Evacuations amid Waikari Valley scrub fire<br />

The site where a300 hectare scrub fire<br />
broke out in the Waikari Valley in<br />
North Canterbury, has been<br />
established, but the cause is still being<br />
investigated.<br />
The fire that broke out around 8pm<br />
Sunday evening forced evacuations,<br />
and kept residents near the fire on<br />
tenterhooks during the night and on<br />
Monday.<br />
Significant rain on Monday evening<br />
helped dampen down the charred<br />
hillsides, but crews had to be taken off<br />
the hill for safety as conditions became<br />
slippery.<br />
Three crews of firefighters were<br />
back at work on Tuesday morning<br />
supported by one helicopter.<br />
IncidentCommander Des Irving says<br />
crews were airlifted to the fireground<br />
by helicopter and worked with<br />
handtools to mop up hotspots.<br />
He cautioned the rain has not<br />
changed the underlying high fire<br />
danger, and he is asking people to<br />
remain vigilant and to call 111<br />
immediately if they see smoke.<br />
When Sally and Phil Thomson woke<br />
early on Monday morninginWaipara,<br />
stiff and tired after afew hours<br />
sleeping in the cramped cab of their<br />
truck, they cautiously looked up at<br />
Mount Donald.<br />
There was no smoke visible so they<br />
were hoping the large scrub fire that<br />
had forced their evacuation the night<br />
before had gone out.<br />
‘‘There wasn’t any smoke and we<br />
thought the fire brigades had done a<br />

great job stoppingitfrom spreading,’’<br />
says Phil.<br />
But once the norwester picked up<br />
again, the fire resurfaced and the<br />
Thomson’s stay at the Waipara<br />
Community Centre, where awelfare<br />
centre had been set up, was extended<br />
for afew more hours.<br />
The night before the couple had been<br />
relaxing at their Glenview Farm home<br />
on the side of Mount Donald.<br />
‘‘We had just got home after a<br />
wonderful day at our daughter’s at Mt<br />
Somers, when afriend of our son’s<br />
called and said he could see smoke up<br />
near our property, and where was the<br />
fire?,’’ says Phil<br />
The couple raced outside and soon<br />
spotted the smoke and flames coming<br />
around the side of Mt Donald towards<br />
them.<br />

‘‘Luckily we had afew hours to<br />
evacuate so the first thing Phil did was<br />
fill up the water tanks around the<br />
property, in case we had to turn the<br />
sprinklers on,’’ says Sally.<br />
Phil says the sheep were okay<br />
because they have the run of their<br />
small block at the moment and all they<br />
had to worry about was the farm dog<br />
and their two old cats.<br />
‘‘The cats weren't keen on coming so<br />
we left them there, packed up the dog<br />
and things and headed down at around<br />
midnight to the welfare centre at the<br />
Waipara Memorial Hall –and then I<br />
suddenly remembered the ‘chooks’,’’<br />
says Phil.<br />
Sally says the couple haven’t had<br />
chickensfor afew months so they had<br />
just bought ahalf adozen new ones and<br />
completely forgot about them.<br />

Loburn community reaches out<br />

AFacebook page has been established to<br />
coordinate projects in Loburn to help<br />
the community recover from the<br />
devastating January 19 fire.<br />
The Loburn Fire Recovery page was<br />
set up afew days afterthe fire by Loburn<br />
local Damon Hurley, who is working with<br />
other locals and the Waimakariri District<br />
Council to coordinate the recovery.<br />
‘‘There has been quite abit happening<br />
in the Loburn community with people<br />
working together,’’ Damon said.<br />
‘‘Insurance is being worked though and<br />
the community is helping the<br />
community.’’<br />

peoplewho need help, and those who can<br />
help, to get togetherinacoordinated<br />

of coffees and food. Later they tried to<br />
get some sleep in their truck.<br />
Phil says fightingthe fire would have<br />
been hardwork for the firefighters as Mt<br />
Donald is ahard, steep, rough place to<br />
drivein.<br />
‘‘It’s four wheel drive country up there<br />
with few tracks and the wind can knock<br />
you over if you don’twatch out.’’<br />
Sally says that when they woke at<br />
6.30am the helicopters hadn’t arrived<br />
yet and they could see the firefighters<br />
were waiting to see if the blaze would<br />
catch onagain.<br />
‘‘It looked like it wasn’ttoo bad.’’<br />
“There was no smoke so we thought a<br />
miracle had occurred, Icould not<br />
believe it had stopped as it was burning<br />
down the hill towards us last night,’’ says<br />
Phil.<br />
‘‘It looked like the tracks the Knowles<br />
and we had put in on the side of Mt<br />
Donald over the years had worked as<br />
fire breaks.’’<br />
The Thomsons and other evacuees<br />
were allowed to return to their homes<br />
late on Monday evening.<br />

Community day `awesome’<br />

Loburn School hosted an open day last<br />
Friday to thank the community and<br />
emergency crews who fought the nearby<br />
January 19.<br />
Those who attended said it was an<br />
‘‘awesome idea.’’<br />
School principal Stuart Priddy said the<br />
school had been closed on the day of the<br />
fire because of the school holidays. It had<br />
not been damaged, but the neighbouring<br />
preschool had to be evacuated.<br />
‘‘We wanted to show our support for our<br />
surrounding community and the people<br />
who helped us on that day, by inviting<br />
them to the school to give our thanks and<br />
let people know we are here to help,’’ he<br />
said.<br />
Some emergency crew members. many<br />
of them volunteers, were unable to attend<br />
due to fire fighting commitments on<br />
Christchurch’s Port Hills. However<br />
representatives from the police, Fire and<br />
Emergency New Zealand (FENZ), the<br />
Waimakariri District Council civil defence<br />
emergency team, plus Waimakariri<br />
District Mayor Dan Gordon, along with<br />
many members of the Loburn community<br />
and children from the preschool next<br />
door, did attend.<br />
They were treated to aperformance of<br />
songs by the Loburn School children led by<br />
te reo/Maori language teachers, Norman<br />
Paul and his daughter Bonnie Paul. Gift<br />
baskets were presented and ‘‘thank you’’<br />
artwork, by the children, was presented to<br />
the emergency crews’ representatives.<br />
Morning tea followed, along with the<br />
chance to meet the emergency crews’<br />
representatives to thank them personally.<br />
Mr Gordon said the community day was<br />
areal sign of how much this community<br />
cares about each other.<br />
He also said the council would provide<br />

whatever support it could to help the<br />
Loburn community recover from the fire.<br />
Rangiora Constable Brad Moore, who<br />
was commander of the police response<br />
team on the day of the fire, said the<br />
school’s community day was an awesome<br />
event, and he was pleased to be able to<br />
attend.<br />
Three members of the Sefton Rural Fire<br />
Brigade, Clive Goddard, Estelle Harmse<br />
and Joseph Donoghue also attended along<br />
with Dean Eades the council’s emergency<br />
management adviser.<br />
‘‘The fire roared through the small<br />
community ‘‘like aspeeding, unstoppable<br />
freight train’’ one local, Bill White said,<br />
incinerating homes, buildings and<br />
gardens.<br />
But as devastating as the inferno was,<br />
some locals consider the cleanup is even<br />
worse because of the lingering smoketainted<br />
air, the soot, the dust, the noise of<br />
chainsaws felling firedamaged trees, and<br />
the rubberneckers who seem to think it is<br />
okay to go on to private property to take<br />
photographs without permission.<br />

Paul lost arow of 50, 30yearold pine trees<br />
and ahighwall fence along the road<br />
frontage of their property.<br />
Paul is working with Rangiora<br />
silviculturist John Woods on the the<br />
cleanup, chopping down the charred trees<br />
and cutting them up for firewood.<br />
The loss of their fence and the<br />
subsequent invasion of privacy by<br />
rubberneckers has made her feel ‘‘very<br />
vulnerable’’. However the community<br />
support they received since the fire had<br />
been ‘‘incredible.<br />

Cure Boat<br />
Club mural<br />
Kaiapoi will soon have anew waterside<br />
visual attraction.<br />
Walkers crossing the William Street<br />
bridge or wandering along the Kaiapoi<br />
River banks will soon be able to view a<br />
mural championing the Cure Boating Club<br />
and Kaiapoi.<br />
Work should start by the end of the month<br />
on the new mural, which is acollaboration<br />
with acclaimed artist, Mel Eaton and the<br />
Waimakariri Public Arts Trust.<br />
Cure Club vice president Peter Midgley<br />
says they hope it will help to promote their<br />
side of the river and the township.<br />
‘‘We’re on amission to adorn our<br />
40metre long river front building with a<br />
spectacular wraparound mural that will<br />
become an icon for Kaiapoi,’’ he says.<br />
The club hopes that at high tide visitors<br />
will see the town’s name reflected in the<br />
river and use it as abackdrop for<br />
shareowner visitor photos.<br />
Mr Midgley says the club has set up a<br />
donations page to invite residents and<br />
visitors to donate towards this vision and<br />
help them bring it to life.<br />
‘‘It's hoped that the mural will excite and<br />
engage with the community as part of a<br />
larger project,’’ he says.<br />
The mural will be completed first, with<br />
any additional funding going towards the<br />
completion of the rebuild (postearthquake)<br />
which has been along and<br />
ongoing project for the small club.<br />
‘‘We’ve been on the river for 154 years<br />
and we think this stunning mural will help<br />
lift the profile of our townand help us to<br />
finish the work started 13 years ago on the<br />
rebuild.’’<br />
Depending on the weather and funding,<br />
work on the mural is plannedtobegin on<br />
March 1. It will be completed in around 710<br />

Whiterock landfillproposer confident<br />

AChristchurchbased company says it is<br />
confidentits proposedlandfill in North<br />
Canterbury will not have adverse<br />
environmental impacts.<br />
Responding to concernsraised at a<br />
residents meeting on Tuesday, Protranz<br />
general manager Shaun Coakley said the<br />
company had completed site<br />
investigations ahead of applyingfor<br />
resource consents.<br />
Protranz Earthmoving Ltd is seeking to<br />
restore the Whiterock Quarry,at150 and<br />
174 Quarry Road, Loburn, to near its<br />
previous landform, by filling it with<br />
managed fill.<br />
Resident Mike McCaleb said at the<br />
meeting he believed the landfill would be<br />
unstable due to the limestone and porous<br />
rock, and the underground springs.<br />
Mr Coakley said he acknowledged the<br />
concerns. ‘‘We want to reassure the<br />
community that comprehensive site<br />
investigations have occurred and various<br />
technical reports will be completed,<br />
addressing factors such as stability and<br />
ground /underground (groundwater<br />
seepage) conditions.<br />
‘‘These reports will be readily available<br />
as part of the publiclynotifiable<br />
consenting process.’’<br />
Resource consent applications were<br />
being prepared to lodge with Environment<br />
Canterburyand the Waimakariri District<br />
Council.<br />
The proposed class 3landfill would<br />
accept ‘‘inert and sorted construction and<br />
demolition waste, and contaminated soil<br />
material’’, aleaflet produced by the<br />
company says.<br />
Arepresentative of Protranz’<br />
engineering consultants WSP had been<br />
due to make apresentation at arecent<br />
RangioraAshley Community Board<br />
meeting. But the presentation did not take<br />
place.<br />
Board chairperson Jim Gerard said<br />
WSP had requested to address the board<br />
in apublic excluded session. But he<br />
declined, advising WSP that any<br />
presentation needed to be made at a<br />
public forum. Mr Gerard and deputy<br />
chairperson Kirstyn Barnett attended last<br />
week’s community meeting at the Loburn<br />
Reserve, along with councillors Paul<br />
Williams and Tim Fulton.<br />

Rangiora residents Harry and Jean<br />
Osborne reach a60year milestone today.<br />
The retired couple are celebrating their<br />
Diamond wedding anniversary.<br />
Theyhave been active in Rotary and<br />
Inner Wheel, along with being stepgrandparents<br />
to many in the extended<br />
family andfriendship circle.<br />
Originally from Invercargill and<br />
Mataura in Southland, Harry and Jean met<br />
in Gore anddated for several years before<br />
marrying in 1963.<br />
They built their first home together,and<br />
were active in the Gore Swimming Club<br />
and Operatic Society.<br />
They welcomed their first born, Hamish<br />
in 1968, followed by Craig in 1970.<br />
Apromotion took the young family to<br />
Thames on the Coromandel for about four<br />
years in the late 1970s, where heavy<br />
involvement in swimming was rounded<br />

out by ongoing Rotary club involvement,<br />
and helping out in the local community<br />
with the multiple floods that occurred<br />
while they lived there.<br />
Seeking areturn to the mainland, they<br />
moved to Rangiora at the end of 1981, with<br />
Harry working for NZI insurance through<br />
until his retirement.<br />
Jean worked initially at the Family<br />
Counselling Centre for many years, with<br />
her final role being with the Cancer<br />
Society in Christchurch, until she also<br />
retired.<br />
Many Rangiora residents learnt to swim<br />
with the Dudley Park Swimming Club<br />
which they founded in the 1980s.<br />
It is not uncommon for them to receive<br />
random thanks from passersbyfor their<br />
help.<br />
In retirement they are often on the road<br />
enjoying their motor home, greeting many<br />
aforeign tourist as they travel the country,<br />
and sharing stories about their son Craig<br />
who practices Chiropractic in Munich,<br />
Germany, and Hamish who is adoctor of<br />
Sports Medicine in Dunedin, where he<br />
lives with his wife and two sons.<br />

Hitting the right note<br />

Amasterclassinentertainment was<br />
delivered by United States bluegrass/<br />
acoustic roots band Sassafras at asold out<br />
Balcairn Hall concert.<br />
The fourman band, comprising Wes<br />
Tuttle (mandolin, fiddle, vocals), Randy<br />
Gambill (guitar, vocals), Gray Tuttle<br />
(banjo, vocals) and Randy Pasley (bass,<br />
dobro, vocals) is based in the foothills of<br />
the Blue Ridge Mountains of North<br />
Carolina, and has just completed aNew<br />
Zealand tour promoting bluegrassmusic.<br />
Their Balcairn Hall concert also<br />
featured other music including country<br />
singer John Denver’s popular Take Me<br />
Home, Country Roads,with its nod to the<br />
Blue Ridge Mountains.<br />
They also performed John Fogerty’s<br />
Lookin’ Out My Backdoor,aslowed down<br />
version of Ring of Fire made famous by<br />
Johnny Cash, and the beautiful Sea of<br />
Heartbreak during last Saturday night’s<br />
concert.<br />
The frontman, Randy Gambill, also paid<br />
tribute to his Scottish heritage reciting an<br />
ode to adrunken Scotsman, which had the<br />
audience in fits of laughter, and there was<br />
also avery special, highspeed version of<br />
Orange Blossom Special.<br />
It was the first time aband from the<br />
USA had performed in the small country<br />
hall, and Randy (Gambill) praised the<br />
venue.<br />
‘‘You have agreat vibe going on here,’’<br />
he said.<br />
The band had performed before much<br />
larger audiences of 10,000 people and<br />
much smaller, but it was venues like<br />
Balcairn Hall ‘‘where you can get to know<br />
people’’ they enjoyed the most, he said.<br />
The band's superb musicianship,<br />
delivered with style and humour hit just<br />
the right note with the Balcairn audience<br />
which sang along to many of their songs.<br />

It was special to seethe children<br />
dressed up in their traditional<br />
costumes.<br />
The Kaikōura community choir<br />
KaiChorus performed, and it was<br />
quite aspecial event.<br />
The Mayoral Task Force is going<br />
great guns, and we arekeen to see<br />
this continue to evolve.<br />
We will be lobbying for continued<br />
support from the Government for this<br />
important and beneficial project.<br />

Kaikōura Suburban Hall<br />
The other is the Adventure Race<br />
from the April 19 to 21, which has just<br />
grown and grown over the last few<br />
years, and always manages to raise<br />
funds to support some outdoor events<br />
at the High School for our youth to<br />
enjoy. Great to see some events<br />
happening that support our<br />

‘Bluehighway’ work<br />
The ‘blue highway’ between the North<br />
and South Islands is served by afleet<br />
of fiveships in the Cook Straight,<br />
including three Interislander ferries<br />
and two BlueBridge ferries.<br />
The latter are privately funded and<br />
run agood service withoutany<br />
taxpayer assistance.<br />
The previous government committed<br />
to replacing the taxpayer funded<br />
Interisland fleet with mega ferries and<br />
portside infrastructure, otherwise<br />
known as the iRex project, to the tune<br />
of $775m —which has subsequently<br />
blown outtonearly $3 billion, a<br />
quadrupling of theoriginal cost.<br />
Only 21 percent of the $3b was<br />
allocated to the replacement of the<br />
ferries themselves and the only option<br />
for our incoming government was to<br />
refuse the original addition funding.<br />
We have since set up an expert<br />
advisory group to provide<br />
independent assurance on how to<br />
proceed with the ferry service and end<br />
the previous government’s poor<br />
project management.<br />
An additional concern was the<br />
likelihood of further cost increases<br />
effecting our ability to bring the books<br />
back in order, something voters can<br />
rightly expect to be addressed.<br />
Time critical decisions such as<br />
replacing the aging ferry service still<br />
need to be well informed, well<br />
planned, well researched, and<br />
sustainably funded to ensure asafe<br />
and reliable ferry service across Cook<br />
Strait is available in the long term.<br />
Supporting freight delivery,<br />
business growth, export development<br />
and tourism, it is vital to get this<br />
decision right, noting that we all want<br />
to see acosteffective solution that<br />
increases our infrastructure<br />
resilience.<br />
Of course, thereare other options for<br />
taking some of the freight off the road<br />
with the added benefit of lowering<br />
emissions as well.<br />
These need to be carefully<br />
considered as part of an overall plan to<br />
maximise the country’s potential<br />
economic growth and development.<br />
Working with the community, and<br />
business, to exploresome of these<br />
options will be critical to future<br />
success.<br />
Canterbury’scoastline under the spotlight<br />

Conservationists say Canterbury’s<br />
coastline has been neglected for too long<br />
and it's time for a‘‘complete overhaul’’ of<br />
the regional council's plan to protect the<br />
marine environment.<br />
Te Korowai oTeTai ō Marokura, an<br />
organisation that protects Kaikōura’s<br />
marine environment and fisheries, has<br />
been advocating for an updated<br />
environmental plan for some time.<br />
Secretary Gina Solomon said the<br />
council’s focus on freshwater has seen it<br />
‘‘neglect’’ the marine environment.<br />
‘‘It needs acomplete overhaul and I<br />
don’t think Canterbury is doing much in<br />
the biosecurity or invasive species<br />
space.’’<br />
Her comments come after Environment<br />
Canterbury voted last week to look into<br />
what was needed to review the<br />
Canterbury Regional Coastal<br />
Environment Plan.<br />

voluntary measures designed to reduce<br />
the Hectors’ dolphin bycatch towards<br />

fishing, with around 17,650sqkm of South<br />
Island coastline closed to set netting.<br />
Around 6,988sqkm of trawl measures<br />
are also in place, Ms Taylor said.<br />
‘‘This includes the Canterbury<br />
coastline, which has asetnetting ban out<br />
to at leastfour nautical miles, and up to 19<br />
nautical miles at Pegasus Bay.’’<br />
Cr Robinson’s motion called for the ban<br />
to be extended to six nautical miles, or<br />
just over 11km from the coastline.<br />

Increasing the number of elected<br />
representatives in Hurunui’s south ward<br />
could balance out ‘‘the rural /town<br />
divide’’, says Amberley District<br />
Residents’ Association chairperson Roy<br />
Myers.<br />
The Hurunui District Council is<br />
considering whether to increase the<br />
number councillors for its south ward,<br />
which includes Amberley, or to create a<br />
community board to support agrowing<br />
population.<br />
Mr Myers says the issues affecting the<br />
town were different from the smaller<br />
communities spread throughoutthe<br />
district.<br />
‘‘If you look at the smaller<br />
communities, their interests are much<br />
more directly focused on their own<br />
needs in acommunity of maybe afew<br />
hundredpeople.’’<br />
Whereas alarger town had more<br />
diverse needs and concerns, he said.<br />
‘‘In Amberley, the population has<br />
more or less doubled over the last 10<br />
years and alot of them are newcomers.<br />
‘‘Over time their expectations for local<br />
servicesmight increase, but at the<br />
moment if you look at what is provided,<br />
we don’t have much services.’’<br />
He said Amberley’s town centre<br />
lacked acommunity space, other than<br />
the Tin Shed at the Amberley Domain,<br />
while aproposed cycleway linking<br />
Amberley and Amberley Beach had yet<br />
to eventuate.<br />
Mr Myers says the challenge was<br />
getting people engaged in local politics.<br />
In the 20<strong>22</strong> local government<br />
elections, eight candidates stood for four<br />
the seats in the south ward, but the voter<br />
turnout was around 40 percent.<br />
‘‘I think alot of people feel quite<br />
distancedfrom the council,’’ he says.<br />
A working party is conducting a<br />
representation review and is due to<br />
make arecommendation to next month’s<br />
council meeting.<br />
It will be consultedoninApril,<br />
alongside the <strong>2024</strong>/34 Long Term Plan<br />
consultation, chief executive Hamish<br />
Dobbie said.<br />
He said the council was exploring a<br />
range of options,including retainingthe<br />
status quo of 10 councillors (four each<br />
for the west and south wards,and two for<br />
the east ward).<br />
Therewas one community board for<br />
Hanmer Springs, while community and<br />
wardcommittees representedthe<br />
various ‘‘communitiesofinterest’’<br />
throughout the district.<br />
Mr Dobbie says the main difference<br />
between the committees and community<br />
boardmembers was the latter were<br />
elected and remunerated.<br />
Community committees were given a<br />
similar delegation to acommunity<br />
board, with major decisions made by the<br />
elected council.<br />
Mayor Marie Black says the priority<br />
was ensuring‘‘communitiesofinterest’’<br />
were represented.<br />
The south ward’spopulation is around<br />
5680, with just under half living in the<br />
Amberley township, while the districtwide<br />
population is 13,800, based on Stats<br />
NZ 2023 population estimates.<br />

Hot pools proposal<br />

Plans to allow aproposed hot pool<br />
tourist complex to be developed over a<br />
larger area on the Kaikōura waterfront<br />
have received wide support in<br />
submissions.<br />
But while 71 percent of the<br />
submissions supported extending the<br />
pool's lease area, some residents wanted<br />
anew site to be found.<br />
Submissions were heardonthe<br />
proposed lease area extension for the<br />
hot pool complex at aKaikōura District<br />
Council hearing on Wednesday<br />
(<strong>February</strong> 14).<br />
Kaikōura Springs Ltd was granted a<br />
lease in July 20<strong>22</strong> for the proposed<br />
development on the former Kaikōura<br />
LionsCommunity Pool site, near<br />
GoochesBeach.<br />
While developing plans, Kaikōura<br />
Springs Ltd found the site was<br />
financially unviable, and approached<br />
the council last year requesting to<br />
increase the lease area from 2400 square<br />
metres to 3000 square metres.<br />
It wouldrequire the relocation of the<br />
toilets,playground and barbecue area at<br />
the developer’s expense.<br />
The proposal went out for public<br />
consultation at the end of last year, with<br />
87 submissions received.<br />
Nine submitters were heardduring<br />
the hearing, with two in supportand<br />
sevensupporting the hot pools concept,<br />
but calling for an alternativesite to be<br />
found.<br />
The councillors adjourned the<br />
meeting to clarify some of the points<br />
raised, before recommencingatalater<br />
date.<br />
Among those raising concerns was<br />
Duncan Cotterill senior associate Jamie<br />
Robinson, who was speaking on behalf of<br />
alocal resident.<br />
She said restricting the consultation<br />
process to consider whether the lease<br />
area on the Esplanade should be<br />
extended was ‘‘fundamentally unfair’’<br />
and should have been completely<br />
reopened.<br />
‘‘[It limited] people’s ability to submit<br />
when the entire lease is being<br />
reconsidered and we don’tknow<br />
whether an alternative site was<br />
considered.’’<br />
But Kaikōura District Council acting<br />
chief executive Peter Kearney, speaking<br />
after the hearing, said the criticisms<br />
were unfair.<br />
‘‘We understand it is an emotive<br />
subject, but nothing is set in concrete<br />
yet.<br />
‘‘Most people are in support, but we<br />
need to make sure everything in the<br />
process is done right.’’<br />
Should the lease extension be granted,<br />
the developer will still need to apply for<br />
the necessary resource and building<br />
consents, Mr Kearney said.<br />
The developerhad consideredother<br />
sites, but came back the Esplanade as<br />
the preferred site.<br />
‘‘They can’t come up with plans and<br />
designs until they knowhow much area<br />
they can have, so Ithink it is unfair to<br />
expect them to produce detailed designs<br />
at this stage.’’<br />
Residents have expressedthey wanta<br />
singlestorey buildingtofit with the<br />
environment, according to the<br />
submissions.<br />
The Kaikōura Lions Community Pool<br />
was destroyed in the 7.8 magnitude<br />
earthquake in 2016. Anew Kaikōura<br />
Aquatic Centre opened in the recreation<br />
reserveoff Scarborough Street in 2021.<br />
Expressions of intereststodevelop the<br />
Esplanade site were sought in 2020, with<br />
just two responses received.<br />

awarded the Excellence In Fine Art Award<br />
at the <strong>2024</strong> Arts CanterburyJuried Art<br />
Show in Oxford.<br />
Sarah said she was ‘‘beyond happy’’ to<br />
win the top prize.<br />
Two other Waimakaririartists, Oxford’s<br />
Emma GPotteree and Rangiora’s Jane<br />
Reid, also won awards at theexhibition<br />
which is on show at the Oxford Gallery toi<br />
oWaimakaririuntil March 3.<br />

exhibitions coordinator Mandy Palmer<br />
says 38 artworks from 29 artists were<br />
selected by three independent jurors, Jon<br />
Jeet, Rebecca Ogle and Rebecca<br />
Smallridge for the show.<br />
The Jurors' awards, the Oxford Gallery<br />
Development Award, and an award for<br />
Excellence in Fine Arts were presented at<br />
the opening on Sunday, <strong>February</strong>11.<br />
The public will also have the<br />
opportunity to vote for a‘‘People’s Choice’’<br />
award during the exhibition.<br />
Votes can be cast up to 2pm on March 3.<br />
The winner will be announced at the<br />
gallery at the end of the show.<br />

Councilisnostranger to Hurunui’s young<br />
people<br />
William Munsey joined the Hurunui<br />
Youth Programme in 2019, and the Youth<br />
Council in 2023.<br />
It has been ajourney of learning,<br />
William says.<br />
‘‘I've done alot of workshops and<br />
activities that have given me new skills.<br />
‘‘Last year as ayouth councillor Iheld<br />
the Environment portfolio and, as part of<br />
that, we worked with Hurunui College and<br />
the Hawarden Waikari Lions for a<br />
plantingday out at the Balmoral Fire<br />
Lookout,’’ he says.<br />
Participation in last year’s YES Camp<br />
fired William up to join the Hawarden<br />
Volunteer fire brigade and, at 16yearsold,<br />
he is also the youngest member of the<br />
Hawarden Waikari Civil Defence team.<br />
‘‘I believe its essential for youth to get<br />
involved in the community, and that this is<br />
arole the Youth Council can play in<br />
encouraging other young people, as well<br />
as the community,towork with our young<br />
people.’’<br />
Civic participation is important to Millie<br />
Jane McIlraith, the deputy chair. Millie<br />
stepped down as chair after servingfor the<br />
last two years.<br />
Both are Hurunui College students, and<br />
were the two Youth Council<br />
representatives on the Hurunui<br />
Community Committee, ensuring the<br />
youth voice was carried into decision<br />
making.<br />
Supporting Hurunui’syouth leadership<br />
is well under way, said Hurunui Council’s<br />
Youth Team Leader Jo Sherwood,with a<br />
workshop on how to create the perfect<br />
event kicking off the year in January,<br />
thanks to funding from the Ministry of<br />
Youth Development.<br />

Youth leaders... Hurunui Youth Council<br />

environmental education just being a<br />
few,’’says Ms Sherwood.<br />

North Canterbury’s mayors are<br />
seeking alocal solution to Three<br />
Waters management.<br />
Retaining local ownership has<br />
always been the goal, while exploring<br />
collaboration with neighbouring<br />
councils, says Waimakariri Mayor Dan<br />
Gordon.<br />
Mr Gordon was reactingtothe repeal<br />
of ThreeWaters legislation lastweek<br />
and the announcement of the<br />
Government’s Local Water Done Well<br />
policy.<br />
‘‘At this stage we’re celebrating<br />
Three Waters remaining in community<br />
ownership ahead of the new bill being<br />
introduced to Parliamentlater this<br />
year.<br />
‘‘If the legislation mirrors the policy<br />
direction signalled by the<br />
Government, it providescouncils<br />
options to either go it alone or work<br />
together in acouncilcontrolled<br />
organisation or similarmodel.<br />
‘‘We will be having informal<br />
discussionsalong these lines with our<br />
local government neighbours while<br />
this takes place, but essentially we will<br />
be waiting to see what the legislation<br />
says.’’<br />
Mr Gordon says the new policy<br />
mirrored the model putforward by<br />
Communities 4Local Democracy<br />
(C4LD), which represents around 30<br />
councils.<br />
He said no decision would be made<br />
without consulting with the<br />
community, which is likely to take<br />
place later this year.<br />
The Waimakariri, Hurunui and<br />
Kaikōura district councils were all<br />
C4LD members.<br />
Hurunui Mayor Marie Black said the<br />
Canterbury Mayoral Forum had been<br />
advocating for aregional approach to<br />
managingThree Waters for several<br />
years.<br />
‘‘It was aproposal the Canterbury<br />
councils put to the previous<br />
Government early in the piece, but it<br />
was rejected.<br />
‘‘We see it as the best outcome to<br />
achieve the scope and scale needed.’’<br />
Kaikōura Mayor Craig Mackle said<br />
the repeal of the legislation is an<br />
opportunity ‘‘to start again’’.<br />
‘‘We have alot of work to do and the<br />
Mayors need to get together to work<br />
out what is best for our communities<br />
andour region.’’<br />
Mr Mackle and Mrs Black said there<br />
is already ‘‘a synergy between<br />
Kaikōura and Hurunui’’, with a<br />
number of shared services already in<br />
place including IT services, Civil<br />
Defence and building staff.<br />
And there is a‘‘pretty tightnetwork’’<br />
acrossthe three North Canterbury<br />
councils,including Waimakariri, they<br />
said.<br />
The Waimakariri District Council<br />
also has aclose relationshipwith its<br />
GreaterChristchurchpartners, the<br />
ChristchurchCity Counciland the<br />
Selwyn District Council.<br />

Just before lunch, the family lookalike<br />
competition for 0to2years and<br />
3to5years, will be held.<br />
This has become one of the signature<br />
events at the show, attracting very<br />
strong entries.<br />
The ProduceShed opens at noon to<br />
showcase all the entries in the<br />
vegetables, flowers, baking, art,<br />
photography, local school children’s<br />
art categories and much more.<br />
At noon in the ring, the lunchtime<br />
president’s events will start with a<br />
demonstration by amazing trick and<br />
stunt rider Sonia Duncan.<br />
The presentations of the Trade<br />
Exhibitor of the Year and the Amuri<br />
A&P Association Young Achievers<br />
Award will also be held in the ring.<br />
Acrowd favourite, the hilarious<br />
terrier race follows, where once dogs<br />
and owners are all lined up and ready<br />
to go, they will be set off by awave of<br />
the president’s wife’s hat.<br />
The McAlpines North Canterbury<br />
Pipe Band will lead the grand parade<br />
around the ring, showcasing the<br />
winners of horse and pony events,<br />
animalclass winners, new agricultural<br />
machinery and vehicles.<br />
Once the parade finishes, therewill<br />
be alolly scramble.<br />

Richie and Janine Ormond have<br />
stayed with the proven recipe for<br />
agreat show –make it an<br />
entertaining, fun, actionpacked<br />
day out that brings town and<br />
country people together.<br />
The Ormond family have<br />
farmed Pukeiti, on the Amuri<br />
Plains, since Richie’s father<br />
moved there from Hawkes Bay in<br />
the 1930s.<br />
From WW2 until the 1990s, it<br />
was principally asheep farm, but<br />
with the increase in dairy<br />
farming in the area, the family<br />
changed to amix of sheep, winter<br />
dairy grazing, and the rearing<br />
Friesian bull calves through to<br />
finishing.<br />
The addition of irrigation<br />
several years ago allowed them<br />
to diversify into the cropping of<br />
maize, corn and grain, with<br />
surplus feed sold.<br />
The Amuri A&PShow has<br />
been part of Richie and Janine's<br />
lives for many, many years.<br />
Richie has attended working<br />
bees for the association for over<br />
40 years and has been on the<br />
show committee for many years.<br />
Janine has been the<br />
photography marshal for 14<br />
years.<br />
As ayoung boy, Richie<br />
remembers the show grounds<br />
being very bare at show time, but<br />
now there are attractive mature<br />
trees surrounding the ring,<br />
where families can picnic while<br />
watching the activities.<br />
There are also trees providing<br />
shade in the trade site areas.<br />

Appeal for volunteers<br />
‘‘Golden oldies’’ can come and see the<br />
‘‘golden oldies’’ at North CanterburyCAB,<br />
coordinator Theresa Evans says.<br />
She says most the CAB volunteersare<br />
aged over 65 and retired.<br />
Volunteering at the CAB or any other<br />
organisation allows people to stay<br />
connected with their community after they<br />
retire and gives them asense of purpose.<br />
‘‘It means they brought their life<br />
experience of raising children and their<br />
work experience.<br />
‘‘For us it is about encouraging people to<br />
see that their experience is still valued<br />
and empathy is still valued.’’<br />
Theresa says the CAB is looking forward<br />
to next month’s volunteer expos,<br />
organised by Waimakariri District<br />
Council.<br />
The expos came out of local volunteer<br />
coordinator network meetings.<br />
‘‘All of us had difficulty recruiting and<br />
some of it is financial, because we have<br />
limited funds to pay for advertising,’’ she<br />
says.<br />
‘‘For CAB, the expo is agreat<br />
opportunity to present our service and to<br />
let visitors know that older people are<br />
welcome to apply to become aCAB<br />
volunteer.’’<br />
New recruits are fully trained, with the<br />
next training intake in May.<br />
The training focuses on listening, nonjudgement<br />
and ‘‘supporting clients where<br />
they are at’’.<br />
Volunteers attempt to give people the<br />
confidence and support to take action to<br />
resolve any challenges.<br />
‘‘We listen and take the time to talk<br />
things through and we hope the time we<br />
have spent with them gives them the<br />
background information they need.’’<br />

Decluttering made<br />
easier withhelp<br />
Moving into aretirement village, or<br />
preparing to downsize your home, is<br />
so much more than just simply<br />
making the initial decision to change.<br />
For some it means facing a<br />
potentially overwhelming task of<br />
sorting through up to six decades of<br />
accumulated, treasured belongings<br />
and memories in the family home.<br />
Alan Wood of Ryman Healthcare<br />
says residents at Ryman Healthcare<br />
villages, including Charles Upham<br />
village in Rangiora, have been given<br />
advice dealing with items that can<br />
trigger happy memories, or remain<br />
useful for their future lives.<br />
Wellingtonbased decluttering and<br />
moving service TaskMasters, owned<br />
by Judy Thorpe, says she and coowner,<br />
Jane van der Wilt, give<br />
practical advice to potential<br />
residents of retirement villages.<br />
TheTaskMasters team help people<br />
hone in on the precious memories<br />
and associations that certain items<br />
might prompt, and also talk aboutthe<br />
practical side to adecluttering.<br />
She says picking out items from a<br />
lifetime, can be difficult, but can be<br />
treated abit like ahighlights reel,<br />
from the decades or chapters of welllived<br />
lives.<br />
‘‘As people get older they tend to<br />
have less control over their lives, for<br />
whatever reason, health issues being<br />
acommon one.<br />
‘‘So, it’s really, really important<br />
they have some control over what is<br />
happening.<br />
‘‘We work with them to help them<br />
decide what they need to declutter<br />
and what they can actually take to<br />
their new residence.<br />
‘‘It’s sort of interesting.<br />
‘‘Often we might say the samething<br />
to them that their families have said<br />
but because we’re an objective third<br />
party, who has no vested interest or<br />
emotional attachment... they’ll listen<br />
to us.’’<br />
Feeling they are in control of the<br />
process, dealing with treasures from<br />
their long wellled lives helps most<br />
people declutter.<br />
Even knick knacks that might not<br />
appeal to others or are not really<br />
useful to an outsider might be<br />
precious to someone who has lived<br />
through hard times.<br />
‘‘These (items) are core to who they<br />
are, and our view is they should<br />
surround themselves with things that<br />
make them happy.’’<br />
It is also important to this<br />
‘downsizing’ age group that items<br />
they are letting go of, go to someone<br />
else, or are at least recycled. They<br />
have loved them once and now it’s<br />
time to pass them to someone else to<br />
love them.<br />
‘‘The main focus is to encourage<br />
them to actually start and do some<br />
decluttering themselves to take the<br />
pressure off their shoulders when<br />
they have time, rather than when<br />
they have to move when it is so much<br />
more stressful.<br />
‘‘When we do jobs we don’t just go<br />
in and tell them to get rid of their<br />
treasures.’’<br />

goodies and produce Adriel residents<br />

Adriel’s owner Mischeal<br />
McCormick says there is going to be a<br />
wee opening ceremony with the<br />
residents.<br />
She hopes the sharing shed will be<br />
agreat activity for residents to<br />
provide the community with<br />
everything from eggs the home’s<br />
chooks lay, veges from its gardens<br />
which residents help look after, jams<br />
and preserves, and things they make<br />
during activity time.<br />
‘‘It will be the resident’s<br />
responsibility every morning and<br />
every night to fill the shed, and close<br />
it down at night, providing them with<br />
apurpose and aray of sunshine and<br />
spark,’’ Mischeal says.<br />
‘‘Staff are coming up with all sorts<br />
of ideas for the shed.’’<br />
She says the home is well supported<br />
by the community.<br />
‘‘It is nice to build community<br />
connections, be part of the<br />
community, and to give something<br />
back,’’ she says.<br />
Mischeal says residents have been<br />
enjoying the warmer weather, and a<br />
wee spa in the shade of atree.<br />
‘‘They have also been out and about<br />
to beaches and for picnics.’’<br />
The home, which provides care for<br />
those living with dementia, bases its<br />
care on the Spark of Life programme<br />
which focuses on quality of<br />
connection between carers and<br />
residents, and their families.<br />
Mischeal says the Spark of Life<br />
resonates with many who came to<br />
Adriel because the programme<br />
appealed to them.<br />
Adriel has full occupancy, and a<br />
number of new staff, says Mischeal.<br />
It aims this year to continue<br />
connecting with the community, and<br />
to get residents out and about. Some<br />
went to local churches who were very<br />
supportive, and there were often<br />
invites for residents to visit local<br />
gardens.<br />

WIL looks to future<br />

The opportunity to spend more time<br />
on farm, while providing adedicated<br />
service for shareholders, attracted<br />
new environmental manager Ben<br />
Howden to work for Waimakariri<br />
Irrigation Limited (WIL).<br />
Ben is the first fulltime internal<br />
environmental manager to work for<br />
the cooperative, and he says this<br />
demonstrates the importance WIL<br />
places on assisting shareholders to<br />
meet their environmental<br />
requirements while also responding<br />
to current and future environmental<br />
challenges.<br />
‘‘Spending more time out on farm<br />
with shareholders while also<br />
considering what the future holds<br />
really appeals to me.<br />
‘‘I am keen to get to know our<br />
shareholders and find out how Ican<br />
help them to achieve their<br />
environmental goals,’’ he says.<br />
Growing up on his family’s farm<br />
near Ashburton, Ben understands<br />
what it takes to operate asuccessful<br />
farm on apractical level.<br />
After high school, he attended<br />
Canterbury University where he<br />
gained amasters degree in<br />
environmental science before starting<br />
his career as an environmental<br />
analyst with Rangitata Dairies in<br />
South Canterbury.<br />
While working for Rangitata<br />
Dairies, Ben focused on providing onfarm<br />
and consent support for the<br />
company'sfarming operations.<br />
Ben then moved to Irricon where he<br />
spent five years working as an<br />
environmental consultant with afocus<br />
on consents and auditing during the<br />
time when Farm Environment Plans<br />
(FEPs) became arequirement for<br />
farmers.<br />
‘‘A year after Istarted at Irricon,<br />
Environment Canterbury launched<br />
their FEP auditing programme, so I<br />
provided practical advice to farmers<br />
and carried out audits.<br />
‘‘There was alot to learn during this<br />
period for both consultants and<br />
farmers.’’<br />
In 2021, Ben took up aprincipal<br />
consultant role with Ravensdown<br />
where he led ateam of consultants<br />
based in midCanterbury to support<br />
farmers in meeting their regulatory<br />
requirements and environmental<br />
goals.<br />
‘‘I enjoyed leading ateam and had<br />
the opportunity to work in alarge<br />
organisation where Icould gain alot<br />
of experience and learn new skills.<br />
‘‘After afew years Iwanted to spend<br />
more time out on farm again and being<br />
able to work closely with farmers is<br />
what attracted me to the role with<br />
WIL.’’<br />

helping them navigate options for a<br />

‘‘Obviously we have challenges in<br />
terms of regulation and climate<br />
change, but we also have plenty of<br />
opportunities including technology<br />
and efficiency gains.<br />
‘‘The irrigation scheme also has an<br />
opportunity as acooperative to<br />
secure amore sustainable and<br />
reliable water supply.’’<br />
Along with building strong<br />
relationships with WIL’s shareholders<br />
and familiarising himself with the<br />
irrigation scheme, Ben will be<br />
supporting the preparation of WIL’s<br />
discharge consent renewal during the<br />
first few months of his new role.<br />
When Ben isn’t out on farm, he will<br />
be based in WIL’s new office which is<br />
located upstairs in Conway Lane in<br />
Rangiora.<br />
He is happy to visit shareholders on<br />
farm and they are also welcome to<br />
visit him at his office.<br />
‘‘I am pretty down to earth and<br />
approachable, so Ihope shareholders<br />
will give me acall, and Iwill do my<br />
best to support them to achieve their<br />
environmental goals.<br />
In his free time, Ben enjoys sport<br />
and the outdoors, and shares his love<br />
of nature with his young family. They<br />
live in Darfield.<br />
‘‘I love diving, fishing, hunting and<br />
cricket. Going away camping is<br />
another activity we enjoy doing as a<br />
family. We like to be outside doing<br />
stuff whenever possible.’’<br />

Asweet fundraiser<br />
After aslow start to the growing season,<br />
Rotherham School’s popular sweetcorn<br />
fundraiser is up and running again.<br />
The cobs are on sale for $5 for five cobs,<br />
outside the school gates in Rotherham.<br />
The proceeds will go towards employing a<br />
third teacher.<br />
School Parent Teacher Association<br />
(PTA) president Tash Thomas says the<br />
corn will also be for sale at Hanmer<br />
Springs markets and the Amuri A&P show<br />
over next few of weeks.<br />
Grown on aone third of ahectare block<br />
donated by owner Ross Beavens, the<br />
seeds were sown last November by<br />
Rotherhambased contractor Flintoft<br />
Contractors Ltd.<br />
The Madison Gold seed was supplied by<br />
Pioneer Brand Products through Paige<br />
Farrell the area manager.<br />
Mrs Thomas and the school’s PTA<br />
members has been working long hours<br />
picking cobs.<br />
‘‘After aworrying couple of late frosts<br />
early in December after it had been<br />
sowed, and slow growth in January, plus<br />
water restrictions, we were beginning to<br />
worry whether we would have agood<br />
season or not. But the weather here has<br />
improved and they have shot away.<br />
‘‘They are looking great and we are all<br />
relieved.’’<br />
It is expected to take three weeks to<br />
pick all the corn and Tash says it will be<br />
tight to gather enough in time for the the<br />
Amuri Show on March 2—provided the<br />
weather is kind.<br />
The PTA is extremely grateful for all the<br />
help they get each year from the parents<br />
of children at the school to help pick the<br />
cobs.<br />
Last year the school sold 9000 cobs of<br />
corn raising arecord $9500 for the school.<br />
The small rural school has agrowing<br />
roll of 42 children with 14 new entrants<br />
starting this year.<br />

Mayors farewell failed Three Waters<br />
Mayors from across New Zealand welcomed the<br />
repeal of Three Waters.<br />
Members of Communities 4Local Democracy He<br />
Hapori mō te Manapori (C4LD) were in Wellington<br />
last week to celebrate the legislation torepeal<br />
Three Waters being introduced toparliament.<br />
Co-chairs Waimakariri Mayor Dan Gordon<br />
and Manawatu Mayor Helen Worboys were<br />
in the Speaker's gallery last week to hear the<br />
introduction of the repeal bill.<br />
Mayor Dan Gordon says the member councils were<br />
thrilled the new Government had delivered on their<br />
campaign promise to repeal the unpopular reform.<br />
“The coalition Government all campaigned on<br />
repealing Three Waters, and they were elected on<br />
amandate that opposed centralisation and the<br />
forced removal of community water assets.<br />
“C4LD put forward acommunity-led, common<br />
sense alternative for water reform that sees higher<br />
standards delivered throughout the country while<br />
making sure local communities have control and<br />
say over their assets. We welcome working with<br />
the new Government on this model.”<br />
As part of its advocacy work, C4LD developed a<br />
detailed alternative plan for reform that would<br />
deliver the necessary infrastructure investment<br />
while respecting community property rights.<br />
Waimakariri Volunteer Expo<br />
The Waimakariri Volunteer Expo is achancefor<br />
anyone interested in volunteeringtomeet with<br />
community organisationsand learnabout what<br />
opportunities might bestsuittheir skills andinterests.<br />
There’s ahuge range of volunteer roles you could<br />
take part in including: providing companionship<br />
or mentoring; cooking acommunity meal; working<br />
in an op shop; gardening working bees; reception<br />
or administration work; driving people to medical<br />
appointments; assisting with civil emergencies;<br />
and the volunteer fire brigade.<br />
The expo also provides an opportunity for local<br />
organisations who depend on volunteers to<br />
share their services tomaintain and expand their<br />
volunteer staff numbers.<br />

services, social services, information services,<br />
environmental groups, arts groups and community<br />
safety organisations.<br />

life at Ruapuna this weekend.<br />
160 racers from multiple<br />
countries will line up to compete<br />
and for Cust engineer and avid<br />
racer Gary Cotterell it’s an event<br />
he looks forward to each year.<br />
‘‘I’ve entered many times over<br />
the years and Ithoroughly enjoy it<br />
as we are all racing on similar<br />
machinery, so it comes down to<br />
how well you prepare your bike<br />
and how well you ride on the<br />
day.’’<br />

Rangiora cat rescue group Kitty Kingdom is holding its annual garage sale fundraiser this Saturday, on<br />
<strong>February</strong> 24, in the McAlpines Pipe Band Hall in the New World Supermarket car park. Organiser Tina Hartley<br />
says the group needs to raise money to help them through kitten season. ``Kitten season is astruggle and we<br />
desperately need to keep the fundraising going,'' she says. Donations for the sale include household items,<br />
clothing, jewellery, toys, sports equipment,camping equipment, plants, baking and Steadfast Books in Woolston<br />
has donated hundreds of books. The sale will begin at 9am and close at 3pm.<br />
Marathon swim<br />
Swimming for 24 hours is aspecial project for Amberley Volunteer Fire Brigade's firefighters to help young<br />
people in their community. In partnership with IAmHope, they will swim continuously for aday to raise money<br />
and awareness for the cause. Starting at noon on Saturday, <strong>February</strong> 24, at Amberley’s MainPower Pool, teams<br />
of volunteer firefighters will swim in relay over the following 24 hours.Come down and cheer them on as they<br />
raise funds for the youth in their community.
