Tiny diaries provide glimpse of life at war
By JOHN COSGROVE
Just afterPrivate Arthur Andrew Brown
left New Zealandtofightinawar half a
world away, his wife delivered their first
child.
It was nearly six years before he
finally met her.
Private Brown, # 42136, aged 23 of
Rangiora, left New Zealand on April 7,
1941, aboard atroopship boundfor
Egypt as part of the fourth
reinforcements for the 2nd Division NZ
Expeditionary Force.
ArrivinginEgypt three monthslater,
Arthurbegan as adriver withthe New
ZealandArmy Service Corps,supplying
food, fuel and ammunitiontothe frontline
troops scattered acrossthe vast
emptiness of the hotSaharan Desert,
often under fire from the German Afrika
Corps.
While he was still at sea off Australia,
facing the everpresent threat of
GermanUboats,his wife Esther
delivered their first daughter — Joan.
She was later to become Bridgitt
Robinson’s mother.
Bridgitt, from Loburn, says the great
silenceprevailingafter WW2 meant few
returning servicemen and women ever
talked openly about what they had seen
and done duringthe war.
Her grandfather only ever talked
about the funny thingsthathappened to
him as he drovethrough the desert.
But thatcloakofsilence secrecy is
slowly being liftedasBridgitt
documents his wartimeexperiences
courtesy of several tiny diaries she
discovered.
‘‘They are tiny, the smallest would
easily fit in your palm, but he filled them
with his neat littlehandwriting,
documenting everything he did and saw
on his travels in Egypt,Libya, Tunisia
and later on the long bloody slog up the
Italian coast from Cassino.’’
Thanks to the vagaries of wartime
postal services,itwas almosttwo
monthsbefore Arthur knewofJoan’s
birth.
To ease the pain of separation, Esther
sent aconstant stream of photos in her
letters,creating aphoto diary of Joan’s
life.
Shecontinued doing it until the
couple finally met again in 1946, when
he returned from Italy.
‘‘It must have beenhard for mum
meeting this manshe had only ever
heardabout, and having to accept him as
her father’’.
Bridgitt says it was also just as hard
for her grandmotherwho hadn’tseen
her husband sinceheleft nearly six
years earlier.
Sheremembersthere was alwaysa
sadness in him even when he was being
funny.
‘‘Hewas akind,gentle man, he didn’t
talk muchabout the war.
‘‘Heloved Kaikoura and South Bay.
‘‘That was his specialplace.Itwas
right up until he died there, aged 72.’’
Nowfaced with the sometimes
arduous task of deciphering her
grandfathers script,penned on tiny
pagessometimesonly four centimetres
tall and often blurredbywater stains,
Bridgitt says she is relishing the task.
‘‘It is an amazing view into his life,
discovering what he facedevery day,
how he coped, and from these diariesI
am planning on writingabook about
him and his experiences.’’
Rare native plants threatened
Acommon garden plant, devastating
rare native species on Banks Peninsula
and the Port Hills, is taking hold in the
Hurunui District.
The resilience of Spur Valerian
(Centranthus ruber) means it is ahuge
threat to Hurunui’s rare native species
also.
Hurunui District Council Water and
Land coordinator Rima Herber says it
is alarming to see the pest plant Spur
Valerian,getting afoothold in the
Hurunui District.
Its abundant longblooming, crimson,
pink or white flowers, is popular with
gardeners because it thrives in difficult
spots, such as between pavers and rocks,
and can tolerate less than ideal
conditions.
‘‘The plant is known as ahomestead
weed because it’s easily dispersed from
rural gardens, due to its fine, windborne
seeds, especially if it’s planted
near ariverbed.
‘‘We have afiveyear opportunity to
eradicate it from the Hurunui District,
and to set up acontainment area where
there is bad infestation in aQE11
covenant area on Mt Brown, before it’s
too late and the weed gets out of
control,’’ Mrs Herber says.
She is organising aseries of meetings
with stakeholders and organisations
including Environment Canterbury,
Waka Kotahi and landowners to develop
acollaborative plan to rid the aggressive
interloper from acontainment zone,
which includes the Mt Brown area,
Weka Pass and the Waipara riverbed.
‘‘If you are in arural area where the
plant has the potential for dispersal,
please don’t grow it.’’
Mrs Herber says to remove it, if you
already have it, it’s advisable to stump
treat it by cutting the plant off at ground
level and treating the tips with
herbicide.
Mrs Herber says agood plant to
replace Spur Valerian,ingardens is
Sedum, ‘autumn joy’.
‘‘It has similar hardiness, looks much
the same and isn’t invasive.
‘‘It’s also agreat plant for butterfly
food in early autumn.’’
February.
The former Canterbury District Health
Dr Martinsaid she was aware of the
community’sfrustrationsatthe long wait
for after hours healthcare.
‘‘I fully acknowledge all the
frustrations, but therehas beenalot of
work to do to make sureitdoesn’t fall
flat. We are determinedtoget it going.’’
While the general practicewill enroll
patients like any otherpractice, the
urgent care agreement meant anyone
who arrived ‘‘in an emergencysituation’’
would be treated onsite,DrMartinsaid.
She acknowledged there were
challenges recruiting staffinthe present
environment.
‘‘We are looking for staff. Over 50
percentofthe general practices in New
Zealand are lookingfor staff.
‘‘But it is our commitmenttothe
community to provide the service for
those hours (8amto10pm,seven daysa
week).’’
Mr Gordon said the facility would be a
welcomed asset for the community and
save commuting into Christchurch.
‘‘I wouldultimatelylike us to have a
full 24hour facility here in Waimakariri
and this is something Iwill continue to
advocate for.’’
Hurunui Mayor Marie Black said the
optionofgoing to Rangiora for urgent
care, instead of Christchurch, would be
welcomed by Hurunuiresidents.
‘‘It is really important to make sure we
are not disadvantaged by distance.’’
Birdsong to return to wetland
By ROBYN BRISTOW
Scargill Motunau Reserve will soon be
home to the Hurunui District’s largest
wetland restoration project.
Agenerous private donationishelping
restore more thanfive hectares of land,
including 1.7 kilometresofstream
wetland.
It will be planted in native trees and
plants.
The adjacent flat areas will be returned
to native forest.
It’s expected the recreationofthe
native forest willbeamultigenerational
effort.
Knownasthe Birdsong Project,its final
name will be acommunity decision, says
Rima Herber, Hurunui District Council’s
waterand land coordinator.
‘‘If the clockwas wound back afew
hundred years, there was apodocarp
forest here —totora,matai, kahikatea.’’
Aphilanthropic fund of $100,000 in the
project’scoffers meansplanting, fencing
and administrative duties canbefast
tracked.
‘‘This wetland willcreate an
environment rich in nativebird,plant,
insect, fish and freshwater species,’’ says
Mrs Herber.
She is excited about recreating what
wouldhave existed many years ago.
The Reservealready has extensive
exotic plantings of conifers, redwoods,
deciduous trees and alarge oak forest.
Wetland planting will begin this winter,
with Environment Canterbury donating
7000 natives—mainlythree varieties of
carex.
The initialfocus areawill be the area
closest to the sportsgrounds and hall, and
further developments will happenasthe
community is consulted.
It will be abusy winter for planting,
fencing, rabbitcontrol and administration,
with the fund providingthe ability to
employ people for some of theroles.
Involving local schools and community
groups to plant and maintain the wetland
will be akey component.
Mrs Herber says on average thegoal is to
establish about 4000 plants each year, with
ecosourced plants —following
scientificallybacked bestpractice— from
localnurseries, including the newly
established nursery at Hurunui College.
‘‘Althoughthis is acouncil reserve, we
Birdsong project ... Part of the area to be restored during the wetland project.
need the community to know thatthis is
their project, designed to accommodate
their wishes and priorities.’’
The BirdsongProject will needmore
fundingtoachieveits full potential.
Applications will be made to various
fundingorganisations in future years.
‘‘Thereare locals who are keen to help,
and that is wonderful, but much of the
hard workwill be done by contractors
becauseweare in the fortunate position to
have some funds available.’’
Local ecologist,Sue McGaw, will be the
ecological lead on the project.
Jo Loe, secretary of Scargill Motunau
RecreationReservecommittee, will form
agroup of localstohelp run the project.
The reserveishome to asports pavilion,
golf course, tennisand squashcourts,a
bowling green, acricket field, awalkway
and six freedom camping sites.
There is alsoa52hectareworkingfarm
which is used for grazing breeding ewes.
This means nativeplantsliketussocks
are still present, and there are very few
weed issues.
The committee paysclubs, affiliated
with the reserve, to run the farm, which
the abilitytobemostly selfsufficient.
‘‘We needtomaintainagood balance
between farmland and the restoration
project, as the working farm means less
demand on the ratepayer to operate the
reserve’sfacilities, Mrs Loe says.
Willows havebeen removed from much
of the reserve’sstream, so the wetland has
apart to play in enhancingthe waterway.
‘‘We havearesponsibility to lookafter
this reserve, to honourthe efforts of those
before us.’’
There are also plans for apicnic and
swimmingarea.
Mrs Loe recognisesthat peopleonly
havesomuch time and energyavailable to
helpwith the project.
‘‘Which is why this generous donation is
welcomedbythis community.’’
Hurunui MayorMarie Black says the
wetland will be aspecialsite to add to the
District’s list, and another area where
locals and visitors can stop off and
appreciate whatHurunui has to offer.
‘‘Having the nativewetland restored in
the heart of the district will enhance this
community space, and offer further
opportunity for enjoyment and learning,’’
Mrs Black says.
Poppy Day appeal this Friday
By JOHN COSGROVE
Ared poppy not only signifies those who
have fallen in wars past and present, but
it also remembers those who are still
suffering the effects of wars today.
The iconic red poppies go on sale on
Friday, April 21, as part of the annual
Anzac Poppy Day appeal.
Funds raised across North Canterbury
stay here to support the welfare
activities of New Zealand's largest
private welfare organisation The NZ
Returned Services Association.
Kaiapoi RSA poppy and wreaths
coordinator John Holland says it is
always amammoth job getting it all
organised each year.
‘‘The hardest part is organising all the
volunteers. We need two on each of the
six manned stations we operate, outside
local supermarkets and community
venues.’’
He says disturbing events in recent
years mean they now have to be manned
by at least two people every hour they
are there.
‘‘We have many wonderful volunteers
but not everyone can spend all day on
site, people have other things to do and
we are grateful for the time they can
spare helping us out.
‘‘It just takes abit of organising to
match up their availability to the times
we need people to be on the ground at
places like the Countdown and New
World supermarkets, Paperplus and in
other locations in Kaiapoi.’’
Poppies will go on sale at locations
across the Waimakariri, Hurunui and
Kaikoura districts from tomorrow
(Friday, April 21), charity boxes will be
at local pubs, hotels and community
businesses for the next two weeks.
An historic sailing ship is set to arrive in
Kaiapoi this week.
Originally known as the Alwin G, the
1920s scow ‘‘Success’’ is due to be
transported from Nelson, arriving in
Kaiapoi overnight on Thursday, The
Alwin GCharitable Trust chairperson
Graham Robertson said.
The trust has come to atemporary
arrangement with the Waimakariri
District Council to store the scow at a
site on the north bank of the Kaiapoi
River, just along from the Coastguard
building on Charles Street.
‘‘We have had great cooperation from
the Waimakariri District Council,’’ Mr
Robertson said.
‘‘The centre of Kaiapoi, with its river
and the planned marina development,
will become avery significant maritime
centre drawing on its history as aport.
‘‘As atown based around ariver port,
Kaiapoi is unique in the Greater
Christchurch area and the port area is
becoming asignificant draw card for the
town.’’
Waimakariri Deputy Mayor Neville
Atkinson said the site had already been
fenced off in preparation for the scow’s
arrival.
‘‘It is exciting that it is finally on its
way.
He said the council would consult with
the community before entering into a
more formal license to occupy
agreement with the trust.
Cr Atkinson said the Kaiapoibased
trust was established several years ago
OPINION
6 The North Canterbury News, April 20, 2023
Mayor Marie Black
Identifying properties
extremely important
Autumn is the time to celebrate the
magnificent colours that this cycle of life
brings, and also the time to look towards
our National day of commemoration —
Anzac Day, when we can come together
and remember.
As adistrict we have many things to be
grateful for our relative safety and
amazing people, many of whom may be
acknowledged through our council
Community Service awards, of which we
are receiving nominations until 1May.
Our volunteer services, particularly
Fire and Emergency New Zealand, and
St John are valuable and critical assets
to keep our district safe.
However Iamconscious there are still
some properties which have no or poorly
identified numbers at the farm gate.
It is my desire to support our
emergency services to have the correct
Identification on as many rural
properties as possible —this could be
critical in saving your life, or your
property.
Iurge you to act now.
Go to www.hurunui.govt.nz/propertyrates/rapidnumbers.
Your councillors and Ihave been
diligently working through the budget
for this incoming fiscal year, and plan to
come and speak with you over the month
of May.
Last week’s announcement from the
Government on simply changing the
number of water entities from four to 10,
will not alter the position of council, as
Government continues to deny local
communities ownership and real
influence in regard to their assets.
It has been touted that too little
scrutiny by some councils in
maintaining their assets, is reason to
invest up to $180 billion over the next 30
years.
However the community need to
understand that these numbers are
significantly overinflated.
Don’t get me wrong, many councils
have brought this issue on themselves by
kicking the can down the road –but
Hurunui District Council has always
front footed this issue and worked
towards achieving compliance, and has
been forecasting for the future, to
achieve Drinking Water Standards, as
regulated by Taumata Arowai.
Our level of investment has been
significant, with afurther investment
projected as capital works for the
incoming financial year.
Ihave heard from you on many
occasions that it is important as a
district we continue to advocate for the
retention of ownership, coupled with the
rights that ownership bring and to
ensure your voice is heard, to retain the
ability to be influential in decisions on
investment.
‘‘Three water reform’’ or ‘‘Affordable
water reform’’, no matter what you want
to call it, will become apolitical issue in
the upcoming general election.
As many of you will be aware we
opened adedicated Mayoral account to
assist those effected by Cyclone
Gabrielle.
This account will be available until the
end of April. If you are willing to assist
Better Off funding cut
By DAVID HILL,
Local Democracy Reporter
North Canterbury’s three councils say
the loss of Better Off fundingisyet
another ‘‘broken promise’’ fromcentral
government.
The councils were reacting to the
belated announcement the promised
secondtranche of $1.5 billion in Better Off
funding to councils has beenwithdrawn.
The governmenthas announced it will
now be used to fund the creation of 10
water entities, instead of four, as part of
the revised Affordable Water —formerly
Three Waters —Reform programme.
The councils have alreadyhad the first
tranche of funding approved, with
Waimakaririreceiving $5.54 million,
Hurunui $2.67 million and Kaikōura
$1.55 million.
The secondtranchewas earmarked for
July 2024, with Waimakaririset to
receive $16.64million,Hurunui$8.01
million and Kaikōura $4.66 million.
But the three North Canterbury
councils say they realised there was
never any guarantee the second tranche
would be paid out.
Hurunui District Council chief
executive HamishDobbiesays the Uturn
is yet another ‘‘broken promise’’ fromthe
governmentaround the reforms.
Councils wereinformed in 2020 they
would have the option to accept or reject
the proposed reform,but this optionwas
subsequently withdrawn.
‘‘The government reneging on its
promised Better Off funding doubles
down on it unilaterally, retracting its
earlier promise that the Three Waters
Reformwould be optionalfor
communities,’’ Mr Dobbie says.
Hurunui is using the trancheone
funding to assist with affordable housing,
building restoration and climate
resilience.
Mr Dobbie says the councilremained
committed to delivering quality three
watersservices to its communities.
The councils have also received ‘‘no
worse off’’funding.
This is to compensatefor staff time in
providing the national transition
authority with data to aid the
establishment of the new waterentities.
But WaimakaririDistrict Council
actingchief executive Jeff Millwardsays
the two year delay to 2026 to establishthe
new water entitieswouldadd extra cost
to councilsand uncertainty for staff.
‘‘We had always made adecision to
include Three Waters in the (2024/34)
Long TermPlan, so making that decision
earlyhas probably saved us alot of work.
‘‘I understand there are somecouncils
who weren’t doing that, so we are wellpositioned.
‘‘It was the responsible thingtodo.
‘‘Butweneed to work with the
legislation and we will leave it to the
elected members and politicians to argue
it out.’’
Waimakariri was spending the Better
Off funding on climate change projects,
elderly persons’housing,the Rangiora
civicprecinct project and the Kāinga
Nohoanga Strategy projectinMāori
Reserve 873.
Kaikōura DistrictCouncil chief
executive Will Doughty says the first
tranche money has been allocated across
13 projects.
‘‘Most of these are standalone projects
that can still be achievedwithinthe
funding envelope.
‘‘However, on the advice of DIA
(Department of Internal Affairs),wedid
include some feasibility studies with
tranche one funding with aview thatany
capital works required fromthose
studies could potentially be funded
though tranchetwo.’’
New twist to Grease
Emily Gunn aims to bring anew twist to
awellknown character in her role as
Sandy in the North Canterbury Musical
Society’s show Grease.
The show opens in the Rangiora Town
Hall in May.
There have been alot of discussions
over the years about Sandy changing to
get her man, Emily says.
‘‘But Ithink that attitude was part of
her personality all along.
‘‘She just needed the help and support
of her friends to bring her out of her
shell.’’
Emily studies law and music at
Canterbury University and has been a
fan of musical theatre since first seeing
The Lion King.
She comes to the Rangiora stage from
MUSOC where her last role was asimilar
character to Sandy, in the musical satire
Reefer Madness.
Grease director, Tegan Patrick, is also
hoping to bring something new to the
audience.
‘‘The show is full of iconic moments
that people are familiar with from the
movie,
‘‘It's exciting for me to be able to create
areallife version of something so many
people have aconnection with,’’ she
says.
‘‘What I'm most excited about is giving
every audience member a‘‘wow’’
moment, or anew twist on asong or
character they already love.’’
Tegan has been involved in many
North Canterbury Musical Society shows
in avariety of roles including production
team, cast and crew.
Grease will run in the Rangiora Town
Hall from May 4toMay 20.
Big brothers needed
By DAVID HILL,
Local Democracy Reporter
Big brothers are wanted to support
young people in North Canterbury.
Mentors are in short supply for boys
needing abit of extra support, says Big
Brothers Big Sisters of North
Canterbury programme manager Ellie
Le Gros.
‘‘We are getting women, but we need
more men because we match by gender.
Our boys are missing out.
‘‘You don’t need special skills or
interests. You just need to be reliable for
one hour aweek.’’
Ms Le Gros said mentors were needed
throughout the Waimakariri and
Hurunui districts, and there was an inschool
programme run in Kaiapoi and
Rangiora schools.
She said Covid had forced the
organisation to be innovative in its
fundraising and connecting with young
people, and social media had proven to
be avaluable tool.
But nothing beats facetoface
interactions.
The annual ‘‘Big Breakfast’’ is
returning to Rangiora on May 3, after a
Covid enforced absence last year.
Internationally acclaimed
Christchurch barber and hair artist Matt
Brown, the author of She Is Not Your
Rehab,isthis year’s guest speaker.
Mr Brown created abarbering
programme which is taught in men’s
prisons and is an ambassador for the It’s
Not OK campaign.
‘‘Matt talks about his childhood and
the difficulties he experienced growing
up with alcohol and domestic abuse, and
what he does now to help men,’’ Ms Le
Gros said.
‘‘After the earthquakes he started
cutting hair in his garage and he had
gang members and business people
sitting together, and he found they had
something common they had come from
violent upbringings.’’
Once again Big Brothers patron and
former Kiwis rugby league coach Frank
Endacott will host the breakfast.
Waimakariri Mayor Dan Gordon
regularly attends the annual big
breakfast and said he saw the value in
mentoring young people.
‘‘I have seen the value they provide in
mentoring and supporting young people
and by attending the breakfasts over the
years you get to hear from the mentors
and mentees.
‘‘When they stand up and talk you can
see the real value that mentors bring.
‘‘It is certainly avalued service in our
community and Ithink Ellie and her
team do agreat job.’’
The annual Big Brothers Big Sisters of
North Canterbury Big Breakfast will be
held at the Rangiora Baptist Church hall
on Wednesday, May 3, with doors
opening at 6.30am.
Tickets are $45 each and can be
Vicarage Views supported
By DAVID HILL,
Local Democracy Reporter
Kaikōura’s proposedVicarage
Views subdivisionhas received
favourable response from
submitters, Mayor Craig Mackle
says.
Ahearing is due to be held
next Thursday, April 27, to
consider 74 submissions to the
proposed development.
Just two submissionswere
opposed to the proposed
development.
‘‘It has been avery strong
response in favour which is
unusual because people don’t
usually speak up unless they are
opposed to something,’’ Mr
Macklesays’
The housing development was
badly neededastherewas a
shortage of affordable housing
in the town.
It will provide elderlyand low
incomehousing options.
The seven hectare site on Mt
Fyffe Roadwas previouslyused
for the North Canterbury
Transport Infrastructure
Recovery (NCTIR)workers’
village, following the 2016
earthquake.
The proposeddevelopment
formedpart of a$7.8 million
funding agreement for Kaikōura
from Kainga Ora’s
Infrastructure Acceleration
Fund.
DeveloperGarry Robertson
was proposing to build 83 homes
on the site, with 43 qualifying for
the First Home Grant House
Price Cap ($700,000).
It was expected to include 20
older person’s housingunits,
Room with aview ... Kaikoura District Council chief executive Will
Doughty at the site of the proposed Vicarage Views Housing development.
comprising one to two bedroom
units with acarporton250m2 to
350m2 sites, which would be
located in the centre,
surrounding by largerhousing
options.
The resource consent
application aimedtobuild 67
lots in the residential Bzone,
with noncompliant lot sizes,
averaging 553m2, which was also
noncompliant withdensity
standards.
The Kainga Ora funding would
pay for roading, footpaths and a
cycle way to connect Vicarage
Views with local schools, the
town centreand the Ocean
Ridge subdivision, to the south
of Kaikoura.
Stage two of the proposed
projectwas the expansion of the
The totalcost of the
infrastructure over the entire
projectwas estimated at $12
million, withthe council’s
contribution being $175,000.
Among the concerns
submitters raised was the width
of the road under the railway
bridge,environmental effects,
and trafficsafety and dust
during the construction.
Pedal power route
By DAVID HILL,
Local Democracy Reporter
Aproposed cycle way in Rangiora has
been approved for further consultation,
despite safetyconcerns.
The Waimakariri District Council’s
utilities and roading committeehas
chosen Railway Road as the preferred
routeover SouthbrookRoad,asitlooks to
link the Passchendaele Pathway (between
Kaiapoi and Rangiora) with the Rangiora
town centre.
The proposed routewouldhead up
Railway Road, alongTorlesse and
Coronation Streetsand up Ellis Road.
But PAK’nSavestore owner James
Flanagan and Foodstuffs South IslandLtd
property development managerRebecca
Parish said following Railway Road past
the supermarket was ‘‘the wrong option’’.
In adeputationtoTuesday’s committee
meeting, Mr Flanagan said up to 10 large,
2.9 metrewide trucks made deliveries to
PAK’nSaveeach day via Railway Road.
The lack visibilityfor truckdriversmade
it unsafe for cyclists,hesaid.
‘‘Thecouncil is making adecision over
funding, ratherthan safety.’’
The project wasbeing funded through
the government’sTransport Choices
funding package, which required all works
to be completedbyJune 2024.
But senior engineering advisorDon
Young saidthe safetyconcerns could be
mitigated.
He suggested making Railway Road oneway,
widening the road, and installing
signage and flashing lights to warn cyclists
of trucks.
The only other viable route would
involve crossingthe railway line at Marsh
Road and crossing back further up, but this
would require agreement from KiwiRail,
he said.
Council staff had approached KiwiRail
and been advised it couldtake ‘‘years to
complete’’, following KiwiRail processes
due to staff shortages.
‘‘We don’t havethat timeframe with the
funding we have, but we could look at it for
the LongTerm Plan,’’ Mr Young said.
Councillors voted to authorise staff to
proceed with detaileddesignand
consultationwith businesses in the area
and other stakeholders.
Five percent rise proposed
Local Democracy Reporter
The KaikōuraDistrict Council is
hoping to keepits averagerates
rise to aroundthe five percent
mark,despite rising inflation.
Councillors discussed its
2023/24annual planand
preparationsfor aspatial plan at a
council workshoprecently.
‘‘We aresticking to the planand
over the next yearweaim to
deliveronthe commitments made
in year threeofthe (2021/31)Long
Term Plan,includingour priority
areasoffootpaths androading,’’
chief executive Will Doughtysays.
He says thecouncilwillkeep
the communityuptodate as it
made progress on the annual plan,
but there will be no formal
consultation thisyear.
‘‘We plan to maintain the
proposedlevels of service across
all areas withoutadding in any
year.’’
Mr Doughty says the biggest
challenge is managing inflation
and costescalation.
He believes an average rates
rise of around5%would be one of
the lowest in the country.
Staffwere due to present the
offer young jobseekers,says
Rangiora High Schoolassociate
With the labourshortage
continuing to bite, the return of
the NorthCanterbury Youth
Futures careersexpo next month
is an opportunity to connect
employers with job seekers.
‘‘The careers expo is targeted at
young people, but it will be useful
to anyone seeking acareer
change,’’ Mr Donnelly says.
‘‘It is an opportunity to
showcase what the business
community can offer to the wider
community of NorthCanterbury.
‘‘And it is aboutrecognisingthe
notionofacareerisvastly
The careers expo was first held
in 2019and again in 2021, but the
organiserswent online last year
due to Covid19 uncertainty,
offeringvideos aboutdifferent
‘‘Online is avery valid way of
engaging with people, but you
can’tbeat the facetoface
interaction and physically
standing in acareers expo,’’ Mr
Donnelly said.
‘‘It getsyoung people out of
theircomfort zone and givesthem
The benefit of havingthe expo
Localorganisations will also be
on hand to promote volunteering
opportunities, Mr Donnelly said.
‘‘Volunteering develops skills
and personal attributes, such as
commitment, turning up on time,
Report aims at protecting freshwater
By DAVID HILL,
Local Democracy Reporter
Anew nationalreport on
freshwater will help to protect
the region’s rivers, lakes and
aquifers, says Environment
Canterbury (ECan).
The Our Freshwater 2023
report, prepared by the
Ministry for the Environment
and StatsNZ, has utilised data
from councilsaround the
country to create apicture of
the state of NewZealand’s
freshwater environment.
‘‘There are no real surprises
here in termsofwhat effects
we’rehaving on the
environment,’’ ECanscience
director Dr Tim Davie said.
‘‘That said, it is always useful
to have more information on
the state of our freshwater.
‘‘This information will help
us in the development of future
land and water planning
processes, as we move to
notifying anew regional policy
statementbythe end of next
year.’’
The report identifiedsome
key stressorsonfreshwater and
how they effect people and the
environment.
‘‘The report identifies factors
likeurbangrowth and
agricultural intensification,
which have bothcreated
greater pressures on
freshwater quality in
Canterbury,’’DrDavie said.
‘‘Italso links thesepressures
to the impact they are having on
taongaspecies, mahinga kai
practices, recreationalwater
use and drinking water.’’
The Canterbury region
containedaround 519 billion
cubic metresofgroundwater,
which was around73percent of
New Zealand’s total
groundwater resource.
Dr Davie saidthe report and
the council’s body of
informationillustrated just
how important freshwater was
to the region’s lifestyle,health
and culture.
‘‘The picture of our
freshwater environment is now
clearerthanever andwith it
comes agreater responsibility
to put in placekey actions to
ensure our most resource is
protected.’’
ANZAC DAY, TUESDAY APRIL 25
The North Canterbury News, April 20, 2023
Anzac Day aspecial time for Rangiora HS
By JOHN COSGROVE
Remembering the fallen has
special meaning for pupils at
Rangiora High School.
Every Anzac Day, the Wall of
Remembrance at the school is a
place of gathering for people to
remember those who have
fallen in the service of their
country.
The school has lost many past
pupils to wars including former
pupils Jacinda Baker, in
Afghanistan aged 26, and
Donald Bensemann, aged 20,
who died in the Vietnam War.
Their families attend the
annual service on Anzac Day.
Rangiora High School (RHS)
head girl Amelia Green
believes the day is areflection
of what ‘‘our service men and
women have done for us’’.
‘‘It’s also about the
opportunities and freedoms it
has given us as young people
today.
‘‘The privileges it has
allowed us to have are Ibelieve,
very important and it’s
something we focus on here at
RHS,’’ says Amelia who will be
proudly wearing her
grandfathers medals on the
day.
‘‘My grandfather's set of
World War 2medals include the
19391945 Star, Africa Star,
Italy Star, New Zealand War
Service Medal 19391945, and
the NZ Defence medal
19391945, they are a
representation of all the
service men and women’s
efforts, their commitment and
their courage in the war,’’ she
says.
RHS head boy Jackson
Wright says it’s avalued time of
the year for Rangiora High
School.
‘‘Our school roll goes so far
back, and covers students who
passed away in wars right back
to World War 1.’’
He says it’s important to
commemorate those who
served and died.
Jackson says wherever he is
on Anzac day, his family has
always tried to attend aparade
to make sure they
commemorate the sacrifices of
others.
‘‘ It’s aday where we can
show gratefulness for their
sacrifice. We can never
understand what their sacrifice
was like because we haven’t
had to make that life or death
decision yet.’’
As amentor to young people
at RHS, Amelia says when they
ask about Anzac Day she tells
them to think about ‘‘What
would our world be like without
the sacrifices these people
made?
‘‘Would we have all this
freedom to make decisions
about what we want to do with
our lives?
‘‘At the moment, there is so
much happening in the world, it
is an opportunity to reflect and
try to understand that we have
so many privileges and so many
opportunities because of their
sacrifice.’’
On Anzac Day people are
welcome to attend the 9am
service at the Wall of
Remembrance at the school.
Support grows
Rangiora RSA president
Ian Thompson says it is
nice to see all the young
people coming out in
greater numbers to
attend Anzac and other
commemorative parades.
‘‘It’s so nice to see them
paying respect to the
brave men and women
who have given so much
for the freedoms we all
enjoy today.’’
‘‘On Anzac Day we
remember the people
who have given their
lives in the first and
second world wars. The
problem is we didn’t
learn from them, and
today conflicts continue
to go on, year after year.
‘‘Since 1990 we have
had 61,500 men and
women enrol in the
military. In recent times
over 30,000 new service
veterans have come
home from conflicts with
many still serving in our
armed forces today.’’
He says the RSA isn’t
just for those who went
overseas to serve.
‘‘It is about those who
did come back, and even
though the first and
second world wars were
along time ago, there
have been many more
conflicts since then
which our service men
and women have been
involved in, and they
need our help too. ‘‘At
Rangiora, we also have
members from other
armed forces such as the
British, Australian,
American and South
African armed forces, all
are welcome.’’
He praised the work of
all the volunteers who
help at RSA clubs.
‘‘They turn out in all
weathers to help us out,
especially on poppy day.
‘‘It is greatly
appreciated by the
welfare sectionsatall the
clubs.
‘‘The public’s support
and donations on Poppy
Day, and at all the other
appeals, allows the RSA
to continue to support all
veterans and their
families. For that we
thank you.’’

Tuesda
Rememb
‘‘The darkness, calm and chill of the early morning; the sound
of asingle tap of the drum of the parade; the emotionless faces
of the catafalque guard, and the mournful notes of Last Post
sounded by alone bugler, combine to give afeeling of deep
solemnity.
‘‘It is the intensity of the symbolism which contributes to its
powerful impact upon participants; indeed what underlies its
popularity.
‘‘In acountry with few public rituals, the Dawn Services
continues to provide asense of occasion as ameaningful ritual
of remembrance.”
Every year Anzac Day is observed on April 25 by communities throughout New Zealand
The term ANZAC is the acronym for Australian and New Zealand Army Corps, and
was first used in World War 1. These groups of soldiers
Anzac commemorations may consist of one or more ce
Symbol of remembrance
The red (or Flanders) poppy is a symbol of remembrance and hope all over the world,
and in some countries is worn on Armistice Day. However, in New Zealand the red
poppy is commonly worn on Anzac Day.
The first Poppy Day appeal was on April 24, 1922, where funds from the sales of small
and large silk poppies helped relieve suffering in war-ravaged northern France.
A paper version of the poppy is now sold by the Royal New Zealand Returned Services
Association on Poppy Day to raise awareness of Anzac Day and funds for returned
soldiers and their families and local communities.
25th Hurunui Arts Showcase successful
By JOHN COSGROVE
Stamped ... Waiau’s Toby Brown entered Torso which he covered
in stamps at the Hurunui Arts Showcase.
The annual Hurunui Arts Showcase
continues to give local artists aspace to
exhibit and sell their work. Now in its
25th year, the fourdaylong show at the
Amberley Library draws in awide variety
of artworks including paintings, crafts,
sculptures and photographs from artists
based in the Hurunui District.
Hurunui Community Arts Council cochair
Mike Gilbert says this year's show,
the first for three years after aCovid
enforced hiatus, was one of the best.
‘‘It was unexpectedly good, we were
concerned about whether we would get
the numbers because of Covid’s impact
on the community.
‘‘But we were pleasantly surprised,
and the standard of work from the 70
artists who entered are Ifeel, higher than
precovid shows.’’
Mr Gilbert says the opening night was
one of their most successful in recent
years.
‘‘We had over 100 people attending to
view 211 entries, and from asales point it
was very successful with 10 works sold.’’
One of the works which caught Mr
Gilbert's eye was apiece by 12yearold
Noah Vodde of Amberley.
‘‘I just love the way this young person
has captured their friends,’’ he says
looking up at Noah’s large pencil and pen
artwork.
Amberley couple Chris and Linda
Constable said there was some very
interesting art works on display when
they called into the library last Friday to
view the show.
Regal in concept ... Claire Cameron of Amberley’s Vintage stamps
of Queen Elizabeth on wood on display.
Plenty to see ... Hurunui Community Arts Council secretary Liz Dickson and committee
member Lulu Webb look over some of the 211 art works and objects on display.
Crafts on offer ... Linda and Chris Constable of Amberley, look over the craft entries at the
show.
Lovely paintings ... Waipara resident Felicity Stone and her daughters Isabelle aged 6and
Magnolia aged 1, look at alarge painting by guest artist Lissa Holland titled “Summer garden
border”which was on display.
Art on display ... Hurunui Community Arts Council cochair Mike Gilbert casts an eye over
the work of Noah Vodde aged 12, of Amberley, whose large pencil and pen artwork attracted
alot of praise.

Flood risk rethink
By DAVID HILL,
Local Democracy Reporter
The risk of flooding in the Waimakariri
district has caused arethink of building
guidelines.
The Waimakariri District Council has
endorsednew flood mapping freeboard
and floor level guidelines for very low,
low and medium risk areas as it plans
aheadfor future flood events.
The new guidelinesrecommended
floorlevels of 300mmto500mm above
the flood level.
But staff arerecommending no
building in areas considered to be high
risk flood hazard areas.
‘‘It is really important that our district
continues to be built in away that
provides minimalrisk to people and
property,’’ Mayor Dan Gordon says.
‘‘There has been asignificant amount
of work undertakentoensure any risk of
floodinghas been mitigated the best it
can be and thatthe process is as
streamlined and costeffective as
possibletodevelopers.’’
In areport to April’s councilmeeting,
utilities and roading general manager
Gerard Cleary said the freeboardlevel
was the height above the designated
floodlevel.
In the Waimakariri district,the
previous standard was afreeboard level
of 300mm.
‘‘If the floodlevelisone metre above
the ground at ahouse site and a300mm
freeboardlevel is applied,then the
building’s floor level would need to be
1.3 metres above the ground,’’ he said.
Guidelines varied throughoutNew
Zealand, but the freeboard allowance
was generally between 300mm and
500mm. In Christchurch the freeboard
allowance was 400mm.
Mr Cleary said the Waimakariri
district is located in alarge and
predominantly flat floodplain, which
meanta300mmfreeboard allowance
was sufficient in anumber of areas.
But there were several factors
supportingthe raising of the freeboard
allowance to 500mm.
These included vehicle wash, survey
errorand inaccuracy, fencesimpeding
flow,less public and insuranceindustry
acceptanceofflooding, modelling error
and uncertainty, minorearthworks,
ongoingmovement due to seismic
activity, climate changeand catchment
changes.
National guidelines for new
greenfielddevelopments recommended
a500mm freeboard allowance above the
flood level, Mr Cleary said.
‘‘Where the landhas alow risk of
flooding, there is littleornothing that
needs to be donebythe developer to
achieve the freeboard requirement.
‘‘Inareas of medium or higher risk
there may need to be additionalfilling
or careful design considerations given to
achieve the desiredlevelprotection.’’
Mr Cleary said the guidelines took
Developmentnearly at an end
By JOHN COSGROVE
As one big earthmoving project nears
completion, another is linedupfor
civilcontractors Taggart Earthmoving
Ltd of Rangiora.
Taggart Earthmoving Ltd’s chief
executiveofficerPaul Taggart says
theirRavensdown operation has been
one of the biggest his familyowned
firm has undertaken in recent years,
in terms of size and duration.
‘‘As our part heads towards
completion in early July, we are
alreadylooking ahead to the nextbig
jobfor our team of specialists
earthmovers inBurnham.’’
Looking backover the last four years
Taggart’s have beenonsite, Mr Taggart
says thenumbers are mindboggling.
‘‘Theseare only estimates,but we
think we’ve cut and movedaround
350,000cubicmetres of earthonsite.
‘‘We alsoimported 200,000 cubic
metres of gravel for fill.’’
He says they completed the task
using onlytheir inhouse machinery
andvehicles, which at times
numbered morethan 30 diggersand 40
trucks on site, six days aweek.
There werealso many motor
scrapers and articulated trucks used
as well.
Piles of base materialhad to be
moved twicewhen it was discovered
thesite had avery high watertable.
‘‘We had to move large volumesover
to anothersectionofthe large
Ravenswood site to dry off before we
couldbring it backtouse as filler.’’
He saysthey also had to stockpile
25,000 cubic metresofpeat.
It willbeused by anearby farmer to
raisethe levels of his lower paddocks.
The large40,000 cubic metrepiles of
good topsoil people can see onsite,
will later be usedbythe developers.
But the highground water tablewas
the biggest problem Taggart faced
during the big dig phaseofthe
operation.
‘‘It wasjust under the top layer, at
timeswefelt like we weretrying to
drainthe Ashley fromunderground.’’
He saysthroughacombination of
experience and trialand error, they
quickly learned howtosolve the
problem of theexcess water.
By creatingacofferdam and aseries
of drainage trenches onsite, it allowed
them to lay the sewer pipes safely and
continue to work there.
Winter signals new requirements
Canterbury farmers have new
requirements to implement this year
around winter grazingand synthetic
nitrogen fertiliser use.
Environment Canterbury’s Sarah
Heddell says makingand executing
plans thatidentify andmanagerisks to
the environmentiskey to meeting
these requirements.
Farmers are hearing alot about
wintergrazingrequirements right
now,but the key message has not
changed—all farmersneed to make
and follow awinter grazing
management plan.
By now winter feedand crops will be
almostready for the coming cold.
Ms Heddell says how you feedstock
overthe monthswhen grass isn’t
growing is crucial, when it comes to
reducing your impact on the
environment,maximising animal
welfareand looking after your bottom
line.
‘‘Your writtenwinter grazing
management plan should clearly
identify each of the environmental
risks associatedwith the winter
grazing, as wellasyour plantomanage
and mitigate each of theserisks,’’ she
says.
‘‘This plan will be the key reference
you follow over the winter months.’’
Governmentand industry
organisations have developed several
winter grazing management templates
and guidance documents you can use
to make yourplan.
‘‘Whether you need to apply for
resourceconsent for winter grazing
depends on if you can meetthe
permittedactivity rules,’’MsHeddell
says.
‘‘You may be able to meet these
rules if youwintergrazedbetween
wintergrazing areasince then, winter
10% of yourland on afarm larger than
500ha,grazeonland with less than
sourceareas and keep stockwell clear
of waterways.’’
wintergrazing
Fertiliseruse promotespasture
growth ratesthat can feed large
numbers of stock, but it alsocomes
withenvironmentalrisks.
The use of synthetic nitrogen
fertilisers on land is linked to lowered
water quality in rivers, streams, and
groundwater.
Thisfertiliser use, and the more
intensive land use it allows, needs to
be balancedwith actions to protect
waterways.
The use of synthetic nitrogen
fertiliser is limited to 190kg per
hectare, per year.Thislimit applies to
all grazedpasture.
Dairy farmers are required to report
their fertiliser use. Reports cover the
JulytoJune season, and the 20222023
season’s report needs to be submitted
by July 31 this year.
Ms Heddell says efficientfertiliser
use means only puttingonthe
nutrients when they’reneeded, and
onlythe amount that’s needed.
‘‘Excessfertiliser isn’t taken up by
plant rootsand seeps intothe ground,
so it’s not only arisk to water sources,
but awaste of your money.
‘‘Applying fertiliser in smaller
amounts more often, schedulingyour
irrigation, measuring nitrogen levels
in soil, planting catchcrops and
sowing plantain in pasture can all
helpyou get more benefit fromthe
fertiliser you use,’’she says.
Two from two for Saracens and Ashley
RUGBY
Saracens and Ashley made it two wins
from two games in the secondround of the
Luisetti Seeds combined country rugby
competition on Saturday.
Coming off aheavy loss to Ashleylast
week, Oxfordwas dealtasimilar hand by
Saracens losing 059.
Ashley meanwhile always had the upper
hand against Rakaia winning 3922.
Kaiapoihad little troubleheading off
Hornby5022, after it led310 at half time,
while GlenmarkCheviot, after leading
West Melton 50 at thebreak, fell away in
the second spell losing 512.
Hurunui trailedSouthbridge617 in its
game, played at Culverden, beforestaging
aspirited comeback getting up to win
1817.
Woodend had Ohoka in its sights at half
time, but fell away in the secondhalf
losing 1743.
Ashley vRakaia
Ashley began on the front foot and kept
Rakaiapinned in its own half for the first
20 minutes.
In this time Ashleyscored two tries —
the first following amaul nearthe goal
line, and the second fiveminutes later
when live wire half back Luke Gold
scuttled overafterascrum near the
Rakaialine. Rakaia finally gained aflow
of possessionand scoredatry,after
piercingthe Ashley defence.
Ashley struck back with atry to winger
CorbanGray.
With Ashleyleading 1910, arunaway
looked possible, but Rakaia again
attackedand scoredagain,reducingthe
margintotwo points.
With half time looming Ashley won a
scrum on halfway. The ball was swung
wide, with confidence,and with the
Rakaiadefenceline wrong footed, Corban
Mechanwent over to score Ashley’s fourth
try to bring the half time scoreto2617.
Tenminutes into thesecond half Gold
scored his second try after anothersolid
scrum effort. With Jack Marshall’s
conversion followed by two penaltiesthe
cast was set for the finalresult.
Rakaia added respectability to the score
line with atry in the finalmoments.
Goldwas the standout playerfor Ashley
with aperformance that was well aided by
the dominant scrumheserved over
In areplay of the Hornby match,
Saracens failed to claim the ball from the
kick off and had athrow in to the ensuing
lineout.
Saracens controlled the ball well, got it
out into the backline and after good
supportplay, centreToby Ashby scored in
the corner and Saracens wasahead50 in
less thantwo minutes.
Saracens scored four more triesinthe
first half, with one right on half time,
which came from an Oxford defensive
scrum when the Saracens pack pushed
Oxford off the ball, gained possession, and
Jordy Smith scored from the ensuingmall.
Saracens scored four more triesina
messy with teams not playing to the
conditions and trying too manylong passes
into the strong wind.
Woodend vOhoka
The way Woodend began this match
suggested theirnew coach, exAllBlack
Zac Guildfordhad instilled anew sense of
belief into the longtime cellar dwellers of
the combinedcompetition.
With halfback, Jayden Stokes, swiftly
clearingthe ball and Guildfordhimself
expertlydirectingplay from the midfield,
theWoodendbackline looked aslick unit
and quickly put two triesonthe board —
one each to Stokes and the impressive Joel
Stockwell —toshootout to athoroughly
deserved12point lead.
But Ohoka,notoriously aslow beginner,
startedtoget into its work and soon
exerted adegree of dominance up front,
which provided them with asolid platform
to take control of the game.
The powerful No 8, ZanePatterson who
impressedthroughout the match with
somestrongrunning, was the beneficiary
on the halfhour mark when the Ohoka
packmarched Woodend backatafive
metre scrum. The pushovertry, which
ensued, was aformalityfor Patterson.
Soon after fullback, Patrick McCallum
set up an attackdown the left hand
touchline and stayed in support toscore in
the corner.
Arguably the most consistent goalkicker
in the competition, John Allin, added the
extrasfrom the touchline,and on the
strokeofhalftimealso landed apenalty
goal to give Ohoka a1712 lead at the
break.
Replacement looseforward, Ben Gold
underlinedhis quality and value to Ohoka
when he scored with his first touch of the
ball.
Felipe Pizzaro Marino andAllinalso got
on the scorecard for Ohoka in the second
half, alongwith Pattersonscoring awelldeserved
second try of the day.
Replacement, AdamBrand, added some
firepower off the bench, dotting down for
Woodend.
While Ohokahad much the better of the
forward exchanges, locks, LukeGiles and
Tom Stopforth both toiledaway manfully
for Woodend, whilefullback, Jordy Swain
had afine allroundmatch and was areal
handful for the Ohoka defence everytime
he got the ball.
FullbackBoston Horn was astandout,
Southbridge led 176 at half time, which
signalled the end of its scoring.
Hurunuiprotected the ball better in the
Happy to listen ... Six newly accredited volunteers joined the ranks of Citizens Advice Bureau North Canterbury
after 10 months of training. Four of the six (were from left) Mike Ryan, North Canterbury CAB Chairperson Jacquie
Wrigley, Nicola Rogers, Sheryl O’Leary and Lorraine Proffit. Unable to attend the accreditation function were new
volunteers Margaret D’Oliviera and Margaret Steel.
Listening to help everyone
By JOHN COSGROVE
Volunteers need an ear and a
heart for the job.
And six new recruits at
Citizens Advice Bureau North
Canterbury (CAB) have just that.
After 10 months of intensive
training, the new volunteers are
happy they are finally taking on
their new positions, helping
those seeking guidance for
problems, both small and large.
‘‘It’s been awonderful
opportunity to learn new skills
and meet new friends,’’ says
trainee Lorraine Proffit. ‘‘But we
are all still learning, that’s the
fun part of being part of the
CAB.’’
Fellow trainee Mike Ryan says
he has picked up many new life
skills during the weekly training
sessions in Rangiora.
‘‘The training has helped us all
in our own lives as well,’’ he said.
CAB coordinator Theresa
Evans says the six were what they
are looking for in people who
want to become volunteers at
CAB.
‘‘We look for those who can
listen and research.
‘‘They must have the desire to
find out things to help those who
can’t help themselves.
She said working with people
is one of the core strengths of
CAB and the facetoface service
their volunteers undertake every
day is essential.
‘‘It allows our clients to find the
information they seek or get the
right advice from people in their
community.’’
Theresa said the six new CAB
volunteers now have access to an
extensive database of local and
national information.
‘‘Through this they offer free,
confidential information and
advice to clients.
‘‘No questions is too big or too
small,’’ she says.
New CAB volunteer Sheryl
O’Leary said she joined to
become more involved in her
community
‘‘After all, it is away for me to
find out how to help others, plus
it’s atwoway street, as we have
all learnt how to help ourselves
as well,’’ she says.
Rangiora Medical Centre
Development Update
Work is expected to start onthe aer-hours Rangiora
Medical Centre later this year.
The new primary health care centre will be built
adjacent to the existing Rangiora Health Hub and
will allow patients to access health care from 8am to
10pm seven days aweek and will beopen to patients
from other Waimakariri practices.
The developmenthad beenslowed by anumber of
issues which impeded the consenting process –this
included the removal of asbestosfrom thesite and a
requirement as part of the consent process to consult
withimmediately affectedneighbours which was more
difficult becauseofthe Covid 19 pandemic. We have
nowworkedthrough these matters and are pleased that
aconsenthas been issued.
The delay has added significant costs to the
construction estimates asprices have risen sharply
over the last year, but we remain focused on the
delivery of this project.
The detailed designs are due to be completed by June/
July this year. Then building consent will be applied
for and the job put out for tender.
Provided there are no delays to the building consent
process and subject to final tender pricing, site work
should commence in the last quarter of2023 and will
be completed in15to18months.
At opening the new integrated health complex will
house General Practice, Radiology, Pharmacy, and
Urgent Care. Pacific Radiology is akey partner onsite
and will provide a full range of radiological services
including ultrasound, CT and MRI scans.
The urgent care facility will be open seven days a
week from 8am to 10pm.
Mayor Dan Gordon welcomes confirmation that the
aer-hours medical centre is on track. The addition
of high-tech imaging aspart of radiology services to
be included is fantastic news and will be welcomed
by the North Canterbury Community.
“While the initial plan forthis aer-hours facility is to
offer extended hours of medical care, Iwould ultimately
like us to haveafull 24-hour facilityhere in Waimakariri
and this is something Iwill continue to advocate for.”
