FRA TODAY
Delegates at the 79th FRA National Convention approved a resolution to change the name of our monthly
magazine from Naval Affairs to FRA Today and the possibility of this happening was incorporated into the magazine
rework several months ago. This allowed us to adapt to whatever decision was made and saved money on the design
costs. The change will occur with the November issue, however, be advised that the magazine will have a special
cover wrap that still says Naval Affairs. This will explain the change, allow us to comply with USPS administrative
requirements which take some time to process, and also allow us to include a pitch to sign up new members along
with a membership application - with a focus on veterans due to Veterans Day (and FRA=s 82nd Birthday on 11 November
2006). It also allows us to provide another reminder of the hat campaign, driving traffic to the website, telephone
or to use an envelope provided in the September or October issues.
Please also note that from the legal perspective, copyright/trademark registration research is underway with
regard to the new title, and publishing this before this is completed is not a problem according to our legal counsel.
LA FRA MEMBERSHIP ADMINISTRATION
The implementation plan for the LA FRA membership administration functions at NHQ utilizing the IMIS
capabilities is being developed and will include a specific time line and sequence of events. We plan to present this
to LA FRA NP Sandy Robbins for consideration during her visit here beginning on 9 November.
MAIL TO HURRICANE KATRINA SHIPMATES
A number of zip code addresses in the Hurricane Katrina disaster area prohibited delivery of magazines to
individual addresses even after first-class mail delivery resumed. Since FRA covered the dues renewals for 482 affected
Shipmates in these areas who dues were to expire by 31 January 2006, many of them have not received anything
from FRA since before the disaster last year.
We=ve been regularly requesting permission via the USPS to send Naval Affairs to the affected addresses of
our members each month. Last month, there were 609 addresses and this total in now down to123 Shipmates. To
ensure that they begin receiving Naval Affairs, we=re covering first-class postage for delivery of the magazine to
these Shipmates as part of the membership marketing budget and all will receive the November issue of Naval Affairs
(FRA Today). The total is expected to continue to decline each month.
ADMIN MANUAL UPDATE
The FRA Branch Administration Manual (of 03/2000) is in need of updating and a plan of action is being
developed. This work had been tabled due to the implementation of the IMIS membership administration work in
house (Dec. 2004) and other anticipated changes per the Special Committee to Review FRA=s C&BL and the establishment
of a Polities and Procedures Manual (action tabled until 80 th National Convention). Individual NHQ staff
members are being tasked with reviewing and updating specific chapters and when completed, the new document
will be compiled and the NBOD advised of same B probably at the May 2007 NBOD meeting. Preliminary plans are
to post this on the web site members-only section, and produce copies in CD-Rom format and also produce a limited
number of hard copies pending NBOD approval and the authorization of budgeted funds for this project via the
Budget and Finance Committee.
Included in this process is a review of FRA=s Americanism-Patriotism Manual, the Recruitment Manual,
plus the Convention Planning Guide, PR Manual and Regional President=s Manual. Some of which have not been
updated in many years.
