DAN SHEPHERD would not be
here today if it were not for his
perfect match, Ezra, the guide
dog who saved his life.
Shepherd welcomed Ezra, a
labrador retriever cross, into his
family in October 2021. Within
the first two weeks of having
him, Ezra saved Shepherd’s life
as a woman backed out of her
driveway quite fast – and Ezra
decided they were not going to
walk any further and put on the
brakes.
“We stopped and suddenly her
car was right in front of me. If
I was still using my white cane,
she would have killed me or at
least pushed me onto the footpath.
Ezra finds and gets what I
need. I trust him.”
Shepherd was diagnosed with
Retinitis Pigmentosa when he
was 15-years-old and reached
out to Blind Low Vision NZ for
help.
“The condition has taken away
my peripheral vision and I previously
accessed the orientation
and mobility service for my white
cane use, and I was put on a waitlist
for a guide dog,” he said.
The St Albans resident said he
waited 19 years to reach out for
help, as when he was diagnosed
as a teenager it was a lot to process
and it took him awhile to
become comfortable and accept
being identified with a disability.
“It was a process for me to
be happy being identified as a
person with a disability. I have
two boys, aged seven and four,
and it was when the eldest was
about two-and-a-half that he
was becoming more mobile and
wanted his dad to be active in
his life. That was my motivation,
to be a part of their lives.”
Shepherd said working with
Ezra is freeing as he can trust
him to make the best decisions
for both of them.
Riccarton
Bush
upgrades
to start
in April
• By Briar Allen
STAGE ONE of the
Putaringamotu Riccarton Bush
Enhancement Project will begin
in April next year.
The project aims to create
spaces that support education,
enhance cultural understanding,
improve accessibility, conserve
native flora and fauna as well as
optimise the overall experience at
Riccarton Bush.
This project is set to cost $2.4
million, and Riccarton Bush Trust
Board manager Shona Willis said
they started fundraising at the
beginning of this year and have so
far raised $460,000.
“We have split the project
into two stages, and we need
$1.2 million to complete stage
one, which will involve all the
infrastructure while stage two
focuses on the design,” she said.
Willis said the bush will close
for three to six months while work
is being completed and through
that time they will continue to
fundraise.
“We have been turned down
by three funders so far that we
applied to, but they had a clear
criteria they said our project
didn’t match,” she said.
Willis said they are still
searching for substantial funding.
Major cycleway on
path to completion
THE NEXT phase of
construction is starting on a
cycleway in the Belfast area.
The Puari ki Pū-harakeke-nui
Northern Line cycleway follows
the Main North Line railway and
currently connects Fendalton,
Strowan, Papanui and Northcote
to Riccarton and the central city.
City council’s head of
transport Lynette Ellis said
the new section of the off-road
cycleway is expected to open
mid-2024 and will extend the
route through Redwood.
“From August 21, work
will start along the railway
corridor between Tuckers Rd
and Sturrocks Rd, and between
Barnes Rd and Main North Rd,”
she said.
Barnes Reserve sits between
these two points, and that part of
the cycleway is already finished.
Also complete is the northern
most section, along Main North
Rd, from the bridge over Styx
River to Northwood Boulevard.
“We’re very excited to get this
work under way, as it will link up
these completed parts to provide
a continuous 7.5km cycling route
between the central city and
Belfast. As construction works
are in the railway corridor, road
traffic impacts will be minimal.
NEXT PHASE: Construction is starting along the northern
railway corridor this week.
“When we begin safety
upgrade works on the railway
crossings at Tuckers Rd,
Sturrocks Rd and Barnes Rd in
November 2023, some
traffic management will be in
place, with plenty of notice
given.”
The Northern Line shared
pathway has been popular with
people choosing active modes of
transport, such as cycling and
walking.
A cycle counter positioned on
the Northern Line by Fendalton
Rd provides a snapshot of its use,
recording over 14,000 trips in the
month of July and over 210,000
during the last year.
Long-term, the next phase of
the project will be to complete
the southern end of the Northern
Line, which will link it to the
South Express cycleway.
Ellis said it is important
they provide a network of
interconnected cycleways that
make it safer and easier for
people to get around.
“The Northern Line is already
a great example of that, with
links to both the Papanui Parallel
cycleway and the Uni-Cycle
cycleway.”
Construction on the Northern
Line cycleway began in the late
1990s, with the main section
open from 2010. Supporting the
use of active transport is part
of the Christchurch transport
strategic plan.
$100k to train
a guide dog a
big ‘challenge’
• From page 1
It was unlike with the white
cane he was using before
where he had to process the
information it was giving him
and make decisions from that.
“He is the perfect match. It is
that feeling of freedom. For the
first time I was able to walk at my
own pace, I got matched with a
dog who helps bring awareness.
He has confidence in new
places which in turn gives me
confidence to do new things, that
is a real important part for me.”
Shepherd works at Blind Low
Vision NZ as the head of access
and awareness, and said there
was a three-year wait before he
was matched with Ezra as the
matching process was quite
intense.
“My walking speed was
tracked so Ezra is matched to
my walking speed, I am a bigger
guy so I needed a bigger dog
who would be able to stop me
from walking when necessary.
“I also travel for work so Ezra
is good in new places and likes
meeting new people.”
He said it takes about
$100,000 to train a guide
dog, which is one of the main
challenges.
“It is why we need campaigns
Pawgust to put dogs in the
community. The dogs go
through a 19-week training
programme before a final test
which only two out of six dogs’
pass. This is why we need more
funding to breed more dogs
who will be successful.”
Pawgust involves people and
their pets walking or running
during the month of August to
help raise vital funds for Blind
Low Vision NZ guide dogs.
History making comp
for Rangi Ruru band
Thursday August 24 2023
Burnside makes
singing finale
• By Briar Allen
RANGI RURU GIRLS’ jazz
band has made history by being
the first ever all female band to
win the Peter Bargh Trophy as
the overall festival winners.
The feat was achieved at the
Southern Jam Youth Festival in
Blenheim.
Year 13 student head of music
Juliet Park said it was a really big
achievement for the jazz band as
it is the first time they have taken
home the award for best overall
band.
“This is my last year at school
and, having been in the jazz
band for the past five years, it’s
really special for me and the
other year 13s to be leaving such
a positive legacy for the band,”
she said.
Along with the Peter Bargh
trophy the band also won a
gold award overall and the best
ensemble. Abby Fleming won
the Sandy Beverly award for
best saxophone soloist, Emma
Comerford won the most
outstanding bassist, and Abby,
Emma and Keina Rollinson were
selected for the All Stars band.
The 13 member band is
made up of year 9-13 students
and Juliet said over the year
they worked to put together
a 30-minute set of five, seven
HISTORY: The Rangi Ruru Girls’ jazz band became the first
all female band to win the Peter Bargh Trophy.
charts that were performed both
at the competition and at gigs.
“We competed against about
10 other schools from across
the South Island. There is so
much fun and enjoyment to be
had through jazz and joining a
band.”
She said while Southern Jam
was their biggest event for the
year, they still have other events
coming up later this year.
“The jazz band is still working
towards many in-school
performances as well as the
Christchurch Big Band Festival
which takes place over Labour
Weekend in October.”
Juliet said jazz might seem
like a bit of an intimidating
genre, but really, it is just the
opportunity to play great music
and connect with like-minded
musicians.
“It is a genuinely enjoyable
and gratifying experience that
brings joy to both the performers
and the listeners, and I would
certainly encourage anyone to
give it a go.”
THE BURNSIDE High School’s
Bel Canto choir has been selected
to perform at the Big Sing Finale
in Auckland this weekend.
The school will be performing
alongside 23 schools from across
the country, including two other
schools from the South Island,
Rangi Ruru Girls’ School and
Southland Girls’ High School.
Music director Susan Densem
said the choir were selected after
their performance in the regional
competition.
“You have to perform a New
Zealand piece, an original composition
piece written for a choir
and the director’s choice which
allows you to do anything really.
It is pretty cool to be selected, it is
very exciting,” she said.
The 44 member choir consists
of senior female treble singers
from years 11-13.
Densem said there are a lot of
choral resources in New Zealand
along with the Big Sing Finale
which helps encourage more
students to sing and develop their
skills.
“When you sing, it is like a
team sport. You create a magical
thing together; it is your voice,
but you are connected with each
other. It is close to the bone, to
your core.”
She said they have a camp at
the beginning of the year and
have been practicing a little bit
more and that the choir is very
much a whanau community.
For the finale the choir is
performing five pieces; one in
French, one in Latin, one in
Samoan which is accompanied
by a Samoan dance, one in
English and one in Finnish.
Scottish heritage leads to a life
MEMORIES: Jillian Vincent with photo of her late husband
Noel who died last month. PHOTO: DANIEL ALVEY
Ever since Jillian Vincent
was a little girl she has
loved being involved in
pipe bands. Now 79, she
sits down with reporter
Daniel Alvey to discuss
the hobby-turned-lifestyle
which this year saw her
receive a Queen’s Service
Medal for her services to
pipe banding
Tell me, when did you get
involved in pipe banding?
My dad was from Mulguy
in Scotland, and he played the
pipes, so from a very young age
we went to pipe band contests
with mum and that’s how I
came to have an interest in
learning the pipes.
At the age of 12, I started taking
lessons and went to my first pipe
band contest when I was 13.
Where did you take it from
there?
After that, I had quite a long
time on the pipes, I decided to
play the tenor drum, and then I
went onto the big bass drum and
then in 1973 I was appointed
the drum major of the
Christchurch metropolitan
ladies highland pipe band.
Did you ever travel outside of
New Zealand with the band?
In 1979 our ladies’ band
was invited to the Melbourne
Military Tattoo. It was run
by Colonel Spratt and he’s
the same guy who did the
Edinburgh tattoos in those
days, so it was the Edinburgh
tattoo in Australia. That was
just one of the highlights of my
banding career. I was so proud
to march out through the gates
to represent New Zealand, and
there were only four bands from
New Zealand invited so we felt
very privileged to be invited.
Did you have any other
highlights while pipe banding?
1986 was another highlight
for me. I led the band at the
national contest which was
being held in Auckland. There
AWARDS: In
1984 Jillian won
the drum major
championship.
were 49 bands competing
and I won the national drum
majors’ championship. That
was a highlight because I was
competing against men. I had
been centre champion many
times, and I retired not long after
that in 1990.
What was your reaction to
receiving the Queen’s Service
Medal?
It was a surprise and a shock.
I received an email from the
Governor General’s office saying
I’d been nominated and was
happy to accept the nomination
of dedication to pipe banding
and they would let me know if I
was successful. I thought it was
nice to be nominated, I had no
idea who nominated me.
The girls (her bandmates)
came clean after I got it. I never
thought I’d get it. When I did,
I was very humbled. The pipe
band has been my life and if I had
my time over again, I wouldn’t
change it.
What did you do after you
stopped playing in the band?
I was appointed to the national
panel of judges in 1993.I was the
first female judge on the national
panel and things have just carried
on from there.
From 1995 to 1999 I was the
assistant contest advisor for
the nationals and in 2000 I was
approached by the national
president and was asked to be
the national supervisor. I was
very hesitant – it was a huge
responsibility.
It involved communicating
with local and overseas
bands, making decisions on
dispensations, time scheduling,
looking after the local and
international judges, and
generally making sure the
nationals ran smoothly.
One of the reasons I was
hesitant was whether the bands
and other judges would accept
a female in the top job, but I
needn’t have worried because
everyone was so supportive.
What was it like to be the first
female judge to be appointed?
It was very special and once
again it wasn’t easy to get on
because I was nominated, but
I was worried what they would
think of me, as a female. “How
am I going to get on judging with
all these males?” But it was fine. I
call them all my boys.
Are you still judging today?
I am, and I am also a convener
of the non-music judges and take
applications as the chairperson
of the panel, I’ve got five other
national judges and assess the
ability as a national judge. I’ve
judged bass drumming and solo
tenor drumming.
I’ve drilled about every band in
Christchurch, which is teaching
them to march and dress so they
know what we are looking for as
national judges.
Have you gone anywhere to
watch pipe banding overseas?
I have been to the Edinburgh
tattoo and the world pipe band
championships and dragged Noel
(her late husband) along.
He was not a pipe band person
at all, he was a yachtie and the
poor old thing came along to the
world pipe band championships
and sat there all day listening.
At the end he said, “I don’t
mean to be smart, but were they
all playing the same tune?”
“No,” I responded.
Did you ever go out on the
yacht?
Oh yes, but I didn’t like it. Our
yacht was set up so we could use
it like a caravan and stay on it for
a week and that was fine. But if
the wind got up, I’d ask Noel to
drop the sails and use the motor.
I didn’t go pleasure sailing.
Did any of your children take
up piping?
My daughter (Sharlene Irvine)
is a very good piper, and she also
plays the tenor drum. My son
(Nigel) went to indoor basketball
and taekwondo.
I have six grandchildren but
none of them are involved in
pipe bands.
PATELLA SURGERY
Recently I have had the opportunity
to learn a technique for patella
luxation in dogs, under the guidance
of Specialist Surgeon, Dr Helen Milner.
Helen worked as a specialist surgeon
at MMH a few years ago so we have a
very good working relationship. Helen
is now primarily working alongside
veterinarians as a surgical coach so I
thought it would be as good time for
myself and a colleague to learn a new
technique so we can offer our patients
more when it comes to patella luxations.
Essentially patella luxation is a
dislocation of the kneecap either
medially or laterally to the trochlear
groove. Luxations can be medial or
lateral. Medial patella luxation ( MPL) is
relatively common in small breed dogs.
Breeds most at risk of MPL are Poodles,
Pomeranians, Chihuahuas, Yorkies,
Bichon Frise and Retrievers. The disease
can be bilateral. It is considered an
inherited, developmental disease, that
starts early on in life. Some dogs with
MPL will rupture their cranial cruciate
ligament necessitating repair. MPL
also predisposes dogs to developing
degenerative joint disease.
Charlie, a 3 year old Chihuahua was the
patient I selected for the surgery. Charlie
has a grade 2-3 patella luxation, meaning
the patella mostly pops out medially
with each stride, but can slide back into
place. Charlie is difficult to assess awake
as he’s not a fan of vets in general, not
just me. We needed to perform sedation
and radiographs to really evaluate
the stifle and decide if he was a good
candidate for surgery. He often lifts the
left hindleg when standing or running,
skips and double jumps on the left side.
Most days the owners reported he lifted
the left hind leg. Charlie is otherwise
extremely healthy.
Patella luxations are graded 1-4 based
on the severity of disease. Once the
animal is relaxed and sedated the patella
can be manually assessed and graded.
The anterior cruciate ligament can be
palpated. Radiographs are important
as we can see if there is pathology or
osteoarthritis in any other joints, which
may contribute to surgical success.
Surgical correction was considered the
right approach for Charlie based on his
MPL grade and frequent lameness and
daily pain exhibited. The main goal was
to realign the stifle extensor apparatus
and normalise forces acting on growth
plates and joint surfaces. We wanted him
to be able to run on all 4’s, without pain
or lameness, enjoying his life to the full.
A “Tibial Tuberosity Transposition” ( TTT)
surgery was planned for Charlie to move
the patella tendon over, realigning the
quadriceps muscle through the centre of
the trochlear groove. Helen is an expert
here and you can observe from the X-ray
attached, that a section of cranial tibia
was sawn off and repositioned laterally
with the help of pins and a figure of 8
wire. After completion of this technique,
the patella couldn’t be subluxated out
of position. Some soft tissue suture
patterns were also employed to help
keep the patella in its correct position -
the trochlear groove.
A large padded bandage was placed
on Charlies leg for 48 hours, to help
provide stability, stop licking of the
suture line and help with pain. He was
discharged with excellent pain and anti
inflammatory medications and exercise
instructions. Activity is restricted for
6-8 weeks following surgery, but physio
and hydrotherapy can be started after
the sutures are removed. Radiographs
need to be repeated at the 8 week mark
to make sure the osteotomy site has
healed, then exercise can be adjusted
accordingly.
All in all it was a procedure that we
want to be able to offer at McMaster &
Heap vets. We have all the orthopaedic
equipment and the perfect surgical
coach to teach a couple of keen vets
(one young and one a senior!) that want
to learn a new technique that will benefit
many of our patients in the future.
Fundraising for paths
• From page 1
“We have been making approaches
to major fundraisers and we also have a
funding source from the city council’s
Long Term Plan, as well as our own funds
we have been putting aside since 2021,”
Willis said.
Riccarton Bush ranger Mike Steenson
said the project is being done on a needs
basis.
“The tracks have reached the end of
their use by date, they are rotten, are trip
hazards and we want to make them more
accessible to the public for prams and
wheelchair access,” he said.
Board chairman Bob Shearing said they
want to do it all properly and look at the
bigger picture.
“It is a major asset to the area, and we
are relying on the community to support
us. It is near everything in town, but it
feels like a different world when you step
into it,” he said.
Three in a row for St Margaret’s
• By Jaime Cunningham
ST MARGARET’S College
have extended their reign on the
SuperNet competition by claiming
the top prize for the third year in
a row.
The team thwarted rivals St
Andrew’s College 34-26 in a
rematch of last year’s final to be
crowned SuperNet champions for
the ninth time since 2011.
Coach Helen Belcher said
the win was largely due to a
strong second quarter, which St
Margaret’s won 11-4.
“The St Margaret’s girls held
their composure throughout the
game to hold off a determined
STAC team,” she said.
“They stuck to their processes
and structures, gained good ball
on defence and delivered good
volume to the shooters who
maintained their accuracy.”
Just three days after the clash,
St Margaret’s and St Andrew’s
met in a playoff once again – in
the Christchurch Netball Centre
premier 2 semi-final
on Saturday.
Again, it was St Margaret’s who
proved too strong. The SuperNet
winners asserted their dominance
early, going out to a 14-1 lead in
the first quarter.
St Andrew’s were able to slowly
St Bede’s, Rangi win finals
• By Jaime Cunningham
AFTER SEVERAL
heartbreaking final losses, St
Bede’s brought an end to their
secondary school’s premier
hockey drought by beating
Christ’s College 2-1 to claim the
title for the first time on Friday.
St Bede’s had lost four previous
finals since 2014, two of them
decided by shoot-outs which
went the way of their opposition.
However on Friday, a strong
first quarter saw Ollie Ellenbroek
record the opening goal, before
captain Finlay Neale scored from
a penalty corner to put St Bede’s
in front 2-0.
Although Christ’s were able
to find the back of the net in the
fourth quarter, St Bede’s were
able to hold on for their first title.
It followed their shock semifinal
win over the previously
unbeaten Timaru Boys’ High
(1-0) two weeks ago.
Meanwhile, Rangi Ruru
secured the girls’ competition
game’s only goal from a penaltyshot.
Despite the loss, St Andrew’s
were able to finish with their
best-ever placing in the
competition, having never
qualified for the final before.
Both St Bede’s and Rangi
students performed each of their
school haka to their winning
teams – a moment which Rangi
sports director Mandy Anderson
said was a highlight of the night.
“It was a great game on Friday,
and very cool for STAC to make
the final too,” she said.
“A highlight for me was
the school haka – you don’t
often get to see girls’ schools
embracing that so we were super
proud of our support crew who
acknowledged the team in this
way.”
School hockey sides will now
turn their focus to the Rankin
Cup (boys) and Federation Cup
(girls) tournaments next week.
Rangi will be looking to cap
off their season by repeating
their 2015 success – the last year
they secured the Federation
Cup. Christchurch Girls’ High
will go into the competition
as defending champions after
winning the cup for the first
time last year.
After their success last week,
St Bede’s will look to continue
momentum into the Rankin Cup
to claim the national title for the
first time.
St Andrew’s finished as
runners-up in the Rankin Cup
last year.
The Federation Cup will be
played in Christchurch from
Monday, while the Rankin Cup
takes place in Wellington.
Biggest BMW yet built for long distance
Those who love large super
‘size-me’ luxury European SUV’s
will have their appetites satisfied
with the updated X7, the biggest
BMW on the planet, with an
equally stupendous price.
This time around if offers an
expanded range of standard
equipment and driver assistance
features, plus some subtle
styling changes, to help distract
from the fact that this model
has been around since 2019.
For our market two models
are available starting with the
$177,990 xDrive40d twin turbo
diesel provided for this road test.
Ownership is well north of that
figure, for the high performance
flagship X7 M60i xDrive. Fitted
with a barn storming ‘big
beastie’ 4.4-litre twin turbo V8, it
sports an equally beefy $224,900
asking price. Both models attract
the highest government clean
car fee of $6,900, adding to the
Motoring with Bob Nettleton
purchasing pain of would-be
owners.
Styling changes are low-key
and unlikely to be recognized
by all except the most devout
X7 aficionados. The front-end
features a modest revamp
including new matrix LED
headlights offer non-dazzling
high beam and a fog lights are
automatically activated in bad
weather and poor light.
The test vehicle’s 3.0litre inline
twin turbo diesel V6 is the
first BMW sold here with 48-volt
mild hybrid technology for
improved imp fuel economy and
lower emissions. The maximum
output of the overall drive
system is 259kW, and a healthy
700Nm of torque, that increases
to 720Nm when the mild hybrid
system chips in. This latest
modest form of electrification
comprises a crankshaft-mounted
starter generator integrated into
the transmission and contributes
an additional 9kW of power.
The power train is supremely
smooth with negligible road
or engine noise in both town
and open road driving. For its
size and bulk it can shift itself
in a hurry with a claimed 0
to100 km/h sprint time of 5.6
seconds. Where it really excels,
is effortlessly scything through
long distances like few other
vehicles I’ve road tested.
An eight-speed transmission
with steering wheel mounted
gearshift panels does a masterful
job of channelling the motors
considerable power and torque
on to the road, via BMW’s
proven xDrive all-wheel-drive
system.
The huge and lavishly
appointed cabin can be enjoyed
across three rows of seats.
BMW’s Live Cockpit Plus in
the new X7, is based on the
company’s Operating System
8 and integrates nearly into a
Curved Display, formed by a
large information and control
displays. These days iDrive is
geared towards touch operation
and gesture control as well as
voice activation. At times it
seems overly complicated and
technology for technology’s sake.
BMW’s Connected Drive
assistance system offers a
Driving Assistant safety package
comprising Lane Departure
and Collision Warning Systems.
One of the best new additions is
Parking Assistant Professional
that includes advanced Reversing
Assistant that can now steer the
vehicle for up to 200 metres.
It’s ideal for taking the stress
of backing out of long driveways
you wished you had never
ventured down in a vehicle of
this size. It’s great watching
the expressions of onlookers
anticipating a backing disaster,
when you make the job look so
easy, and they are unaware it was
all technological slight of hand,
not my sublime reversing skills.
The adaptive two-axle air
suspension is standard with
electronically controlled
dampers to deliver superior
comfort on long journeys.
All chassis systems have been
retuned for this take on the
X7, raising the already lofty
bar the previous model set for
handling and driving comfort.
It’s supported on this front by an
expanded selection of automated
driving systems. The test vehicle
even with it’s additional height
and weight is remarkably nimble
– pleasant but not unexpected,
after all it’s a BMW. Limited
ground clearance rules out
tackling genuinely demanding
cross-country terrain. A lowslung
front end is a likely target
for protrusions such as rocks and
tree stumps. However, this isn’t
the sort of place an X7 owner
is ever going to nose their king
SUV pride and joy into.
By JOHN COSGROVE
Eyebrows were raised at the Rangiora
Showgrounds when a duck waddled off
with the top prize.
Chief Judge Ian Selby says the real
question was ‘‘why not a duck’’?
This was the first time the Champion
Bird in Show award has gone to a duck
in the history of the New Zealand
National Poultry Show.
‘‘I only had six birds to judge. They
were the best in their breeds here, and
so I was looking for anything wrong
with them.’’
He says every one of them were good
birds, but Willow, the Silver Appleyard
Duck, was the one with the least
number of faults.
‘‘The duck's body and stance were
good, and it had a great temperament,
so it was worth putting the duck up for
the champion in the show.’’
Willows's temperament extends to
cuddles and kisses, said owner and
breeder Caroline Falkingham of
Darfield.
She says winning was an accident.
‘‘A couple of years ago I put one male
duck, with one female duck, and out
popped a very special Appleyard.’’
Three generations later, Caroline
says her very special Appleyard, has
climbed to the top and somehow beaten
out all the chickens at the show.
‘‘I’m very surprised she won. She has
won at other shows, but to have a duck
come out and win at the national show
is something very amazing.’’
The president of the North
Canterbury Poultry and Pigeon Club,
Gary Donald, says hosting the national
show was a long time coming.
‘‘We applied to hold it four years ago.
‘‘It runs on alternate years between
the North and South Islands, and in
Rangiora we had over 1400 in nine
categories from all over the country
competing.’’
The categories included light and
heavy breeds, fancy bantams, pigeons,
ducks and game fowl.
Serena O’Brien of Twizel has been
exhibiting for 17 years, starting when
she was four.
She loves her bantams and finds
competing a lot of fun. ‘‘It’s my own
are bearing the
financial burden of transporting
cruise ship passengers from
Lyttelton into the central city.
It has led Environment
Canterbury, which operates the
city’s public bus services, to warn
it is likely to cost ratepayers a
minimum of $500,000 more next
cruise ship season with passenger
numbers increasing by 30 per
cent.
The warning comes as the city
council grapples with its planned
general rates rise of 7.88 per
cent, up from the 5.68 per cent
projected in March. It is hoped
cost cutting will get the increase
down to just over 6 per cent when
the rates are set later this month.
Cruise ship passengers
swamped public buses in Lyttelton
and on the return trip from the
central city during the summer,
angering other bus users who
couldn’t get seats.
ECan reacted to the outcry by
putting on more buses to meet the
demand at a time when there were
driver shortages.
However, last year Helm asked
FOR THE third time this
season, Sumner will have the
opportunity to get their hands
on the DCL Shield – this time
against table-leaders University
on Saturday.
Coming off the back of a
rest week following their 47-36
comeback win over thirdplaced
Lincoln University, the
Wave have the chance to climb
into the top four of the Metro
Premier competition with a
win in round eight.
The Wave have already
challenged the shield in round
one against Linwood (24-20
loss) and in round four against
Marist Albion (40-20).
Although beating University
at home will be a challenging
feat, Sumner head coach
Gareth D’almeida is primarily
focused on the improvement of
his team.
“Each opposition is different,
but it’s more about us than any
opposition,” he said.
“The most exciting thing is to
PROPERTY OWNERS in the
district will face a 5.9 per cent
rates increase – despite the district
council signing off on nearly
$500,000 in extra spending.
It will mean households will pay
on average an extra $3.36 a week –
or $174.72 a year.
Selwyn’s rates increase is the
lowest of any of its neighbouring
councils.
Each household’s increase may
be smaller or greater, depending
on its location, services and
property value.
District councillors set the
increase after debating several
final additions to the draft
Annual Plan following public
submissions.
The plan will now be
signed-off on June 28, with the
new rates set to be charged from
the end of July.
It comes as Christchurch
City Council ratepayers face
an average rise of 7.9 per cent,
higher than the 5.68 per cent
forecast earlier this year.
By ROBYN BRISTOW
Waimakariri District Mayor Dan Gordon is
running for the role of President of Local
Government New Zealand (LGNZ).
He says standing for the role had not been on
his ‘‘horizon’’, but a growing number had
encouraged him to consider standing due to the
‘‘leadership I had taken on Three Waters’’.
LGNZ is the leadership group for local
government and provides advocacy and support
for local councils.
It is the lobby group for local government to
central government and provides professional
development and consultancy services for
councils.
‘‘ In recent years LGNZ has lost its way
especially with regards to Three Waters, this has
been witnessed with a number of councils like
Auckland and Kaipara deciding to leave and a
number of others considering similar action.
‘‘I made the decision to stand as you can either
sit on the sidelines or do something about it. A
key priority for me is to ensure that LGNZ
represents its membership and concentrates on
advocating for councils and their communities,’’
says Mr Gordon.
‘‘My record shows that I am prepared to stand
up for the things that matter.’’
Mr Gordon helped set up Communities 4
Local Democracy, a Three Waters advocacy
group born out of frustration that LGNZ signed
an agreement with the Government affecting
‘‘our ability to engage and shape Three Waters
Reform’’.
‘‘It did this without obtaining a mandate from
members. This must never happen again.’’
‘‘I am a candidate for change. I want to build
strong relationships across the political
spectrum and work hard to reunite the sector.
LGNZ needs to regain trust and show that we
can make a difference.
‘‘Strong local government and local
democracy are hugely important for the success
of every council and community. We have seen
through Three Waters and other reform
processes recently that the local voice is not
being heard. Local Government needs to work
and lobby for all communities.’’
Third time lucky
