Nesting groundsbecome party central<br />

Ashley­Rakahuri River’s endangered<br />

birds’ nesting grounds were<br />

transformed into party central by Crate<br />

Day revellers in 4WD vehicles last<br />

Saturday.<br />

Drivers ignored signs to stay away<br />

from the area, and created amassive<br />

disturbance for nesting birds, scattering<br />

them in all directions as they fled for<br />

safety.<br />

One driver drove his vehicle right into<br />

acolony.<br />

The vehicles began arriving en masse<br />

at the popular Okuku River bridge entry<br />

point, to the Ashley­Rakahuri River,<br />

early morning.<br />

They were met by rangers from the<br />

Department of Conservation (DOC)and<br />

Environment <strong>Canterbury</strong> (ECan), who<br />

handed out information about the<br />

nesting area and amap of the nesting<br />

sites.<br />

Police were also on hand to breath test<br />

drivers and educate the public on how to<br />

drive to the conditions.<br />

Many of the 4WD vehicles did not have<br />

number plates, which meant they were<br />

not legally allowed to drive on the road<br />

alongside the river because it is deemed<br />

apublic road.<br />

They could have faced fines of up to<br />

$200, but no fines were issued.<br />

Further along the river, Ashley­<br />

Rakahuri Rivercare Group (ARRG)<br />

volunteers reported the presence of<br />

between 150 and 200 4WD vehicles had<br />

created amassive disturbance for the<br />

nesting birds, sending them scattered in<br />

all directions.<br />

Under the Wildlife Act it is illegal to<br />

disturb or kill these birds and the<br />

maximum penalty is a$100,000fine and/<br />

or two years in prison.<br />

However the drivers spoken to<br />

seemed unaware of the penalty they<br />

could face.<br />

One young driver who said his name<br />

was Marcus Howorth, aged 17, from<br />

Christchurch, said it was his first year<br />

taking part the Crate Day party, which is<br />

held on the first Saturday of <strong>December</strong>,<br />

when participants set themselves the<br />

challenge of finishing acrate of 12 745ml<br />

beer bottles from noon until midnight.<br />

Marcus was aware that the river was a<br />

nesting colony for endangered birds, but<br />

was unaware he could face aprison<br />

term for disturbing them during his<br />

Crate Day revelry under the Wildlife<br />

Act.<br />

Asked what he would say to someone<br />

who asked him not to go on the river at<br />

this time of year when then birds were<br />

nesting, he said he was confident the<br />

birds could be avoided. When told that<br />

would be impossible because the chicks<br />

were so small and camouflaged well, he<br />

said ‘‘ Iamgoing anyway.’’<br />

This attitude disappointed ARRG<br />

volunteers as well as the DOC and ECan<br />

rangers who have worked hard all year<br />

to help protect the endangered birds, to<br />

keep them from extinction.<br />

‘‘The time will come very soon when<br />

authorities will throw the book at the<br />

vehicle owners.<br />

‘‘They got awarning with police at the<br />

river entrance this year.<br />

‘‘They know they are in the wrong, that<br />

‘‘It would be better for everyone, but<br />

especially for the environment, if they<br />

woke up and realised rivers aren’t<br />

vehicle playgrounds,’’ ARRG volunteer<br />

Judith Hughey said.<br />

It was also adisappointing day on the<br />

river for DOC supervisor Ronan Grew, of<br />

Rangiora.<br />

‘‘We work hard all year to protect<br />

these birds and these guys come along<br />

and wreck all that work in one day,’’ he<br />

said.<br />

‘‘Many of these birds along this river<br />

are taonga (treasure) by Māori. We all<br />

need to buy into the sense that these<br />

birds are special and unless we protect<br />

them they will be lost forever.’’<br />

He would like to see the Waimakariri<br />

District Council, DOC, ARRG, ECan,<br />

Forest and Bird and the local iwi join<br />

together to put astop to the annual Crate<br />

Day carnage along the Ashley­Rakahuri<br />

River.<br />

‘‘We need to all work together to form<br />

apowerful voice for these birds, to make<br />

it clear that in this day and age this sort<br />

of behaviour is not appropriate.’’<br />

Op shop heart of the community<br />

A village op shop in the Hurunui District<br />

has abig heart for its community —and<br />

the planet.<br />

Waikari Op Shop operates from the<br />

Anglican church hall in Princes Street<br />

with grandiose views of the Southern<br />

Alps.<br />

There’s nothingshowy, however,<br />

about what you will discover inside —<br />

just plain country friendliness, free<br />

cuppas with cake on celebratory<br />

occasions, and any item you need to get<br />

through life’s challenges.<br />

Co­ordinator Brenda Murchison says<br />

the team has rallied many times to dress<br />

people for important occasions such as<br />

job interviews.<br />

Parents looking for affordable school<br />

uniforms, grandparents popping in to<br />

find more suitable clothingfor visiting<br />

grandchildren,and campers who have<br />

forgotten essentialkitchen utensils or<br />

havefinished their books, are other<br />

regulars.<br />

‘‘We opened in 2020 after the Covid<br />

lockdown becausewesaw areal need in<br />

the community for aplace for people to<br />

come to for company,’’ says Brenda.<br />

At the same time, the church was<br />

receiving aspike in calls from the<br />

community for items of clothing.<br />

Runentirely by volunteers, Waikari<br />

Op Shop is proud to put its proceeds<br />

back into the community.<br />

This year, monies raised have gone to<br />

along list of community organisations<br />

and facilities,from the MenzShed to the<br />

Community Vehicle Trust, school and<br />

foodbank.<br />

The op shop is also runningadrive to<br />

supply Pasifika women with new<br />

underwear through aRarotonga­based<br />

organisation.<br />

Three suitcases have already left for<br />

Rarotonga and the fourth is well on its<br />

way to being filled.<br />

It’s not just people who benefit,<br />

however.<br />

NC after care still in limbo<br />

<strong>Canterbury</strong>isnocloser to being resolved.<br />

With the promised after hours facility at<br />

the Rangiora Health Hub not expected to<br />

open until 2025, Te Whatu Ora Health New<br />

Zealand advised apublic meeting in<br />

Rangiora in April it had asked local GPs to<br />

come up with an interim plan.<br />

But seven months on, Te Whatu Ora<br />

Waitaha <strong>Canterbury</strong> group manager,office<br />

of the regional wayfinder, Greg Hamilton<br />

said ‘‘conversations are continuing’’.<br />

‘‘We are continuing to work with the key<br />

parties involved in the new practice and<br />

Hato Hone St John, exploring options for<br />

after­hours provision locally that could be<br />

operational before the new facility opens.’’<br />

Waimakariri residents accessing after<br />

hours medical services in Christchurch<br />

had increased by 17 percent since 2019, Te<br />

Whatu Ora advised the April meeting,<br />

which had been called by Waimakariri MP<br />

Matt Doocey.<br />

The Ministry of Health entered into an<br />

agreement with South Link Health Group<br />

in 2021, following apetition calling for<br />

after hours health care being presented to<br />

the former <strong>Canterbury</strong>District Health<br />

Board (CDHB) two years earlier.<br />

South Link Health Group, which is a<br />

network of 26 medical practises, is<br />

responsible for funding and constructing<br />

the new facility.<br />

It will include full radiology services<br />

(ultrasound, CT and MRI scans), GP<br />

services, apharmacy, and urgent after<br />

hours healthcare.<br />

Aresource consent was granted by the<br />

Waimakariri District Council in<br />

November last year.<br />

Aspokesperson for South Link Health<br />

Group said abuilding consent was ready to<br />

be presented and it was seeking tenders by<br />

the end of January.<br />

Work on the site is expected to begin in<br />

March, with the new Rangiora Medical<br />

Centre on track to open in the first half of<br />

The spokesperson said staff recruitment<br />

continued to be ‘‘a major challenge’’.<br />

Mr Doocey said he was frustrated the<br />

building consent has not yet been lodged,<br />

and is calling for clearer communication<br />

from Health NZ.<br />

‘‘This is yet another example of this<br />

project dragging further out, and all the<br />

while the growing community of<br />

Waimakariri is left more confused, and<br />

without fit­for­purpose health services.<br />

‘‘Let’s be clear, residents in Waimakariri<br />

have been promised afacility and have<br />

patiently waited for long enough now.’’<br />

Limited after hours healthcare is<br />

available at Durham Health, Rangiora,<br />

and the Amberley Medical Centre over the<br />

weekend, and at local pharmacies.<br />

Residents can ring 111 in an emergency,<br />

contact their GP to speak to atriage nurse,<br />

call Healthline 0800 611116 for free advice<br />

from anurse, or arrange online video<br />

consultations with adoctor (for acharge).<br />

The after hours triage service is delivered<br />

by Whakarongarou and operates in <strong>North</strong><br />

<strong>Canterbury</strong>, with access to aStJohn<br />

paramedic if aface to face assessment is<br />

required.<br />

The service has been expanded to include<br />

Oxford, Amberley and aged care facilities.<br />

No Maori wards in NC ahead of elections<br />

No Māori wards will be established for the<br />

2025 local government elections in <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

The Waimakariri District Council joined<br />

with its neighboursinHurunui and<br />

Kaikōura in voting against establishing a<br />

Māori ward at acouncil meeting on<br />

Tuesday, <strong>December</strong> 5.<br />

Mayor Dan Gordon said he had met with<br />

representatives from Te Ngāi Tūāhuriri<br />

Rūnanga, which supported the motion to<br />

oppose establishing a Māori ward.<br />

He said the council remained committed<br />

to working in partnership with the<br />

rūnanga.<br />

‘‘Our relationship with Ngāi Tūāhuriri is<br />

very important to us and we have longstanding<br />

connections with them.’’<br />

Areport prepared by the council’s<br />

governance manager, Sarah Nichols, found<br />

the number of people on the Māori roll of<br />

2880 did not reach the threshold for aseat<br />

around the council table alongside the 10<br />

existing councillors and the mayor.<br />

With atotal population of 68,980, Ms<br />

Nichols said there would need to be 3450<br />

people on the Māori roll to reach the<br />

threshold, unless adecision was made to<br />

increase the number of elected members to<br />

12 plus the mayor.<br />

Arepresentation review would need to<br />

be conducted next year if the council<br />

wanted to consider increasing the number<br />

councillors, but this had not been budgeted<br />

for.<br />

Cr Al Blackie said there was no appetite<br />

to increase the number of councillors.<br />

The council voted unanimously against<br />

establishing a Māori ward for the 2025 local<br />

government election.<br />

Afull representation review will be<br />

conducted ahead of the 2028 election.<br />

The Hurunui District Council voted<br />

against establishing a Māori ward at its<br />

September council meeting after<br />

consulting with Te Ngāi Tūāhuriri<br />

Rūnanga and Te Rūnanga oKaikōura.<br />

The following month the Kaikōura<br />

District Council resolved to not establish a<br />

Māori ward based on feedback from Te<br />

Rūnanga oKaikōura.<br />

the town’s opportunity shops.<br />

The event, which was held in<br />

Rangiora’s Good Street Plaza last<br />

Saturday afternoon, was organised by<br />

Rangiora’s Sam Fisher to help the shops,<br />

which he said needed community support<br />

having experienced atough time during<br />

and since the Covid­19 pandemic.<br />

‘‘Rangiora has eight opportunity shops<br />

which is possibly the highest New<br />

Zealand ratio of goodwill shops to<br />

population,’’ he said.<br />

‘‘This show is being held to let these<br />

fantastic shops shine and show the<br />

community what they have for sale.’’<br />

The show, which was opened by<br />

Rangiora­Ashley Community Board<br />

chairman Jim Gerard, was also held to<br />

encourage everyone to think about how to<br />

avoid waste by repairing, upcycling and<br />

shopping second hand.<br />

Anew multi­purposeCommunity Centre<br />

on Pegasus Main Street has been<br />

endorsed by the Waimakariri District<br />

Council and the Woodend­Sefton<br />

Community Board.<br />

The proposal allows for land purchase,<br />

and the construction of a400 square<br />

metre facility by mid­2026.<br />

It includes provisions for acar park, a<br />

future building extension, as well as a<br />

potential passive youth space.<br />

General Manager, community and<br />

recreation Chris Brown says staff engaged<br />

with the Pegasus community earlier this<br />

year to find out the preferred location for<br />

the new facility.<br />

Amajority of locals opted for the<br />

lakeside option after considering two<br />

sites —the Waitaki Reserve owned by<br />

council and land accessed from Pegasus<br />

Main Street owned by the Templeton<br />

Group.<br />

the Pegasus area, after looking the future<br />

need for community facilities in the<br />

Pegasus/<strong>North</strong> Woodend area.<br />

The Templeton Group, who own the<br />

Pegasus Main Street site, had originally<br />

proposed to independently build the<br />

community centre on behalf of council,<br />

however it is now actively partnering with<br />

council to develop it, with council buying<br />

the land outright and building the centre.<br />

‘‘We still have some work to do around<br />

the purchaseofthe land, and will need to<br />

sign off the final purchasebefore work<br />

can begin on design,’’Chris says.<br />

possible youth space concepts to make<br />

sure whatever we build is fit for purpose,<br />

Residents Association has been<br />

successfully managing and operating this<br />

centre since 2017.<br />

The lease for this property is due to<br />

groups and people from the community,<br />

and it’s expected that anew facility will<br />

bring agreater variety of users.<br />

The Woodend/ Pegasus area is expected<br />

to grow to acommunity of over 12,000<br />

residents by 2048.<br />

reserves<br />

Hurunui District Councils Corporate<br />

Planner Maria Edgar is encouraged at<br />

the ideas put forward by Hurunui's<br />

communities, who have been shaping<br />

their future plan for their reserves.<br />

Residents suggestions are to help<br />

update the general policies in the<br />

Reserves Management Plan to dictate<br />

how reserves are utilised and<br />

managed in the district.<br />

‘‘Thank you to everyone who<br />

provided us with feedback. We have<br />

received some great suggestions.<br />

‘‘Now that we have received your<br />

feedback, an updated draft Reserves<br />

Management Plan will be prepared,’’<br />

Ms Edgar says.<br />

Suggested updates include<br />

providing for planting with natives for<br />

carbon credits, utilising species<br />

resilient to climate change, providing<br />

for information boards on reserves<br />

about their characteristics and history,<br />

utilising native flora to mitigate<br />

erosion, improving accessibility of<br />

reserves, walkways and playgrounds<br />

for people with diverse needs, and<br />

broadening the scope of the policies to<br />

allow for unique attractions on<br />

reserves, such as awater garden and<br />

dog parks.<br />

says an updated Reserves<br />

Management Plan will return to the<br />

community for formal submissions on<br />

the content of the draft plan. This will<br />

be publicly notified in 2024.<br />

‘‘We last reviewed our Reserves<br />

Management Plan over 12 years ago, so<br />

this feedback is very valuable to us.’’<br />

<strong>North</strong> <strong>Canterbury</strong>’s mayors are backing<br />

the call for a$10.8 billion investment<br />

<strong>Canterbury</strong>’s land transport<br />

infrastructure.<br />

The <strong>Canterbury</strong> Regional Transport<br />

Committee has approved the draft<br />

<strong>Canterbury</strong> Land Transport Plan for<br />

consultation.<br />

The draft plan emphasised the<br />

proposed Woodend Bypass and a<br />

second Ashburton bridge as key<br />

projects.<br />

The projects would double transport<br />

investment in the region over the next<br />

decade if adopted.<br />

Committee chairperson Cr Peter<br />

Scott said a$4.6 billion contribution<br />

from central Government was needed to<br />

fund the projects.<br />

The committee comprises of the<br />

region’s mayors, along with<br />

Environment <strong>Canterbury</strong> and Waka<br />

Kotahi New Zealand Transport Agency<br />

representatives.<br />

Waimakariri Mayor Dan Gordon said<br />

the Woodend Bypass, the replacement<br />

Skew Bridge in west Kaiapoi and an<br />

eastern Rangiora link road were key<br />

projects for his district.<br />

‘‘These are core infrastructure<br />

projects that are long overdue for a<br />

growth district like ours and ones we’ve<br />

been advocating strongly for over<br />

several years. We look forward to<br />

partnering with the new Government on<br />

these and other roading projects.’’<br />

Kaikōura Mayor Craig Mackle both said<br />

they backed the draft plan as the key<br />

projects would benefit the entire South<br />

Island.<br />

‘‘I have supported Dan on the<br />

in funding, if approved would kick in<br />

like to invest in future transport<br />

solutions for <strong>Canterbury</strong>, while also<br />

providing ongoing stewardship to our<br />

existing transport network.<br />

‘‘A lot depends on the incoming<br />

government and whether they’ll change<br />

the Government PolicyStatement for<br />

Land Transport, whichincludes<br />

provisions for asecond Ashburton<br />

bridge and the Woodend Bypass.’’<br />

Transport budgets are made up<br />

council funding, directCrown funding,<br />

and the National Land Transport Fund,<br />

which includes road user charges and<br />

fuel taxes.<br />

New Transport Minister Simeon<br />

Brown visited Woodend during the<br />

election campaign and indicated a<br />

National­led Government would<br />

commit to building the Woodend Bypass<br />

and asecond Ashburton bridge. Other<br />

projects include Greater Christchurch<br />

public transport upgrades, the Conway<br />

River bridge upgrade in the Hurunui<br />

district and aproposed Rangiora<br />

Call for Government to eliminate smoking in New Zealand<br />

ARangiora GP is calling for the<br />

Government to work towards the<br />

goal of eliminating smoking from<br />

the New Zealand population.<br />

The call from Dr Bevan Rogers,<br />

of Southside Health, came after<br />

the coalition Government<br />

announced last week it would<br />

repeal New Zealand’s<br />

groundbreaking smokefree<br />

legislation to fund tax cuts.<br />

‘‘Weaning the populationoff<br />

cigarette smoking isthe single<br />

most important move that will<br />

improve the health of New<br />

Zealanders,’’DrRogerssaid.<br />

‘‘There has been impressive<br />

progressmade, and the rate of<br />

smoking tobacco is alot lower<br />

than it used to be, and the<br />

improvement in the health of my<br />

patients is obvious.’’<br />

However, vaping, especially<br />

among young people, was now a<br />

huge concern.<br />

‘‘The proliferation of vaping<br />

among the young people of New<br />

Zealand is ahealth disaster,’’ he<br />

says.<br />

‘‘The extent of the health harm<br />

done to our youth is yet to be fully<br />

assessed, but allowing so many<br />

young people to become addicted<br />

to nicotine is an absolute<br />

disgrace.<br />

‘‘The new Government needs<br />

to make radical changes to the<br />

rules, and enforcement of the<br />

rules, around the supply of<br />

vaping in our community. We do<br />

not need avape store in every<br />

suburb.’’<br />

The proliferation of outlets and<br />

marketing of vaping was an<br />

example of what can happen<br />

when an addictive drug is made<br />

legal, he says.<br />

‘‘We are lucky that we voted<br />

against legalising marijuana, as I<br />

am sure asimilar thing would<br />

have happened if marijuana was<br />

legal.’’<br />

Anationwide petition ‘‘Put our<br />

people over profit, stop the<br />

repeal of smokefree legislation’’<br />

established by the National<br />

Māori Public Health<br />

Organisation/ Hāpai Te Hauora,<br />

is calling for the Government to<br />

scrap the smokefree legislation<br />

repeal, has attracted almost<br />

25,000 signatures to date.<br />

Increasing demand at MainPower Stadium<br />

MainPower Stadium in Rangiora, run by the <strong>North</strong> <strong>Canterbury</strong> Sport and Recreation Trust, aims to promote and facilitate healthy sport and<br />

recreational opportunities for everyone in the community. It is <strong>North</strong> <strong>Canterbury</strong>'s biggest sports venue and includes sports courts, conference<br />

rooms, afitness centre and health providers.<br />

Demand for facilities at Rangiora's<br />

MainPower Stadium, is increasing.<br />

Local, regional and national sports<br />

clubs, organisations and community<br />

groups, are booking space, and the<br />

fitness centre is also proving popular at<br />

<strong>North</strong> <strong>Canterbury</strong>'s largest indoor sports<br />

facility which was built by the<br />

Waimakariri District Council and<br />

opened in August 2021.<br />

On average there is 40,000 people per<br />

month through the door of the facility,<br />

with fitness centre users averaging about<br />

13,000 visits per month.<br />

Users can range from acouple of<br />

people shooting basketball hoops, or a<br />

group having acasual game of pickleball,<br />

to walking netball, teams enjoying<br />

national tournaments or regional and<br />

international netballers using it to train.<br />

manager, say the conference rooms are<br />

also getting busier with avariety of users,<br />

with the flexibility to provide larger or<br />

smaller meeting and conference spaces<br />

Caroline says court space for 2024 is<br />

already filling up with bookings from<br />

regular users and major events.<br />

To help with this growth two additional<br />

grandstands of 82 seats are being added<br />

to cater for larger audiences in the<br />

courts, in particular for the Tactix<br />

netball team which will play two games<br />

at the Stadium this season.<br />

The first is scheduled for May 19, and<br />

the second in July 14, both of which will<br />

be televised.<br />

‘‘They love playing here because of the<br />

atmosphere created with the crowd so<br />

close to the side lines.<br />

‘‘While venue capacity is only 1000<br />

people they tell us the vibecreated in a<br />

smaller space has apositive effect on the<br />

players,’’ Caroline says.<br />

The Alpine Classic national cheer<br />

leading competition is also returning in<br />

2024, after filling the stadiuminOctober<br />

this year in just the second year of<br />

holding this event.<br />

‘‘This competition is growing fast.<br />

Empire Athletics, which run the event,<br />

love the venue and atmosphere it<br />

creates, and it is so handy to their base in<br />

Southbrook.’’<br />

Korfball tournaments are also<br />

becoming popular with return visits<br />

booked, while futsal is also enjoying the<br />

facility, with aregional home and way<br />

series centred around it.<br />

NewZealand Futsal will hold its<br />

summer home series at the stadium<br />

which will be live streamed.<br />

The under 20 (was under 19), National<br />

Basketball Tournament returns in June,<br />

Kings Birthday weekend, next year for<br />

the weekend of May 31 to June 3, and in<br />

Futsall ... NZ Futsall is holding its summer<br />

home series at MainPower Stadium, which<br />

will be live streamed.<br />

September <strong>North</strong> <strong>Canterbury</strong> Basketball<br />

will host the New Zealand schools<br />

tournament.<br />

Pickleball is now the third most<br />

popular sport at the stadium, behind<br />

netball and basketball.<br />

‘‘It’s massive overseas, and is now<br />

really taking off here,’’ says Tony.<br />

‘‘Were regularly filling all our<br />

pickleball courts to overflowing at our<br />

open rec­play sessions, and more and<br />

more people are hiring courts to play<br />

socially on evening and weekends.’’<br />

The <strong>North</strong> <strong>Canterbury</strong> Sport &<br />

Recreation Trust has also started a<br />

lunchtime league on Thursdays which<br />

has attracted up to 18, mostly corporate,<br />

teams each week.<br />

MainPower Stadium will be running its<br />

own invitational Pickleball Tournament<br />

in April, with <strong>Canterbury</strong> Pickleball<br />

looking at running aNational<br />

tournament in November.<br />

The MainPower Stadium courts will<br />

have their first maintenance sanding<br />

over the New Year break, which<br />

provides an ideal opportunity to add new<br />

lines for those sports that are in demand.<br />

This will include eight proper<br />

pickleball courts and key markings for a<br />

second full size futsal court.<br />

‘‘With atotal of 14 pickleball courts<br />

across all four of the stadiums courts<br />

we’ll have more flexibility to both grow<br />

and to work in with other users so we can<br />

make best use of the space available.<br />

reduce time taken for taping the second<br />

court for larger tournaments,’’ says Tony.<br />

Tony and Caroline say one of the<br />

biggest positive comments they get from<br />

MainPower Stadium users is the parking<br />

that is available.<br />

‘‘Users don’t have to park blocks away<br />

and walk to the facility. Parking is<br />

available on site, and for bigger events<br />

we can include parking at the hockey<br />

turf, Maria Andrews Park and even<br />

Xmas tree festival<br />

Christmas trees adorned in glitter, fake<br />

snow, baubles, colourful sashes and hand<br />

made decorations are on show at the<br />

annual <strong>North</strong> <strong>Canterbury</strong> Soroptimists<br />

Christmas Tree Festival.<br />

Held at the Waimakariri District<br />

Council offices in Rangiora, atotal of 33<br />

trees were decorated last Friday by<br />

volunteer groups from community<br />

organisations, schools and businesses.<br />

Mary Harris, ateam member of the<br />

<strong>North</strong><strong>Canterbury</strong> Soroptimists<br />

Christmas Tree committee, says she has<br />

been impressed by the high standard of<br />

creativity this year.<br />

‘‘Every year, for the four years we have<br />

been running it, Iwonder where the<br />

teams get their christmas tree design<br />

ideas from —they are so imaginative and<br />

innovative.’’<br />

She says anew eco­recycled category<br />

prize has been added this year<br />

‘‘It is amazing to see what people and<br />

children have come up with.<br />

‘‘There are trees adorned with used<br />

facemasks repurposed as fairies, New<br />

World shopping bags made into stars, and<br />

scout toggles recycled into decorations.<br />

‘‘There are some very clever people out<br />

there.’’<br />

Funds raised this year will support the<br />

<strong>North</strong> <strong>Canterbury</strong> Big Brothers Big<br />

Sisters programme.<br />

The festival runs until <strong>December</strong> 15,<br />

and is open each day for the public to<br />

view from 9am –4.30pm.<br />

People can donate agift to achild in<br />

need at the gifting tree, with presents<br />

donated to Wellbeing <strong>North</strong> <strong>Canterbury</strong>,<br />

or remember aloved one with the<br />

remembrance tree.<br />

Entry is free, but there’s agold coin<br />

donation to vote for the best tree.<br />

The festival is only open on weekdays,<br />

apart from Sunday, <strong>December</strong> 10, for the<br />

Rangiora Santa Parade.<br />

The festive season welcomed<br />

Santa Claus atop his sleigh was the<br />

highlight for those attending the Kaiapoi<br />

Toyota Santa Parade and Carnival last<br />

Saturday.<br />

Alarge crowd filled Williams Street in<br />

Kaiapoi as 70 floats, cars —classic and<br />

modern —large trucks, fire engines,<br />

bands, gymnasts, schools and volunteer<br />

groups, plus the Grinch, Marvel<br />

characters, street entertainers and<br />

Pokemon all paraded before Santa<br />

himself made his appearance.<br />

Christmas Carnival and the Wilsons<br />

Traffic Management Kaiapoi Street<br />

Market heldbefore the parade were<br />

packed with shoppers and children as<br />

families sought to find some early<br />

Christmas presents.<br />

Kaiapoi Promotions Association (KPA)<br />

chairperson Janine Duke says the parade<br />

was very exciting to be part of.<br />

‘‘We had such awonderful day, it is<br />

good to see the parade and carnival<br />

getting bigger and better every year.<br />

‘‘This year it again drew alarge crowd<br />

of visitors to Kaiapoi.<br />

‘‘I can’t even put anumber on just how<br />

many attended, so one of our goals for<br />

next year is to figure out how to record<br />

just how many people attend the carnival<br />

and parade.’’<br />

To achieve this, she says they are<br />

considering commissioning asurvey to<br />

see how many, why and where are people<br />

coming from.<br />

‘‘Overall I’m very pleased with how the<br />

carnival and parade went.<br />

She says it has been very encouraging to<br />

hear all the positive commentsabout the<br />

parade and carnival.<br />

‘‘We had an amazing amount of positive<br />

responses from families about the new<br />

McAlpines Mitre 10 Mega Family Fun<br />

Zone."<br />

She says they received many comments<br />

from parents saying how it was such good<br />

value for their children spending just $5<br />

to play all day on the games, bouncy<br />

castles, pony rides and pedalmania<br />

attractions.<br />

schools, all the businesses and<br />

individuals who took part and made it the<br />

highlight of the whole carnival.’’<br />

Year one and two students from<br />

Rangiora Borough School wereinvited<br />

to 61­65 Church Street opposite their<br />

school, to view the construction of new<br />

Kāinga Ora homes in action from a<br />

birds eye view —onanelevated<br />

platform.<br />

The very excited children received a<br />

lesson in site safety from Contract<br />

Construction, who are building the<br />

new homes, that included afun game<br />

of spot the safety feature.<br />

They were also able to ask Kāinga<br />

Orastaff questions about how the<br />

organisation builds homes for whānau<br />

in need.<br />

Year 7and 8students then came<br />

along to apanel question and answer<br />

session, with representatives from<br />

across the construction industry, who<br />

workwith Kāinga Ora and Contract<br />

Construction, sharing what they do in<br />

their construction roles.<br />

Each panellist let the students know<br />

how they ended up working in the<br />

construction industry and why they<br />

love what they do.<br />

This was followed by some questions<br />

from the students.<br />

Shane Buckner says the kids had a<br />

great time up on the platform looking<br />

down at the new homes being built and<br />

learning about the construction<br />

process and the safety features onsite.<br />

‘‘You could tell by the look on their<br />

faces and the inquisitive questions<br />

they had that they were enjoying<br />

themselves.<br />

‘‘Our older students really<br />

appreciated hearing about the<br />

prospects of acareer in construction.<br />

‘‘It got them thinking about what<br />

subjects they may like to engage with<br />

as they get prepared to take the leap to<br />

their first year of high school.<br />

‘‘We are really thankful to Kāinga<br />

Ora for creating this opportunity to see<br />

the construction of much­needed new<br />

homes in action and for the fantastic<br />

information they provided about the<br />

meaningful work they do in the<br />

community,’’ Mr Buckner says.<br />

Director Liz Krause says it was<br />

wonderful to connect with the local<br />

school and provide the opportunity to<br />

some of the community’s young<br />

people.<br />

‘‘We have asteady stream of new<br />

so having an opportunity to connect<br />

and show people what we do is so<br />

valuable.<br />

‘‘We hope we were also able to<br />

inspire afew budding tradies or health<br />

and safety advocates to consider a<br />

career in the construction industry,’’<br />

No plans for fluoride<br />

Fluoride will not be introduced to <strong>North</strong><br />

<strong>Canterbury</strong> drinking water supplies<br />

anytime soon.<br />

The region’sthree councils have no<br />

plans to introduce fluoride,despite<br />

legislation requiring the fluoridation of<br />

drinkingwater suppliesserving more<br />

than 500 people.<br />

Earlier this month the High Court<br />

issued apreliminary decision ruling<br />

directivesissued to 14 councils by<br />

former Director GeneralofHealth, Sir<br />

Ashley Bloomfield, were unlawful.<br />

The High Court said the directives<br />

containedaproceduralerror, as they<br />

did not give specific consideration to the<br />

Bill of Rights Act.<br />

Sir Ashley had written to councils in<br />

<strong>December</strong>2021 to confirm fluoridation<br />

of supplies serving more than 500 people<br />

would be required under the Health<br />

(Fluoridation of Drinking Water) Act<br />

2021.<br />

The Waimakariri, Hurunui and<br />

Kaikōura District Councils complied<br />

with arequesttoprovide information on<br />

the costs and timeframesfor introducing<br />

fluoridation at the time.<br />

None of the three <strong>North</strong> <strong>Canterbury</strong><br />

councils have been issued directives.<br />

AKaikōura District Council<br />

spokesperson said fluoridation would<br />

only apply to the Kaikōura urban supply,<br />

Hurunui District Council chief<br />

council had not discussedthe issue nor<br />

formed aview on fluoridation.<br />

Waimakariri District Council utilities<br />

and roading general manager Gerard<br />

Cleary said the council received the<br />

occasional enquiry about fluoridation,<br />

but it did not appear to be abig issue for<br />

residents.<br />

‘‘It does get raised occasionally and<br />

often people get confused between<br />

fluoride and chlorine.<br />

‘‘We have done some work to<br />

understand how much it would cost and<br />

we have provided that information to the<br />

Ministry of Health, but we haven’t had<br />

any instructions.<br />

‘‘If we did get an instruction to do it,<br />

we would have aconversation with the<br />

community.’’<br />

In the meantime, the council is<br />

pressing ahead with plans to introduce<br />

ultra violet treatment of its water<br />

supplies, in line with the New Zealand<br />

Drinking Water Standards.<br />

The council was also chlorinating all<br />

of its water supplies in line with<br />

instructions from water regulator<br />

Taumata Arowai.<br />

Last month Taumata Arowai declined<br />

the first of six applications from the<br />

council for exemptions from<br />

chlorinating the district’s six urban<br />

water supplies.<br />

Mr Cleary said the council was<br />

continuing to work with the regulator ‘‘to<br />

determine apath forward where our<br />

drinking water can be chlorine­free’’.<br />

waterfront could be set for expansion.<br />

The Kaikōura District Council has<br />

agreed to publicly notify arequest from<br />

Kaikōura Springs Ltd to expand its<br />

proposed hot pools site on the Esplanade<br />

to 3000 square metres.<br />

Alease was granted to Kaikōura Springs<br />

Ltd last year to occupy 2400 square metres<br />

of reserve land, while it developed a<br />

proposal for ahot pools, spa and wellness<br />

centre on the site of the former Kaikōura<br />

Lions Community Pool, whichwas<br />

destroyed in the 2016 earthquake.<br />

with Te Rūnanga oKaikōura, since the<br />

In the proposal some of the original 2400<br />

square metres would be taken back to<br />

include in the council’s link pathway.<br />

An additional area of 934 square metres<br />

would be added to the project site to<br />

extend it to 3000 square metres.<br />

The report says community facilities,<br />

including atoilet and shower block,<br />

playground and barbecue area, would<br />

need to be relocated at the developer’s<br />

expense.<br />

Public consultation will be open from<br />

<strong>December</strong> 1toJanuary 22, before the<br />

PROJECT UPDATES<br />

Upgrading a1.5km water line on the Waiau rural scheme<br />

feeding the Mt Highfield reservoirs.<br />

WAIAU RURAL SCHEME<br />

Upgrading a1.5km water line onthe Waiau rural scheme feeding the MtHighfield reservoirs is happening at the<br />

moment. The new pipe installed is90mm polyethylene, replacing undersized and old pipe which was installed in<br />

the 1970's. This work was budgeted into the 2021/31 Long Term Plan.<br />

KOWAI WATER TREATMENT PLANT<br />

We have commenced with the build of the first of the two 1.5KL new reservoirs at Kowai Water Treatment Plant.<br />

Construction to date has involved building the top ring then jacking up and installing the next ring, and so on, until<br />

all five levels are complete. The roof for the first reservoir will beinstalled inJanuary. Construction for the second<br />

reservoir will happen in the new year, the roof will go on at the end of February. This work is part ofthe Council's<br />

Long Term Plan 2021/31.<br />

HURUNUI 1<br />

Hurunui No1 intake upgrade isprogressing along nicely. The 1million-litre reservoir tank is now complete. The<br />

concrete floor for the treatment shed has been poured. Agood percentage of the pipework has been installed<br />

along with the electrical and communication duct work. Next steps are toget the building water-tight before the<br />

Christmas break, and mark out and pour the remaining support slabs.<br />

LOO WITH AVIEW<br />

A new toilet block has just opened at St Anne's Lagoon. It was partly funded by the government's Tourism<br />

Infrastructure Fund (TIF). Two other toilet facilities partly funded by TIF are in Greta Valley and Rotherham.<br />

REWI ALLEY’S 126TH ANNIVERSARY<br />

The 126th anniversary since the birth of Rewi Alley was celebrated last Friday in Amberley. His father was the<br />

principal of Amberley School, which used tobesituated in Chamberlain Park. The creek running through the park<br />

was afavourite play spot for Alley asayoung boy. In1926, as ayoung adult Alley moved to China where he<br />

stayed for 60 years. His grandson Michael Duan spoke toAmberley School pupils on Friday about his<br />

grandfather’s fondness for the <strong>North</strong> <strong>Canterbury</strong> town. In 2015 Hurunui District signed asister-district relationship<br />

with Changping in Beijing, based on the values of education and tourism opportunity. In2016 acity-relationship<br />

was signed with Honghu City in Hubei Province, based on the life and works ofRewi Alley.<br />

Apparently, in 1642 Abel Tasman's crew enjoyed the first Christmas dinner inNew Zealand –freshly killed pork from the<br />

ship's menagerie washed down with 'extra rations of wine'. In 1769 James Cook's crew marked the occasion by feasting on<br />

'Goose pye' (made with gannet).<br />

Woodycalling time at Arthur Burke Waikari<br />

It’s been abig change from working<br />

with points and carbs to now fixing<br />

cars with 30 computers in them.<br />

Just two months shy of 46 years of<br />

employment at Arthur Burke Waikari,<br />

garage manager Brian (Woody)Wood is<br />

retiring.<br />

He is stepping aside after his four<br />

and ahalf decades of service to the<br />

business and the community in the<br />

small <strong>North</strong> <strong>Canterbury</strong> rural<br />

township.<br />

‘‘Over the years Ihave worked on the<br />

cars of many people's grandparents,<br />

parents and now I’m working on their<br />

sons and daughters vehicles.’’<br />

Well known for working for Burke’s,<br />

Woody is also the chief of the Waikari<br />

Volunteer Fire Brigade.<br />

His love for the Hurunui began when<br />

he shifted to Hawarden in 1974 and<br />

then Waikari from Christchurch as a<br />

teenager with his father.<br />

Initially, he felt he might not like the<br />

place, but he ended up staying and<br />

making his life there.<br />

He’s married to Terri, the township<br />

postie, and has two adult children and<br />

one ‘‘lovely granddaughter’’ who he<br />

loves looking after.<br />

After attending Hawarden High<br />

School, Woody began afour­year­long<br />

apprenticeship as an automotive<br />

mechanic with Burke’s on February 8,<br />

1978.<br />

He earned $51 for a40­hour week<br />

and still has his first payslip.<br />

‘‘I was always working on cars and<br />

lawn mower engines at home, pulling<br />

them apart and fixing them up.’’<br />

He says Arthur Burke Waikari was a<br />

smaller workshop back then, but<br />

Waikari itself was much bigger.<br />

‘‘We had more shops, two groceries, a<br />

butcher and four businesses that<br />

dispensed fuel, plus there was a<br />

Hurunui District Council office and<br />

yard and the banks visited twice a<br />

week.<br />

‘‘Sadly they have all gone now.’’<br />

When he first started work he says<br />

making the journey into Christchurch<br />

was amission.<br />

‘‘I drove either an Austin A50 or a<br />

Morris 8and you had to plan your<br />

journey because it would take all daythere<br />

and back.<br />

‘‘It was abig trip then –now it's just<br />

adash down the road to catch agame or<br />

visit arestaurant.’’<br />

He says in the 70s and 80s they used<br />

to get afew cars calling into the garage<br />

with their engines overheating or<br />

sufferingfrom other mechanical<br />

problems.<br />

‘‘But today cars are pretty reliable<br />

and if anything does go wrong we just<br />

plug them into acomputer to see<br />

what’s wrong with them.’’<br />

He started on British and Australian<br />

Holden cars.<br />

He has enjoyed his employment at<br />

Arthur Burke, and had ‘‘many good<br />

bosses’’.<br />

He is avolunteer fireman at the<br />

Waikari Volunteer Fire Brigade for 41<br />

years.<br />

‘‘I wanted to help out in my<br />

community.’’<br />

Initially, he says it was just fighting<br />

scrub and property fires in the district<br />

with the odd motor vehicle accident.<br />

Now Fire and Emergency NZ has<br />

them turning out to help at purple calls<br />

(medical events).<br />

Woody says he often personally<br />

knows the family living on the site the<br />

call out is to.<br />

Woody says he is looking forward to<br />

several projects he has planned in his<br />

retirement, and to enjoying fishing at<br />

Lake Sumner.<br />

also went to Hawarden High School.<br />

He started at Burke’s in <strong>December</strong><br />

1991 as an apprentice automotive<br />

mechanic and is also the deputy chief<br />

at the Waikari Volunteer Fire Brigade.<br />

Rachel Vogan cues the key tasks<br />

for abusy month in the garden.<br />

Life in the garden this month can be as<br />

active or as relaxing as you want.<br />

<strong>December</strong> can be abusy month with<br />

social activities and the madness that<br />

Christmas brings, along with the end­ofyear<br />

catch­ups. Don’t panic if parts of<br />

the garden get neglected this month.<br />

With alittle careful planning –<br />

especially with the use of thick mulch<br />

layers –your garden should tickalong<br />

nicely.<br />

Edibles<br />

New spuds will be on the menu this<br />

month –plants indicate they are ready to<br />

harvestbyflowering or when the main<br />

stems begin wilting.<br />

Late­season potatoes can be planted<br />

now; often, these can go into the ground<br />

where the new potatoes havebeen<br />

growing. Sow another batchofsweet<br />

corn seed to extend the harvest season.<br />

If the vegetable garden is full, plant a<br />

few in the flower garden or in large tubs<br />

and containers.<br />

Nip off laterals on tomatoes. Cover<br />

strawberrieswith netting to keep the<br />

birds away from ripening fruit.<br />

Mulch<br />

When you do not have alot of time to<br />

spend on your garden, addinglayers of<br />

mulch can be alifeline.<br />

Mulch helps to retain moisture in the<br />

soil by reducingevaporation (meaning it<br />

needs less watering), which is especially<br />

important during hot and dry days.<br />

Mulch is also amazing at reducing<br />

weed growth by blocking sunlight from<br />

reaching weed seeds, whichprevents<br />

them from germination.<br />

It also helps the soil retain nutrients<br />

by preventing them from being washed<br />

away in excessive rain.<br />

As mulch decomposes and rots down,<br />

it adds organic matter to the soil that<br />

feeds all the worms and increases soil<br />

fertility.<br />

There are many different types of<br />

mulch available, including bark, wood<br />

ships and straw. Mulched leaves and<br />

stems can be used, but avoid layers of<br />

grass clippings.<br />

Indoor plants<br />

Time to dust off the leaves of your<br />

favourite plant babies indoors. Over<br />

time, layers of residual house dust settle<br />

on the foliage, limiting the plant’sability<br />

to clean the air in your home and<br />

slowing down their growth rate.<br />

Using asoft cloth or aleaf glove, gently<br />

removethe surface dust. Aquick rinse<br />

under the shower does wonders for<br />

them too. Alittle leaf shine or oil will<br />

complete the freshen­up.<br />

The brilliant red poinsettia will be<br />

putting on ashow this month. To keep<br />

poinsettias at their best, do not place<br />

them in direct sunlight, and water once<br />

the soil has dried out as they loathe wet<br />

feet.<br />

Lavender<br />

The first flush of flowers will be nearly<br />

over on French lavenders now<br />

(Lavandula stoechas).<br />

To keep the plants fresh and to trigger<br />

anew flush of flowers, lightly prune to<br />

removethe old flowerheads.Ahaircut<br />

now also helps prevent the plants from<br />

getting woody and floppy. It readily<br />

roots from stem cuttings, so put those<br />

trimmings to use by making afew free<br />

plants.<br />

Remember, lavender loves full son<br />

and good drainage.Dried lavender is<br />

the most wonderful room deodoriser –<br />

simply dry and crush the leaves.<br />

MakeaChristmas wreath<br />

Have you ever tried making your own<br />

wreath? Pre­made circles and blocks<br />

are widely available;many are filled<br />

with oasis (floral foam) and ready to go.<br />

Or, considermaking your own wreath<br />

by twisting pliable stems of gum, willow<br />

or dogwood into acircle, then adorn<br />

with flowers,gum nuts, little pine cones,<br />

shells, fragrant foliage (life rosemary,<br />

bay or lavender) and perhaps candles.<br />

Lilies<br />

The first seasonal lilies will be in bloom<br />

this month. When picking stems, leave a<br />

reasonable amount of stem in the<br />

ground as it will continue to provide<br />

food and nourishment to the bulb below,<br />

and it reminds you of where they are<br />

planted too.<br />

Ideally, pick once the buds have<br />

fattened up and they are showing alittle<br />

colour. When the flower buds are tight<br />

and very dark green, they rarely open<br />

once picked.<br />

When picking, remove the lower<br />

leaves so here is no foliage below the<br />

water line of the vase and change the<br />

water every few days to extend the life of<br />

the lilies.<br />

To reduce pollen, the stamens can be<br />

Seasons’seatings from your edible garden<br />

Rachel Vogan offers advice for keeping on top of the edible garden and<br />

fruit patch this month.<br />

Summer is such an abundant time of the<br />

year. Many crops planted in spring will be<br />

maturing now, adding alot of variety to<br />

mealtime. With the warmer weather,<br />

crops burst into life. Cauliflower that have<br />

been seemingly sitting still for months will<br />

suddenly develop fat juicy heads.<br />

Radishes can double in size from one<br />

week to the next. Zucchini will begin<br />

pumping out armloads of produce, and<br />

leafy salad greens should be astaple in<br />

many homes.<br />

Plant tomatoes<br />

It’s your last chance to get tomato plants in<br />

the ground this month. Remember,<br />

tomatoes require all­day sun to ensure a<br />

decent crop. Less sun will equal asmaller<br />

harvest.<br />

Growth will be active now, with fruit<br />

forming and, in some cases, the first fruit<br />

may be ripening, especially on cherry<br />

tomatoes. Tie stems to stakes or strings on<br />

aregular basis to support the plant. Keep<br />

an eye out for whitefly and greenfly as both<br />

can cause real problems if left<br />

uncontrolled.<br />

Aim to water deeply once every few<br />

days, rather than asplash every day. The<br />

aim with deep watering is to encourage<br />

the plant to push its roots deeper into the<br />

cooler soil to search for water.<br />

If growing tomatoes inside, make sure<br />

there is good ventilation, both for air<br />

movement and to aid in pollination.<br />

Remove laterals as they appear –these are<br />

the side branches that appear from stems<br />

–asthey do not produce much fruit and<br />

take alot of energy from the plant.<br />

Basil<br />

While many plants may already be in the<br />

ground or in pots, <strong>December</strong> is one of the<br />

best months to plant basil as the<br />

temperatures are consistently warm and it<br />

thrives once the temperatures are warmer<br />

and stable.<br />

Outside, choose ahot, sunny position.<br />

When planting in the ground, give the soil<br />

aboost by adding compost or manure.<br />

Allow 20cm between plants where<br />

possible. Basil likes plenty of air<br />

movement so avoid cramming too many<br />

plants into asmall spot.<br />

When growing basil in pots, use the best<br />

potting mix you can –itenjoys afertile soil<br />

basis.<br />

Pinch the tips out to encourage more<br />

leafy growth and limit flowering. Once<br />

plants start flowering, little new leaf<br />

growth appears.<br />

Harvest Broad Beans<br />

These wee fatties will be ripe for the<br />

picking now. Pick the pods once they are<br />

finger­sized. Once the pods get larger, the<br />

beans become tougher and slightly<br />

astringent and take more cooking to<br />

soften.<br />

Regular harvesting triggers the plant to<br />

produce more flowers and pods. The<br />

beans freeze well once taken out of the<br />

pod. Podded beans can also be dried for<br />

later use. Once the plants are finished, the<br />

stems are awonderful addition to compost<br />

bins. Chop the stems up and add to<br />

compost or dig back into the soil to rot<br />

down.<br />

Peas<br />

Keep picking to keep these ticking along.<br />

Over the next couple of months, as the<br />

weather warms, growth on podding peas<br />

and snow peas does slow down. Therefore,<br />

make the most of the last cooler month of<br />

growth. Peas do not like hot temperatures.<br />

To maximise growth this month, pick ripe<br />

pods as soon as they appear,and add some<br />

sheep pellets or something quick­acting to<br />

boost lacking soils and force the plant to<br />

produce more flowers and peas before the<br />

intense heat of late January and February<br />

grinds things to ahalt.<br />

Save seed of some peas to use as seed for<br />

the next season’s crops.<br />

Cauliflower and Broccoli<br />

These heading brassicas can surge into<br />

life over the hot months. For plants that<br />

have been in the ground for quite some<br />

time, heads may appear quickly, which<br />

can come as asurprise if the plants have<br />

been sitting still for afew months.<br />

This is very common with cauliflower –<br />

one day there is no sign of one and aweek<br />

or so later alarge head is sitting there. It<br />

can be achallenge to manage utilising all<br />

the produce if it matures at the same time.<br />

Do pick the heads once they are ready as<br />

they will not hold well in the garden and<br />

will more than likely blow open and<br />

discolour. Look for ways to cook or store<br />

the produce for later. Both crops freeze<br />

well.<br />

Rhubarb<br />

Over summer with regular harvesting, you<br />

can expect to be eating sweet juicy stems<br />

of leggy and prolific rhubarb right through<br />

until the end of autumn.<br />

Regular harvesting promotes new stems<br />

and growth. Keep the water up to plants<br />

and add layers or organic matter or wellrotted<br />

manure to the ground around the<br />

crowns. Rhubarb is aheavy feeder and<br />

loves layers of organic mulch, especially<br />

manure. Remove any seedheads as soon<br />

as they appear.<br />

Rhubarb is an easy and reliable crop to<br />

grow in apot or acontainer. Harvest it as<br />

close to use as possible, as it doesn’t store<br />

that well in the fridge. Once Ipick mine, I<br />

leave it sitting in abucket of water until I<br />

use it. Stems can be cut into chunks and<br />

frozen.<br />

Strawberries<br />

Strawberries will be ripening on aregular<br />

basis. To keep them flourishing, give the<br />

plants adrench of liquid food once or<br />

twice amonth. Strawberries respond<br />

particularly well to this. Remove side<br />

runners as they suck energy from the<br />

parent plant, which slows down flower<br />

formation.<br />

At present, the aim is to encourage the<br />

plant to produce more flowers, not leafy<br />

growth. Add more layers of straw if<br />

required to help maintain soil moisture<br />

and keep the fruit free from dirt.<br />

Nurture Kūmara<br />

Kūmara is being more widely grown all<br />

over the country. It’s too late to start off<br />

new cuttings and slips now though, as this<br />

should have been done in early spring.<br />

Rhubarb ... Sweet and juicy.<br />

Kūmara requires along growing season —<br />

five to six months. For crops in the ground,<br />

check the tendrils are in contact with the<br />

ground. At this time of year, leaf growth is<br />

required to give the plant the energy to<br />

start the development of the tubers below<br />

the ground. Regular watering is required<br />

in dry areas or if growing in tubs and<br />

containers, but avoid flooding the ground<br />

as kumara do not enjoy wet soil.<br />

Cucumbers<br />

Growth will ramp up this month.<br />

Cucumbers are heavy feeders and flourish<br />

with aregular feeding programme.<br />

Seaweed fertilisers work well, or try<br />

making comfrey fertiliser from comfrey<br />

leaves. Aim to keep the developing fruit up<br />

off the ground, as cucumbers may grow<br />

unevenly and potentially rot if left on the<br />

ground. Water plants regularly throughout<br />

the season. Seeds can still be sown this<br />

month.<br />

Passion Fruit<br />

These fast­growing vines will be ramping<br />

with growth now. Keep an eye out for the<br />

dreaded passion vine hopper. This wee<br />

demon lives on the underside of the leaves<br />

and sucks all the sap out of the leaves. Tie<br />

up the long tendrils as they grow; lower<br />

leaves can be removed at the same time. If<br />

the leaves are yellowing, the plant could<br />

be hungry, so apply ageneral plant food or<br />

something like tomato or strawberry<br />

fertiliser to perk up the plant. Water<br />

regularly over the warmest months.<br />

Aerial Insights -Using drones to improve safety and<br />

efficiency atMainPower.<br />

MainPower is currently testing drone technology for visual<br />

inspections of power lines and infrastructure.This innovative<br />

approach promises increased safety, efficiency, and minimises<br />

disruption for customers.<br />

Network Field Operators from MainPower have been trained to<br />

use the specialist equipment to assist with fault finding and asset<br />

inspections. Drones can only be flown within ‘line of sight’ ofthe<br />

operator, capturing photos and video footage of power lines and<br />

poles.<br />

Drone operators will beoperating under Civil Aviation Authority’s<br />

Part 101 which dictates the rules for flying unmanned aircrafts in<br />

New Zealand. MainPower’s current protocol for traditional asset<br />

inspections still applies to the use of drones. Network Field Operators<br />

will continue to gain permission from landowners before flying over<br />

their property. Following an inspection, the landowner can ask to view<br />

any captured content.<br />

Key benefits ofour drone inspection<br />

programme include:<br />

• Improved Safety: Drones enable remote inspections of power<br />

lines, poles, transformers, and other critical infrastructure,<br />

reducing the need for field workers to climb assets or use<br />

machinery to complete inspections.<br />

• Efficiency: Drone inspections are quicker than manual<br />

inspections.This leads to reduced time spent on customer<br />

properties, faster response to potential issues, and improved<br />

reliability for our customers.<br />

• Improved diagnosis tools: As well ashigh-definition imagery<br />

and video, the drones record heat signatures from assets.This<br />

will enable MainPower to detect potential issues earlier and<br />

schedule necessary maintenance that could prevent power<br />

outages.<br />

We are excited to embrace this technology and leverage the potential<br />

it holds for our network. Byintroducing drone inspections, weare<br />

continuing our commitment to provide safer, more efficient, and<br />

sustainable energy solutions to our customers.<br />

The programme will betrialled in rural areas ofthe network at the<br />

end of the <strong>2023</strong>. If successful, itwill berolled out widely in 2024.<br />

RANGIORA SANTA PARADE &PARTY IN THE PARK<br />

Christmas celebrations in Rga<br />

Over 40 floats, ranging from amonster<br />

truck to the jolly man himself, Santa<br />

Claus, will ply the streets of Rangiora on<br />

Sunday, <strong>December</strong> 10.<br />

The parade, welcoming Santa to the<br />

town, starts at 2pm, but Rangiora’s<br />

festive celebrations will begin with a<br />

Christmas Party in the Park, at 12 noon.<br />

Rangiora Toyota is the principal<br />

sponsor of the parade which starts from<br />

the corner of Church and High Streets<br />

and travels down High Street, turning<br />

right on to Victoria Street, into Queen<br />

Street, stopping just past Victoria Park.<br />

Waimakariri Mayor Dan Gordon will<br />

judge the floats before the parade starts<br />

and the winner will be announced at the<br />

McAlpines Mitre 10 MEGA Rangiora<br />

Christmas Party in Victoria Park, after<br />

the parade.<br />

Compass FM will be on four route<br />

point chatting to the crowd and giving<br />

information on the floats as they pass by.<br />

The Party in the Park, at which Blair<br />

Holland will be the Master of<br />

Ceremonies, ends at 4pm.<br />

The four hours of fun will include<br />

bouncy castles, lawn games, and<br />

Christmas cookie decorating and more<br />

for children.<br />

Coffee, ice cream and food vendors will<br />

all be on site, along with market stalls<br />

offering agreat array of choices for<br />

Christmas presents and more.<br />

Santa will also visit, along with<br />

Superman.<br />

Children are encouraged to take a<br />

letter along for Santa to drop in to the<br />

<strong>North</strong> Pole mail sack.<br />

Music will fill the air with Funky Hot<br />

Mamas, and Phil Doublet entertaining,<br />

along with songs from local singers as<br />

well.<br />

It is afree event but adonation at the<br />

gate would be gratefully received.<br />

YES Camp an amazing journey<br />

fires one day.<br />

The 18­year­old Hurunui<br />

College head student is one of<br />

16 young people from Hurunui<br />

who graduated last week from<br />

the Youth in Emergency<br />

Services (YES) <strong>2023</strong><br />

programme.<br />

The graduation ceremony,<br />

held in Hurunui Council’s<br />

Chambers, underlined three<br />

months of volunteering with an<br />

emergency service following<br />

the successful YES Camp held<br />

in July for Hurunui youth aged<br />

16­19.<br />

‘‘It’s been an amazing<br />

journey,’’ Brandon says.<br />

‘‘I’ve gained lots of different<br />

experiences and skills, from<br />

using fire hoses and<br />

extinguishers to helping our<br />

community through installing<br />

fire alarms.’’<br />

Brandon volunteered with<br />

Fire and Emergency NZ<br />

(FENZ) in Amberley.<br />

Its his first taste of<br />

volunteering and he is looking<br />

forward to continuing with the<br />

brigade. With his hobbies all<br />

outdoor stuff, like hiking and<br />

target shooting, the wellbeing<br />

benefits of volunteering came<br />

as asurprise.<br />

‘‘Previously, Iwasn’t social<br />

with the community, and I<br />

actually felt stronger and<br />

better helping out, which I<br />

didn’t expect.’’<br />

attended arange of calls from<br />

fighting scrub fires, and<br />

attending medical events and<br />

motor vehicle crashes.<br />

‘I’ve met many great people<br />

and volunteering has been an<br />

opportunity to give back to a<br />

community who gives so much<br />

to help out when times are<br />

tough.’’<br />

The awards were presented<br />

by Hurunui Mayor Marie<br />

Black, who acknowledged the<br />

graduates individual and<br />

collective successes.<br />

where you felt internally<br />

challenged.<br />

range of skills, increasing your<br />

confidence, self­esteem and<br />

being motivated for civic<br />

who was Camp Mother at YES<br />

Camp, said the youth council<br />

had contributed funding<br />

towards making the camp<br />

possible. Attending the camp<br />

gave her an understanding of<br />

its value.<br />

future generation and how<br />

they will bring forward change.<br />

Arugby ball signed by the late rugby<br />

legend Sir Colin Meads will be auctioned<br />

as afundraiser for the Waimakariri Public<br />

Arts Trust (WPAT).<br />

The long forgotten rugby ball was found<br />

recently by aWPAT trustee, Judith Hoult,<br />

in storage at her Rangiora home.<br />

The ball was donated during fundraising<br />

activities for Rangiora’s Dudley Park<br />

Aquatic Centre which was opened in<br />

February2010.<br />

Judith, who was on the fundraising<br />

committee, said the ball was intended to<br />

be used as aprize for the schoolchildren<br />

who took part in the many duathlons held<br />

in Dudley Park to help raise the $3 million<br />

the Rangiora community had been asked<br />

to contribute towards the $9.7 million<br />

swimming pool complex.<br />

However, somehow, the child’s­size<br />

rugby ball signed by the man whobecame<br />

known as ‘‘Pinetree’’ Meads, because of his<br />

imposing presence on the rugby field, was<br />

overlooked during prize giving ceremonies<br />

at the duathlon fundraisers.<br />

Judith said she was surprised to find the<br />

rugby ball had been overlooked, but<br />

thought it could be put to good use for a<br />

new cause as afundraiser for the WPAT.<br />

The trust was established two years ago<br />

by the Waimakariri District Council to<br />

increase public art, sculptures and murals<br />

in the region.<br />

WPAT trustees hope the rugby ball<br />

signed by Colin Meads, ayear before he<br />

was knighted in 2009 for his services to<br />

rugby, will be their next fundraiser and<br />

intend putting it on Trade Me to be<br />

auctioned.<br />

Murray Goodwin says he was sure there<br />

would be ‘‘quite abit of interest’’ in the<br />

rugby ball.<br />

The trust recently held its first Braided<br />

Art Exhibition fundraiser in the foyer of<br />

the council's Rangiora service centre.<br />

Help needed to fill gaps<br />

The unit historian at Rangiora’s No.88<br />

(District of Waimakariri) Squadron, Air<br />

Training Corps (ATC) is asking for the<br />

public’s help filling gaps in previous<br />

ATC's history.<br />

Hamish Cook says during his research<br />

into past ATC Units which have<br />

significance to the Waimakariri unit, he<br />

came across three units previously<br />

based in the district, and some names<br />

associated with them.<br />

Hamish is interested in finding out<br />

more about these units —No. 37<br />

Rangiora Squadron (H.P Thompson, H.<br />

AFoster), No. 51 Kaiapoi Squadron (E.T<br />

Shore, T.E Rowlands) and No. 22 Oxford<br />

Squadron (H.P Thompson).<br />

‘‘They existed in the war and post­war<br />

years, with evidence pointing to at least<br />

two of these existing into the 1950s,<br />

Hamish says. With the kind help of the<br />

district museums and the Air Force<br />

Museum Ihave been able to gather some<br />

small snippets of information, however I<br />

continue to search for more to aid me in<br />

my endeavour.’’<br />

Hamish is particularly interested in<br />

any information about asignificant<br />

sized parade in Rangiora’s Victoria Park<br />

on March 5,1944. ‘‘I would be most<br />

grateful if people with any information<br />

or photographs could write to me at<br />

Aquiet space to relax<br />

gardens, is the latest addition to the<br />

grounds. The Friends of the Oxford<br />

Hospital has fundraised for most of the<br />

past year to create acovered gazebo<br />

for patients and families to use.<br />

Chairperson Linda Huria says they<br />

wanted to build acovered space for<br />

families and staff to rest and relax,<br />

away from the stresses of the hospital.<br />

‘‘It has been made possible by the<br />

kind donation of over $5000 from many<br />

families in the district.<br />

‘‘We contracted the Oxford Lions to<br />

build the gazebo, and they have done a<br />

wonderful job working in their spare<br />

time over the past eight months to get<br />

it ready in time for Christmas.’’<br />

Five district families were<br />

represented at the official opening of<br />

the new four metre wide two metre<br />

deep gazebo last week.<br />

The ceremony was also attended by<br />

the Friends of the Oxford Hospital<br />

group and Oxford Lions Club<br />

members.<br />

Mrs Huria says she and the Friends<br />

would like to thank the community for<br />

their support of their group.<br />

Cockburns show their supreme velvet touch<br />

Record entries and aSupreme winner<br />

weighing in at 9.3kg were highlights of<br />

the annual Oxford A&P Association’s<br />

Velvet competition.<br />

Craig and Shayne Cockburn from<br />

Anama, in the Ashburton district, took<br />

out the Supreme overall champion head<br />

at the competition which attracted 58<br />

entries from across <strong>Canterbury</strong> in the<br />

five sections.<br />

The pure Warnham, five­year­old red<br />

stag, was home bred, says Craig.<br />

Craig and Shayne have been long time<br />

supporters of the competition which has<br />

been run by the A&P Association for<br />

over 30 years.<br />

Amallet strategy<br />

Waimakariri District Mayor Dan Gordon<br />

took up amallet instead of agavel<br />

recently to direct the situation at play.<br />

He was one of several from the council<br />

enjoying some introductory games at the<br />

Kaiapoi Croquet Club’s 120­year­old<br />

grounds.<br />

The club hosted the event, along with<br />

atraditional afternoon tea, as it<br />

prepares to upstakes and move to its new<br />

home at the Kaiapoi Community Hub.<br />

New lawns are being constructed and<br />

prepared on former red zone land in<br />

Courtenay Drive, allowing the club to<br />

move from Murphy Park.<br />

The club has enjoyed its time at the<br />

park, but their lawns were damaged by<br />

earthquakes, and become increasingly<br />

flood prone from the nearby Kaiapoi<br />

River over the years.<br />

Foundation for life<br />

Literacy and numeracy are the<br />

foundations for life, says Kaikōura High<br />

School presiding member John Wyatt.<br />

Mr Wyatt welcomed the new<br />

Government’s focus on literacy and<br />

numeracy and hoped it would be<br />

accompanied by resourcing.<br />

The new Coalition Government has said<br />

it will introduce arequirement for one<br />

hour aday of reading, writing and maths.<br />

‘‘Our performance as acountry in recent<br />

years has been woeful,’’ Mr Wyatt said.<br />

‘‘My take is that schools need to focus on<br />

literacy and numeracy and we are already,<br />

but we need Government support.’’<br />

Mr Wyatt said literacy needed to start<br />

with parents from the ages of 3, 4and 5.<br />

‘‘Our tamariki should get to primary<br />

school being able to count to 10, write their<br />

own name and know of the letters of the<br />

alphabet.’’<br />

He said Kaikōura High School, which<br />

catered for students from year 7to13,<br />

offered literacy and numeracy<br />

programmes designed to embed those<br />

skills into all subjects.<br />

Kaiapoi <strong>North</strong> School principal and<br />

New Zealand Principals Federation vicepresident<br />

Jason Miles said most schools<br />

were teaching an hour aday of reading,<br />

writing and maths, but needed support<br />

with professional development. He said<br />

steps had been taken in recent years to<br />

improve literacy and numeracy results.<br />

In 2018, Kaiapoi <strong>North</strong> School decided<br />

to upskill its teachers to teach structured<br />

literacy, after researching best practice<br />

overseas.<br />

Mr Miles said structured literacy gave<br />

children astructured and phonic (sound)<br />

based approach ‘‘for foundation literacy<br />

skills’’.<br />

It had led to a10percent improvement<br />

in reading across the school, with more<br />

children reading at the expected level.<br />

Incoming Education Minister Erica<br />

Stanford and outgoing Minister Jan Tinetti<br />

both visited the school last year to see the<br />

school’s approach first hand.<br />

Other <strong>North</strong> <strong>Canterbury</strong> schools have<br />

adopted structured literacy, while the<br />

Ministry of Education now offered<br />

resourcing for professional development<br />

and the University of <strong>Canterbury</strong> offered<br />

the better start literary approach training<br />

programme.<br />

Rangiora New Life School principal<br />

Stephen Walters said his year 1 to 13<br />

school already had ‘‘a heavy focus’’ on<br />

literacy and numeracy. ‘‘I don’t think any<br />

principal would have aproblem with the<br />

goals’’ and hopes for flexibility to deliver<br />

suited to ‘‘us and our children’’.<br />

Construction to begin on<br />

Townsend Playground<br />

Work will begin this month on construction of anew<br />

playground at Townsend Road Reserve inRangiora.<br />

The works will take place between now and<br />

February 2024 and include:<br />

• Earthworks and surface preparation<br />

• Construction of footpaths and concrete areas<br />

• Installation of the playground equipment<br />

• Installation of street furniture and fence.<br />

The playground is expected to open in February<br />

and will include asmall BMX/pump track, large<br />

open slide, smaller slide for younger children,<br />

swing set and separate nest swing, spinner,<br />

rockers, nature play area, flying fox and a<br />

formalised cycle /scooter loop path around the<br />

play space.<br />

Update: Oxford Urban and Rural No. 2<br />

Boil Water Notice<br />

Investigations into the cause of water turbidity<br />

for the Oxford Urban and Rural No. 2water supply<br />

have identified an issue with one of the bores at<br />

Domain Road.<br />

The bore has been isolatedand we are undertaking<br />

investigation work on the bore, including removing<br />

thepumpaswell as CCTV inspecting theborecasing.<br />

We plan to redevelop the boretoensure it is less<br />

likely to experience turbidityissues in thefuture.<br />

This work is expected to continue for afurther<br />

two weeks, but we will do everything we can to<br />

bring this well back online as soon as possible.<br />

During this time, the boil water notice is intended<br />

to remain in place.<br />

Performers needed for Good Street Stage<br />

Now that the Good Street stage is set, we need<br />

performers from across different music genres to<br />

perform one hour lunchtime concerts on Thursdays<br />

and Saturdays throughout summer. In return Council<br />

will provide aminimum contribution of $130 +GST<br />

per act. Performers can also busk on the day –put a<br />

hat out –tosupplement their income.<br />

Performers need to provide their own equipment<br />

including PA, but power isavailable atthe site. All<br />

performers are welcome to apply via the form on<br />

Museum calendar<br />

The Rangiora Museum 2024 calendar features 12 local historic<br />

photos showing early local buildings from the Museum records. Most<br />

also have an after picture to show what is there today. The after<br />

photos have been taken by Museum member David Petrie.<br />

The calendars are on sale now and would make agreat Christmas<br />

gift. They are available at the Rangiora Barbers, near the council,<br />

made it just that bit harder,’’ says<br />

did the challenge because he<br />

wanted to combine his love for golf<br />

and his desire to do something for<br />

those suffering with cancer.<br />
