Burglar in<br />

A BURGLAR who got into a<br />

tussle with a homeowner appears<br />

to have struck before, getting<br />

away with about $50,000 in goods<br />

from a property.<br />

<strong>The</strong> <strong>Star</strong> reported last week a<br />

man was pushed backwards over<br />

an armchair after he lunged at an<br />

intruder in his hallway earlier this<br />

month. <strong>The</strong> burglar was driving<br />

a distinctive white van with the<br />

registration KPD-407.<br />

Now another victim has contacted<br />

<strong>The</strong> <strong>Star</strong> to say he was a<br />

victim of a burglar driving the<br />

same vehicle with the same registration<br />

number.<br />

He believed the same man was<br />

among a group of two or three<br />

people who broke in and ransacked<br />

he and his wife’s Tai Tapu<br />

home while they were away on<br />

holiday on December 26.<br />

<strong>The</strong>y stole a $30,000 Subaru and<br />

about $50,000 in jewellery, clothing,<br />

motorcycling and ski gear,<br />

spirits and wall art, as well as their<br />

passports and some credit cards.<br />

He said reading about the<br />

Burnham incident in <strong>The</strong> <strong>Star</strong><br />

made him realise the man was<br />

still offending.<br />

“How many other people have<br />

been affected, and when does it<br />

stop?” the man said.<br />

the registered owner of the van who<br />

said he could not remember where<br />

he was on the day of the burglary<br />

and someone else could have been<br />

using his van.<br />

Senior Sergeant Rachel Walker<br />

said police had conducted inquiries<br />

at the registered owner’s last known<br />

address which had “proved negative.”<br />

She urged the public to phone 105<br />

and quote file number <strong>23</strong>0310/3913 if<br />

they saw the vehicle.<br />

“A detailed description of the<br />

location and any occupants of the<br />

vehicle would be appreciated.”<br />

<strong>The</strong> victim feared someone else<br />

could get hurt.<br />

He saw one of the items left at<br />

the scene of the home burglary<br />

was an axe, brought in from the<br />

man’s woodshed, possibly with the<br />

intention of being used as a weapon<br />

if someone had been home.<br />

<strong>The</strong> Tai Tapu victim also urged<br />

residents to keep an eye out for the<br />

van, which could be used to case<br />

other properties in the area.<br />

“<strong>The</strong> indication I got from police,<br />

he’s done a number of these sorts of<br />

crimes.”<br />

City2Surf: Danny did it!<br />

DANNY ODOM took more<br />

big strides at the weekend as<br />

he recovers from a quadruple<br />

by-pass.<br />

<strong>The</strong> 61-year-old completed<br />

the Les Mills City2Surf 6km<br />

event from Avon Park to the<br />

Rawhiti Domain finish line in<br />

New Brighton. It was a major<br />

step in the right direction after a<br />

mild heart attack just over three<br />

months ago led to the potentially<br />

life saving operation.<br />

Odom was among several<br />

thousand people who walked<br />

and ran the 6km and 12km<br />

distances in perfect conditions<br />

on Sunday.<br />

He was supported on the<br />

walk by his wife Wendy, Breeze<br />

presenters Hilary and Fitzy and<br />

the show’s producer Ryan Foster.<br />

Odom has been a longtime<br />

Breeze listener.<br />

He completed the course in<br />

one hour, 29 minutes and 54<br />

seconds, just inside his goal of an<br />

hour and a half.<br />

He said it was “exhilarating”<br />

to be part of the Les Mills City-<br />

2Surf.<br />

“Being among thousands of<br />

positive people was amazing. I<br />

thoroughly recommend it,” he<br />

said.<br />

“If someone who has had their<br />

heart in someone else’s hands<br />

can do it, anyone can.”<br />

Odom paid tribute to staff at<br />

Christchurch Hospital.<br />

When he came from hospital<br />

he struggled to walk to his letterbox<br />

and back.<br />

But within a few weeks, he was<br />

walking five kilometres a day.<br />

It was on one of his daily<br />

walks he came across the City-<br />

2Surf poster.<br />

“<strong>The</strong>ir expertise and knowledge<br />

allowed me to fulfil that<br />

goal,” he said of hospital staff.<br />

“<strong>The</strong> care was unbelievable, I<br />

can’t fault them.”<br />

Now he has his sights set on<br />

the 12km course next year.<br />

Blackmail<br />

A CANTERBURY public figure<br />

has complained to police about<br />

allegations he was blackmailed<br />

by someone he had a sexual<br />

encounter with.<br />

<strong>The</strong> public figure declined to<br />

comment to the NZ Herald on<br />

Tuesday. He said he was aware<br />

the accused had raised concerns<br />

about him to the head of the<br />

organisation he is associated<br />

with, which he also declined<br />

to comment on. He confirmed<br />

he was still working at the<br />

organisation.<br />

A court spokesperson<br />

confirmed the defendant, who<br />

has name suppression, will<br />

appear in court again later this<br />

month.<br />

<strong>The</strong> accused, who first appeared<br />

in court in December last year,<br />

is charged with blackmail and<br />

pleaded not guilty.<br />

Developers make a colourful splash<br />

buildings are iconic enough to<br />

deserve a name,” he said.<br />

designed the “Coro Street”<br />

style apartments themselves,<br />

but added colour and left an<br />

established tree in place on the<br />

footpath.<br />

Now this part of Selwyn St,<br />

once one of the most rundown<br />

areas in the city, is more<br />

interesting – even though local<br />

businesses are a little unsure of<br />

its long-term impact.<br />

<strong>The</strong> units were sold to a mix of<br />

owner-occupiers and investors<br />

for prices in the $500,000 to<br />

$575,000 range.<br />

Residents are speculating over<br />

who might move in. Manager<br />

of the Celtic Arms Inn Selena<br />

Holderness suspected they will<br />

be younger singles or couples.<br />

“Older folks won’t want them<br />

because they are two storeys, but<br />

at least whoever moves in won’t<br />

be low-lifes. I think it will be<br />

good for business,” she said.<br />

Des Bailey also liked the<br />

development, even though the<br />

design is not something he<br />

would have chosen.<br />

It’s a big improvement on what<br />

was there, he said. “I’m just not<br />

sure who will move in. Living in<br />

such small units so close together<br />

could create social problems,” he<br />

said.<br />

the colours, but was worried<br />

about parking. (All the units<br />

have garages or off-street<br />

<strong>The</strong> development comes as<br />

new medium and high-density<br />

building rules for Christchurch<br />

appear on the horizon.<br />

Said Hickman: “<strong>The</strong>y will<br />

allow just about anything on<br />

any site and that’s really bad for<br />

Christchurch.”<br />

<strong>The</strong>y concede there are<br />

examples of densification being<br />

done well by developers using<br />

good architects.<br />

Said Holloway: “It’s just<br />

that too many of these guys<br />

who are changing the face of<br />

Christchurch have spent most of<br />

their lives playing Playstation.”<br />

do many of its designs. He is<br />

also responsible for a heritage<br />

precinct called Poundbury on<br />

the outskirts of Dorchester in<br />

England, a concept supported by<br />

King Charles.<br />

“Our houses cost more to<br />

design because we use Ben.<br />

But that is a relatively small<br />

proportion of the total cost,” said<br />

Holloway.<br />

“For the buildings themselves,<br />

we keep things simple; big<br />

rectangles well-proportioned<br />

with bigger tall windows, high<br />

studs and perfect detailing on<br />

the outside.”<br />

Holloway and Hickman also<br />

despair when they see so many<br />

trees on established sites being<br />

cut down.<br />

Trees should not only be a<br />

development requirement, but<br />

existing trees should also be<br />

saved wherever possible, said<br />

Hickman.<br />

“Not only are they good for<br />

the environment, they foster<br />

community pride and add<br />

value,” he said.<br />

$1 mansion back on the market<br />

A SPRAWLING 1920s mansion,<br />

built as a stately Englishman’s<br />

residence and once sold to a<br />

disabled children’s charity for<br />

$1, is on the market after a “noexpense<br />

spared” renovation.<br />

<strong>The</strong> owner’s plan to run it as<br />

a luxury accommodation for<br />

overseas business people fell over<br />

during the Covid-19 pandemic<br />

when people couldn’t travel.<br />

He’s now selling it after losing<br />

motivation and passion for the<br />

project.<br />

<strong>The</strong> Christchurch-based<br />

Chinese businessman bought<br />

the grand estate, known as<br />

Hackthorne Gardens, in<br />

Cashmere ‘as is where is’ in<br />

2015 after it sustained some<br />

damage in the February 22, 2011,<br />

earthquake. He poured between<br />

$2.5 million and $3 million<br />

into restoring the 11-bedroom,<br />

11-bathroom property to exactly<br />

how it would have been when it<br />

was built in 1928.<br />

<strong>The</strong> 928sq m home, designed<br />

by renowned architect William<br />

Tengrove Senior, has a<br />

sprawling staircase, study, large<br />

entertaining areas – including<br />

dedicated dining rooms – a<br />

modern backlit bar and a<br />

substantial commercial-grade<br />

kitchen.<br />

<strong>The</strong> home also has a<br />

colourful history. It was built<br />

for prominent lawyer and<br />

philanthropist, Archibald<br />

Henry Anthony, who wanted a<br />

family home in the style of an<br />

Englishman’s stately residency.<br />

Anthony sold the house in<br />

1964 for $1 to disability service<br />

provider Hōhepa, which used it<br />

as a boarding school for disabled<br />

children based on Steiner<br />

principles. It reverted back to<br />

a permanent residence in 1987<br />

before changing ownership<br />

several times. It has been used<br />

for a variety purposes, including<br />

as a luxury bed and breakfast,<br />

exclusive retirement home<br />

and wedding venue until the<br />

earthquake struck. <strong>The</strong> property<br />

has a price indication of $5<br />

million-plus. Grams said the<br />

same offering in Fendalton or<br />

Merivale could fetch up to $8<br />

million. “<strong>The</strong> vendor is very, very<br />

motivated for a sale.”<br />

In October, a luxurious<br />

property on Fendalton Rd owned<br />

by the same family for 25 years<br />

sold for $4.325 million. <strong>The</strong> fourbedroom,<br />

Latest addition to hall of shame<br />

ANOTHER harness racing<br />

figure has been banned from<br />

the sport, the latest in series of<br />

high-profile embarrassments for<br />

the code.<br />

Disgraced reinsman Matt Anderson<br />

was barred for more than<br />

five years for his part in “tubing”<br />

a horse and injecting it with<br />

vodka on New Zealand Cup Day<br />

at Addington in November.<br />

At the time of his offending,<br />

Anderson was already under<br />

an industry ban after receiving<br />

criminal convictions in 2020<br />

for assaulting and choking a<br />

woman.<br />

In a strongly worded decision<br />

last week, the Racing Integrity<br />

Board said Anderson was “presently<br />

not fit to be involved in the<br />

harness racing industry”.<br />

stables of trainer<br />

gastric tube into its nostril and<br />

oesophagus.<br />

Burrows later admitted that<br />

the substance he injected was<br />

vodka, and that he administered<br />

a combination of bicarbonate of<br />

soda, brown sugar, Epsom salts<br />

and water through the tube.<br />

Burrows has been disqualified<br />

from racing for 10 years for his<br />

actions.<br />

<strong>The</strong> ban follows other high<br />

profile disqualifications<br />

in Canterbury.<br />

Last year<br />

banned for life by<br />

racing authorities,<br />

and sentenced<br />

Mitchell to seven months<br />

Kerr home detention<br />

by the courts for<br />

selling a non-existent horse and<br />

defrauding horse<br />

In 2020, trainer/<br />

driver Nigel<br />

McGrath was<br />

ousted for eight<br />

years for cheating.<br />

<strong>The</strong> Racing<br />

Integrity Board<br />

charged Anderson,<br />

along with Burrows,<br />

Nigel<br />

McGrath<br />

with administering a prohibited<br />

substance by hypodermic syringe<br />

and administering to Rakero<br />

Rebel a substance via a nasogastric<br />

tube on race day, which is against<br />

harness racing rules.<br />

He was also charged with<br />

assisting Burrows in race-day<br />

preparation of Rakero Rebel and<br />

another horse, Millwood<br />

Indie, in contravention of his<br />

ban by Harness Racing New<br />

Zealand.<br />

Anderson initially lied to<br />

investigators when confronted<br />

at another property about his<br />

actions that morning.<br />

When he was told he had<br />

been filmed, he said he wanted<br />

legal advice before answering<br />

any questions, but later pleaded<br />

guilty to all charges.<br />

<strong>The</strong> Racing Integrity Board,<br />

chaired by former High Court<br />

Justice Warwick Gendall, a<br />

King’s Counsel, called Anderson’s<br />

actions “deliberate and<br />

dishonest”.<br />

“It is aggravated by Mr Anderson’s<br />

defiance of the direction<br />

that he not be involved in the<br />

preparation of horses to race –<br />

that is, he should not have been<br />

anywhere near the tie-ups stable<br />

that morning,” the decision said.<br />

It said the film showed “surreptitious<br />

and furtive behaviour”<br />

which illustrated that Anderson<br />

knew precisely he was offending<br />

in a serious way.<br />

His defiance of his previous<br />

warning was “arrogant” and<br />

showed total disregard for the<br />

standards of the profession.<br />

“Mr Anderson did not cooperate,<br />

as did Mr Burrows. He<br />

first lied to the investigator,” the<br />

decision said.<br />

“When advised that a film<br />

existed he took refuge, as he had<br />

before, in silence. It was only<br />

after it was clear that any defence<br />

would have been futile that he<br />

had no option but to admit the<br />

charges.”<br />

<strong>The</strong> board banned Anderson<br />

from involvement in harness<br />

racing for five years and three<br />

months.<br />

Tackling the<br />

cost of living<br />

Prime Minister Chris Hipkins has made it clear that our focus needs<br />

to be on the things that affect all New Zealanders – and my new<br />

role as a Minister ties in closely with cost of living issues that affect<br />

Christchurch residents.<br />

<strong>The</strong> Minister of Commerce and Consumer Affairs has the job of making sure that<br />

the key parts of the economy are working properly. This includes looking hard at<br />

supermarkets, banks, and insurers to make sure they are doing the right thing.<br />

Ultimately it is about making sure that ordinary folk get a fair deal when they fill up<br />

the trolley, or the tank, or get a mortgage.<br />

Right now, supermarkets are a major focus. We know that groceries are too<br />

expensive. Some of that is because there are only two supermarket chains in<br />

New Zealand. Creating an environment where there can be new, innovative and<br />

disruptive new players isn’t easy – but the Government is getting on with it.<br />

Last week we announced more support for the 1.4 million Kiwis getting<br />

Superannuation and Veterans’ pensions, Student Allowance, Student Loan or a<br />

main benefit to help with the cost of living. A couple on national superannuation will<br />

be better off by more than $100 a fortnight. Working families will see a bump<br />

in their Working for Families payments, and more people will be eligible for Childcare<br />

Assistance. Every little bit counts when making ends meet and we can’t leave those<br />

on the lowest incomes behind. It’s more evidence of the Government’s focus on<br />

helping Kiwis with the things that matter most right now.<br />

were captured on CCTV at a golf<br />

club as they ran naked across<br />

fairways and urinated in one of<br />

the green’s holes.<br />

One may have even defecated<br />

in a bunker.<br />

Video footage captured him<br />

emerging from the bunker with<br />

his pants down, pulling them up<br />

from behind as he walked across<br />

the fairway.<br />

Alcohol is suspected to have<br />

played a part in the students’<br />

antics at Lincoln Golf Club.<br />

CCTV cameras on the course<br />

caught some of the group doing<br />

“stupid” things, including<br />

hitting a golf ball from a tee held<br />

between one of the men’s butt<br />

cheeks, said club president Steve<br />

Harrold.<br />

<strong>The</strong> incidents involving 12<br />

people happened on <strong>March</strong> 8<br />

between 5.30-7.30pm.<br />

“It’s not just etiquette to<br />

do that sort of stuff on a golf<br />

course, or anywhere really,”<br />

Harrold said.<br />

<strong>The</strong> club put stills of the<br />

footage in the windows of the<br />

clubhouse to try and identify<br />

the culprits. Members had since<br />

spoken to a Lincoln University<br />

student who said he knew<br />

them and they were fellow<br />

students.<br />

Harrold said the club was<br />

considering writing to the<br />

university, so it could warn<br />

students not to conduct<br />

themselves in such a manner at<br />

the golf course.<br />

PHASE ONE of the<br />

reinstatement of Christ Church<br />

Cathedral has been completed.<br />

<strong>The</strong> cathedral is stabilised<br />

and the project is on track to be<br />

completed in 2027.<br />

director Keith Paterson: “<strong>The</strong><br />

project has moved quicker<br />

than expected. thanks to a collaborative<br />

approach between the<br />

project team.<br />

“We spent over a year planning<br />

and preparing for the work<br />

to commence and have been<br />

on-site in construction mode<br />

almost three years. We’re very<br />

focused and keen to complete<br />

this project for the city.”<br />

<strong>The</strong> project now moves into<br />

the second phase – strengthening<br />

and reinstatement of the<br />

main cathedral and tower. Phase<br />

three, the new cathedral centre<br />

and visitors centre, starts in<br />

2025.<br />

“<strong>The</strong> reinstated cathedral will<br />

look the same as it did prior to<br />

the earthquakes, but will have<br />

many modern enhancements<br />

and comforts such as<br />

heating, lighting and acoustic<br />

improvements,” said Paterson.<br />

“<strong>The</strong> reinstated cathedral has<br />

been designed to meet latest<br />

structural standards for a new<br />

public building.<br />

“Once completed the<br />

cathedral, tower, cathedral<br />

centre and visitors centre<br />

will seamlessly integrate with<br />

Cathedral Square.”<br />

SINGER songwriter Miranda<br />

Easten is starting to make waves<br />

in the music industry, gaining<br />

airplay on country music<br />

channels in Australia and the<br />

United States.<br />

<strong>The</strong> 35-year-old doesn’t like<br />

to be pigeon-holed into any one<br />

music genre, but admits leaning<br />

towards country music.<br />

Easten released her debut<br />

album Behind Unbroken Strings<br />

in 2021, with the single Cowboy<br />

Lullaby reaching number 16<br />

on Australia’s Top 40 Country<br />

Music Chart. Her recent music<br />

videos have also done well.<br />

“My music video View From<br />

Here has been really well received<br />

in the States. It’s on MTV and<br />

country TV and national TV and<br />

racking up quite a lot of views.”<br />

However, while she’s gaining<br />

traction overseas, her music’s not<br />

as widely known here in New<br />

Zealand.<br />

“<strong>The</strong> scene in America and<br />

Australia is just so much bigger<br />

and . . . you know, they’re so<br />

established with country and so<br />

it’s kind of no wonder the songs<br />

are taking over there a bit faster<br />

than the New Zealand.”<br />

But the road hasn’t been easy<br />

for Easten. <strong>The</strong> Selwyn-based<br />

artist recently opened up<br />

about her lifelong battle with<br />

agoraphobia.<br />

“I do have anxiety. I recently<br />

came out as letting everyone know<br />

I have agoraphobia and some of<br />

the things that people find really<br />

easy or don’t even think about, I<br />

find it a little bit more challenging<br />

and it’s something I’ve always<br />

been working on.”<br />

Agoraphobia is a fear of being<br />

in situations where escape might<br />

be difficult. Easten has learnt<br />

techniques to help limit her<br />

anxiety attacks, but says she feels<br />

different when she’s on stage.<br />

“<strong>The</strong>re is an element of acting<br />

and performing. And, you know,<br />

when you’re acting, you’re not<br />

you. So it’s liberating. It’s freeing.”<br />

She is working on her second<br />

album and hopes to tour<br />

Australia and the United States<br />

later this year.<br />

funds for Ranui House, a<br />

26-apartment complex that<br />

provides accommodation for<br />

patients and families undergoing<br />

life-saving medical treatment at<br />

Christchurch hospitals.<br />

“When Josh told me about his<br />

plans, I wanted to support him in<br />

any way I could. I have so much<br />

respect for him – he’s been to hell<br />

and back on his cancer journey,<br />

and yet he’s so positive and<br />

always has a smile on his face,”<br />

Bateman said.<br />

<strong>The</strong> challenge involves sitting<br />

in a bath of ice-cold water – in<br />

Komen’s case for up to 20 minutes<br />

– using specialised breathing<br />

techniques. <strong>The</strong> temperature of<br />

the water will be about two to<br />

three degrees.<br />

About 40 participants will join<br />

Komen in the icy water as the<br />

challenge gets under way.<br />

Meanwhile, Bateman will play<br />

a key support role during the<br />

record-setting attempt.<br />

to enjoy them because they’ve<br />

taught me an important life skill<br />

– knowing how to push through<br />

something uncomfortable, but<br />

A DOLPHIN expert said hectors<br />

dolphins that delayed the SailGP<br />

racing were probably still on or<br />

near the racecourse when racing<br />

went ahead.<br />

was sighted on the<br />

racecourse – but there<br />

was more than one,<br />

acknowledged.<br />

“We were fortunate they<br />

decided to shift off and let us get<br />

three races in,” he said.<br />

Slooten: “How would you know<br />

they had moved off?”<br />

<strong>The</strong> SailGP race management<br />

plan stated if dolphins were<br />

sighted near the racecourse<br />

racing would be delayed or<br />

stopped entirely until they left of<br />

“I looked at the footage online<br />

and there were whitecaps on the<br />

water. <strong>The</strong>re is maybe a 10<br />

per cent chance you could<br />

keep track of them in those<br />

conditions. It’s a case of<br />

now you see me, now you<br />

don’t,” she said.<br />

<strong>The</strong>re would almost<br />

certainly have been a pod<br />

in groups of up to eight and<br />

where there are lots around, like<br />

around Banks Peninsula, the<br />

groups join together, Slooten said.<br />

Burling said it was “pretty<br />

special” to see the dolphins on<br />

the racecourse.<br />

“We’re really sailing on their<br />

home turf, so we’ve got to be<br />

patient at times,” he said.<br />

Sail GP organisers said the<br />

dolphin delay was a stroke of<br />

luck for the New Zealand team,<br />

which was working hard at the<br />

time to fix technical problems<br />

and “replace a few things” ahead<br />

of racing.<br />

Canterbury Museum<br />

<strong>The</strong> South Canterbury Museum is the place<br />

to explore the heritage of our region – nature,<br />

history and culture. Located on Perth Street,<br />

downtown Timaru, the Museum features a<br />

range of exhibitions and public programmes.<br />

Exhibitions feature aspects of local geology<br />

and the natural world, stories from local Mori<br />

heritage and the arrival of European settlers, and<br />

displays that look at how the region has taken<br />

shape and people’s lives have changed over the<br />

last 150 years. Visitors can get close to hundreds<br />

of specimens and artefacts drawn from the<br />

Museum’s rich collections, images, graphics,<br />

moving images and touchscreens that help<br />

visitors explore our heritage further.<br />

<strong>The</strong> Museum also has a changing exhibition<br />

programme with a wide focus on nature, history<br />

and cultural topics. <strong>The</strong>se include local as well<br />

as travelling exhibitions, providing a variety<br />

of experiences for locals and visitors alike. A<br />

regular programme of activities and events<br />

provides holiday activities, public talks and<br />

annual events such as the outdoor Retro Rock<br />

at the Museum concert. Visitors with historical<br />

interests can visit the Museum’s archival area to<br />

delve deeper into aspects of local heritage. <strong>The</strong><br />

Wallabies<br />

While visiting Waimate, you must visit the town’s famous<br />

Tame Wallaby Park Sanctuary.<br />

Gwen, the “Wallaby Lady” has dedicated 46 years to hand<br />

raising and caring for orphan baby wallabies through to<br />

adulthood, mostly brought to her by hunters.<br />

This requires much commitment as they need constant<br />

warmth and food.<br />

Gwen loves them all as much today as she did when she got<br />

her first one all those years ago. As visitors meander among<br />

tame wallabies at their own pace, hand feeding them special<br />

pellets, they are fascinated by the animal’s gentle nature,<br />

thus allowing you hassle-free time to feel at one with nature.<br />

<strong>The</strong> park is located off Highway 82 - 71 Bathgates Road<br />

in state-of-the-art displays. <strong>The</strong> upper<br />

floor of the Museum has recently<br />

reopened with an exhibition dedicated<br />

to local 20th century history. A highlight<br />

for many visitors is Kā Puipuiaki O<br />

Korotuaheka. This exhibition showcases a<br />

significant collection of taoka (treasures),<br />

dating back to the earliest days of Māori<br />

settlement. <strong>The</strong> Waitaha Taoka | Stewart<br />

Willetts Family Collection includes<br />

thousands of stone tools, as well as<br />

adornment and items for fishing and<br />

hunting: all of them found at the mouth<br />

one of two coveted places in the National League. Jaime Cunningham looks at how the Canterbury sides will fare<br />

United are favourites to go backto-back<br />

this season. <strong>The</strong> squad<br />

will want to redeem themselves<br />

after finishing ninth in the<br />

National League, despite losing<br />

just one game in the Southern<br />

Football League. However, the<br />

team will be without winger<br />

Eddie Wilkinson who has<br />

moved to the Eastern Lions in<br />

Melbourne to play in the third<br />

tier of Australian football.<br />

Wilkinson was a standout<br />

player last year, netting 19<br />

goals in the Southern Football<br />

League and three in the national<br />

competition. Dunedin club<br />

Green Island will be looking for<br />

their first win away from home<br />

in the competition. But to get it<br />

against Christchurch United on<br />

their Yaldhurst Rd turf will be a<br />

missing when the Canterbury<br />

premiership starts this weekend.<br />

Papanui Tigers won’t be fielding<br />

a team after struggling for player<br />

numbers last year, which led to<br />

huge defeats. Celebration has also<br />

dropped out of a new-look sixteam<br />

premiership which starts on<br />

Saturday.<br />

Canterbury Rugby League chief<br />

executive Malcolm Humm said it<br />

would be a rebuilding season for<br />

Papanui, which will field a side<br />

in the premier<br />

reserve grade.<br />

He said new<br />

players have<br />

come on board<br />

at the Tigers, but<br />

competing against<br />

premier grade<br />

sides was too big<br />

an ask this season.<br />

Humm was<br />

confident the club<br />

has a future, with new administrators<br />

and a focus on building its<br />

youth grades. Papanui will field<br />

teams in the 14, 16 and 18 age<br />

group competitions.<br />

“<strong>The</strong>y are starting to build up<br />

their youth grades. <strong>The</strong>y are driving<br />

that hard,” he said.<br />

<strong>The</strong> reformatted premiership<br />

will see a promotion/relegation<br />

component introduced this season,<br />

opening the door for Papanui to<br />

get back to the top grade next year,<br />

said Humm.<br />

Tennis final rematch<br />

ELMWOOD WILL play<br />

Cashmere in the final of premier<br />

men’s tennis interclub on Saturday<br />

in a repeat of last year’s final.<br />

No clear favourite stands out<br />

with both teams equally capable of<br />

winning the season-decider, which<br />

will be played at the Elmwood<br />

courts at 1pm.<br />

It will be a family affair for both<br />

teams. Cashmere have the three<br />

Meredith brothers, Matt, Tim and<br />

James, while defending champions<br />

Elmwood have the Darling<br />

brothers, Elliot and Lawrence, and<br />

the Batt brothers, Tom and Eddie.<br />

Both teams enjoyed convincing<br />

wins in the semi-finals. Elmwood<br />

did not drop a game in their clash<br />

with Bishopdale, while Cashmere<br />

only lost one doubles rubber<br />

against Burnside Park with Liam<br />

Barrett and Harry Weeds going<br />

down in a tight three-set match<br />

to Burnside Park’s Jamie Poole<br />

and Rene Dumont. As expected,<br />

the match of the semi-final was<br />

the singles between top players<br />

James Meredith and Remi Feneon.<br />

Meredith won 6-2 6-4 and is likely<br />

to play in the top slot for the final,<br />

supported by his brothers, Weeds,<br />

Barrett and Lucas Evans.<br />

Ravensdown Limited have applied for a discharge permit (CRC<strong>23</strong>0609) to discharge contaminants<br />

to land where it may enter groundwater or surface water.<br />

<strong>The</strong> contaminants originate from fugitive discharges beneath Ravensdown’s site located at 312<br />

Main South Road Hornby, Christchurch legally described as Lot 1 DP 25992, Lot 1 DP 3189, Part<br />

Lot 1 DP 3910, Part Lot 6-11 DP 1391, Part Lot 1-4 DP 2899 and Lot 13-17 DP 2899. <strong>The</strong> site operates<br />

a product intake, a sulphuric acid plant, superphosphate manufacturing plant and fertiliser<br />

storage and despatching facilities. <strong>The</strong> discharge contains elevated concentrations of the following<br />

contaminants.<br />

b. Manganese,<br />

c. Nitrate-nitrogen,<br />

d. Dissolved reactive phosphorus, and<br />

e. Aluminium.<br />

Ravensdown Limited have proposed the following mitigation measures including:<br />

c. groundwater monitoring;<br />

d. annual reporting, and<br />

e. thresholds for reducing monitoring based on the sampling results.<br />

Proposed Plan Change 14 – Housing and Business Choice and Proposed Plan Change 13 – Heritage<br />

Christchurch City Council has prepared proposed changes to our District Plan that affect the development allowed in the city, and that affect sites and areas proposed to be protected for their<br />

heritage values. <strong>The</strong>se are Plan Change 14 (PC14 Housing and Business Choice) and Plan Change 13 (PC13 Heritage).<br />

<strong>The</strong> Resource Management (Enabling Housing Supply and Other Matters) Amendment Act 2021 (Amendment Act) requires the Council to include Medium Density Residential Standards (MDRS)<br />

and to give effect to the National Policy Statement on Urban Development 2020 (NPS-UD) in its District Plan. This will enable the development of up to three houses of up to 12m high in most<br />

residential areas of urban Christchurch without the need to apply for a resource consent, and enables higher density development in and within walking distance of commercial areas, unless a<br />

“qualifying matter” necessitates lesser development. <strong>The</strong> Qualifying Matter relating to sunlight access applies to all residential zones subject to the plan change and therefore the rules in the<br />

District Plan permitting MDRS development will take effect upon decisions being made by the Council on the recommendations of the Independent Hearings Panel. Under the Resource<br />

Management Act 1991 (RMA), all heritage-related provisions proposed will have immediate legal effect upon notification.<br />

<strong>The</strong> changes to the District Plan proposed in PC14 and PC13 are extensive. Read the<br />

Plan Change for full details. <strong>The</strong> changes include but are not limited to:<br />

i. Changes to height limits in and within walking distance of the central city, with the<br />

greatest height proposed to be enabled in the City Centre (90 metres) and Central<br />

City Mixed Use zones (32 metres). (PC14)<br />

ii. Increases in building heights enabled in most suburban commercial centres, ranging<br />

from 12 metres in the smallest neighbourhood and local centres to 22 metres in the<br />

Larger Town Centre zones. Precincts around these centres will also enable increased<br />

building heights for housing (14-32 metres).(PC14)<br />

iii. Changes and additions to rules within commercial zones to ensure that they<br />

achieve high quality urban environments and to permit small buildings that meet<br />

certain criteria to be established without the need for resource consent in some<br />

zones. (PC14)<br />

iv. Applying MDRS, and in some situations more lenient provisions than the MDRS,<br />

across all urban residential areas, including (but not limited to) some Residential Port<br />

Hills areas, through new medium and high density residential zones. (PC14)<br />

v. Changes to the zoning and associated policies and rules for some industrial areas<br />

located within walking distance of the central city and the introduction of a<br />

brownfield overlay for some industrial areas within walking distance of large<br />

commercial centres. This is to enable redevelopment for housing and mixed-use<br />

activities if certain criteria are met, most notably within the Sydenham area and<br />

surrounds. (PC14)<br />

vi. Introducing Qualifying Matter areas where the scale and density of buildings enabled<br />

by the MDRS and NPS-UD is reduced. <strong>The</strong>se include matters of national importance<br />

(RMA s6), being: Outstanding and Significant Natural Features and Landscapes; Sites<br />

of Ecological Significance; Sites of Wāhi Tapu; Wāhi Taonga, Silent Files, Ngā Tūranga<br />

Tūpuna; Ngā Wai; Areas at risk of rockfall, cliff collapse and mass movement (Slope<br />

Instability Areas); High Flood Hazard Management Areas; Flood Ponding Management<br />

Areas; Historic Heritage items and settings; Heritage Areas and interface sites; and<br />

Waterbody Setbacks. Other Qualifying Matters we are proposing include: Public Open<br />

Space areas (various Open Space Zones and Specific Purpose (Cemetery) Zone);<br />

Designated areas; Residential Character Areas; Electricity Transmission corridors and<br />

structures; Airport Noise Influence Area; Heritage, Significant and Other Trees;<br />

Lyttelton Port Influences Overlay and Lyttelton Master Plan Overlay; NZ Rail Network<br />

Overlay; Coastal Hazard Management Areas; Radio Communication Pathways for the<br />

Justice and Emergency Services Precinct; Waste water constraint areas overlay;<br />

reduced height limits in the central city including Cathedral Square surrounds (Sites<br />

of historic heritage items and their settings (City Centre Zone)); Victoria Street<br />

Building Height; New Regent Street and surrounds (Central City Heritage Qualifying<br />

Matter and Precinct), and Arts Centre and surrounds; Belfast Commercial Centre and<br />

Styx River Setback; Sunlight Access; Public Transport Access (Low Public Transport<br />

Accessibility Area); Industrial Interface; Riccarton Bush Interface Area and Riccarton<br />

Bush Significant Trees Area; Tsunami Management Area; Ōtākaro Avon River Corridor,<br />

Fitzgerald Avenue Geotechnical Constraint (Land subject to Private Plan Change 11);<br />

Outline Development Plan Features; and Key transport corridors (City Spine Transport<br />

vii. Changes to objectives, policies and other provisions throughout the District Plan that<br />

support or are consequential on the above changes. (PC14)<br />

viii. Protecting heritage areas across the city to recognise Ōtautahi Christchurch’s special<br />

identity. We are introducing 11 Residential Heritage Areas, and adding 44 buildings and<br />

items, and 26 building interiors to the Schedule of Significant Historic Heritage. (PC13)<br />

ix. Simplifying and clarifying heritage provisions and strengthening some rules by<br />

changing the activity status for resource consent. Minor wording changes are also<br />

proposed to five of the heritage policies. (PC13)<br />

Timeline<br />

<strong>The</strong> Council is required to use an Intensification Streamlined Planning Process for PC14 to<br />

introduce the MDRS and amend the objectives, policies and rules within the District Plan.<br />

<strong>The</strong> process is largely the same for PC13, with differences outlined below.<br />

<strong>The</strong> process for public participation in the consideration of the proposals under the RMA is<br />

as follows:<br />

• after the closing date for submissions, Christchurch City Council must prepare a summary<br />

of decisions requested by submitters and give public notice of the availability of this<br />

summary and where the summary and submissions can be inspected; and<br />

• there must be an opportunity for the following persons to make a further submission in<br />

support of, or in opposition to, the submissions already made:<br />

▷ any person representing a relevant aspect of the public interest;<br />

▷ any person who has an interest in the proposal greater than the general public has; and<br />

▷ the local authority itself.<br />

• an independent hearings panel will conduct hearings. <strong>The</strong> Council can choose to conduct<br />

optional pre-hearing mediation.<br />

• the Hearings Panel provides the Council with recommendations.<br />

• the Council makes its decision on the Hearings Panel’s recommendations for the plan changes.<br />

For Plan Change 14<br />

• If the Council rejects any of the Hearings Panel’s recommendations, the Minister for the<br />

Environment will decide on the rejected provision or the Council’s alternative recommendation.<br />

• <strong>The</strong>re is no opportunity to appeal any decisions. <strong>The</strong>re remains a right of Judicial Review<br />

to the High Court.<br />

For Plan Change 13<br />

• Heritage provisions have immediate legal effect, although they are not final until after<br />

submissions are heard and the Council makes its decision.<br />

• <strong>The</strong> Council’s decision on the Hearings Panel’s recommendations can be appealed to the<br />

Environment Court.<br />

• <strong>The</strong> Minister has no role in deciding on Hearings Panel recommendations rejected by<br />

the Council.<br />
