Blackmoore happily signed a<br />

property document with a debt<br />

collector now standing trial for<br />

her 1995 murder, a court heard<br />

yesterday.<br />

However, her fiancé held<br />

concerns that she was illiterate<br />

while her future mother-inlaw<br />

told police of her “shock”<br />

at finding David Hawken,<br />

an alleged associate of the<br />

Templars MC gang, inside her<br />

living room with a briefcase<br />

and papers just weeks before<br />

Blackmoore’s grisly killing.<br />

Details of the arrangement<br />

have emerged this week at the<br />

High Court at Christchurch<br />

where Hawken, 50, and<br />

ex-stripper Rebecca Wright-<br />

Meldrum, 51, are standing trial<br />

for the August 17, 1995 murder.<br />

<strong>The</strong>y both deny any part in<br />

Blackmoore’s death and have<br />

pleaded not guilty.<br />

For 25 years the case went<br />

unsolved before police suddenly<br />

received fresh information and<br />

Jeremy Crinis James Powell was<br />

arrested and later jailed for at<br />

least 10 years for bludgeoning<br />

and stabbing Blackmoore 39<br />

times in her Wainoni home.<br />

ONLY TWO or three little<br />

egret birds typically come to<br />

New Zealand most years – but<br />

Wairewa-Lake Forsyth has a<br />

surplus of the rare visitors.<br />

City council ecologist Andrew<br />

Crossland was undertaking a<br />

survey of waterbirds on the lake<br />

Thursday last week when he saw<br />

three little egrets.<br />

“Little egrets probably occur<br />

on the lake about three times in<br />

a decade. <strong>The</strong> previous highest<br />

count was two birds about six or<br />

seven years ago.”<br />

Crossland said there has been a<br />

high number of sightings in New<br />

Zealand this year, due to birds in<br />

Australia dispersing because a<br />

drought cycle has followed a wet<br />

cycle and inland wetlands have<br />

dried up.<br />

“This then pushes birds to the<br />

Australian coast. Some individuals<br />

may get blown by winds or<br />

simply wander across the Tasman<br />

Sea, reaching New Zealand.<br />

That’s what’s happened with<br />

these little egrets.<br />

“In addition to the three at<br />

Lake Forsyth and another at<br />

Waikuku, others have been reported<br />

from Manawatu Estuary,<br />

Te Anau Lake, Waipapa Point,<br />

Historic telescope back in business<br />

THE HISTORIC Townsend<br />

Teece telescope badly damaged<br />

in the February 22, 2011<br />

earthquake has been expertly<br />

restored and reinstalled back in<br />

its Arts Centre home.<br />

<strong>The</strong> half-tonne telescope was<br />

buried under 35 tonnes of rubble<br />

when the observatory tower<br />

collapsed in the quake.<br />

After a lengthy fundraising<br />

effort, more than $100,000 was<br />

raised privately to restore the<br />

rare scientific instrument and<br />

fund its installation and ongoing<br />

operation.<br />

It took more than three years<br />

of painstaking work by a Canterbury<br />

University team to bring<br />

the piece of the city’s astronomical<br />

heritage back to life.<br />

<strong>The</strong> team decided on a “sympathetic<br />

restoration”, repairing<br />

and renovating as many original<br />

parts of the telescope as<br />

possible, while keeping many of<br />

its scars from the earthquake.<br />

Associate Professor Karen<br />

Pollard said it had been a long<br />

and hard project to repair the<br />

telescope.<br />

“It’s been 12 years since<br />

we’ve had the telescope open<br />

for open-nights because it was<br />

damaged in the earthquake.<br />

And it’s been quite a voyage and<br />

a mission to get the telescope<br />

restored.”<br />

Pollard said with astronomy<br />

you think about some of the<br />

big questions like “why are<br />

we here? Is there life in the<br />

universe? How did life arise on<br />

the earth?”<br />

<strong>The</strong> public is invited to view<br />

the stars every Friday night,<br />

keeps an eye out for little egrets<br />

on both Wairewa-Lake Forsyth<br />

and Te Waihora-Lake Ellesmere.<br />

Over the last 13 years, Attwood<br />

has only seen little egrets on two<br />

other occasions. This was the first<br />

time he has seen more than one,<br />

at once.<br />

“We seem to be having what<br />

birders call an influx.”<br />

Little egrets are about half the<br />

size of white herons.<br />

Like white herons, little egrets<br />

are widely distributed throughout<br />

Europe, Asia and Africa,<br />

<strong>The</strong> amateur ornithologist<br />

owns the guided birdwatching<br />

company Auldwood Birds.<br />

He received a message last<br />

week, letting him know there<br />

were little egrets at the lake.<br />

“A lot of people tell me if they<br />

see unusual birds.”<br />

Little egrets tend to come for<br />

their non-breeding season and<br />

only stay for the late autumn and<br />

winter, he said.<br />

Occasionally some will stick<br />

around. <strong>The</strong>se are likely to be<br />

juveniles, birds that have not yet<br />

reached breeding age.<br />

to the driver of the car as part<br />

Lego store<br />

Christchurch is set to become<br />

the home of New Zealand’s<br />

second Lego store in the<br />

coming months. <strong>The</strong> store<br />

will take up 259sq m of mall<br />

space in Westfield Riccarton.<br />

Alleged dog walker<br />

attack<br />

Police are refusing to say if<br />

they are closer to identifying<br />

the motorist who allegedly<br />

ran down a person and their<br />

dog in Lincoln last month.<br />

A police spokesperson said<br />

“ongoing”. Last week police<br />

said more CCTV footage had<br />

been provided by the public,<br />

which was being assessed for<br />

Missing man found<br />

dead<br />

A Rangiora man who was<br />

missing for almost three<br />

days has been found dead.<br />

Police said Jan, 66, was found<br />

deceased in Rangiora on<br />

will be referred to the coroner.<br />

7, 1995, with a valuation of about<br />

$21,000, had been signed by<br />

Blackmoore.<br />

When shown the document,<br />

Anderson accepted it was her<br />

signature and said that she had<br />

told him she was “happy” with<br />

the meeting with Hawken –<br />

someone he had never met.<br />

“She did not complain about<br />

being forced into this, no,” Anderson<br />

told the court.<br />

But although Blackmoore was<br />

“street smart”, he was worried<br />

over her ability to understand<br />

what she was signing – and that<br />

she wasn’t given a copy.<br />

Under questioning by<br />

Hawken’s defence counsel Anne<br />

Stevens KC, however, Anderson<br />

accepted that Blackmoore had<br />

asked that a copy went to her<br />

lawyer.<br />

Anderson said his new fiancé,<br />

who he had started a relationship<br />

with in January 1995, had wanted<br />

to clear her debts, and the money<br />

from the property’s sale would<br />

help her start a new life.<br />

His understanding was<br />

Hawken, who had been making<br />

mortgage payments because the<br />

Blackmoores had been unable to,<br />

had wanted the Ferry Rd section<br />

sold so he didn’t have to pour<br />

more money into it.<br />

<strong>The</strong> Crown allege from “early<br />

on” Hawken had an eye on the<br />

financial benefit of the two properties,<br />

wanting to use them and<br />

his own assets to secure loans<br />

for future business ventures,<br />

including a multimillion-dollar<br />

property development at Moncks<br />

Spur, Redcliffs, while also looking<br />

to set up a telecommunications<br />

business.<br />

Andersons’ mother Mary, who<br />

has since died, said she spoke<br />

often with Blackmoore, recalled<br />

popping around to visit her at<br />

Vancouver Cres one afternoon<br />

and saw Hawken and Blackmoore<br />

sitting in the lounge.<br />

Hawken had a briefcase open<br />

and papers around him, she told<br />

police.<br />

“I wondered what the hell he<br />

was doing there,” she said.<br />

“I just got such a shock seeing<br />

her there.”<br />

A boarder told her Blackmoore<br />

was signing papers to sell the<br />

Ferry Rd section.<br />

Two days later, Mary Anderson<br />

warned her not to sign anything,<br />

especially given that she couldn’t<br />

read.<br />

“I hope you know what you are<br />

doing,” she told her.<br />

A massive police investigation<br />

– Operation Vancouver – was<br />

launched after Blackmoore’s<br />

murder.<br />

Both Hawken and Wright-<br />

Meldrum were interviewed at the<br />

time but denied any involvement.<br />

<strong>The</strong> case went unsolved for<br />

more than two decades before<br />

Powell was arrested in 2019 after<br />

police offered a then-record<br />

$100,000 reward.<br />

suggested to the jury earlier the<br />

key issue for them was whether<br />

Powell is “credible and reliable”<br />

when he says Wright-Meldrum<br />

was with him when he murdered<br />

nothing to do with Blackmoore’s<br />

murder and that he had “no wish<br />

that she die”.<br />

Hawken had no motive, no<br />

money, and no power to order a<br />

murder, his defence team say.<br />

City’s new maternity unit delayed<br />

EXPECTANT mothers won’t get<br />

a much-needed new maternity<br />

unit in the city until the end<br />

of the year after contractors<br />

uncovered problems on the<br />

building site.<br />

Te Whata Ora said the project<br />

team needed to ensure the<br />

existing foundation at the New<br />

Harley Chambers building in St<br />

Asaph St is suitable after striking<br />

trouble with underground water.<br />

<strong>The</strong> <strong>Star</strong> has been told asbestos<br />

has also been found on the site,<br />

found by contractors charged<br />

with turning the building into a<br />

fit-for-purpose maternity facility.<br />

But Te Whata Ora<br />

Canterbury executive director<br />

of infrastructure Rob Ojala said<br />

contamination wasn’t a factor in<br />

the delay.<br />

<strong>The</strong> building is close to the<br />

troubled Parakiore Recreation<br />

and Sports Centre, which has<br />

been plagued by delays.<br />

It was one of the largest land<br />

remediation projects in New<br />

Zealand due to asbestos, poor<br />

ground conditions, underground<br />

water and other hazards on the<br />

site.<br />

Ojala said the birthing unit<br />

won’t be ready until the end of<br />

the year.<br />

“We require a high degree<br />

than any concerns around<br />

contamination,” he said.<br />

<strong>The</strong> latest delay comes after last<br />

week’s announcement the only<br />

other community birthing unit<br />

in Christchurch at St George’s<br />

Hospital will close at the end<br />

of next month after failing to<br />

secure a contract extension with<br />

Te Whata Ora.<br />

Ojala said “additional works<br />

are now being carried out” at<br />

the St Asaph St site, including<br />

drainage work for the birthing<br />

rooms.<br />

“<strong>The</strong> costs for these additional<br />

measures are being covered by<br />

the landlord as the building is<br />

leased,” he said.<br />

Caroline Conroy said an<br />

extension to St George’s<br />

Maternity Centre contract now<br />

needs to be urgently looked at.<br />

She said not having a<br />

community unit in the city until<br />

next year places mothers and<br />

babies at risk.<br />

“This latest delay puts<br />

even more pressure on the<br />

understaffed tertiary unit at<br />

Christchurch Women’s Hospital,<br />

birthing,” said Conroy.<br />

“International research also<br />

shows for women with healthy<br />

pregnancies going to a hospital<br />

tertiary unit is not the safest<br />

because there are very likely to<br />

be medical interventions,” she<br />

said.<br />

Ojala said the delay was<br />

disappointing but families<br />

would continue to receive the<br />

care and support they need at<br />

Christchurch Women’s Hospital.<br />

Asked if Te Whata Ora might<br />

revisit the contract with St<br />

George’s, a spokesperson said:<br />

“No, we won’t be”.<br />

Te Whata Ora said safe staffing<br />

and workforce constraints due to<br />

the national midwifery shortage<br />

meant the service at St George’s<br />

was no longer sustainable.<br />

<strong>The</strong> new St Asaph St unit,<br />

approved in 2021, was originally<br />

scheduled to be completed early<br />

this year.<br />

Work only started in January<br />

after HRS Construction was<br />

appointed the lead contractor.<br />

When completed the unit will<br />

include four birthing rooms,<br />

20 post-natal rooms, a whanau<br />

space, and assessment rooms.<br />

It would be staffed by midwives<br />

employed by Te Whata Ora.<br />

It will cater for up to 2500<br />

births a year.<br />

When the St George’s unit<br />

closes, mothers will have to give<br />

birth at Christchurch Women’s<br />

Hospital.<br />

Hospital parking woes likely to<br />

meantime.<br />

Some had been assaulted or<br />

stalked walking to and from their<br />

vehicle or had returned to find<br />

their cars vandalised in recent<br />

years.<br />

<strong>The</strong> public were also struggling<br />

with limited on-site parking –<br />

only 35 spaces were available<br />

outside the Waipapa building.<br />

viewed by RNZ, it appeared staff<br />

were not aware of this and were<br />

still scrambling for solutions<br />

five months later.<br />

In February 2021, an internal<br />

report to the health board chair<br />

said “despite earlier hope, there<br />

is no opportunity for ongoing<br />

parking in the building whilst<br />

construction is under way”.<br />

<strong>The</strong>re would be a net loss of 470<br />

car parks by the end of March<br />

if construction went ahead as<br />

originally planned.<br />

That would leave “no secure<br />

parks for afternoon or night shift<br />

staff, no daytime parking for<br />

clinical staff or those staff with<br />

compromised health”, the report<br />

said.<br />

“<strong>The</strong>re are currently no permanent<br />

or reliable solutions to<br />

adequately mitigate this loss of<br />

staff car parks.<br />

“Solutions are urgently being<br />

investigated, but present a cost<br />

burden,” it said.<br />

“<strong>The</strong> logistics and resources<br />

required to move and relocate<br />

500 staff in a short period will be<br />

significant.<br />

“<strong>The</strong> health and safety of staff<br />

walking various routes during<br />

the evening and overnight is of<br />

concern, and there have been<br />

reported incidents of assault<br />

against staff,” the report said.<br />

Parking options<br />

<strong>The</strong> following four proposals<br />

were then listed as the most<br />

viable solutions:<br />

• Leasing additional land from<br />

Fulton Hogan to expand the<br />

hospital’s existing park and ride<br />

service on Deans Ave<br />

• A park and ride service from<br />

<strong>The</strong> Princess Margaret Hospital<br />

• A park and ride service from<br />

Christchurch Arena<br />

• Delaying the project until the<br />

new public car park building was<br />

completed, then leasing some of<br />

these parks while the extension<br />

was built.<br />

It was estimated extending the<br />

park and ride service on Deans<br />

Ave would cost close to $950,000<br />

a year.<br />

enough safety for nurses.<br />

If it was not running, they<br />

had to walk 20 minutes through<br />

Hagley Park.<br />

<strong>The</strong> second option, a park and<br />

ride service from <strong>The</strong> Princess<br />

Margaret Hospital, would<br />

accommodate about 300 parks –<br />

148 fewer than required.<br />

It was noted some staff were<br />

unlikely to use this service<br />

and Environment Canterbury<br />

confirmed it could not operate<br />

a direct bus service between the<br />

two hospitals.<br />

<strong>The</strong> cost of this proposal<br />

was redacted for commercial<br />

sensitivity reasons.<br />

A third park and ride option<br />

from Christchurch Arena would<br />

cost $675,000 a year ($325,000<br />

to use the parks and $350,000<br />

for transport to and from the<br />

hospital).<br />

Staff would have to pay for this<br />

car park and again, it was noted<br />

“staff who live north or east of<br />

the hospital are unlikely to use<br />

this option”.<br />

Finally, the report authors<br />

wrote “a decision needs to be<br />

made to delay this project”.<br />

A two-year delay was priced at<br />

$759,000 (or $379,500 a year) –<br />

far cheaper than the Deans Ave<br />

and Christchurch Arena options.<br />

<strong>The</strong> decision was made to delay<br />

it at the same board meeting on<br />

February 18, 2021.<br />

It is not known if staff were<br />

notified of the decision at the<br />

time.<br />

Further issues<br />

Draft documents 18 months<br />

later revealed the car park lease<br />

agreement would only cover just<br />

over a quarter of the 450 parks<br />

required.<br />

<strong>The</strong> agreement between Ngāi<br />

Tahu Property and Te Whatu<br />

Ora Waitaha was drawn up in<br />

September 2022.<br />

It detailed the lease of just “120<br />

or 150 staff car parking spaces”.<br />

<strong>The</strong> agreement continued<br />

“(This) Agreement is subject<br />

to Ōtākaro Ltd and the Crown<br />

Minister (currently Megan<br />

Woods) providing approval for<br />

Te Whatu Ora NZ Health to<br />

lease car parks within Te Waka<br />

– Waipapa for the use of staff car<br />

parking.”<br />

Te Whatu Ora confirmed that<br />

same month it was yet to get sign<br />

off from the Minister or Ōtākaro<br />

Ltd.<br />

It was asked again in November<br />

2022, and again, had no sign<br />

off.<br />

Cost escalation<br />

In December 2021, Te Whatu<br />

Ora Waitaha’s board increased<br />

the budget of the extension<br />

to allow for the two-year delay.<br />

A total of $2.76m was added to<br />

the project’s budget, bringing the<br />

total cost to $9.25m.<br />

But in February this year, Te<br />

Whatu Ora Waitaha’s clinical<br />

engineering manager Tony<br />

Hampton said the proposed cost<br />

was now much higher.<br />

“As per attached (the) current<br />

build cost (is) at $13.25m,<br />

however we are revising the<br />

build methodology to reduce<br />

this figure,” he wrote in an<br />

email.<br />

This cost was calculated for a<br />

12-month construction period,<br />

estimated to start this June –<br />

nearly three years after it was<br />

first announced.<br />

Ngāi Tahu Property said the<br />

public car park had also been hit<br />

by Covid-related delays.<br />

It was now expected to be<br />

finished by the end of September,<br />

12 months later than the original<br />

timeframe.<br />

TENANTS ARE being forced<br />

to join long queues to view<br />

properties they then miss out<br />

on – with many brought to tears<br />

over the massive shortage of<br />

rental properties in the city.<br />

People trying to get a three<br />

or four-bedroom home in a<br />

decent condition are up against<br />

a huge amount of competition<br />

and many are having to submit<br />

numerous tenancy applications<br />

before finally getting a roof over<br />

their heads.<br />

<strong>The</strong> number of properties<br />

available for rent has dropped<br />

significantly over the past few<br />

years with the current stock<br />

levels of about 600 properties<br />

similar to what was available<br />

after the earthquakes.<br />

In February 2021, there were<br />

2105 properties for rent, but<br />

this plunged to 1409 in 2022. By<br />

February this year, stock levels<br />

had more than halved to 610.<br />

Over the past two months, the<br />

number has risen slightly to 690<br />

properties for rent in the city.<br />

<strong>The</strong> median rent has also<br />

risen by $30- $45 a year. It now<br />

sits at $500 a week, Real Estate<br />

Institute of New Zealand data<br />

shows.<br />

for a raft of reasons, which could<br />

include moving into the area,<br />

a change of circumstances, or<br />

because their current rental<br />

property had been sold.<br />

In a tight rental market, some<br />

people might have also had to<br />

compromise on their must-haves<br />

and may end up taking one<br />

bedroom less or a single garage<br />

instead of a double.<br />

specialist Angela Webb said rental<br />

stock levels are at an all-time<br />

low due to investors selling their<br />

properties because of the red tape<br />

and extra costs.<br />

Community organisations had<br />

also started renting residential<br />

properties at good market rates,<br />

she said. This gave landlords<br />

the bonus of still being<br />

able to deduct tax from the<br />

interest.<br />

“That’s pulling more<br />

stock off the standard rental<br />

market as well, so there’s<br />

just this short supply of<br />

housing.”<br />

Rents are also jumping as<br />

Frequently flooded streets set<br />

A LIST OF the 22 streets most<br />

hit by surface flooding has been<br />

released – and nearly half of<br />

them are to be up-zoned to allow<br />

medium or high-density housing<br />

under the new planning rules.<br />

It comes after scientists<br />

announced 35 per cent of<br />

Christchurch will be inundated<br />

by 2100.<br />

<strong>The</strong> list of streets with the<br />

worst history of surface flooding<br />

was released by the city council.<br />

It revealed most of them are near<br />

the Avon and Heathcote rivers or<br />

on the coast.<br />

Nine of the streets are being<br />

rezoned to permit higher density<br />

developments, despite the city<br />

council’s admission it cannot fix<br />

the existing flooding problems.<br />

<strong>The</strong> list recommends 13<br />

streets be protected from higher<br />

density building because they<br />

are in existing coastal or river<br />

management areas or at risk<br />

from a tsunami.<br />

A city council spokesperson<br />

said under the new planning<br />

rules, which come into force next<br />

year, it will not be able to decline<br />

an application for higher density<br />

buildings on these streets if it<br />

is a permitted activity, unless<br />

there is insufficient capacity or<br />

infrastructure to support it.<br />

residents from Avondale’s Tenby<br />

Place Action Group. <strong>The</strong> group<br />

was told flooding in the area may<br />

never be practically remedied.<br />

And recent studies also<br />

show flooding across most of<br />

Christchurch will get much<br />

worse.<br />

Dr John Reid, a senior research<br />

fellow at the Ngāi Tahu Centre<br />

and expert on land, freshwater,<br />

and ocean sustainability, said<br />

Christchurch is on a wetland<br />

which European settlers drained<br />

to develop the city.<br />

But now climate change is<br />

causing sea levels to rise. “As<br />

the sea level rises, so, too, the<br />

wetlands will return,” said Reid.<br />

“In 80 years’ time, it is<br />

predicted that about a third of<br />

Ōtautahi Christchurch will be<br />

vulnerable to regular flooding.<br />

“Low-lying areas of the city –<br />

areas that used to be wetlands –<br />

are most at risk.”<br />

In another recent study,<br />

Belinda Storey, a senior<br />

research fellow at the New<br />

Zealand Climate Change<br />

Research Institute, who<br />

coined the term “insurance<br />

retreat”, found homes in the city<br />

with a 1 per cent chance of being<br />

flooded are expected to find it<br />

difficult to get insurance by 2030.<br />

“<strong>The</strong>y will seek to transfer<br />

the liability back to the policy<br />

holder,” she said.<br />

“<strong>The</strong>n when the cost of<br />

insuring against flooding gets<br />

too great, they may decide<br />

your house is “uninsurable”<br />

and will withdraw insurance<br />

altogether,” she said. Insurance<br />

is a requirement for residential<br />

mortgages in New Zealand and<br />

failing to maintain insurance<br />

can trigger default.<br />

An insurer can exit a<br />

policy at the next renewal date,<br />

whereas a borrower may still<br />

have decades before their loans<br />

are paid off.<br />

A city council staff report has<br />

confirmed it is not possible to<br />

“fix flooding” and some level of<br />

flood risk will always be present<br />

in parts of Christchurch, even<br />

if investment was significantly<br />

increased.<br />

“For example, the Flockton<br />

St area still has street flooding<br />

in larger events, even with $52<br />

million council investment,” said<br />

acting head of three waters Brent<br />

Smith.<br />

“It is possible, from an<br />

engineering perspective, to<br />

significantly reduce flood risk in<br />

some ponding-prone streets but<br />

it may not be viable to do so,”<br />

said Smith.<br />

He said the city council<br />

intends to prioritise flood<br />

mitigation projects.<br />

Jailed for raping woman at 21st party<br />

“BOYS LIKE you will not stop us<br />

from standing tall and fighting<br />

for what’s right.”<br />

That is what a woman told the<br />

man who raped and assaulted<br />

her as he was sentenced to eight<br />

years and 10 months’ in prison.<br />

Benjovi Toa, 34, was jailed<br />

for raping and sexually assaulting<br />

the woman during a 21st<br />

birthday party after he had lured<br />

her into a dark, secluded area in<br />

Kaiapoi.<br />

Toa was earlier convicted of<br />

two counts of rape and four of<br />

unlawful sexual connection.<br />

He had also entered late guilty<br />

pleas to other unrelated charges,<br />

including contravening a protection<br />

order twice, two counts of<br />

assault on a person in a family<br />

relationship and one of threatening<br />

behaviour relating to family<br />

violence incidents.<br />

Toa’s first victim told the court<br />

she used to be strong and happy<br />

and had goals in life, but Toa<br />

took everything from her.<br />

“I never thought I’d be part<br />

of a statistic . . . I thought I’d be<br />

able to fight back, but how was I<br />

supposed to?”<br />

In an emotional victim impact<br />

statement, the woman who has<br />

name suppression told the court<br />

she was 21 at the time of the<br />

assault. She remembered Toa<br />

whispering to her, trying to get<br />

her into his vehicle. Following<br />

the assault, she lived in fear and<br />

became paranoid. She kept a<br />

knife under her pillow and a<br />

metal pole nearby.<br />

She stayed awake most nights<br />

until she knew her father was<br />

up as she only felt safe sleeping<br />

when he was awake.<br />

Every time a door opened or<br />

someone was behind her, she<br />

feared it was Toa. She would<br />

walk to her car clutching a<br />

pocket knife so hard it left a<br />

mark on her hand. Her posttraumatic<br />

stress disorder made it<br />

impossible to return to work and<br />

she had to go on a benefit. She<br />

began losing weight because of<br />

the stress.<br />

She was admitted to hospital as<br />

she became suicidal. <strong>The</strong> woman<br />

said she was put on medication<br />

that turned her into a zombie<br />

just to get a few hours sleep.<br />

She said the lengthy court<br />

process almost made her give<br />

up. But the pain, shame and fear<br />

Toa made her feel meant she<br />

“couldn’t give up this time”.<br />

“<strong>The</strong> girl I once was is gone. I<br />

fought so hard to find her, but it’s<br />

like you took her . . . One thing<br />

you can never take from me is<br />

my resilience. You may have forgotten<br />

what you did to me that<br />

night – but I never will.”<br />

Judge Stephen Bonnar commended<br />

her bravery and courage,<br />

apologising for the lengthy<br />

court process. He acknowledged<br />

nothing could change what happened,<br />

but hoped Toa’s sentencing<br />

could bring her some peace.<br />

Toa continued to deny the<br />

charges but was found guilty by<br />

a jury in March. On July 3, 2020,<br />

the victim went to a 21st party in<br />

Kaiapoi and Toa, who was unknown<br />

to the woman, was also<br />

there. Toa and the victim drank<br />

alcohol and, while they were<br />

talking, she began to feel dizzy<br />

and found it difficult to stand.<br />

She leaned against Toa so<br />

he could support her and he<br />

wrapped his arms around her<br />

and guided her away from the<br />

party, toward the gate of the<br />

property. Toa then led her to a<br />

secluded area and removed the<br />

Toa raped the woman a second<br />

time while she was pushed up<br />

against a car.<br />

<strong>The</strong> victim managed to send a<br />

text to her ex-partner who contacted<br />

someone at the party and<br />

asked them to look for her.<br />

At this time, she said Toa<br />

pulled her into a bear hug, saying:<br />

“Shh, I have got you.”<br />

<strong>The</strong> person who had been<br />

contacted found Toa and the<br />

victim walking back to the<br />

party. Toa had his hands on her<br />

shoulders and she was crying<br />

and shaking.<br />

Bonnar said Toa showed no<br />

remorse for his offending as he<br />

continued to deny it.<br />

“This was not her fault, this<br />

was your fault,” he told Toa.<br />

Bonnar acknowledged Toa’s<br />

childhood and background but<br />

said the offending was “grave<br />

and serious”.<br />

Corporation, the second biggest<br />

residential building company in<br />

the country, has stated on social<br />

media he imagines himself as<br />

a Jewish business owner being<br />

hauled off to a concentration<br />

camp in Nazi Germany when<br />

facing “external” issues.<br />

Matthew Horncastle told<br />

his Instagram followers, after being<br />

asked by a user how he deals<br />

with “the media attacking” him,<br />

that he employs the “wee mental<br />

exercise” and reminds himself<br />

that the world is “not just”.<br />

<strong>The</strong> Holocaust Centre of New<br />

Zealand said, in their view,<br />

the comparison “belittles the<br />

memory of six million people<br />

murdered in the Holocaust”.<br />

“<strong>The</strong>se things are not equivalent<br />

in any way.”<br />

In Horncastle’s social media<br />

story, he said: “For example,<br />

the media attacking me or the<br />

poor behaviour that affects me or<br />

my business. Something external.<br />

I have a wee mental exercise<br />

and I imagine that I am a Jewish<br />

business owner at the same time<br />

as you have the Nazis.<br />

“And I imagine if I’d worked<br />

so hard my whole life, I’ve done<br />

everything right, I’ve followed<br />

the rules, I’ve saved my money,<br />

I’ve paid my taxes and then I<br />

get hauled off to a concentration<br />

camp. And I remind myself that<br />

and all I can control is how I feel<br />

day and then I just block them<br />

out and keep living my life and<br />

keep doing me.”<br />

Horncastle did not wish to<br />

comment on the Instagram story.<br />

Holocaust Centre of New<br />

Zealand board chair Deborah<br />

Hart said while she believes<br />

Horncastle was not trying to<br />

denigrate the Holocaust and its<br />

victims, that is the outcome of<br />

comparing the horror Jews and<br />

other minorities faced in the<br />

Holocaust with a business being<br />

scrutinised or criticised by the<br />

media or dealing with government<br />

actions.<br />

In her opinion, Hart said people<br />

need to take care referencing<br />

the Holocaust.<br />

“Not every perceived injustice<br />

is comparable to the Holocaust.<br />

“Making the comparison,<br />

when it is plainly so different,<br />

belittles the memory of six<br />

million people murdered in the<br />

Holocaust and does nothing<br />

to further an understanding of<br />

the Holocaust. Neither in this<br />

case, incidentally, does it further<br />

an understanding of what Mr<br />

Horncastle and his business are<br />

experiencing.”<br />

Hart said the Holocaust was<br />

the deliberate attempt to exterminate<br />

the Jews, defined by antisemitic<br />

ideology, propaganda,<br />

legislation, and the systematic<br />

implementation of unprecedented<br />

extermination techniques.<br />

Earlier this week, Horncastle<br />

shared an image of the BCI New<br />

Zealand top new house builders,<br />

which listed their Christchurch<br />

company as the number two<br />

residential builder.<br />

Last year, Horncastle also<br />

told social media followers that<br />

women should use their “youth<br />

and beauty” to get the “best<br />

possible man”, but later said the<br />

comments were “written in seconds”<br />

and that it would be wrong<br />

to take them “out of context”.<br />

<strong>The</strong> property boss said in a<br />

now-deleted Instagram story<br />

that he believed traditional gender<br />

roles worked.<br />

When approached for comment<br />

by the Herald at the time,<br />

Horncastle said he had been<br />

replying to “hundreds of questions”<br />

and in that answer he was<br />

referring to “tools the different<br />

sexes use to attract a partner”.<br />

He said women, people, and<br />

relationships are more complex<br />

than a few words on an Instagram<br />

story.<br />

Men, he said, value more<br />

than just youth and beauty and<br />

“women use more than youth<br />

and beauty”.<br />

Lego builders among country’s best<br />

LEGO aficionados Jason and<br />

Rachel De Vries are among the<br />

top builders in the country.<br />

<strong>The</strong> couple were fourth in Lego<br />

Masters New Zealand show on<br />

TV2.<br />

“We met some incredible people<br />

and were put up against five<br />

incredibly talented teams that<br />

really made us work hard,” said<br />

Rachel.<br />

“Even though we didn’t win,<br />

we couldn’t have been happier<br />

with how well we did and the<br />

experience overall.”<br />

<strong>The</strong> show aired throughout<br />

April. <strong>The</strong> overall winners were<br />

siblings Oli and Charlie Mollard,<br />

originally from Christchurch,<br />

now based in Palmerston North.<br />

<strong>The</strong>y won two Fiat Lounge cars<br />

and $25,000 to spend at <strong>The</strong><br />

Warehouse.<br />

<strong>The</strong> De Vries own House of<br />

Bricks in Rolleston, a Legobuilding<br />

studio that runs a range<br />

of events for all ages.<br />

<strong>The</strong> show put six teams of two<br />

and their Lego building skills<br />

to the test, all against the clock.<br />

Each build allowed the teams<br />

to show off their creativity and<br />

technical skills – but they also<br />

had a theme to follow.<br />

<strong>The</strong>y produced eight unique<br />

builds, showcasing their work for<br />

judge and Lego certified professional<br />

Robin Sather.<br />

Out of the eight, the De Vries<br />

had one winning build of a<br />

fox combined with a chainsaw<br />

called Wildtooth, with Jason’s<br />

inspiration being old-school<br />

Technic sets from his childhood.<br />

“I could not be more pleased<br />

that a simple mechanism and<br />

concept turned out so well,”<br />

Rachel said.<br />

She said one of the many<br />

highlights of the show was access<br />

to the brick pit, which has more<br />

than two million Lego bricks in<br />

it.<br />

“It is the most amazing<br />

experience ever, two million<br />

bricks, how could you not be<br />

excited.”<br />

However, Rachel said the set<br />

was different from what they<br />

used in their own studio, and<br />

they had to adapt their building<br />

style accordingly.<br />

“Two million does sound like a<br />

lot, but there are limitations with<br />

that as well,” she said.<br />

minute was a heartache, Jansen<br />

Rugby league’s Daryl Mataiti: <strong>The</strong><br />

<strong>The</strong> attack on a football<br />

referee in Sydney is in<br />

the extreme when it<br />

comes to the downside<br />

of being a whistle<br />

blower in sport. Today<br />

league referee about<br />

why he does it<br />

EVERY REFEREE’S ‘how’ and<br />

‘why’ they first came to pick up a<br />

whistle is different.<br />

For Daryl Mataiti – who had<br />

hung up the playing boots several<br />

years earlier due to a knee injury<br />

– it was returning to the game as<br />

a volunteer in the junior space<br />

that has led to a long and fruitful<br />

tenure as a Canterbury Rugby<br />

League premiers referee.<br />

“One of my sons started playing<br />

league, I was going to trainings<br />

and giving them a hand,”<br />

Mataiti recalls.<br />

“<strong>The</strong> following year I did a bit<br />

of coaching, then about a year<br />

after that CRL sent out a message<br />

to the clubs looking for junior<br />

refs.<br />

“It was about my third year of<br />

refereeing when I did my first<br />

senior games.”<br />

He began playing for Shirley<br />

Hawks as a 9-year-old after moving<br />

into the area.<br />

He played for the Hawks until<br />

the 13s, joined Papanui Tigers for<br />

three seasons<br />

have a<br />

14s team<br />

at the<br />

time)<br />

and<br />

turned out for Shirley Boys’ High,<br />

and after a break of a few years<br />

returned to the Shirley club for<br />

three seasons in the senior grades<br />

before injury intervened.<br />

After honing his refereeing<br />

craft in the lower grades, Mataiti<br />

was elevated to Massetti Cup<br />

duty in 2012. His debut<br />

in CRL’s top flight<br />

remains one of his most<br />

memorable matches.<br />

“You always<br />

remember your first<br />

premiers game and<br />

for me it was the<br />

grand finalists<br />

from the previous<br />

year, so that was a<br />

little bit daunting<br />

at Cuthberts<br />

Green.<br />

“I was pretty<br />

nervous. It<br />

didn’t go too<br />

bad, so<br />

that<br />

one<br />

stands out.<br />

“I’ve also done a women’s<br />

championship final, it was good<br />

to be involved with that. I had a<br />

couple of 18s finals – the finals<br />

are the big ones. And I’ve run a<br />

few lines, for Jason Wilson for a<br />

New Zealand versus Australian<br />

Universities match, and at a<br />

couple of the national finals at<br />

NZRL junior tournaments.”<br />

While he’s been a permanent<br />

fixture as the man in the middle<br />

of premiers matches for more<br />

than a decade, many supporters<br />

will have memories of Mataiti<br />

haring down the touchline with<br />

flag in hand at a string of Pat<br />

Smith Trophy deciders in recent<br />

years.<br />

“Last year’s grand final was<br />

pretty memorable in that it<br />

went down to the last play of the<br />

game to win it – it’s been pretty<br />

awesome to be involved as a<br />

touch judge in a few grand finals<br />

as well.”<br />

Referees embark on a long<br />

learning curve before achieving<br />

those sort of appointments,<br />

however, and guidance and<br />

mentorship is a vital part of any<br />

whistle-blower’s progression.<br />

Mataiti singled out a couple<br />

of Canterbury’s most respected<br />

referees of the modern era<br />

as being especially helpful in<br />

showing him the ropes and<br />

accelerating his education as a<br />

match official.<br />

“Steve Toms, he was a very<br />

good referee and he gave me a lot<br />

of support in those early years, all<br />

the way through.<br />

“<strong>The</strong> rugby league community<br />

would say in the last 15 years<br />

Adam Burns would be the<br />

benchmark for refereeing, and<br />

he was also really valuable in<br />

guiding me and being someone<br />

to watch and aspire to.”<br />

But every referee moulds their<br />

own style – though generally<br />

speaking, Mataiti says, there are<br />

two types: a referee’s referee and a<br />

player’s referee.<br />

<strong>The</strong> genial, measured Mataiti is<br />

‘I consider myself a player’s referee rather than someone<br />

who’s too dogmatic on the rules’ – Daryl Mataiti<br />

confident about which category<br />

he falls into.<br />

“I suppose I’m more in the<br />

mould of a player’s referee in<br />

terms of I’m a bit more patient<br />

and tolerant with players than<br />

some referees are.<br />

“I try to get more of a feel<br />

for the game than be pedantic<br />

about the rules. I consider myself<br />

a player’s referee rather than<br />

someone who’s too dogmatic on<br />

the rules.”<br />

While an appeal from<br />

Canterbury Rugby League for<br />

junior refs was Mataiti’s sliding<br />

doors moment, remaining in<br />

the ranks for as long as he has<br />

requires plenty of motivation and<br />

dedication.<br />

“I actually enjoy being put<br />

under pressure,” he said.<br />

Ruby Tui to play sevens in US<br />

BLACK FERNS star Ruby Tui<br />

will spend her sabbatical playing<br />

sevens in the United States.<br />

Tui played for University of<br />

Canterbury in 2010 before she<br />

made the Black Ferns sevens<br />

team in 2012. <strong>The</strong> World Cup<br />

winner and Olympic gold medallist<br />

has now signed up for the<br />

Premier Rugby Sevens.<br />

<strong>The</strong> competition is held over<br />

multiple tournaments with the<br />

men’s and women’s teams vying<br />

for one trophy.<br />

Tui said she was thrilled to be<br />

involved in competition which<br />

provided equal opportunities for<br />

men and women.<br />

“I’ve been a massive fan of<br />

Premier Rugby Sevens and what<br />

they’ve done for women’s rugby<br />

since they formed in 2021 in the<br />

United States.<br />

“To help grow our game<br />

around the world, especially in<br />

a place like the US, is an opportunity<br />

I take very seriously. PR7s<br />

has an awesome model for their<br />

competition, with equal pay and<br />

opportunity for men and women.<br />

And I’m absolutely buzzing<br />

to play some sevens again.”<br />

Tui, 31, recently announced<br />

she was re-signing with New<br />

Zealand Rugby for another two<br />

years, but she would take an immediate<br />

sabbatical.<br />

She will miss the Black Ferns<br />

test against Australia on 29 June<br />

in Brisbane due to her playing<br />

commitments in the US.<br />

She had taken a break from<br />

playing after the World Cup to<br />

pursue media opportunities and<br />

sat out Super Rugby Aupiki.<br />

Tui said she had multiple<br />

offers from Europe, Asia and<br />

Australia, but she wanted to stay<br />

in New Zealand if possible.<br />

<strong>The</strong> team she will play for in<br />

the US competition is yet to<br />

be confirmed. <strong>The</strong>re are eight<br />

franchises in the PR7s with<br />

each aligned with a region or<br />

city. PR7s chief executive Owen<br />

Scannell was delighted to have<br />

secured Tui’s services.<br />

“Having Ruby come<br />

and compete in Premier<br />

Rugby Sevens at the height<br />

of her playing career is an<br />

unprecedented historic moment<br />

for the sport of rugby and<br />

women’s sports across the<br />

United States,” Scannell said.<br />

“She has already captured the<br />

attention of millions of new fans<br />

around the world.”<br />

“You’re right in the middle of<br />

things out there in those games<br />

and both teams are putting pressure<br />

on you, things are happening<br />

fast, at pace, you’re fatigued. I<br />

enjoy being in that environment<br />

and testing myself to see how<br />

well I can perform under those<br />

positions.<br />

“Like players, sometimes you<br />

come off the field as a referee and<br />

think, ‘gee, I could’ve gone a bit<br />

better than that today’. <strong>The</strong>re’s<br />

other times you come off and<br />

think, ‘man, I had a really good<br />

game today and there was a<br />

couple of really tough calls that I<br />

got right’.<br />

“I think that’s a part of why<br />

I’m still involved – being a part<br />

of the game as much as possible<br />

at the highest level and challenging<br />

yourself.”<br />

<strong>The</strong> more difficult aspects of<br />

officiating can be exacerbated by<br />

the level of scrutiny NRL referees<br />

come under from coaches, media<br />

and fans – and the level of dissection<br />

frame-by-frame coverage<br />

allows.<br />

While the stakes might not be<br />

as high, it can be overlooked that<br />

grassroots referees don’t have the<br />

advantages those at the elite level<br />

do and other misconceptions can<br />

make things unnecessarily tough<br />

for our officials.<br />

“<strong>The</strong>re’s some different rules<br />

in the NRL to local footy and<br />

people aren’t always aware of<br />

those, so they’ll see something<br />

and think the referee or touch<br />

judge should make a particular<br />

call when that’s not the case,”<br />

Mataiti says.<br />

“You see replays and multiple<br />

angles on TV, so there’s that<br />

expectation on Saturdays that<br />

the guys out in the middle and<br />

running the lines should be able<br />

to get every call spot on. <strong>The</strong><br />

reality is you’re obstructed, or<br />

something happens and you’re<br />

not watching that particular part<br />

of the field.<br />

“I feel there is that scrutiny.<br />

How many times do we see an<br />

NRL game with a wrong call,<br />

there’s a captain’s challenge, and<br />

the decision is overturned? It<br />

doesn’t always feel that forgiving<br />

of referees (for making an incorrect<br />

call) locally.”<br />

But in terms of respect from<br />

players, coaches and supporters<br />

in the Canterbury Rugby League<br />

sphere, Mataiti believes referees<br />

are treated better now than in<br />

the past.<br />

He’s realistic about the contentious<br />

and competitive nature<br />

of sport, but it’s important our<br />

officials are protected.<br />

“I’d have to say in the last three<br />

or four years, generally it has<br />

improved. If you go back further<br />

than that, five-plus years, there<br />

were quite a few incidents during<br />

a season where the ways referees<br />

and touch judges were abused<br />

was totally unacceptable.<br />

“Referees do understand that in<br />

Amateur boxer Adam<br />

Abdullah, 25, is facing<br />

charges of allegedly<br />

wounding a person with<br />

intent to cause grievous<br />

bodily harm and affray.<br />

It has since emerged<br />

Abdullah played for the<br />

the heat of the moment, players<br />

and (people on the) sidelines will<br />

see something they really react to,<br />

but having said that there’s a line<br />

they shouldn’t cross.<br />

“When there were quite a few<br />

incidents happening, they were<br />

dealt with properly – suspensions<br />

were handed out to supporters<br />

and players. I feel that<br />

filtered through so that players,<br />

coaches and supporters had a<br />

better awareness of what wasn’t<br />

acceptable.”<br />

<strong>The</strong> bottom line is, in rugby<br />

same southwest Sydney<br />

club – the Greenacre Eagles<br />

– as a celebrity chauffeur<br />

who was shot dead<br />

league as with every code, that<br />

without referees, there is no<br />

game. And more officials –<br />

proudly supported in Canterbury<br />

by NZ MEP Fabrications in<br />

<strong>2023</strong> – are always needed.<br />

Mataiti implores anyone<br />

thinking about dipping their<br />

toe into refereeing to give it a<br />

crack for an experience that is as<br />

rewarding as it is challenging.<br />

“Refereeing means you’re still<br />

a really active part in the game.<br />

For players who don’t have the<br />

time to commit to playing, or<br />

at close range outside a<br />

MMA gym in March in<br />

as an underworld hit.<br />

perhaps are not as physically able<br />

as they were, when you’re refereeing<br />

you don’t get the same sort<br />

of injuries but you’re right in the<br />

middle of things and a big part<br />

of what is a really high-quality<br />

“And there are pathways<br />

– some refs who are in<br />

Four things you MUST<br />

do before buying a home<br />

Buying a home is a big deal. It’s likely to be the most expensive thing you<br />

buy, and it can be a complicated legal process. It might be tempting to<br />

take a few shortcuts, but failing to do things properly could cause more<br />

problems later.<br />

Here are our top four tasks for home<br />

buyers.<br />

1. Research the property<br />

<strong>The</strong> real estate agent selling the<br />

property acts on behalf of the seller,<br />

however they are also required to<br />

tell you everything they know about<br />

the property. <strong>The</strong>y must respond<br />

professionally to all your enquiries and<br />

not withhold any details. Remember<br />

that you still need to do your own<br />

due diligence. That means getting a<br />

title search so you can find out all the<br />

facts about the property’s ownership,<br />

boundary and access, as held by<br />

Land Information New Zealand<br />

(LINZ). It’s a good idea to get a Land<br />

Information Memorandum (LIM),<br />

which shows information held by the<br />

local council about the property and<br />

land. For valuable feedback on the<br />

property’s condition, get a report done<br />

by an inspector who has professional<br />

indemnity insurance and carries out<br />

their work in accordance with the New<br />

Zealand Property Inspection Standard.<br />

Although this all costs money, it will<br />

save you more in the long term. Sellers<br />

may occasionally provide some of this<br />

information for you. If this happens,<br />

check that it is up-to-date.<br />

2. Get legal advice<br />

throughout Buying property Christchurch<br />

expensive, and it<br />

can cost even more if something goes<br />

wrong. That’s why it’s important to get<br />

legal advice before you sign anything.<br />

A lawyer will handle all the paperwork<br />

involved in the process, including the<br />

title search, and offer impartial advice.<br />

Zealand Law Society can help you find<br />

one at propertylawyers.org.nz.<br />

3. Understand the sale process<br />

<strong>The</strong>re are several methods of buying<br />

and selling property, for example,<br />

tender or auction. It’s important<br />

to understand the process for the<br />

property you are buying. Practices can<br />

vary between agencies so make sure<br />

you confirm details with them. <strong>The</strong><br />

reaa.govt.nz has more helpful advice.<br />

4. Read the sale and purchase<br />

agreement and understand what it<br />

means<br />

<strong>The</strong> sale and purchase agreement<br />

is your contract with the seller. It is<br />

crucial to read it very carefully and get<br />

legal advice before you sign. You can<br />

negotiate the terms and conditions of<br />

an agreement, but once you sign it,<br />

there’s no going back.<br />
