Nesting groundsbecome party central

AshleyRakahuri River’s endangered 

birds’ nesting grounds were 

transformed into party central by Crate 

Day revellers in 4WD vehicles last 

Saturday. 

Drivers ignored signs to stay away 

from the area, and created amassive 

disturbance for nesting birds, scattering 

them in all directions as they fled for 

safety. 

One driver drove his vehicle right into 

acolony. 

The vehicles began arriving en masse 

at the popular Okuku River bridge entry 

point, to the AshleyRakahuri River, 

early morning. 

They were met by rangers from the 

Department of Conservation (DOC)and 

Environment Canterbury (ECan), who 

handed out information about the 

nesting area and amap of the nesting 

sites. 

Police were also on hand to breath test 

drivers and educate the public on how to 

drive to the conditions. 

Many of the 4WD vehicles did not have 

number plates, which meant they were 

not legally allowed to drive on the road 

alongside the river because it is deemed 

apublic road. 

They could have faced fines of up to 

$200, but no fines were issued. 

Further along the river, Ashley 

Rakahuri Rivercare Group (ARRG) 

volunteers reported the presence of 

between 150 and 200 4WD vehicles had 

created amassive disturbance for the 

nesting birds, sending them scattered in 

all directions. 

Under the Wildlife Act it is illegal to 

disturb or kill these birds and the 

maximum penalty is a$100,000fine and/ 

or two years in prison. 

However the drivers spoken to 

seemed unaware of the penalty they 

could face. 

One young driver who said his name 

was Marcus Howorth, aged 17, from 

Christchurch, said it was his first year 

taking part the Crate Day party, which is 

held on the first Saturday of December, 

when participants set themselves the 

challenge of finishing acrate of 12 745ml 

beer bottles from noon until midnight.

Marcus was aware that the river was a 

nesting colony for endangered birds, but 

was unaware he could face aprison 

term for disturbing them during his 

Crate Day revelry under the Wildlife 

Act. 

Asked what he would say to someone 

who asked him not to go on the river at 

this time of year when then birds were 

nesting, he said he was confident the 

birds could be avoided. When told that 

would be impossible because the chicks 

were so small and camouflaged well, he 

said ‘‘ Iamgoing anyway.’’ 

This attitude disappointed ARRG 

volunteers as well as the DOC and ECan 

rangers who have worked hard all year 

to help protect the endangered birds, to 

keep them from extinction. 

‘‘The time will come very soon when 

authorities will throw the book at the 

vehicle owners.

‘‘It would be better for everyone, but 

especially for the environment, if they 

woke up and realised rivers aren’t 

vehicle playgrounds,’’ ARRG volunteer 

Judith Hughey said. 

It was also adisappointing day on the 

river for DOC supervisor Ronan Grew, of 

Rangiora. 

‘‘We work hard all year to protect 

these birds and these guys come along 

and wreck all that work in one day,’’ he 

said. 

‘‘Many of these birds along this river 

are taonga (treasure) by Māori. We all 

need to buy into the sense that these 

birds are special and unless we protect 

them they will be lost forever.’’ 

He would like to see the Waimakariri 

District Council, DOC, ARRG, ECan, 

Forest and Bird and the local iwi join 

together to put astop to the annual Crate 

Day carnage along the AshleyRakahuri 

River. 

‘‘We need to all work together to form 

apowerful voice for these birds, to make 

it clear that in this day and age this sort 

of behaviour is not appropriate.’’

Op shop heart of the community 

A village op shop in the Hurunui District 

has abig heart for its community —and 

the planet. 

Waikari Op Shop operates from the 

Anglican church hall in Princes Street 

with grandiose views of the Southern 

Alps. 

There’s nothingshowy, however, 

about what you will discover inside — 

just plain country friendliness, free 

cuppas with cake on celebratory 

occasions, and any item you need to get 

through life’s challenges. 

Coordinator Brenda Murchison says 

the team has rallied many times to dress 

people for important occasions such as 

job interviews. 

Parents looking for affordable school 

uniforms, grandparents popping in to 

find more suitable clothingfor visiting 

grandchildren,and campers who have 

forgotten essentialkitchen utensils or 

havefinished their books, are other 

regulars. 

‘‘We opened in 2020 after the Covid 

lockdown becausewesaw areal need in 

the community for aplace for people to 

come to for company,’’ says Brenda. 

At the same time, the church was 

receiving aspike in calls from the 

community for items of clothing. 

Runentirely by volunteers, Waikari 

Op Shop is proud to put its proceeds 

back into the community. 

This year, monies raised have gone to 

along list of community organisations 

and facilities,from the MenzShed to the 

Community Vehicle Trust, school and 

foodbank. 

The op shop is also runningadrive to 

supply Pasifika women with new 

underwear through aRarotongabased 

organisation. 

Three suitcases have already left for 

Rarotonga and the fourth is well on its 

way to being filled. 

It’s not just people who benefit, 

however.

NC after care still in limbo

Alack of after hours healthcareinNorth 

Canterburyisnocloser to being resolved. 

With the promised after hours facility at 

the Rangiora Health Hub not expected to 

open until 2025, Te Whatu Ora Health New 

Zealand advised apublic meeting in 

Rangiora in April it had asked local GPs to 

come up with an interim plan. 

But seven months on, Te Whatu Ora 

Waitaha Canterbury group manager,office 

of the regional wayfinder, Greg Hamilton 

said ‘‘conversations are continuing’’. 

‘‘We are continuing to work with the key 

parties involved in the new practice and 

Hato Hone St John, exploring options for 

afterhours provision locally that could be 

operational before the new facility opens.’’ 

Waimakariri residents accessing after 

hours medical services in Christchurch 

had increased by 17 percent since 2019, Te 

Whatu Ora advised the April meeting, 

which had been called by Waimakariri MP 

Matt Doocey. 

The Ministry of Health entered into an 

agreement with South Link Health Group 

in 2021, following apetition calling for 

after hours health care being presented to 

the former CanterburyDistrict Health 

Board (CDHB) two years earlier. 

South Link Health Group, which is a 

network of 26 medical practises, is 

responsible for funding and constructing 

the new facility. 

It will include full radiology services 

(ultrasound, CT and MRI scans), GP 

services, apharmacy, and urgent after 

hours healthcare. 

Aresource consent was granted by the 

Waimakariri District Council in 

November last year. 

Aspokesperson for South Link Health 

Group said abuilding consent was ready to 

be presented and it was seeking tenders by 

the end of January. 

Work on the site is expected to begin in 

March, with the new Rangiora Medical 

Centre on track to open in the first half of

The spokesperson said staff recruitment 

continued to be ‘‘a major challenge’’. 

Mr Doocey said he was frustrated the 

building consent has not yet been lodged, 

and is calling for clearer communication 

from Health NZ. 

‘‘This is yet another example of this 

project dragging further out, and all the 

while the growing community of 

Waimakariri is left more confused, and 

without fitforpurpose health services. 

‘‘Let’s be clear, residents in Waimakariri 

have been promised afacility and have 

patiently waited for long enough now.’’ 

Limited after hours healthcare is 

available at Durham Health, Rangiora, 

and the Amberley Medical Centre over the 

weekend, and at local pharmacies. 

Residents can ring 111 in an emergency, 

contact their GP to speak to atriage nurse, 

call Healthline 0800 611116 for free advice 

from anurse, or arrange online video 

consultations with adoctor (for acharge). 

The after hours triage service is delivered 

by Whakarongarou and operates in North 

Canterbury, with access to aStJohn 

paramedic if aface to face assessment is 

required. 

The service has been expanded to include 

Oxford, Amberley and aged care facilities.

No Maori wards in NC ahead of elections

No Māori wards will be established for the 

2025 local government elections in North 

Canterbury. 

The Waimakariri District Council joined 

with its neighboursinHurunui and 

Kaikōura in voting against establishing a 

Māori ward at acouncil meeting on 

Tuesday, December 5. 

Mayor Dan Gordon said he had met with 

representatives from Te Ngāi Tūāhuriri 

Rūnanga, which supported the motion to 

oppose establishing a Māori ward. 

He said the council remained committed 

to working in partnership with the 

rūnanga. 

‘‘Our relationship with Ngāi Tūāhuriri is 

very important to us and we have longstanding 

connections with them.’’ 

Areport prepared by the council’s 

governance manager, Sarah Nichols, found 

the number of people on the Māori roll of 

2880 did not reach the threshold for aseat 

around the council table alongside the 10 

existing councillors and the mayor. 

With atotal population of 68,980, Ms 

Nichols said there would need to be 3450 

people on the Māori roll to reach the 

threshold, unless adecision was made to 

increase the number of elected members to 

12 plus the mayor. 

Arepresentation review would need to 

be conducted next year if the council 

wanted to consider increasing the number 

councillors, but this had not been budgeted 

for. 

Cr Al Blackie said there was no appetite 

to increase the number of councillors. 

The council voted unanimously against 

establishing a Māori ward for the 2025 local 

government election. 

Afull representation review will be 

conducted ahead of the 2028 election. 

The Hurunui District Council voted 

against establishing a Māori ward at its 

September council meeting after 

consulting with Te Ngāi Tūāhuriri 

Rūnanga and Te Rūnanga oKaikōura. 

The following month the Kaikōura 

District Council resolved to not establish a 

Māori ward based on feedback from Te 

Rūnanga oKaikōura.

The Fabulous Rangiora Op Shop Fashion 

Show has lived up to its promotion hype 

delivering afunfilled event showcasing 

the town’s opportunity shops. 

The event, which was held in 

Rangiora’s Good Street Plaza last 

Saturday afternoon, was organised by 

Rangiora’s Sam Fisher to help the shops, 

which he said needed community support 

having experienced atough time during 

and since the Covid19 pandemic. 

‘‘Rangiora has eight opportunity shops 

which is possibly the highest New 

Zealand ratio of goodwill shops to 

population,’’ he said. 

‘‘This show is being held to let these 

fantastic shops shine and show the 

community what they have for sale.’’ 

The show, which was opened by 

RangioraAshley Community Board 

chairman Jim Gerard, was also held to 

encourage everyone to think about how to 

avoid waste by repairing, upcycling and 

shopping second hand. 

Rangiora funeral director, Geoffrey 

Hall, sporting an opshop outfit, was MC 

for the fashionshow. 

All profits from the event, which 

included an auction of individually 

curated items from the opportunity shops, 

will go back to the shops that took part in 

the event.

Anew multipurposeCommunity Centre 

on Pegasus Main Street has been 

endorsed by the Waimakariri District 

Council and the WoodendSefton 

Community Board. 

The proposal allows for land purchase, 

and the construction of a400 square 

metre facility by mid2026. 

It includes provisions for acar park, a 

future building extension, as well as a 

potential passive youth space. 

General Manager, community and 

recreation Chris Brown says staff engaged 

with the Pegasus community earlier this 

year to find out the preferred location for 

the new facility. 

Amajority of locals opted for the 

lakeside option after considering two 

sites —the Waitaki Reserve owned by 

council and land accessed from Pegasus 

Main Street owned by the Templeton 

Group.

The council allocated funding of $4.7 

million in the 2021/31 Long Term Plan for 

the Pegasus area, after looking the future 

need for community facilities in the 

Pegasus/North Woodend area. 

The Templeton Group, who own the 

Pegasus Main Street site, had originally 

proposed to independently build the 

community centre on behalf of council, 

however it is now actively partnering with 

council to develop it, with council buying 

the land outright and building the centre. 

‘‘We still have some work to do around 

the purchaseofthe land, and will need to 

sign off the final purchasebefore work 

can begin on design,’’Chris says. 

‘‘We will also be touching base with the 

communityinthe coming months on 

possible youth space concepts to make 

sure whatever we build is fit for purpose, 

appropriate for the space, and endorsed

Council leases the Pegasus Community 

Centre on Tahuna Street, and the Pegasus 

Residents Association has been 

successfully managing and operating this 

centre since 2017. 

The lease for this property is due to 

expire in June 2025. 

The Centre is widely used by avariety of 

groups and people from the community, 

and it’s expected that anew facility will 

bring agreater variety of users. 

The Woodend/ Pegasus area is expected 

to grow to acommunity of over 12,000 

residents by 2048. 

Community 

reserves 

Hurunui District Councils Corporate 

Planner Maria Edgar is encouraged at 

the ideas put forward by Hurunui's 

communities, who have been shaping 

their future plan for their reserves. 

Residents suggestions are to help 

update the general policies in the 

Reserves Management Plan to dictate 

how reserves are utilised and 

managed in the district. 

‘‘Thank you to everyone who 

provided us with feedback. We have 

received some great suggestions. 

‘‘Now that we have received your 

feedback, an updated draft Reserves 

Management Plan will be prepared,’’ 

Ms Edgar says. 

Suggested updates include 

providing for planting with natives for 

carbon credits, utilising species 

resilient to climate change, providing 

for information boards on reserves 

about their characteristics and history, 

utilising native flora to mitigate 

erosion, improving accessibility of 

reserves, walkways and playgrounds 

for people with diverse needs, and 

broadening the scope of the policies to 

allow for unique attractions on 

reserves, such as awater garden and 

dog parks. 

Council’s chief strategy and 

community officer Judith Batchelor 

says an updated Reserves 

Management Plan will return to the 

community for formal submissions on 

the content of the draft plan. This will 

be publicly notified in 2024. 

‘‘We last reviewed our Reserves 

Management Plan over 12 years ago, so 

this feedback is very valuable to us.’’

Understanding the 

value of biodiversity 

Aspecial part of living in ourdistrict 

is understanding aboutthe potential 

biodiversity values or moreabout the 

native species which already live 

here. 

Unfortunately, some biodiversity 

potential is set to decline with our 

rivers becoming increasingly 

infestedwith willows,broom and 

lupins. 

Native forest and scrubwhich has 

recovered since the 1980’s is now 

going backwards because of the 

increasing numbers of feral pigs, 

deer and we see Old Man’s Beard 

continuing to spread rapidly. 

The Hurunui Biodiversity Trust 

has released its Hurunui 

Biodiversity Zones of Action Project 

(HuBZAP) which is an information 

resource to provide astarting point 

for working out what to do with 

biodiversity on afarm, or in an area 

or locality when agroup of people 

would like to work on aproject 

together. 

This resource is available to 

anyone to use. 

You can work out: 

What biodiversity is likely to be 

there? 

What could be established? 

What are the challenges and 

opportunities to makethings better?

The HuBZAPgives us the 

confidence to make astart, farmers 

are busy and just want to get an idea 

of their property and its biodiversity 

potential, and to make sure they are 

doing the right thingatabasic level 

and build from there, and for many 

properties there are things that can 

be done to create abetter outcome 

which can fit into an existing farm 

programme. 

The Trust hopes this action 

focused approach will create a 

model which is independent of 

electoral cycles andchanging 

regulations, andinthe long term can 

provide expert advice to help 

understand what they have and what 

they can do and translate meaningful 

action on the ground. 

Parties such as QE11 National 

Trust, land care or environmental 

groups and most importantly private 

landowners can be brought together 

to facilitate this process. 

The Hurunui Biodiversity website 

is somewhere that you can go, and do 

some of your own research and find 

out about the vast amount of local 

knowledge available, and make 

changes where you can.

North Canterbury’s mayors are backing 

the call for a$10.8 billion investment 

Canterbury’s land transport 

infrastructure. 

The Canterbury Regional Transport 

Committee has approved the draft 

Canterbury Land Transport Plan for 

consultation. 

The draft plan emphasised the 

proposed Woodend Bypass and a 

second Ashburton bridge as key 

projects. 

The projects would double transport 

investment in the region over the next 

decade if adopted. 

Committee chairperson Cr Peter 

Scott said a$4.6 billion contribution 

from central Government was needed to 

fund the projects. 

The committee comprises of the 

region’s mayors, along with 

Environment Canterbury and Waka 

Kotahi New Zealand Transport Agency 

representatives. 

Waimakariri Mayor Dan Gordon said 

the Woodend Bypass, the replacement 

Skew Bridge in west Kaiapoi and an 

eastern Rangiora link road were key 

projects for his district. 

‘‘These are core infrastructure 

projects that are long overdue for a 

growth district like ours and ones we’ve 

been advocating strongly for over 

several years. We look forward to 

partnering with the new Government on 

these and other roading projects.’’ 

Hurunui Mayor Marie Blackand 

Kaikōura Mayor Craig Mackle both said 

they backed the draft plan as the key 

projects would benefit the entire South 

Island. 

‘‘I have supported Dan on the 

Woodend Bypass because it has 

benefits for our district in quicker 

access to Christchurch,’’ Mrs Black said.

Cr Scott, who also chairs Environment 

Canterbury, said the proposed stepup 

in funding, if approved would kick in 

from July next year. 

‘‘This draft plan outlines how we’d 

like to invest in future transport 

solutions for Canterbury, while also 

providing ongoing stewardship to our 

existing transport network. 

‘‘A lot depends on the incoming 

government and whether they’ll change 

the Government PolicyStatement for 

Land Transport, whichincludes 

provisions for asecond Ashburton 

bridge and the Woodend Bypass.’’ 

Transport budgets are made up 

council funding, directCrown funding, 

and the National Land Transport Fund, 

which includes road user charges and 

fuel taxes. 

New Transport Minister Simeon 

Brown visited Woodend during the 

election campaign and indicated a 

Nationalled Government would 

commit to building the Woodend Bypass 

and asecond Ashburton bridge. Other 

projects include Greater Christchurch 

public transport upgrades, the Conway 

River bridge upgrade in the Hurunui 

district and aproposed Rangiora 

western link road. 



Call for Government to eliminate smoking in New Zealand

ARangiora GP is calling for the 

Government to work towards the 

goal of eliminating smoking from 

the New Zealand population. 

The call from Dr Bevan Rogers, 

of Southside Health, came after 

the coalition Government 

announced last week it would 

repeal New Zealand’s 

groundbreaking smokefree 

legislation to fund tax cuts. 

‘‘Weaning the populationoff 

cigarette smoking isthe single 

most important move that will 

improve the health of New 

Zealanders,’’DrRogerssaid. 

‘‘There has been impressive 

progressmade, and the rate of 

smoking tobacco is alot lower 

than it used to be, and the 

improvement in the health of my 

patients is obvious.’’ 

However, vaping, especially 

among young people, was now a 

huge concern. 

‘‘The proliferation of vaping 

among the young people of New 

Zealand is ahealth disaster,’’ he 

says. 

‘‘The extent of the health harm 

done to our youth is yet to be fully 

assessed, but allowing so many 

young people to become addicted 

to nicotine is an absolute 

disgrace. 

‘‘The new Government needs 

to make radical changes to the 

rules, and enforcement of the 

rules, around the supply of 

vaping in our community. We do 

not need avape store in every 

suburb.’’ 

The proliferation of outlets and 

marketing of vaping was an 

example of what can happen 

when an addictive drug is made 

legal, he says. 

‘‘We are lucky that we voted 

against legalising marijuana, as I 

am sure asimilar thing would 

have happened if marijuana was 

legal.’’ 

Anationwide petition ‘‘Put our 

people over profit, stop the 

repeal of smokefree legislation’’ 

established by the National 

Māori Public Health 

Organisation/ Hāpai Te Hauora, 

is calling for the Government to 

scrap the smokefree legislation 

repeal, has attracted almost 

25,000 signatures to date. 

Cancer Society North 

Canterburyissupporting the 

petition. Community engagement 

manager,Gabrielle O’Connell 

says they encourage North 

Canterburypeople to sign it.

Increasing demand at MainPower Stadium 

MainPower Stadium in Rangiora, run by the North Canterbury Sport and Recreation Trust, aims to promote and facilitate healthy sport and 

recreational opportunities for everyone in the community. It is North Canterbury's biggest sports venue and includes sports courts, conference 

rooms, afitness centre and health providers.

Demand for facilities at Rangiora's 

MainPower Stadium, is increasing. 

Local, regional and national sports 

clubs, organisations and community 

groups, are booking space, and the 

fitness centre is also proving popular at 

North Canterbury's largest indoor sports 

facility which was built by the 

Waimakariri District Council and 

opened in August 2021. 

On average there is 40,000 people per 

month through the door of the facility, 

with fitness centre users averaging about 

13,000 visits per month. 

Users can range from acouple of 

people shooting basketball hoops, or a 

group having acasual game of pickleball, 

to walking netball, teams enjoying 

national tournaments or regional and 

international netballers using it to train.

Whittaker, community engagement 

manager, say the conference rooms are 

also getting busier with avariety of users, 

with the flexibility to provide larger or 

smaller meeting and conference spaces 

to suit different groups. 

Caroline says court space for 2024 is 

already filling up with bookings from 

regular users and major events. 

To help with this growth two additional 

grandstands of 82 seats are being added 

to cater for larger audiences in the 

courts, in particular for the Tactix 

netball team which will play two games 

at the Stadium this season. 

The first is scheduled for May 19, and 

the second in July 14, both of which will 

be televised. 

‘‘They love playing here because of the 

atmosphere created with the crowd so 

close to the side lines. 

‘‘While venue capacity is only 1000 

people they tell us the vibecreated in a 

smaller space has apositive effect on the 

players,’’ Caroline says. 

The Alpine Classic national cheer 

leading competition is also returning in 

2024, after filling the stadiuminOctober 

this year in just the second year of 

holding this event. 

‘‘This competition is growing fast. 

Empire Athletics, which run the event, 

love the venue and atmosphere it 

creates, and it is so handy to their base in 

Southbrook.’’ 

Korfball tournaments are also 

becoming popular with return visits 

booked, while futsal is also enjoying the 

facility, with aregional home and way 

series centred around it. 

NewZealand Futsal will hold its 

summer home series at the stadium 

which will be live streamed. 

The under 20 (was under 19), National 

Basketball Tournament returns in June, 

Kings Birthday weekend, next year for 

the weekend of May 31 to June 3, and in 

Futsall ... NZ Futsall is holding its summer 

home series at MainPower Stadium, which 

will be live streamed. 

September North Canterbury Basketball 

will host the New Zealand schools 

tournament. 

Pickleball is now the third most 

popular sport at the stadium, behind 

netball and basketball. 

‘‘It’s massive overseas, and is now 

really taking off here,’’ says Tony. 

‘‘Were regularly filling all our 

pickleball courts to overflowing at our 

open recplay sessions, and more and 

more people are hiring courts to play 

socially on evening and weekends.’’ 

The North Canterbury Sport & 

Recreation Trust has also started a 

lunchtime league on Thursdays which 

has attracted up to 18, mostly corporate, 

teams each week. 

MainPower Stadium will be running its 

own invitational Pickleball Tournament 

in April, with Canterbury Pickleball 

looking at running aNational 

tournament in November. 

The MainPower Stadium courts will 

have their first maintenance sanding 

over the New Year break, which 

provides an ideal opportunity to add new 

lines for those sports that are in demand. 

This will include eight proper 

pickleball courts and key markings for a 

second full size futsal court. 

‘‘With atotal of 14 pickleball courts 

across all four of the stadiums courts 

we’ll have more flexibility to both grow 

and to work in with other users so we can 

make best use of the space available.

reduce time taken for taping the second 

court for larger tournaments,’’ says Tony. 

Tony and Caroline say one of the 

biggest positive comments they get from 

MainPower Stadium users is the parking 

that is available. 

‘‘Users don’t have to park blocks away 

and walk to the facility. Parking is 

available on site, and for bigger events 

we can include parking at the hockey 

turf, Maria Andrews Park and even

In an endeavour to help with 

accommodation to cater for outoftown 

visitors, Tony says they are looking at 

options to provide nearby parking for 

campervans and caravans for when the 

Stadium is hosting larger events. 

‘‘We have the facilities in the area so 

now it is amatter of making the most of 

them to benefit our local users as well as 

outoftown visitors.’’

Xmas tree festival

Christmas trees adorned in glitter, fake 

snow, baubles, colourful sashes and hand 

made decorations are on show at the 

annual North Canterbury Soroptimists 

Christmas Tree Festival. 

Held at the Waimakariri District 

Council offices in Rangiora, atotal of 33 

trees were decorated last Friday by 

volunteer groups from community 

organisations, schools and businesses. 

Mary Harris, ateam member of the 

NorthCanterbury Soroptimists 

Christmas Tree committee, says she has 

been impressed by the high standard of 

creativity this year. 

‘‘Every year, for the four years we have 

been running it, Iwonder where the 

teams get their christmas tree design 

ideas from —they are so imaginative and 

innovative.’’ 

She says anew ecorecycled category 

prize has been added this year 

‘‘It is amazing to see what people and 

children have come up with. 

‘‘There are trees adorned with used 

facemasks repurposed as fairies, New 

World shopping bags made into stars, and 

scout toggles recycled into decorations. 

‘‘There are some very clever people out 

there.’’ 

Funds raised this year will support the 

North Canterbury Big Brothers Big 

Sisters programme. 

The festival runs until December 15, 

and is open each day for the public to 

view from 9am –4.30pm. 

People can donate agift to achild in 

need at the gifting tree, with presents 

donated to Wellbeing North Canterbury, 

or remember aloved one with the 

remembrance tree. 

Entry is free, but there’s agold coin 

donation to vote for the best tree. 

The festival is only open on weekdays, 

apart from Sunday, December 10, for the 

Rangiora Santa Parade.

The festive season welcomed

Santa Claus atop his sleigh was the 

highlight for those attending the Kaiapoi 

Toyota Santa Parade and Carnival last 

Saturday. 

Alarge crowd filled Williams Street in 

Kaiapoi as 70 floats, cars —classic and 

modern —large trucks, fire engines, 

bands, gymnasts, schools and volunteer 

groups, plus the Grinch, Marvel 

characters, street entertainers and 

Pokemon all paraded before Santa 

himself made his appearance. 

The Lions Foundation Kaiapoi 

Christmas Carnival and the Wilsons 

Traffic Management Kaiapoi Street 

Market heldbefore the parade were 

packed with shoppers and children as 

families sought to find some early 

Christmas presents. 

Kaiapoi Promotions Association (KPA) 

chairperson Janine Duke says the parade 

was very exciting to be part of. 

‘‘We had such awonderful day, it is 

good to see the parade and carnival 

getting bigger and better every year. 

‘‘This year it again drew alarge crowd 

of visitors to Kaiapoi. 

‘‘I can’t even put anumber on just how 

many attended, so one of our goals for 

next year is to figure out how to record 

just how many people attend the carnival 

and parade.’’ 

To achieve this, she says they are 

considering commissioning asurvey to 

see how many, why and where are people 

coming from. 

‘‘Overall I’m very pleased with how the 

carnival and parade went. 

‘‘It was due to agreat number of people

helping us out, and all those entering the 

parade. 

‘‘Everyoneseems to appear at the right 

time to help us out, which we are very

She says it has been very encouraging to 

hear all the positive commentsabout the 

parade and carnival. 

‘‘We had an amazing amount of positive 

responses from families about the new 

McAlpines Mitre 10 Mega Family Fun 

Zone." 

She says they received many comments 

from parents saying how it was such good 

value for their children spending just $5 

to play all day on the games, bouncy 

castles, pony rides and pedalmania 

attractions.

The build of new Kāinga Orahomes in 

Rangioraissteaming ahead at Church, 

Lindon and Tyler Streets. 

Year one and two students from 

Rangiora Borough School wereinvited 

to 6165 Church Street opposite their 

school, to view the construction of new 

Kāinga Ora homes in action from a 

birds eye view —onanelevated 

platform. 

The very excited children received a 

lesson in site safety from Contract 

Construction, who are building the 

new homes, that included afun game 

of spot the safety feature. 

They were also able to ask Kāinga 

Orastaff questions about how the 

organisation builds homes for whānau 

in need. 

Year 7and 8students then came 

along to apanel question and answer 

session, with representatives from 

across the construction industry, who 

workwith Kāinga Ora and Contract 

Construction, sharing what they do in 

their construction roles. 

Each panellist let the students know 

how they ended up working in the 

construction industry and why they 

love what they do. 

This was followed by some questions 

from the students.

great time up on the platform looking 

down at the new homes being built and 

learning about the construction 

process and the safety features onsite. 

‘‘You could tell by the look on their 

faces and the inquisitive questions 

they had that they were enjoying 

themselves.

appreciated hearing about the 

prospects of acareer in construction. 

‘‘It got them thinking about what 

subjects they may like to engage with 

as they get prepared to take the leap to 

their first year of high school. 

‘‘We are really thankful to Kāinga 

Ora for creating this opportunity to see 

the construction of muchneeded new 

homes in action and for the fantastic 

information they provided about the 

meaningful work they do in the 

community,’’ Mr Buckner says.

Director Liz Krause says it was 

wonderful to connect with the local 

school and provide the opportunity to 

some of the community’s young 

people.

No plans for fluoride 



Fluoride will not be introduced to North 

Canterbury drinking water supplies 

anytime soon. 

The region’sthree councils have no 

plans to introduce fluoride,despite 

legislation requiring the fluoridation of 

drinkingwater suppliesserving more 

than 500 people. 

Earlier this month the High Court 

issued apreliminary decision ruling 

directivesissued to 14 councils by 

former Director GeneralofHealth, Sir 

Ashley Bloomfield, were unlawful. 

The High Court said the directives 

containedaproceduralerror, as they 

did not give specific consideration to the 

Bill of Rights Act. 

Sir Ashley had written to councils in 

December2021 to confirm fluoridation 

of supplies serving more than 500 people 

would be required under the Health 

(Fluoridation of Drinking Water) Act 

2021. 

The Waimakariri, Hurunui and 

Kaikōura District Councils complied 

with arequesttoprovide information on 

the costs and timeframesfor introducing 

fluoridation at the time. 

None of the three North Canterbury 

councils have been issued directives. 

AKaikōura District Council 

spokesperson said fluoridation would 

only apply to the Kaikōura urban supply, 

as the other schemesserved less than 

250 people each. 

‘‘We have signalled that this is not 

budgetedfor and we would require 

capital funding from the Ministry of 

Health, as the effect on rates would be 

significant.’’ 

Hurunui District Council chief 

executive Hamish Dobbie said the 

council had not discussedthe issue nor 

formed aview on fluoridation. 

Waimakariri District Council utilities 

and roading general manager Gerard 

Cleary said the council received the 

occasional enquiry about fluoridation, 

but it did not appear to be abig issue for 

residents. 

‘‘It does get raised occasionally and 

often people get confused between 

fluoride and chlorine. 

‘‘We have done some work to 

understand how much it would cost and 

we have provided that information to the 

Ministry of Health, but we haven’t had 

any instructions. 

‘‘If we did get an instruction to do it, 

we would have aconversation with the 


In the meantime, the council is 

pressing ahead with plans to introduce 

ultra violet treatment of its water 

supplies, in line with the New Zealand 

Drinking Water Standards. 

The council was also chlorinating all 

of its water supplies in line with 

instructions from water regulator 

Taumata Arowai. 

Last month Taumata Arowai declined 

the first of six applications from the 

council for exemptions from 

chlorinating the district’s six urban 

water supplies. 

Mr Cleary said the council was 

continuing to work with the regulator ‘‘to 

determine apath forward where our 

drinking water can be chlorinefree’’. 



Hot pools site could expand 



Aproposed hot pools site on the Kaikōura 

waterfront could be set for expansion. 

The Kaikōura District Council has 

agreed to publicly notify arequest from 

Kaikōura Springs Ltd to expand its 

proposed hot pools site on the Esplanade 

to 3000 square metres. 

Alease was granted to Kaikōura Springs 

Ltd last year to occupy 2400 square metres 

of reserve land, while it developed a 

proposal for ahot pools, spa and wellness 

centre on the site of the former Kaikōura 

Lions Community Pool, whichwas 

destroyed in the 2016 earthquake. 

Areport from chief executive Will 

Doughty to arecent council meeting says 

the company has completed afeasibility 

study and developed acultural narrative 

with Te Rūnanga oKaikōura, since the 

lease was granted. 

Kaikōura Springs Ltd had also run an 

architectural design competition to 

develop aconcept design. 

‘‘This work has highlighted an 

increasing market confidence and positive 

market demand for the development,’’ Mr 

Doughty said in the report. 

In the proposal some of the original 2400 

square metres would be taken back to 

include in the council’s link pathway. 

An additional area of 934 square metres 

would be added to the project site to 

extend it to 3000 square metres. 

The report says community facilities, 

including atoilet and shower block, 

playground and barbecue area, would 

need to be relocated at the developer’s 

expense. 

Public consultation will be open from 

December 1toJanuary 22, before the 

council makes afinal decision.

PROJECT UPDATES 

Upgrading a1.5km water line on the Waiau rural scheme 

feeding the Mt Highfield reservoirs. 

WAIAU RURAL SCHEME 

Upgrading a1.5km water line onthe Waiau rural scheme feeding the MtHighfield reservoirs is happening at the 

moment. The new pipe installed is90mm polyethylene, replacing undersized and old pipe which was installed in 

the 1970's. This work was budgeted into the 2021/31 Long Term Plan. 

KOWAI WATER TREATMENT PLANT 

We have commenced with the build of the first of the two 1.5KL new reservoirs at Kowai Water Treatment Plant. 

Construction to date has involved building the top ring then jacking up and installing the next ring, and so on, until 

all five levels are complete. The roof for the first reservoir will beinstalled inJanuary. Construction for the second 

reservoir will happen in the new year, the roof will go on at the end of February. This work is part ofthe Council's 

Long Term Plan 2021/31. 

HURUNUI 1 

Hurunui No1 intake upgrade isprogressing along nicely. The 1million-litre reservoir tank is now complete. The 

concrete floor for the treatment shed has been poured. Agood percentage of the pipework has been installed 

along with the electrical and communication duct work. Next steps are toget the building water-tight before the 

Christmas break, and mark out and pour the remaining support slabs. 

LOO WITH AVIEW 

A new toilet block has just opened at St Anne's Lagoon. It was partly funded by the government's Tourism 

Infrastructure Fund (TIF). Two other toilet facilities partly funded by TIF are in Greta Valley and Rotherham. 

REWI ALLEY’S 126TH ANNIVERSARY 

The 126th anniversary since the birth of Rewi Alley was celebrated last Friday in Amberley. His father was the 

principal of Amberley School, which used tobesituated in Chamberlain Park. The creek running through the park 

was afavourite play spot for Alley asayoung boy. In1926, as ayoung adult Alley moved to China where he 

stayed for 60 years. His grandson Michael Duan spoke toAmberley School pupils on Friday about his 

grandfather’s fondness for the North Canterbury town. In 2015 Hurunui District signed asister-district relationship 

with Changping in Beijing, based on the values of education and tourism opportunity. In2016 acity-relationship 

was signed with Honghu City in Hubei Province, based on the life and works ofRewi Alley. 

Apparently, in 1642 Abel Tasman's crew enjoyed the first Christmas dinner inNew Zealand –freshly killed pork from the 

ship's menagerie washed down with 'extra rations of wine'. In 1769 James Cook's crew marked the occasion by feasting on 

'Goose pye' (made with gannet).

Woodycalling time at Arthur Burke Waikari 


It’s been abig change from working 

with points and carbs to now fixing 

cars with 30 computers in them. 

Just two months shy of 46 years of 

employment at Arthur Burke Waikari, 

garage manager Brian (Woody)Wood is 

retiring. 

He is stepping aside after his four 

and ahalf decades of service to the 

business and the community in the 

small North Canterbury rural 

township. 

‘‘Over the years Ihave worked on the 

cars of many people's grandparents, 

parents and now I’m working on their 

sons and daughters vehicles.’’ 

Well known for working for Burke’s, 

Woody is also the chief of the Waikari 

Volunteer Fire Brigade. 

His love for the Hurunui began when 

he shifted to Hawarden in 1974 and 

then Waikari from Christchurch as a 

teenager with his father. 

Initially, he felt he might not like the 

place, but he ended up staying and 

making his life there. 

He’s married to Terri, the township 

postie, and has two adult children and 

one ‘‘lovely granddaughter’’ who he 

loves looking after. 

After attending Hawarden High 

School, Woody began afouryearlong 

apprenticeship as an automotive 

mechanic with Burke’s on February 8, 

1978. 

He earned $51 for a40hour week 

and still has his first payslip. 

‘‘I was always working on cars and 

lawn mower engines at home, pulling 

them apart and fixing them up.’’ 

He says Arthur Burke Waikari was a 

smaller workshop back then, but

‘‘We had more shops, two groceries, a 

butcher and four businesses that 

dispensed fuel, plus there was a

‘‘Sadly they have all gone now.’’ 

When he first started work he says

with their engines overheating or 

sufferingfrom other mechanical

‘‘But today cars are pretty reliable 

and if anything does go wrong we just 

plug them into acomputer to see 

what’s wrong with them.’’ 

He started on British and Australian 

Holden cars. 

He has enjoyed his employment at 

Arthur Burke, and had ‘‘many good 

bosses’’. 

He is avolunteer fireman at the 

Waikari Volunteer Fire Brigade for 41 

years. 

‘‘I wanted to help out in my

December necessities inyour garden 

Rachel Vogan cues the key tasks 

for abusy month in the garden. 

Life in the garden this month can be as 

active or as relaxing as you want. 

December can be abusy month with 

social activities and the madness that 

Christmas brings, along with the endofyear 

catchups. Don’t panic if parts of 

the garden get neglected this month. 

With alittle careful planning – 

especially with the use of thick mulch 

layers –your garden should tickalong 

nicely. 

Edibles 

New spuds will be on the menu this 

month –plants indicate they are ready to 

harvestbyflowering or when the main 

stems begin wilting. 

Lateseason potatoes can be planted 

now; often, these can go into the ground 

where the new potatoes havebeen 

growing. Sow another batchofsweet 

corn seed to extend the harvest season. 

If the vegetable garden is full, plant a 

few in the flower garden or in large tubs 

and containers. 

Nip off laterals on tomatoes. Cover 

strawberrieswith netting to keep the 

birds away from ripening fruit. 

Mulch 

When you do not have alot of time to 

spend on your garden, addinglayers of 

mulch can be alifeline. 

Mulch helps to retain moisture in the 

soil by reducingevaporation (meaning it 

needs less watering), which is especially 

important during hot and dry days. 

Mulch is also amazing at reducing 

weed growth by blocking sunlight from 

reaching weed seeds, whichprevents 

them from germination. 

It also helps the soil retain nutrients 

by preventing them from being washed 

away in excessive rain. 

As mulch decomposes and rots down, 

it adds organic matter to the soil that 

feeds all the worms and increases soil 

fertility. 

There are many different types of 

mulch available, including bark, wood 

ships and straw. Mulched leaves and 

stems can be used, but avoid layers of 

grass clippings. 

Indoor plants 

Time to dust off the leaves of your 

favourite plant babies indoors. Over 

time, layers of residual house dust settle 

on the foliage, limiting the plant’sability 

to clean the air in your home and 

slowing down their growth rate. 

Using asoft cloth or aleaf glove, gently 

removethe surface dust. Aquick rinse 

under the shower does wonders for 

them too. Alittle leaf shine or oil will 

complete the freshenup. 

The brilliant red poinsettia will be 

putting on ashow this month. To keep 

poinsettias at their best, do not place 

them in direct sunlight, and water once 

the soil has dried out as they loathe wet 

feet. 

Lavender 

The first flush of flowers will be nearly 

over on French lavenders now 

(Lavandula stoechas). 

To keep the plants fresh and to trigger 

anew flush of flowers, lightly prune to 

removethe old flowerheads.Ahaircut 

now also helps prevent the plants from 

getting woody and floppy. It readily 

roots from stem cuttings, so put those 

trimmings to use by making afew free 

plants. 

Remember, lavender loves full son 

and good drainage.Dried lavender is 

the most wonderful room deodoriser – 

simply dry and crush the leaves. 

MakeaChristmas wreath 

Have you ever tried making your own 

wreath? Premade circles and blocks 

are widely available;many are filled 

with oasis (floral foam) and ready to go. 

Or, considermaking your own wreath 

by twisting pliable stems of gum, willow 

or dogwood into acircle, then adorn 

with flowers,gum nuts, little pine cones, 

shells, fragrant foliage (life rosemary, 

bay or lavender) and perhaps candles. 

Lilies 

The first seasonal lilies will be in bloom 

this month. When picking stems, leave a 

reasonable amount of stem in the 

ground as it will continue to provide 

food and nourishment to the bulb below, 

and it reminds you of where they are 

planted too. 

Ideally, pick once the buds have 

fattened up and they are showing alittle 

colour. When the flower buds are tight 

and very dark green, they rarely open 

once picked. 

When picking, remove the lower 

leaves so here is no foliage below the 

water line of the vase and change the 

water every few days to extend the life of 

the lilies. 

To reduce pollen, the stamens can be 

removed to help allergy sufferers.

Seasons’seatings from your edible garden 

Rachel Vogan offers advice for keeping on top of the edible garden and 

fruit patch this month. 

Summer is such an abundant time of the 

year. Many crops planted in spring will be 

maturing now, adding alot of variety to 

mealtime. With the warmer weather, 

crops burst into life. Cauliflower that have 

been seemingly sitting still for months will 

suddenly develop fat juicy heads. 

Radishes can double in size from one 

week to the next. Zucchini will begin 

pumping out armloads of produce, and 

leafy salad greens should be astaple in 

many homes. 

Plant tomatoes 

It’s your last chance to get tomato plants in 

the ground this month. Remember, 

tomatoes require allday sun to ensure a 

decent crop. Less sun will equal asmaller 

harvest. 

Growth will be active now, with fruit 

forming and, in some cases, the first fruit 

may be ripening, especially on cherry 

tomatoes. Tie stems to stakes or strings on 

aregular basis to support the plant. Keep 

an eye out for whitefly and greenfly as both 

can cause real problems if left 

uncontrolled. 

Aim to water deeply once every few 

days, rather than asplash every day. The 

aim with deep watering is to encourage 

the plant to push its roots deeper into the 

cooler soil to search for water. 

If growing tomatoes inside, make sure 

there is good ventilation, both for air 

movement and to aid in pollination. 

Remove laterals as they appear –these are 

the side branches that appear from stems 

–asthey do not produce much fruit and 

take alot of energy from the plant. 

Basil 

While many plants may already be in the 

ground or in pots, December is one of the 

best months to plant basil as the 

temperatures are consistently warm and it 

thrives once the temperatures are warmer 

and stable. 

Outside, choose ahot, sunny position. 

When planting in the ground, give the soil 

aboost by adding compost or manure. 

Allow 20cm between plants where 

possible. Basil likes plenty of air 

movement so avoid cramming too many 

plants into asmall spot. 

When growing basil in pots, use the best 

potting mix you can –itenjoys afertile soil 

Strawberries ... Ripening on aregular 

basis.

or potting mix. 

Pinch the tips out to encourage more 

leafy growth and limit flowering. Once 

plants start flowering, little new leaf 

growth appears. 

Harvest Broad Beans 

These wee fatties will be ripe for the 

picking now. Pick the pods once they are 

fingersized. Once the pods get larger, the 

beans become tougher and slightly 

astringent and take more cooking to 

soften. 

Regular harvesting triggers the plant to 

produce more flowers and pods. The 

beans freeze well once taken out of the 

pod. Podded beans can also be dried for 

later use. Once the plants are finished, the 

stems are awonderful addition to compost 

bins. Chop the stems up and add to 

compost or dig back into the soil to rot 

down. 

Peas 

Keep picking to keep these ticking along. 

Over the next couple of months, as the 

weather warms, growth on podding peas 

and snow peas does slow down. Therefore, 

make the most of the last cooler month of 

growth. Peas do not like hot temperatures. 

To maximise growth this month, pick ripe 

pods as soon as they appear,and add some 

sheep pellets or something quickacting to 

boost lacking soils and force the plant to 

produce more flowers and peas before the 

intense heat of late January and February 

grinds things to ahalt. 

Save seed of some peas to use as seed for 

the next season’s crops. 

Cauliflower and Broccoli 

These heading brassicas can surge into 

life over the hot months. For plants that 

have been in the ground for quite some 

time, heads may appear quickly, which 

can come as asurprise if the plants have 

been sitting still for afew months. 

This is very common with cauliflower – 

one day there is no sign of one and aweek 

or so later alarge head is sitting there. It 

can be achallenge to manage utilising all 

the produce if it matures at the same time. 

Do pick the heads once they are ready as 

they will not hold well in the garden and 

will more than likely blow open and 

discolour. Look for ways to cook or store 

the produce for later. Both crops freeze 

well. 

Rhubarb 

Over summer with regular harvesting, you 

can expect to be eating sweet juicy stems 

of leggy and prolific rhubarb right through 

until the end of autumn. 

Regular harvesting promotes new stems 

and growth. Keep the water up to plants 

and add layers or organic matter or wellrotted 

manure to the ground around the 

crowns. Rhubarb is aheavy feeder and 

loves layers of organic mulch, especially 

manure. Remove any seedheads as soon 

as they appear. 

Rhubarb is an easy and reliable crop to 

grow in apot or acontainer. Harvest it as 

close to use as possible, as it doesn’t store 

that well in the fridge. Once Ipick mine, I 

leave it sitting in abucket of water until I 

use it. Stems can be cut into chunks and 

frozen. 

Strawberries 

Strawberries will be ripening on aregular 

basis. To keep them flourishing, give the 

plants adrench of liquid food once or 

twice amonth. Strawberries respond 

particularly well to this. Remove side 

runners as they suck energy from the 

parent plant, which slows down flower 

formation. 

At present, the aim is to encourage the 

plant to produce more flowers, not leafy 

growth. Add more layers of straw if 

required to help maintain soil moisture 

and keep the fruit free from dirt. 

Nurture Kūmara 

Kūmara is being more widely grown all 

over the country. It’s too late to start off 

new cuttings and slips now though, as this 

should have been done in early spring. 

Rhubarb ... Sweet and juicy. 

Kūmara requires along growing season — 

five to six months. For crops in the ground, 

check the tendrils are in contact with the 

ground. At this time of year, leaf growth is 

required to give the plant the energy to 

start the development of the tubers below 

the ground. Regular watering is required 

in dry areas or if growing in tubs and 

containers, but avoid flooding the ground 

as kumara do not enjoy wet soil. 

Cucumbers 

Growth will ramp up this month. 

Cucumbers are heavy feeders and flourish 

with aregular feeding programme. 

Seaweed fertilisers work well, or try 

making comfrey fertiliser from comfrey 

leaves. Aim to keep the developing fruit up 

off the ground, as cucumbers may grow 

unevenly and potentially rot if left on the 

ground. Water plants regularly throughout 

the season. Seeds can still be sown this 

month. 

Passion Fruit 

These fastgrowing vines will be ramping 

with growth now. Keep an eye out for the 

dreaded passion vine hopper. This wee 

demon lives on the underside of the leaves 

and sucks all the sap out of the leaves. Tie 

up the long tendrils as they grow; lower 

leaves can be removed at the same time. If 

the leaves are yellowing, the plant could 

be hungry, so apply ageneral plant food or 

something like tomato or strawberry 

fertiliser to perk up the plant. Water 

regularly over the warmest months.

Aerial Insights -Using drones to improve safety and 

efficiency atMainPower. 

MainPower is currently testing drone technology for visual 

inspections of power lines and infrastructure.This innovative 

approach promises increased safety, efficiency, and minimises 

disruption for customers. 

Network Field Operators from MainPower have been trained to 

use the specialist equipment to assist with fault finding and asset 

inspections. Drones can only be flown within ‘line of sight’ ofthe 

operator, capturing photos and video footage of power lines and 

poles. 

Drone operators will beoperating under Civil Aviation Authority’s 

Part 101 which dictates the rules for flying unmanned aircrafts in 

New Zealand. MainPower’s current protocol for traditional asset 

inspections still applies to the use of drones. Network Field Operators 

will continue to gain permission from landowners before flying over 

their property. Following an inspection, the landowner can ask to view 

any captured content. 

Key benefits ofour drone inspection 

programme include: 

• Improved Safety: Drones enable remote inspections of power 

lines, poles, transformers, and other critical infrastructure, 

reducing the need for field workers to climb assets or use 

machinery to complete inspections. 

• Efficiency: Drone inspections are quicker than manual 

inspections.This leads to reduced time spent on customer 

properties, faster response to potential issues, and improved 

reliability for our customers. 

• Improved diagnosis tools: As well ashigh-definition imagery 

and video, the drones record heat signatures from assets.This 

will enable MainPower to detect potential issues earlier and 

schedule necessary maintenance that could prevent power 

outages. 

We are excited to embrace this technology and leverage the potential 

it holds for our network. Byintroducing drone inspections, weare 

continuing our commitment to provide safer, more efficient, and 

sustainable energy solutions to our customers. 

The programme will betrialled in rural areas ofthe network at the 

end of the 2023. If successful, itwill berolled out widely in 2024.

RANGIORA SANTA PARADE &PARTY IN THE PARK 


Christmas celebrations in Rga 

Over 40 floats, ranging from amonster 

truck to the jolly man himself, Santa 

Claus, will ply the streets of Rangiora on 

Sunday, December 10. 

The parade, welcoming Santa to the 

town, starts at 2pm, but Rangiora’s 

festive celebrations will begin with a 

Christmas Party in the Park, at 12 noon. 

Rangiora Toyota is the principal 

sponsor of the parade which starts from 

the corner of Church and High Streets 

and travels down High Street, turning 

right on to Victoria Street, into Queen 

Street, stopping just past Victoria Park. 

Waimakariri Mayor Dan Gordon will 

judge the floats before the parade starts 

and the winner will be announced at the 

McAlpines Mitre 10 MEGA Rangiora 

Christmas Party in Victoria Park, after 

the parade. 

Compass FM will be on four route 

point chatting to the crowd and giving 

information on the floats as they pass by. 

The Party in the Park, at which Blair 

Holland will be the Master of 

Ceremonies, ends at 4pm. 

The four hours of fun will include 

bouncy castles, lawn games, and 

Christmas cookie decorating and more 

for children. 

Coffee, ice cream and food vendors will 

all be on site, along with market stalls 

offering agreat array of choices for 

Christmas presents and more. 

Santa will also visit, along with 

Superman. 

Children are encouraged to take a 

letter along for Santa to drop in to the 

North Pole mail sack. 

Music will fill the air with Funky Hot 

Mamas, and Phil Doublet entertaining, 

along with songs from local singers as 

well. 

It is afree event but adonation at the 

gate would be gratefully received.

thought he would be fighting 

fires one day. 

The 18yearold Hurunui 

College head student is one of 

16 young people from Hurunui 

who graduated last week from 

the Youth in Emergency 

Services (YES) 2023 

programme. 

The graduation ceremony, 

held in Hurunui Council’s 

Chambers, underlined three 

months of volunteering with an 

emergency service following 

the successful YES Camp held 

in July for Hurunui youth aged 

1619. 

‘‘It’s been an amazing 

journey,’’ Brandon says. 

‘‘I’ve gained lots of different 

experiences and skills, from 

using fire hoses and 

extinguishers to helping our 

community through installing 

fire alarms.’’ 

Brandon volunteered with 

Fire and Emergency NZ 

(FENZ) in Amberley. 

Its his first taste of 

volunteering and he is looking 

forward to continuing with the 

brigade. With his hobbies all 

outdoor stuff, like hiking and 

target shooting, the wellbeing 

benefits of volunteering came 

as asurprise. 

‘‘Previously, Iwasn’t social 

with the community, and I 

actually felt stronger and 

better helping out, which I 

didn’t expect.’’

Black, who acknowledged the 

graduates individual and 

collective successes. 

‘‘You stepped into aplace 

where you felt internally 

challenged. 

‘‘Increasing your community 

connection, acquiring anew 

range of skills, increasing your 

confidence, selfesteem and 

being motivated for civic 

participation, these are 

qualities of leadership that will 

support you in the future.

who was Camp Mother at YES 

Camp, said the youth council 

had contributed funding 

towards making the camp 

possible. Attending the camp 

gave her an understanding of

Hurunui continues to be adrawcard 

for migrants, with 28 new citizens 

celebrated at citizenship awards held 

at the Waipara Pavilion last week. 

Hurunui Mayor Marie Black says 

there has been asteady rise in 

numbers over the years in people from 

all parts of the globe who are choosing 

to make their home in Hurunui.

Rugby ball for auction

Arugby ball signed by the late rugby 

legend Sir Colin Meads will be auctioned 

as afundraiser for the Waimakariri Public 

Arts Trust (WPAT). 

The long forgotten rugby ball was found 

recently by aWPAT trustee, Judith Hoult, 

in storage at her Rangiora home. 

The ball was donated during fundraising 

activities for Rangiora’s Dudley Park 

Aquatic Centre which was opened in 

February2010. 

Judith, who was on the fundraising 

committee, said the ball was intended to 

be used as aprize for the schoolchildren 

who took part in the many duathlons held 

in Dudley Park to help raise the $3 million 

the Rangiora community had been asked 

to contribute towards the $9.7 million 

swimming pool complex. 

However, somehow, the child’ssize 

rugby ball signed by the man whobecame 

known as ‘‘Pinetree’’ Meads, because of his 

imposing presence on the rugby field, was 

overlooked during prize giving ceremonies 

at the duathlon fundraisers. 

Judith said she was surprised to find the 

rugby ball had been overlooked, but 

thought it could be put to good use for a 

new cause as afundraiser for the WPAT. 

The trust was established two years ago 

by the Waimakariri District Council to 

increase public art, sculptures and murals 

in the region. 

WPAT trustees hope the rugby ball 

signed by Colin Meads, ayear before he 

was knighted in 2009 for his services to 

rugby, will be their next fundraiser and 

intend putting it on Trade Me to be 

auctioned. 

Ashley Rugby Football Club president 

Murray Goodwin says he was sure there 

would be ‘‘quite abit of interest’’ in the 

rugby ball. 

The trust recently held its first Braided 

Art Exhibition fundraiser in the foyer of 

the council's Rangiora service centre. 

Help needed to fill gaps 

The unit historian at Rangiora’s No.88 

(District of Waimakariri) Squadron, Air 

Training Corps (ATC) is asking for the 

public’s help filling gaps in previous 

ATC's history. 

Hamish Cook says during his research 

into past ATC Units which have 

significance to the Waimakariri unit, he 

came across three units previously 

based in the district, and some names 

associated with them. 

Hamish is interested in finding out 

more about these units —No. 37 

Rangiora Squadron (H.P Thompson, H. 

AFoster), No. 51 Kaiapoi Squadron (E.T 

Shore, T.E Rowlands) and No. 22 Oxford 

Squadron (H.P Thompson). 

‘‘They existed in the war and postwar 

years, with evidence pointing to at least 

two of these existing into the 1950s, 

Hamish says. With the kind help of the 

district museums and the Air Force 

Museum Ihave been able to gather some 

small snippets of information, however I 

continue to search for more to aid me in 

my endeavour.’’ 

Hamish is particularly interested in 

any information about asignificant 

sized parade in Rangiora’s Victoria Park 

on March 5,1944. ‘‘I would be most 

grateful if people with any information 

or photographs could write to me at

Aquiet space to relax

gardens, is the latest addition to the 

grounds. The Friends of the Oxford 

Hospital has fundraised for most of the 

past year to create acovered gazebo 

for patients and families to use. 

Chairperson Linda Huria says they 

wanted to build acovered space for 

families and staff to rest and relax, 

away from the stresses of the hospital. 

‘‘It has been made possible by the 

kind donation of over $5000 from many 

families in the district. 

‘‘We contracted the Oxford Lions to 

build the gazebo, and they have done a 

wonderful job working in their spare 

time over the past eight months to get 

it ready in time for Christmas.’’ 

Five district families were 

represented at the official opening of 

the new four metre wide two metre 

deep gazebo last week. 

The ceremony was also attended by 

the Friends of the Oxford Hospital 

group and Oxford Lions Club 

members. 

Mrs Huria says she and the Friends 

would like to thank the community for 

their support of their group.

Cockburns show their supreme velvet touch 


Record entries and aSupreme winner 

weighing in at 9.3kg were highlights of 

the annual Oxford A&P Association’s 

Velvet competition. 

Craig and Shayne Cockburn from 

Anama, in the Ashburton district, took 

out the Supreme overall champion head 

at the competition which attracted 58 

entries from across Canterbury in the 

five sections. 

The pure Warnham, fiveyearold red 

stag, was home bred, says Craig. 

Craig and Shayne have been long time 

supporters of the competition which has

Waimakariri District Mayor Dan Gordon 

took up amallet instead of agavel 

recently to direct the situation at play. 

He was one of several from the council 

enjoying some introductory games at the 

Kaiapoi Croquet Club’s 120yearold 

grounds. 

The club hosted the event, along with 

atraditional afternoon tea, as it 

prepares to upstakes and move to its new 

home at the Kaiapoi Community Hub. 

New lawns are being constructed and 

prepared on former red zone land in 

Courtenay Drive, allowing the club to 

move from Murphy Park. 

The club has enjoyed its time at the 

park, but their lawns were damaged by 

earthquakes, and become increasingly 

flood prone from the nearby Kaiapoi 

River over the years. 

Foundation for life 



Literacy and numeracy are the 

foundations for life, says Kaikōura High 

School presiding member John Wyatt. 

Mr Wyatt welcomed the new 

Government’s focus on literacy and 

numeracy and hoped it would be 

accompanied by resourcing. 

The new Coalition Government has said 

it will introduce arequirement for one 

hour aday of reading, writing and maths. 

‘‘Our performance as acountry in recent 

years has been woeful,’’ Mr Wyatt said. 

‘‘My take is that schools need to focus on 

literacy and numeracy and we are already, 

but we need Government support.’’ 

Mr Wyatt said literacy needed to start 

with parents from the ages of 3, 4and 5. 

‘‘Our tamariki should get to primary 

school being able to count to 10, write their 

own name and know of the letters of the 

alphabet.’’ 

He said Kaikōura High School, which 

catered for students from year 7to13, 

offered literacy and numeracy 

programmes designed to embed those 

skills into all subjects. 

Kaiapoi North School principal and 

New Zealand Principals Federation vicepresident 

Jason Miles said most schools 

were teaching an hour aday of reading, 

writing and maths, but needed support 

with professional development. He said 

steps had been taken in recent years to 

improve literacy and numeracy results. 

In 2018, Kaiapoi North School decided 

to upskill its teachers to teach structured 

literacy, after researching best practice 

overseas. 

Mr Miles said structured literacy gave 

children astructured and phonic (sound) 

based approach ‘‘for foundation literacy 

skills’’. 

It had led to a10percent improvement 

in reading across the school, with more 

children reading at the expected level. 

Incoming Education Minister Erica 

Stanford and outgoing Minister Jan Tinetti 

both visited the school last year to see the 

school’s approach first hand. 

Other North Canterbury schools have 

adopted structured literacy, while the 

Ministry of Education now offered 

resourcing for professional development 

and the University of Canterbury offered 

the better start literary approach training 

programme. 

Rangiora New Life School principal 

Stephen Walters said his year 1 to 13 

school already had ‘‘a heavy focus’’ on 

literacy and numeracy. ‘‘I don’t think any 

principal would have aproblem with the 

goals’’ and hopes for flexibility to deliver 

suited to ‘‘us and our children’’.

Construction to begin on 

Townsend Playground 

Work will begin this month on construction of anew 

playground at Townsend Road Reserve inRangiora. 

The works will take place between now and 

February 2024 and include: 

• Earthworks and surface preparation 

• Construction of footpaths and concrete areas 

• Installation of the playground equipment 

• Installation of street furniture and fence. 

The playground is expected to open in February 

and will include asmall BMX/pump track, large 

open slide, smaller slide for younger children, 

swing set and separate nest swing, spinner, 

rockers, nature play area, flying fox and a 

formalised cycle /scooter loop path around the 

play space. 

Update: Oxford Urban and Rural No. 2 

Boil Water Notice 

Investigations into the cause of water turbidity 

for the Oxford Urban and Rural No. 2water supply 

have identified an issue with one of the bores at 

Domain Road. 

The bore has been isolatedand we are undertaking 

investigation work on the bore, including removing 

thepumpaswell as CCTV inspecting theborecasing. 

We plan to redevelop the boretoensure it is less 

likely to experience turbidityissues in thefuture. 

This work is expected to continue for afurther 

two weeks, but we will do everything we can to 

bring this well back online as soon as possible. 

During this time, the boil water notice is intended 

to remain in place. 

Performers needed for Good Street Stage 

Now that the Good Street stage is set, we need 

performers from across different music genres to 

perform one hour lunchtime concerts on Thursdays 

and Saturdays throughout summer. In return Council 

will provide aminimum contribution of $130 +GST 

per act. Performers can also busk on the day –put a 

hat out –tosupplement their income. 

Performers need to provide their own equipment 

including PA, but power isavailable atthe site. All 

performers are welcome to apply via the form on 

the Council website.

Museum calendar 

The Rangiora Museum 2024 calendar features 12 local historic 

photos showing early local buildings from the Museum records. Most 

also have an after picture to show what is there today. The after

Jonty’slong day on the course 


Tired, with sore arms and coping 

with alarge blister on his heel, 

Jonty Swain (16) of Rangiora 

completed his marathon of golf on 

Sunday afternoon, raising over 

$650 for the Cancer Society. 

Finishing nearly eight and half 

hours after teeing off at 7.30am at 

the Rangiora Golf Course, Jonty 

played two full rounds solo, — 36 

holes of golf —and says he wasn’t 

too troubled by the challenge. 

‘‘The last few holes were the 

only challenging ones of the whole 

day, as Iwas so tired and sore. The 

golfball sized blister on my heel 

made it just that bit harder,’’ says 

the Year 11 St Bedes pupil. Jonty 

did the challenge because he 

wanted to combine his love for golf 

and his desire to do something for 

those suffering with cancer. 

‘‘Several members of my family 

have cancer and Iwanted to do 

what Icould to help,’’ he said. His
