By reason of circumstances attendant to the differences between the Educational System of the United<br />

States and the Philipp<strong>in</strong>es, my said child stands to lose his enjoyment of the social security benefits due him, if and<br />

when strict application of the social security law shall be resorted to.<br />

Such differences between the two (2) educational systems of the United States and the Philipp<strong>in</strong>es are that,<br />

a person/child attend<strong>in</strong>g schools <strong>in</strong> the United States is still <strong>in</strong> school age of 19 years old, while <strong>in</strong> the Philipp<strong>in</strong>es, a<br />

child 18 years old is already a freshman <strong>in</strong> college education.<br />

Why it is so <strong>in</strong> the Philipp<strong>in</strong>es? Please consider the follow<strong>in</strong>g educational ladder <strong>in</strong> the Philipp<strong>in</strong>es, to wit:<br />

A. Age 6-12 old, elementary level, on which at 12 years old a person study<strong>in</strong>g <strong>in</strong> the Philipp<strong>in</strong>es is already<br />

a graduate of the elementary course.<br />

B. The elementary course graduate, then enrolls <strong>in</strong> high school, barr<strong>in</strong>g unfavorable circumstances, subject<br />

person/child becomes a school graduate at 17 years old, high school education <strong>in</strong> the Philipp<strong>in</strong>es be<strong>in</strong>g only for four<br />

(4) years.<br />

C. Thus, at age 18 years old, or late 17 years old, subject child is already <strong>in</strong> college.<br />

The spirit of the social security law is to <strong>in</strong>sure that the dependent, like my child, has that chance to atta<strong>in</strong><br />

his desired education for his bright future so as to be not a liability but an asset of society.<br />

With due respect, this appeal for liberal application of the social security law is premised on the timehonored<br />

maxim, to resort to the spirit of the law that gives life rather than stick<strong>in</strong>g to the letter of the law that kills..<br />

1. Uniformed Services Former Spouses Protection Act (USFSPA) is very much unfair to the service member.<br />

2. Reason: The service member is suffer<strong>in</strong>g from his disability, while the former spouse is enjoy<strong>in</strong>g the benefit<br />

that is taken from his disability pay. If the spouse is also disabled, I th<strong>in</strong>k she can get a portion of disability benefit<br />

of the service member.<br />

States are be<strong>in</strong>g deducted 30% as tax. How did this come about?<br />
