FRA TODAY<br />
Delegates at the 79th FRA National Convention approved a resolution to change the name of our monthly<br />
magaz<strong>in</strong>e from Naval Affairs to FRA Today and the possibility of this happen<strong>in</strong>g was <strong>in</strong>corporated <strong>in</strong>to the magaz<strong>in</strong>e<br />
rework several months ago. This allowed us to adapt to whatever decision was made and saved money on the design<br />
costs. The change will occur with the November issue, however, be advised that the magaz<strong>in</strong>e will have a special<br />
cover wrap that still says Naval Affairs. This will expla<strong>in</strong> the change, allow us to comply with USPS adm<strong>in</strong>istrative<br />
requirements which take some time to process, and also allow us to <strong>in</strong>clude a pitch to sign up new members along<br />
with a membership application - with a focus on veterans due to Veterans Day (and FRA=s 82nd Birthday on 11 November<br />
2006). It also allows us to provide another rem<strong>in</strong>der of the hat campaign, driv<strong>in</strong>g traffic to the website, telephone<br />
or to use an envelope provided <strong>in</strong> the September or October issues.<br />
Please also note that from the legal perspective, copyright/trademark registration research is underway with<br />
regard to the new title, and publish<strong>in</strong>g this before this is completed is not a problem accord<strong>in</strong>g to our legal counsel.<br />
LA FRA MEMBERSHIP ADMINISTRATION<br />
The implementation plan for the LA FRA membership adm<strong>in</strong>istration functions at NHQ utiliz<strong>in</strong>g the IMIS<br />
capabilities is be<strong>in</strong>g developed and will <strong>in</strong>clude a specific time l<strong>in</strong>e and sequence of events. We plan to present this<br />
to LA FRA NP Sandy Robb<strong>in</strong>s for consideration dur<strong>in</strong>g her visit here beg<strong>in</strong>n<strong>in</strong>g on 9 November.<br />
MAIL TO HURRICANE KATRINA SHIPMATES<br />
A number of zip code addresses <strong>in</strong> the Hurricane Katr<strong>in</strong>a disaster area prohibited delivery of magaz<strong>in</strong>es to<br />
<strong>in</strong>dividual addresses even after first-class mail delivery resumed. S<strong>in</strong>ce FRA covered the dues renewals for 482 affected<br />
Shipmates <strong>in</strong> these areas who dues were to expire by 31 January 2006, many of them have not received anyth<strong>in</strong>g<br />
from FRA s<strong>in</strong>ce before the disaster last year.<br />
We=ve been regularly request<strong>in</strong>g permission via the USPS to send Naval Affairs to the affected addresses of<br />
our members each month. Last month, there were 609 addresses and this total <strong>in</strong> now down to123 Shipmates. To<br />
ensure that they beg<strong>in</strong> receiv<strong>in</strong>g Naval Affairs, we=re cover<strong>in</strong>g first-class postage for delivery of the magaz<strong>in</strong>e to<br />
these Shipmates as part of the membership market<strong>in</strong>g budget and all will receive the November issue of Naval Affairs<br />
(FRA Today). The total is expected to cont<strong>in</strong>ue to decl<strong>in</strong>e each month.<br />
ADMIN MANUAL UPDATE<br />
The FRA Branch Adm<strong>in</strong>istration Manual (of 03/2000) is <strong>in</strong> need of updat<strong>in</strong>g and a plan of action is be<strong>in</strong>g<br />
developed. This work had been tabled due to the implementation of the IMIS membership adm<strong>in</strong>istration work <strong>in</strong><br />
house (Dec. 2004) and other anticipated changes per the Special Committee to Review FRA=s C&BL and the establishment<br />
of a Polities and Procedures Manual (action tabled until 80 th National Convention). Individual NHQ staff<br />
members are be<strong>in</strong>g tasked with review<strong>in</strong>g and updat<strong>in</strong>g specific chapters and when completed, the new document<br />
will be compiled and the NBOD advised of same B probably at the May 2007 NBOD meet<strong>in</strong>g. Prelim<strong>in</strong>ary plans are<br />
to post this on the web site members-only section, and produce copies <strong>in</strong> CD-Rom format and also produce a limited<br />
number of hard copies pend<strong>in</strong>g NBOD approval and the authorization of budgeted funds for this project via the<br />
Budget and F<strong>in</strong>ance Committee.<br />
Included <strong>in</strong> this process is a review of FRA=s Americanism-Patriotism Manual, the Recruitment Manual,<br />
plus the Convention Plann<strong>in</strong>g Guide, PR Manual and Regional President=s Manual. Some of which have not been<br />
updated <strong>in</strong> many years.<br />
