SUMNER Lifeboat/<br />

Coastguard Sumner, one of<br />

New Zealand’s oldest search<br />

and rescue institutions, is<br />

celebrating 1<strong>25</strong> years since its<br />

first dedicated lifeboat made its<br />

first rescue.<br />

The volunteer-run<br />

organisation, dating back to<br />

the 1870s, covers more than<br />

4500km 2 of coastal waters,<br />

from Port Gibson to Birdlings<br />

Flat, and operates three lifesaving<br />

vessels Hamilton Jet<br />

Rescue, Urquhart Trust rescue,<br />

and Blue Arrow Rescue.<br />

Said a Coastguard<br />

spokesperson: “On any given<br />

day, volunteers could respond<br />

to an incident on the bar,<br />

near the cliffs or amongst the<br />

heavy waves on the beach – all<br />

scenarios that require highly<br />

skilled volunteers with the best<br />

equipment possible.”<br />

She said keeping one of<br />

the longest-serving maritime<br />

rescue presence in New<br />

Zealand operational for 1<strong>25</strong><br />

years is no small feat, and<br />

it comes with an estimated<br />

annual operational cost<br />

of $1<strong>25</strong>,000.<br />

“To meet this financial<br />

demand and continue saving<br />

lives at sea, Coastguard<br />

Sumner relies heavily on<br />

community support and<br />

fundraising efforts,” she said.<br />

To celebrate 1<strong>25</strong> years and to<br />

fundraise for the continuation<br />

of the life-changing work they<br />

do, the community is invited<br />

to an open day on Sunday<br />

November 5, from 10am-noon<br />

at the Scarborough Rd base.<br />

Cruise ship<br />

passengers<br />

to get city<br />

shuttle<br />

INCOMING cruise ship<br />

passengers will be bussed<br />

straight from Lyttelton’s port<br />

to Christchurch, following<br />

locals’ complaints about tourists<br />

overwhelming public transport.<br />

The season runs from<br />

November 7 until April 8, with<br />

77 ships expected to arrive in<br />

Lyttelton and 12 scheduled for<br />

Akaroa.<br />

Lyttelton residents have<br />

complained when the ships are<br />

in port and bus services have<br />

struggled to keep up with the<br />

added demand from tourists.<br />

Economic development agency<br />

ChristchurchNZ said this season<br />

would trial cruise passengers<br />

catching a free shuttle from the<br />

Lyttelton cruise berth directly<br />

into the central city.<br />

Destination and attraction<br />

general manager Loren Aberhart<br />

said this would aim to reduce<br />

the number of passengers who<br />

entered the port town, and<br />

eliminate the strain on the public<br />

bus system.<br />

“A huge volume of cruise ship<br />

passengers really does overload<br />

the town,” she said.<br />

Hope inquest will help with healing<br />

into the Christchurch terror attack<br />

will put unanswered questions to rest<br />

and help people heal from the trauma<br />

of the massacre that left 51 people<br />

Windley begins six weeks of public<br />

hearings into the murder of worshippers<br />

on March 15, 2019, at Al Noor<br />

Mosque and Linwood Islamic Centre.<br />

The first phase inquest will focus<br />

on 10 key issues, including the<br />

initial emergency response, whether<br />

anyone could have been saved with<br />

faster medical treatment, whether the<br />

terrorist had direct assistance from<br />

anyone else on March 15 and whether<br />

the emergency exit door in Al Noor<br />

Mosque’s main prayer room “failed to<br />

function” during the mass shooting.<br />

AN INVESTIGATION into<br />

the deaths of two port workers<br />

within six days of each other<br />

last year has found a haphazard<br />

approach to safety, with poor<br />

regulatory oversight and a lack of<br />

industry-wide standards.<br />

Stevedore Don Grant was<br />

killed during a loading operation<br />

at Lyttelton Port on April <strong>25</strong>,<br />

2022 when he was buried under<br />

a load of coal on the deck of the<br />

ETG Aquarius, a bulk carrier.<br />

Less than a week earlier, on<br />

April 19, Ōtara man Atiroa<br />

Tuaiti died while working on a<br />

docked Singaporean container<br />

ship at the Port of Auckland, after<br />

he moved under a suspended<br />

40-foot container and suffered<br />

crush injuries.<br />

At the time, the Maritime<br />

Union, Rail and Maritime<br />

Transport Union, Council of<br />

Trade Unions and the Merchant<br />

Service Guild collectively asked<br />

for an inquiry into the industry.<br />

The Government directed the<br />

Transport Accident Investigation<br />

Commission to investigate the<br />

deaths on April 27, 2022. In its<br />

report, released late last week,<br />

TAIC highlighted several major<br />

safety problems for port workers<br />

requiring urgent attention.<br />

The commission said both<br />

accidents revealed organisational<br />

weaknesses in risk identification<br />

and mitigation strategies,<br />

communication and supervisory<br />

oversight.<br />

Lyttelton Port had taken steps<br />

to improve safety of its port<br />

operations before the accident<br />

occurred, the commission said.<br />

However, it had not yet identified<br />

all the critical risks of the coal<br />

signalman’s role.<br />

Wallace Investments, which<br />

employed the Auckland stevedore,<br />

had recognised suspended<br />

loads as a hazard and provided<br />

training procedures, which included<br />

regularly reminding them<br />

not to position themselves under<br />

a suspended load.<br />

The commission said the<br />

presence of at-risk behaviour<br />

indicated “a desensitisation” to<br />

workplace hazards and a lack of<br />

effective supervisory oversight.<br />

the report identified safety issues<br />

for the whole stevedoring sector<br />

in three areas – regulatory activity,<br />

cohesion in the stevedoring<br />

sector, and individual employers’<br />

management of safety.<br />

regulators Maritime NZ and<br />

WorkSafe to do more to promote<br />

future safety across the sector.<br />

Among other recommendations,<br />

the commission<br />

said Maritime<br />

NZ should work with the<br />

stevedoring industry on<br />

training standards and<br />

sharing of information<br />

safety.<br />

“We need to move on<br />

from stevedoring organisations<br />

deciding for themselves how they<br />

will meet safety requirements . . .<br />

“If proper codes aren’t implemented,<br />

accidents will happen.”<br />

Kozhuppakalam said the stevedoring<br />

industry had minimal<br />

proactive gathering and sharing<br />

of safety information and too few<br />

stevedoring companies appreciated<br />

the benefit of a good safety<br />

culture.<br />

The commission wants regulators<br />

Maritime NZ and WorkSafe<br />

to do more to promote future<br />

safety across the sector.<br />

which was very heartening,<br />

death of Grant, Sumner<br />

greater regulatory oversight<br />

of the port industry and look forward<br />

to working with Maritime<br />

New Zealand in this regard.<br />

“Our thoughts are with the<br />

family of Don Grant and with<br />

his friends and fellow team<br />

members. This report is a<br />

reminder of the very significant<br />

loss of a much-loved family man,<br />

work colleague and friend.”<br />

Sumner said it was not appropriate<br />

to say more at this stage<br />

while there was a case before the<br />

courts.<br />

Companies fined after skipper killed<br />

TWO Christchurch companies<br />

have been fined $270,000 and<br />

ordered to pay $130,000 in<br />

reparation after a trailer came<br />

off a work van and smashed<br />

into another vehicle, killing an<br />

Akaroa boat captain.<br />

Julian Bruins Yates, 52, a<br />

skipper for Black Cat Cruises,<br />

died on <strong>October</strong> 23, 2020 in a<br />

three-vehicle crash on Weka Pass<br />

Rd in Hurunui.<br />

On Tuesday last week, Ultimate<br />

Design and Renovation<br />

Ltd, which owned the A-frame<br />

trailer and tow vehicle, and its<br />

operational arm ABC Aluminium<br />

Ltd were sentenced in the<br />

district court. Both businesses<br />

were charged under the Health<br />

and Safety at Work Act for health<br />

and safety failures.<br />

A WorkSafe investigation<br />

found the locking handle on<br />

the trailer was not engaged, and<br />

the trailer’s safety chain was not<br />

connected to the vehicle.<br />

“These are routine checks that<br />

must be done when towing a<br />

trailer. If not, the consequences<br />

can be catastrophic,” said Work-<br />

Safe’s head of specialist interventions,<br />

Dr Catherine Gardner.<br />

have systems to ensure vehicles<br />

were in good working order, or<br />

systems to ensure drivers visually<br />

checked their vehicles before use.<br />

WorkSafe also found staff had<br />

inadequate information, training,<br />

instruction, supervision,<br />

and experience to safely use the<br />

company vehicles and trailers.<br />

“It’s not enough to just have<br />

your workers sign a vehicle<br />

policy. Businesses need to ensure<br />

drivers are competent to safely<br />

use a vehicle, especially one that<br />

is being towed,” said Gardner.<br />

“Julian Bruins Yates was a<br />

father of two who lost his life<br />

through no fault of his own. Any<br />

business with a vehicle<br />

fleet should heed the lessons<br />

of this tragedy because it was<br />

entirely preventable.”<br />

Black Cat Cruises chief executive<br />

Paul Milligan told the NZ<br />

Herald after the tragedy his staff<br />

had been left devastated.<br />

“Julian was a colourful<br />

character, he had been a part of<br />

the Black Cat team for 10 years.”<br />

Yates had been the “face and<br />

voice” of the company’s Akaroa<br />

<strong>Harbour</strong> cruise since 2011. Being<br />

out on the water in nature was<br />

“his happy place”, said Milligan.<br />

He estimated about 100,000<br />

guests over the past decade had<br />

been on a cruise with Yates.<br />

“He was definitely a big personality<br />

and someone who will<br />

be dearly missed,” said Milligan.<br />

“Akaroa is a small town and<br />

logistical planning doesn’t cost<br />

them too much.”<br />

operators were looking forward<br />

to welcoming passengers to the<br />

The auction, of which Hammond<br />

was a long-time benefactor,<br />

was first held in 2005 in the<br />

late artist’s hometown and is<br />

organised by the Lyttelton Education<br />

Charitable Trust.<br />

In 2019 and 2017, original Bill<br />

Hammond works went under the<br />

hammer for under $10,000.<br />

This year, Bill Hammond’s<br />

widow Jane has generously donated<br />

a 2007 etching Bone Eagle<br />

C, with price expectations of<br />

anywhere from $4000.<br />

The Peninsula Art Auction is<br />

a collaboration of local artists,<br />

Lyttelton Primary School and<br />

local businesses, making this<br />

year’s auction a community<br />

effort.<br />

The most recent auction in<br />

2019 raised over $40,000 for the<br />

primary school and the team are<br />

looking forward to bringing the<br />

auction back after its hiatus<br />

Vries connects with the Banks<br />

Peninsula environment in which<br />

he was raised, from his current<br />

home of Lyttelton.<br />

Born in the Netherlands,<br />

de Vries grew up on Banks<br />

Peninsula and attended<br />

Canterbury University’s Ilam<br />

School of Fine Arts.<br />

For this solo exhibition, which<br />

runs from November 3-26 at<br />

Stoddart Cottage, de Vries has<br />

expanded his creative practice<br />

to produce a series of woodblock<br />

prints of trees that are native to<br />

Banks Peninsula.<br />

The exhibition also includes<br />

a hand-printed book made in<br />

collaboration with the poet and<br />

playwright Pohlen Newbery,<br />

and printer and curator Peter<br />

Vangioni. Newbery wrote<br />

the text in te reo Māori, and<br />

Vangioni printed the words<br />

on his letterpress with two of<br />

de Vries’ woodblock prints<br />

Volunteer Fire Brigade 150th<br />

anniversary weekend kicked<br />

off, the siren sounded.<br />

Thankfully, it was nothing<br />

serious – just a reminder that<br />

the celebrations could get<br />

interrupted at any time.<br />

Thankfully again, that<br />

didn’t happen and the<br />

weekend was a wonderful<br />

gathering of old friends,<br />

with lots of laughter,<br />

emotion and some seriously<br />

impressive firefighting<br />

firepower on display.<br />

First through the tunnel<br />

was the monster Rosenbauer<br />

Panther, a long way from<br />

home at Christchurch<br />

International Airport. It<br />

joined five fire appliances<br />

from Christchurch and<br />

Lyttelton, along with two<br />

old timers from Ferrymead’s<br />

Hall of Flame Museum – the<br />

1938 Dennis Light Six and<br />

1946 Ford V8, both of which<br />

saw action at the Ballantynes<br />

fire in 1947.<br />

brigade members Heath<br />

Carswell, Caleb Pool and<br />

Connor Buckley modelled<br />

old fire brigade uniforms that<br />

were obsolete before they<br />

were even born.<br />

On Saturday, more than<br />

170 packed the marquee on<br />

the station forecourt for the<br />

grand celebration dinner and<br />

awards evening.<br />

Sunday morning was<br />

a much quieter and very<br />

moving period for reflection<br />

and remembrance, with<br />

thanks to Neil Struthers and<br />

bagpiper Craig Gibson.<br />

By the time the farewell<br />

barbecue ended on Sunday<br />

afternoon the general<br />

consensus was a score of<br />

10 out of 10 for the whole<br />

weekend.<br />

Then, wouldn’t you know<br />

it, with impeccable timing,<br />

at 7.20am Monday morning,<br />

the siren sounded again. As<br />

the fire truck headed out the<br />

door the rest of the Lyttelton<br />

Volunteer Fire Brigade crew<br />

got stuck into the station<br />

clean up.<br />

Electric<br />

bus fleet<br />

to grow<br />

MORE THAN a quarter<br />

of Kinetic’s Go Bus fleet in<br />

Christchurch will soon be<br />

electric, with confirmation 10<br />

more zero-emission buses are<br />

bound for the city next year.<br />

The company will introduce<br />

the 10 electric buses across<br />

a number of local routes, to<br />

replace older diesel buses and<br />

further reduce the emissions<br />

from its Christchurch bus<br />

services.<br />

The introduction of these new<br />

electric buses is made possible by<br />

Environment Canterbury being<br />

awarded additional funding from<br />

Waka Kotahi to help decarbonise<br />

the urban Metro fleet.<br />

The additional 10 electric<br />

buses will see Kinetic grow its<br />

city fleet to 51 battery electric<br />

vehicles, which represents more<br />

than <strong>25</strong> per cent of its local fleet.<br />

“It’s a great step towards<br />

achieving our goal of having<br />

a 100 per cent zero emission<br />

fleet across New Zealand and<br />

Australia by 2035,” said Kinetic<br />

NZ managing director Calum<br />

Haslop.<br />

The new buses can be expected<br />

on Canterbury roads in 2024.<br />

Guiding the way for young girls<br />

CIARA GIBSON has just<br />

returned from representing New<br />

Zealand at an international Girl<br />

Guiding governance forum.<br />

Now, the 20-year-old Canterbury<br />

University student wants to<br />

see more girls step up to leadership<br />

positions.<br />

Gibson, who lives in Ilam,<br />

was selected as one of two New<br />

Zealand representatives at the<br />

38th World Association of Girl<br />

Guiding and Girl Scouting world<br />

conference in Cyprus.<br />

About 400 delegates from 106<br />

countries attended the event to<br />

discuss strategy, policy and leadership<br />

at a global level, elect new<br />

world board members and participate<br />

in a range of workshops.<br />

Gibson said the conference<br />

connected her with other people<br />

around the world who are passionate<br />

about empowering young<br />

women.<br />

“But I also learned young<br />

women can have much more<br />

of a voice on numerous issues<br />

and take advantage of a whole<br />

range of different opportunities<br />

compared to our peers in some<br />

other countries,” she said.<br />

“Guides has inspired me over<br />

the years and has offered me<br />

a wonderful chance to really<br />

challenge myself and to learn<br />

and grow.<br />

“I want to offer the same<br />

support and mentoring to other<br />

girls and young women who<br />

may want to become the leaders<br />

of tomorrow, or who may just<br />

Gibson sits on the<br />

GirlGuiding NZ national<br />

board, as the young leader representative,<br />

and was a member of<br />

the national girl advisory group,<br />

which focuses on giving young<br />

women a voice within the organisation.<br />

She has also attained the<br />

Queen’s Guide award (the<br />

highest achievement in guiding)<br />

and has served as both a leader<br />

and co-ordinator for the central<br />

South Island region.<br />

“It sometimes takes guts<br />

to put your hand up and step<br />

out of your comfort zone, and<br />

that’s where I’ve been lucky as a<br />

Girl Guide,” she said.<br />

“It’s important for girls to see<br />

other girls in leadership positions<br />

and Guiding has been invaluable<br />

in that respect. The organisation<br />

has done so much to help me<br />

overcome those barriers and help<br />

me become a leader.”<br />

Gibson didn’t have to look far<br />

for inspiration to become a Girl<br />

Guide. Her mother and both of<br />

her grandmothers were Guides,<br />

and her father and both her<br />

grandfathers were involved in<br />

Scouting. She joined the organisation<br />

aged 7 as a Brownie.<br />

Her mum, Sharon, is still a<br />

Guide leader and her younger<br />

sister, Brianna, is also a leader.<br />

GirlGuiding NZ offers a<br />

non-competitive learning environment<br />

which is open-minded<br />

and values-based.<br />

“It’s a supportive place to grow<br />

confident, adventurous girls<br />

who are ready to be tomorrow’s<br />

leaders,” said Gibson.<br />

“Given its strong focus on<br />

inclusivity, and given the<br />

challenges girls and young<br />

women face in today’s society,<br />

it’s a special place where girls<br />

and young women can learn<br />

new skills, create lifelong<br />

connections, and nurture<br />

personal growth and confidence.<br />

“There’s still much more we<br />

need to do at home to encourage<br />

young Kiwi women to step<br />

up. Our ‘tall poppy’ syndrome<br />

means we often still hold<br />

ourselves back.”<br />

TREASURES FROM THE PAST<br />

Arduous journeys, uncertain futures<br />

THROUGHOUT the 19th<br />

century, many courageous<br />

individuals heeded the call<br />

to leave Great Britain to sail<br />

approximately 12,410 nautical<br />

miles (22,983km) to Aotearoa<br />

New Zealand in pursuit of a<br />

better life. Both the journey –<br />

on fast merchant sailing ships<br />

called ‘clippers’ – and arrival was<br />

fraught with challenges.<br />

The first wave of organised<br />

migration under the Canterbury<br />

Association’s planned Church<br />

of England settlement saw 28<br />

ships carrying 3500 people arrive<br />

between 1850 and 1853. With the<br />

demise of the Canterbury Association<br />

in 1855, the Provincial<br />

Government took over immigration<br />

until 1870.<br />

From 1870, working class<br />

English, Irish, Scottish and a<br />

few Welsh citizens were enticed<br />

to migrate to New Zealand by<br />

agents visiting rural villages,<br />

selling the dream of a land of<br />

plenty ‘down under’.<br />

Of extra temptation was the<br />

opportunity to have their passage<br />

paid for by the New Zealand<br />

Government. Treasurer Julius<br />

Vogel was behind a massive government<br />

borrowing programme<br />

to fund public works projects.<br />

This also paid for an assisted<br />

migration scheme to provide<br />

‘manpower’ to build roads, railways<br />

and telegraph lines.<br />

For a typical agricultural<br />

labourer in Britain at that time,<br />

one’s diet consisted mainly of<br />

bread and potatoes with a little<br />

cabbage or bacon fat thrown in.<br />

Many were illiterate and there<br />

was little hope of improving<br />

one’s lot in life, nor one’s offspring’s.<br />

The impacts of the industrial<br />

revolution had exacerbated<br />

poverty as traditional livelihoods<br />

were eroded, which meant a real<br />

risk of ending up in the workhouse.<br />

Little wonder many chose<br />

to take a perilous sea voyage, in<br />

the sure knowledge they would<br />

never see their birthplace again.<br />

More than 100,000 assisted<br />

migrants arrived during the<br />

1870s, including a record of over<br />

32,000 in 1874. The journey from<br />

Britain to New Zealand took<br />

about three months and individual<br />

experience on board was determined<br />

by the same social and<br />

economic strata that then characterised<br />

British society. If one<br />

was a privileged cabin passenger,<br />

there was space and opportunity<br />

to stroll the poop deck and take<br />

part in ‘entertainments’.<br />

However, for steerage<br />

passengers shipboard life was<br />

mainly confined to the bowels<br />

of the vessel. Timber bunks,<br />

constructed in two tiers and<br />

measuring about six by twothree<br />

feet, with a canvas curtain,<br />

provided one’s only privacy, rest<br />

area, and storage space. A long<br />

central table was the communal<br />

space for cooking, sewing or<br />

social activities. Washing was<br />

done in a bucket, toileting<br />

facilities were rudimentary, and<br />

rodents, cockroaches and lice<br />

abounded. Conditions were<br />

crowded, damp, malodorous<br />

and unsanitary; during storms,<br />

hatches were battened down,<br />

sometimes for many days at a<br />

time.<br />

Given these factors, and that<br />

health clearances in Britain prior<br />

to embarkation were cursory,<br />

resulting in some ships having<br />

disease on board prior to departure,<br />

it is no surprise there were<br />

deaths on many ships. When<br />

enteric fever (typhoid), scarlatina<br />

(scarlet fever), diptheria and<br />

smallpox ripped through a<br />

vessel, tolls could reach well into<br />

double figures, with especially<br />

high numbers of infants and<br />

children. Ship’s doctors and the<br />

matrons assigned to single women’s<br />

welfare had little capacity<br />

to minister to sick passengers. It<br />

was largely up to an individual’s<br />

innate resilience whether one<br />

survived illness. Burials at sea<br />

were mostly done with minimal<br />

ceremonies.<br />

Challenges were not over on<br />

arrival in Whakaraupō Lyttelton<br />

<strong>Harbour</strong>. Immigration barracks<br />

had been erected in 1850 for<br />

the arrival of the Canterbury<br />

Association’s “First Four Ships”;<br />

they provided temporary accommodation<br />

while colonists found<br />

their feet and a place for employers<br />

to vet prospective workers<br />

from steerage. Our very early<br />

1862-1863 photograph shows one<br />

of these barracks at the end of<br />

the Government jetty, above the<br />

small cottage.<br />

population were behind the Government’s<br />

decision to establish a<br />

human quarantine station at Te<br />

Pohue Camp <strong>Bay</strong>, on a 50-acre<br />

block originally set aside for<br />

stock quarantine. It had a safe<br />

anchorage from which to ferry<br />

migrants ashore, but for the first<br />

to be quarantined there off the<br />

Captain Cook, it was just a wet<br />

and miserable ‘tent city’. Seventeen<br />

had died during that ship’s<br />

voyage and another five deaths<br />

followed in the bay.<br />

Lobbying by passengers and<br />

concerned citizens resulted in<br />

the erection of timber barracks<br />

in 1864. These structures were<br />

levelled in a storm less than<br />

a year later, testifying to the<br />

exposed nature of the site. A<br />

small cemetery on the headland<br />

was the final resting place of a<br />

probable total of 74 individuals<br />

– burials took place from 1863-<br />

1880, long after the bay stopped<br />

being used for quarantine.<br />

Fear of the spread of disease<br />

continued to be voiced in the<br />

Lyttelton Times and other<br />

regional papers; in 1873, a third<br />

government quarantine solution<br />

was proposed on Ripapa Island.<br />

A hospital and five large barracks<br />

capable of accommodating 300<br />

people were constructed.<br />

Passengers from the 1873<br />

typhus ridden Punjaubwere were<br />

held there; 27 had died at sea<br />

and a further 11 succumbed in<br />

quarantine (they were buried at<br />

Camp <strong>Bay</strong>). The site was taken<br />

over for use by the Government’s<br />

penal authority in 1876.<br />

A fourth and final quarantine<br />

complex was built on Ōtamahua<br />

Quail Island in 1876. Evidently<br />

it was little used for its intended<br />

purpose. Many ships were<br />

not required to quarantine;<br />

that difficult decision was the<br />

responsibility of Dr Donald,<br />

then Lyttelton’s Medical Officer.<br />

He must have felt immense<br />

pressure from multiple quarters<br />

– shipping interests, migrants<br />

eager to start their new lives,<br />

and a local populace wary of<br />

infection. However, the facilities<br />

were used until 1931, including<br />

during the post WW1 influenza<br />

epidemic and for a leprosy<br />

colony.<br />
