts have made trying to assist and
predict market forces.
See if you recognize them – or perhaps your
own personal property market position.
Boom
You’ll know this one. It’s said by some
authorities to be the first stage of the property
cycle. As the word suggests, the price of
property rises, asking prices are exceeded,
auction is the favorite method of selling and
demand is greater than supply. It’s exciting,
both fast and furious, and it favors sellers.
It’s hard on buyers, particularly first-home
buyers, and can result in scenarios where
what you paid to buy could be considered
too much when you go on to sell, something I
have witnessed recently. If you haven’t already
guessed, we have just had such a period (the
last 18 months, coming to a halt around April
2022) and we haven’t been alone: it’s been
an international occurrence. Real estate
consultants and property owners who fared
well during this period will look back on it as
one of the most extraordinary of real estate
periods.
What follows this stage is referred to by a
number of names including:
Peak or Slowdown
Often you have an affordability issue related
to the preceding boom, the consequences of
an oversupply of property and the sense that
a change is on its way. This is evidenced by
longer days on the market, altered auction
clearance rates and buyers proceeding with
caution rather than abandon.
Trough or Slump
Next, it’s the turn of the ‘Trough’ or ‘Slump’, as
some have called it. This is just what it feels
like; there’s a greater swing towards the needs
of buyers rather than sellers. Prices are also
adjusted, usually, but not always, down and
confidence ebbs, though not necessarily for
buyers. They can actually feel empowered by
the changes, but there’s a warning required
here.
Let’s skip to Tony Alexander, a well-known,
now independent, economist who referenced
what’s happening for first-home buyers in a
recent article.
“Things may be changing very quickly
amongst first home buyers and if you have a
misplaced focus on getting your first housing
asset at the bottom of the price cycle rather
than your first owned home then the clock is
ticking against you.”
“The housing cycle is moving towards a
preparatory phase for turning back upwards.”
Recovery
And this moves us towards the fourth stage of
the property cycle, ‘Recovery’.
With spring here, we are noticing more
confidence, busy auction rooms, better
clearance rates, higher open home
attendances.
Who knows where it will go. If you’re a buyer,
you’ll have a different agenda to sellers, if
you’re a realtor you’ll have a foot in a number
of camps, and if you’re an old head like me
you’ll just keep moving forward.
Every market has its winners; I happen to think
it’s currently more of a balanced market.
It’s not the dizzy 2021 extravaganza, but there
are great properties available, owners are
looking at things with a more realistic lens,
and 29 years of experience have taught me it’s
about getting the property you want.
Don’t wait to confirm the recovery phase is on
its way. Now is the time to rethink your plan.
Do something and make the most of the
property cycle you find yourself in.
