after a council vote last week<br />

fully supported the city council<br />

working with Rod Donald Banks<br />

Peninsula Trust to hurry the<br />

project along.<br />

The track has been languishing<br />

on the books for more than 10<br />

years.<br />

Last month, there was more<br />

uncertainty when it was announced<br />

the city council’s annual<br />

plan had “re-phased” spending<br />

on the project, effectively shifting<br />

money back to<br />

create savings<br />

next year and in<br />

2024.<br />

At the time<br />

any delay to<br />

the project, and<br />

planned an amendment to the<br />

city council’s annual plan asking<br />

staff to leave the project alone.<br />

Then, last week he moved a<br />

trust to look at other ways the<br />

city council can accelerate<br />

the walkway’s completion<br />

instead.<br />

“I have worked with council<br />

staff to ensure the funding will<br />

be available to support the<br />

Head to Head Walkway,” said<br />

Fields.<br />

“The phasing is the phasing,<br />

but that will not impact on<br />

funds being available to work on<br />

the sections we need to. I have<br />

no qualms the money will be<br />

available,” he said.<br />

10 seconds, maybe a bit<br />

longer,” Griffin said.<br />

to fight for it.<br />

The property was marketed<br />

as a rare opportunity to secure a<br />

boat shed in a premium location.<br />

It included petrol storage for<br />

easy refuelling, a roof water<br />

collection tank and an electric<br />

winch. The boat shed also came<br />

with a treasure trove of accumulated<br />

“nuts, bolts, bits and pieces”<br />

– but not the boat.<br />

Close call for Albertina the albatross<br />

albatross has been released<br />

back into the wild after nearly<br />

starving to death, but other<br />

seabirds may not be so lucky.<br />

chief veterinarian Pauline Howard,<br />

with help from the Taylors<br />

Mistake Surf Life Saving Club,<br />

released the bird nearly three<br />

weeks after she was washed up<br />

exhausted on the beach along<br />

Marine Pde.<br />

The hospital named the bird<br />

Albertina. She was starving<br />

when she was found, a plight<br />

similar to that now facing 98 per<br />

cent of seabirds, said Howard.<br />

Howard is supporting ‘School<br />

Strike for Climate Change’ advocates,<br />

calling for more marine<br />

reserves.<br />

“Warming seas around our<br />

coastline are driving fish deeper<br />

where birds can’t get them, and<br />

the fishing quota system and lack<br />

of marine reserves is making the<br />

situation much worse,” she said.<br />

Howard is warning New Zealand<br />

may soon be facing seabird<br />

extinctions, caused by over-fishing<br />

and climate change.<br />

“When I first shifted to<br />

Christchurch 30 years ago there<br />

were schools of kahawai all along<br />

the coast, chasing smaller fish to<br />

the surface. Kahawai have now<br />

disappeared because of over-fishing,”<br />

she said.<br />

“The water was 18 degrees at<br />

Taylors Mistake when Albertina<br />

was released, but we chose it<br />

because other beaches have too<br />

many dogs off their leads, which<br />

is another threat to seabirds,”<br />

said Howard.<br />

“There are really no beaches in<br />

Christchurch where the birds are<br />

safe anymore.”<br />

Albertina survived because she<br />

was rescued and put on a drip<br />

for a week. A second young albatross<br />

found starving two weeks<br />

earlier wasn’t so lucky. It died<br />

at the hospital after suffering<br />

irreversible kidney failure.<br />

“These are the only antipodean<br />

albatrosses we’ve ever seen in the<br />

hospital. We’ve never had them<br />

in before,” said Howard<br />

She said other seabirds, like<br />

the spotted shag, only found in<br />

New Zealand waters, are now<br />

at risk of extinction – and other<br />

species may follow.<br />

“The shag has almost disappeared<br />

from the Hauraki Gulf<br />

and is now only found in any<br />

numbers along the Canterbury<br />

coast.<br />

“Even red-billed seagulls are<br />

dying because of pressures on<br />

their food supply. Over the last<br />

two years the gulls in Kaikoura<br />

have been disappearing and little<br />

blue penguins are also starving,<br />

suffering from diseases they have<br />

never had before,” Howard said.<br />

will be familiar with the lifeboat<br />

siren that alerts crew<br />

members to a call-out.<br />

Sky’s the limit for Māori<br />

artists on display at Rei<br />

A NEW exhibition space<br />

celebrating and promoting<br />

Māori creativity will open this<br />

weekend in Lyttelton.<br />

Rei on Robert Forbes Lane is<br />

the culmination of a long-held<br />

desire to establish a creative<br />

place to exhibit kaupapa<br />

Māori toi (Māori creativity),<br />

said kaiwhakahaere Damian<br />

Mackie.<br />

The space will operate<br />

under the auspices of the<br />

Whakaraupō Carving<br />

Centre Trust, a non-profit<br />

organisation promoting<br />

creative Maori and non-Maori.<br />

Mackie said Rei will also<br />

be a space for emerging<br />

practitioners studying at the<br />

carving centre to help sustain<br />

their practice.<br />

“The name for the space<br />

comes from the Rei domain,<br />

which in kaupapa Māori<br />

represents the highest point of<br />

the sky occupied by supreme<br />

beings,” he said.<br />

“From them comes the<br />

power of tāne atua, the<br />

guardian of the natural world.”<br />

The formal opening is set<br />

to be held on Friday with a<br />

ceremony hosted by hapū<br />

members of Ngāti Wheke.<br />

Pari Turf was officially<br />

opened last Friday on the<br />

school grounds at Major<br />

Hornbrook Rd.<br />

Year 8 pupil Bryony Kearns<br />

the ribbon on the 990sq m fully<br />

fenced playing area, which<br />

boasts a sand-based turf laid<br />

over a shock-resistant underpad,<br />

complete with hockey<br />

and football goals, netball<br />

hoops and associated field<br />

markings.<br />

It will be available for hire by<br />

sports and community groups.<br />

Principal Donna Ellery said<br />

the name ‘pari’, meaning “on a<br />

cliff”, is perfect for the turf as it<br />

sits high atop Mt Pleasant with<br />

views of the sea to the east and<br />

the mountains to the west.<br />

“Since the turf was<br />

completed in November last<br />

year, it’s so great to see the<br />

students out there playing<br />

everyday. This amazing space<br />

is an important asset to bring<br />

our community together and<br />

is an initiative that highlighted<br />

the strength of our community<br />

working alongside our school<br />

to accomplish amazing things<br />

for our ākonga (pupils).”<br />

At a cost of $250,000 this<br />

non-Ministry of Education<br />

funded project was coordinated<br />

by school parent<br />

Christina Freeman, who<br />

started the huge planning and<br />

fundraising effort for the turf<br />

in late 2019.<br />

The effects of Covid-19<br />

resulted in delays with the<br />

design, consent and funding<br />

application processes, but with<br />

the help of some key sponsors,<br />

community grants and the<br />

school’s board and PTA,<br />

Freeman is delighted to see the<br />

turf completed.<br />

“I’m absolutely thrilled to<br />

see the turf finally being used<br />

and enjoyed by our school<br />

and wider communities. An<br />

amazing outcome after such<br />

a long hard road, thanks to<br />

Covid-19,” she said.<br />

St John Ambulance needs volunteers<br />

ST JOHN Ambulance wants<br />

more volunteers in Akaroa<br />

and across the rest of Banks<br />

Peninsula.<br />

Operations manager Brendan<br />

McInnes said ambulance volunteers<br />

play a critical role in their<br />

communities. The Akaroa unit<br />

currently has seven volunteers.<br />

“Ambulance volunteers are<br />

vital to rural and remote communities,<br />

and we’re looking for<br />

more dedicated locals to support<br />

the ambulance service right<br />

now,” he said.<br />

Rick Menzies joined the<br />

Akaroa St John team six years<br />

ago.<br />

‘’Rather than playing golf three<br />

days a week – with all due respect<br />

to the golfing fraternity – I<br />

should do something worthwhile<br />

by contributing something to the<br />

community,” he said.<br />

St John was recruiting in<br />

Akaroa at the time. Menzies<br />

completed the recruiting and<br />

training programme, which<br />

included completing a diploma<br />

in ambulance practice.<br />

“I have done a lot of things in<br />

my life but nothing has equalled<br />

the instant job satisfaction that<br />

one gets from helping someone,’’<br />

said Menzies.<br />

The team is supported by medical<br />

staff from Akaroa Medical<br />

Centre, and Fire and Emergency<br />

New Zealand volunteers.<br />

Dealing with accidents or<br />

medical emergencies in the rural<br />

outer bays, the team have backup<br />

support if and when needed.<br />

Menzies said it would be great<br />

to have more people join.<br />

All prospective ambulance<br />

volunteers are required to go<br />

through the St John recruitment<br />

process. Once successful they<br />

will receive all the clinical training<br />

they need to work on the<br />

front line.<br />

“When the pager sounds off<br />

one never knows what challenges<br />

are waiting for us, and whatever<br />

it is we have to deal with it, every<br />

day brings a new, interesting<br />

situation,” Menzies said.<br />

“As with other regions<br />

throughout the country, more<br />

remote areas are supported by<br />

surrounding ambulances, which<br />

operate as a network.”<br />

St John is currently based in<br />

Akaroa’s police station, but is<br />

in the early stages of acquiring<br />

a site to build a fit-for-purpose<br />

station and will be looking to<br />

the community for fundraising<br />

support.<br />

MEMBERS OF the Seipp family<br />

impressed at yet another surf life<br />

saving event, helping Sumner<br />

finish in the top three at the<br />

Canterbury championships in<br />

New Brighton.<br />

The carnival was held at the<br />

weekend after some of the events<br />

had to be postponed when a<br />

shark was sighted off Waimairi<br />

Beach in January.<br />

Sumner (398 points) finished<br />

narrowly behind South Brighton<br />

on 415 points. Taylors Mistake<br />

managed 283 points to finish<br />

third.<br />

Four Sumner athletes were<br />

named top competitors for their<br />

age group – including the Seipp<br />

siblings. The youngest, Lola,<br />

dominated the under-10 girls’<br />

events, winning the beach flags,<br />

surf race, beach sprint, board<br />

race, run swim run and diamond,<br />

and under-10 mixed relay.<br />

Mistake’s Amelie Clark shared<br />

the top under-14 girls’ title in a<br />

tie. Emilie won the surf race and<br />

run swim run events. Her brother<br />

Jacob won the same events as<br />

Emilie, but in the under-12 boys’<br />

competitors in each of their age<br />

The biggest event in the surf<br />

life saving season will get under<br />

way tomorrow when the New<br />

hosts 45 clubs competing for the<br />

New Zealand surf life saving<br />

championships. The event<br />

finishes on Sunday.<br />

It seems a world away from the calm streets of<br />

Banks Peninsula, but no doubt you all share<br />

the concern of everyone in New Zealand<br />

following the recent cyclone and flood damage<br />

in the North Island. An all-of-Government<br />

response has been underway since the cyclone<br />

made landfall and we have established the<br />

new Cyclone Gabrielle Appeal Fund. This will<br />

complement existing donation appeals and<br />

help to ensure that local and international<br />

donations are channelled back to the<br />

communities and projects that need them<br />

the most. This includes medium to long term<br />

recovery projects that help to build resilience<br />

for the future, as well as fixing the facilities<br />

where people come together, like sports clubs<br />

and community halls.<br />

The natural disasters were in stark contrast<br />

to the wonderful summer we’ve had here in<br />

Banks Peninsula. Highlights of recent months<br />

include attending A&P shows across the<br />

peninsula, visiting the various produce, art<br />

and craft markets in our bay suburbs, and the<br />

recent and always fabulous Estuary Fest. A big<br />

thank you to Jocelyn, Derek and their team for<br />

organising such a great day and to everyone<br />

who bought our cakes at the Labour stall to<br />

raise money for cyclone relief.<br />

The relocation of the Organics Processing Plant<br />

in Bromley remains a key priority of mine. A<br />

report on the shortlisted relocation options<br />

will be presented in mid-<strong>March</strong> to Council,<br />

who will then make a final decision. This has<br />

been a complex and challenging issue and I<br />

thank residents for their continued advocacy,<br />

especially those who have worked with me to<br />

gather more information and keep the issue to<br />

the forefront.<br />

Nationally, reducing the cost of living<br />

continues to be a key priority of the Labour<br />

Government, which is why we’ve extended<br />

various support measures which benefitted the<br />

overwhelming majority of New Zealanders last<br />

year. The 25 cents per litre petrol excise duty<br />

cut, the Road User Charge discount and half<br />

price public transport fares will all remain until<br />

30 June <strong>2023</strong>.<br />

I have plenty of community clinics scheduled<br />

for <strong>2023</strong> across the electorate, including those<br />

at the Sumner Library on Saturday 18 <strong>March</strong><br />

at 10am, the Mt Pleasant Community Centre<br />

on Monday 17 April at 5:30pm and two at<br />

the Woolston Library on Sunday 21 May at<br />

10:30am and 12:30pm. If you’re local to these<br />

areas I encourage you to stop by, have a chat<br />

and discuss any issues important to you.<br />

It’s been a busy start to the year and I’m looking<br />

forward to working constructively with all local<br />

communities and ensuring that our little slice<br />

of paradise remains just that. I hope you all<br />

have a wonderful autumn!<br />

are in a state of sad disrepair.<br />

The good news is the city<br />

council is about to start repairs<br />

to the track on the eastern<br />

side of the valley and,<br />

particularly, the steps to the cave.<br />

The work should be completed<br />

by the end of June.<br />

In addition, the city council<br />

is starting to consider and plan<br />

remediating the rockfall on the<br />

western side of the valley, which<br />

means there will again be a loop<br />

track that includes easy entry<br />

into the cave.<br />

The city council has also<br />

agreed to re-naturalise the<br />

stream on the valley floor. This<br />

will involve introducing some<br />

deep pools and making its path<br />

more sinuous, then battering the<br />

sides of the stream and planting.<br />

This will decrease scouring,<br />

which will reduce the amount<br />

of sediment that goes into the<br />

estuary.<br />

Meanwhile, the Te Awakura<br />

Barnett Park Regeneration<br />

IMPROVEMENT: The planned track upgrade for Barnett<br />

Park will see access to the cave (below right) restored.<br />

Group is continuing its<br />

sterling work in the valley. The<br />

group has been removing weeds,<br />

planting and helping with pest<br />

control for some years now.<br />

They have plans to see the valley<br />

walls and part of the valley floor<br />

planted in natives, which will<br />

provide an even better facility on<br />

our doorstep (the plan would see<br />

the dog walking area remain as<br />

it is).<br />

To this end a report is being<br />

commissioned to take stock of<br />

the plants that are there now and<br />

to advise what might be done in<br />

the future.<br />

Most recently the group has<br />

been involved in removing the<br />

banana passionfruit on the valley<br />

floor around the dog park. This<br />

scourge of a vine smothers native<br />

plants and stops them growing<br />

and spreading.<br />

When disaster struck and their<br />

Geraldine home of 18 years was<br />

destroyed by fire in August 2021,<br />

Caroline and Paul Whitbread<br />

decided to take on a new venture<br />

in life. Initially, Paul was keen to<br />

buying the house within ten<br />

minutes of being here.” And with<br />

by bush, French Farm Winery<br />

became Paul and Caroline’s new<br />

home six months ago, along with<br />

their two dogs, Maisy and Poppy.<br />

After beginning to tidy the<br />

worse-for-wear and overgrown<br />

“jungle”, they discovered they<br />

had bought more than they<br />

thought. With repeated queries<br />

about when they were opening<br />

and people sharing fond memories<br />

of the venue, they revised<br />

their plans. Although the<br />

Whitbreads had no hospitality<br />

experience, they were businessminded,<br />

well-travelled, and<br />

knew what they liked in hospitality.<br />

So they took a leap of faith<br />

and decided to reopen French<br />

Farm Winery for business using<br />

the existing pizzeria. However,<br />

wanting something they could<br />

do themselves with the help of<br />

their daughter Emily, the<br />

concept of a garden bar and deli<br />

came into being.<br />

The picturesque garden bar and<br />

deli, where you almost feel<br />

transported to another country,<br />

had a low-key opening several<br />

weeks ago. The courtyard and<br />

grounds have gorgeous water<br />

features and stonework, plenty<br />

of seating under the vine, the<br />

covered atrium, or the terrace<br />

area. The deli offers scrumptious<br />

local and New Zealandmade<br />

delicacies, including<br />

meats, cheeses, crackers, and<br />

fruit, to create a personal<br />

picnic-stye platter from your<br />

selection. Along with pies,<br />

flatbreads and pizzas, cold<br />

drinks and delicious wines from<br />

local wineries available, there’s<br />

nothing better on a hot day<br />

with a slight breeze and the<br />

spectacular sea views and<br />

tranquil surroundings. As Emily<br />

states, “We want to create a<br />

relaxing environment with a<br />

peaceful vibe, where you are<br />

away from the stress.”<br />

TREASURES FROM THE PAST 19<br />

The coastal cargo ships of Kaiapoi<br />

KAIAPOI TOWN – named<br />

after the famous Ngāi Tūāhuriri<br />

/ Ngāi Tahu pā (1700-1830)<br />

of the same name a couple of<br />

kilometres to the north – lies<br />

on the Kaiapoi River, a former<br />

branch and now tributary of the<br />

mighty Waimakariri River that<br />

flows from the Kā Tiritiri-ote-moana<br />

Southern Alps down<br />

through the plains to the ocean.<br />

It is said that, for centuries, the<br />

Waimakariri was a traditional<br />

river route for Waitaha and then<br />

Ngāi Tahu waka travelling to<br />

and from mahinga kai lakes of<br />

the Canterbury high country<br />

and over the mountains to Te<br />

Tai Poutini West Coast and its<br />

treasured pounamu. The pākehā<br />

settlement of Kaiapoi is said to<br />

have begun soon after the signing<br />

of Kemp’s Deed in the late<br />

1840s, as a ferry stop along what<br />

was then the northern branch of<br />

the Waimakariri.<br />

From 1852 a regular monthly<br />

ferry service sailed out to Heathcote,<br />

and the Kaiapoi wharf was<br />

built in the centre of town to<br />

accommodate the growing river<br />

traffic.<br />

On October 31, 1876 the<br />

Waimakariri <strong>Harbour</strong> Board Act<br />

was passed to establish the Port<br />

of Kaiapoi as the ‘river town’<br />

flourished on a growing trade<br />

of timber, wool and mutton.<br />

It was even thought the town<br />

might outgrow its poor cousin<br />

some 17km to the south, little<br />

Ōtautahi Christchurch. This<br />

was not to be, and by 1946 the<br />

Kaiapoi wharf’s best days were<br />

well behind it when the <strong>Harbour</strong><br />

Board was abolished.<br />

A decade later, in 1958, an<br />

economic window reopened for<br />

the Port of Kaiapoi due to congestion<br />

and higher cargo costs<br />

on the Lyttelton wharves, and it<br />

became profitable to ship general<br />

cargo directly from Wellington<br />

through to Kaiapoi and then by<br />

road to Christchurch. The first<br />

such ship to ply this post-war<br />

cargo trade was the MV (Motor<br />

Vessel) Paroto.<br />

Built in 1914 by G.T. Niccol<br />

Shipbuilding in Auckland, the<br />

then SS Paroto steamed the<br />

Northland trade routes for<br />

three decades from Matakana<br />

to Kerikeri before being sold to<br />

Collingwood Shipping Co. of<br />

Nelson and refitted with twin<br />

114 bhp diesel engines in 1950.<br />

With a crew of six, and at 128<br />

gross tons, she was 2m in length,<br />

with a 7m beam and just on a 2m<br />

draught. (This shallow draught<br />

was the maximum for all ocean<br />

going ships docking at Kaiapoi<br />

as they first had to wait for high<br />

tide before braving the sandbar<br />

at the mouth of the Waimakairi<br />

and then making their way<br />

upriver to the port.)<br />

So it was that early on Sunday,<br />

November 16, 1958 the MV<br />

Paroto traversed the sandbar and<br />

became the first cargo ship for 22<br />

years to sail up the Waimakariri<br />

and unload at Kaiapoi wharf. On<br />

arrival at 8.15am she was greeted<br />

by hundreds of spectators, with<br />

Captain Fitzsimmons and crew<br />

welcomed by the town burghers<br />

led by Mayor Williams.<br />

Nonetheless, their Wellington<br />

cargo was promptly unloaded<br />

and on its way down the road<br />

to Christchurch just 30 minutes<br />

later. After reloading fuel and<br />

cargo she was off again the<br />

following Wednesday with the<br />

high tide. Several more sea-going<br />

cargo ships of shallow draught<br />

followed the MV Paroto in a<br />

decade of busy coastal cargo<br />

trade. By the mid 1960s the<br />

Paroto, Ranginui and Waiotahi<br />

were plying the Canterbury coast<br />

to Wellington, with Kaiapoi Port<br />

handling over 35,000 tons of<br />

cargo in 1963 alone.<br />

The future, however, was<br />

already on the way and sadly it<br />

did not include Kaiapoi’s coastal<br />

cargo ships. New Zealand’s first<br />

roll-on/roll-off ferry, the ‘Government<br />

Motor Vessel’ GMV<br />

Aramoana, had launched in 1962<br />

carrying 180,000 tons of road<br />

and rail freight across the strait<br />

into Picton in her first year.<br />

When her sister ship Aranui<br />

launched in 1966 the ‘floating<br />

bridge’ connecting the nation’s<br />

North and South islands’ road<br />

and rail networks signalled the<br />

end of the coastal cargo trade.<br />

Then tragically, on August 3,<br />

1966, while southbound from<br />

Wellington on the way to Kaiapoi<br />

and heavy with an 80 ton<br />

cargo, the MV Paroto hit rocks<br />

in heavy fog and was stranded at<br />

Point Gibson near Port Robinson.<br />

While the crew safely abandoned<br />

ship, the Paroto could not<br />

be refloated and two days later<br />

she was broken on the rocks.<br />

The loss of the Paroto was<br />

a huge blow to Kaiapoi’s river<br />

economy, and with its remaining<br />

coastal cargo ships struggling<br />

against rising competition and<br />

wharf costs in Wellington, the<br />

last cargo was unloaded on<br />

October 29, 1967. After barely<br />

a decade, in 1969 the Kaiapoi<br />

Borough Council finally declared<br />

the end of the coastal cargo ships<br />

of Kaiapoi.<br />
