Living to convert the former<br />

Redcliffs supermarket into 22<br />

apartments is now on hold<br />

after the city council invited<br />

feedback from neighbours, and<br />

two objected.<br />

A resource consent is<br />

needed because the proposal<br />

doesn’t comply with current<br />

zoning, but it was decided<br />

close neighbours, who will be<br />

affected by shading from the<br />

new building, also needed to be<br />

consulted.<br />

The building, which will be<br />

reconstructed from the former<br />

Four Square supermarket, will<br />

be up to 3.67m taller than rules<br />

allow. Two neighbours objected,<br />

saying the building will be too<br />

imposing, will overlook their<br />

properties and will block much<br />

of their winter sun.<br />

Toner said she is aware some<br />

people have objected, but has<br />

not received negative feedback<br />

about Fletcher Living’s plans.<br />

“I haven’t heard from<br />

anyone against it becoming<br />

apartments.<br />

“Most people don’t like what<br />

is there now and I think people<br />

are looking forward to seeing<br />

some life in the building and it<br />

looking a lot nicer,” she said.<br />

Planning commissioner<br />

Andrew Henderson said the<br />

proposal would contribute<br />

positively to the Redcliffs centre<br />

and “will provide activation<br />

and vibrancy to the street”.<br />

He said the extra building<br />

height appeared to be for<br />

architectural design reasons.<br />

Fletcher Living plans to<br />

dismantle the first and second<br />

floors of the supermarket and<br />

retain existing ground floor car<br />

parking.<br />

“This technology is ground-breaking,”<br />

or electric vehicles that rapidly gained<br />

DAN SHEPHERD would not be<br />

here today if it were not for his<br />

perfect match, Ezra, the guide<br />

dog who saved his life.<br />

Shepherd welcomed Ezra, a<br />

labrador retriever cross, into his<br />

family in October 2021. Within<br />

the first two weeks of having<br />

him, Ezra saved Shepherd’s life<br />

as a woman backed out of her<br />

driveway quite fast – and Ezra<br />

decided they were not going to<br />

walk any further and put on the<br />

brakes.<br />

“We stopped and suddenly her<br />

car was right in front of me. If I<br />

was still using my white cane, she<br />

would have killed me or at least<br />

pushed me onto the footpath.<br />

Ezra finds and gets what I need. I<br />

trust him.”<br />

Shepherd was diagnosed with<br />

Retinitis Pigmentosa when he<br />

was 15-years-old and reached out<br />

to Blind Low Vision NZ for help.<br />

“The condition has taken away<br />

my peripheral vision and I previously<br />

accessed the orientation<br />

and mobility service for my<br />

white cane use, and I was put<br />

on a waitlist for a guide dog,” he<br />

said.<br />

Shepherd said he waited 19<br />

years to reach out for help, as<br />

when he was diagnosed as a<br />

teenager it was a lot to process<br />

and it took him awhile to become<br />

comfortable and accept being<br />

identified with a disability.<br />

“It was a process for me to<br />

be happy being identified as a<br />

person with a disability. I have<br />

two boys, aged seven and four,<br />

and it was when the eldest was<br />

about two-and-a-half that he<br />

was becoming more mobile and<br />

wanted his dad to be active in his<br />

life. That was my motivation, to<br />

be a part of their lives.”<br />

Shepherd said working with<br />

Ezra is freeing as he can trust<br />

him to make the best decisions<br />

for both of them, unlike with the<br />

white cane he was using before<br />

where he had to process the information<br />

it was giving him and<br />

make decisions from that.<br />

“He is the perfect match. It is<br />

that feeling of freedom. For the<br />

first time I was able to walk at my<br />

own pace, I got matched with a<br />

dog who helps bring awareness.<br />

Shepherd works at Blind Low<br />

Vision NZ as the head of access<br />

and awareness, and said there<br />

was a three-year wait before he<br />

was matched with Ezra as the<br />

matching process was quite<br />

intense.<br />

“My walking speed was<br />

tracked so Ezra is matched to<br />

my walking speed, I am a bigger<br />

guy so I needed a bigger dog who<br />

would be able to stop me from<br />

walking when necessary.<br />

“I also travel for work so Ezra<br />

is good in new places and likes<br />

meeting new people.”<br />

He said it takes about $100,000<br />

to train a guide dog, which is one<br />

of the main challenges.<br />

“It is why we need campaigns<br />

Pawgust to put dogs in the<br />

community. The dogs go through<br />

a 19-week training programme<br />

before a final test which only<br />

two out of six dogs’ pass. This<br />

is why we need more funding<br />

to breed more dogs who will be<br />

successful.”<br />

planning and consents, John<br />

Higgins: “It is difficult to say how<br />

PC14 provisions would impact on<br />

the assessment and consideration<br />

of the application.”<br />

The supermarket was a $20m<br />

rebuild after the February<br />

22, 2011 earthquake. It was<br />

converted to a Four Square in<br />

2020 but closed less than a year<br />

after that.<br />

The vacant property was then<br />

purchased by Fletcher Residential<br />

for $5.5m.<br />

The planning hearing to<br />

consider the consent application<br />

is scheduled for October with the<br />

commissioner’s decision likely by<br />

November.<br />

The city council’s Plan Change<br />

14 is not expected to be approved<br />

until March next year at the<br />

PEOPLE ARE being urged to<br />

think twice about what’s going<br />

down their drains ahead of the<br />

summer swimming season.<br />

deemed unfit for swimming<br />

last summer, partly due to<br />

contaminated storm water.<br />

Recent testing of 50<br />

Christchurch sites found all<br />

failed at least one of the bacterial,<br />

heavy metals or sediment<br />

standards, Environment<br />

Canterbury’s surface water<br />

science manager Dr Elaine<br />

Moriarty said.<br />

“A lot of people don’t realise<br />

that what falls on our streets and<br />

our roads and our gardens goes<br />

straight into our rivers,” she said.<br />

“So if there’s anything in the<br />

path of that, be it dog poo, or<br />

rubbish or paint brushes that<br />

get washed in the tap outside -<br />

they all just flow straight into<br />

our rivers. There’s no filter or<br />

anything like that.”<br />

All but three of the sites failed<br />

the safe E-coli standard.<br />

Bacteria levels were especially<br />

important when it came to<br />

testing for safe swimming levels.<br />

“E-coli is kind of like a red<br />

flag, it indicates that there could<br />

potentially be an issue. As a<br />

comparison, your dog poo that<br />

you pick up off the road - even if<br />

there’s one gram of that left, that<br />

has a million E-coli in it.”<br />

ECan found human and<br />

animal waste was a major<br />

contributor to ruling some of<br />

the region’s beaches unfit for<br />

swimming last summer.<br />

A clean up at the Ōpāwaho<br />

Heathcote River in May saw<br />

more than two tonnes of rubbish<br />

removed and taken to landfill,<br />

Moriarty said.<br />

“Over 300 dog poos they<br />

picked up, a barbecue, a<br />

Christmas tree - one of the shiny,<br />

sparkly plastic ones - road cones,<br />

plastics,” said Moriarty.<br />

The city council was also<br />

pulling a few electric scooters<br />

or bikes out of rivers every two<br />

weeks.<br />

“Everything you could<br />

imagine ends up there, along<br />

with our beautiful taonga<br />

species. Our eels, fish, our<br />

inanga that people love for their<br />

whitebait sandwiches - they’re all<br />

in there as well, competing with<br />

that rubbish,” she said.<br />

The problem was not unique<br />

to Canterbury either, with<br />

pollution of waterways occurring<br />

throughout the country.<br />

Everyone can help improve the<br />

water quality, Moriarty said.<br />

“If you’re out for a walk with<br />

your dog, just pick up the poo<br />

and put it in a bin. If you need<br />

to wash your car, bring it to a<br />

car wash or wash it over the<br />

grass, just not on your driveway<br />

because all those [soap] suds and<br />

dirt and everything just goes<br />

straight down into the stream.<br />

“It’s kind of like washing your<br />

dinner plates over your fish<br />

tank.”<br />

People could also ask their<br />

mechanic about fitting brake<br />

pads with low copper levels next<br />

time their car was in the shop or<br />

use a special paint to seal heavy<br />

metals into their roofs, so they<br />

didn’t run out with the rain,<br />

Moriarity said.<br />

If anyone saw something<br />

blocking or running into a storm<br />

water drain, they could use the<br />

Snap Send Solve app to alert the<br />

local authorities wherever they<br />

weekend, the Lyttelton<br />

Volunteer Fire Brigade<br />

looks back at its past in<br />

a regular column<br />

celebrations, which is just<br />

over eight weeks away.<br />

part, but comfortable? Not so<br />

much.<br />

until he retired in 1932.<br />

Fire brigade members will<br />

recognise the five year<br />

medal and six 2-year bars on<br />

his chest and do the maths to<br />

work out the age of the photo.<br />

(Hint: he joined in 1912.)<br />

Deputy Jones is one of<br />

over 430 past and current<br />

members of the Lyttelton<br />

Volunteer Fire Brigade who<br />

are being saluted this Labour<br />

Weekend. Celebrations<br />

include a meet-and-greet<br />

on the Friday night, static<br />

display of past and current<br />

fire appliances, and formal<br />

dinner.<br />

that will detail some of the<br />

remarkable stories the very<br />

proud brigade has to tell.<br />

A TASTE for the sea, sailing,<br />

and a passion for community has<br />

led to Cameron Jones receiving a<br />

community service award.<br />

youth service award.<br />

Cameron volunteers his time<br />

at Naval Point Club in Lyttelton,<br />

where he regularly assists on<br />

support boats and at the twilight<br />

sailing series, as well as with tree<br />

plantings and beach and river<br />

clean-ups.<br />

He is also involved at the Waimakariri<br />

Sailing Club, where he<br />

is a committee junior representative<br />

and coach.<br />

Cameron studies mechanical<br />

engineering at Ara.<br />

“I was very surprised when<br />

I got the first email about the<br />

award. I was put forward by the<br />

former principal of Hornby High<br />

School, Robin Sutton. It felt pretty<br />

good to receive the award,” he<br />

said.<br />

Cameron has been sailing<br />

since 2017 and enjoys giving<br />

back to the community. He said<br />

he especially enjoys getting new<br />

people into sailing and keeping<br />

the clubs running.<br />

“You never know the<br />

connections you might make;<br />

you meet lots of people who<br />

like to see young people getting<br />

involved.”<br />

He said thanks to his volunteering<br />

he has been able to develop<br />

skills he would not have been<br />

able to develop otherwise.<br />

“Being involved with these<br />

places have helped me get my<br />

qualifications for coaching, I got<br />

these skills because I put myself<br />

out there,” Cameron said.<br />

He wanted to thank his sailing<br />

coach Jeff O’Leary for all his<br />

support.<br />

“I could not be where I am<br />

now without him.”<br />

SIR BOB Charles might be 87 –<br />

but he can still hit a sub 70.<br />

On a recent trip to England, he<br />

not only found time for some golf<br />

but shot a remarkable 69 at Royal<br />

Wimbledon. It was the first time<br />

he had broken 70 in 10 years.<br />

He and wife Verity were visiting<br />

family in Wimbledon where<br />

his daughter Beverly lives.<br />

“It was a good opportunity<br />

to escape the New Zealand<br />

winter and get some nice warmer<br />

weather where I could play golf,”<br />

he said.<br />

“I don’t play winter golf in<br />

New Zealand now, so it was great<br />

to get away for five weeks and<br />

play five rounds of golf. I would<br />

like to have got in more but the<br />

weather wasn’t great.”<br />

Charles also caught up with<br />

his good friend, South African<br />

retired professional golfer Gary<br />

Player, 87. Charles won the 1963<br />

British Open, while Player, who<br />

is considered one of the greatest<br />

golfers of all time, won the 1968<br />

Open, finishing two strokes<br />

ahead of Charles.<br />

“We had a lovely round at the<br />

Edinburgh course at Wentworth,<br />

which we had played before<br />

and know quite well. It was my<br />

first round of golf in over two<br />

months. I shot 76 and Gary shot<br />

78. I was happy with that and it<br />

Queenwood in Surrey, a relatively<br />

new course. I shot 74 on the<br />

5930 yards course. The Queenwood<br />

Club is probably one of the<br />

most expensive clubs to join in<br />

the UK.<br />

“Apparently it is currently at<br />

least 200,000 pounds to join,<br />

then around 25,000 pounds<br />

annually.”<br />

The following week Charles<br />

played Beaverbrook, another<br />

course in Surrey with a 200,000<br />

pounds joining fee. It is named<br />

after Lord Beaverbrook, an MP<br />

finished six over par with 79, his<br />

poorest score over there.<br />

His final two rounds were both<br />

on the 6067 yard Royal Wimbledon<br />

course where his daughter<br />

and wife’s nephew are members.<br />

“I was four over par playing 18,<br />

then holed a wedge shot from 100<br />

yards for a two and a 72, resulting<br />

in a kiss for the golf ball.<br />

“My second round was my<br />

best round and that was exciting<br />

because I had 15 pars, two birdies<br />

and one bogey for a 69. That is<br />

the first time I have broken 70 in<br />

almost 10 years.”<br />

making it a real challenge to get<br />

The demise of the mighty Mitre<br />

OVER RECENT weeks, residents<br />

of Ōhinehou Lyttelton<br />

have been observing Frews<br />

Contracting’s ‘bite by bite’ demolition<br />

of the historic Mitre Hotel<br />

on Norwich Quay with mixed<br />

responses.<br />

In recognition of the significance<br />

of the building, it seems<br />

fitting to highlight this very early<br />

1865 image of the original Mitre<br />

Hotel, named, along with the<br />

Quay it flanked, after the Anglican<br />

Bishopric of Norwich.<br />

The dark, two-storey timber<br />

building visible in the centre<br />

of the image is the first Mitre<br />

Hotel, an initiative by Major<br />

Alfred Hornbrook to replace the<br />

unlicensed temporary premises,<br />

which he had been operating<br />

there alongside a boatbuilder and<br />

sailmaker.<br />

Ideally situated near the waterfront<br />

and at the base of the Bridle<br />

Path, it became an important<br />

refreshment and meeting spot<br />

for new migrants in the wave<br />

of the Canterbury Association’s<br />

planned settlement, which began<br />

in earnest with the arrival of<br />

‘The First Four Ships’ in 1850.<br />

The large three-storey stone<br />

structure flanking the waterfront<br />

is the 1864 Hargreaves building,<br />

adjacent to Heywood’s Store.<br />

The 1861 Lyttelton Methodist<br />

(or Wesleyan) Church is visible<br />

above the roofline of the Mitre<br />

Hotel. Sheet piling evident<br />

in front of that structure was<br />

intended to protect the foreshore.<br />

The image itself appears to be<br />

taken from the vantage point<br />

of the ‘Government Jetty’ (also<br />

known as Thomas’ Jetty), the<br />

first to be built in this location.<br />

In April 1850, Canterbury<br />

Association founder John Robert<br />

Godley admired the Mitre Hotel<br />

on his arrival in Lyttelton and<br />

was impressed by it and other facilities<br />

in the fledgling European<br />

settlement.<br />

Integral to the port’s activities,<br />

ship’s labourers or ‘lumpers’<br />

would wait at the Mitre to be<br />

hired and paid. Land and property<br />

sales, postal services, public<br />

meetings, company and society<br />

AGMs, inquests and all manner<br />

of events were held within its<br />

walls, including a dinner to celebrate<br />

Queen Victoria’s birthday<br />

in 1851. The Lyttelton Times was<br />

regularly sprinkled with reports<br />

of licensing breaches by publicans<br />

or barmaids and incidents<br />

of a more or less serious nature,<br />

some but not all involving ‘intoxicating<br />

liquor’.<br />

In 1870 Lyttelton’s ‘Great Fire’<br />

decimated most of the central<br />

and commercial heart of the<br />

township. Savvy action by the<br />

Mitre’s publican in rallying seamen<br />

to create a bucket brigade,<br />

using beer from the hotel’s barrels<br />

to douse the Mitre’s shingled<br />

roof, saved the building from<br />

the ashen fate of many others.<br />

Ironically, just five years later, in<br />

<strong>August</strong> 1875 the first Mitre Hotel<br />

was totally lost to fire.<br />

A new hotel designed by<br />

architect and engineer John<br />

Sigismund Jacobsen used<br />

native timbers with a gracious<br />

recessed second storey balcony,<br />

curved parapet and substantial<br />

entrance opening onto Norwich<br />

Quay. Proprietor RJ Henry<br />

proudly advertised “first-class<br />

accommodation at moderate<br />

prices” and “every modern<br />

convenience”.<br />

Our second photograph shows<br />

this fine building at the turn of<br />

the century. Amongst numerous<br />

other goings-on, in 1910<br />

Captain Scott’s farewell dinner<br />

was held in the ballroom, prior<br />

to his departure on the British<br />

Antarctic Expedition aboard the<br />

Terra Nova, which would end so<br />

tragically.<br />

Sadly, the second Mitre also<br />

fell victim to fire. Primarily<br />

fuelled by coal, Lyttelton’s airspace<br />

was a distinctly smoggy<br />

one in those days, and fireplace<br />

and chimney fires were common.<br />

It is likely those causes<br />

were behind a fire in 1925, which<br />

caused extensive damage to the<br />

timber building. Repairs were<br />

still being undertaken when the<br />

building was completely gutted<br />

in yet another conflagration in<br />

March 1926.<br />

As a consequence of this fire,<br />

the Licensing Board requested<br />

a change in materials for the<br />

third Mitre Hotel. Built in<br />

1926 for licensee Charles Percy<br />

Cameron (the Cameron family<br />

having owned the hotel since the<br />

late 1870s), it was a substantial<br />

structure of brick and reinforced<br />

concrete, intended to withstand<br />

fire. The new hotel’s open<br />

balcony, curved parapet and<br />

imposing entrance referenced its<br />

timber predecessor, albeit with<br />

an art deco flavour not seen in<br />

the pre-war period of the earlier<br />

building.<br />

The non timber construction<br />

served its purpose in the face<br />

of Lyttelton’s second great fire<br />

of Christmas Eve 1942, which<br />

began in Rhinds Grain Store<br />

along Norwich Quay. This time,<br />

although some neighbouring<br />

buildings were total losses,<br />

the impact on the Mitre was<br />

restricted to shattered windows,<br />

scorched walls and some internal<br />

damage.<br />

The Mitre continued to<br />

provide public house facilities<br />

and first floor accommodation<br />

right through to the1960s. In<br />

the 1970s the New Zealand<br />

Breweries (later Lion Nathan)<br />

took over ownership, and a<br />

distinctive brown ale beer bottle<br />

adorned with a bishop’s mitre<br />

hat came into use; no doubt a<br />

sought-after collection item for<br />

those inclined to such pursuits.<br />

Purchased by the current owners<br />

in 2005 and badly damaged in<br />

the earthquakes of 2010 and<br />

2011, the building was deemed<br />

uneconomic to repair; despite<br />

efforts it did not attract heritage<br />

funding for the significant costs<br />

of repair.<br />

Love it or loathe it, the<br />

demolition of the Mitre marks<br />

a significant loss of what little<br />

remains of colonial architecture<br />

in Ōhinehou Lyttelton. That<br />

the current Mitre has ‘hung on’<br />

so long is probably testament<br />

to its monolithic construction.<br />

Its demise means the British<br />

Hotel on the corner of Oxford<br />

St and Norwich Quay has the<br />

poignant honour of being the<br />

only remaining traditional hotel<br />

building in Lyttelton. The Mitre<br />

Hotel site remains important as<br />

Canterbury’s first commercial<br />

and licensed premises and for<br />

playing host as watering hole,<br />

accommodation provider and<br />

local community gathering spot<br />

for over 150 years.<br />

it takes a while to adjust. It’s a<br />

comfortable two-seater with<br />

enough room for a couple of<br />

smaller types to shoehorn their<br />

way into the back seat and park<br />

up for short trips. Being in this<br />

confined space, especially if you<br />

are even slightly claustrophobic,<br />

wouldn’t be pleasant.<br />

The cabin is modern and tips<br />

its hat to some of the traditional<br />

Mini switchgear, but brings it<br />

into the 2lst century. All round<br />

visibility is good for a relatively<br />

low-slung car, although it can<br />

make entering and leaving the<br />

vehicle a challenge, if you aren’t<br />

as lithe and nimble these days.<br />

You’ll need to travel light and<br />

pack clever, as the rear hatch is<br />

tiny. Depositing a decent size soft<br />

overnight bag consumes most of<br />

the available luggage real estate.<br />

This one of the more lavishly<br />

equipped cars in its class and so<br />

it should be with its hefty $70k<br />

plus asking price. From whatever<br />

angle you look at it this is a<br />

seriously large sum of money for<br />

such a petite car.<br />

Mini attempts to take some<br />

of the sting out of the price with<br />

an exhaustive list of standard<br />

features. These include 17-inch<br />

alloy wheels (pretty big boots<br />

for a small car), Adaptive LED<br />

Headlights, an exclusive Mini<br />

Electric interior, leather sport<br />

seats with the driver and front<br />

passenger seats heated, head-up<br />

and digital dash and head-up<br />

displays. Things are rounded out<br />

on a musical note with a great<br />

sounding Harmon Kardon Hi-Fi<br />

Sound System.<br />

The Mini E may be among the<br />

tiniest cars on the market but<br />

its big on safety with a rear-view<br />

camera, while Parking Assistant<br />

takes the guess work out of<br />

edging the vehicle in and out of<br />

the tightest parks. This and its<br />

compact dimensions make it<br />

one of the easiest vehicles on the<br />

planet to park. Another handy bit<br />

of tech to keep you out of trouble<br />

is Driving Assistant with Lane<br />

Departure Warning. This gives<br />

an audible alert when you drift<br />

out of your traffic lane.<br />
