A TOURISM operator made 

the right call to pull the plug on 

plans to run wildlife tours that 

could put Hector’s dolphins at 

risk in Lyttelton Harbour, the 

Department of Conservation says. 

Christchurch company Jet 

Junkies applied to run jet skipropelled 

boat tours to view 

marine mammals, including the 

nationally vulnerable species. 

The company made the call to 

withdraw its application following 

a meeting with DOC staff, 

who raised concerns about the 

protection of Hector’s dolphins 

and how these tours could put 

them at further risk. 

Mahaanui operations manager 

Andy Thompson said DOC had 

planned to decline the application 

but no formal decision was made. 

“I think this application has 

really clarified our views in 

terms of the relationship between 

tourism activities and our native 

species, and Hector’s dolphins in 

this particular case.” 

Nationwide there were roughly 

15,700 Hector’s dolphins with 

about 5000 of them living around

“We’ve sent out email and mail 

notifications to remind people to register 

their dogs,” city council animal

New venue for annual art exhibition 

THE SUMNER Art Society is 

holding its annual exhibition this 

weekend. 

Previously held at the Redcliffs 

Bowling Club, it will be at the Mt 

Pleasant Yacht Club this year for 

the first time. 

The clubrooms are where art 

society members meet each 

Wednesday morning to work on 

their art, enjoy companionship 

and share creative ideas. 

Established in 1959, the art 

society has about 45 members. 

Well-known members who 

will be exhibiting include Adrienne 

Pavelka, who works with 

watercolours; Maxine Burney, 

who has a studio at The Arts 

Centre and paints with acrylics; 

and award-winning artist Geri 

Parawa, whose medium is ink, 

which she uses to create fluid, 

vibrant artworks. 

One of her Parawa’s works will 

be raffled at the exhibition (the 

other prize is a hamper). 

Others who have been busy 

preparing for the exhibition 

are Sharon Soderberg-White, 

who uses acrylic fluid pouring 

to produce hand-embellished 

works, and Suzanne Roberts, 

who creates collages, often of veteran 

cars. Gaye McElroy works 

with oils on canvas, painting 

figurative mannequins, while 

Barry Mattingley paints detailed, 

semi-impressionist landscapes

on display at the Sumner Art Society’s annual exhibition

Sculpture unveiled 

Flight, a $95,000 sculpture created by the late Llew 

Summers, was unveiled at Mt Pleasant on Saturday. The 

sculpture stands on a bluestone base next to the Mt 

Pleasant Community Centre. The community raised the 

money to buy Flight as a memorial to the artist who lived 

in the area before he died in 2019 aged 72. Summers’ 

funeral was held at the community centre.

reduction, overfishing, water 

quality, bycatch risk, warming 

seas, toxoplasmosis and noise, 

Thompson said. 

Lyttelton was a busy harbour 

which was already likely having 

an impact on Hector’s dolphins, 

he said. 

The applications received 

more than 200 submissions, the 

majority of them opposed the 

proposal. 

“Research from nearby Akaroa 

Harbour indicates tourism activities 

impact Hector’s dolphins, 

and these are cumulative alongside 

the effects of other vessel 

traffic. Impacts could include 

changes to behaviour including 

changes to when and where dolphins 

are found in the harbour. 

“We do not think the conservation 

benefits from public 

education through tourism 

outweigh the potential adverse 

effects of this proposal, especially 

given there are six existing dolphin 

tour operations in nearby 

Akaroa.” 

A moratorium remained in 

place for Akaroa Harbour, which 

prevented DOC from granting 

any more permits or any more 

trips for dolphin viewing or 

swimming. 

The moratorium will be reviewed 

by DOC and expires in 

2026. 

Thompson did not rule out it 

being extended or expanded to 

cover more area. 

“It’s more than likely that moratorium 

would be extended in 

timeframe but I think we should 

also consider whether or not that 

should be extended around the 

rest of the peninsula and into 

Lyttelton Harbour as well, which 

is pretty consistent with the 

marine mammals sanctuary that 

is currently in place.” 

He did not expect it would 

have much of an impact as there 

was only one operator doing

reducing the proposed number 

of daily trips and using a Sealver, 

or jet ski propelled boats to 

ensure customers would not be 

operating jet skis near marine 

mammals. 

Jet Junkies chief executive 

Kevin Scovell said thanked DOC 

staff for their work. 

“We will continue to operate 

our strict accidental discovery 

protocols around marine 

mammals while out on our 

existing jet ski tours.”

council staff will be created to 

maintain Banks Peninsula and 

Christchurch parks. 

City councillors have decided 

that from July 1 next year all 

parks maintenance activity, 

excluding tree maintenance 

and sexton services (burials in 

cemeteries) will be carried out 

by council employed staff rather 

than contractors.

“Parks, gardens and reserves 

are so important to everyone in 

Christchurch and Banks Peninsula. 

They’re part of our identity. 

By making this shift, our parks 

will be getting top quality, tailored 

maintenance,” committee 

chair Cr Sam MacDonald said. 

“The council was facing an 

increase in operational costs 

which would have had an 

impact on rates so to get this 

moved in-house where we can 

be flexible, have locally dedicated 

people maintaining local 

parks and avoid spending 

more ratepayer money is 

a real win. Keeping costs 

under control and staying 

within existing operational 

budgets was a big factor in 

the decision.” 

Said city council head of 

parks Andrew Rutledge: 

“The new in-house model 

will be an extension of the way 

the Botanic Gardens, Ngā Puna 

Wai, Hagley Park, regional 

parks, our garden and heritage 

sites and parks on the Akaroa 

Harbour side of Banks Peninsula 

are currently maintained. 

“The number of council staff 

in each team will be determined 

by the size and scale of the 

assets in each ward and we’ll be 

working through this over the 

next nine months to make sure 

we’re ready to hit the ground 

running in 2024.”

IF YOU HAD been paying 

attention to early morning media 

lately you could be forgiven 

for thinking Lyttelton was a 

community at war, split 50/50 

between those who love cruise 

ships and those who don’t. 

If you’d been relying on social 

media, you might even believe 

there was a high-level political 

conspiracy at a hyper local level. 

I don’t think either are true. 

As someone who attended 

the recent public meeting about 

the return of cruise ships to 

Lyttelton I saw a very well facilitated 

evening, with a welcoming 

environment that allowed anyone 

who wanted to share their 

concerns and solutions. 

Lyttelton is good at Town 

Hall meetings. The community 

always turn up, always have their 

say, and never shy from challenging 

the relevant authorities 

or decision-makers. There are 

usually some loud voices and 

some loud laughs. Exactly as it 

should be. 

There was good representation 

from city council, regional council 

(Environment Canterbury), 

community board, Lyttelton Port 

Company, and ChristchurchNZ. 

One conspicuous and disappointing 

absence was the NZ 

Cruise Association, which was 

noted, loudly. 

I heard a near unanimous 

verdict from the community. 

The recent cruise season didn’t 

work for Lyttelton. This matched 

the multiple public forums that 

were bought to the community 

board earlier in the year and the 

more recent concerns that were 

presented by local businesses. 

At the core, I see there are 

two issues. The immediate local 

impact, and the wider environmental 

impact. It’s helpful to 

deal with these issues separately. 

I think it’s important not to 

conflate them, because in doing 

so, we could think both are 

addressed by solving one. 

The local issue is the disruption 

to Lyttelton. Overcrowded 

buses and ferries, inadequate 

public toilets, small businesses 

being filled with lower spend clientele, 

the day-to-day rhythm of 

a small port town being disrupted 

and the risk that its special 

character is lost, maybe forever. 

There are solutions to all these

issues. The right agencies and 

governance bodies have heard 

them, now we need to work 

together to address them before 

the next season. It’s the right 

thing for locals and for visitors. 

Solutions could look like – bus 

transfers direct from the cruise 

terminal, paid resourcing of the 

local information centre and 

staff, stronger representation for 

local business owners. 

The global issue is the wider 

environmental impact of cruise 

ships, in their current mode. 

The destination management 

plan currently being completed 

for Banks Peninsula received a 

reset after a resounding mandate 

from the community. Our local 

environment, community and 

business groups are all calling 

for a sustainable and regenerative

tourism future. The consistent 

message has been, cruise in its 

current format will not deliver 

that. 

I believe the way forward is to 

work with Central Government 

for greater monitoring and regulation 

of the cruise industry. The 

future can’t look like last season. 

So, rather than a Port in a 

storm I’d suggest Lyttelton is a 

community with an opportunity 

to retain its character, shape 

its future, and protect its 

environment. I urge you to 

stay involved. Contact your 

local elected representatives. 

Get involved in shaping the 

destination management 

plan. Write to the ministers 

of tourism, environment, and 

climate change. Make your voice 

heard.

looks back at its past in 

a regular column 

THIS FINE line up is the 

Lyttelton Volunteer Fire 

Brigade dated 1901. 

Judging by the wall they’re 

lined up against, and the 

reflections in the glass behind, 

it’s likely a year or two later. 

Regardless, it’s the earliest 

group photo of the brigade that 

was officially formed in 1873. 

By the turn of the century, 

they already had a sterling 

reputation for efficiency and 

“commendable promptitude” 

in the face of many unique 

challenges.

prominently as the brigade 

winds up to its 150th 

anniversary celebrations over 

Labour weekend.

TREASURES FROM THE PAST 15 

THE FRANCE was a huge 

five-masted barque built in 

1911 in Bordeaux by Chantiers 

et Ateliers de la Girionde for 

Messers Prentout and Leblond. 

A smaller vessel of the same 

name, built in 1890 in Glasgow 

by D&W Henderson and Son, 

resulted in the later French ship 

often referred to as France II 

or La France to distinguish her 

from the original France. 

Chief designer Gustave 

Leverne planned a substantial 

steel hulled vessel with a length 

of 146.5m, a beam of 16.96m and 

a draft of 8.5m. 

There was one other ship of 

the era which just surpassed the 

France in hull length, overall 

size and sail area; the German 

built Preussen. However the 

French vessel held the record 

for the greatest cargo capacity at 

5,633 gross tonnage, hence the 

claim to being the world’s largest 

merchant sailing ship. 

The France’s design also 

featured water ballast tanks, 

unusual for that time, and 

she was equipped with two 

Schneider diesel engines of 950 

HP each, which were removed 

in 1919. 

Some would comment that she 

had a ‘depressed’ appearance; 

with masts which were relatively 

short in relation to her length 

she had a cumbersome persona, 

especially when compared to 

other smaller, more elegant 

windjammers of the era. 

With a massive steel hull, 

and masts, yards, and booms of 

steel tubing, the France’s fit-out 

was softened with timber-lined 

decks and interior – including 

a gracious lounge, seven luxury 

passenger cabins, a library, 

darkroom, and even a seawater 

therapy facility. 

Such generous amenities 

doubtless suited the five officers 

responsible for her (including 

a “second capitaine”, unique

to French sailing tradition), 

alongside the four mates and 40- 

45 able seamen taken on to keep 

her sails in order and the crew 

fed and cared for. 

Initially intended for the 

nickel ore trade, when the 

France arrived in Whakaraupō 

Lyttelton Harbour on 25 June 

1921, after a journey of 111 days 

from Newport in Wales, she was 

fully laden with 6,924 tonnes 

of coal for the local Railway 

Department. 

Lyttelton Harbour Board 

pilot, Captain Crawford, assisted 

Captain Laport to bring her into 

port. 

After unloading coal and 

reloading with wool, she sailed 

for Wellington in August, where 

tallow and pelts were added to 

her cargo. Departing for England 

on 5 September 1921, her return

journey to London took just 95 

days. 

The huge vessel’s sailing days 

ended in July 1922 when, laden 

with chrome ore from the French 

territory of New Caledonia, 

she grounded on a reef after 

becoming becalmed. 

There was no loss of life as she 

was just 60 nautical miles from 

Nouméa. 

However owing to economic 

pressures of low cargo returns, 

her owners refused to pay for tug 

assistance and the big ship was 

left to the embrace of the seas. 

In WWII she was used for target 

practice by American military 

aircraft.

In 2017, a luxury cruise ship 

designed by Polish naval 

architect Zygmunt Choreń, 

following closely on the design 

of the France, was built in the 

Brodosplit Shipyard in Croatia as 

the Flying Clipper. 

Renamed Golden Horizon, 

she was chartered by Tradewind 

Voyages for a time from 2021. 

However, complicated 

financial disputes – between 

owners Star Clippers Ltd of 

Sweden, the shipyard, and UK 

authorities – mean the vessel 

intended to mimic the largest 

sailing ship ever built, is instead 

permanently laid up in the 

shipyard at Split where she was 

built.
