SUMNER Lifeboat/
Coastguard Sumner, one of
New Zealand’s oldest search
and rescue institutions, is
celebrating 125 years since its
first dedicated lifeboat made its
first rescue.
The volunteer-run
organisation, dating back to
the 1870s, covers more than
4500km 2 of coastal waters,
from Port Gibson to Birdlings
Flat, and operates three lifesaving
vessels Hamilton Jet
Rescue, Urquhart Trust rescue,
and Blue Arrow Rescue.
Said a Coastguard
spokesperson: “On any given
day, volunteers could respond
to an incident on the bar,
near the cliffs or amongst the
heavy waves on the beach – all
scenarios that require highly
skilled volunteers with the best
equipment possible.”
She said keeping one of
the longest-serving maritime
rescue presence in New
Zealand operational for 125
years is no small feat, and
it comes with an estimated
annual operational cost
of $125,000.
“To meet this financial
demand and continue saving
lives at sea, Coastguard
Sumner relies heavily on
community support and
fundraising efforts,” she said.
To celebrate 125 years and to
fundraise for the continuation
of the life-changing work they
do, the community is invited
to an open day on Sunday
November 5, from 10am-noon
at the Scarborough Rd base.
“Locals can see how the
There will be a water rescue
“We’re extremely grateful
to all our community funders
Cruise ship
passengers
to get city
shuttle
INCOMING cruise ship
passengers will be bussed
straight from Lyttelton’s port
to Christchurch, following
locals’ complaints about tourists
overwhelming public transport.
The season runs from
November 7 until April 8, with
77 ships expected to arrive in
Lyttelton and 12 scheduled for
Akaroa.
Lyttelton residents have
complained when the ships are
in port and bus services have
struggled to keep up with the
added demand from tourists.
Economic development agency
ChristchurchNZ said this season
would trial cruise passengers
catching a free shuttle from the
Lyttelton cruise berth directly
into the central city.
Destination and attraction
general manager Loren Aberhart
said this would aim to reduce
the number of passengers who
entered the port town, and
eliminate the strain on the public
bus system.
“A huge volume of cruise ship
passengers really does overload
the town,” she said.
Hope inquest will help with healing
• By Tim Brown
MUSLIM COMMUNITY leaders
hope a long-awaited coronial inquest
into the Christchurch terror attack
will put unanswered questions to rest
and help people heal from the trauma
of the massacre that left 51 people
dead.
This week Coroner Brigitte
Windley begins six weeks of public
hearings into the murder of worshippers
on March 15, 2019, at Al Noor
Mosque and Linwood Islamic Centre.
The first phase inquest will focus
on 10 key issues, including the
initial emergency response, whether
anyone could have been saved with
faster medical treatment, whether the
terrorist had direct assistance from
anyone else on March 15 and whether
the emergency exit door in Al Noor
Mosque’s main prayer room “failed to
function” during the mass shooting.
Islamic Women’s Council national
co-ordinator Aliya Danzeisen said
the coronial process was important
for people seeking the truth about
what happened.
“It is challenging to have walked
is important to know the truth – to
to make sure it doesn’t happen again,”
she said.
Danzeisen said she hoped people
affected by the massacre could find
some closure.
“Research shows knowing the full
not knowing always raises questions,
so it puts those questions to rest. So
our hope is it will be that for our
Poor safety culture at ports – report
ACTION: Lyttelton Port had taken steps to improve safety
of its port operations before the death of stevedore Don
Grant, TAIC said.
PHOTO: GEOFF SLOAN
AN INVESTIGATION into
the deaths of two port workers
within six days of each other
last year has found a haphazard
approach to safety, with poor
regulatory oversight and a lack of
industry-wide standards.
Stevedore Don Grant was
killed during a loading operation
at Lyttelton Port on April 25,
2022 when he was buried under
a load of coal on the deck of the
ETG Aquarius, a bulk carrier.
Less than a week earlier, on
April 19, Ōtara man Atiroa
Tuaiti died while working on a
docked Singaporean container
ship at the Port of Auckland, after
he moved under a suspended
40-foot container and suffered
crush injuries.
At the time, the Maritime
Union, Rail and Maritime
Transport Union, Council of
Trade Unions and the Merchant
Service Guild collectively asked
for an inquiry into the industry.
The Government directed the
Transport Accident Investigation
Commission to investigate the
deaths on April 27, 2022. In its
report, released late last week,
TAIC highlighted several major
safety problems for port workers
requiring urgent attention.
The commission said both
accidents revealed organisational
weaknesses in risk identification
and mitigation strategies,
communication and supervisory
oversight.
Lyttelton Port had taken steps
to improve safety of its port
operations before the accident
occurred, the commission said.
However, it had not yet identified
all the critical risks of the coal
signalman’s role.
Wallace Investments, which
employed the Auckland stevedore,
had recognised suspended
loads as a hazard and provided
training procedures, which included
regularly reminding them
not to position themselves under
a suspended load.
HIKING BOOTS
& SHOES
The commission said the
presence of at-risk behaviour
indicated “a desensitisation” to
workplace hazards and a lack of
effective supervisory oversight.
TAIC accidents chief investigator
Naveen Kozhuppakalam said
the report identified safety issues
for the whole stevedoring sector
in three areas – regulatory activity,
cohesion in the stevedoring
sector, and individual employers’
management of safety.
“The commission wants
regulators Maritime NZ and
WorkSafe to do more to promote
future safety across the sector.
They need to take a ‘just culture’
For men, women
and children
From
to $250
approach, provide insight, promote
information sharing and
maturity in risk management,
and encourage continuous learning,”
Kozhuppakalam
said.
Among other recommendations,
the commission
said Maritime
NZ should work with the
stevedoring industry on
training standards and
sharing of information
safety.
“We need to move on
from stevedoring organisations
deciding for themselves how they
will meet safety requirements . . .
“If proper codes aren’t implemented,
accidents will happen.”
Kozhuppakalam said the stevedoring
industry had minimal
proactive gathering and sharing
of safety information and too few
stevedoring companies appreciated
the benefit of a good safety
culture.
The commission wants regulators
Maritime NZ and WorkSafe
to do more to promote future
safety across the sector.
Lyttelton Port Company has
taken a number of safety actions,
which was very heartening,
Investments about what safety
actions it has taken since the
accident happened.
Lyttelton Port Company chief
executive Graeme Sumner
said the port agreed with
all the recommendations
in the report and was committed
to implementing
them.
They had also already
taken steps following the
death of Grant, Sumner
said.
“We also welcome the
recommendation relating to
greater regulatory oversight
of the port industry and look forward
to working with Maritime
New Zealand in this regard.
“Our thoughts are with the
family of Don Grant and with
his friends and fellow team
members. This report is a
reminder of the very significant
loss of a much-loved family man,
work colleague and friend.”
Sumner said it was not appropriate
to say more at this stage
while there was a case before the
courts.
In a statement, Maritime
NZ said health and safety
were priorities for the national
maritime regulator.
Companies fined after skipper killed
• By Sam Sherwood
TWO Christchurch companies
have been fined $270,000 and
ordered to pay $130,000 in
reparation after a trailer came
off a work van and smashed
into another vehicle, killing an
Akaroa boat captain.
Julian Bruins Yates, 52, a
skipper for Black Cat Cruises,
died on October 23, 2020 in a
three-vehicle crash on Weka Pass
Rd in Hurunui.
On Tuesday last week, Ultimate
Design and Renovation
Ltd, which owned the A-frame
trailer and tow vehicle, and its
operational arm ABC Aluminium
Ltd were sentenced in the
district court. Both businesses
were charged under the Health
and Safety at Work Act for health
and safety failures.
A WorkSafe investigation
found the locking handle on
the trailer was not engaged, and
the trailer’s safety chain was not
connected to the vehicle.
“These are routine checks that
must be done when towing a
trailer. If not, the consequences
can be catastrophic,” said Work-
Safe’s head of specialist interventions,
Dr Catherine Gardner.
Both companies did not
have systems to ensure vehicles
were in good working order, or
systems to ensure drivers visually
checked their vehicles before use.
WorkSafe also found staff had
inadequate information, training,
instruction, supervision,
and experience to safely use the
company vehicles and trailers.
“It’s not enough to just have
your workers sign a vehicle
policy. Businesses need to ensure
drivers are competent to safely
use a vehicle, especially one that
is being towed,” said Gardner.
“Julian Bruins Yates was a
father of two who lost his life
through no fault of his own. Any
business with a vehicle
fleet should heed the lessons
of this tragedy because it was
entirely preventable.”
Black Cat Cruises chief executive
Paul Milligan told the NZ
Herald after the tragedy his staff
had been left devastated.
“Julian was a colourful
character, he had been a part of
the Black Cat team for 10 years.”
Yates had been the “face and
voice” of the company’s Akaroa
Harbour cruise since 2011. Being
out on the water in nature was
“his happy place”, said Milligan.
He estimated about 100,000
guests over the past decade had
been on a cruise with Yates.
“He was definitely a big personality
and someone who will
be dearly missed,” said Milligan.
“Akaroa is a small town and
Julian had involvement with
a lot of things and the whole
community is feeling it.”
unassuming appliance became
more than just a source of
warmth. It transformed into a
cherished mascot, accompanying
Don to Karamea, Barrytown,
Golden Bay, Dunedin, and
Glenorchy.
He even documented the
heater’s adventures, sharing
photos with Eley and Davidson
back in Lyttelton. The little heater
had taken on a life of its own,
becoming a beloved member of
the tour.
Having completed its musical
odyssey, Davidson, in a gesture of
artistic generosity, hand-painted
the heater, transforming it into a
unique piece of art.
It will take centre stage at the
Peninsula Art Auction’s Gala
Evening event in Lyttelton on
Sunday.
Bill Hammond
donated to art
IF YOU’D like a Bill Hammond
in your art collection and don’t
have a spare $1.75m, you’ll want
to be at the biennial Peninsula
Art Auction this weekend in
Lyttelton.
The auction, of which Hammond
was a long-time benefactor,
was first held in 2005 in the
late artist’s hometown and is
organised by the Lyttelton Education
Charitable Trust.
In 2019 and 2017, original Bill
Hammond works went under the
hammer for under $10,000.
This year, Bill Hammond’s
widow Jane has generously donated
a 2007 etching Bone Eagle
C, with price expectations of
anywhere from $4000.
The Peninsula Art Auction is
a collaboration of local artists,
Lyttelton Primary School and
local businesses, making this
year’s auction a community
effort.
The most recent auction in
2019 raised over $40,000 for the
primary school and the team are
looking forward to bringing the
auction back after its hiatus
GENEROUS: Hammond’s Bone Eagle C is expected to
fetch upwards of $4000.
due to Covid.
Said Lyttelton Primary
principal Jenny Felton: “The
Peninsula Art Auction is a major
fundraiser for us and is well
supported by our creative and
talented community. We are
privileged to be part of such an
enduring and successful event.”
More than 100 artists in
this year’s auction have links
to the port town and wider
Banks Peninsula, and it is an
opportunity for up-and-coming
artists to exhibit right next to the
famous.
Highlights this year also
include works from, Jason Greig,
Asher Raawiri Newbery, Nichola
Shanley, Hannah Beehre
Paws & Peace - Fear Free Veterinary Care at Kōwhai Vet
When it comes to the well-being of our
cherished furry friends, we often focus
on their physical health, ensuring they receive
the best preventative healthcare, vaccinations,
or treatment when they are sick or injured.
But how often do we consider the emotional
wellbeing of our pets during those veterinary
visits?
At Kōwhai Vet, we understand the emotional
impact of a visit to the vet and have made it
our mission to provide fear-free patient care,
ensuring the utmost comfort and relaxation for
both pets and their owners.
Understanding FAS: Fear, Anxiety
and Stress
A trip to the vet can be a daunting experience
for animals and their owners alike, often
leading to high levels of fear, anxiety, and
stress, collectively referred to as ‘FAS.’
When animals are fearful, they face limited
responses to a scary situation – fight, flight,
freeze, or fidget. Recognising and addressing
these emotional responses is at the core of our
approach to care.
Creating a Stress-Free Environment
At Kōwhai Vet, our primary goal is to keep FAS
levels as low as possible during every visit
to our clinic, ensuring a calm and soothing
atmosphere for both pets and owners.
Here are some of the ways we try to
achieve this:
Education: We provide pet owners with
valuable guidance on preparing their pets for
a trip to the vet, helping to kickstart the visit
on a positive note.
Rigid and/or stiff
Calming Scents and Pet Pheromones:
Our clinic is infused with calming scents
and pet pheromones, creating a serene
atmosphere to ease pets’ anxiety upon arrival.
Long Appointments: We allocate ample
time for appointments, giving your pet the
opportunity to adjust to the new environment
gradually. Throughout the visit, we closely
monitor signs of FAS and take measures to
reduce stress whenever possible.
Pre-Visit Calming Medications: For highly
anxious pets, we offer pre-visit calming
medications to reduce anxiety levels and
ensure a more comfortable visit.
Positive Reinforcement: We offer a variety of
treat options to create a positive experience
during the visit, helping to alleviate your pet’s
anxiety and build trust.
Gentle Handling: Our clinic employs minimal
restraint techniques to handle pets during
procedures, ensuring their comfort and
security throughout.
Pain Relief and Calming Medications:
In cases where a procedure might cause
discomfort or a patient is displaying high levels
of FAS, we consider the use of additional pain
relief or calming medications to maintain your
pet’s relaxation.
Dedication to Fear-Free Care
At Kōwhai Vet, many of our staff members
have already achieved, or are actively working
towards their Fear-Free Certification. This
demonstrates our unwavering commitment to
providing the highest standard of care for your
pets.
Our dedication to fear-free patient care is not
just a commitment; it’s our promise. We aim to
make every visit to our clinic as low-stress and
relaxing as possible, ensuring both you and
your beloved pets have a positive experience.
Contact us today to experience the difference
that compassionate, fear-free care can make in
your pet’s life.
Your pets will thank you, and we will, too.
Tjalling de Vries to hold
Take Root exhibition
IN TAKE Root, Tjalling de
Vries connects with the Banks
Peninsula environment in which
he was raised, from his current
home of Lyttelton.
Born in the Netherlands,
de Vries grew up on Banks
Peninsula and attended
Canterbury University’s Ilam
School of Fine Arts.
For this solo exhibition, which
runs from November 3-26 at
Stoddart Cottage, de Vries has
expanded his creative practice
to produce a series of woodblock
prints of trees that are native to
Banks Peninsula.
The exhibition also includes
a hand-printed book made in
collaboration with the poet and
playwright Pohlen Newbery,
and printer and curator Peter
Vangioni. Newbery wrote
the text in te reo Māori, and
Vangioni printed the words
on his letterpress with two of
de Vries’ woodblock prints
alongside.
Said de Vries: “I feel it is
pleasantly fitting to exhibit
these works at Stoddart Cottage
considering the legacy of
Help us to help others...
The Sumner Ferrymead Foundation is a community charity
that supports individuals, teams and organisations from
Taylors Mistake through to Mt Pleasant, around to Heathcote
and across to Brookhaven.
Each year we provide a wide range of grants, scholarships and
awards, thanks to the generous support of individuals and
businesses in our community.
It could be a grant to purchase an AED to save a life, to help
build a community mountain bike track, or to help someone
represent their sport or school at an international event.
It could be an academic scholarship for a university student
or an Outward Bound scholarship for young adults.
Or, it could be an award for an environmental initiative, a
primary school student who has flourished, or an apprentice
starting out and needing tools. The possibilities are endless!
Please help us to help others by:
Fire brigade 150th weekend gets 10/10
REMINISCE: Heath
Carswell, Caleb Pool
and Connor Buckley
modelling old
uniforms in front of
two appliances from
Ferrymead’s Hall of
Flame. Inset – the
Rosenbauer Panther.
WITH LESS than an hour
to go before the Lyttelton
Volunteer Fire Brigade 150th
anniversary weekend kicked
off, the siren sounded.
Thankfully, it was nothing
serious – just a reminder that
the celebrations could get
interrupted at any time.
Thankfully again, that
didn’t happen and the
weekend was a wonderful
gathering of old friends,
with lots of laughter,
emotion and some seriously
impressive firefighting
firepower on display.
First through the tunnel
was the monster Rosenbauer
Panther, a long way from
home at Christchurch
International Airport. It
joined five fire appliances
from Christchurch and
Lyttelton, along with two
old timers from Ferrymead’s
Hall of Flame Museum – the
1938 Dennis Light Six and
1946 Ford V8, both of which
saw action at the Ballantynes
fire in 1947.
Lyttelton’s youngest
brigade members Heath
Carswell, Caleb Pool and
Connor Buckley modelled
old fire brigade uniforms that
were obsolete before they
were even born.
On Saturday, more than
170 packed the marquee on
the station forecourt for the
grand celebration dinner and
awards evening.
Sunday morning was
a much quieter and very
moving period for reflection
and remembrance, with
thanks to Neil Struthers and
bagpiper Craig Gibson.
By the time the farewell
barbecue ended on Sunday
afternoon the general
consensus was a score of
10 out of 10 for the whole
weekend.
Then, wouldn’t you know
it, with impeccable timing,
at 7.20am Monday morning,
the siren sounded again. As
the fire truck headed out the
door the rest of the Lyttelton
Volunteer Fire Brigade crew
got stuck into the station
clean up.
Electric
bus fleet
to grow
MORE THAN a quarter
of Kinetic’s Go Bus fleet in
Christchurch will soon be
electric, with confirmation 10
more zero-emission buses are
bound for the city next year.
The company will introduce
the 10 electric buses across
a number of local routes, to
replace older diesel buses and
further reduce the emissions
from its Christchurch bus
services.
The introduction of these new
electric buses is made possible by
Environment Canterbury being
awarded additional funding from
Waka Kotahi to help decarbonise
the urban Metro fleet.
The additional 10 electric
buses will see Kinetic grow its
city fleet to 51 battery electric
vehicles, which represents more
than 25 per cent of its local fleet.
“It’s a great step towards
achieving our goal of having
a 100 per cent zero emission
fleet across New Zealand and
Australia by 2035,” said Kinetic
NZ managing director Calum
Haslop.
The new buses can be expected
on Canterbury roads in 2024.
Guiding the way for young girls
• By Sasha Watson
CIARA GIBSON has just
returned from representing New
Zealand at an international Girl
Guiding governance forum.
Now, the 20-year-old Canterbury
University student wants to
see more girls step up to leadership
positions.
Gibson, who lives in Ilam,
was selected as one of two New
Zealand representatives at the
38th World Association of Girl
Guiding and Girl Scouting world
conference in Cyprus.
About 400 delegates from 106
countries attended the event to
discuss strategy, policy and leadership
at a global level, elect new
world board members and participate
in a range of workshops.
Gibson said the conference
connected her with other people
around the world who are passionate
about empowering young
women.
“But I also learned young
women can have much more
of a voice on numerous issues
and take advantage of a whole
range of different opportunities
compared to our peers in some
other countries,” she said.
“Guides has inspired me over
the years and has offered me
a wonderful chance to really
challenge myself and to learn
and grow.
“I want to offer the same
support and mentoring to other
GOING GLOBAL: Ciara Gibson was one of two New Zealand
Girl Guide representatives at the world conference.
girls and young women who
may want to become the leaders
of tomorrow, or who may just
want to have fun and enjoy new
challenges with a great group of
other girls in a safe space.”
Gibson sits on the
GirlGuiding NZ national
board, as the young leader representative,
and was a member of
the national girl advisory group,
which focuses on giving young
women a voice within the organisation.
She has also attained the
Queen’s Guide award (the
highest achievement in guiding)
and has served as both a leader
and co-ordinator for the central
South Island region.
“It sometimes takes guts
to put your hand up and step
out of your comfort zone, and
that’s where I’ve been lucky as a
Girl Guide,” she said.
“It’s important for girls to see
other girls in leadership positions
and Guiding has been invaluable
in that respect. The organisation
has done so much to help me
overcome those barriers and help
me become a leader.”
Gibson didn’t have to look far
for inspiration to become a Girl
Guide. Her mother and both of
her grandmothers were Guides,
and her father and both her
grandfathers were involved in
Scouting. She joined the organisation
aged 7 as a Brownie.
Her mum, Sharon, is still a
Guide leader and her younger
sister, Brianna, is also a leader.
Established in 1908,
GirlGuiding NZ offers a
non-competitive learning environment
which is open-minded
and values-based.
“It’s a supportive place to grow
confident, adventurous girls
who are ready to be tomorrow’s
leaders,” said Gibson.
“Given its strong focus on
inclusivity, and given the
challenges girls and young
women face in today’s society,
it’s a special place where girls
and young women can learn
new skills, create lifelong
connections, and nurture
personal growth and confidence.
“There’s still much more we
need to do at home to encourage
young Kiwi women to step
up. Our ‘tall poppy’ syndrome
means we often still hold
ourselves back.”
GirlGuiding NZ has
partnered with Griffin’s
again to bring the
kiwi favourite choc
guide biscuits back to
supermarket shelves.
While not being sold by
Girl Guides, the biscuits will
be available at Countdown,
SuperValue and
FreshChoice supermarkets
for a limited time to raise
funds for the organisation.
Gangster’s Paradise
by Jared Savage
The much anticipated follow-up to the bestseller that exposed the escalation of
organised crime in New Zealand.
Gangster’s Paradise is about drugs, guns, gangs and money. Lots of money.
A gang which took over a small rural town. A police officer shot and killed
in a routine traffic stop. A port-worker who helped a gang whisk a shipping
container off a wharf in the middle of the night. A crew of corrupt baggage
handlers smuggling meth into the country during Covid lockdowns. A shooting
inside a 5-star hotel in broad daylight. Turf wars, retaliation, and retribution:
new gangs like the Mongols and Comancheros have brought with them better
connections with international syndicates, challenging the established gangs
like the Head Hunters - so dominant for many years - who have had to up their
game in response.
Jared Savage’s bestselling book Gangland was about the evolution of gangs in
New Zealand. Gangster’s Paradise is about the deadly escalation.
TREASURES FROM THE PAST
Arduous journeys, uncertain futures
THROUGHOUT the 19th
century, many courageous
individuals heeded the call
to leave Great Britain to sail
approximately 12,410 nautical
miles (22,983km) to Aotearoa
New Zealand in pursuit of a
better life. Both the journey –
on fast merchant sailing ships
called ‘clippers’ – and arrival was
fraught with challenges.
The first wave of organised
migration under the Canterbury
Association’s planned Church
of England settlement saw 28
ships carrying 3500 people arrive
between 1850 and 1853. With the
demise of the Canterbury Association
in 1855, the Provincial
Government took over immigration
until 1870.
From 1870, working class
English, Irish, Scottish and a
few Welsh citizens were enticed
to migrate to New Zealand by
agents visiting rural villages,
selling the dream of a land of
plenty ‘down under’.
Of extra temptation was the
opportunity to have their passage
paid for by the New Zealand
Government. Treasurer Julius
Vogel was behind a massive government
borrowing programme
to fund public works projects.
This also paid for an assisted
migration scheme to provide
‘manpower’ to build roads, railways
and telegraph lines.
For a typical agricultural
labourer in Britain at that time,
one’s diet consisted mainly of
bread and potatoes with a little
cabbage or bacon fat thrown in.
Many were illiterate and there
was little hope of improving
one’s lot in life, nor one’s offspring’s.
The impacts of the industrial
revolution had exacerbated
poverty as traditional livelihoods
were eroded, which meant a real
risk of ending up in the workhouse.
Little wonder many chose
to take a perilous sea voyage, in
the sure knowledge they would
never see their birthplace again.
More than 100,000 assisted
migrants arrived during the
1870s, including a record of over
32,000 in 1874. The journey from
Britain to New Zealand took
about three months and individual
experience on board was determined
by the same social and
economic strata that then characterised
British society. If one
was a privileged cabin passenger,
there was space and opportunity
to stroll the poop deck and take
part in ‘entertainments’.
However, for steerage
passengers shipboard life was
mainly confined to the bowels
of the vessel. Timber bunks,
constructed in two tiers and
measuring about six by twothree
feet, with a canvas curtain,
provided one’s only privacy, rest
area, and storage space. A long
central table was the communal
space for cooking, sewing or
social activities. Washing was
done in a bucket, toileting
facilities were rudimentary, and
rodents, cockroaches and lice
abounded. Conditions were
crowded, damp, malodorous
and unsanitary; during storms,
hatches were battened down,
sometimes for many days at a
time.
Given these factors, and that
health clearances in Britain prior
to embarkation were cursory,
resulting in some ships having
disease on board prior to departure,
it is no surprise there were
deaths on many ships. When
enteric fever (typhoid), scarlatina
(scarlet fever), diptheria and
smallpox ripped through a
vessel, tolls could reach well into
double figures, with especially
high numbers of infants and
children. Ship’s doctors and the
matrons assigned to single women’s
welfare had little capacity
to minister to sick passengers. It
was largely up to an individual’s
innate resilience whether one
survived illness. Burials at sea
were mostly done with minimal
ceremonies.
Challenges were not over on
arrival in Whakaraupō Lyttelton
Harbour. Immigration barracks
had been erected in 1850 for
the arrival of the Canterbury
Association’s “First Four Ships”;
they provided temporary accommodation
while colonists found
their feet and a place for employers
to vet prospective workers
from steerage. Our very early
1862-1863 photograph shows one
of these barracks at the end of
the Government jetty, above the
small cottage.
By 1863, concerns about
infection spreading to the local
population were behind the Government’s
decision to establish a
human quarantine station at Te
Pohue Camp Bay, on a 50-acre
block originally set aside for
stock quarantine. It had a safe
anchorage from which to ferry
migrants ashore, but for the first
to be quarantined there off the
Captain Cook, it was just a wet
and miserable ‘tent city’. Seventeen
had died during that ship’s
voyage and another five deaths
followed in the bay.
Lobbying by passengers and
concerned citizens resulted in
the erection of timber barracks
in 1864. These structures were
levelled in a storm less than
a year later, testifying to the
exposed nature of the site. A
small cemetery on the headland
was the final resting place of a
probable total of 74 individuals
– burials took place from 1863-
1880, long after the bay stopped
being used for quarantine.
Fear of the spread of disease
continued to be voiced in the
Lyttelton Times and other
regional papers; in 1873, a third
government quarantine solution
was proposed on Ripapa Island.
A hospital and five large barracks
capable of accommodating 300
people were constructed.
Passengers from the 1873
typhus ridden Punjaubwere were
held there; 27 had died at sea
and a further 11 succumbed in
quarantine (they were buried at
Camp Bay). The site was taken
over for use by the Government’s
penal authority in 1876.
A fourth and final quarantine
complex was built on Ōtamahua
Quail Island in 1876. Evidently
it was little used for its intended
purpose. Many ships were
not required to quarantine;
that difficult decision was the
responsibility of Dr Donald,
then Lyttelton’s Medical Officer.
He must have felt immense
pressure from multiple quarters
– shipping interests, migrants
eager to start their new lives,
and a local populace wary of
infection. However, the facilities
were used until 1931, including
during the post WW1 influenza
epidemic and for a leprosy
colony.
