Satisfy Food Rescue is awinning recipe
Satisfy Food Rescue, aregistered charity passionate about reducing food waste, combating food insecurity, and revolutionising the way we think
about food sustainability was awarded the Pak’nSAVE Rangiora Community Enterprise Award at the recent North Canterbury Business Awards.
Satisfy’s volunteers redistribute surplus edible food from retailers and producers to community organisations and schools, ensuring nutritious
food reaches vulnerable communities. Editor Robyn Bristow talks to Fran Cain, communications and funding specialist.
Over amillion kilograms of food has
been rescued by Kaiapoibased Satisfy
Food Rescue since2015.
That is the equivalent of 3,700,000
meals.
Satisfy Food Rescue had humble
beginnings.
It was foundered by Phillipa Hunt, in
2015 who was in searchofsolutions to
reducefood waste and address food
insecurity.
She began by picking up bread
destined to be dumped.
‘‘It’s absolutely criminal that so much
food is going to waste when there are so
many people going hungry,’’ she says.
With athird of all food produced
ending up in landfill, Phillipa says
change starts at home.
‘‘It all begins with honouring food,
and not taking it for granted.’’
Fran Cain, communications and
funding specialist at Satisfy Food
Rescue says every donation the
organisations receives today is
valuable.
‘‘To the bulk meat and produce
donations we receivefrom businesses,
to the small bowl of fresh beans
dropped off by alocal who had surplus
in their garden.’’
Today Satisfy Food Rescue, which
received the Community Services
Award at the North Canterbury
Business awards,diverts five tonnes of
food from landfill every week.
The food is distributed to 46
community organisations, food banks,
schools, community meal providers, the
elderly and thehomeless through a
welloiled network throughout North
Canterbury.
Volunteers are the heart and soul of
the organisation. Fran says over 50
volunteers are the ‘‘life blood’’ of
Satisfy Food Rescue.
‘‘They are incredible. Some have
been with us sincethe beginning.
‘‘We are really proud of our
volunteers who don’t tend to leave.
Satisfied ... Volunteers celebrate winning the Community Enterprise Award at the recent North Canterbury Business Awards.
‘‘We love them.’’
The enterprise also supports six paid
staff who continue to work hard to
rescue food, and address food
insecurity, along with ensuring its
network throughout North Canterbury
is working well.
Satisfy began life in asmall kitchen
tucked away at Community Wellbeing
North Canterbury.
It then moved to its existing premises
at Williams Street, Kaiapoi, where it
has ‘‘grown and grown’’, says Fran Cain.
Today it collects food from 10 local
supermarkets which goes along way to
help fill ‘‘empty bellies’’.
It is also focused in helping Food
Secure North Canterbury to establish a
hub.
Supplies go out every month from
Satisfy Food Rescue in Kaiapoi to
Hurunui’s three foodbanks in
Amberley, Waikari and Waipara.
The lack of afood hub in Hurunui has
stymied ease of access for collection by
the district’s food banks, and puts the
brakes on Satisfy connecting further
into the district.
Satisfy Food Rescue and the Hurunui
District Council have worked together
for several years as key stakeholders in
the Food Secure North Canterbury
collaborative partnership.
Fran says amazing Trustees who work
PHOTO: SUPPLIED
endless hours behind the scenes, are a
vital link in the food chain.
She also credits organisations such as
the Oxford Lions Club, which has grown
30,000 tonne of fresh produce for
Satisfy in the past few years, with
helping meet increasing demand from
food banks.
Satisfy backs the Lions project, the
club gifts the food back, and then it is
given to Kaiapoi High School where
students turn it into ready made meals,
and stock, which in turn is donated to
food banks.
Matt Dooceyishumbled to be sworn in
as aMinister in Cabinet working under
Prime Minister Chris Luxon.
‘‘It is areal privilege and I am
excited to have been sworn in, and to
be sitting around the Cabinet table
with my colleagues making decisions
that will impact all New Zealanders,’’
the Waimakariri MP says.
Mr Doocey was sworn in on Monday
by Governor General Dame Cindy Kiro
at Government House, as New
Zealand’s first Minister of Mental
Health, Minister of Tourism and
Hospitality, Ministerfor Youth,
Minister of ACC, and associate
Minister of Health andTransport.
He says beingthe first Minister of
Satisfy passionate about everything it does
From Page 1
Satisfy is justly proud of its
collaboration with so many
organisations who all work together to
redirect food away from landfill to
those who need it most.
‘‘It is amazing what is happening,’’
says Fran.
Everyone was proud to have their
work recognised at the awards, and
being arunner up in the People’s
Choice category, as acharity, was the
icing on the cake.
Mental Health was something he had
advocated for ‘‘quite openly’’ over the
past few years while in Opposition.
He now had the opportunity to
provide avoice, and take responsibility
for some of New Zealand’s most
vulnerable citizens.
As Minister ofTourism and
Hospitality Mr Doocey says the
Government will‘‘obviously be
deliveringonour commitment on
staffing in the first instance’’.
With hospitality beingadded for the
first time to the portfolio, it was
importantfor National to give it
priority.
Tourism andhospitality had gone
through alot, particularly during the
Covid pandemic, and he would look at
how to support both sectors and ensure
they could attract good workers.
‘‘We are so passionate about what we
all do. To be recognised was
emotional. We are extremely
grateful.’’
The rapidly expanding enterprise is
not resting on itslaurels.
It has just raised $31,392 to help
build what could be New Zealand’s
first purposebuilt food rescue facility
in Kaiapoi.
Atotal of $21,092 has been raised on
aGivealittle page forworking
drawings for the building, planned in
Mr Doocey says he is comfortable
with the hospitality sector being
included in the portfolio with his
father Tom Doocey having been ahotel
manager, and having grown up working
in hospitality in his younger years.
Mr Doocey was joined by his wife
Viki, children Emily and James, and
his parents Tom and Joan Doocey for
the ceremony.
‘‘It was really nice to share the
swearing in ceremony with family,’’ he
says.
‘‘I would like to thank the
Waimakariri voters. You have allowed
me to have this amazing opportunity,’’
Mr Doocey says.
This would allow him to help address
moving New Zealand forward for the
betterment of the Waimakariri region
and the country.
the new Kaiapoi hub on red zone land
in Courtenay Place.
Generous donations from
Blackwell's Department Store in
Kaiapoi, and lawyers Helmore
Stewarttook the total to over $30,000.
People’s Choice Award at the
canine cover designer, developer
and importer. Reporter John
All Kirsty Whiting wants to do is provide
the best horse, and dog covers, for her
customers at an affordable price.
Anoble cause that saw her driving all
over Canterburyduring arecent regionwide
flood event, delivering covers to
customers unable to leave their farms due
to high water, but still needing protection
from the elements for their horses.
‘‘We delivered over 100 covers that day
by hand,” she says.
Zeberdee Equine started as aside
business nine years ago in North
Canterbury, while Kirsty worked in a
management role in Christchurch.
It began as it continues today, as an
online business based at Kirsty’s family
farm at Fernside.
She started it because she was
concerned that the quality and the price
charged for horse covers back then didn’t
match.
“They were way too expensive for what
we were paying for,” she says.
“I started looking at producing higher
quality covers offshore and importing
them.
‘‘It was costing me asmall fortune to
look after my ten horses with covers that
sometimes only lasted amonth.”
Kirsty is one of the larger Shetland pony
breedersinthe South Island, with 30
Shetlands on the farm.
She also helps her father rehome
standardbreds on the family’s 283ha sheep
and beef property.
Kirsty went online and sourced her first
batch from aChinese manufacturer.
The first container load of 500 covers
came in only one colour and one weight.
She found Facebook to be the perfect
platform to move her stock and reach
customers.
“We came out right at the start of winter
so it was the best time to sell the covers.”
The side business soon became her
main business when she was made
redundant.
She says she wanted to make the
business selfsufficient and to do that she
had to hit the ground running.
Five years ago when her Chinese
connection lapsed, Kirsty sourced anew
supplier offering abetter range of
affordable covers from anewly formed
Warm and snug ... Asample of Zeberdee Equine’s horse covers.
textile business in Kanpur, India.
“It is owned and run by women, we were
one of their first customers and they are
still supplying us today.
“The owner is awonderful woman, she
has helped me so much that it has become
astrong friendshiprather than abusiness
arrangement.’’
Kirsty says having trust in asupplier is
abig plus for any business.
“It’s the peace of mind Iget when
working with her that makes it asuccess.”
She says the reach of the web and
offering good quality products means
much of what she imports is already sold
before it lands in the country.
“We started importing one container a
year, now we are up to 10 ayear covering
up to 40,000 items across our whole range.”
Keeping her small but rapidly growing
business on the farm has helped with her
logistics.
‘‘Method Logistics have been with us
from the start and as they are local they
helped with import licenses.’’
Kirsty is the first port of call in the
business and she likes being busy.
However, she says she was surprised
when she learned she had been
nominated by acustomer for the
Enterprise North Canterbury Business
Awards.
“It was abit of ashock and Iwas very
humbled by the nomination.”
She says she didn’t expect to win and
was sitting there chatting and marvelling
at all the many wonderful businesses that
PHOTOS: SUPPLIED
On line ... Kirsty with aShetland and dog
at home on the farm from which she runs
the business.
had already won awards when her
husband leaned over and told her she had
won the people's choice award.
“I was shaking as Iwas in shock to find
the most votes had been for my little
company. It is abig deal for me as Ihave
put my heart and soul into the business.”
Councils keen to see reform detail
By DAVID HILL,
Local DemocracyReporter
NEWS
Canterbury News, November 30, 2023
North Canterbury's council leaders are
supportive of Government plans to scrap a
raft of reforms, but are keen to see more
details.
Hurunui District Council chief
executive Hamish Dobbie said the new
Government has listened to the concerns
of rural councils about the difficulties
implementing arangeofpolicies.
‘‘The issues are complex and Ilook
forward to seeing what balance anew
approach can bring.’’
The new Government has announced
sweeping changes including the repeal of
Resource Management Act and Three
Waters reforms, as well as changes to the
National Policy Statements on Freshwater
and Indigenous Biodiversity.
Mr Dobbie said he would like to see a
resource management system which was
more accessible, with ‘‘good checks and
balances to scrutinise more complex
matters’’.
While rural communities like Hurunui
have few government services, the district
did receive government funding to deliver
services, so any funding cuts could have
significant impacts.
WaimakaririDistrict Council chief
executive Jeff Millwardsaid it was ‘‘too
early’’ to determine the impacts of the
reversal on reforms.
‘‘It is afairly difficult economic
environment at present and Ithink the
Government recognises the issues being
faced by our communities and
businesses.’’
Mr Millwardsaid the council had
lobbied for changes to the Three Waters
reform.
He hoped the new Government would
support ‘‘better and more affordable
models’’ being proposed by councils.
Kaikōura District Council acting chief
executive Peter Kearney said his council
was supportive of the proposed legislative
reviews.
‘‘Where there is opportunity for us to
proactively approach government for
additional funding that will add value to
our community we will certainly be
seeking to explore those possibilities.
‘‘At this stage there is still much for the
new government to work through and we
remain optimistic the detail will provide a
constructive and pragmatic way forward.’’
The coalition Government has agreed to
review the National Policy Statement on
Indigenous Biodiversity, while the
National Policy Statement for Freshwater
Management and the National
Environmental Standards for Freshwater
will be replaced. Work on the new
Significant Natural Areas, will be stopped.
New resource management legislation
will focus on property rights as aguiding
principle. The new medium density
residential standards, which was
introduced as ajoint Labour and National
initiative, will now be optional for high
growth councils such as Waimakariri. The
changes would be accompanied by ACT's
plan to share aportion of GST from new
builds with councils
New Zealand First has also secured a
$1.2 billion regional infrastructure fund.
Public interest journalism funded
High fashion will grace the catwalk in the
The Runway Shows and Charity
Auction’s
Good Street businesses have swung in
behind the Runway Shows and Charity
Auction, allowing the use of the Plaza in
the Mall, to show off locally donated
at life.
Its aim is to shine alight on recycling
and helping reduce the volume of waste
going to landfills, as well to show off the
quality of goods available for those
struggling financially.
It also hoped it will help bring people
Help on hand ... Waimakariri Mayor Dan Gordon (left) unveils the AED at the
Ashley Hotel, alongside Bart Ingram who championed getting the AED.
AED now at Ashley Hotel
By SHELLEY TOPP
An automated external defibrillator
(AED) has been installed at the Ashley
Hotel thanks to ahuge community
fundraising effort.
It was unveiled by Waimakariri
Mayor Dan Gordon on Sunday.
Fundraising for the portable, lifesaving,
electronic device, which
analyses the heart’s rhythm and if
necessary, delivers an electric shock,
known as defibrillation, to help
restore the heart’s natural rhythm,
was instigated by Ashley’s Bart
Ingram.
He started thinking about the need
for an AED in Ashley after ahospital
visit for work on his stents. Four of his
seven stents were blocked and two of
those couldn’t be cleaned, putting him
at risk of aheart attack.
Bart began checking AED locations
and found the nearest one to Ashley
was 20 minutes away, which could
prove afatal length of timefor anyone
suffering aheart attack in the village.
He approached the Ashley Hotel
publicans Leanne and Grant Jenkins
to see if it was possible to install an
AED at their premises.
They agreed and work began on
how funds could be raised to buy an
AED.
Bart is ahuge fan of Australia’s
Bathurst car race and knows that
North Canterbury is abig area for car
enthusiasts, so it was decided to raise
funds for the AED by holding an event
for motorsport fans to watch the
televised big race on Sunday, October
8.
‘‘It was avery popular event and we
are hoping to do it again next year,’’
He thanked the community for its
thanked Compass FM for its support,
and the Rangiora Lions for funding
next three to four years.
Canterbury groups and organisations
committed to protecting vulnerable native birds
nesting on the Ashley Rakahuri River have a
message for fourwheeldrivers —don’t drive
on the river during nesting season.
Fears are held for the birds with Crate Day
looming this Saturday.
Birds like ngūtu pare/wrybill, tūturiwhatu/
banded dotterel, and tarāpuka/blackbilled gull
breed in dynamic South Island braided rivers
like the Ashley Rakahuri River from early
September to the end of January,.
DOC North Canterbury Operations Manager
Leeann Ellis says alarge number of vehicles
usually gather on the Ashley Rakahuri River for
Crate Day.
She is calling for them to go somewhere other
than riverbeds if they ‘‘must participate’’, or
wait until the nesting season is over in
February.
She is asking people to be responsible this
year, but if there are issues, options like
blocking access or introducing bylaws
prohibiting driving on the river at certain times
of year will be considered.
The Department of Conservation (DOC),
Environment Canterbury (ECan), and the
Waimakariri District Council, work alongside
the community and other authorities, to
manage the impacts of vehicles and other
recreationists on the riverbed during nesting
season.
Ms Ellis says the birds evolved to nest in the
open river gravel and relied on camouflage to
keep them safe from the native birds of prey,
their only predators until introduced mammals
arrived.
‘‘This means they are vulnerable to
disturbance and difficult for river users to spot.
We know there are three sites with nesting
birds in the upper stretch of the river managed
by DOC, and we are asking drivers to please stay
out of the riverbed during nesting season.’’
‘‘These native species are also fully protected
and it's illegal to harm or kill them. Anyone
found doing so could face asignificant fine or
even jail time.’’
The Ashley Rakahuri Rivercare Group
(ARRG) formed in 1999 to protect riverbed
birds and their habitat.
It runs an extensive trapping network,
undertakes community education and advocacy
for the birds, weeds islands and monitors and
bands returning birds and new chicks.
ARRG’s Judith Hughey says fourwheeldrivers
affect the survival chances of
endangered braided river birds, and the group
would be disappointed if vehicles gathered on
the river for Crate Day.
‘‘Fast, noisy and aggressively driven vehicles
can cause birds to abandon nests, kill chicks,
smash eggs and leak contaminants in the river
which could render the riverbed, shallows and
the river unlivable for larvae, insects and small
fish which birds rely on for their daily food.’’
The group works with ECan, which has
dedicated rangers monitoring the Ashley
Rakahuri Regional Park area, to protect the
part of the river that runs from the confluence
of the Okuu River to the Ashley Rakahuri
Estuary.
In the lead up to the nesting season the
organisations work together to install up to 150
concrete blocks at river access points to deter
vehicles from driving on the riverbed.
‘‘We have been pleased with how the vast
majority of park visitors respect the nesting
birds in areas downstream of the Okuku, says
Parks and Forest manager Chuck Dowdell.
‘‘It is now time to recognise the wider spread
of nesting birds along the river and keep clear
of all our braided rivers during nesting.’’
Waimakariri council manages the campsite
and picnic reserve at Ashley Gorge.
Greenspace Manager Grant MacLeod says
the council is concerned about drunk drivers
unsafely driving past families picnicking and
swimming at the gorge on Crate Day.
‘‘This is apopular site and for visitors safety,
there is no access for unauthorised vehicles to
get on to or off the river at the reserve.’’
Police will have apresence on the Ashley
Rakahuri River on Crate Day and is reminding
drivers not to drive after drinking.
Avery special role
I was reallyhumbled to havebeen
appointed as New Zealand’s first
Minister for Mental Health in the newlyformed
government.
It’s an important role and one that I
have championed over the years, so I
consider it agreat privilege to havebeen
given the task.
I’m also incredibly fortunate to have
been named as aCabinet Minister in the
new Government —itwas aspecial
moment having my family join me as I
was sworn in on Monday as aCabinet
Minister at Government House.
I’m also looking forward to getting
stuck into my other roles as Minister for
Tourism and Hospitality, Youth, and
ACC, along with associate roles in
Health and Transport.
Iloved reliving some fun childhood
memories when Iattended the
Canterbury A&P Show this month.
Irecall many fond times as ayoung
Cantabrian kid spending time at the
show each year, so it was great to be able
to enjoy time there again this year.
It was areal pleasure to present the
awards for the Agri Futures Clash of the
Collegesatthe show, and great to see
some Waimakariri schools contending.
Clash of the Colleges is adynamic
initiative of the New Zealand Rural
Games Trust with more than 300
students from across Canterbury
competing for the title.
It was alot of fun to see so many
students compete and showcase their
talents completing reallife tasks found
in the agriculture and food sectors.
Ienjoyed the opportunity to take part
in awebinar panel for Movember New
Zealand, focusingonthe importance of
mens mental health. It was an important
conversation with Simon Mackenzie
(Vector CEO), Francois Barton (CEO of
the BusinessLeaders Health and Safety
Forum) and Dougal Sutherland (CE
Umbrella).
As National’s firstever Spokesperson
for Mental Health, in 2018 Iwrote to
everypolitical party in New Zealand
inviting them to join acrossparty focus
grouptodevelop solutions and policy
over alonger term than the threeyear
parliamentary term.
Ibelieveabipartisanapproach is key
to better outcomesinthe mental health
space, and Ithank all groups and
organisations carryingout work to
achievebetter outcomesfor people
struggling with their mental health.
It's been abusyweek for Kaiapoi, with
the 150th jubilee reunion at Kaiapoi
It was great to see somany past and
Ialso had the privilege of speaking at
the opening of the Kaiapoi Volunteer
ECan to continue work with mana whenua despite repeal
By DAVID HILL,
Local Democracy Reporter
Environment Canterbury (ECan) will
continue to work alongside mana
whenua, despite the announcement
NgāiTahu representation will be
repealed, chairperson Peter Scott
says.
Cr Scott said ECanwill consider
other options to ensure amana whenua
voice around the council table,
including returning to having Tumu
Taiao advisors.
The new Government has announced
it will repeal the CanterburyRegional
Council (NgāiTahu Representation)
Act (2022), which has allowed Te
Rūnanga oNgāiTahu to appoint two
councillors.
NgāiTahu elected Tutehounuku
Korako and Iaean Cranwell as its
councillors duringlast year’s local
government elections.
‘‘We have had mana whenua
representation arrangements with
NgāiTahu for more than adecade and
we value the enhanced decisionmaking
that results from that,’’ Cr Scott
said.
‘‘Our two NgāiTahu councillors
bringamana whenua perspective to
our decisionmaking andtheir
presence at the counciltable
acknowledges the status NgāiTahu
holds as mana whenua as recognised
by the Crown through theirtreaty
settlement.’’
He said it was acouncildecision in
May 2021 which led to the legislation
beingpresented to Parliament.
NgāiTahu representatives served as
Governmentappointed commissioners
after the elected councillors were
sacked by the previous Nationalled
Government from 2011 to 2016. The
Government also appointed NgāiTahu
councillors in 2016, while Tumu Taiao
advisors also served at the council
table from 2020 to 2022.
Just last week ECan voted against
establishing a Māori ward for the 2025
and 2028 local government elections,
following advice from Te Rūnanga o
NgāiTahu and seven of the 10
Papatipu Rūnanga.
The rūnanga wanted to focus on
building on the existing relationships,
but were open to aconversation about
a Māori ward in the future.
TOOT FOR TUCKER, TUESDAY 5TH DECEMBER
The North Canterbury News, November 30, 2023
Toot for Tucker appeal next Tuesday night
7
North Canterbury food banks are being
swamped as they cater for to the growing
demand for their services.
All are hoping for amuchneeded
boost from the annual Toot for Tucker
appeal as they brace for another big
Christmas rush.
The annual drive will be held on
Tuesday, December 5, between 6pm and
7pm in many parts of the Waimakariri
and Hurunui districts.
Organiser Bev Wright says volunteers
are ready to go, with area organisers
busy getting their teams ready to take to
the streets for the annual appeal which
has become an important date on the
calendar for food banks.
Mrs Wright stresses that all food
collected will stay local.
‘‘The food banks are telling me they
are seeing an increase in those who are
contacting them, often seeking afood
parcel for the first time.’’
She says people often feel
embarrassed, as they had thought food
banks were just there for those
struggling financially, never thinking
they too, might need ahelping hand one
day.
With the increase in the price of food,
and with many families struggling to
meet their weekly needs such as
mortgages, rents, electricity, insurance
and petrol, which have all increased, the
first thing that goes when things get
tough is food.
It is the one item in aweek that they
have some control over.
Bev says the mental stress has been
enormous for many this year and as they
see an increase in mental health issues,
they need to remind the good people of
the regions that the food they collect
during the annual Toot for Tucker, is
there for them.
‘‘We don’t wish to hoard it –wewant
people who need ahand to come
forward and contact their local food
bank, let them know you need some
support.’’
This year organisers have extended
the programme into Waipara.
This is thanks to avery active Food
Pantry which reaches Amberley and
Leithfield, and reaches up into North
Canterbury.
Bev thanked the continued support of
the local Lions Clubs, Fire &
Emergency, community groups and
regular collectors.
‘‘We ask people to use their own bags
or boxes. If their bags or boxes are
missed, please contact us and we will
arrange for them to be collected.
‘‘Or they can drop them into the
Oxford Community Pantry, Salvation
Army Rangiora, Property Brokers
Rangiora (222 High St cnr Durham &
High), The General Store at Pegasus,
Veges Direct in Woodend, and Kaiapoi
Community Services. The Hurunui
District Council and the Hurunui
Library are both available, during office
hours. .’’
Community spirit ... The North
Canterbury community always steps up and
supports the annual Toot for Tucker appeal.
helped her apply. She thought
she was going to attend the
course in February next year.
‘‘Then they called and said
I’m on the next course in
October.’’
As she had already
completed her assessments for
NCEA, her school gave her an
early release.
Jamie says the first days in
Burnham went in ablur.
‘‘It was information
overload, it took aweek just to
learn how to survive daily
there.’’
When to get up, when to eat,
when to clean up andwhen to
sleep. Once she got her head
around itall, she says she
‘‘loved it’’. ‘‘It was hard having
limited access to my cellphone
andevery bit of
communication had to be done
by mail, so Ilearned how to
write aletter.’’
She says the tension of
waiting for aletter to arrive
was something she had never
experienced before.
Used to sleeping in aqueensized
bed at home inLoburn,
Jamie quickly discovered all
she had was asingle bed in a
shared room with another
Christchurch girl.
‘‘She was lovely, just like all
the people on the course. I
have madesomany new
lifelong friends.’’ Her biggest
shock was the fitness. ‘‘I hated
fitnessatschool, but now Ilove
being fit andready to do
anything.”
The courseisaimed at
building the skills employers
are looking for –reliability,
teamwork and leadership,
communication and apositive
attitude. Jamie is now keen to
enter the Air Force as adog
handler.
Kaiapoi Fire
Station opening
By ROBYN BRISTOW
Kaiapoi’s new $8.08 million fire station was
officially opened last Saturday.
Fire and Emergency’s National
Commander Russell Wood officially
opened the $8.08 million station, alongside
members of the Kaiapoi Volunteer Fire
Brigade, iwi, community stakeholders,
Waimakariri District Mayor Dan Gordon
and representatives of Police, Civil
Defence and Coastguard.
The previous station, built in 1962,
suffered significant earthquake damage in
2010 and 2011, with one wingbecoming
structurally unsound and unusable.
The remaining wing and appliance bays
were impacted but remained operational.
The opening of the new Kaiapoi Fire
Station marks the completion of Fire and
Emergency’s Christchurch Rebuild
programme, which involved the
reconstruction of 12 stations across greater
Christchurch.
‘‘Our reconstruction programme ensures
that Christchurch and its surrounding
areas has afitforpurpose network of fire
stations able to meet the needs of local
communities,’’ Fire and Emergency’s
CanterburyDistrict Manager Dave
Stackhouse said.
Kaiapoi’s new station features three
appliance bays, operational
decontamination, storage and breathing
apparatus filling facilities, operations,
meeting, and training rooms, as well as a
separate kitchen space and personal
decontamination facilities. There is afourbay
resource garage and amotor vehicle
extrication training area behind the
station.
The Brigade is amedical coresponse
brigade and attends an average of 250
incidents ayear —structure, vegetation
fires, medical events, and accidents.

Ravenswood growing at speed
Ravenswood development continues to
grow at an impressive speed.
Ravenswood Central development
manager Jerome O’Sullivansays it is
satisfying to see the progress taking
place inthe Waimakariri District’s
newest town centre, Ravenswood
Central.
‘‘Major retailer Harvey Norman is
well into the construction phaseoftheir
new 9300 sqm store, which is likely to
open in late 2024,’’ he says.
‘‘Plus we are noticinganincrease in
expressions of interest from different
retail and service operators, which is a
positive reflection of the region’s
increase in business activity and the
growing awareness of Ravenswood
Central as aplace to do business.’’
After an apparent quiet period in the
restaurant development area in recent
months, openings are coming thick and
fast.
Mr O’Sullivansays two new exciting
eateries are expectedtoopen this week.
The Tsushi Japanese restaurant
opened yesterday, and Mifan Chinese –
arejoining Joe’s Garage,Thai Station,
Spices and The Coffee Club, which are
already trading in Ravenswood
Central’s commercialprecinct area.
More than 750 houses have now built
in Ravenswood with many initial
building preparations now under way on
Mehrtens Crescent (stage five), the
northernmost point of the residential
development.
This accounts for over 50 of the
sections in the development now having
either ahouse on them or under
construction.
Ground works for stage six of the
residential subdivision arewell
advanced, with the bridge over Taranaki
Stream –connecting Ravenswood
Central with the stage six subdivision –
nearing completion.
Up and away ... The new Harvey Norman at Ravenswood is well into the construction
phase of its new 9300 sqm store.
‘‘We are aware of several intended
developments in the light industrial
area, and we have also just signed
conditionalagreements for amedical
centre and dental hygienist in
Ravenswood Central,’’ Mr O’Sullivan
says.
‘‘The new town centre is progressing
well, and we will have further progress
updates in the coming months.’’
Soon to open ... Two new restaurants will
open soon in the Ravenswood Central’s
Bypass commitment
Waimakariri MP Matt Doocey is
looking forward to seeing the
Woodend Bypass finally come to
fruition.
He says National has committed
$270 million to the project to build the
bypass and to extend the Christchurch
Northern Corridor through to
Pegasus.
This will be funded through the
National Land Transport Fund, and
additional Crown capital, with
construction to start in its first term.
Mr Doocey, who now also holds the
portfolio of associate Minister of
Transport along, says he can not wait
to see construction begin.
‘‘As many residents in Waimakariri
will no doubt be aware, Ihave been
campaigning for the Woodend Bypass
for many years.
‘‘The road is currently one of the
most dangerous roads in Canterbury,
with nine fatal and 33 serious crashes
between 20002018.’’
Mr Doocey says he has met with
community groups, schools and
representatives from the AA, and the
need for asignificant solution for the
safety issues is paramount.
‘‘The Woodend Bypass will make the
world of difference for residents of
Woodend, and the wider growing
commuter population, as the district
continues to expand.
‘‘As evidenced by the huge turnout
to my public rally in 2020, there is
overwhelming local support for this
bypass and Iknow it will be agamechanger
for avast number of people’’.
Acommunity garden has been
established at Woodend School.
The garden is acollaboration between
the Woodend Community Association
(WCA) and the school, the association’s
vice president Andy Childs says.
Work on the project began in October
last year with six members of the WCA
clearing aweedcovered space in the
school grounds for planting to begin.
‘‘Once we had removed the weeds and
prepared the ground we planted the first
vegetables —lettuce, broccoli,
cauliflower, Brussels sprouts and silver
beet —onthe same day,’’ Andy says.
‘‘We have been growing vegetables
there ever since.
‘‘First priority for the food grown in
the garden goes to the Woodend School
to help support families, and any surplus
is donated to the wider community via
the nearby Woodend Food Pantry in the
Woodend After School Programme
carpark.
Entrance to the garden is via the
Woodend School staff car park, opposite
the traffic lights on the Main North
Road.
The garden is open to the public most
Saturdays from 10.30am to 12.30pm.
Andy says they may decide to open the
garden for an hour or so during some
summer evenings, and if they do those
opening hours will be advertised on the
Woodend Facebook page.
Andy is akeen gardener and amember
of the Canterbury Community Gardens
Association, asupport network for more
than 46 community gardens in
Canterbury.
He grows many of the plants used for
the Woodend School Community Garden
himself, but says Woodend Nurseries
has also been generous in their support.
Volunteers wanting to help in the
garden are always welcome as are
people wanting to learn how to garden.
Andy says the garden is agreat place
for people to make friends and learn
how to start their own garden.
School milestone celebrated
ByJOHN COSGROVE
Kaiapoi Borough School on
Hilton Street celebrated 150
years of continuous operation at
asmall ceremony last Friday.
Over 90 past pupils and former
staff members gathered in the
school’s hall to renew
acquaintances and reminisce
about old school days.
Among them were the Regan
family —Mrs Marie Regan and
her sons Brian, Kim and Robin,
and her great granddaughter
Gemma Glasson (15).
Mrs Regan (97) had attended
the school as ayoung girl, as had
her sons who were there over 60
years ago.
Brian Regan says it was agood
school and even though he often
got into trouble for playing
pranksonpeople, he and his
brothershad alot of fun.
Carolyn Vasta was apupil in
the late 1960s and says the school
may have changed with new
buildings post earthquake but
the spirit there is still very
strong.
Wendy McGregor of Rangiora
says coming back to the 150th
celebration has meant somuch to
her as she has so many positive
memories of her time at the
school.
Ngaire McNicol went to the
school in 1937 and she
remembers the long walk to
school each day.
‘‘We later bought bicycles and
rode to school, it was alot of fun
as we used to meet up with
friends and ride as abig group to
and from the school.’’
Barrie Fowler went there from
Cake cutting ... Kaiapoi Borough School pupil Makayla Krahagen, aged
13, cutsthe 150th celebration cake with the Board of Trustees chairperson
Christine WilsonGreatbatch, at the school’s 150th anniversary function.
PHOTO: JOHN COSGROVE
1950 to 1955 and remembers he
played alot marbles and rugby
during his time there.
‘‘Mrs Bain was afavourite
teacher for many from the 50s
and 60s, and she was afervent
golfer too,’’ he says.
Barrie says his grandparents
and parents had alsoattended
the school back in 1880s and
early 1900s.
Raeleen Moorecame to the
school as apupil and then the
former principalJohn Warbuton
inspired her to become ateacher
so she returned as the schools
home economics teacher for a
few years.
Following the formal welcome
and afternoon tea, visitors were
invited to walk through the
school with senior students to
visit the new classrooms and to
see the commorative seat made
by the schools caretakerbefore
assembling for the cake cutting.
About 33 Christmas trees will
be decorated for the annual
North Canterbury Soroptimists
Rangiora tomorrow, Friday,
December 1.
Chris Coomber of the North
the trees have been entered by
many different organisations,
schools, and volunteer groups.
‘‘They will start going up
so many amazingly creative
designs being built as part of
the annual Christmas Tree
Festival.’’
Buckle up, slow down
Hurunui motorists are being urged to
slow down and buckle up.
According to NZ Transport Agency’s
Crash Analysis System Data, nine people
lost their lives in vehicle accidents in
Hurunui, between 2012 and 2022,
because they were not wearing a
seatbelt.
Fourteen were seriously injured.
Nationwide, around aquarter of
vehicle accidents involved lack of
restraint use.
Sam Wilson, Watch Operations
Manager Hato Hone St John says
wearing aseatbelt will reduce the risk of
fatality by 40 percent.
‘‘As the driver, make sure everyone
else is buckled up before you put on
yours.
‘‘This factor, coupled with not
speeding, has ahuge impact on keeping
safe this summer.
‘‘The simple physics is that the higher
the speed you are travelling, the bigger
the impact will be,’’ he says.
Across Canterbury between 2018 and
2022, one in five fatalities was caused by
excessive speed, amore common cause
of fatal deaths, in that time, than alcohol
(11.9 %), distraction (4%) and fatigue
(4.2%).
Canterbury Community Risk Manager,
Fire and Emergency NZ, Dean Harker,
says with the festive season approaching
its important to keep an eye on speed,
make sure seatbelts are done up, and if
the intention is to have adrink, its
essential to arrange asafe way home.
‘‘In small communities everybody
knows everybody. Be safe out there.’’
Constable Damian Schuurman,
Culverden Police, shared the sentiments
of Mr Harker and Mr Wilson, and added
Culverden constable ... Damian
Schuurman.
areminder about towing.
He says summer is atime where
holiday makers and farmers often have
something attached to the tow bar.
He says check connections, cornering
carefully, and obey the speed limit.
‘‘If you have got afew cars piling up
behind you, just pull over. If you can
prevent other people from making bad
choices like dangerous overtaking, that's
awin for everyone.’’
Hurunui District Councils Road Safety
Co ordinator Emma Feathery says all the
safety factors apply to everyone using
the District’s 1500km of roads —from
locals living on the 843km of gravel or
unsealed roads, to visitors driving the
wellused roads.
‘‘Working alongside these three lead
agencies, as acouncil, we would really
appreciate it if people took extra care by
keeping aclose eye on the speedo and
putting their seatbelts on.’’
NC business booming
By ROBYN BRISTOW
Business is booming in the Waimakariri
District, according to the latest
Infometrics Quarterly Economic Monitor
(QEM).
Commissioned by the Waimakariri
District Council the report paints a
positive picture overall for the
Waimakariri District.
Commercial (nonresidential) consents
top the list with amassive 177.7% increase
for the year to September 2023, compared
to just +3.7% nationally.
Waimakariri’s nonresidential
construction sector built up astrong
pipeline for future activity over the
September 2023 year, with consents worth
$81m issued, buoyed by a$13mconsent for
retail building, says the report.
House sales, consumer spending,
employment, guest nights and GDP have
also increased in the past year.
Enterprise North Canterbury (ENC)
Business Support Manager Miles Dalton
says, Waimakariri is experiencing an
excellent level of GDP growth at 2.4%,
outpacing national growth of 1.7%.
‘‘This is fuelled by astrong performance
in the construction and professional
service sectors.
‘‘Commercial consents have rocketed
up, showing that this is afastgrowing
business community.
‘‘All the numbers appear to be heading
in the right direction,’’ he says.
Local businesses are feeling the upturn
too, with the recent North Canterbury
Business Opinion Survey in October
showing amarked increase in confidence
among North Canterbury businesses.
Jerome O'Sullivan, Development
Manager at Ravenswood Central, one of
North Canterbury’s largest new
developments says, they are very
encouraged by the districts growing
business confidence.
‘‘We see this in the number of increased
commercial leasing enquiries we are
receiving, as well as the new businesses
opening in the area.
‘‘We are optimistic this will continue to
grow over the next 12 months with the
swell of business activity, increase in
consumer spending and commercial
interest in the district.’’
Mr Dalton says there were acouple of
less positive statistics in the report, most
notably the dairy payout, which
Infometrics forecasts will drop to $217m
from $246m last year.
‘‘Unfortunately, the farmgate dairy
payout for Waimakariri farmers is lower
than in previous years, and is not
expected to improve in the short term.
‘‘Additionally, conversations with
hospitality and retailers show some in
these sectors are still doing it tough.
‘‘But the positive results shown in this
report bode well for better performance
next year.’’
Bus shortage in Canty
By DAVID HILL,
Local Democracy Reporter
More people are using public transport in
Canterbury, but there's not enough buses
to keep up with growing demand.
Environment Canterbury chairperson
Peter Scott said bus use in the Greater
Christchurch area has grown significantly
over the last year, placing services under
pressure during peak times.
‘‘We are going to need to make alot of
buses over the next 10 years to keep up
with demand.’’
The regional council last week voted to
order five new electric buses so it could
increasethe frequency of apopular
Christchurch route.
Buses will run every 10 minutes on
Route 7, between Queenspark and
Halswell, when the new buses arrive in
six to 12 months.
Bus patronage in Waimakariri, in the
year to October, was up 21 percent on pre
Covid levels (2018/19), while the Selwyn
district saw a25.27 percent increase,
council's public transport strategy and
planning manager Sonia Pollard said.
Environment Canterbury had no spare
buses in the fleet, so any improvements
were subject to funding being approved,
Ms Pollard said.
NEWS
North Canterbury News, November 30, 2023
25
‘‘This is why we are getting underway
now with this for our Route 7uplift, which
we hope to implement next year.
‘‘We are working with central
government to identify ways we can
respond to changes in demand, in
particular areas where demand exceeds
capacity which is focused on the peak
times.’’
Speaking at arecent council meeting,
Cr Scott called on the new Government to
help regional councils with the
challenges.
There needed to be more consistency
and the new Government should "look at
this with other regional councils’’.
Environment Canterbury completed a
Public Transport Futures Programme
Business Case in 2019, which estimated
an extra 100 buses would be needed over
10 years.
Anew business case is being prepared
in preparation for the 2024/34 Long Term
Plan and for next year’s National Land
Transport Programme, prioritising
transport spending.
Waimakariri Mayor Dan Gordon says he
is pleased to see asignificant increase in
bus patronage from the district. ‘‘A lot of
the country’s emissions come from
transport so it is great to see that our
improved services are working for people.
Market day for xmas dinners
By SHELLEY TOPP
Rangiora’ sHope Community Trust has
held amarket day to help fund its
Operation Christmas Dinner project.
The aim of the project is to provide
50 families with Christmas dinners
within the North Canterbury region
this year, says atrust spokesperson,
Virginia Breitmeyer.
The market which featured live
music and stalls selling clothing,
sweets, flowers and more was held in
the trust’s Rangiora community garden
grounds last Saturday.
The Operation Christmas Dinner
initiative began last year with the aim
of providing families with the
resources to provide aChristmas meal
for their loved ones in their own
homes.
‘‘It started with the realisation that
we were seeing families who did not
have the resources to provide a
Christmas meal for their families,’’
Virginia says.
The trust responded by providing
Christmas dinner parcels, which
included ingredients for meals of roast
meat, potatoes, carrots, peas and salad,
jelly and ice cream, Christmas treats,
drinks, croissants, and cold meat.
Achance encounter after stopping for
ice cream in Ashburton 18 years ago led
Eyrewell Forest couple Sue and Peter
Forbes to discover apassion for alpacas.
‘‘We lived in Woodend at the time and
were thinking about achange during a
holiday down south.
‘‘On the way back we stopped in
Ashburton for ice cream and while we
were sitting on abank eating our ice
creams, we caught sight of alpacas in the
paddock in front of us and that is how it
all started,’’ says Sue.
Sue and Peter were fascinated by the
inquisitive nature of the alpacas and
this interaction prompted them to sell
their Woodend property and purchase a
4.47hectare olive grove called Tuscan
Downs, in Eyrewell Forest, which they
converted into an alpaca farm.
Peter says there was plenty of work to
be done before they were able to bring
any animals on to the property.
‘‘There were no fences or shelter for
the animals, so it was full on for acouple
of years getting ready for the alpacas.
‘‘We were both working fulltime then,
so we spent most of our free time getting
everything sorted.’’
Having access to reliable irrigation
has been invaluable to the success of
Sue and Peters alpaca farm.
The couple have asmall number of
WIL (Waimakariri Irrigation Limited)
shares with the irrigation schemes
water race running along the full length
and breadth of their property.
‘‘The water runs from their front gate
to apond where apump provides
irrigation for the farm.
‘‘We are on riverbed land, so it is stony
and dry.
‘‘If we didn'thave the WIL water, we
wouldn’t be able to farm here,’’ they say.
The water helps the couple grow
Inquisitive ... Sue Forbes fell in love with
Alpaca and their inquisitive nature.
winter feed for the alpacas.
‘‘We are small users compared to
other shareholders, but we always try to
conserve as much water as possible.’’
The pair attended weekend
workshops run by Southern Alpacas to
learn how to care for alpacas with the
workshops covering everything from
breeding to how to recognise agood
fleece.
They also joined the New Zealand
Alpaca Association and did plenty of
their own research.
Three years after moving to the
property, Sue and Peter welcomed their
first 12 alpacas.
Sue points out that you must keep the
animals together in their family group.
‘‘They don’t like to be alone, and you
need to maintain their natural
hierarchy. We wanted to try our best to
breed alpacas that would do well in the
showring so there are certain traits that
you look for when you are choosing the
best animals to start with.’’
Clydesdalesreign supreme
ByGINA MCKENZIE
After spotting aClydesdale at the 1995
Oxford A&P Show, Margo Vliet Vlieland
turned to her husband Alan and told him
she wanted ‘‘one of those horses with the
fluffy feet’’ forher next horse.
This chance encounter prompted the
pair to learn all they could about
Clydesdales.
They then bought an 18monthold
Clydesdale colt.
Now28years later, Alan and Margo
havebred 11 of their own Clydesdales,
including several champions.
After emigrating from Holland in 1993,
the couple were attracted to the open
spaces of North Canterbury and bought
4.5 hectares ofland in West Eyreton a
year later.
‘‘We came from abuiltup area in the
Netherlands and the idea of having more
space really appealed to us which is why
we moved to New Zealand,’’ says Alan.
The couple purchased four
Waimakariri Irrigation Limited (WIL)
shares when the cooperative started
selling shares in 1998. Alan says the
shares were an insurance for the hay
crop.
‘‘It was abit of agamble buying shares
at the start of the scheme, but it was away
to guarantee agood supply of hay for the
horses.
‘‘It has paid off for us because we have
that security and stability that comes from
knowing that you have the water there
and we can produce much more hay as a
result.’’
When one oftheir horses had problems
with its teeth, Alan and Margo called upon
the services of alocal horse dentist which
in turn piqued Alans interest in equine
dentistry.
In 2003, he travelled to Virginia for a
fourmonth training course and on his
return, Alan started his own equine
Alan treats alltypes of horses with most
clients living in the Canterbury area,
however he occasionally travels as far
south as Oamaru and as far north as
Blenheim to treat horses.
Margo and Alan enjoy the gentle nature
of Clydesdales and find that each of their
horses has their own unique personality.
We have alot of affection for them and
as we don’t have children of our own, they
almost become like part of your family.
That’s abig change from the past when
Clydesdales were seen as work horses
before the days of tractors.
‘‘Clydesdales are generally quieter than
other breeds of horses and they usually
live into their twenties.
‘‘It is not unusual for aClydesdale to
The pair have experienced success on
the show circuit over the years and were
delighted when their fiveyearold
Rangiora HS changing sport management
By DAVID HILL,
Local Democracy Reporter
Rangiora High School has changed the
way it manages sport as it looks to grow
participation.
The school has produced anumber of
national sporting stars in recent years,
including All Black Fletcher Newell
and Football Ferns Gabi Rennie and
Macey Fraser.
Associate principal Paul Donnelly
said the school wanted to take amore
holistic approach which was about
more than ‘‘winning’’.
‘‘Winning and losing is apart of life.
‘‘You get out and do the best you can,
even if the scoreline doesn’t go your
way.’’
Sport taught young people
transferable skills such as teamwork
and collaboration to help prepare
them for the world beyond school, he
says.
Changes include disbanding the
Rangiora High School Rugby Club and
bringing the sport under the direct
control of the school.
Mr Donnelly said the move had not
been popular, but the sports coordinators
hoped to bring more equity
across the different sporting codes by
adopting the ‘‘rugby model’’.
Rugby has its own management
committee, and the sports coordinators
will gradually introduce
committees for each sporting code over
the next 23 years,beginning with
basketball, volleyball and netball.
‘‘We looked at how do we offer the
best service to kids in avery busy
world.
‘‘How do we develop coaches and
managers, and how do we instill in our
students that how we behave on the
sports field, and how we behave in
school, are the same?
‘‘And we want to have more equity,
with no code left behind.’’
PE teacher John MacDonald will be
taking over as sports director next
year, overseeing ateam of four sports
coordinators.
The school receives no funding for
its sports programme and relies on
sponsorship from local businesses and
donations from the wider community.
This year 30 sports were offered,
including seven new sports introduced
during the year.
Basketball is the most popular with
166 students participating, followed by
rugby with 139 players and volleyball
with 122.
Around 4percent (663 students) of
the student body of 1670 participated
in sport this year, a4%growth
compared to 2022 and matching pre
Covid levels.
But it was less than the peak of 750
students in sport in 2017, when the roll
was well over 1700.
While there were 57 staff members
involved in sport, Mr MacDonald says
the school is reliant on the support of
the wider community and is seeking
expressions of interest for coaches,
managers and referees for next year.
Most sports teams had acoach and a
manager, while higher level teams
might have assistant coaches and
assistant managers.
Development opportunities are
available for coaches and referees
through the North Canterbury Sport
and Recreation Trust and through
regional sportingbodies.
Mr MacDonald is looking for
equipment to develop aweights room
in the school gym for student athletes.
‘‘Not all of our students can afford a
gym membership and it will also make
it more cost effective to run team
trainings.’’ The school also offered
coach appreciation and induction
evenings, where coaches from the
different sportingcodes could connect
and exchange ideas.
Stock car teamracing at Woodford Glen this weekend
By JOHN COSGROVE
Stock car teams racing can be
either one of the best, or one of
the dumbest things, any driver
can do, says team manager Tory
Currie of the North Canterbury
Cando Fishing Crushers.
‘‘You are jumping into a
powerful race car weighing
between 1400 to 1500 kgs,
surrounded by steel bracing,
alongside three team mates in
their stock cars, then you
essentially go to war with four
other cars.
‘‘The aim of the game is to get
one of your drivers across the
line first,’’ the former racer
says. It’s four cars versus four
cars racing around on the track
at Woodford Glen, and it is very
popular with race fans.
Due to the high attrition rate
of this high impact, full contact
motorsport, each team has a
spare car in the infield.
If acar breaks down before
the final, then it is swapped
with the infield car.
Mr Currie says it’s agame of
tactics with your runner car
hopefully still racing at the end
of the 10 to 15 lap race.
‘‘The other cars are called
blockers, and their job is to
essentially block or physically
stop the other team’s cars from
reaching the runner, and
stopping them from winning the
race.
‘‘It’s full contact and basically
you go to war to keep them away
from your runner.’’
However due to the
physicality of the racing, all
drivers have to be acutely
aware of how the race is going.
He says drivers need agood
understanding of the teams
race plan to cope with the
unexpected during the tight
racing.
‘‘Last weekend at the Glen
Spun out ... While Riley Eathone of Greymouth spins out, Cando
Crusher 77, Robbie Edgeworth motors ahead as 721 Cory Shearer tries
to catch them up during arecent teams race between the Cando Fishing
Crushers and the Greymouth Grizzlies.
PHOTO: JOHN COSGROVE
when we raced against the
Greymouth Grizzlies team their
captain pinned our runner up
on the wall, but our drivers
knew what to do and another
one quickly took over the
runner’s role, leading us to
victory,’’ Mr Currie says.
‘‘Atthe end of the race we all
had alaugh about it, and
started planning for our next
battle.’’
This weekend Friday,
December 1, and Saturday
December 2, the Koken Tools
Woodford Glen Speedway is
hosting the twoday Mainland
Stockcar teams competition.
On the Friday night, the
South Island Modified
championships will be held
alongside the team races, and
on Saturday the NZ Modified
Grand Prix will also be run.
The Cando Fishing Crushers,
the Mainland title holders for
the past two seasons, are
ranked number two overall in
the country, but Mr Currie says
he’s under no illusions about
the competition.
‘‘The biggest teams in the
country are coming here to try
and take our crown off us.
‘‘They all want to defeat the
Cando Crushers and it’s very
important for us and our
sponsors to keep it here at
Woodford Glen,’’ he says.
The North Canterbury News, November 30, 2023
ECan votes against aMaori ward for now
By DAVID HILL,
Local Democracy Reporter
Environment Canterbury has voted
against establishing a Māori ward for
now, following feedback from Ngāi
Tahu.
The council received feedback from
Te Rūnanga oNgāiTahu and seven of
the region’s 10 Papatipu Rūnanga,
which were all opposed to the creation
of a Māori ward.
Councillors resolved not to establish a
Māori ward for the 2025 and 2028 local
government elections during
Wednesday’s council meeting, but the
decision was far from unanimous.
The decision did not effect the
council’s two Mana Whenua councillors,
who were appointed in October last year
following the passing of the Canterbury
Regional Council (NgāiTahu
Representation) Act 2022.
NgāiTahu councillor Tutehounuku
Korako said the NgāiTahu philosophy
was the Rūnanga represented everyone
living within the takiwā (territory),
including other Māori and nonMāori.
‘‘NgāiTahu are the treaty partners
and our relationship is confirmed
within the NgāiTahu Settlement Act.
‘‘It is all about the Mana Whenua
relationship, but it doesn’t separate
from other Māori because they are part
of our thinking.’’
Cr Swiggs said he respected Ngāi
Tahu’s position as Mana Whenua, but
the Settlement Act, the United Nations
Declaration on the Rights of Indigenous
Peoples and the Waitangi Tribunal all
talked about the rights of ‘‘Māori
Braided Art attracts plaudits
By SHELLEY TOPP
The Waimakariri Public Arts Trust
(WPAT) has received plaudits from many
sectors for its inaugural Braided Art
Exhibition fundraiser.
WPAT chair Jackie Watson said the
trustees were thrilled with the positive
support they received for the event which
was held in the foyer of the Waimakariri
District Council’s service centre in
Rangiora from Tuesday to Friday last
week.
‘‘It was our inaugural event so to
achieve that level of good feedback was
very pleasing and shows there is
considerable support for the exhibition
to become aregular event,’’ she said.
‘‘We have learnt alot from it and will
look to do even better next time. We will
investigate achange of venue and
perhaps achange of timing. The artwork
was all of extremely high quality so it was
disappointing not to sell as many
paintings as we had hoped. But overall
we were thrilled with the support we
received from the 170 artists who took
part, the people who did buy art and the
general public who all told us they loved
the event,’’ she said.
‘‘The exhibition has shown us that
Waimakariri has ahuge depth of
renowned and emerging artists of all ages
and that art is hugely important to people
of all ages and backgrounds in the
Waimakariri community.''
Waimakariri District Mayor Dan
Gordon, who is apassionate arts
supporter and involved in anumber of
arts networks, committees and advisory
groups in the district, was guest speaker
during opening night of the exhibition
last week.
‘‘I know firsthand that art is not only a
way to show emotion, creativity, social
commentary and expression, but also a
way of connecting people and
communities. It is vital to the very fabric
of our society and as acouncil we are
finalising the Waimakariri Arts
Strategy.’’
The need for an arts strategy in
Waimakariri was conceived during
planning for the district’s recovery from
the Covid 19 pandemic.
Mr Gordon said the intent was to
facilitate astrategic approach to
increasing the capacity, capability and
reach of the arts sector in the district.
The Arts Strategy, which is aimed at
helping put the Waimakariri arts sector
and its practitioners on the map as a
creative destination, is expected to be
adopted by the council early next year.
The
Widest
Music
Variety
‘‘I feel there is afear having an extra
Māori seat will dilute Māori
representation.’’
Cr Southworth said the incoming
Government parties had indicated the
Canterbury Regional Council (Ngāi
Tahu Representation) Act 2022 could be
repealed leaving Māori with no voice
and no diversity around the council
‘‘I know how quickly we can lose
representation. In the last term we had
50 percent men and women around the
council table, but now we only have
three women out of 16 councillors.
‘‘Next term the council could end up
being 100% Pākehā men, so a Māori
ward offers some certainty.’’
Environment Canterbury Te Pou
Herenga (NgāiTahu / Māori
relationships director) David Perenara
O'Connell said the feedback from the
Rūnanga was they wanted to focus on
growing the existing relationships.
‘‘They wanted to get the Mana Whenua
councillors embedded first and
indicated further Māori representation
could be considered later.’’
He said based on the 2018 Census,
there were 53,070 residents in Waitaha
Canterbury of Māori descent,
representing 11.1 percent of the overall
population.
Of those, 20,292 identified as being of
NgāiTahu descent (38% of the Māori
population) and 32,778 (62%) were
descended from other iwi.
While anyone voting in a Māori ward
would need to be of Māori descent and
be on the Māori electoral roll, the same
rules did not apply to candidates.
Notice Issued
Council has issued aprecautionary Boil Water
Notice for Oxford Urban and Oxford Rural No.2
water supplies.
Please inform any neighbours or friends on the
scheme who may not be aware of this notice.
Residents on these supplies need to use boiled tap
water or store-bought bottled water for drinking,
should be boiled on arolling boil for one minute.
Stored water and ice should be disposedof.
Un-boiled waterisfine forshoweringin, watering
plants, washing cars etc.
The reason for the Notice is turbidity coming
from the ground supply. The Council isinthe
process of redeveloping the well and installing
this may be the cause.
