Disposal recommended ... The future of Rangiora’s historic racecourse is under scrutiny.
Racecourse faces uncertain future
By SHELLEY TOPP
Rangiora Racecourse’s future is in
doubt after areview recommended that
the historic race track should be
‘‘disposed of after the 23/24 season’’.
Although the review was completed
last April, the Rangiora Harness Racing
Club, which is planning its 75th
anniversary race day at the Rangiora
Racecourse on February 18, has been
told by Harness Racing New Zealand
(HRNZ) adecision on the
recommendation is unlikely before
June.
The recommendation, and delay in
making adecision has cast along
shadow over the club’s upcoming
anniversary race day.
‘‘It is like having the Damocles sword
hanging over our heads,’’ club president
Greg Wright says.
‘‘We have lodged the strongest
possible protest against the
recommendation with Harness Racing
New Zealand, including factual rebuttal
of the basis underlying their
recommendations, and have
widespread support from the harness
racing community, including the
trainers and drivers,’’ he says.
New Zealand Harness Racing
Trainers' and Drivers' Association
secretary Peter Cook wrote to Harness
Racing chief executive Gary Woodham,
asking HRNZ to ensure that the facility
remains open and operational.
‘‘Given that everyone in the industry is
striving to cut costs, to close afacility
that holds upwards of 40 trial meetings,
and 10 race meetings staged by the
Rangiora Club per season, (plus hosting
other clubs), seems shortsighted to say
the least, when upwards of 60 percent of
the horses trained in Canterbury are
domiciled north of Christchurch,’’Mr
Cook says.
‘‘Should Rangiora be closed, it would
mean that those trainers would have to
travel about twice as far to Ashburton to
educate and/or qualify their horses, an
added and unwelcome expense to
owners, and longer time spans for
trainers to be away from their stables.’’
The recommendation to ‘‘exit
Rangiora’’ comes despite the
Canterbury Regional Review of
raceways also finding that the majority
of horses in the wider Canterbury region
are located close to Christchurch or in
North Canterbury.
‘‘The proportion in those two areas
has stayed close to 85 percent. However,
in recent years there has been ashift
towards North Canterbury,’’ the review
says.
The review, which was commissioned
by Racing NZ —abody made up of the
three racing codes, thoroughbred,
harness and greyhounds —also found
that although ‘‘Canterbury is the
essential region for harness racing in
New Zealand’’ there were ‘‘too many
venues, increasing the cost base with
insufficient gain for the industry’’, and
the split ownership of the Rangiora
Racecourse between the Rangiora
Harness Racing Club and the
Canterbury Jockey Club, which is no
longer using the facility and wants ‘‘to
exit’’ the partnership, was a
contributing factor in its
recommendation to close the
racecourse.
Wheels with Wings very popular
By JOHN COSGROVE
The Oxford and DistrictsLions Club
and Oxford CommunityTrust’s Wheels
with Wings fundraiser last weekend was
agreatday, said eventorganiser Dave
McPherson.
‘‘It’sjust abit of ashame that we had
areallyunfortunate accident there,’’ he
says.
Aroundmid afternoon amicrolight
attending the show reportedly
appeared to lose power on take off and
the pilot and passenger were injured in
the resulting crash.
Mr McPherson saidthe pilot was a
personal friend of his, and had been his
flightinstructor.
‘‘I knowhim well and Iknow he’s
okay. He’ll be shaken up.
‘‘He’sprettyupset [thecrash]
happened and his passenger was
seriouslyhurt. It’s just traumatic, you
don’t expectthesethings to happen.
‘‘Up untilthat point we were
managing agreat show,’’ Mr McPherson
said.
He estimates they had over 1500
spectators and car enthusiasts come
along on the day.
‘‘We think there were over 450
vintage,veteran,classic and modern
cars, trucks, tractorsand motorcycles
who attended plus 14 recreational
aircraft.
The weather made for agreat day,
and everythingran like clockwork.
Mr McPherson says one of the many
highlights of the fun day was the
turnout of scooters.
‘‘We had between 25 to 30 scooters
arrive on acharity ride from Rangiora
to Oxfordvia the Ashley RiverGorge.
‘‘They were funny because some
didn’t quite make it all the way on their
own steam, while others enjoyed the
purpose built offroad track we had
made for them onsite.
‘‘They loved the challenge and were
smokin’ around it all afternoon.’’
Mr McPherson says the Lions Club,
the CommunityTrust and the
Canterbury Recreational AircraftClub
will hold adebrief lookingatall aspects
of the day,and future ideassuch as
have received many positive messages
of supportthrough social media.
‘‘Many cited the professionalism of all
involvedfrom the guides at the gate, the
pilots and the support staff at the club
tent,handlingthe loading and
unloadingofthe planes, to the guy from
OxRocks who turned up withawater
roadsleading into the venue.
‘‘There were many great comments
aboutthe fun day everyone had, and a
lot of support for the injured pilot and
passenger.’’
He thinks one option for the future
mightbejust havingthe cars next year
and then the planes coming every
second year or so.
‘‘We will have to sit down with all the
stakeholders and work it all out.’’ he
said.
He will look at improving the air strip
surface as it was ‘‘a wee bit rough’’in
places due to the rain and stock being
on the paddockbefore the event.
Ms Tizzard has been working with
quarter are not available yet, thenational
employment rateinthe September
quarter was 3.3 percent. Waimakariri’s
unemployment rate in September year
was just 2.4%
The Ministry for Business,Innovation
and Employment’s Labour Market Force,
fact sheetproduced in December, found
the ‘‘underutilisation rate’’across New
quarter.
The underutilisation rate combines
unemployment with underemployment
(those in part timework, but are seeking
full time employment).
Ms Tizzard says ahigh underutilisation
rate at atime when employers are
Abig milestone for Philip Cath
By ROBYN BRISTOW
Talking and family are two great joys in
Philip Cath’s life.
Mr Cath turned 100 at the end of last
year, celebrating the milestone
surrounded by family.
His wife Karen says talking is ‘‘very
much athing’’ that Mr Cath enjoys.
‘‘In my experience, after nearly 50
years together, as long as you do normal
things, eat well, enjoy adrink from timetotime,
and keep fit, you can remain
healthy,’’ she says.
Every day in his younger years,
without fail, Mr Cath would go for arun
after work.
Today he does alap around their
quarter acre section every second day,
with the aid of apusher, to keep himself
healthy and moving.
Mr Cath has the luxury of sharing his
life with the fourth generation of his
family, which includes his four sons, two
of whom live in Australia, one in
Auckland and one at Waikuku, nine
grandchildren and 16 great
grandchildren.
All were at his 100th birthday
celebration at Rossburn Receptions,
Rangiora.
Mr Cath may well be one of the last to
have received birthday greetings from
former Prime Minister Jacinda Ardern,
who resigned her position in recent
days.
The card stands proudly on aside
table, along with ahost of others in his
home in Rangiora, where he has lived
since arriving in the town in 1954.
Mr Cath was born in Indonesia, and
sent to Holland to be educated, staying
Waimakariri is safe —Mayor
By DAVID HILL.
Local Democracy Reporter
Waimakariri is asafe community despite
recent reports suggesting youth and retail
crimeare on the rise, says Mayor Dan
Gordon.
Mr Gordon echoed comments from
RuralCanterbury area police commander,
Inspector Peter Cooper, last month who
said NorthCanterbury had one of the
lowest crime rates in thecountry.
Mr Cooper said therewas aperception
youthand retailcrime were soakingup
police time.
In reality, mental healthand family
harm call outs occupied the bulk of police
resources.
Mr Gordon saidhehad met with local
retailerswho had beentargeted by recent
crimes and pledged council support.
‘‘I really feel for them and Ioffered any
practicalsupport we can give.
‘‘I have regular meetings with Peter
moving to England after the war.
The young couple could not see a
future in the job Mr Cath was doing so
they opted to travel down under,
marrying before departure in 1946. They
were married for nearly 30 years, when
in 1975 Mrs Cath sadly died of cancer.
The couple landed in Dunedin where
aperson they met on the boat, gave them
accommodation until they settled. Mr
‘‘I support our police and the workthey
do and we value therelationshipwehave
with our police.’’
Waimakariri MP MattDoocey has been
advocating for atougher response to rising
youth and retail crime,
He saidresponding to rising retail crime
needed amulti agency response and the
councilhad arole to play.
‘‘Councils have arole to play in
improving the environment at ashopping
precinct around safety, such as putting in
crime prevention cameras.
‘‘If it is wellwatched, those peopletend
to stay away.’’
Mr Gordon said responding to crime
rested with police, but everyone had arole
to play to ensure‘‘weall liveinasafe
community’’.
The council’s community team worked
alongside SocialServices Waimakariri
and other non for profit organisations to
come up with initiatives to improve
3
and coffee plantations, industries his
father and mother were involved with in
Indonesia, began work with Gough,
Gough and Hamer, until spotting an
advertisement for work at the New
Zealand Forest Research Institute in
the nursery at Rangiora.
His forestry background helped him
gain the position, and he remained in
the forest service, working in research
until opting to retire three years early at
62.
Mr Cath, and Karen, his second wife,
then began working together, planting
on farms at Garrymere, Okuku to make
ends meet.
By the time the planting was finished
at Garrymere Mr Cath had turned 65,
and the couple took life alittle easier,
but both remained active, volunteering
in many organisations and clubs in the
community.
Mr Cath has been amember of the
Ashley Masonic Lodge for 50 years, and
in his younger days was aStJohn
Ambulance volunteer.
Mr and Mrs Cath received Community
Service Awards in 2010 for helping
cancer sufferers and those suffering
from Alzheimer's.
Mr Cath became avolunteer supporter
for cancer sufferers, sitting with
patients often overnight toprovide
respite for carers.
From 1975 until 2006 he was adriver
for cancer patients requiring transport
for medical appointments and
treatment. He was also avolunteer
ambulance driver for two years during
this time. Together he and Karen have
worked tirelessly helping in the
community in amultitude of ways.
community safety.
The Waimakariri district has been
accredited as aWorld HealthOrganisation
SaferCommunity for than 20 years.
‘‘We haveled manyinitiatives over the
yearsand we will continuetodoso, but it
needstobeevidence based,’’ Mr Gordon
said.
The council partnered with police, such
as working with community patrols to put
crimepreventioncameras in place.
Mr Gordon hasalso beenanadvocate,
alongside Hurunui MayorMarie Black, for
the Rural Lookout crime reporting app.
‘‘I strongly encouragepeople to report
crime, especially in rural areas, because if
it is not reported, Peter and his teamcan’t
respond.
‘‘We arethe trial area (forthe Rural
Lookout app), so if we can show it works it
supports the needfor resourcing to go into
getting the app released elsewhere in the
country.’’
Ivanand Judy celebrate diamond wedding
By JOHN COSGROVE
Imagine having to get bothyour parents
and your boss’s permissiontomarry.
Such was the dilemmafacing 18 yearold
Judith (Judy) Lange,(neeBrocket) of
Timaru, whenshe decided to accept Ivan
Lange’s proposal of marriage in 1962.
But she asked, and with the blessingof
both,the couple were married on
Saturday, January 19, 1963 at the Sacred
HeartChurch in Timaru. Theyrecently
celebrated their 60thwedding anniversary
in Kaiapoi.
‘‘Girls didn’t have the right to marry
young, we had to waituntilour 20s. My
employer, the NZ PostOffice, had very
strict rules in placeconcerningwomen
employees marrying.’’
‘‘It was ahot windy day,and she looked
lovely,’’ recalls Ivanwho had just finished
his mechanics apprenticeship at Talbot
Motors in Timaru.
He spotted the Post Officeteleprinter
operator at adanceone night at the
Scottish Society rooms.
‘‘Shestoodout becauseshe was wearing
acolourful cancan petticoat,and shewas
agood lookinggirl.’’
Judy saysitwas one of the moments
‘‘when you knowhewas the right one, the
one you wanted to spend the rest of your
life with.’’
Ivan agreed and within aweek they
were inseparable.
Judy had beenworking for acouple of
yearsinthe teleprinter sectionatthe Post
Office decodingtelegrams andprinting
them out.
‘‘Youtyped withoutseeingthe results as
everything was initially printedout as
holespunched on aribbon of paper.We
had to first learn Morsecode, then you
learned how to readthe holes,’’she said.
Ivan was fromWaimate where his
parents ran amarketgarden business.
‘‘When Iturned 15 Iwas told by my dad
Ihad to leave school and come and work
on the farm.’’
After acouple of years he left and took
up his five year mechanicsapprenticeship
in Timaru, workingtwo jobs to afford the
rent and food bills.
The newlywedsrented acottage behind
Ivan’sworkplace untilthat companywent
broke and they had to look elsewhere.
‘‘We were up in Christchurch and
spotted an advertisement for atractor
mechanic so Iappliedand got the job.
‘‘Theygave me amap, and avan and sent
me off. Ididn’t tellthem Iknew nothing
about servicingtractors, and spent many
hours in thebackreadingservicemanuals
on how to fix certain problems.’’
Ivan says he loved beingout and about
and over the years he drove morethan
350,000kms servicing clients in Canterbury
and West Coastregions.
Judy applied for atransfer to
Christchurch and discoveredthe
teleprinter room at the Hereford Street
branchwas massive compared to the small
room she used in Timaru.
‘‘Theyhad 30 machines there and the
noise was massive, all clattering away.’’
Following the birth of their firstson they
moved into their firsthome, anew buildon
asection theyhad boughtinKaiapoi. Ivan
says he alsoknew nothing aboutbuilding
but he soon learnedhow to lay concrete
and blocks.
Ivan continued in themechanical farm
servicingtrades for many years before
setting up PlaySafe NZ acompany
specialisinginplaygroundequipment, a
position he held untilheretired at age 75.
Judy continued working for NZ Post
beforemovingover to ANZ as asenior
sales consultant. Sinceshe retired the
couplehave travelled extensively visiting
more than 40 countries overthe years.
Their last ‘‘bucketlist’’ tripwas to walk
Restoration of railway goods shed
By JOHN COSGROVE
After standing for almost 150 years, one
of the last remaining buildingsfrom the
historic Oxford Branch railwayline is
being repaired.
Contractors wererecentlyonsite of the
big red goods shedsittingbeside Oxford
repair work on the structure, aiming to
Builder MikeBenson said his team
worked to tidy the buildingupasthere
was quite abit of woodwork restoration
The old goods sheds role in the
development of the region’s transport
history is almost forgotten now, but
‘‘Wewant to makeitusable for school
excited the first stage has been started
and it will be good to get it all done,’’Mrs
Smith said.
She says theyreceivedagrant from
‘‘Its purpose is to go towards rail door
‘‘Weare extremely grateful for the
grant as we found the building was in a
worse state than we thoughtand further
repairs are required before the shed will
be readyfor painting and for it to be
accessible by the public.’’
Four year terms supported by Mayors
By DAVIDHILL,
Four year terms could produce
Mayor Dan Gordon says.
Longertermsisone of the
options proposed as part of the
futureoflocal governmentreport
presented last year by apanel led
by former WaimakaririDistrict
Council chief executiveJim
Palmer.
Mr Gordon says alonger term
would allow councils and
governments to implement
changeinamore considered
manner.
‘‘It would give the opportunity
for agovernment that wants to
make change,whichmost
governmentsdo, to adequately
consult and consider the
options.’’
He was referring to the Three
Waters reform and the proposed
legislation to replace the
Resource Management Act.
He wonders if the present
government would have spent
more time consulting on its
reform agendaifithad an extra
year.
Afour yearterm would also
allowmore time for local councils
to consider what is best for the
community they serve, he says.
FENZ urges caution
People lighting fires in riverbeds and on beaches are urged to
be extremely cautious.
Vegetation is dry and already the Fire and Emergency NZ
(FENZ) has been called out in the Canterbury District area, to
fires in rivers and on beaches.
FENZ asks the public to check what restrictions are on fires
before lighting up, and even if there isn’t any restrictions, it
urges people not to light fires if its hot, dry and windy.
Before you light afire, always check the local Fire Danger
at checkitsalright.nz;
If the Fire Season is restricted, you will need apermit to
have abeach bonfire;
If the Fire Season is prohibited, there is atotal fire ban in
place.
FENZ asks people to check for any local council rules, as there
is often total fire bans on beach areas.
‘‘If you’re not going to have anetwork connection where you
are heading, check the fire danger forecast before you head
out.
time to considerthe impacts of
governmentpolicychanges.
Hurunui Mayor MarieBlack
says she had been opposedtoa
fouryear term,but has changed
her view.
‘‘I do see the value in termsof
getting some strategic goals
completed.
‘‘Quite often you come in as a
new Mayor or councillor and it
takesayear to settle in, so in your
second year you might get astart
on some of those projects,but
then your third year is focused on
reelection.
‘‘So afourth year wouldgive
you abit more time to achieve
your goals.’’
WaimakaririMPMatt Doocey
saysthere are more important
issues suchasthe cost of living
crisis, youth and retail crime and
the lack of afterhours medical
careinNorth Canterbury.
‘‘I think it is the last thing on
people’s minds. Ithinkpart of the
issue is we are focusing on
ideological issues rather thanthe
issues thatmatter.
‘‘Itisnot on my radar.’’
WaimakariribasedLabour List
MP Dan Rosewarne says he
backed afour year termfor
Parliament.
‘‘IfIcame in at the last election
cycle, it might have taken ayear
to get myself established and then
by the third yearyou’re into an
election year.
‘‘So you don’t get alot of
time to get into it. Four
years would give you
more timetomake a
difference.’’
He says if local
government went to a
four year term it made
sense to synchronise
general elections and
Boards of Trustees
elections into four year
By DAVIDHILL,
As the HanmerSprings
Mary Halloway is anticipating a
busy 2023.
The proposedflyrideat
Conical Hill,funding for the
Queen Mary Hospital Soldiers’
tracksare just some of the things
in the pipeline.
The town’s newest attraction,
the discgolf course at Brook
DawsonReserve, was launched
earlier this month and is already
attracting plenty of interest, Mrs
Holloway says.
‘‘Hanmer Springs is asmall
village and we punch well for
our size. The permanent
population in the whole basinis
about 700 and there is about 500
peoplelivinginthe village.’’
She says around twothirdsof
the homesinthe village are
holiday homes.
‘‘Underthe proposal people
will havetowalk up the hill to
‘‘But some residents are
concerned it willlead to
the area as they always have.’’
She says concerned residents
feared achair lift,aluge and
The Hawarden Saleyards Companywas
formed in August 1898with eightinitial
Shareholdersand aCompany Board of
seven directors —JamesCowie,chair,
JohnO’Carroll,Alexander Cowie, Duncan
The Company, foundedwith ashare
the first sale to takeplace sixmonths later
on January6,1899.
thatthe ‘Canterbury Frozen Meat Co’,
The Board wasgenerous withthe useof
the hall, letting it rent free formany
community functionsincluding soldiers
and theA&PShow. TheHawarden
School hiredthe Hall to supplement its
classrooms, as didMiss Bentley to
conduct aSunday School.
The hallcontinues to play an important
role, to this day, as thecateringfacility on
Anumber of additionsand upgrades
havebeenundertakenoverthe years and
despiteits ‘maturity’,the Memorial Hall
continues to provideaveryversatile and
functional communityfacility,witha
proud history of servingits community so
well.
In 1947 apublic meeting elected a
In 1952anotherpublic meeting
The sale was concludedin1954for the
Stocksaleyards were established
during the late 1800’s in manydistrictsto
enable farmers to trade livestock.
These facilities servicedthe
proliferation of smaller farms as the
originalRuns weresubdividedand sold
off by Ballot. Fewofthese yards remain
today.
However, Hawarden hasbucked the
trend and continued to meetaneed. In
later years theyhavebeenpredominantly
usedtotrade quality breeding sheep, with
at least one largeannual ewe fair, which
has often required atwo daysale, to
accommodate thenumbersonoffer.
Other Stock and Station sales are still
conductedinthe yards from time to time.
Withmoderntechnologyand road
becomediverse, including onfarm
auctions, central selling centres, private
domestic meatprocessingcompanies.
The SaleyardsCompany’s intention
was to holdmonthly sales of store and
prime stock,and to accommodate other
stock sales as required.
Advertisements and sale reports of
early Hawarden sales record large
yardingsofbreeding ewes, prime
weathers, store lambs, cattle, horses, and
pigs.
Droving of stock to andfromthe yards
wasnormal practice for manyyears. It is
An Annual reporttothe Board in 1904,
67 horses, 67 pigs, implements, furniture,
With the early ‘Runs’beingoriginally
History of Oxford Catholic church written
By SHELLEY TOPP
Acomprehensivehistory of Oxford's
Sacred Heart of Jesus Church, whichwas
builtin1879,has beenwritten by Christine
Harris of Rangiora.
She decided to write the book,The
Church of the Sacred Heart of Jesus,
Oxford –Its Past,Its People, Its Faith
Community, because of her interestin
history and to answer the many questions
she had aboutthe Catholic church.
‘‘Howold wasthe Church? What was its
history? Who were the peoplewho built
this church? What was the attraction of the
site?The questionskept coming,’’ she
says.
With the help of diocesanarchives,
parishioners, and parishminutes,she was
able to piece togetherthe historical
information she needed to answer her
questions and writethe book.
‘‘Ever since Ican remember, Ihave been
intriguedbythe historyofpeople and
places and the stories they have to tell, so
whenmyhusband, Keith and Icame to
New Zealand (from England) with our
three children, Martin, Michael and
Sarah, in 1982 Iwas full of curiosityabout
thisbeautiful country we weretomakeour
home,’’ shesays.
WhenSarahand her husband Clint
moved to the township of Oxford, in 2007,
theydecided to share worship withthem
there. ‘‘What alovely old Churchitis, with
the lovelyold rimu panelling,its Gothic
styled interior, stained glasswindows and
beautifulviews as abackdrop.’’
Christineand Keithhave also
appreciated the ‘‘genuine warmwelcome
and hand of friendship’’extended to them
by the congregation.All funds raisedfrom
sales of the book will be donated to the
church.
‘‘All old churches takehard work and a
certain amountofmoney, imaginationand
faith to maintain, so the resulting softcover
36page A4 illustratedbook is being
sold as afundraiserfor just $10,’’Christine
says.
‘‘It is fullofinterestinginformation,
from the firstsettlers turning the first sods
in 1875, including names of all parish
priests and assistantparish priests, the
churchfurniture and the trials faced by
those in North Canterbury: earthquakes
and epidemics through to 2022.’’
Books can be bought through the parish
officeat41Victoria St, Rangiora, or by
phoning (03) 313 6285. ‘‘Better still, join us
for Mass at 8.30am one Sundayand visit
the scenic (Oxford) township and enjoy the
Kaiapoi apopular destination
By ROBYN BRISTOW
Kaiapoi retailers enjoyed good trading
leading up to Christmas and on into the
New Year.
And the towniscontinuing to buzz.
Kaiapoi Promotionschair,Martin
Pinkham, says events such as the
Christmas Carnival, and the Food
Forest’s StrawberryFair bought people
into town, and increased the spend at
Kaiapoi retailoutlets.
‘‘Certainly the feedback from
retailers was the two events had helped
boosttheir turnover,’’MrPinkham says.
The new site of Paper Plus in the
restored BNZ building was attracting a
lot of visitors and had been
‘‘unbelievably’’ busy,hesays.
Mr Pinkham says KaiapoiPromotions
is looking to hold aSummer Festival in
midMarch to attract more people into
Kaiapoi and provideentertainment for
residents.
Andrew Blackwell of Blackwell’s
Department store saysKaiapoi is
becomingmore of adestinationas
visitors takeadvantage of what it has to
offer.
The new cycle trail was also
attracting many cyclists to the town
because it was an easy cycle from
Christchurch, and alsoaneasy
commute by car or bus.
He saysthe retail spend in the run up
to Christmas had been very good, and
Blackwells,with its diversity of
products, had been pretty busy ever
since.
Mr Blackwell says attractions in and
around the town were reporting good
books.
Businesses rescue iconic event
By SHELLEY TOPP
Kaiapoi’s longstanding Waitangi Day
Family Celebration has been rescued by
the generosity of six local businesses.
Late last year the event organisers All
Together Kaiapoi feared it might have to
be cancelled when the Ministry for
Culture and Heritage declined to
continue funding it.
However, an ‘‘SOS’’ sent out to
Kaiapoi business owners asking for
funding assistance to save the popular
event saw Hazeldine Construction,
Misco Joinery, PLC Group, One Agency
and the Kaiapoi Club come to the
rescue. MainPower has also now helped
fund the Waitangi Day event through
funding All Together Kaiapoi recently
received as one of the North Canterbury
power company's Community Fund
recipients.
All Together Kaiapoi chairwoman
Jackie Watson says they were thrilled
with the support they had received from
the business community.
‘‘This event was in danger of being
cancelled for the first time in 10 years
due to being denied funding from the
Ministry for Culture and Heritage,’’ she
says.
‘‘Our amazing Kaiapoi business
community have got behind us, and
ensured this event can still go ahead as
planned.
‘‘We are thrilled with their wonderful
support at such short notice.
‘‘It is awonderful event and the only
Waitangi Day commemoration in the
Waimakariri District.’’
The Waitangi Day event was cancelled
last year due to Covid19 pandemic
restrictions.
Keen disc golfers ... Ryan Moleta (left), of Ashley, with Ohoka brothers Glen, Royce and
Blake Whelan, are keen to develop adisc golf course in the Kaiapoi Domain. PHOTO: DAVID HILL
Disc golf proposal
By DAVID HILL,
Local Democracy Reporter
Disc golf could be coming to Kaiapoi.
Advocates of the sport say they could
have aninehole course set up in the
Kaiapoi Domain within months, if they
get the go ahead.
Brothers Glen, Royce and Blake
Whelan, who were born and bred in
Ohoka, have been playing disc golf for
several years, and are keen to have a
local course.
Ryan Moleta, of Ashley, fell in love
with the game after playing it at Twizel
as ayoungster.
The players have been travelling into
Christchurch each week to play disc golf
at Queenspark Reserve, and other
courses around the city.
The idea for adisc golf course in the
Kaiapoi Domain came during lockdown
when Blake Whelan was out getting
some exercise.
‘‘I went past the domain and thought it
would be fun to have adisc golf course
there,’’ he said.
Glen Whelan said the course would
cater to everyone.
‘‘You can play it as casual as you like,
whereas we tend to have abit of rivalry.’’
‘‘We are just excited at the prospect of
bringing disc golf to Kaiapoi,’’ Royce
Whelan said.
‘‘Because it is such apopular sport
worldwide and during Covid people
were watching it on YouTube.’’
The KaiapoiTuahiwi Community
Board will consider areport at its
February or March meeting, after the
council completed acommunity survey
earlier this month.
The survey attracted 143 respondents,
with 90 percent supporting adisc golf
course in the Kaiapoi Domain.
Of the remaining 10%, the main
objections included concerns for the
trees in the domain and apreference for
asite in the former red zone.
The disc golf players are due to meet
with council greenspace staff to map out
aproposed course which avoids
heritage trees.
Mr Moleta said having disc golf would
make the domain safer for other users.
‘‘Safety is abig part of it.
‘‘We find that where there is disc golf
it activates green spaces, littering and
graffiti go down and people feel safer
because there are people there all the
time.’’
Disc players had acode of etiquette
which included looking out for and
giving way to other park users.
Any type of frisbee can be used, with
the semiprofessional players using
‘‘drivers’’, ‘‘putters’’ and ‘‘midrange’’
discs (wedges), just like golfers, Mr
Moleta said.
‘‘You can get high speed discs, low
flying discs, pretty ones which look cool
and glow in the dark discs to play at
night.’’
Should the ninehole course prove
popular, the players were keen to
explore the idea of developing an
18hole international course on former
red zone land.
There is not expected to be any cost to
the council, with advocates set to
fundraise to pay for nine baskets, 18
sleeves and nine tee pads at acost of
around $9000.
Mr Moleta and Blake Whelan are
landscapers and plan to do most of the
layout work themselves to reduce costs.
The correct way ... Child restraint technician Amanda Sansom demonstrates how to fit a
car seat safely.
PHOTO:SUPPLIED
Child safetyincars
Approved child restraint technicians
play an important role in keeping
children safe in cars.
They are able to provide informed
advice on the type of child restraint
parents may need and theyhave the
practicalknowledge to correctly fit child
restraints into avehicle and show
parents how to do it too.
ARangiora technician,Amanda
Sansom, at the BabyHub in Arlington,
says the key messagepeople should
rememberwhen installingtheircar seat
is to first read the manufacturers manual.
‘‘It has in it, all the informationyou
need to safely secure the child restraint.’’
She saysresearch has shown that
approximately 80 percent of car
restraintsare installed incorrectly.
‘‘Things like not securing the tether
straps properly, the seat actuallynot
fitting the car, straps loose, and incorrect
harness placement, are usually the main
causes of stress.
‘‘What Idoasacertified technicianis
guidethe parents on the correct
purchase, placement and installation of
theirchild restraints, then help them
make minor adjustmentstohelp it all
work better.’’
Amanda saysthe bestcar seat is ‘‘the
one that fitsyour car, fits yourchild and
fits your budget’’.
UnderNew Zealand law, all children
aged under seven years mustuse achild
restraint —also calledacar seat —that’s
appropriate for their age, size, and
development.
They can’t travel in avehicle if they
can’tbeput in an approved child
restraint.Itisthe best protection achild
has when they’retravelling in avehicle.
New Zealand law alsostatesthe driver
is responsible for making sure any child
is properly restrained.
Approved childrestraintsinclude:
Infant restraints (baby capsules)for
youngbabies.
Restraints for older babies, toddlers
and preschoolchildren (car seats).
Booster seats for preschool and schoolaged
children.
Childsafetyharnesses (used withor
without abooster seat) for preschooland
schoolaged children.
Childrestraint and medical
professionals recommend you keepyour
baby in arearfacing restraintuntil as old
as practicable —atleast until theyare
two years of age.
Internationalbest practice
recommends the use of an appropriate
childrestraint (or booster seat)until your
childreaches 148 cm tall.
Parents will know their child has
outgrown their car seat when they’re over
the manufacturer’s recommended weight
or height restrictions for thatmodel.
Making the move to abooster seat
depends on achild’s height and weight,
not their age.
To reduce the risk of injury it's
recommended children remainina
booster seatuntil theycan safelyfit a
vehicle seatand seatbelt.
Many children needaboosteruntil
they're around 12yearsold. Up until
then correctlysecure them in an
approvedchild restraint. Over 14yearsold
they must use car safety belts where
available.
Time to bag aduck
Summer waterfowl seasons in the North
Canterbury area are looking promising,
said Fish and Game.
Matthew Garrick, North Canterbury
Fish and Game officer, says summer
seasons provide agood opportunity to
get out after paradise ducks that can be
particularly susceptible to decoying.
‘‘In addition, they can provide
excellent opportunities for younger
hunters to get out and bag afew birds,’’
he says.
The summer paradise duck season
starts on January 28 and runs until
March 12.
The summer mallard season runs for
just two weekends —the first being
February 4and 5, and the second
February 11 and 12.
The summer season is timed to
coincide with the grain and crop
harvests in the North Canterbury area,
and offers agreat opportunity to harvest
some free range game birds for the plate.
Hunters are reminded the summer
mallard season is only over agricultural
grain crops and green feed paddocks,
and more than 200 metres away from any
water body.
To learn more about hunting
regulations, look at the Fish &Game
website, or call North Canterbury Fish
and Game on 03 366 9191.
‘‘Crop harvest is just getting under
way, so there will likely be good
concentrations of birds on freshly
harvested fields.
‘‘It’s agood opportunity to get out and
meet your local farmers while rehoning
your shooting skills for opening
weekend in May,’’ Mr Garrick says.
Hunters are encouraged to be mindful
of how they handle bagged birds if they
are spending along time out in the field.
The heat during summer can lead to
meat spoilage, so hunters should have a
plan to keep birds cool and don’t pile
them on top of each other.
all based on the food and fibresector.
The contest runs in asimilar style to the
FMG Young Farmer of the Year contest.
It involvesaseries of timed modules and
aFarmletchallenge throughoutthe
Practical Day.
Contestants face an exam and present
speeches designed to test their teamwork,
practical and theoreticalknowledge of and
handson skills.
At the end of the practical day, they go
into “the faceoff”, astaple of famousFMG
Young Farmer of the Year buzzer style
quiz, in whichstudents are asked avariety
of farming and general knowledge
questions.
Growth returns to normal in NC
By DAVID HILL,
Local Democracy Reporter
NorthCanterbury has returned to
‘‘normal growth’’ after atwoyear
buildingboom, say local real estate
agents.
Real estate agentssaid therewas a
noticeable easing off in propertysales in
the middle of last year, aftertwo years of
unprecedented growth.
This was reflected in the number of
consents issued for new houses in the
Waimakaririfalling back in December,
whichwas the quietest month in years.
Consent numbers werealso downin
Kaikōura, but Hurunui is bucking the
trend.
Hurunui District Council buildingand
propertymanager Kerry Walshsays a
record 197 consents for new houses were
issued in 2022, up from170 in 2021.
‘‘Themajor growth areashave been in
Amberley and HanmerSprings, along
with the rural regions surroundingthose
areas.
‘‘We are expectingthat the number of
houses in both areas will remain steady
over 2023.’’
The WaimakaririDistrictCouncil
granted 828 consents for new houses last
year,compared to 928 in 2021and less
than 600 in 2020.
The biggest growth has been in the
Townsend Fields (Rangiora),
Silverstream (Kaiapoi) and Ravenswood
(Woodend) subdivisions and at Pegasus.
Harcourts sales consultant Christine
Tallott sayssales weredown at
Townsend Fields, but interest remained
strong.
‘‘Buyers are alittle bit nervouswith the
increase in costs to build and the delays.
‘‘ButRangiora has become avery
sought after place to live.’’
Enquiries were strong for Townsend
Fields stage four, which was yet to go on
sale.
Ray White Rangiora manager Stuart
Morris says the cost of living, rising
interest rates,supply chainissues,
economic uncertainty and alack of
available landwere all having an impact.
He says there is less land availablein
Woodendand Kaiapoi, while Amberley’s
new developments were waiting for titles
to be issued.
‘‘But we have to rememberwedon’t
normally see that levelofbuilding we
have had in the last few years, so Ithink
we are moving backtoamore normal
rate of growth.’’
Mr Morris says first home buyers are
starting to return,after anoticeable drop
last year.
BayleysRangiora and HanmerSprings
managerRoss Ditmer sayswhile
residentialsales haveeased back,
lifestyle blocksales remained strong.
‘‘We are coming back to normal after
the boom. If you go back two or three
years ago, our salesinDecember were
pretty comparable.’’
But he saysthe looming general
election could create more uncertainty
and lead to vendors and buyers being
more hesitant.
WaimakaririDistrict Council
planning,regulation and environment
general managerTracy Tierneysaid
consent applications in December were
considerably lower thaninprevious
yearsand January was following a
similar pattern.
More than 560 amendments were made
to approved building consents in 2022,
‘‘up threefold comparedtoprevious
years’’.
‘‘This was mainly as aresult of the
need for product substitutionduring the
buildprocess,’’ she says.
‘‘Industry commentators are
anticipating aslowdown in building
activity this year from the highsof2021
and 2022.’’
MayorDan Gordon said Waimakariri’s
continued growth presentedits
challenges.
‘‘We are still one of the fastest growing
areasinthe country,somanaging growth
is still apriority and making sure we
have the infrastructureinplace.
‘‘We are working with our Greater
Christchurch partnersfor growth
opportunities and buildingthe case for
investmentfrom central government.’’
Mr Walsh saidthere were some major
commercial developments consentedin
2022 in the Hurunui.
Theseincluded the Amberley Country
Estate retirement village, some major
worksatRodin cars in Waiauand school
projects.
The Kaikōura District Council
received86resource consent
applications, compared to 84 in 2021.
It issued 134 buildingconsents,
including 29 for new houses, compared to
154 in 2021.
Dispose of Asbestos Safely
Over the last few months, staff at the Council’s
Southbrook Resource Recovery Park have had a
number of unsafe loads of material containing
asbestos dumped at the site. This puts staff and
contractors at risk, can close the site or parts of
the site to the public and takes time and resources
to clear away safely.
The Council’s Health, Safety and Wellbeing
team want to spread awareness around the
safe disposal of asbestos for public safety and
mitigation around ahazard that they are seeing
reoccur. The team are encouraging members
of the public to seek guidance from relevant
authorities such as the Ministry ofHealth or
WorkSafe New Zealand.
Council’s Solid Waste Manager Kitty Waghorn says,
“If asbestos is not handled or disposed of properly,
it can easily become airborne and pose aserious
health risk to people who come into contact with
it. It is important that people are aware of the
potential presence of asbestos inolder buildings or
structures, and that they follow the guidelines for
its safe removal and disposal.”
To dispose of asbestos, it is best to hire a
professional asbestos removal company. Ifthis
isn’t feasible, it is important to follow WorkSafe
New Zealand's guidelines for the management and
removal of asbestos. Aer removal, double-bag or
wrap the asbestos in polythene sheets, seal the
package. Itcan then be disposed at the EcoCentral
EcoDepot in Bromley. Contact EcoCentral Limited
on 03 943 7513 for more details.
In addition, pressed steel roof tiles, cement board,
fibre board or insulation panels may contain
asbestos. Please ask staff to check if these
look safe tounload before you remove any such
materials from your vehicle when you are atthe
transfer station.
For contaminated soil, WorkSafe has an approved
code of practice that covers management
and removal of asbestos, as well as roles and
responsibilities for businesses and workers. It
is important to check if you need alicense for
removing and disposing of the contaminated soil.
“The Key ofKnowledge ..”
(Luke 11:52)
“BORN TOBEKING”
Many people celebrate Jesus’birth, and quote whatGabriel said
to Mary inLuke 1:31 “…. And shall bring forth ason and call
His name Jesus”. The chapter goes ontospeak ofHis ultimate
destiny, and that is to be king “Heshall be great and shall be called
the Son of the Highest and the LORD God shall give unto Him
the throne of His fatherDavid” His disciple Nathanaelrecognised
Him to be aking “Rabbi,Thouart theSon of GOD;Thou artthe
King of Israel”. John 1:49. The question is where was David’s
throne? It was Jerusalem. And has the Lord Jesus ever reigned
there? Notyet.
