Aday of highlights at <strong>North</strong>ern A&P Show<br />

Rangiora’s<strong>North</strong>ern A&PShow bounced<br />

back from along absenceatthe weekend,<br />

with alargecrowdand an exciting day of<br />

highlights.<br />

Covid­19 pandemic restrictions had kept<br />

the show in hiatus since2019, although a<br />

socially distant event, with only three<br />

sectionsjust for competitors, was held last<br />

year.<br />

But this year fortunefavoured the show.<br />

‘‘We had great weather and verygood<br />

support from the public,’’ show president<br />

Graeme Green, of Fernside, says. ‘‘All our<br />

vendors werebusy all day and it was great<br />

to see the large crowd enjoying our show.<br />

‘‘We don’t yet know what the attendance<br />

figuresare, but based on the gate­takings<br />

and discussions with oldermembers of the<br />

committee, it was above previous years,<br />

whichweare reallypleased with.’’<br />

The two­day show began last Friday,<br />

with equestrian events only, before the<br />

main eventonSaturday where the highflying,<br />

death­defyingFreestyle New<br />

Zealand motocross riders, Andrew<br />

Jackson and StuartEwing, from Gore,<br />

were ahuge hit with the largecrowd<br />

watching on.<br />

It was the first time they had performed<br />

at the <strong>North</strong>ern A&P Showand theyhave<br />

already been booked for next year’sevent.<br />

But there were many other highlights<br />

including the terrierrace whichfeatured<br />

athree­legged, 13­year­old canine star<br />

called Maisie whoout sprinted her rivals<br />

in the second running of the race—after<br />

the first one was held without the rabbit<br />

lure.<br />

The wood­chopping and sheep shearing<br />

events, and the farmyard animals once<br />

againprovedpopular,but the equestrian<br />

events, sheepdog trials, machinery<br />

displays, pet lambs, and other farm<br />

animals alsodelivered highlights.<br />

It was ashow to remember, but now<br />

planningbegins fornext year’sevent, a<br />

special 150 year celebration. We want to<br />

celebrate 150 years withabig event<br />

coveringfarmingthroughthe years,’’<br />

Graeme says.<br />

Melanie Morris is the incoming<br />

president. She will haveher Dad Lyndon<br />

Morris, aformer showpresident, in her<br />

corner to help her.<br />

The convoy’s symbol of all things<br />

agriculture, alarge greentractor, had<br />

its brakes applied by the New Zealand<br />

Police beforeitcould evenget out of<br />

the car park, because it wasn’t<br />

registeredfor the road.<br />

But it barely raised awhimper from<br />

thosegathered, who carried on<br />

regardless, in ashow of unityin<br />

support of the national Groundswell<br />

protest —‘‘We’re not going to take it’’.<br />

They weredeterminedtorepresent<br />

thosewho couldn’t make it, and their<br />

passion about the protest was clearly<br />

displayed on their vehiclesvia a<br />

deepfreeze, and wrapped baleage on<br />

utes,and carefully scriptedslogans on<br />

the sides of four­wheel drives, held<br />

firmly in placebysilage tape.<br />

Though the <strong>North</strong> <strong>Canterbury</strong><br />

turnout was ashadow of the November<br />

2021 protests,Groundswell organisers<br />

BryceMcKenzie and Laurie Paterson,<br />

said the turnout across New Zealand<br />

of over 10,000 farmers was great,<br />

considering theyhad only eight days to<br />

get on board, and slot the protest into<br />

theirschedule duringaparticularly<br />

busy time on farmfor farmers and<br />

contractors.<br />

The convoy joined up withfarmers<br />

travelling from Oxford, Custand<br />

Rangiora, before mergingwith<br />

convoys from the westatJohns Road,<br />

near Christchurch Airport and<br />

travelling on intothe inner city.<br />

Mike said he joined the protest as he<br />

took the futureoffarming extremely<br />

seriously.<br />

Petersaid the Government’s<br />

proposalwas ‘‘ideological bullshit’’. It<br />

wouldnot havebeen so bad if it made<br />

adifference to the climate.<br />

But it wouldn’t because squeezing<br />

the New Zealand farming community<br />

wouldjust shift the problem off shore<br />

to fill the gap created by the lossof<br />

New Zealand’s exports.<br />

‘‘Every litre of milk, and every tonne<br />

of grain, is going to be produced<br />

somewhereelse with ahigh carbon<br />

footprint,’’ says Peter.<br />

He would like to see someone assess<br />

the carbon footprint of Super Rugby<br />

whichwas held for nothing butfun.<br />

Farming on the other handwas a<br />

serious business,and, as his signs<br />

said:‘‘The only country to tax food<br />

production’’,‘‘FoodB4PineTrees’’,<br />

and ‘‘World’smost efficient<br />

agriculture’’.<br />

fromimpressed’’.<br />

‘‘Thereisnoprecedentfor what the<br />

Governmentisdoing and it’s hugely<br />

disappointing for ruralareas like<br />

Waimakariri.’’<br />

Mr Doocey says New Zealand’s<br />

farmers wereresponsible for feeding<br />

tensofmillionsofpeople worldwide.<br />

If they ceased production it was<br />

inevitable othercountrieswouldbe<br />

quick to step in and fill the gap.<br />

Thismeant the country notonly<br />

losing out on export revenue,but the<br />

emissionsproblemwouldsimply be<br />

shifted overseas as jobs and<br />

production ramped up to fill thatgap.<br />

Comparisons could be drawn with<br />

Labour’s ban on gas and oil which had<br />

led to New Zealand havingtoimport<br />

record amounts of dirty Indonesian<br />

coal, he said.<br />

‘‘Out of sight, out of mind is not the<br />

benchmark we want to be setting as<br />

world leaders.<br />

‘‘We shouldbeproud our farmers<br />

are setting the ultimate carbonefficiency<br />

standards already, and<br />

support them to do so without<br />

rendering it fiscally impossiblefor<br />

them to continue.’’<br />

Mr Dooceysays losing one fifthof<br />

sheep and beef farming is too high a<br />

price to pay for individualfarmers,<br />

many of whom he had spokentoinhis<br />

own electorate in thepast two weeks.<br />

He vowed to continue engaging in<br />

the issuebytalking to farmers and<br />

local sectorleaders who were feeling<br />

let down by the Government.<br />

Waimakariri and the widerNew<br />

Zealand economy and we mustsupport<br />

it.<br />

‘‘Whenour farmersdowell, we all do<br />

well.’’<br />

It was sausages galore at last weeks25th<br />

annual Great New ZealandSausage<br />

Competition awardsnight and amongst<br />

the 530 entries was awinning entryfrom<br />

the RavenswoodNew World butchery<br />

department.<br />

Senior butcher Lindsay Dawkins saysit<br />

was agreat honour for the team to win on<br />

theirfirst attempt.<br />

He says it took the teamweeks of trail<br />

and error before they finally formulated<br />

the correct proportions of taste, texture<br />

and ingredients for theirgold medal<br />

winning Lamb, Pumpkin and Feta<br />

sausage.<br />

The category the team had entered in at<br />

the nation­wide competition, was the<br />

flexitarian or meat­freecategory.<br />

Thegoal was to createasausage with<br />

littleornomeat in it.<br />

Theveteran butcher said over aperiod<br />

of aboutfive weeks, each member of the<br />

team had acrack at producing asausage<br />

mixture and then they all reviewed their<br />

offerings.<br />

‘‘We pickedthe best ideaand then went<br />

about trying to get the proportions andthe<br />

taste right.’’<br />

He gavethanks to asupplier who<br />

managedtofind the right seasoning for<br />

them and thenthey tried manydifferent<br />

cheese varietiesbefore eventually settling<br />

on goats milk Feta, ‘‘because it had the<br />

right amountoftaste and texture,’’ he said.<br />

‘‘It madeittaste just right as the other<br />

varieties were either too strong or didn’t<br />

have enough flavour.’’<br />

The tasty bangershave become a<br />

popular attractionatthe store.<br />

Mr Dawkins says customers are phoning<br />

them dailyasking whenthe next batch is<br />

due.<br />

‘‘It’s been agood experience for all the<br />

team here and we are already thinking<br />

aboutwhat we can make for nextyears<br />

competition,’’ he says.<br />

‘‘It was great how each butcher came up<br />

with aconcept, and thenthey picked the<br />

Hesitance to employ the young<br />

<strong>North</strong> <strong>Canterbury</strong> employers are being<br />

encouraged to give ayoung person a<br />

chance.<br />

With summer just around the corner,<br />

young people are available for holiday<br />

jobs and ready to help fill the region’s<br />

labour shortage.<br />

Waimakariri MP Matt Doocey and his<br />

former Youth MP Ellie Tizzard have<br />

launched anew initiative to coincide<br />

with Labour Day to help bridge the gap<br />

between employers and local youth.<br />

‘‘What we are finding is there is a<br />

hesitation among employers for<br />

employing young people and we want to<br />

break down some of those barriers,’’ Mr<br />

Doocey says.<br />

‘‘We want employers see young people<br />

as an opportunity, especially when there<br />

is alabour shortage.’’<br />

Ms Tizzard was chosen as Mr Doocey’s<br />

Youth MP in 2019 and chose youth<br />

employment as her project.<br />

The idea came out of the Waimakariri<br />

Youth Development Strategy, which was<br />

developed by the Waimakariri Youth<br />

Council in 2018.<br />

Mr Doocey hosted aJobs Summit two<br />

years ago, following the Covid­19<br />

lockdown, and decided to employ Ms<br />

Tizzard on acasual basis to work on a<br />

youth employment project.<br />

While <strong>North</strong> <strong>Canterbury</strong> has one of the<br />

lowest unemployment rates in the<br />

country, youth unemployment can be<br />

hidden as young people are not always<br />

included in the statistics ­making it ‘‘an<br />

underground problem’’.<br />

‘‘With the year coming to an end and<br />

young people going on break, and it is a<br />

busy time of year for business, we<br />

thought it would be aperfect<br />

opportunity,’’ Ms Tizzard says.<br />

‘‘It is an easy opportunity to give a<br />

taster to young people to get experience<br />

in the workplace and to help out<br />

businesses at the same time.<br />

‘‘So it can be beneficial for both<br />

parties and if it ends up in long term<br />

employment, then it is the cherry on the<br />

top.’’<br />

Ms Tizzard says she is looking for a<br />

summer job herself, once she has<br />

finished exams.<br />

She hopes to graduate this year with a<br />

criminal justice degree and plans to<br />

work locally for the next couple years<br />

and do some travel before applying to<br />

join the police.<br />

She also has her eye on Mr Doocey’s<br />

job.<br />

Mr Doocey, who is the Opposition<br />

Youth Spokesperson, says he hopes to<br />

take the findings from the youth<br />

employment initiative to Parliament.<br />

‘‘I am interested to see how the project<br />

progresses. If it is effective Iwould be<br />

more than happy to take it Parliament<br />

and see if it can be rolled out into other<br />

regions.’’<br />

Kaikōura Mayor’s Taskforcefor Jobs<br />

(MTFJ) employment co­ordinator Sean<br />

Madden says the promise of anew tourism<br />

season and the openingofthe Sudima<br />

Hotelhas created some optimism in the<br />

town.<br />

‘‘There seemstobealot of jobsabout,<br />

but it is about getting the right fit and<br />

encouraging employerstotake achance<br />

on youth.’’<br />

Eleven young people who have gone<br />

through theMTFJ programme havefound<br />

jobs at the Sudima Hotelsofar.<br />

developmentsatVicarage Viewsand<br />

OceanRidgeisexpected to open up<br />

opportunities in the building sector.<br />

Mr Madden says he has been working<br />

with Kaikōura High Schooltodevelop a<br />

trades academy, with10studentssigned<br />

up so far.<br />

‘‘It’s about gettingsome youngpeople<br />

readyfor apprenticeships with the new<br />

housing development.<br />

‘‘It means employerscan come in and<br />

pick who they want, and we are hoping<br />

some tradieswill come in and talk to the<br />

students aboutworking in the industry.<br />

‘‘We had 20­odd apprenticesplaced in<br />

jobs thisyear,withmost of them in<br />

construction.’’<br />

An apprenticeshipgraduationevening<br />

will be held on November 23 to celebrate<br />

the achievements of young people who<br />

have gone throughthe MTFJprogramme<br />

this year.<br />

Mr Madden says some youngpeople had<br />

visited theoffice after starting work and<br />

not beinggiven acontract.<br />

‘‘Those were oneswho hadn’t gone<br />

through MTFJ andwe’ve got some new<br />

employerswho needsome training,<br />

particularly around writing contracts.<br />

‘‘Unfortunately when peopleare new to<br />

business, they don’t always know all the<br />

ins and outs.’’<br />

He encourages employerstovisit the<br />

employment.govt.nz website to get some<br />

tips.<br />

The MTFJ funding is for assisting16to<br />

25­year­olds into employment, but Mr<br />

Madden says no­one is turned away.<br />

The programme offers training, driving<br />

coursesand helps people preparefor the<br />

workplacewith writing CVs and preparing<br />

for job interviews.<br />

Afestival of gardens in Hurunui<br />

The Hurunui Garden Festival opensfor<br />

business today, Thursday,<strong>October</strong> <strong>27</strong>,<br />

and runs until Sunday, <strong>October</strong> 31.<br />

The fifth annualfestival is showcasing<br />

25 gardens, artists, and collectionsinsix<br />

clusters throughout the Hurunui region.<br />

There is also talks, tours, sculpture,<br />

art, music and events at manyofthe<br />

gardens, along with tea and coffee.<br />

homesteads are open for visits, along<br />

with the Foxdown Classic Car and<br />

Memorabilia Collection at Foxdown<br />

Farmers unimpressed<br />

My family and Imade the most of the<br />

recent school holidays to do abit of<br />

exploring around <strong>North</strong> <strong>Canterbury</strong>.<br />

We are fortunate that we don’t have to<br />

travel far to enjoy beautiful<br />

surroundings, with beaches and rivers<br />

right on our doorstep.<br />

What can be better than getting out in<br />

nature with the family to relax and<br />

unwind.<br />

I’ve met with anumber of local<br />

farmers since Labour announced how<br />

they plan to price emissions, and its fair<br />

to say they are far from impressed.<br />

There is no precedent for what the<br />

Government is doing and it’s hugely<br />

disappointing for rural areas like<br />

Waimakariri.<br />

Losing one fifth of sheep and beef<br />

farming is too high aprice to pay for<br />

individual farmers, and we will only<br />

shift the emissions problem overseas as<br />

jobs and production ramp up offshore.<br />

Agriculture is the backbone of New<br />

New Zealand's economy and we must<br />

support our farmers, who are already<br />

leading the way globally in carbon<br />

efficiency.<br />

Like Labours oil and gas ban which<br />

has led to New Zealand having to import<br />

record amounts of dirty Indonesian coal,<br />

if we shift primary production offshore<br />

to countries where farmers are less<br />

efficient, we will only push up global<br />

emissions which is worse for the planet.<br />

Waimakariri is like the rest of the<br />

country, when our farmers do well, we<br />

all do well.<br />

With Covid­19 creating havoc for<br />

agricultural shows up and down the<br />

country for the past two years, it was a<br />

real pleasure to get back into the<br />

Rangiora A&P Showgrounds on the<br />

weekend and celebrate aday where<br />

town meets country.<br />

The 150­year­old <strong>North</strong>ern A&P Show<br />

has always been ahuge crowd­pleaser<br />

and it was great to see so many people<br />

through the gates and supporting the<br />

event again this year.<br />

Ialways enjoy manning my stall as the<br />

local MP to listen and chat to local<br />

residents, as well as the many who<br />

attend the Show from outside the<br />

district.<br />

Congratulations to Show President<br />

Graeme Green and his team for<br />

organising such asuccessful event.<br />

Lastly, Iwas honoured to be appointed<br />

patron of the Rangiora Community<br />

Patrol recently.<br />

Patrol leader Chris Barker and his<br />

team do valuable work around town<br />

ensuring the safety of us all.<br />

They are an extra set of eyes and ears<br />

for the police, and are committed to<br />

serving their community.<br />

Ialways enjoy being ahands­on MP<br />

and championing local initiatives.<br />

With Rangiora recently experiencing<br />

aram raid at alocal dairy we need to<br />

ensure everyone feels safe in our<br />

community.<br />

Time to focus on the<br />

next three years<br />

Iwould like to takethis opportunity to<br />

personally thank you all for your<br />

continued support of me as Mayor of the<br />

Waimakariri District.<br />

Iamtruly honoured and humbled that<br />

you haveplaced your confidence and<br />

trustinmetocontinue to serve this<br />

wonderful district for another term.<br />

Ifeel we have achieved some fantastic<br />

outcomes in the pastterm, and now is<br />

the time to focus on whatthe next three<br />

yearswill bring.<br />

Government reform, particularly<br />

around the Three Waters, is going to be<br />

an ongoing issue.<br />

We know from the results of asurvey<br />

sent to our residents last year, that 95%<br />

of respondents told us that they are<br />

opposedtothe Government’s current<br />

proposal around Three Waters. In this<br />

term,Iwill continue to pushstrongly for<br />

abetter outcomeonthis issue for all our<br />

ratepayers and residents.<br />

Another concern may be the proposed<br />

RMA reforms and the review of local<br />

government, which is due to be released<br />

laterthis week.<br />

Managing development and strong<br />

growth in Waimakariri will be another<br />

priority.<br />

The Waimakariri District expectsto<br />

have around 13,000 moreresidents in 10<br />

years’ time and around 100,000 by 2050.<br />

There is aneed to plan ahead and<br />

invest in infrastructure and facilities.<br />

This includesroadingimprovements<br />

and addressing traffic congestionin<br />

Southbrook and Woodend.<br />

Climate change and its effects will also<br />

be important to address.<br />

This includes managing the<br />

challenges that arise fromregular<br />

flooding events which are occurring<br />

morefrequently.<br />

These are some of the major issues the<br />

council is concerned about and are<br />

priorities in our long term planning.<br />

Ihad the pleasure of attending the<br />

Rangiora A&P Show on Saturday. It truly<br />

is wonderfultohave A&P shows once<br />

againpart of our lives.<br />

Believe it or not, this was only the<br />

second show Ihave attended as Mayor.<br />

Iattended at thestart of my first term,<br />

and now at the startofmysecond term.<br />

The other years unfortunately fell<br />

victim to the pandemic.<br />

For me A&P showsepitomisethe very<br />

essenceofour District –where town and<br />

country meet.<br />

The perfect mix of rural and urban.<br />

Ionce again enjoyed my obligatory<br />

hotdog and seeing the manyarrays of<br />

stallsand of course the brilliant<br />

livestock.<br />

The <strong>North</strong>ern A&P Association has<br />

been organising the Rangiora Show for<br />

morethan 150 years and they do a<br />

fantastic job.<br />

Iwould like to congratulate President<br />

Graeme Greenand everyone involved in<br />

makingthis year’s show another<br />

wonderful success for all residentsand<br />

visitors to our district.<br />

Bellgrove gets funding boost<br />

Ahousing development in Rangiora is<br />

set to burst into life thanks to<br />

Government investment.<br />

Anew sub­division in northeast<br />

Rangiora will receive $5.7 million for<br />

transport and three waters projects<br />

from Kainga Ora’s Infrastructure<br />

Acceleration Fund (IAF).<br />

The Bellgrove sub­division is<br />

expected to unlock around 1300<br />

affordable homes and the infrastructure<br />

will help open up other housing options<br />

in the area.<br />

Rangiora is one of eight towns and<br />

cities to get ashare of $192 million from<br />

tranche two of the IAF funding<br />

announced by Housing Minister Megan<br />

Woods on Thursday, <strong>October</strong> 13.<br />

Waimakariri District Council acting<br />

chief executive Jeff Millward says the<br />

funding will allow the development to<br />

get under way sooner than would<br />

otherwise have been possible.<br />

‘‘It makes abig difference to get that<br />

funding and accelerate that<br />

development. It’s quite an exciting<br />

development.’’<br />

Affordable housing has become a<br />

major issue in the district in recent<br />

years, with the council working on a<br />

housing policy statement.<br />

‘‘It’s about how do we provide quality<br />

housing at an affordable value, and this<br />

development will help low income and<br />

first home buyers, right through to<br />

people who have been in the market for<br />

along time,’’ Mr Millward said.<br />

The Bellgrove sub­division was fasttracked<br />

under the Government’s Covid­<br />

Vandalism is increasing at the former<br />

Queen Mary Hospital site in Hanmer<br />

Iwould like to thank those of you who voted in the recent election (a solid 44.6%<br />

voter return, slightly less than 2019 but ahuge increase on 2013 and 2016), and in<br />

particular those who trusted me with their vote.<br />

Iappreciate the support and was humbled to top score in the ward again.<br />

Ihave agreed to return to the Woodend Sefton Community Board as one of the two<br />

council appointees joining board members Shona Powell, Andrew Thompson, Mark<br />

Paterson ,Rhonda Mather and Ian Fong, with whom Iamlooking forward to working<br />

with.<br />

Working closely with Mayor Dan Gordon, Icontinue to advocate for the long<br />

overdue SH1 safety improvements, Ravenswood underpass and Woodend by­pass, in<br />

addition to the proposed new community facilities at Pegasus and land acquisition<br />

for community facilities at Ravenswood.<br />

Kaiapoi issues will not be overlooked, as Iwill also be attending Kaiapoi Tuahiwi<br />

Community Board meetings as in the past term.<br />

This term the council appointees are Neville Atkinson and Al Blackie who will be<br />

joining board members Jackie Watson, Sandra Stewart, Tim Bartle, Russell Keetley<br />

and Tracey Blair.<br />

Iwill continue to be active in your community and approachable as in the past.<br />

Community is at the centre of local government and my re­election slogan remained<br />

‘‘Serving the Community’’ and that commitment remains unchanged.<br />

Museum welcomes Government redevelopment funding<br />

A$25 million Government contribution to<br />

<strong>Canterbury</strong> Museums redevelopment is<br />

crucialtothe project,David Ayers, chair<br />

of the Museums Trust Board says.<br />

Christchurch Regeneration contingency<br />

fund, andwas announcedbyassociate<br />

MinisterofFinanceMegan Woods last<br />

week.<br />

projects viability.<br />

‘‘Without thiscrucialcontribution from<br />

the Government,wecouldnot redevelop<br />

the Museumand address theissues that<br />

threaten its future,’’ he says.<br />

We arehugely grateful to the ministers<br />

who have recognised how important the<br />

Museum is to Cantabrians.<br />

The <strong>Canterbury</strong>Museum Trust Board<br />

has agreed abudgetof$205millionfor<br />

the redevelopment; $175 million forthe<br />

buildingitselfand $30 millionfor<br />

developing new exhibitions.<br />

With theGovernmentcontribution, the<br />

Museum has $150million secured.<br />

Mr Ayers says theMuseum will now<br />

approachthe Regional Cultural and<br />

Heritage Fund andthe Lotteries<br />

Commission about further funding.<br />

‘‘I’mconfident we’llhavethe $175<br />

millionfor the buildingsecuredbefore<br />

work begins on theMuseum site in April<br />

next year.<br />

‘‘That will giveusabout four years to<br />

The Waimakariri Age­friendly Advisory<br />

Groupisabout to conductasurveyofthe<br />

district’solderresidents to findout what is<br />

important to them.<br />

Chairperson Joanne Gumbrell says a<br />

brochure has been preparedwhich will be<br />

available at local libraries.<br />

The surveywill help the advisory group<br />

when advocating with the Waimakariri<br />

District Council, police and providers such<br />

as Age Concern.<br />

‘‘We are goingout to groups to ask them<br />

what theyare requiring for older people,’’<br />

she says.<br />

‘‘People can fill out the brochure in<br />

groups, with theirneighbours or by<br />

themselves.’’<br />

The age­friendly advisory group was<br />

established threeyears ago to implement<br />

the council’s age­friendly community plan.<br />

The council recently gavethe groupits<br />

blessingtocontinue to advocateonbehalf<br />

of the district’s older residents.<br />

Mrs Gumbrellsaysthe group’s<br />

membershipwas being reviewed, withnew<br />

members coming on board.<br />

Anew council appointee to the group will<br />

be announced soon,following the<br />

retirementofCrWoody Doody.<br />

Anew chairpersonwill be elected soon,<br />

with Mrs Gumbrellsteppingdown at the<br />

end of the year.<br />

The group was now beingsupported by<br />

community development facilitator Martin<br />

Pugh,following the retirementof<br />

MadeleineBurdon, whowas instrumental<br />

in developing the age­friendly community<br />

plan.<br />

important role in advising the council on<br />

how to best meetthe needs of the district’s<br />

ageing population.<br />

Apopulationupdate in June last year<br />

found morethan 50 percent of the district’s<br />

residents were aged over 50 years,while<br />

populationprojections suggest by 2048<br />

around 30% of Waimakariri residents will<br />

be aged 65 years and over.<br />

holding aseminar in November on<br />

in­depth look at the range of subsidies<br />

available, and other legal matters<br />

pertinent to seniors.<br />

Elder law specialist and an industry<br />

leader in the area of elderly services and<br />

seniors law, Fleur McDonald, will speak<br />

on the processes and concerns anyone<br />

has on moving into residential care.<br />

She says whether afamily is facing the<br />

important decision regarding someone<br />

moving out of their own home and into a<br />

retirement village, or into permanent<br />

residential care in aRest Home or<br />

Hospital, or want to be prepared for the<br />

possibility, this seminar is an excellent<br />

opportunity to hear an elder law<br />

specialist talk about the process.<br />

Fleur will also share her knowledge and<br />

experience on other legal matters<br />

relating to people with dementia, such<br />

as Enduring Powers of Attorney, what<br />

You do not have to do this, please be<br />

aware of the consequences if it isn’t<br />

conducted:<br />

Aperson cannot apply for financial<br />

help from the government;<br />

Aperson may have to pay more than<br />

the weekly amount set by the<br />

government for residential care in your<br />

region;<br />

Aperson not having completed a<br />

needs assessment may find difficulty in<br />

finding aplace in arest­home —many<br />

homes will not let you move in unless<br />

you’ve had aneeds assessment first.<br />

apersons life it is prudent to seek help<br />

to make these decisions. Often aperson<br />

needs to make these decisions at atime<br />

Rewi Alley’s125th anniversary honoured<br />

Sharing the story of Rewi Alley with the<br />

young people of the Selwyn and<br />

Hurunui Districts was the wish of<br />

Chinese Ambassador Wang Xialongo<br />

during his recent visit.<br />

Last week, the Selwyn Sister<br />

Committee, Christchurch China<br />

Committee and the Hurunui District<br />

Council co­ordinated the visit of<br />

Ambassador Wang and Chinese Consul<br />

General to the South Island, Madame He<br />

Ying, to Springfield School, Darfield<br />

High School and Amberley School to<br />

talk about the mark Mr Alley made in<br />

Chinese history.<br />

This year is the 125th anniversary of<br />

his birth.<br />

Once astudent at Amberley School,<br />

Mr Alley went on to create alegacy<br />

serving as afriendly ally between New<br />

Zealand and China.<br />

Mr Alley spent 60 years in China as an<br />

advocate for the Chinese people,<br />

establishing industrial co­operatives<br />

and technical training schools.<br />

Before visiting Amberley School last<br />

week, Ambassador Wang joined<br />

Hurunui Mayor Marie Black for awalk<br />

around Chamberlain Park, planting a<br />

tree in memory of Alley in the Chinese<br />

Garden.<br />

Mrs Black said it is important the<br />

legacy of Mr Alley is well known among<br />

young people.<br />

‘‘Alley’s great respect for Chinese<br />

people, and his humble no­nonsense<br />

manner, made him awell­respected<br />

cultural ambassador for both countries.<br />

‘‘It is important for our youth to<br />

understand and appreciate the link he<br />

forged between China and New Zealand<br />

to ensure it continues to grow stronger<br />

throughout the generations to come’’<br />

kōtuku /whiteheron found at<br />

Waikuku Beach.<br />

The bird was found dead earlier<br />

this month and has been sentto<br />

Massey University, in Palmerston<br />

<strong>North</strong>, for anecropsy to determine<br />

the cause of death.<br />

It is believed to havebeen shot.<br />

protectedunder the Wildlife Act<br />

1953 and anyonefoundtohave<br />

harmed them may incur atwo­year<br />

jail termorafine of up to $100,000.<br />

has happened to this kōtuku.<br />

Lincoln farm sets new targets<br />

The foodbill is abouttoget steeper if a<br />

Federated Farmers’ warning rings true<br />

about the drip­down effects of apay<br />

increase for international workers.<br />

The Government has announcedanew<br />

medianwage of $29.66 per hour to be<br />

adopted into the immigration systemin<br />

February. That’s up $1.90/hr on lastyear’s<br />

medianand above the $21.20/hr minimum<br />

wage.<br />

National dairy chairman Richard<br />

McIntyre said that raised many concerns<br />

among farmers and thoseunable to afford<br />

the increasewould end up workingmore<br />

hours themselves.<br />

‘‘It’s$8an hourabovethe minimum<br />

wage, but is effectively aminimum wage for<br />

migrant workers.’’<br />

He saidmost new migrant farm staff<br />

were now being employedonthe<br />

Accredited Employer WorkVisa, which<br />

had an hourlyrate of pay requirement tied<br />

to the medianwage.<br />

‘‘Farmersare faced with payingalmost<br />

$30 an hourfor international staffneeded<br />

to perform the basic tasks on farm,’’ he said.<br />

‘‘All industriesare strugglingtofind New<br />

Zealanderswho are willingand abletodo<br />

the job but for farm employers in remote<br />

rural areas thechallengeiseven greater.<br />

‘‘Farmersneed people in gumbootson<br />

the ground to putcups on cows and drive<br />

tractors so that they are able to focusonthe<br />

more technicaland managementroles on<br />

farms.’’<br />

Mr McIntyre said New Zealand had<br />

becomealess attractive countryfor<br />

migrant workers, notbecauseofpay rates,<br />

but becauseothercountriessuch as<br />

Canadaand Australia had fewer<br />

restrictions on pathways towards residency<br />

and reuniting families.<br />

He saidfarmerswould liketoattract<br />

more Kiwis on farms, but it was difficult<br />

even in highunemployment to encourage<br />

job seekers to leavetheir family networks<br />

to go to rural areas.<br />

Farmers werealreadystruggling with<br />

farm workingexpense inflation of 16%, he<br />

said.<br />

‘‘It’sastruggle.Prices are highonthe<br />

internationalmarket formeat andmilk,but<br />

that won’t stay up forever and we are<br />

worried aboutfarm profitabilityifprices<br />

do ever come back.These increases fuel<br />

inflation for the economy at large and that’s<br />

something everyone is concerned aboutat<br />

Mr McIntyre said farmers were happily<br />

prepared to pay someone with five years<br />

experience $30/hr.<br />

‘‘But if it’s an entry levelperson without<br />

experience in New Zealandwho maynot<br />

apply themselves that well and may forget<br />

to shutthe vatoff then that’s ahuge costto<br />

pay. That $70,000 ayear forjust under 50<br />

hours aweek is incredibly attractive<br />

especially as inflationfor farm workers is<br />

not that bad with accommodation, firewood<br />

and often meat and milk provided.’’<br />

Finding goodfarm staffcontinues to be a<br />

challengeasrural and provincial<br />

employerscompete for the same limited<br />

pool of staffwhile unemployment remains<br />

on its low base.<br />

Average pay rates haveriseninthe<br />

sectorwith aFederated Farmers­<br />

Rabobank farm remuneration survey<br />

showing average incomes have grown 15%<br />

in the dairysector, 14% in the sheep and<br />

beef sectorand 7% in thearablesector.<br />

Mr McIntyresaid short­staffed farm<br />

ownerswere gettingburned out and<br />

opening themselvestofatigue, stress and<br />

farm accidents.<br />

‘‘Our concern is that never­ending wage<br />

increases will add additional costs not just<br />

to farmemployers but also the downstream<br />

and upstream industries that service<br />

agriculture and businessesinthe wider<br />

economy, driving up input costs and<br />

reinforcing awage­price spiral thatwill<br />

drive inflationeven higher.<br />

Now thatachallenging season is behind<br />

them, the smallteam at Lincoln University<br />

Dairy Farm(LUDF) is keen to reach targets<br />

for anew milking systemonplantain and<br />

grass pastures.<br />

The commercial demonstration farmat<br />

Lincoln Universityreduced its twice­a­day<br />

milking to 10 milkings over seven dayslast<br />

year to take pressure off cows, peopleand<br />

pasture demand.<br />

Pastures down on energy after awet<br />

summeronits heavysoilsresulted in the<br />

herd being down 8percent in milk<br />

production comparedwith twice­a­day<br />

milking the previous season.<br />

Manager Peter Hancoxsaid they were<br />

carrying on with the new milking system,<br />

despite atesting last season.<br />

He said they werelooking forward to test<br />

the 10­in­seven system under average<br />

seasonconditions.<br />

‘‘We thinkwedid reasonably well, but<br />

last year therewere alot of environmental<br />

factors that were challenging and would<br />

have been challenging even had we been<br />

doing the normaltwice­a­day milking.<br />

‘‘We just didn’t grow the grass and are<br />

tryingtoestablish plantain on the farm and<br />

that cost us abit of time.<br />

‘‘It was takingusuptothree weeks longer<br />

than it would’ve done if we’d gonegrassto<br />

grass.Sothat put abit of pressure on.’’<br />

More supplementary feeding wasused to<br />

fill the grass gapand the expectedeffectof<br />

lower costs and just 5% less milk failedto<br />

follow.<br />

Mr Hancox said they were not alone with<br />

many <strong>Canterbury</strong> farmers struggling with<br />

the challenging seasonand lowermilk<br />

yields.<br />

‘‘There’s been somegood research that<br />

we only should lose about 5% production<br />

doing thatand we will cut costs in the cow<br />

shed and also it’s verygood on labourwith<br />

staff on afive­to­two (five working days, two<br />

days off) roster and workingsortof45hours<br />

He said staff appreciated the familytime<br />

over part of the weekend and it wasthe first<br />

time for awhile they’ve had the same team<br />

return for back­to­backseasons.<br />

The targetwas to prune costs by 25% on<br />

the 162 hectare farm.<br />

Farm workingexpenses ended up at<br />

$4.86akilogramofmilksolids, above the<br />

budgeted $4.20/kg becauseofrising costs<br />

and less milk production.<br />

Mating was also a‘‘let down’’ with 20%<br />

empties particularly as it was thought to be<br />

easier getting stress­freecows intocalf with<br />

a10­7­system.<br />

Adownside is that about 15 cows remain<br />

in the herdtokeep numbers up because of<br />

fewerreplacements.<br />

Alot of work has gone into rectifying this<br />

with everycow fitted with smart­collars<br />

and close monitoring of ‘‘everything’’<br />

during the mating period.<br />

Mr Hancox saidtheywere still looking<br />

for answers, butitcould be related to the<br />

feedingenergyofpastures from overcast<br />

weather overmating.<br />

He said there were good conception rates<br />

over the first three weeks,but thisdropped<br />

off in the second half of artificial<br />

insemination, starting <strong>October</strong> 23.<br />

The show will go on in spite of setbacks<br />

Aheavy youth focus with asplash of art<br />

is being introduced for next month’s<br />

New Zealand Agricultural Show in<br />

Christchurch after two years of<br />

cancellation by Covid­19.<br />

Along list of challenges has failed to<br />

derail the event, including general<br />

manager Tracy Ahern recovering from<br />

falling down abank while tramping in<br />

June and being airlifted to hospital.<br />

On top of that there’s been staff<br />

illness, price hikes and supply delays as<br />

well as anew team finding its feet and<br />

the challenges of finding sponsorship to<br />

cushion the <strong>Canterbury</strong> A&P<br />

Association’s $1 million loan over 10<br />

years by the Christchurch City Council.<br />

The three­day show starts on<br />

November 9.<br />

Mrs Ahern said the setbacks had<br />

forced them to bring in innovation to<br />

ensure the longevity of New Zealand’s<br />

largest agricultural show.<br />

‘‘Our board is focused on anew futureproofed<br />

strategy. We definitely had to<br />

rethink because it just wasn’t<br />

financially viable to keep relying on two<br />

weeks of income ayear to keep the show<br />

alive, yet alone grow it.’’<br />

She said they had brought in ayouth<br />

focus linked to showcasing pathways to<br />

rural employment.<br />

‘‘They are who we need to keep this<br />

159­year­old organisation going and if<br />

we are to be the world’s farming leaders<br />

we need youth leaders.’’<br />

Gate fees are being dropped for<br />

children under 18 years and the Clash of<br />

the Colleges is anew 15 module<br />

competition open to secondary schools.<br />

Teams face tasks such as identifying<br />

animal anatomy, condition scoring of<br />

sheep, wool classing, identifying seeds<br />

and weeds, applying drench, tying knots,<br />

safety, aspects of fencing, and putting<br />

together ashearing hand piece.<br />

Another addition is aCows in the Park<br />

competition with mostly young artists<br />

aged under 25­years­old taking their<br />

artistic flair to life­size fibreglass cows<br />

measuring 1.5 metres tall.<br />

The painted cows will be auctioned<br />

with the winner producing the highest<br />

bidding art work.<br />

Graffiti artists have also been brought<br />

in to liven up electric boxes and add<br />

‘‘vibrancy’’ to the site.<br />

Mrs Ahern said the competition was<br />

part of uplifting the rural sector with art<br />

and all the designs entered by the art<br />

finalists had arural theme.<br />

She said the pig competition was<br />

another event which had caught the<br />

imagination of young farmers and<br />

brought them together.<br />

Traditional events had not been<br />

ignored and livestock exhibitor<br />

numbers were at record levels with<br />

another marquee added to cater for<br />

increased cattle numbers, she said.<br />

New sponsors and corporate hosting<br />

have been brought on board, and<br />

evening entertainment introduced for<br />

the first time at the Cassels BaaBaa Bar.<br />

The brewery’s unspecified anchor<br />

contribution is among new and existing<br />

sponsors supporting the show after<br />

forced cancellations.<br />

Mrs Ahern said this showed the<br />

strength of support for the show.<br />

She said organisers were determined<br />

to halve waste at the event, with<br />

sustainable sourcing, reducing or reusing<br />

materials, abus service and<br />

encouraging cycling with more cycle<br />

racks.<br />

‘‘Materials will be measured, tracked,<br />

and reused or donated to community<br />

organisations and schools at the<br />

conclusion of the event.’’<br />

The show was one of the few events<br />

where people could go for old fashioned,<br />

inter­generational family fun, she said.<br />

Trap library to help pest control<br />

Kaikōura has anew resource to help the<br />

district become predator free.<br />

The Kaikōura Zone Committee has<br />

backed aDepartment of Conservation<br />

(DOC) initiative to establish alocal trap<br />

library.<br />

The trap library hires pest traps for<br />

free, to help the community contribute<br />

to the national Predator Free 2050 goal.<br />

Pest management is essential to help<br />

prevent the spread and impact of pest<br />

animals in our region, says DOC<br />

community ranger Jemima Rodden.<br />

The zone committee made agrant<br />

$10,000 towards the cost of purchasing<br />

traps.<br />

The library aims to help protect native<br />

wildlife through community backyard<br />

trapping.<br />

It allows community members to try a<br />

range of traps to see which works best<br />

for them.<br />

Ms Rodden said there had been delays<br />

in getting the initiative under way.<br />

‘‘Covid­19 shipping disruptions meant<br />

we have been waiting on traps for the<br />

library for awhile, so it is awesome to<br />

have everything all ready to go now,’’ she<br />

said.<br />

Anumber of community workshops<br />

will be held to help people learn how to<br />

use the traps, with the first workshop<br />

planned next month.<br />

says farmers have been badly misled<br />

over many aspects of the emissions<br />

tax debacle.<br />

‘‘Many farmers believe they can<br />

get credits for riparian, but of our<br />

hundreds of projects we have done<br />

for farmers few if any will be<br />

eligible,’’ he says.<br />

Mr McFadden runs abusiness<br />

based in <strong>North</strong> <strong>Canterbury</strong> advising<br />

and planting for farmers.<br />

He says in aFacebook post this is<br />

because He Waka Eke Noa (HWEN)<br />

and the partners in their<br />

desperation to get farmers to<br />

support HWEN, have not told<br />

farmers the full story including the<br />

eligibility conditions.<br />

‘‘All representative farming<br />

appalling proposal should either<br />

withdraw their support for HWEN or<br />

Sefton and Leeston­Southbridge are the<br />

two remaining unbeaten teams after<br />

three rounds of country cricket.<br />

Both teams coasted to comfortable<br />

victories in the latest round of the<br />

<strong>2022</strong>/23 <strong>Canterbury</strong> Country Premier<br />

One Day competition on Saturday.<br />

At the other end of the table, the woes<br />

continued for the still winless Oxford­<br />

Rangiora­Southbrook combined side,<br />

Ohoka, and Harbour­Peninsula.<br />

On an unusually low and slow Sefton<br />

Domain pitch, the home side battled<br />

hard against visiting Ohoka, but to the<br />

conditions, to post 134 all out in the first<br />

Opener Mackenzie Smith's 43 runs off<br />

Amberleycricketer, eight­year­old Te<br />

Awa Johnston can play the game he<br />

loves afterbeing awarded an ANZ<br />

Cricket Grant that subsidises the cost of<br />

registration fees for the upcoming<br />

season.<br />

As an extrasurprise to ensure he has<br />

agreat season,TeAwa was awarded a<br />

gear grantincluding bat, ball,pads,<br />

gloves, and bag.<br />

ANZ Cricket Grants made $100,000<br />

available to young cricketerswho<br />

would benefit from the support of<br />

registration fee subsidiestohelp take<br />

the pressure off families and makesure<br />

kids didn’t miss out on cricket this<br />

summer.<br />

ANZ also surprised severallucky<br />

cricketers from around the countryto<br />

be the recipients of acricket gear pack<br />

to aid them in their dedication to<br />

training and the game.<br />

It will be the first season of playing<br />

hardball cricket for Te Awa, who plays<br />

for Sefton CricketClub, needs alot<br />

moregear.<br />

His Mum Melanie, who applied on his<br />

behalf,said this new gear comes as a<br />

relief.<br />

‘‘It’samazing! Especially as afamily,<br />

you kindoflive week to week. Food,<br />

petrol, phone, power, and when things<br />

come up like new shoes, you’re like<br />

Melanie says this gear will fill Te Awa<br />

with confidence.<br />

‘‘Thisgear is abig boost. If he looks<br />

like one of the guys on television like<br />

Kane Williamson or Ross Taylor then<br />

he will feel like he can do this.’’<br />

Te Awa is very passionate about<br />

cricket and is excited to use the gearto<br />

practice his batting.<br />

He says he likesscoringpoints for his<br />

teamand feels proud whenhehitsthe<br />

ballwell.<br />

Melanie says cricket helped Te Awa<br />

overcome his shyness and adjust to his<br />

new school when they moved to<br />

Amberley two years ago.<br />

It was the school principal who had<br />

noticedTeAwa loved playing outside<br />

and suggested he go to the Sefton<br />

CricketClub open day and give it atry,<br />

Melanie says.<br />

Melanie says Te Awa completely<br />

changed when he startedgetting<br />

involved in cricket.<br />

‘‘I think because Te Awa was quite<br />

good, he felt really proud of himself.<br />

Whenhewould play, he was chatting to<br />

everybody and high­fivingpeople.<br />

‘‘It’s agood wee team and agreat<br />

environment.Itwas the best thing we<br />

everdid.’’<br />

Playing cricket at lunchtime at school<br />

helped him make connections too.<br />

Melanie is not sure where his love for<br />

cricket came from.<br />

‘‘I don’t playcricket, and his dad is a<br />

rugby league man. It was just taking him<br />

to the open day and he was away. But,<br />

were acricket household now.’’<br />

These days, Te Awa spends every<br />

waking minute living and breathing<br />

cricket, watching the Indian Premier<br />

League on television beforeand after<br />

school,playing games at lunchtime and<br />

practising in the backyard.<br />

He’s abig supporterofthe<br />

one day.<br />

Deputy Mayor re-elected<br />

Six term councillor Vince Daly has beenreelected<br />

as HurunuiDeputy Mayor.<br />

Cr Daly was electedfollowing aswearing<br />

in ceremony for the new council last<br />

Thursday evening (<strong>October</strong> 20).<br />

He says it is ‘‘an honour’’ to be asked by<br />

his fellowcouncillors to accept the role.<br />

‘‘It keeps you alert at meetings because<br />

you might havetostep in (for the mayor) at<br />

any time. We’ve got somebig issuescoming<br />

up this term with local government reform<br />

and for asmallcouncil we do alot of work.<br />

‘‘It is avery supportive council. We don’t<br />

get into politicking and we try to do our best<br />

for our community.’’<br />

MayorMarie Blackwas sworn in for her<br />

second term, and was joined by returning<br />

councillors Vince Daly, Robbie Bruerton,<br />

Pauline White, Karen Armstrong, Ross<br />

Barnes and Fiona Harris.<br />

They were joined by newlyelected<br />

councillors Garry Jackson (a former<br />

mayor), Vanessa McPherson, Tom Davies<br />

and David Hislop.<br />

The Amberley School Kapa Haka Group<br />

performedawaiata and haka to welcome in<br />

the new council.<br />

Mrs Black thanked the studentsand said<br />

the councilhad similar values to the school,<br />

of personal best, respect, integrity,<br />

determination andenjoyment.<br />

journey with the counciland realised we<br />

had similar values, to do our bestonbehalf<br />

ordinary meeting of the new termon<br />

Environment<strong>Canterbury</strong>(ECan)<br />

councillor. ‘‘It is agreat honour for the<br />

family to be given theseopportunities by<br />

the people of northeast Christchurch and<br />

<strong>North</strong><strong>Canterbury</strong>,’’ Joe Davies said.<br />

Whilethe younger Cr Daviesstood on the<br />

Labour­aligned People’s Choice ticket,<br />

Tom Davies is an independent. Joe Davies<br />

says politicshas always been debatedatthe<br />

dinner table in the Davies household.<br />

Local govt change needed<br />

relationship’’ withcentral government are<br />

hurting localdemocracysays aretired<br />

Waimakariricouncillor.<br />

Four­term councillor Kirstyn Barnett<br />

says there is alack of trust between central<br />

and local government,withpoliciesbeing<br />

imposed on councilswithout the necessary<br />

funding or consultation.<br />

‘‘Therelationship is brokenand it<br />

doesn’t seemtomatterwhich party is in<br />

government.’’<br />

She suggested mandatorytraining for<br />

new councillors to ensure they had aclear<br />

understanding of what the roleinvolved<br />

couldhelp to improve confidence in local<br />

government.<br />

Localgovernmentalso needed<br />

restructuring, while retaining local<br />

decision­making.<br />

She suggested staffing could be<br />

centralised to avoid duplication.<br />

‘‘I think thereare too many councils.Itis<br />

almost likethere needstobearegional<br />

administration.<br />

‘‘We already haveasituation wherethere<br />

is ashortage of planning staff and so we end<br />

up poaching off each other.<br />

‘‘It could work in <strong>Canterbury</strong>, as longas<br />

each area has it’sown elected body with the<br />

powertomake its own decisions.’’<br />

<strong>Canterbury</strong> councils were already<br />

collaborating informally, so it wouldnot be<br />

difficulttoformalise the arrangements, she<br />

said.<br />

Mrs Barnett said the highlights of her 11<br />

yearsasacouncillor, and two years as a<br />

Woodend­Ashley Advisory Boardmember,<br />

were the earthquake rebuild and the<br />

opening of MainpowerStadium.<br />

She has alsobeen elected on to the<br />

Rangiora­AshleyCommunity Board.<br />

Wendy Doody has no plans to give up her<br />

little yellowcar.<br />

The branded yellow car with ‘‘Wendy’’<br />

emblazoned on it has been afamiliar sight<br />

sincethe retired Waimakariri councillor<br />

firstpurchased it in 2005.<br />

‘‘It has been areallittle workhorse. It is<br />

my baby.’’<br />

She says the little yellow car had done a<br />

lot of kilometres getting her to meetingsin<br />

two districts.<br />

five or six meetings in aday, so you can<br />

Doocey candidacy confirmed<br />

Matt Doocey has beenconfirmed as<br />

National’s candidateinthe Waimakariri<br />

electorate for next year’s general election.<br />

He has servedasMPfor Waimakariri since<br />

2014.<br />

He is now National’stop­rankedSouth<br />

Island MP and is Opposition spokesperson<br />

on mental health and youth, and associate<br />

spokesperson for transport and health. He<br />

has also been appointed National’s Greater<br />

Christchurch campaign chairperson.<br />

‘‘Theestablishment of this role by<br />

Christopher Luxonwill give the ability for<br />

National to campaign in atargetedway,<br />

responding to the specific needs of Greater<br />

Christchurch. Iremain as committed as<br />

ever to advocating on behalf of my<br />

electorate,and fighting for the things most<br />

important to localresidents,’’MrDoocey<br />

says.<br />

He says he willcontinue to advocate for<br />

better roading maintenance and<br />

infrastructure, with the proposed Woodend<br />

Bypass in his sights.Health care service<br />

improvementsare another priority.<br />

Mr Doocey is seeking answersfrom new<br />

health authority Te Whatu Ora overdelays<br />

in the establishment of an after hours<br />

facility in Rangiora. ‘‘They promised<br />

construction on an after hours facility<br />

wouldstart in January thisyear,but now<br />

we are told it is at least twoyears away.<br />

Arts Strategy Engagement<br />

If you're an artist, involved in promoting arts or<br />

just like going to galleries orshows the Council<br />

want to hear from you.<br />

The Council is committed to facilitating a<br />

community-led approach to increasing the<br />

capacity, capability and reach of the arts sector in<br />

Waimakariri. We want to develop astrategy that<br />

will enable our local arts groups and organisations<br />

to adapt, grow and develop. This will benefit both<br />

the arts sector and the well-being and resilience of<br />

the wider community.<br />

Council recognises the role that the arts can<br />

play in the social and economic wellbeing of<br />

communities, empowering people, improving<br />

connection and wellbeing, contributing to<br />

attracting visitors, as well as bringing employment<br />

and spending into the District.<br />

The development of an arts strategy will bring with<br />

it new opportunities for collaboration and growth<br />

for our local arts practitioners and organisations.<br />

This will also help the wider community to<br />

experience and enjoy the many expressions of the<br />

arts sector here in the Waimakariri.<br />

Road Resealing Programme<br />

Areminder that the Council is rolling out its road<br />

resurfacing programme for <strong>2022</strong> and you will see<br />

contractors working on various roads around<br />

the District.<br />

To begin with contractors will prepare the roads,<br />

ready to be sealed. This involves minor repairs<br />

including filling potholes, repairing edge break and<br />

carrying out minor levelling works before the new<br />

chipseal is applied.<br />

The work will be carried out during the day<br />

and contractors will try and keep disruption<br />

to aminimum however, there may be some<br />

impacts including:<br />

• Limited trafficmovement through the street, some<br />

controlled access and reduced on-street parking<br />

• There may be some noise and vibration from<br />

construction during the day<br />

• The area will be swept within 48 hours of sealing<br />

but we would expect asmall amount of ongoing<br />

chip loss over the next 3-6 months.<br />

Letter drops will be carried out prior to<br />

chipsealing being carried out. This is an ongoing<br />

programme so keep an eye onour Facebook page<br />

for regular updates.<br />

Rating Valuations<br />

Homeowners will recently have received new<br />

ratings valuation through the post and this is<br />

generating alot of interest.<br />

Just to recap, Council rating revenue does not<br />

increase as the result of arevaluation but the<br />

incidence of rating between ratepayers can<br />

change. So, any changes will be down to the<br />

individual property.<br />

says it was agreatturnout with over<br />

100 riders attending to try out the<br />

tracks and trails at the KaiapoiIsland<br />

located on the northern banks of the<br />

Nuclear-free history<br />

Four <strong>North</strong><strong>Canterbury</strong> Schools have<br />

been given the opportunity to learn<br />

about New Zealand’s nuclear­free<br />

history.<br />

Earlier thisyear the school’s were<br />

sent educational kits from the National<br />

Museumofthe Royal New Zealand<br />

Navy entitled, Bomb Gone: Nuclear<br />

Free PacificSteering Our Own Course.<br />

The kits, for year 7­10students,<br />

outline New Zealand’s nuclearhistory<br />

from Operation Grapple, whichbegan<br />

in 1957,tothe protests about French<br />

nuclear testing at Mururoa Atoll,the<br />

sinking of the RainbowWarrior in 1985<br />

and New Zealand’s NuclearFree<br />

declaration in 1987.<br />

They weredeveloped as aresource<br />

for the Aotearoa New Zealand<br />

Histories curriculumand have been<br />

sent to 500 schools,including<br />

BroomfieldSchool, Oxford Area<br />

School, <strong>North</strong> Loburn School and<br />

Ashgrove School.<br />

The arrival of the kitsin<strong>North</strong><br />

<strong>Canterbury</strong> coincided with Auckland<br />

photographer Denise Baynham’s<br />

exhibition Operation Grapple: We<br />

Were There, which was displayed at<br />

the <strong>Canterbury</strong> Museum from May 13 to<br />

<strong>October</strong> 16. The exhibition featured<br />

portraitsofNew Zealand’sOperation<br />

Grapple navy veterans.<br />

The Auckland photographer learnt<br />

about Operation Grapple, aseriesof<br />

British nuclearweapons tests held in<br />

the Pacific Ocean between 1957and<br />

1958 at Malden Island and Kiritimati<br />

Islandinthe Gilbert and Ellice Islands<br />

(Kiribati), duringavisit to Torpedo<br />

Bay Naval Museum, in Devonport. The<br />

tests were supported by the New<br />

Zealand Navy, and Ms Baynham<br />

wantedtorecognise that involvement,<br />

and the consequences of it, with her<br />

exhibition.<br />

Hobsonsays the kits were‘‘really cool’’<br />

with heaps of resourcesinthem.<br />

The kits were ‘‘eye opening for the<br />

students who didn't know alot about<br />

our navalhistory’’, she says.<br />
