Sunny disposition ... Asea of sunflowers has attracted hundreds to South Eyre Sunflowers near Oxford since
it opened on January 26. The growers aimed to raise $20,000 for charity, which they surpassed. The funds will be
split between Gumboot Friday and the Oxford community. Gates are open 24 hours, seven days aweek until the
flowers are gone. It is $5 per visit (kids under 12 are free), and you can pick your own stems for $3 each. Story
Vote lost on storage
pond construction
By ROBYN BRISTOW
Waimakariri Irrigation
(WIL) will push on with
plans to construct storage
ponds on land it owns in
Wrights Road, near Oxford,
despite results of avote
turning down the proposal.
WIL’s chief executive
Brent Walton says while the
result of the vote was
disappointing, the company
will now regroup and seek
ideas from shareholders as
to how to move forward.
‘‘We’ll continue to assess
options to provide
shareholders with areliable
water supply.’’
It is one of anumber of
hurdles that have stymied
the project since it was first
mooted 17 years ago, when
WIL bought the land for
storage ponds. Its aim was to
store excess water diverted
from the Waimakariri River
during high river flow, or
low scheme demand.
The storage ponds would
be capable of holding 8.2
million cubic metres of
water.
Ashareholder vote at the
end of January saw the
proposal defeated, albeit
narrowly, with 94.14 percent
of eligible shareholders
casting votes. A75%
majority is required by the
Companies Act, with 71.23%
voting for the storage pond
proposal, and 28.77%
against.
‘‘We came very close to
reaching the threshold, with
almost two and ahalf times
the number of shareholders
supporting the storage
ponds proposal, versus
those opposing it, but we
didn’t quite reach the
required figure of 75%
shareholder approval,’’ Mr
Walton says.
Under the proposal the
stored water would
supplement irrigation when
intakes were restricted from
the Waimakariri River,
while also providing water
for environmental
initiatives when the water is
not required for irrigation.
Abuilding consent to
construct the storage ponds
was granted in June 2013. In
October 2014, aresource
consent was issued.
However, these consents
were challenged through
the Environment Court.
They were subsequently
granted in August 2020.
Mr Walton says WIL
believes that securing a
reliable water supply is one
of the only ways for
Waimakariri’s farmers to
continue viable farming
operations into the future,
while also allowing the cooperative
to pursue
environmental initiatives
which benefit the wider
community.
‘‘The storage ponds would
have enabled us to use the
water in the offseason to
pursue environmental
initiatives such as Managed
Aquifer Recharge (MAR)
and Targeted Stream
Augmentation (TSA), which
would complement the work
shareholders are doing to
enhance biodiversity on
land and waterways within
our scheme area.’’
Sunflower magic .. Maia MarekoThornton, left with Keira Webley, Hayley Stevens, and Tahlia James, were visitors from Christchurch
By SHELLEY TOPP
Afield of golden blooms at South Eyre
Sunflowers is proving to be afundraising
gem for the charities it is supporting this
year.
All money raised, from the entry fee to
the field and sales of the sunflowers, plus
donations, will be donated to the Oxford
community and Gumboot Friday.
This year’s fundraising goal of $21,500
has already been achieved after large
numbers of visitors flocked to pick blooms
and take photographs on ascorching hot
day last Sunday.
The signs for abumper fundraiser this
year were good when on the first day of
opening last month, $1484 was collected,
which was an increase of $1404 on last
year’s opening day.
There is roadside parking available and
the field is open 24/7 to allow for sunrise
and sunset photographs and videos to be
taken.
Anna Eves, of Rolleston,a repeart
visitor to the field said she loved
sunflowers, and the money being raised
was for agood cause.
Other visitors said they enjoyed visiting
the field, and picking the flowers, because
it was relaxing and looking at the large
colourful blooms made them feel happy.
The picturesquesunflower display has
also proved ahuge drawcardfor
professional and amateur photographers.
Everyone who visits, it seems, wants to
take aphoto or have their photo taken by
aprofessional photographer in the field of
sunflowersand many of their images can
be seen on the South Eyre Sunflowers
Facebook page.
The organisersofthe South Eyre
Sunflowersfundraiser say they are
overwhelmed by the support the initiative
has received.
‘‘Thank you for supporting this project
from the bottom of our hearts,’’ they say.
Despite the popularity of the sunflowers
the huge field on the cornerofSouth Eyre
Road and Domain Road, near Oxford,
where the sea of gold is impossible to
miss, there are still thousands of blooms
still to be picked.
The field will remain open until all the
blooms are gone.
However,the organisers say with the
heat being experienced earlier in the
week, they won’t last long.
‘‘We will be very lucky to get many more
weekends before they wilt.’’
Scrub fire halts traffic on SH1
By ROBYN BRISTOW
Ascrub fire near the State Highway
One bridge at Waipara burned through
five hectareslate Tuesdayafternoon.
The fire, which threatenedmultiple
structures,caused ahuge back log of
traffic on the SH1, which was closed
for several hours.
Asingle lane was eventually reopened
about 11.30pm.
Firefighters managed to contain the
fire near Glasnevin, without the loss of
structures.
Fifteen ground crews were at the
scene, along with the two helicopters.
Heavy machinery also assisted with
the firefighting efforts.
Two homes were evacuated, with
evacuation centres being opened in
Waipara and Amberley.
Some residents who selfevacuated
were allowed to return to their homes
late in the evening.
People were advised to avoid the
area, and those impactedbysmoke
advised to closetheir windows and
doors,and stay inside.
Residents are advised to call
Healthline on 0800 611 116 if they have
any related health concerns or
experience any respiratory difficulties
as aresult of smoke.
Fire and Emergency New Zealand is
urging people to be extremely careful
due to the dry conditions, and avoid
using machinery or carrying out
activities that could create sparks.
Aprohibited fire season is in force
across Canterbury. The Waipara fire is
the fourth large fire to engage multiple
fire fighters from across the region. A
close eye is still being kept on afire
that destroyed pines, scrub and burnt
farmland on the banks of the
Waitangi Day traditional classic
By JOHN COSGROVE
Tractors, vintage cars, hot rods and custom
cars came from far and wide, totake part
in aWaitangi Day tradition on Tuesday —
the Rangiora RSA’s tractor and classic car
run.
Held annually for more than 20 years,
the slow pace, friendly atmosphereand
camaraderie is what attracts scores of
vintage tractors and custom cars to the run
which wends it’s way through the country
roads from Rangiora to Oxford and back
again via lunch at the Loburn Domain.
With affectionate names like Cletus and
Roscoe painted on their noses, the owners
of the many veteran tractors have doted on
their chargersfor years.
David Coakley of Cust, took 17 years to
rebuild his 1942 McCormick Deering
tractor, .
‘‘I stripped it right back to bare metal
then slowly rebuilt it,’’ he says,‘‘ It came
from the Mt Hutt sheep station where it
did many years of service before Igot it.’’
Kieran Winter of Southbrook finally got
his hands on ‘Roscoe’ —a1942 McCormick
Standard tractor when it came up for sale
from aprivate museum.
‘‘It was owned originally by the late
Johnny Brown of Rangiora, and Ipicked it
and some others up just four weeks ago
when they came up for sale.’’
Mr Winter has attended the RSA’s fundraising
car and tractor run for many years.
Campervan crash closes bridge
By SHELLEY TOPP
Two Chinese tourists had a
frightening start to day three of
their New Zealand holiday
when their Maui campervan
crashed on the Eyre River
bridge near Oxford.
The accident happened, last
Saturday, near the West
Oxford Reserve Camping
Ground, on Depot Road,
around 12.30pm.
The campervan smashed
through the righthand side of
the onelane bridge leaving the
front of the vehicle hanging
precariously above the
riverbed below.
The husband and wife were
not injured in the crash, but
the woman who was driving
the vehicle, said the accident
had left them both in deep
shock.
She said they had planned
an 11day tour of New Zealand,
but they were uncertain now
whether they would continue
Waimak ratestorise
By DAVID HILL,
Local Democracy Reporter
Around $690 million is set to be spent
over the next 10 years replacing
Waimakariri’s assets andplanning for
the district’s rapid growth.
The WaimakaririDistrict Council is
proposing arate rise, on average, of
8.94 percent, as recommended by staff,
as it looks to complete its draft 2024/34
Long Term Plan.
Mayor Dan Gordon described the
draftLong Term Plan as ‘‘a prudent
and responsible budget’’.
‘‘We started this Long Term Plan
with aproposed 19% rate increase
based on our work programme.
‘‘For this reason, we have deferred
$120 million of nonessential works to
the outer years to bring our rate
increases to what we understandwill
be one of the lowest in Canterbury.
‘‘But Iwant to make it clear, while
we have madesavings, we are not
compromising on our level of service.’’
The district’s population is
projected to grow from around 70,000
to 82,075by2034, based on Statistics
New Zealand’s high growth scenario.
The council is planning to consult on
five key themes as it plans for growth.
These include how best to manage
the natural environment, flood
resilience,provision of community
facilities, extension of the Rangiora
Library and the proposed Rangiora
eastern link road.
The council has spent $10 million of
unbudgeted spending over the last
three years in response to major storm
events, and is planning ahead by
establishing apermanent
infrastructure recovery team this year.
In the last Long Term Plan in 2021,
the council signalled it would build a
new community centre in Pegasus and
make provisionfor future facilities in
Ravenswood.
The council announced last year it
had reach an agreement with
Templeton Group to purchase land on
the Pegasus lakefront.
It is now consulting with the
community and Templeton Group on
the detailed design of acommunity
centre, and plans to begin
construction by the end of next year.
The council is also negotiating with
Templeton Group to buy land for
future community facilities to serve
the growing Woodend and
Ravenswood community.
Mr Gordon said the council was in
talks with Canterbury Cricket and
Canterbury Country Cricket about
extendingMainpower Oval to
accommodate more cricket pitches
andtraining facilities.
‘‘If we want to keep firstclass
cricket in Rangiora, we need to put in
alevel of investment, so we are
developing apartnershiparound
that.’’
The council will meet again on
February 27 to adopt the draft Long
Term Plan, before it goes out for
consultation from March 15 to April 19.
Rga teen wins scholarship
By SHELLEY TOPP
Aspark of interest ignited in
basketball as achild has led to a
United States college scholarship
for Rangiora teen Ashlyn Rean.
The spark was caught while
Ashlyn was watching her big sister
Jasmin play basketball.
Now the former Rangiora High
School student has secured afull
ride scholarship which covers all
living and college costs and any
other associated costs, to play
basketball and study nutrition and
dietetics at the University of
Alaska Anchorage (UAA).
Ashlyn, aged 18, arrived to the
Alaskan winter two weeks ago, and
is still adjusting to her new
environment after leaving the
scorching summer heat in
Rangiora.
‘‘She went from 34deg in
Rangiora to 17degrees in Alaska,’’
her father Warren Rean says.
Ashlyn began playing basketball
at Ashgrove Primary School before
graduating to Rangiora High
School playing school basketball,
club basketball in the premier
women’s grade, and also in the
New Zealand women’s premiere
league for Mainland Pouākai.
She secured her scholarship
after she was an invitational player
for Lincoln University at the
Buddha's Light International
Association (BLIA) Cup
tournament in Taiwan, which is
held annually to celebrate sport
cultural exchange and offer
university athletes an opportunity
to compete on an international
New school role
By DAVID HILL,
Local Democracy Reporter
ANorth Canterbury school principal is hoping to be an
advocate for area schools.
Hurunui College principal Stephen Beck has taken on a
secondment as area schools advisor to the Ministry of
Education, with deputy principal Jane Marsh stepping into the
principal’s office for the year.
Board of trustees presiding member Robin McKinlay says Mr
Beck will play an important role in providing avoice for area
schools.
‘‘It is abig loss for us, but also agreat opportunity for our
senior leadership team to step up and gain some experience.
‘‘And Stephen is going to provide area schools with some
value and come back to us next year with some great
learnings.’’
Mr McKinlay, who is also aNew Zealand Area Schools
Association board member, says area schools faced anumber
of challenges due to being small, rural and often isolated.
Area schools covered year one to 13, while most schools
specialised in being either aprimary school or asecondary
school.
It meant teachers needed to be flexible, with many teaching
across both primary and secondary classes, Mr McKinlay says.
Mr Beck compared his new role to being afarm advisor.
‘‘It allows me to stay connected with my own school, but it
also means Ican take ayear out and see what else is
happening.’’
Mr Beck has been involved in area schools for 20 years.
He taught PE and outdoor education at Collingwood Area
School, before becoming principal at Hurunui College 10 years
ago. He served 4.5 years as New Zealand Area Schools
Association president until last year.
Principal sustainability and staff turnover will be akey issue
for him this year.
‘‘Isolation is an issue for any principal, because there is only
ever one principal in aschool and there are certain
conversations you can’t have with anyone else.
‘‘But it can become even more enhanced because of the
geographic isolation.’’ The role will involve connecting with
the 18 area schools throughout the South Island. Based in
Hawarden, the Hurunui College zone covered awide area from
south of the Amuri Basin to Greta Valley in the northeast and
Waipara in the southeast.
Camera welcome
It is hard to believe we are already into
February, but it’s definitely nicetosee
the children back at school with their
friendsand settling back into their
weekly routines.
Like most parents Ihave loved
spending time with my kids over the
summer, but there comes atime when
the whole family is ready for them to get
back to the classroom with their peers.
Well done to all those fellow parents
who have juggled school holidays and
work commitments again over the
summer, and of course the best of luck to
school staff and teachers for the new
school year ahead.
It was great to start the yearwith the
news that the first CCTV camera has
been installed in the electorate
following my public campaign for
communityled CCTV last year.
This has been areal community effort
so well done to Kaiapoi resident Wendy
Tait for starting this projectand
overseeing the fundraising.
Wendy approached me for help after
her motorhome was stolen from outside
her house in Sovereign Palms, wanting
to do something positive following the
theft.
This is avery good start to the
campaign Iled last year to roll out
communityled CCTV across the
Waimakariri electorate, and Ilook
forward to seeingmore cameras
installed to improve security and help
preventcrime around the region.
With Parliament resuming last month
Icontinue to advocate strongly for
Waimakariri constituents while I am in
Wellington.
Iremain committed to representing
yourviews and am thankful to all of you
who have taken the time to call and
email with your concernsand opinions
do keep it up!
Of course, Ialsoremain privileged to
havebeen given some significant
Ministerial portfolios in Mental Health,
ACC, Tourismand Hospitality, and
Youth, along with associate roles in
Health and Transport.
It is an honour to have this opportunity
and Iintend to work hard both in
Wellington and Waimakariri for my
fourth term.
Over the weekend Iwas pleased to
attend the launch of Oxford resident
Wendy Gerritsens Ride 4Awareness.
Wendy came to see me last year to
highlight her struggles with getting an
accurate diagnosis of ovarian cancer,
and she has become astaunch advocate
for other women in her position.
Wendy has organisedthe ride through
the month of February, which is ovarian
cancer awarenessmonth, with the
intention of raisingawareness of the
illness, the symptoms and treatment,
through talkingtoasmanypeople as she
can along the way.
It was areal pleasure to bring in my
colleague, Christchurch MP Hamish
Campbell, to show support for Wendy as
she embarked on her mission. Well done
Wendy for having the tenacity to
organise suchalargescale eventand for
her bravery in going public with her own
cancer journey for the sake of helping
others. Iwish her all the very best for the
ride and look forward to hearing about it
on her return.
Response heartening
As most of you know parts of our
District were devastatedbyfires
recently.
In particularthe people of Loburn,
some of whom lost their homes or
suffered significant damage to
property.
My heart goes out to these people,
many of whom Imet with on the day
and following the fire.
Recovering from something this
tragic will take time, support, and
resources.
Since the event, community
members have been rallying together
and there’s areal desire to pitch in
and help.
We have opened the Mayoral Relief
Fund to raisefunds for people
affected by the fires.
It has been wonderful to see
donations coming in fromcaring
people all over the district.
Donations can be made via internet
bankingtoaccount
010877012922200. Please include
the words Loburn Fire in your
reference details.
Iwould like to thank the hundreds
of staffand volunteerfirefighters as
well as the helicopterpilots who
battled the blazes in Loburn and
Swannanoa.
Ihope this is the only significant
fire our brigadeshave to fight this
summer.
Thesefires are astrong reminder
that every household in arural area
should have an evacuation plan in
case of wildfire because in the
current conditions.
Fires move quickly and are very
challenging to put out.
Here is an excellent resource from
Fire and Emergency New Zealand to
help you start getting ready for a
wildfire —fireandemergency.nz/ ...
/whenwildfirethreatens/.
At council things are already in full
swing as we get ready to share with
residents the Long Term Plan.
Council met last week to discuss the
proposals and priorities before the
plan is finalised and goes out to you
all for feedback.
Consultation opens March 15, and
closes April 15.
While rate increases are inevitable
this year, our draft plan focuses only
on the essential projects and the
council aimed to keep increases as
low as possible.
All sectors in New Zealand have
been impacted by inflation and cost
increases, and councils are no
exception.
Iwill write more about the draft
Long Term Plan in my next column.
On Tuesday we celebrated Waitangi
Day.
Speaking at the Family event in
Kaiapoi, Iacknowledged that
Waitangi Day is aday of reflection
and acknowledgement of the huge
sacrifices made by many to bring us to
the point we are today.
So much has been achieved but so
much mahi is still yet to be done.
HurunuiDistrict wins Engagement Award
Positive community feedback has won
Hurunui District Council the Snap Send
Solve NZ Community Engagement Award
for the second consecutive year, and
third place in the Top 10 Councils Award.
The New Zealand Community
Engagement Award is presented to the
councilthat has the highestpercentage of
Snappers relative to their population,
with the highest speed tosolve rating.
Hurunui District Council achieved a
Snapper population percentage of 4
percent with an average star rating of
3.81 for speed to solve across 2023.
All councils across AotearoaNew
Zealand were considered.
As well as the Community Engagement
Award, HurunuiCouncil achieved third
place in the Top 10 Councils Award in
New Zealand, based on ratings from
users of the community app when they
provide an update on their experiences
in how their Snap was resolved.
These include overall experience with
the council, communication from
council, their satisfaction with the solve
and the speed of the solve.
The award is presented to the councils
that have the highest overall star rating
across New Zealand councils (minimum
365 reports), says Danny Gorog, Founder
and CEO of Snap Send Solve.
HurunuiDistrict Council CEO Hamish
Dobbie says the Snap Send Solve app
supports continual improvement of
levels of service as the council strives to
meet community needs.
‘‘It’s agreat endorsement of the work of
council officers in responding in atimely
manner to queries and working alongside
our communities to ensure the
community's assets are looked after, and
our infrastructure is resilient.
‘‘Whether it’s adamaged culvert,
graffiti on acommunity hall, aleaking
pipe or dumped rubbish, the community
are our eyes and ears,’’ Mr Dobbie says.
Mayor Marie Black says the district’s
communities have rated the council, and
it was fabulous to get this feedback from
them.
‘‘I am grateful to everyone who took the
time to report an issue, and responded to
give an update on their experience.
‘‘This is agreat tool so Iurge more
people to utilise it.’’
Riding for awareness
By ROBYN BRISTOW
NEWS
North Canterbury News, February 8, 2024
7
Wendy Gerritsen returned to her old home
town last Saturday to launch aspecial
event.
She launched Ride 4Awareness of
Ovarian Cancer at the Oxford A&P
Showgrounds to coincide with Ovarian
Cancer Awareness month and to highlight
the symptoms of the disease by riding her
horse Anmoch through as many South
Island towns as she can.
Wendy, who now lives in Rolleston, was
diagnosed with Stage 3highgrade serous
ovarian cancer in March 2021.
Her husband Stuart, their daughters,
Alex and Sarah, and riding friends from
Oxford joined Wendy at the showgrounds,
along with Waimakariri MP Matt Doocey
and Ilam MP Hamish Campbell to farewell
Wendy on her journey. She will be
accompanied on tour by Stuart.
‘‘Ride 4Awareness is not really about
me,’’ Wendy says. ‘‘I am just the wheels on
the bus so to speak —the one who got/has
ovarian cancer, and doesn't want others to
go through what my family and Ihave.’’
Ovarian cancer can be difficult to
diagnose as there are often no early
symptoms and laterstage symptoms can
sometimes be dismissed as something less
sinister.
However Wendy is hoping highlighting
her symptoms will encourage women to get
tested so it can be detectedearly.
``There is amuch higher survival rate
the earlier ovarian cancer is diagnosed,’’
she says. ``I would love to see everyone
have ayearly warrant of fitness so these
things can be picked up early.''
Wendy’s symptoms included back pain,
spotting, liquid leaking which she thought
was bladder leakage feeling tired, eating
less, feeling full, losing weight, and having
an enlarged stomach.
She convinced herself there was an
explanation for all her symptoms but
Ride 4Awareness ... Wendy and Anmoch.
PHOTO: SHELLEY TOPP
eventually, when her back pain would not
heal and her stomach continued to grow,
she decided to see aGPand now has ‘‘an
awesome medical team’’. ‘‘Do not take `no'
for an answer,’’ she says.
‘‘Ask for blood test Ca125 to be done and
get apelvic ultrasound. Find out why you
are having the symptoms, they are not
normal, and get asecond opinion if you
feel you are not being listened to.’’
Anmoch plays ahuge role in helping her
deal with her illness. ‘‘She has been my
best friend, she has given me focus, she has
given me goalsetting, Ihave to stay fit
enough to look after her and to be able to
ride her. Anmoch has been there every
step to help me navigate this beast of a
disease. When Iwalk slow Anmoch walks
slow when Ihave energy, Anmoch has
energy.
‘‘She is my Highland heart horse.’’
reserve’s oval at 161 South Eyre Rd on
March 17, and runs from 11amto2pm.
Asimilar concert was scheduled at the
reserve last year, but ended up in the
nearby Eyreton Hall because of forecast
poor weather.
‘‘Last year we teamed up with the
Silverstream Reserve volunteers to create
afamily music event also ,’’ Nigel says.
Local musicians provided
entertainment, and gave their time and
talent to the cause.
This year the music lineups include The
Meaniez, Ryan Neville, Fear the Crowd,
Tinker, Mudbelly Band, Pat Foss, plus
‘‘five divas’’ who will all perform
separately, and piper Ray Harper.
Silverstream Reserve volunteers coordinator
Shirley Jackson says the event is
free, but donations (cash only) would be
‘‘greatly appreciated’’ to continue the work
being done at the reserve.
There is asausage sizzle, for donations
(cash only), and acoffee cart at the picnicstyle
event. People attending are advised
to take aseat or cushion to avoid prickles.
Milestone celebrated at Waikuku Beach
By JOHN COSGROVE
Tepees on the beach and the walls of the
club rooms covered with photographic
memories, greeted beach goers on
Sunday morning as the Waikuku Surf
Life Saving Club wrapped up their half
century anniversary over the weekend.
Despite the inclement weather on
Saturday, 130 past and present members
gathered in the tepees to celebrate the
50th anniversary of the club starting
patrols at the North Canterbury Beach.
At the functions: ameet and greet on
Friday, adinner on Saturday evening
and an oldies patrol on Sunday morning,
the members shared memories of
adventures and social events held over
the years.
Club president Duncan Campbell said
it went really well and it was an honour
to have the club’s first club captain and
former president George Soulos and his
wife Dorothy attending the celebrations.
‘‘It was awesome to have them here
and when they spoke after the dinner on
Saturday night about the beginnings of
the club, it brought back many fond
memories.’’
Younger members of the club also
spoke of the great efforts by George and
Dorothy, and many others, to establish
the club, build the club rooms, create the
strong family culture there and help to
make the club acontinuing success.
Duncan says George was involved in
getting the club’s surf boat sponsored by
CustomWood.
Life saving clubs used surf boats
crewed by teams of rowers to rescue
swimmers further out in the water in the
years before the now iconic IRBs
arrived.
On the Sunday anumber of older club
members gathered to show the younger
life savers what asurf rescue looked like
in the 1970s with just line and reel.
Club life member Gary Connor said it
brought back alot of memories carrying
the historic reel down on to the beach.
‘‘In those early days carrying it down
and placing it on the beach meant we
were now on patrol as we didn’t have the
flags we have today. You learned how to
work as ateam and at the competitions it
was all about speed and finesse.’’
Vivaldi’sFour Seasons
Intersection safetywork starts
Work has started to install traffic lights at
the intersection of Tram Road and State
Highway 1, north of Christchurch.
Anumber of serious crashes, including a
fatality, over the last decade have
prompted Waka Kotahi New Zealand
Transport Agency to make safety
improvements to the Tram Road offramp,
including lights. The work, costing about
$1.4 million, is expected to take four
months.
Traffic lights are already in operation at
the Tram Road onramp end on the
eastern side of the Christchurch Northern
Corridor.
AWaka Kotahi spokesperson said the
new traffic signals will improve the safety,
efficiency, and capacity of the right turn
towards Kaiapoi.
Extending the free leftturn would
provide asafe merging space for drivers on
to Tram Road.
Atwo metre wide cycle lane will also be
installed around the free leftturn to make
it safer for cyclists. The Tram Road offramp
will be closed primarily overnight
between 8pm and 4am. Traffic will be
detoured.
Canterbury News, February 8, 2024
Continued growth predicted
By DAVIDHILL,
Local Democracy Reporter
Building consents are down, but
North Canterbury is continuing
to grow.
Consents issued for new
houses dropped last year across
the three North Canterbury
councils, but the region’s
planners are continuing to plan
for growth.
Local real estate agents said
they sensed the region is coming
out of recession, with some
confidence returning.
Waimakariri District Council
planning, regulationand
environment general manager
Kelly LaValley said 762 consents
for new houses were issued last
year, down from 836 in 2022 and
928 in 2021.
While the consent numbers
were down, it kept pace with
Statistics New Zealand’s high
growth scenario, which could see
the district’s population grow
from 70,000 to 100,000 over the
next 30 years.
Ms LaValley said aKFC has
been consented for Kaiapoi,
north of the river, while the
council has received abuilding
consent for the proposed
Rangiora Medical Centre.
Building consents have also
been received for the new
business hub in Southbrook,
Rangiora, along with aconsent
for astorage facility.
The Hurunui District Council
issued 482 consents last year,
compared to 614 in 2022,
including 142 for new houses
down from 196 in 2022, building
and property manager Kerry
Walsh said..
Amberley was leadingthe way
with 87 consents for new houses
issued last year, down from 122 in
2022.
In Hanmer Springs there were
18 consents issued for new
houses last year, compare to 34 in
2022.
The largest projectisthe
Amberley Country Estate
Retirement Village.
The Kaikōura District Council
issued 140 consents lastyear,
down from 165 last year.
The largest projectwas the
Vicarage Views subdivision.
Bayleys Rangiora and Hanmer
Springs manager RossDitmer
predicted abright outlook,with
new legislation and interest rates
beginning to drop.
‘‘There is still interest from
outside the region, with the drift
south continuing as North
Islanders find it is affordable to
live here and there is alot
interest in lifestyle properties.’’
He said house prices were
slightly cheaper in Waimakariri,
compared to Christchurch, with
the ‘‘laid back’’ lifestyle an
attraction.
Ray White Rangiora manager
Stuart Morris said growth in
Rangiora had been slow due to a
lack ofavailable land, but he
expected it to ‘‘crank up’’this
year.
‘‘Bellgroveand Townsend
Fields (Rangiora) are firingup,
while Kaiapoi still has plenty of
gas in the tank.’’
Mr Morris predicted ‘‘a steady
as she goes’’ market this year, as
the economy transitions out of
recession.
The average house price in the
Waimakariri district was
$650,000 to $700,000, with two
bedroom units selling for as low
as $400,000 and three bedroom
homes selling for $500,000plus.
At the top end, new builds
could fetch as much as $900,000
to $1.2million.
Nearly half of Waimakariri’s
consents were issued for
Woodend (354), thanks largely to
the booming Ravenswood subdivision.
Ravenswood sales manager
Miranda Laney said the bulk of
those consents were for stage 5,
which were presold two years
ago.
She said the final stage (stage
6) is now selling, with just over
200 sections remaining to be sold.
Just over half of the 1500
sections in the subdivision now
have houses on them.
Sections sold for between
$350,000 to $450,000, while a
house and land package sold for
between $650,000 to $750,000 for
athreebedroom house.
The Ravenswood Central retail
area of 20 hectareswas filling up
fast, with Harvey Norman
expected to open later this year,
joiningfive restaurants, adental
hygienist, achemist, fitness
centre, bottle store and two
Swim for IAmHope
By JOHN COSGROVE
Amberley Fire Brigade
volunteers plan to swim for
24 hours to help young
people in their community.
Starting at noon on Friday,
February24, at Amberley’s
MainPower Pool, teams of
volunteer firefighters will
swim in relay over the
following 24 hours.
In partnership with I Am
Hope Acting station officer
Chris Reeves says the swim
is to raise money and
awareness for the cause.
‘‘It’s more than just a
daring feat of aquatic
endurance, it is about our
shared concern for the
mental wellbeing of youth in
our community and
throughout New Zealand.’’
Chris says he had the idea
after facing his own dark
times in life.
‘‘I wanted to find away to
helpour young people
before we are called in to
help as firefighters.’’
He says volunteer
firefighters for Fire and
Emergency New Zealand,
are responding frequently to
Purple calls where an
immediate medical response
is required.
‘‘All too often these
callouts are preventable if
people can access the right
support when they need it
the most.’’
Raising funds means youth
can continue to receive help
when they need it and fast.
Hesays he understands
the toll that repeated
exposure to trauma can take
on one's mental health, and
he wanted to do something
that will benefit all.
‘‘From our station's
perspective raising
awareness in our community
means we may be able to
help limit the exposure our
fellow colleagues have to
endure in the future.’’
Chris says swimming is
hard to do, just like coping
with mental health issues, so
the team thought it would be
agood way to fundraise for
Mike King's charity and have
some fun as well.
‘‘Everyone is behind us,
our families and other
brigade membersare
helping us out through the 24
hours in the pool. They will
keep us fed and motivated.’’
Chris says they have also
challenged other brigades to
come down and join them for
afew laps.
The brigade has opened a
GiveaLittlepage (Amberley
Fire Brigade Swim For
Hope) for people to donate
and support them in their
marathon swim.
On February 23, the night
before the swim, aGala
Dinner hosted by Mike King,
will be held with funds
raised from this event going
directly to the IAmHope
Foundation.
Information is available on
the Amberley Volunteer Fire
Brigade Facebook site.
Wool prices improve
PostChristmas prices for all crossbred
wool types at auction have lifted.
PGG Wrightson Wool general
manager Grant Edwards says in a
market report in the Wool Street
Journal,supply and demand factors are
playing into ascenario that favours
growers.
Supply going forward for sale is lower
than anticipated, while manufacturers
in China haveincreased demand,
further stimulating the wool market.
‘‘Compared to what had been
rostered, reduced quantities of wool
havecome forward for sale.
‘‘Buyers are therefore competing
strongly to fill commitments they have
made.
‘‘Prices for all types are rising
accordingly,’’ Mr Edwards says.
PreChristmas concerns relating to
the climate suggested that arelatively
high proportion of this season’s wool
would be degraded due to vegetation
contamination and colour.
‘‘While those rain and humidity
climatic factors have eventuated, due to
buyers from China strengthening the
market, increased demand has
balanced out, meaning average to poor
types are still attracting competition.
‘‘The auction system has come into its
own as aforum for transacting the
product, bidding from exporters who
need to fill their orders has been
spirited, with practically all wool
coming to auction being sold.
‘‘Likewise, due to smaller quantities,
generous premiums are being paid for
the best styled, good colour, low VM
wools, including lambs’ wool of these
types.’’
From afarmer perspective, Mr
Edwards says, prices need to continue
to improve, though it is ‘‘gratifying to be
able to deliver some positive news’’.
‘‘Longer term, global demand for
natural fibres seems to be increasing.
‘‘As the world becomes more aware of
the environmental challenges
associated with synthetics, behaviours
will change.’’
By SHELLEY TOPP
Two harness racing equine stars,
from different eras, will be
honoured at the Rangiora Harness
Racing Club’s grasstrack meeting
on February17.
The day’s racing will begin with a
$12,000 standingstarttrot.
It will be raced over amile to
commemorate one of New Zealand’s
most famous trotters, When, who last
centurywon 20 races, including one
in the United States.
She set aworld recordover amile
on the Rangiora grass track, driven
by her ownertrainer Bill Doyle.
The record was set on March 16,
1963, after Bill approached the
Rangiora Trotting Club, as the
Rangiora Harness Racing Club was
known then, with the idea of
attempting anew world record with
When, just before she left for the
United States to compete in an
International Trot Series at
Yonkers, in New York.
The club agreed to the proposal
and ColoursFlying, driven by
Maurice Holmes, proved aworthy
pacemaker in the time trial helping
When to trot anew world record
time of two minutes six seconds for a
standingstart mile on agrass track.
When, who Bill said was ‘‘a lovely
mare with tremendous speed’’,
made her American debut at
Yonkers on April 18, 1963, running
second to Italian trotter Fitestar.
Rangiora Harness Racing Club
president Russell Latimer said they
wanted to commemorate When’s
record and her role in the club’s
history by holding arace in her
honour.
The club’s historian Robin Wilson,
author of 75 Years, the Rangiora
Harness Racing Club 19462021,
written for its diamond jubilee
celebrations, said ‘‘a mile stand on
the grass is abit unusual and we will
be starting from the chute (in the
back straight) to give the field the
best chance of getting away safely’’
Retired pacer Classie Brigade, the
winner of 21 races, including three
successive Kaikoura Cups, will also
be aspecial guest at the meeting.
He will lead out the $30,000
Rangiora Classic field.
Russell said Classie Brigade was
now ‘‘a rehomed show horse and
showed afair turn of foot when
galloping down the straight during
our Christmas meeting last year’’,
when he led out the Summer Cup
field.
Entry to the meeting is free.
There will be entertainment for
children available.
Aclassic car exhibition is also
planned, including adrivepast
down the home straight.
It’s time to focus on examining how animals live, and
what we still have to learn from them. Better shared
improve the world for all creatures, from singlecelled bacteria to a30,000 kg
Relaxedcamping spot
There’s no trimmings at Gore
Bay and Buxton Camping
Ground —and people love it.
Tucked away at the north end
of the beach settlement near
Cheviot, camping life is back to
basics where an array of tents,
caravans and campervans
create temporary homes for
regulars, regular campers, and
those just passing through.
Cheviot local Catherine
Maxwell took over the lease in
November, and says the holiday
spot has been aconstant hub of
activity since.
Many weekends have been
fully booked. She says people
are attracted to the camp
because of its laidback charm,
relaxed atmosphere, and plenty
of space for everyone.
Jason, amagpie is afavourite
By DAVID HILL,
Local Democracy Reporter
The young mismothered bird
circulates around the camp,
making friends wherever he
goes.
‘‘The weather has been
magic, even though the farmers
do need the rain, and there’s
been massive pods of dolphins
day after day,’’ says Catherine.
She says the support from
locals, and the reserves group,
has been massive, along with
the assistance from local,
Raewyn Hill who manages the
bookings and is ‘‘general camp
mum’’.
‘‘Extra help is only ever a
phone call away. There’s no
bells and whistles, there is no
WiFi or shops, and kids have to
talk to their parents.
‘‘These reasons are why
people love it here,’’ says
Dark sky accreditation for Oxford
Oxford has become the sixth
New Zealand community to
gain dark sky accreditation.
Dark Sky International has
granted international dark sky
park accreditation to the
11,350 hectare Oxford Forest
Conservation Area to the west
of the town.
Oxford joins dark sky
sanctuaries Aotea Great
Barrier Island and Rakiura
Stewart Island, and dark sky
reserves Aoraki Mackenzie,
WaiIti (Tasman district) and
Wairarapa.
Oxford Dark Sky president
Raul EliasDrago says the dark
sky park status was an
important first step towards
applying for international
dark sky reserve status.
‘‘We are very excited about it
as we only filed the
application two months ago.
‘‘The Oxford sky is truly
pristine. We get some of the
best naked eye views of the
Milky Way, and from just about
anywhere in Oxford.’’
Mr EliasDrago says the
advantage of gaining dark sky
park status was the community
could gain the benefits of dark
sky status while continuing to
have the conversations around
lighting regulations.
Conversations had already
begun with the Waimakariri
District Council around
possible changes to the
District Plan.
He said the dark sky rules
would make little difference to
individuals.
To reduce light pollution
organisations could point
their lights down, turn off
when not needed, and using
shielding or atimer.
Conversations around
becoming adark sky site began
five years ago, but it was not
until June last year when
Oxford Dark Sky was
established following a
community meeting.
It was initiated by the Oxford
Area School Observatory, and
principal Mike Hart said there
were benefits for the school
and the wider community.
‘‘It will provide many
learning opportunities for our
students through work around
environmental impacts and
energy resources,
underpinning our work with
the observatory.’’
Waimakariri Mayor Dan
Gordon says the accreditation
is the result of hard work and
research by volunteers in the
Oxford Dark Sky group. ‘‘It will
bring benefits for the wider
district, as well as Oxford.’’
‘‘Not only does the
accreditation bring
economic benefits to
Oxford, but it also reduces
the negative effects of light
pollution on astronomical
observation.’’
OxfordOhoka Community
Board chairperson Thomas
Robson says the decision
will support conservation
efforts and tourism in the
town.
‘‘The area’s night sky has
long been appreciated by
locals, and it will be good to
unspoiled beauty with night
sky enthusiasts.’’
Dark Sky International
dark sky places program
manager Amber Harrison
says the Oxford application
was ‘‘an excellent example’’
of how collaboration and
education could inspire
change. Oxford has joined
more than 200 dark skies
around the world, with the
majority being in the
United States. New Zealand
now has six accredited dark
sites, 4th equal with
Canada, and behind the
United Kingdom and
Germany. Australia has just
four.
