A TOURISM operator made<br />
the right call to pull the plug on<br />
plans to run wildlife tours that<br />
could put Hector’s dolphins at<br />
risk in Lyttelton <strong>Harbour</strong>, the<br />
Department of Conservation says.<br />
Christchurch company Jet<br />
Junkies applied to run jet skipropelled<br />
boat tours to view<br />
marine mammals, including the<br />
nationally vulnerable species.<br />
The company made the call to<br />
withdraw its application following<br />
a meeting with DOC staff,<br />
who raised concerns about the<br />
protection of Hector’s dolphins<br />
and how these tours could put<br />
them at further risk.<br />
Mahaanui operations manager<br />
Andy Thompson said DOC had<br />
planned to decline the application<br />
but no formal decision was made.<br />
“I think this application has<br />
really clarified our views in<br />
terms of the relationship between<br />
tourism activities and our native<br />
species, and Hector’s dolphins in<br />
this particular case.”<br />
Nationwide there were roughly<br />
15,700 Hector’s dolphins with<br />
about 5000 of them living around<br />

New venue for annual art exhibition<br />
THE SUMNER Art Society is<br />
holding its annual exhibition this<br />
weekend.<br />
Previously held at the Redcliffs<br />
Bowling Club, it will be at the Mt<br />
Pleasant Yacht Club this year for<br />
the first time.<br />
The clubrooms are where art<br />
society members meet each<br />
Wednesday morning to work on<br />
their art, enjoy companionship<br />
and share creative ideas.<br />
Established in 1959, the art<br />
society has about 45 members.<br />
Well-known members who<br />
will be exhibiting include Adrienne<br />
Pavelka, who works with<br />
watercolours; Maxine Burney,<br />
who has a studio at The Arts<br />
Centre and paints with acrylics;<br />
and award-winning artist Geri<br />
Parawa, whose medium is ink,<br />
which she uses to create fluid,<br />
vibrant artworks.<br />
One of her Parawa’s works will<br />
be raffled at the exhibition (the<br />
other prize is a hamper).<br />
Others who have been busy<br />
preparing for the exhibition<br />
are Sharon Soderberg-White,<br />
who uses acrylic fluid pouring<br />
to produce hand-embellished<br />
works, and Suzanne Roberts,<br />
who creates collages, often of veteran<br />
cars. Gaye McElroy works<br />
with oils on canvas, painting<br />
figurative mannequins, while<br />
Barry Mattingley paints detailed,<br />
semi-impressionist landscapes<br />
AWARD WINNING: Geri Parawa’s vibrant artworks will be<br />
on display at the Sumner Art Society’s annual exhibition<br />
this weekend. One will also be raffled.<br />
in acrylics. Pencils and pastels<br />
are the favoured mediums Rose<br />
Croft, who creates portraits<br />
using pastels.<br />

Flight, a $95,000 sculpture created by the late Llew<br />
Summers, was unveiled at Mt Pleasant on Saturday. The<br />

money to buy Flight as a memorial to the artist who lived<br />
in the area before he died in 2019 aged 72. Summers’<br />

quality, bycatch risk, warming<br />
seas, toxoplasmosis and noise,<br />
Thompson said.<br />
Lyttelton was a busy harbour<br />
which was already likely having<br />
an impact on Hector’s dolphins,<br />
he said.<br />
The applications received<br />
more than 200 submissions, the<br />
majority of them opposed the<br />
proposal.<br />
“Research from nearby Akaroa<br />
<strong>Harbour</strong> indicates tourism activities<br />
impact Hector’s dolphins,<br />
and these are cumulative alongside<br />
the effects of other vessel<br />
traffic. Impacts could include<br />
changes to behaviour including<br />
changes to when and where dolphins<br />
are found in the harbour.<br />

the city council’s finance and<br />
performance committee. The<br />
committee approved the full inhouse<br />
delivery of services.<br />
“Parks, gardens and reserves<br />
are so important to everyone in<br />
Christchurch and Banks Peninsula.<br />
They’re part of our identity.<br />
By making this shift, our parks<br />
will be getting top quality, tailored<br />
maintenance,” committee<br />
chair Cr Sam MacDonald said.<br />
“The council was facing an<br />
increase in operational costs<br />
which would have had an<br />
impact on rates so to get this<br />
moved in-house where we can<br />
be flexible, have locally dedicated<br />
people maintaining local<br />
parks and avoid spending<br />
more ratepayer money is<br />
a real win. Keeping costs<br />
under control and staying<br />
within existing operational<br />
budgets was a big factor in<br />
the decision.”<br />
Said city council head of<br />
parks Andrew Rutledge:<br />
“The new in-house model<br />
will be an extension of the way<br />
the Botanic Gardens, Ngā Puna<br />
Wai, Hagley Park, regional<br />
parks, our garden and heritage<br />
sites and parks on the Akaroa<br />
<strong>Harbour</strong> side of Banks Peninsula<br />
are currently maintained.<br />
“The number of council staff<br />
in each team will be determined<br />
by the size and scale of the<br />
assets in each ward and we’ll be<br />
working through this over the<br />
next nine months to make sure<br />

IF YOU HAD been paying<br />
attention to early morning media<br />
lately you could be forgiven<br />
for thinking Lyttelton was a<br />
community at war, split 50/50<br />
between those who love cruise<br />
ships and those who don’t.<br />
If you’d been relying on social<br />
media, you might even believe<br />
there was a high-level political<br />
conspiracy at a hyper local level.<br />
I don’t think either are true.<br />
As someone who attended<br />
the recent public meeting about<br />
the return of cruise ships to<br />
Lyttelton I saw a very well facilitated<br />
evening, with a welcoming<br />
environment that allowed anyone<br />
who wanted to share their<br />
concerns and solutions.<br />
Lyttelton is good at Town<br />
Hall meetings. The community<br />
always turn up, always have their<br />
say, and never shy from challenging<br />
the relevant authorities<br />
or decision-makers. There are<br />
usually some loud voices and<br />
some loud laughs. Exactly as it<br />
should be.<br />
There was good representation<br />
from city council, regional council<br />
(Environment Canterbury),<br />
community board, Lyttelton Port<br />
Company, and ChristchurchNZ.<br />
One conspicuous and disappointing<br />
absence was the NZ<br />
Cruise Association, which was<br />
noted, loudly.<br />
I heard a near unanimous<br />
verdict from the community.<br />
The recent cruise season didn’t<br />
work for Lyttelton. This matched<br />
the multiple public forums that<br />
were bought to the community<br />
board earlier in the year and the<br />
more recent concerns that were<br />
presented by local businesses.<br />
At the core, I see there are<br />
two issues. The immediate local<br />
impact, and the wider environmental<br />
impact. It’s helpful to<br />
deal with these issues separately.<br />
I think it’s important not to<br />
conflate them, because in doing<br />
so, we could think both are<br />
addressed by solving one.<br />
The local issue is the disruption<br />
to Lyttelton. Overcrowded<br />
buses and ferries, inadequate<br />
public toilets, small businesses<br />
being filled with lower spend clientele,<br />
the day-to-day rhythm of<br />
a small port town being disrupted<br />
and the risk that its special<br />
character is lost, maybe forever.<br />
There are solutions to all these<br />
UPSET: Residents gathered at The Loons to express their<br />
concerns over cruise ships docking in Lyttelton.<br />
issues. The right agencies and<br />
governance bodies have heard<br />
them, now we need to work<br />
together to address them before<br />
the next season. It’s the right<br />
thing for locals and for visitors.<br />
Solutions could look like – bus<br />
transfers direct from the cruise<br />
terminal, paid resourcing of the<br />
local information centre and<br />
staff, stronger representation for<br />
local business owners.<br />
The global issue is the wider<br />
environmental impact of cruise<br />
ships, in their current mode.<br />
The destination management<br />
plan currently being completed<br />
for Banks Peninsula received a<br />
reset after a resounding mandate<br />
from the community. Our local<br />
environment, community and<br />
business groups are all calling<br />
for a sustainable and regenerative<br />

tourism future. The consistent<br />
message has been, cruise in its<br />
current format will not deliver<br />
that.<br />
I believe the way forward is to<br />
work with Central Government<br />
for greater monitoring and regulation<br />
of the cruise industry. The<br />
future can’t look like last season.<br />
So, rather than a Port in a<br />
storm I’d suggest Lyttelton is a<br />
community with an opportunity<br />
to retain its character, shape<br />
its future, and protect its<br />
environment. I urge you to<br />
stay involved. Contact your<br />
local elected representatives.<br />

destination management<br />
plan. Write to the ministers<br />
of tourism, environment, and<br />
climate change. Make your voice<br />
heard.<br />

TREASURES FROM THE PAST 15<br />
THE FRANCE was a huge<br />
five-masted barque built in<br />
1911 in Bordeaux by Chantiers<br />
et Ateliers de la Girionde for<br />
Messers Prentout and Leblond.<br />
A smaller vessel of the same<br />
name, built in 1890 in Glasgow<br />
by D&W Henderson and Son,<br />
resulted in the later French ship<br />
often referred to as France II<br />
or La France to distinguish her<br />
from the original France.<br />
Chief designer Gustave<br />
Leverne planned a substantial<br />
steel hulled vessel with a length<br />
of 146.5m, a beam of <strong>16</strong>.96m and<br />
a draft of 8.5m.<br />
There was one other ship of<br />
the era which just surpassed the<br />
France in hull length, overall<br />
size and sail area; the German<br />
built Preussen. However the<br />
French vessel held the record<br />
for the greatest cargo capacity at<br />
5,633 gross tonnage, hence the<br />
claim to being the world’s largest<br />
merchant sailing ship.<br />
The France’s design also<br />
featured water ballast tanks,<br />
unusual for that time, and<br />
she was equipped with two<br />
Schneider diesel engines of 950<br />
HP each, which were removed<br />
in 1919.<br />
Some would comment that she<br />
had a ‘depressed’ appearance;<br />
with masts which were relatively<br />
short in relation to her length<br />
she had a cumbersome persona,<br />
especially when compared to<br />
other smaller, more elegant<br />
windjammers of the era.<br />
With a massive steel hull,<br />
and masts, yards, and booms of<br />
steel tubing, the France’s fit-out<br />
was softened with timber-lined<br />
decks and interior – including<br />
a gracious lounge, seven luxury<br />
passenger cabins, a library,<br />
darkroom, and even a seawater<br />
therapy facility.<br />
Such generous amenities<br />
doubtless suited the five officers<br />
responsible for her (including<br />
a “second capitaine”, unique<br />

to French sailing tradition),<br />
alongside the four mates and 40-<br />
45 able seamen taken on to keep<br />
her sails in order and the crew<br />
fed and cared for.<br />
Initially intended for the<br />
nickel ore trade, when the<br />
France arrived in Whakaraupō<br />
Lyttelton <strong>Harbour</strong> on 25 June<br />
1921, after a journey of 111 days<br />
from Newport in Wales, she was<br />
fully laden with 6,924 tonnes<br />
of coal for the local Railway<br />
Department.<br />

After unloading coal and<br />
reloading with wool, she sailed<br />
for Wellington in <strong>August</strong>, where<br />

journey to London took just 95<br />
days.<br />
The huge vessel’s sailing days<br />
ended in July 1922 when, laden<br />
with chrome ore from the French<br />
territory of New Caledonia,<br />
she grounded on a reef after<br />
becoming becalmed.<br />
There was no loss of life as she<br />
was just 60 nautical miles from<br />
Nouméa.<br />
However owing to economic<br />
pressures of low cargo returns,<br />
her owners refused to pay for tug<br />
assistance and the big ship was<br />
left to the embrace of the seas.<br />
In WWII she was used for target<br />
practice by American military<br />
aircraft.<br />

In 2017, a luxury cruise ship<br />
designed by Polish naval<br />
architect Zygmunt Choreń,<br />
following closely on the design<br />
of the France, was built in the<br />
Brodosplit Shipyard in Croatia as<br />
the Flying Clipper.<br />
Renamed Golden Horizon,<br />
she was chartered by Tradewind<br />
Voyages for a time from 2021.<br />
However, complicated<br />
financial disputes – between<br />
owners Star Clippers Ltd of<br />
Sweden, the shipyard, and UK<br />
authorities – mean the vessel<br />
intended to mimic the largest<br />
sailing ship ever built, is instead<br />
permanently laid up in the<br />
shipyard at Split where she was<br />

CONSTRUCTION is under<br />
way to upgrade the SuperValue<br />
supermarket in Sumner.<br />
The upgrade will allow the<br />
store to dramatically increase its<br />
size and range of products,<br />
as well as bring a fresh, new<br />

The first stage of the project<br />
has started with the construction<br />
of a new building next to the<br />
original store, with the plan<br />
of later linking both buildings<br />
to create a bigger supermarket<br />
with an improved shopping<br />
experience.<br />
Then an upgrade of the<br />
existing building that the<br />
supermarket currently occupies<br />
will occur.<br />
This space will include part<br />
of the expanded supermarket,<br />
the current bottle store and<br />
two additional tenancies. The<br />
completion of the whole project<br />
is scheduled for approximately<br />
<strong>August</strong> 2024.<br />
The existing SuperValue<br />
supermarket will continue<br />
to operate as usual until<br />
construction of the new building<br />
is completed sometime in early<br />
to mid-2024.<br />
Once the upgrade is<br />
completed, the SuperValue store<br />
will be rebranded and reopen as<br />
FreshChoice Sumner.<br />
The new store will have an<br />
extended range of fresh produce,<br />
as well as a great selection of<br />
chilled, frozen, and grocery<br />
offerings.<br />
The team will be engaging<br />
with the local community in<br />
November to take requests<br />
for products they would like<br />
to see in the new store, so the<br />
community has their favourites<br />
in stock when the doors open.<br />
Expectations are there will<br />
be room for at least twice the<br />
current number of products.<br />
The extension and upgrade<br />
means the store will have a<br />
number of exciting new job<br />
opportunities, which will<br />
be advertised in the coming<br />
months.<br />
