Residents
against plan
change for
Hornby,
Riccarton
• By Briar Allen
‘RIDICULOUS’ is the
overwhelming response from
many residents to the city
council’s proposed increase of
building height restrictions from
six storeys to 10.
Western News canvassed residents
from the Hornby and Riccarton
areas to get their thoughts,
after city council head of planning
and consents John Higgins said
these areas had been identified as
large town centres as part of the
PC14 plans.
“Council officers have recommended
that the commercial
building height for all of these
areas is increased to 32m in the
commercial zone, where 22m
was proposed in the notified plan
change,” he said.
Higgins said officers have
recommended the high-density
residential extent around all areas
is increased to 800m, where 600m
was proposed. Also, that building
height is increased by 2m to 22m
in the residential zone.
He said the city council can
only make recommendations to
the independent hearings panel,
which will hold a hearing on
October 9.
Hornby resident David Trent
said he does not like it and that it
will change everything.
“It looks crazy, doesn’t it. It’s a
crazy idea. They can build in the
city and further out,” he said.
Survey shines a light on
youth’s varied concerns
• By Briar Allen
ISSUES AROUND school,
mental health, trust, emotional
struggles, and growing up are
some of the things concerning
youth in the Hornby area.
These issues have been revealed
through a survey being
conducted by Te Whare Awhero:
Hope House, which will close on
September 6.
It had received 232 responses
by midday on Tuesday.
Director Carey
Ewing said many
community
groups and
organisations have
been supportive
of the survey, and
Carey
Ewing
there has also
been interest from
the city council.
“We will
analyse the content before
compiling it into a report, which
will be available on our website.
“I’m hopeful it will provide
information to inform and have
the opportunity to create further
ways to engage with our youth.”
Ewing said the survey
came about after he and a few
others attended the Greater
WHAT MATTERS: A survey by Te Whare Awhero: Hope
House highlights the concerns of youth in the Hornby area.
PHOTO: GETTY
Hornby Residents Association
community meeting in June
where concerns were raised
about offending youth.
“There was a great deal of
concern around youth and
how they are travelling, and
them engaging in antisocial
behaviours,” he said.
Ewing said they decided to
put out the survey to try to gain
insight into what matters to
youth in the area.
“It is really important; we
need to be hearing from them.
It is really insightful to hear
from our youth and what it is
like growing up in this world,
because it is completely different
to the world I grew up in.”
He said youth have had to deal
with the prominence of social
media, Covid, the earthquakes
and the teacher strikes.
“I think a bit of slack needs to
be cut because it is a different
world. It’s adults who make
major decisions that impact our
youth that allow them to thrive
or not.
“Adults control the education
system, the justice system, the
sale of alcohol and vapes. As
adults we need to take a bit of
ownership and accountability.”
Ewing said the original
response target was between
250-300 to get a good range,
but they are now aiming for
more than 300 due to the
number of responses they have
had already.
“We just wanted an exercise
where youth could tell us what
allows them to thrive, their
concerns, their worries, if they
have adults they trust to go to if
things aren’t so great,” he said.
Student council
making change
• By Briar Allen
A STUDENT council made
up of pupils from the Halswell
area has been working hard to
identify and deliver community
initiatives that are important to
them.
Recently the Hurutini Student
Council developed and delivered
the road safety campaign ‘drive
safely for our safety,’ which
focused on promoting positive
driver behaviour.
City council
head of
community
support and
partnerships John
Filsell said the
pupils crafted the
call for safety and
John Filsell
wrote, produced
and starred in a
road safety video highlighting
the road safety issues pupils face
near schools.
“They wrote key messages
and created storyboards.
Bumper stickers were made and
have been handed out to each
school community sharing the
message,” he said.
Filsell said the council
members have been handing
these out to caregivers before and
after school to bring awareness
to the campaign and promote
positive driver behaviour.
“The purpose of the council
is to provide an opportunity for
young people from the primary
schools in Halswell to learn
about and participate in civic
matters and processes as well
as provide a channel for which
young people can use to bring
issues to the community board
and the city council that are
important to them.”
The council was started in
2019 by former Halswell
Ward city councillor Anne
Galloway and Halswell schools
to better connect young people
WORKSHOP:
Pupils part of the
Hurutini student
council attend a
workshop with
Halswell Ward city
councillor Andrei
Moore.
of the area.
There are six schools involved
which are Aidanfield Christian
School, Halswell Primary
School, Knights Stream School,
Oaklands School, Wigram
Primary School, and Seven Oaks
School, each represented by two
to three pupils from years 6-8.
Filsell said the council is
supported by Halswell Ward
city councillor Andrei Moore
who attends the meetings and
supports the initiatives of the
students.
“The group meets twice
each school term to discuss
community projects and
initiatives and are currently
working on holding a youth
event in term four.”
Proposed increase
from six to 10
storeys ‘blindsiding’
• From page 1
Tour coach operator Mark
White said he thinks 10 storeys
is too much and will create a
completely different dynamic.
“It will lead to more congestion
on the streets, and parking on
the streets. It will become
the slums of the future.”
Sales representative Jason
Tombleson wondered
if it was needed.
“I guess if there were
areas where it was
designated for it, it would
be fine. People don’t want
to see eyesores. Some
residential areas have already
been ruined by cheap housing.”
Hornby Ward city councillor
Mark Peters said he was just as
shocked as residents to learn
about the new proposal.
“There was no inkling at all
there would be an increase to the
height making it 10, especially as
residents were up in arms about
six,” he said.
Peters said he felt a little
blindsided and recommended
residents get behind the Greater
Hornby Residents Association
to build its case for the hearings
panel.
“I certainly hope that the
panel listens, but it is out of our
Mark Peters
control. We just want what is
best for our city and best for our
suburbs.”
Association chair Kim Moss
said they were considering
starting a petition.
“We are not happy and yes,
it is blindsiding. You
don’t expect from the
consultation the complete
opposite of what people
have been saying. This is
next level.
“Hornby will become
an area where people
will not want to live. It is
ridiculous. We need to get
the area up to scratch for those
who live here now before we
develop it further.”
Said Riccarton Bush
– Kilmarnock Residents
Association chair Tony Simons:
“This so-called compensatory
approach is arbitrary, late and
totally unexpected.”
Simons said if there were
to be any late changes of this
significance, one would expect
residents would be given time
and opportunity to submit.
“This is a plan change no one
anticipated, and we think due
process should see it properly
notified with all parties given the
opportunity to object.”
Keeping clocks
and watches in
perfect time
While digital timekeeping has become
more widely used in modern society, it
seems many people still have a traditional
grandfather clock in their home, as Geoff
of Ilam Watchmakers is finding.
Increasingly over recent months he
has been called out to repair these stately
timepieces. For small repairs, he says, the
job can be done on-site, and for more
complicated repair work, the clocks are
taken to the workshop.
Geoff and his wife Michelle have owned
and operated the Waimairi Road business
for 22 years, offering not only clock
and watch repairs but also an extensive
selection of new watches and clocks for
sale. Staff in the busy workshop range from
technicians to fully qualified watchmakers,
while the admin staff keep things ticking
over efficiently.
As summer approaches Geoff says it is
important for people who wear their watch
in the water to have it pressure tested,
and the gaskets replaced if necessary.
On the retail side, the new range of
watches for summer has been arriving at
Ilam Watchmakers, and includes stylish
designs from well-known brands like
Citizen, Ice, Lorus, Casio and Boccia.
For those who prefer a more nostalgic
style of watch, there is also a good
selection of refurbished watches,
including pocket watches. Alternatively,
customers can enquire about trading in
their old watch on a new model.
Since its establishment more than two
decades ago, Ilam Watchmakers has always
Hip hop dancer off to
world championships
A ROLE in his primary school production
led to a passion for dance for Ilam teenager
Josh Bautista – and he has now qualified for
the Hip Hop Unite World Championships.
Josh, 16, was signed up for hip hop lessons
by his brother after the school production.
It has led to him winning gold medals with
the A1 dance crew and his duo TakTik at the
Hip Hop Unite New Zealand Championships
in Wellington.
Josh said it was unreal to qualify for the
world championships, which are being held
in Portugal in October.
“The studio I am dancing at currently, Ace
Dance Studios, is only in its second year. It is
also crazy how I and 20 other dancers were
chosen to represent New Zealand.”
Josh said it has been a great challenge
managing his time as he practises, works
part time at Taco Bell and attends St Thomas
of Canterbury College.
He said he joined dance as a hobby and
now it is taking him to places he never
thought he would go, especially at a young
age.
He also said sometimes guys like him in
hip-hop still get criticised.
“That is due to old-school ideas about
gender roles. Even though they have added
a ton to the scene, male dancers sometimes
get side-eyed. I personally think dance can
be for anyone as there are even styles that
compliment masculinity.”
Josh is fundraising to get to the world
championships. TakTik will be performing
at the Riccarton Sunday market and will
have a table selling ice-cream and brownies.
KIND DONATION: Bishopdale-Burnside Rotary president
Rod Finch (left) hands over the keys to Dementia Canterbury
chief executive officer Darral Campbell.
Donation for
dementia
DEMENTIA Canterbury
has a new car courtesy of the
Bishopdale-Burnside Rotary Club.
Club president Rod Finch said
due to the amazing support the
club receives from the public
they were able to donate a Suzuki
Baleno.
“The support from the public
when we run our annual
Bookarama has meant we have
been able to undertake a number
of meaningful community
projects, such as providing this
much needed vehicle for Dementia
Canterbury,” he said.
Dementia Canterbury provides
services that include home visits
for assessment and support, cognitive
stimulation, activity and
support groups, community cafes
and education to a diverse range
of groups.
Dementia Canterbury chief
executive officer Darral Campbell
said the new car will be used by
staff to help them reach out to the
community.
“We are very grateful for this
generous donation from the
Bishopdale-Burnside Rotary.
Club. The new vehicle will be
used by our staff when they
deliver a range of services in
Christchurch and the wider
Canterbury region.”
ZR-V a premium passenger experience
HONDA IS looking to take the
sales fight to its many mid-sized
urban SUV rivals with its new
ZR-V, one of the most complete all
round models we’ve seen from the
company in ages, in this part of the
world.
In essence, it’s an SUV spinoff
of the thoroughly competent
Honda Civic. With that quality
DNA underpinning it, the ZR-V
is much more capable than your
typical urban SUV. It replaces
the popular HRV that ended its
successful run on our market 18
months ago. With no suitable
replacement available out of Japan
until 2025, Honda here decided to
whistle up the ZR-V as an interim
replacement. It is sold in North
America, as a larger version of the
HRV and does exceptionally well
in one of the world’s toughest new
car markets.
www.drivesouth.co.nz
Motoring with Bob Nettleton
For Honda, the ZR-V delivers
the company’s next-level hybrid
electrification technology. The
ZR-V Sport, uses a new 2.0L
e:HEV direct injection petrol
engine with two electric motors
for a collective power output of
135kW and 315Nm of torque.
If that doesn’t take your interest
there’s the option of a 1.5L direct
injection turbo that has been a
staple of the Honda range for 8
years.
The hybrid power train is
exclusive to the flagship $55,000
ZR-V Sport, but not the with
$47,000 turbo provided for this
road test. It’s the same price as the
Civic sedan but more appealing
being larger, offering on-trend
SUV styling, and more versatility
and practicality.
Punting the test vehicle
along with plenty of intent is an
Incorporating
best motorbuys
upgraded version of Honda’s
stalwart 1.5 turbo engine. It’s good
for 131kW of power and 240Nm
of torque, both decent enough
numbers for an engine of this
size. Torque comes into play from
just 1700rpm, although it’s more
about work than play as it unearths
plenty of low-speed pulling power.
In real world driving the motor
is flexible with good throttle
response. It’s quieter in the higher
rev range, to the point where you
aren’t looking to turn up the sound
system to counter engine noise. A
much-improved constant variable
transmission is shared with the
Honda Civic and features normal
and eco driving modes and a
user-selectable sport mode. It’s a
transmission that rarely puts a foot
wrong and feels a good match to
this feisty compact turbo engine.
A generously proportioned cabin
and an equally commodious rear
cargo hatch is among the best in
the compact urban SUV class. A
60-40 split rear seat quickly folds
down for more load space. Quality
is one of the lasting impressions
of the passenger compartment,
CAR CITY
EST 1973
and you can only admire the
methodical way Honda have gone
about achieving this. Much of this
is down to the generous use of
quality materials throughout the
cabin, especially on touch points.
Plenty of effort has also gone into
providing a premium look and feel
to the switchgear and controls.
ZR-V Sport and Turbo are
the first models to feature new
Honda Connect emergency
services. This alerts these services
if it detects the vehicle’s airbags
have been activated. An excellent
new single-camera system offers
better visibility. Combined with
software advances and a new, more
powerful processor, the system
is capable of more quickly and
accurately spotting hazards, along
with road lines and signs.
Well-sorted suspension and
steering are the cornerstones
of an agile and nicely balanced
urban SUV that’s right at ease
and taking charge on our roads,
with often-tricky weather and
driving conditions. The suspension
reacts decisively and is a calming
influence in steadying the car
in response to sudden and
unexpected changes in the road
surface. In around-town driving
the ride may be a bit firm for some.
I didn’t mind it at all and liked
the way it gives the test vehicle a
sportier character than most of its
Japanese and Korean competitor.
However, it’s still shaded by the
more accomplished European
offerings in this market segment.
