revamp the existing facilities on<br />

the upper terrace of Avon Park<br />

and transform the lower terrace<br />

into a naturalised wetland.<br />

“Once completed, the lower<br />

terrace of Avon Park will be<br />

transformed to an ecologically<br />

restored wetland, and improved<br />

play and recreational facilities<br />

installed on the higher ground.<br />

The City to Sea Pathway will<br />

run through the heart of the<br />

park,” he said.<br />

“We’re grateful to the<br />

Christchurch Earthquake Appeal<br />

Trust who are funding the<br />

upper terrace portion of this<br />

proposed work. The Christchurch<br />

Regeneration Acceleration<br />

Facility will fund the work on<br />

the lower terrace.”<br />

Rutledge said 112 groups and<br />

individuals made submissions<br />

on the park redevelopment<br />

during a four-week consultation<br />

period in February and March.<br />

“We’re pleased with the<br />

response we received for a consultation<br />

of a local park, with<br />

almost 70 per cent of submitters<br />

supporting a comprehensive<br />

redevelopment of the park and<br />

the surrounding pockets of<br />

regeneration area.”<br />

Construction is expected to<br />

start in summer, and is estimated<br />

to be completed by mid <strong>20</strong>25.<br />

and change the section of<br />

road between 144 Kerrs Rd<br />

and Kerrs Reach into a parks’<br />

access road.<br />

As part of the<br />

recommendation, trafficcalming<br />

measures will be made<br />

to Torlesse St, Braemar Place<br />

and Kerrs Rd north of Wainoni<br />

Rd, and traffic counters<br />

installed on Torlesse St to<br />

measure if the changes result in<br />

significant traffic increases on<br />

the local road.<br />

The stopping and eventual<br />

closure of Avonside Drive<br />

will improve the safety of<br />

recreational users in the<br />

Ōtākaro Avon River Corridor,<br />

as well as making provisions<br />

to ecologically restore that<br />

area in the future, said city<br />

council head of parks, Andrew<br />

Rutledge.<br />

“Staff traffic reports that<br />

were completed in <strong>20</strong>21 showed<br />

that while Avonside Drive<br />

daily traffic flow is at the lower<br />

end of the range, the average<br />

vehicle speeds are high. This is<br />

mostly due to the fact the road<br />

looks like a rural road, but the<br />

high speeds are concerning<br />

and pose a safety risk to other<br />

users of the Ōtākaro Avon<br />

River Corridor,” he said.<br />

“Our modelling shows<br />

closing this section of Avonside<br />

Dr would slightly increase the<br />

daily number of vehicles using<br />

the surrounding minor arterial<br />

roads, but they will remain<br />

within the average traffic<br />

volume range. However, we<br />

will install traffic counters to<br />

monitor traffic movements to<br />

ensure this is the case.”<br />

Almost 65 per cent of the 111<br />

groups and individuals who<br />

made submissions supported<br />

the road stopping.<br />

The city council will consider<br />

the road-stopping proposal in<br />

the coming months.<br />

Christchurch’s housing and business development rules are changing<br />

Ōtautahi Christchurch’s population is growing. Over the next 30 years, it’s predicted we’ll need more than 40,000<br />

new houses to ensure everyone has a place to live, and Christchurch City Council is planning for that now.<br />

Our growth challenge<br />

We need to provide for the growth of housing and<br />

business in the best locations in Christchurch, to<br />

help address issues like climate change and housing<br />

shortage. This means more houses where there’s good<br />

access to shops, services, work, school, public transport<br />

networks and infrastructure.<br />

Where there’s good reason, we also need to ensure<br />

development remains restricted or limited to protect<br />

and maintain areas of value.<br />

These changes won’t happen overnight. Over time the<br />

look and feel of the city will change, and we want to plan<br />

for that and keep what people value.<br />

A new direction in urban planning<br />

The planning rules have changed for New Zealand’s main urban areas. We need to<br />

follow the new national direction to allow greater housing and business development<br />

within Christchurch’s existing urban footprint.<br />

There are new national standards for multi-unit housing developments called the<br />

Medium-Density Residential Standards (MDRS). These aim to make it easier for denser<br />

housing developments to happen. Once they come into effect, up to three dwellings<br />

of up to three storeys can be developed on a property in Christchurch without needing<br />

to apply for a resource consent, as long as all other rules have been met.<br />

Not all parts of Christchurch are suitable for the MDRS, so we’re proposing special<br />

rules, called Qualifying Matters, apply to recognise heritage and cultural features, to<br />

protect major utility, infrastructure, and people in areas vulnerable to natural hazards,<br />

among other things.<br />

What we’re proposing<br />

We’re proposing important changes to the city’s planning rulebook, the District Plan, via two plan changes – the Housing and Business Choice<br />

Plan Change (Plan Change 14), and the Heritage Plan Change (Plan Change 13). Both plan changes were formally notified on 17 March <strong>20</strong>23.<br />

Replacing some existing residential zones in<br />

the city with two new ones – a Medium-Density<br />

Residential Zone and a High-Density Residential<br />

Zone. The Medium-Density zone is the baseline for<br />

increasing housing in our city. The High-Density<br />

zone would allow apartment buildings and multistorey<br />

flats in the central city.<br />

Increased height limits for residential and<br />

commercial buildings in and around the<br />

central city, suburban centres and along public<br />

transport routes, as well as enabling residential<br />

development in some industrial areas around the<br />

central city and larger suburban centres.<br />

Special rules (Qualifying Matters) to limit greater<br />

development of housing and business under<br />

the MDRS, in order to better reflect our city’s<br />

environment and climate. One proposes changing<br />

recession planes to increase sunlight access from<br />

what would be possible under the MDRS. This<br />

applies citywide and means the MDRS won’t come<br />

into effect for Christchurch until <strong>20</strong>24, when Plan<br />

Change 14 is decided on.<br />

Heritage that should be protected, with a number<br />

of new buildings, items and interiors added to<br />

the Schedule of Significant Historic Heritage.<br />

A year without library fines<br />

IT’S BEEN just over a 12<br />

months since fines were<br />

removed from Christchurch<br />

City Libraries.<br />

And in that year,<br />

membership and borrowing<br />

numbers have increased, while<br />

public feedback has been<br />

overwhelmingly positive, the<br />

city council says.<br />

Since the removal of fines<br />

the library has had a 10 per<br />

cent increase in the number<br />

of new members compared to<br />

the previous year. The number<br />

of issues also increased 4.2 per<br />

cent.<br />

“Feedback from customers<br />

has indicated relief, joy and<br />

delight in being able to use the<br />

library again after many years<br />

of not being able to access<br />

services due to owing fines,”<br />

said acting head of libraries<br />

and information Erica<br />

Rankin,<br />

“From a staff perspective,<br />

conversations with customers<br />

have moved from what was<br />

negative interactions into really<br />

positive ones.<br />

“In addition to improving<br />

access to our collections,<br />

services and facilities,<br />

the removal of fines has<br />

demonstrated empathy and<br />

enabled relationships with our<br />

customers to be strengthened<br />

by creating trust and showing<br />

respect.<br />

given customers more choice<br />

in how to access the collection.<br />

Parents are no longer penalised<br />

for overdue children’s<br />

books being issued mistakenly<br />

on their card.<br />

“For others it has provided<br />

extra time to enjoy their reading<br />

material and support their<br />

wellbeing without the pressure<br />

or worry of having books back<br />

by a certain time and finding<br />

money to pay fines.”<br />

Holds fees reduced from $3<br />

to $2 from July <strong>20</strong>22 and since<br />

then there has been a 16 per<br />

cent increase in people utilising<br />

this service. Hold fees were<br />

removed entirely for residents<br />

using the rural Akaroa and<br />

Little River libraries and holds<br />

at these libraries have jumped<br />

by 46 per cent.<br />

The removal of fines has had<br />

a minimal impact on access<br />

to popular books, while the<br />

number of late returns has<br />

fluctuated in line with the<br />

number of books issued.<br />

Replacement charges for lost<br />

items still apply and if material<br />

is not returned 28 days after<br />

their due date, library users<br />

are unable to issue more items<br />

until their overdue material<br />

is returned.<br />

Remembering our Anzacs<br />

sounded by a lone bugler, combine to give a feeling of deep<br />

solemnity. It is the intensity of the symbolism which contributes<br />

to its powerful impact upon participants; indeed what underlies its<br />

popularity. In a country with few public rituals, the Dawn Service<br />

continues to provide a sense of occasion as a meaningful ritual of<br />

remembrance.”<br />

Every year Anzac Day is observed on <strong>April</strong> 25 by communities<br />

throughout New Zealand and Australia to remember those who have<br />

served and those who lost their lives in war. The term ANZAC is the<br />

acronym for Australian and New Zealand Army Corps, and was first<br />

used in World War 1. These groups of soldiers back then were known<br />

as ‘the Anzacs’.<br />

Anzac commemorations may consist of one or more ceremonies –<br />

one at dawn (timed to coincide with the initial landings at Gallipoli<br />

by Australian troops who were the first ashore) and/or one later<br />

in the morning. The ceremonies are rich in tradition and generally<br />

begin with a parade of returned servicemen and military personnel<br />

followed by cadets, youth groups and local dignitaries. War veterans,<br />

proudly sporting their medals lead the parade, which leads to a local<br />

cenotaph or memorial gate where the ceremony includes a service<br />

with hymns, laying of wreaths, dedications, prayers and the Last <strong>Post</strong><br />

played on a bugle. Morning tea follows and allows people to share<br />

memories and catch up with friends and neighbours.<br />

Anzac Day was first observed by servicemen in 1916 to mark the<br />

anniversary of New Zealand and Australian soldiers landing on the<br />

Gallipoli Peninsula in 1915. It soon became a day where all New<br />

Zealanders and Australians took time to remember the men and<br />

women who perished in the Great War. In 1921, Anzac Day became<br />

an official holiday and by 1922 it was declared a full public holiday<br />

where shops, banks and hotels remained closed for the day.<br />

Symbol of remembrance<br />

The red (or Flanders) poppy is a symbol of remembrance and hope<br />

all over the world and, in some countries, is worn on Armistice<br />

Day, however in New Zealand the red poppy is commonly worn<br />

on Anzac Day. The first Poppy Day appeal was on <strong>April</strong> 24 in 1922,<br />

where funds from the sales of small and large silk poppies helped<br />

relieve suffering in war-ravaged northern France. A paper version<br />

of the poppy is now sold by the Royal New Zealand Returned<br />

Services Association on Poppy Day to raise awareness for Anzac<br />

Day and funds for returned soldiers and their families and local<br />

communities.<br />

ANZAC Biscuits<br />

Energy and fibre dense, and able to store for long periods of time, these humble<br />

biscuits helped give the New Zealand and Australian soldiers the energy they<br />

needed during the war. Wives, mothers and daughters at home wanted to do<br />

something to help, and the result was these Anzac biscuits, which were shipped<br />

off and delivered to their men on the front line.<br />

INGREDIENTS<br />

• ¼ cup golden syrup<br />

• 125 g butter or coconut oil<br />

• 1/3 cup brown sugar<br />

• 1 teaspoon baking soda<br />

• 3 tablespoons boiling<br />

water<br />

• 2 cups rolled oats<br />

• 1 cup dessicated coconut<br />

or coconut thread<br />

• ½ cup wholemeal flour<br />

INSTRUCTIONS<br />

Preheat oven to 180°C/355 Fahrenheit. Line a large<br />

baking/oven tray with baking paper. If you don’t have<br />

a large tray, use 2 medium sized trays and bake the<br />

biscuits in two batches.<br />

Place golden syrup, butter or coconut oil and brown<br />

sugar in a medium saucepan and melt over a low heat,<br />

mixing well.<br />

Mix baking soda with boiling water to dissolve, then<br />

add to melted butter mixture in the pot, along with<br />

the rolled oats, coconut and flour. Stir all ingredients<br />

together until well combined. If the mixture looks too<br />

wet, add a tiny bit more flour. Leave mixture until cool<br />

enough to handle and firm enough to roll into balls. You<br />

can speed this up by placing the mixture in the fridge<br />

for 5 minutes.<br />

Roll heaped tablespoons of mixture into balls and<br />

arrange on prepared baking tray (leaving them at least<br />

3cm apart to allow them to spread during baking).<br />

Flatten slightly with the back of a fork. Bake for 15-18<br />

minutes or until light golden brown.<br />

Transfer to a wire rack to cool completely before storing<br />

in an airtight container. They will crisp up as they cool.<br />

inspiration<br />

Mashed-potato pastry<br />

sausage rolls<br />

These sausage rolls are so soft<br />

and buttery they have become a<br />

firm favourite with the children,<br />

as well as in the smoko tins.<br />

This is also a great way to use up<br />

any leftover mashed potato that<br />

would normally hang out at the<br />

back of your fridge.<br />

Makes 6 large rolls<br />

Ingredients<br />

Mashed-potato pastry:<br />

50g butter<br />

75g flour<br />

1½ cups cold mashed potato<br />

½ tsp baking powder<br />

¼ cup milk<br />

Sausage filling:<br />

450g sausage meat<br />

½ tsp curry powder<br />

1 onion, grated or finely diced<br />

½ cup breadcrumbs<br />

tomato sauce (enough to<br />

combine the mixture)<br />

To decorate: handful of sesame<br />

seeds (optional)<br />

Directions<br />

Preheat the oven to <strong>20</strong>0degC<br />

fan-bake and prepare a baking<br />

tray.<br />

To make the pastry, rub<br />

together the butter and flour.<br />

Add the cold mashed potato and<br />

baking powder. Combine using a<br />

dough whisk or butter knife.<br />

Slowly pour in the milk (you<br />

may not need all of it) and combine<br />

to make a firm dough.<br />

Use clean hands to form the<br />

dough into a ball. Put the dough<br />

on a well-floured surface and roll<br />

out to a square about 5mm (¼in)<br />

thick.<br />

Cut in half, creating two rectangles.<br />

To make the filling, simply<br />

rinse out the bowl you used to<br />

make the pastry.<br />

Squeeze in the sausage meat<br />

and combine with the remaining<br />

ingredients.<br />

Spoon small amounts of the<br />

filling into the middle of each<br />

pastry rectangle, creating one<br />

long sausage down the middle.<br />

Wrap the pastry around the<br />

sausage meat, leaving the ends<br />

open.<br />

Cut each log into three pieces<br />

and place on the prepared tray.<br />

Sprinkle with sesame seeds (if<br />

using).<br />

Bake for 25 minutes until<br />

golden.<br />

Tips and tricks:<br />

• I grate my onions instead of<br />

dicing them. That way, I ensure<br />

there are no chunks for the fussy<br />

eaters to find.<br />

• Turn the pastry a quarterturn<br />

after each time you roll it.<br />

This will ensure you get more of<br />

a square shape.<br />

• You could use the mashed<br />

potato pastry as a topping on a<br />

fish pie or cottage pie.<br />

Curried cauliflower salad<br />

It’s sometimes hard to<br />

get inspiration for salads<br />

in winter, but this is one you will<br />

want to make time after time.<br />

The yoghurt is fresh and light,<br />

and the curry flavours help liven<br />

up a winter meal.<br />

Serves 4-6<br />

Ingredients<br />

1 head cauliflower, roughly<br />

chopped<br />

4<strong>20</strong>g can chickpeas, drained<br />

and rinsed<br />

1 cup unsalted cashews<br />

3 Tbsp honey<br />

2 Tbsp olive oil<br />

2-3 bulbs garlic, crushed<br />

2 tsp curry powder<br />

2 tsp ground cumin<br />

2 tsp ground coriander<br />

salt and pepper<br />

Yoghurt dressing<br />

½ cup plain yoghurt<br />

1 tsp curry powder<br />

good squeeze of lemon<br />

Directions<br />

Preheat the oven to 180degC<br />

fan-bake.<br />

Prepare a large roasting dish.<br />

Scatter the cauliflower over the<br />

prepared dish. Scatter the chickpeas<br />

and cashews on top.<br />

Combine the honey, oil, garlic<br />

and spices in a pot on a low heat.<br />

Heat until runny and combined.<br />

Drizzle the honey mixture over<br />

the cauliflower, chickpeas and<br />

cashews. Grind salt and pepper<br />

over the top.<br />

Roast for <strong>20</strong> minutes, tossing<br />

the mixture every 5-10 minutes,<br />

until slightly brown.<br />

Remove from the oven and set<br />

aside to cool.<br />

To make the dressing, combine<br />

all of the ingredients in a small<br />

bowl or jug.<br />

Transfer the cauliflower to a<br />

large bowl and toss through the<br />
