PROMISING SELWYN
Athletics Club runner Cooper
Wightman has broke yet
another record.
Wightman set a new New
Zealand U17 record for the
800m at the International Track
Meet at Nga Puna Wai at the
weekend.
The 16-year-old ran a time of
1:50.46 and finished fourth –
missing out on a medal by just
two-tenths of a second.
Last October Wightman
set the fastest time ever for a
15-year-old New Zealander with
1:52.34 in the 800m, and was
among the fastest U16 runners
in the world in the event.
The Rolleston resident and
Christchurch Boys’ High
student also won the 800m at
the Canterbury track and field
championships this month at
Nga Puna Wai, and is coached
by Commonwealth Games
representative Angie Petty.
Daniel Prescott, who also
runs for Selwyn and is coached
by Petty, finished eighth at the
ITM with a time of 1:52.68 –
a new personal-best for the
17-year-old.
The race was won by
Tauranga’s Sam Tanner, who
beat Australia’s Luke Boyes by
six-tenths of a second, while
North Harbour’s Thomas
Cowan finished third.
ECan plans
to hike rates
by nearly
25 per cent

RURAL RATEPAYERS are facing
another blow as Environment
Canterbury proposes hiking rates
by 24.2 per cent.
The proposed increase comes as
rural ratepayers are already set to
take on the brunt of the district
council’s rate rises of about 17 per
cent.
On Friday ECan unveiled its
proposed Long-Term Plan – its
budget for the next decade.
Improved flood protection
infrastructure, future-proofing
public transport and better pest
management drove much of the
proposed work in the LTP, ECan
said.
ECan is proposing spending
$4.2 billion over the coming
decade, with $346 million of
spending in just the first year.
ECan’s rating example shows
a $1.12 million property in
Springston would have an
increase of $117.62 and a total bill
of $700.61.
Some higher-value rural
property owners could be facing a
four-digit rates rise on top of their
district council rates.

School frustrated by safety delays

WEST ROLLESTON Primary
School will finally receive
some much-needed road safety
improvements. But they are still
at least a year away.
The school has been pleading
for lower speed limits and better
crossing points around its school
for several years.
Next year the school’s closest
intersection of Dunns Crossing
and Burnham School Rds will
have traffic lights added to it as
part of the council’s draft 2024-
34 Long Term Plan.
Council head of operational
delivery Gareth Morgan said the
traffic lights were planned for
2024/25 at a cost of about $4 million.
They would be done in coordination
with NZ Transport
Agency Waka Kotahi works at
the roundabout at Dunns Crossing
Rd and State Highway One.

A fortnight ago, Hunt made
his third plea to councillors for
change.
The school was expected to
get a speed reduction at the
beginning of this year. But that
was placed on hold in December
following a change in direction
by the Government.
The Government sent a letter
to all councils in December,
advising them to pause work on
speed limits until it has developed
its new speed limit setting
rules with NZ Transport Agency
Waka Kotahi.
Twenty-six schools in Selwyn
would have had either variable
speed limits or permanent
30km/h limits added in the
council’s speed management
plan, with some of the changes
made before schools reopened in
the new year.
Morgan told councillors last
week the Government direction
has meant there is little that can
be done by council at the moment.
“The current situation is a difficult
one for our team to navigate
through as well. We have a
number of the team who worked
hard over many months in 2023
to develop a speed management
plan, only to find themselves in
this position – on hold.”
Even though council can
change speed limits, Morgan
said Transport Minister Simeon
Brown had advised them not to
until the new rule was in place.
Morgan also noted Brown was in
charge of approving speed limit
changes, a role previously held by
NZTA.
The Government has yet to
produce a timeline for when its
new speed limit rules will be in
place.
“We’re unaware of the detail
and we can’t second guess what
that detail will be,” Morgan said.
Hunt said it was frustrating for
the speed changes to be placed
on hold.
“It’s frustrating as a school that
we continue to rely on now in this
case a minister to make a decision
which is potentially placing our
children at risk,” he said.
“We understand the position
the council is in, but it doesn’t
change the concerns on safety
and there is urgency needed to
resolve this.”
Hunt said additional kea
crossings – even if they were
temporary until the traffic lights
project was completed – would
be beneficial and were something
the school could support.
Morgan said if there was a
request from the school for an
additional kea crossing, it would
be something the council would
look at.

FIRE ON THE MARKET
The former Black Door Bar
and Eatery site has gone on the
market. The 1012m 2 property
is being marketed as “a rare
opportunity to secure a valuable
commercial site in the heart
of Lincoln’s rapidly growing
township”. The site has a deadline
sale of 4pm on March 13. The
site has been empty since the
Black Door was demolished in
December after it was deemed too
damaged to repair following a fire
in August.
FATAL CRASH UNDER
INVESTIGATION
One person has died after a twocar
crash at the intersection of
State Highway 77 and Leaches Rd.
The crash happened about 1.30pm
on Thursday. The police serious
crash unit and commercial vehicle
safety team are investigating the
cause of the crash.

THE Prebbleton Community
Association is now confident a
new organics processing plant in
south Hornby will not have any
odour issues.
The new plant is Christchurch
City Council’s answer to fix the
ongoing stench from the current
organics plant in Bromley. After
several years of complaints, the
city council has decided to close
the Bromley plant and open a
new facility in 2026 on an industrial
site in Aruha Rd, about 1km
from the outskirts of Prebbleton.
Association chair Jane Elms,
along with Prebbleton resident
and environmental scientist,
Susan Aitken, were part of a city
council delegation which last
week visited the Papakura and
Reporoa Ecogas North Island
plants.
They got firsthand experience
of how the plants operate and if
there were any issues with the
smell.
Due to health and safety risks,
the group was unable to go inside
the Reporoa plant but viewed live
camera feeds instead.
At the Papakura plant, they
were able to view the plant with

around the building there were
different spots where you could
smell what they were processing
at that point in time like when
they opened the door for a truck
to come but the smell dissipated
quickly,” Elms said.

Elms said there was no mess
outside of the main processing
area and said the group also
visited neighbouring businesses
which said they have had no
problems with the plant.

ECan rates hike a response
to ‘challenging’ times

ECan rates increase of $1108.67,
taking it to $6451.22.
District council projections
forecast a rural property that has
access to water races and access
to a restricted water supply, with
a capital value of $11.3 million
to pay $17,772 this year – a
$2611 increase from last year.
By 2026/27 council is projecting
rates to be up $22,266, an
increase of 46.8 per cent.

“It won’t be the last rate rise –
there will be more to come.”
He said the headline number
from ECan was “unfavourable”.
“Until I sit down and go
through it where they deem
the increase necessary and
find where the extra money is
going, I won’t know exactly our
(Federated Farmers) position.”
In Selwyn, ECan is proposing
a new targeted rate to assist
with flood management and
protection, an issue highlighted
by affected residents who have
dealt with flooding and district
councillors who last year put
pressure on ECan to do better in
its flood management.
The targeted rate by year
three of the LTP will cost
each ratepayer $14.16 and
provide ECan with $400,000
to investigate and develop a
forward work programme,
complete initial work clearing
out channels and flow paths,
and conduct weed control and
planting.

he was supportive of districtwide
targeted rates for flood
protection.
Miller said it is always a
difficult process to reduce rates
as many services
are often needed
and investment
in services has
likely been
asked for by
residents.

“To be frank, neither I nor my
fellow councillors are completely
comfortable with this, but like
many other councils around the
country we’re facing challenging
times,” Scott said.
He said the proposals were not
set in stone and were subject to
public feedback.
“We’ve tried to find as many
savings as possible, but as I’ve
previously signalled a significant
rates hike is likely as we try
to balance rising costs and
inflation with the community’s
– and Government’s – growing
expectations.
“We’ve got a lot of challenges
ahead of us, including around
flood protection and meeting
our public transport needs. We’ll
continue to push for central
government to come to the
party, but funding will be tight.
We’re walking a tightrope, just
like you do with your household
budget, and I hope you’ll see
that reflected in the packages put
forward.”
Councillors will discuss
the proposed LTP further at a
meeting today before it goes out
for public consultation on March
16. Dean urged farmers to get
involved in the consultation and
have their say on the plan.

Darfield retirement village home
and then stole her car has been
sentenced to five years and seven
months in prison.
The 80-year-old woman feared

throat and traced it back and
forwards. Although you did not
cut her she could feel the blade.

She thought she was about to
die,” Elkin said
Kerr-Millar then left in her car.
Elkin said the ordeal had significantly
impacted the woman’s
emotional well-being, and said
she felt “fragile, violated and
vulnerable.”
But Elkin accepted Kerr-Millar
had expressed “significant remorse”,
and was not in a clear
state of mind at the time of the
offending.
“I acknowledge you had a
difficult start in life. You were exposed
to drugs from an early age
. . . you had a big and expensive
methamphetamine habit at the
time of the arrest,” she said.
Kerr-Millar’s lawyer, April
Kelland, said Kerr-Millar had a
disadvantaged upbringing, going
through many foster homes.
Elkin said Kerr-Millar had sent
a letter of apology to the elderly
woman, which had been received
positively.

THE HUNT is on for board
members for the Lincoln Sport
and Recreation Hub.
The hub is designed to provide
over-arching support for sports
clubs and assist with fundraising
and pooling resources.
Hub spokesperson Tony
McKenzie said they are looking
for people of all backgrounds
promotion, business, and club
administration, who would
interested in assisting in the hub.
“We therefore are looking for
sport and recreation-minded
people to serve in various roles on
the board.”
McKenzie said they now have
18 clubs in the hub, along with
six partners: Selwyn Sports
Trust, Sport Canterbury, council,
Lincoln Recreation Centre,
Lincoln High and Lincoln
Primary. He said they are open to
more clubs and partners.
McKenzie said the roles
are voluntary for a three-year
minimum term. All applications,

EVER WANTED to learn how
to be the mayor? A new game
may be able to assist.
A demo of Super Mayor, a
2D platformer game developed
in collaboration with the
Selwyn Youth Council and
Indever Games has now been
released.
In the game, players embark
on a journey to solve community
issues, engage with residents,
and ultimately ascend to
the coveted position of mayor.
Game developer Ben Childs
said its focus is on participating
in both realistic and farfetched
council projects and
meaningful decision-making.
“The game is designed to be
genuinely challenging and fun
while educating players about
how council works and how
their vote really matters.
“Players interact with
residents, attend council meetings,
and manage resources,
earning ‘supporter points’ to
unlock new options and areas
within the game,” he said.
So far the game has had
more than 4000 downloads on
gaming platform Steam, the
demo is available now on Windows
and Apple computers.
Youth council chair Mackenzie
Wills said the youth
council is proud of how Super
Mayor has turned out.

Departing principal oversaw a
decade of change for students
After more than a
decade leading Lincoln
High School and
over 40 in education,
principal Kathy
Paterson has called
time on her teaching
career. Reporter Daniel
Alvey catches up with
her to see what she’s
learnt.
KATHY PATERSON started her
career younger than most, aged
four to be precise, teaching teddy
bears.
“It was back in the day when
I had teddies lined up teaching
them to read and do school rolls
and I always never ever wavered
and always wanted to be a
teacher,” Paterson said.
From teaching teddy bears, she
improved by stepping up to teach
her family.
“So, whether it was my cousins
or my sister, helping people with
their own learning has been a
passion.”
Paterson has spent 43 years in
the education sector, the last 10
and a half of which have been at
Lincoln. After graduating from
Otago University in 1980, her
first teaching role was a maths
teacher at Logan Park High
School in Dunedin.
“I’ve always loved teaching
maths and puzzle solving.”
After Logan Park, she taught
at one other school in Dunedin,
before four in Hamilton, the last
of which was Hamilton Girls’
High School.
Paterson will be leaving her
Lincoln role at the end of term
two in April and heading for
retirement.
“I’ve been in education a very
long time and it’s just time to do
something different for me.
“It will be bittersweet really.
Principalship is a very full-on
job. You really immerse yourself
in the school, staff and community
and it will be quite a change
for me not having that busyness
in my day.
“I’ll have so much time I won’t
know what to do.”
Cashmere High School deputy
principal Adrian Fastier will replace
her. He said he was excited
about the role.
“I am very much looking
forward to joining the Lincoln
community and continuing to
build on the fantastic contribution
Lincoln High School makes
to the local area and its people,”
Fastier said.
“My priority is taking the time
to get to know the students, staff,
and the community; and understand
how I can best contribute
towards the school being both a
great place to learn and a great
place to teach.”
When Paterson started at
Lincoln, the school had a roll of
1350 students which increased to

a peak of 1750 before Rolleston
College opened. Its current role
is 1400. She said the shifts in the
roll have been one of her biggest
challenges.
“The roll changes have been
quite challenging. So, the
roll going up and down and
managing staff and students,
when you’ve got 1750 students on
a site that’s built for 1400 there
are pressure points everywhere,
so behaviour declines and that’s
very challenging.
“The ministry prediction when
I came in 2013 was for the school
to be about 950 now, so things
have certainly not panned out
that way.”
During her time as principal,
Paterson has been a leader for
developing new and revolutionary
policies such as allowing
students to have facial hair, dropping
NCEA level one, and dropping
gender titles from student
leadership roles.
“I think that’s the piece that’s
kept me in education is that I’ve
really embraced change and
really looked at what’s next and
looked to the future.
“It’s nice to have been able to
lead some of those changes and
lead them for what you believe
are the right reasons as well.”
In 2018 she allowed students
the freedom to grow beards,
have piercings or dye their hair.
Reflecting now, Paterson said the
shift has caused no issues at the
school.
“The facial hair was a really
good example of where we take
student voice, we review it, we
take it to the board, the student
did a presentation and over that
time I actually changed my views
on facial hair.
“It was really good to change
your perspective and understand
where they were coming from,
and in fact, facial hair is a complete
non-issue and has been
since we made it okay.”
Paterson said the changes
Lincoln made drew other schools
to be interested.
“With our move away from
NCEA level one, we’ve had many
schools from up and down the
country coming to visit and to
hear our story, and some of them
have taken that and decided it’s
the right thing for them.”
In 2018 the school moved away
from NCEA level one, instead
focusing on a two-year NCEA
level two.
Recently there has been a big
push from the Government to
raise school standards and attendance,
in a “back to basics”
curriculum. While Paterson
would not be drawn on the
direction of the Government, she
said students have been through
three years of challenge.
“From my perspective Covid
created three years of challenge,
the earthquakes and the mosque
attacks in Christchurch created
further challenges and then you
put on top of all that industrial
action last year.
“So, all up students have had
quite a muddled time, so therefore
things like attendance will
drop, things like engagement
will drop. We haven’t seen it as
badly at Lincoln as other schools
may have experienced.”
Paterson said the curriculum
has changed rather than the
quality of students getting worse.
“If I go back to when I started
teaching, some of the things I
would have taught a year 11 are
now being taught in year 13 or
the first year of university.
“So, I think the curriculum has
changed a lot and some of the
things weren’t needed at year 11
for example.”
Another worry is teacher
supply.
“Teacher supply is a huge
concern I’ve always struggled in
some learning areas to appoint
people, just because of lack of
applicants. That is a huge worry
and I don’t see that improving in
the near future.”
A lack of construction work
at the school has also been an
issue for Paterson, with only one
new building completed in the
decade.
In April, Paterson is hoping to
see the first of a five-stage rebuild
get under way.
“It’s been a very long time, and
the buildings are old.”
“The ministry (of education)
has allowed us to dream big in
the master plan and create an
education brief for the buildings,
but the reality is they don’t have
the bank balance to support it.”
Once she completes her
remaining weeks at the school,
she wants to get back to doing
more of her hobbies like golf and
cycling with her husband Philip.
“I do enjoy golf, don’t get to
play very much but that’s what
I’m looking forward to doing after
I finish here, and we’ve really
enjoyed biking over the years . . .
so we do enjoy trails around New
Zealand.”
She also hopes to spend time
with her family including her
four grandchildren.
Her parting message to the
school community: “Just be
prepared to embrace change and
work together, collaborate, and
support each other, looking out
for each other I think it vital going
forward just those little how
are your comments that allow
people to share where they’re at.”

FOR CHARITY: The Selwyn Relay for Life raises thousands for those living
with cancer each year.
Relay for Life more
than a fundraiser
REGISTRATIONS are open for Selwyn
Relay For Life, an event that raises
thousands for cancer sufferers.
Committee chair George Inwood, a
teacher at Rolleston College, has taken
over the reins from his father-in-law Duncan
Sole, who chaired the event committee
for the previous decade.
Inwood said he is committed to continuing
the family legacy of serving the Selwyn
community through Relay For Life.
Although this is his first year as chair,
Inwood is a previous committee member
so has a good understanding of the event.
“Thanks to the hard work Duncan has
put in over the years, the event is in really
good shape and it’s easier to pick up the
reins and just continue the good work,”
Inwood said.
Relay For Life has been running in
Selwyn since 2011.
Inwood said the event is fulfilling for
participants raising money for cancer
victims.
“You have to be there to understand how
powerful, how fulfilling it is to be part of
something like this. When you see those
affected by cancer do their celebration
lap and the candle-light remembrance for
those who have passed, it reminds you
of what it’s all about, the purpose of why
we’re here.”
As a teacher, Inwood is particularly
driven to set a positive example for his
students.
“I’d like the students, and anyone
involved really, to understand the impact
they can make on the lives of others when
they support a cause this way. It’s a chance
for our students to show leadership and
understand how rewarding it is to be part
of something bigger. Relay For Life is not
just a fundraiser, it’s a symbol of unity and
hope.”
The committee is aiming to raise
$50,000.
Inwood said while the fundraising is
important, they are also focused on simply
providing an opportunity for the community
to come together and understand
more about what it means to be on a cancer
journey and do something positive for
their neighbours in need.
In addition to Inwood’s father Paul
sitting on the committee, his mother-inlaw
Penelope and wife Scarlett will bring
their expertise as fitness instructors to lead
the pre-event warm-up routine, while his
mother Tracey will run an on-site coffee
cart.

Legal Matters
Public Works Act continued…
There is an increasing demand
for national and regional public
infrastructure and network services
- railways, airports, roads, electricity,
schools, and the like - that can
support New Zealand’s growing
population. The Public Works
Act (“PWA”) provides the legal
framework for government and
local authorities to acquire land/
register easements for these public
projects. The legislation is intended
to ensure there’s a clear process for
engagement with affected property
owners and that compensation for
acquired land is fair and reasonable.
The process is summarised below:
The PWA process is usually initiated
when a council or government
agency such as Waka Kotahi NZ
Transport Agency identifies a
need for land to carry out a public
project. However, it could also be a
significant utility provider that has
applied to the Minister for Land
Information under the Resource
Management Act to have easements
acquired or taken under the PWA.
The acquiring authority must
demonstrate that the proposed
acquisition is in the public interest
and that no reasonable alternative
exists.
Following the identification of
suitable land, a notice is usually
issued to the landowner setting out
the desire to acquire the property,
or part of it. This notice should
detail the purpose of the proposed
acquisition and initiate negotiations
regarding compensation. This is a
key phase of the process and there
are limited timeframes in which a
response and/or objection can be
made; so, at this point you’d be well
advised to get in touch with a lawyer
who has particular expertise in the
Public Works Act.
While the PWA does provide for the
powers to acquire private property,
it also incorporates safeguards to
protect landowners’ rights, such as
receiving fair and just compensation
and ensuring that a landowners’
reasonable legal and valuation costs
are reimbursed. When land has
been acquired for a public project
and is no longer required, in most
circumstances the PWA requires
the land to be offered back to the
person from whom the land was
initially acquired or that person’s
successor.
Having land taken under the Public
Works Act can be stressful and,
at times, complex. Tavendale and
Partners has significant experience
in dealing with the acquisition
of farmland and the impact on
operational farming properties,
the acquisition of family homes,
and the relocation of businesses
and business loss claims. We are
also available to provide a second
opinion or independent legal advice
in this area.

acquisition, or consider this a
possibility in the future, please do
get in touch – we’d be more than
happy to take you through the
process in more detail and assist
with any negotiations to ensure you
receive your fair entitlement or,
in the instance of land previously
acquired under the PWA but no
longer required, help facilitate
the return of land to the original
landowner/successor.

performing arts competition
for those aged 18 and under.
“In, July crowds will bear
witness to the mystery of
Agatha Christie’s masterpiece,
The Mousetrap, the longestrunning
play in history,” Dean
said.

Mixed views on street light replacement
I AM shocked at these lights that
have been put up. They look like
security lights at a prison, and
certainly not in the style in any
way shape or form that was there
previously. This is so degrading
to have a beautifully tree-lined
avenue with such a feature
destroyed by replacing with such
a non-aesthetic looking, bland
eyesore. Nothing to be proud of
about that.
Did anyone consult the
people living here about the
replacements and involve those
seeing them everyday?
The lights look ridiculous with

converted to LEDs. Was
this looked into and price

country. The only reason chlorine
was added to our water was
this council’s slavish obedience
to Taumata Arowai which now
no longer exists.
Now the council can do what it
was elected for, to run the affairs
of Selwyn in the interests of its
ratepayers.
It is embarrassing to have the
council’s media spinners say
things like, “there would be a lot
of extra testing which is an extra
cost”. Surely water testing and
monitoring would be carried out
as routine by any self-respecting
council, so it would be back to
the status quo and not an extra
cost.
There could be times chlorine
has to be added to some water
supplies in parts of Selwyn,
usually caused by lack of maintenance
as in the often quoted
Havelock North situation.
Should this be required, our
council now has everything in
place for this situation, so there
should be no extra cost.
I challenge the council spin
doctors to explain in normal,
day-to-day language how they
come up with a figure of $82 million
to cease the addition of chlorine
to our water. If this figure
is correct, please give us locals
a chance to bid for the contract
and we can keep the change.

I do not wish to help pay for
the Christchurch stadium. I’m
on a fixed income and pay rates
for our own projects in Selwyn.
This year, rates and insurance
have risen and it’s becoming
hard to manage as it is. I
wouldn’t object to a one-off
reasonable payment but not on
yearly rates.

If the stadium is not a white
elephant, surely the operating
and build expenses can be met
by the plan to generate income
and loans?
Christchurch businesses will
benefit, not Selwyn businesses. If
we must contribute, I propose a
loan, at best, from SDC to CCC
at second-tier lending rates. This
way the people of Selwyn benefit
from the income this stadium
will generate. The only reason to
refuse such an offer is if the business
plan doesn’t stack up.
Most stadiums in the northern
hemisphere don’t have roofs, and
they get snow! We have plenty
of urgent projects to fund in
Selwyn.

Rugby stalwart hails importance
of volunteers in the community

NEW CANTERBURY Rugby
Union life member Gavin
Eastwick says communities
could not do without volunteers.
Eastwick , 75, has been involved
with various voluntary
administrative roles in rugby for
45 years – at his club Lincoln,
the Ellesmere sub union and
Canterbury Country. He is a life
member of all.
Said Eastwick of his life memberships:
“I feel that I’ve probably
got this on behalf of several
thousand people over the years
that have probably done similar
to what I have done.
“We have a huge volunteer
base in any sport, and in most
community projects, and there’s
always so many people that go
unheralded in what they do.”
He said the value volunteers
like himself give to the game is
“staggering’’.
“The effort that’s put in by so
many people is huge. (But) it is
just harder to fill positions these
days.
“I’ve noticed over the last few
years, it’s getting more and more
difficult, but the effort that is put
in by so many is massive.”
Eastwick played senior rugby
for Kirwee but a dodgy back
forced him into early retirement.
He swiftly transitioned into
administrative roles.
“I started off my administrative
career at JAB rugby, that’s
how I got into Ellesmere rugby
initially,” he said.
“I’ve been president of the
Lincoln Rugby Club, I’ve sort
of climbed up the ranks to be
chairman and president of
Ellesmere Rugby, and I’m a life
member of Ellesmere.
“I’ve been chairman and president
of Canterbury Country, and
I’m a life member there and I
spent nine years on the Canterbury
Rugby Union board.”

is also interim president of the
Lincoln Bowling Club – where
he started playing about 40 years
ago.
“I started there, I think . . .
probably I was about 35, and I
played for a number of years,” he
said.
“I was very keen on my bowls,
and I got caught into playing
every bloody weekend, just
about.
“I was trying to coach kids
cricket and all sorts of other
things, and in the end I gave up
for a bit. I’ve just gone back to it
in the last five (years) or so, but
more on a social basis now rather
than a competitive basis.”
But Eastwick’s competitive side
was evident, when he was part of
a Lincoln four with Denis Smith,
Luke Clark, and Kevin McCreanor
who won this month’s Lex
Stewart tournament, at Lincoln
this month.
Eastwick says his fondest
memories of rugby are about the
people.
“The rugby community’s
pretty good, really, and I’m
involved in (horse) racing as
well, and I just find that meeting
so many different people, all
with the same motivations and
the same desire to improve the
game has really got to be a bit of
a highlight.”
“I obviously had many pleasant
times on the Canterbury Rugby
Union. Canterbury rugby has
been strong for a long number
of years, so strength in the
teams that you follow is always
pleasant.”
Eastwick now follows his
grandchildren in their various
sporting endeavours.

Supporting our Selwyn Community
in Response to Recent Fires
At the entrance to Early Valley Road, three
Civil Defence volunteers were on a cordon shift
in response to the recent Port Hills fires.
There were 21 rotating shifts on this cordon which
started on Thursday 15 February and finished
with the last shift at 8pm on Monday 26 February,
supporting the evacuated residents of Early
Valley Road.
Selwyn Emergency Response Team (SEST)
volunteer Kaz Tester was on one of the last shifts
on Monday with two members of the Selwyn
Response Team. She says she enjoyed being a
part of a supportive team and doing her bit to
give back to the community.
In total, 61 volunteers and Council staff were
involved in the response. Mayor Sam Broughton
says he appreciates all our hard-working
emergency services, response teams and
volunteers involved in supporting our Selwyn
community through recent fires around Kirwee
and on the Port Hills.
“Thank you to the residents of Early Valley Road
for putting into place all we learned from 2017
and your action during this fire event.”
The Council continues to support FENZ by
helping spread their word on fire safety.
The Council also offer a free Civil Defence alerting
system to residents, which sends text and email
alerts to subscribed households in the event of

What better way to continue the Aotearoa Bike
Challenge this month, than checking out the
new section of the Prebbleton to Templeton
shared cycle path.
Started in October last year, this project is
subsidised by NZTA Waka Kotahi and forms
part of Council’s 2021–2031 Long-Term Plan.
It creates a separate shared path for pedestrians
and cyclists alongside Trents Road, connecting
Prebbleton to Templeton.

With over 50% of the path completed, the east
side of SH76 is now open, and the community
is already making use of it for commuting and
family outings. Work is now progressing on the
west side of SH76.
Eventually the path will link into the new
Shands/Trents Road roundabout shared
path works and provide users with a safe
crossing point.
The project is scheduled to be fully
completed by the end of March 2024.

Fitzgerald said the team are
looking forward to getting back
into the swing of things.
“We’ve been training for four
weeks now and there’s been lots
of smiles, really good energy, and
it’s a really positive camp across
our senior group,” he said.
“We love night games, we can’t
wait. We don’t play as many as
we’d like to.
“It’s great to have a few night
games during the season in
order to free up weekends for our
players to spend time with their
families.”
Last year’s runners-up
Waihora travel to play a Lincoln
side competing under their
own banner for the first time
since 2022, having merged with
Rolleston last season due to low
numbers.
Hornby only won two games
last season but one was against
Springston in this competition.
The two teams will meet again in
round 1.

Advice on Air Conditioning
Our South Island can experience
variable weather from scorching Nor’ West
winds hot days to chilly winter days. Air
conditioners (commonly known as heat
pumps) have become a common feature
in many homes. However, selecting the
right air conditioner system involves
considering various factors apart from
the climate, including room size, energy
efficiency, and budget.
In New Zealand, there are two main
types of air conditioners. The first is the
most popular high wall heat pump, which
has a dual function and provides warm
or cool air to your room using a reverse
cycle split system. The system comprises
an indoor unit mounted on a wall and an
outdoor compressor unit. The refrigerant
passes through pipes between the two
units, with the indoor unit blowing out
cool air while the outdoor unit removes
the heat from the cooled area.
The second type of system is ducted
air conditioning, a whole-house system
where warm or cool air is ducted directly
to each room. The unit is concealed, and
air is ducted through vents in the ceiling
or floor. Although initial costs are higher
than a heat pump, supplying and running
ducted air conditioning may be more
economical than using multiple heat
pumps.
Key Considerations:
· Room size and layout: Consider the
size and layout of the rooms requiring
cooling and ensure that the air
conditioner is appropriately sized for the
room or area where it will be installed.
This will avoid wasting energy or not
being effective enough.
· Energy efficiency: Look for an air
conditioner with a high energy efficiency
rating to minimise energy consumption
and reduce electricity bills. From 1st
July 2021, all heat pumps imported
will display the Zoned Energy Rating
Label (ZERL). This displays the energy
efficiency, annual energy consumption,
and indoor and outdoor noise levels.
· Features: Choose air conditioners with

Mulch is essential for plant health
WHEN IT SEEMS so hot you
could probably fry an egg on the
footpath, you can almost believe
you could fry another one on
exposed garden soil too.
At any rate, that soil can get
hot in summer. And then we
ask young, tender plants to
grow in such soil—material that
heats up under the super-dry
surface.
These conditions are brutal and
can be traced to many vegetable
garden failures.
Shade always helps, but
many plants need full sun to
grow, so you can’t put up an
umbrella.
The only bit that needs total
shade is the roots.
The traditional solution is to
spread straw over the ground as
a mulch around each plant to
create an insulating layer that
protects the soil from direct solar
exposure.
The word ‘‘mulch’’ describes
a specific type of material that
is non-specific in its origins but
functions much like goose down
in a winter coat.
Down retains its loft to create a
thick zone of dead air for maximum
insulation.
In the garden, people have long
used mulch around their vegetables
to create a similar insulation
layer between the sun and soil

Mulch does other things,
provided it’s 5-6cm deep, and
preferably more.
First, mulch prevents surface
crusting of the soil so water introduced
goes straight in.

cuts off light to the soil surface,
denying weeds incentive to
grow.
You can also use mulch in pathways
through the garden to keep
your feet clean while watering or
picking.
Mulch is not a soil amendment
because the best materials resist
decomposition.
If they are tilled in, you risk
nutritional problems in the soil
because the lignin in these cell
walls is hard for microbes to
break down.
They may even rob the soil of
its nitrogen to help in the decomposition
process.
You can re-use mulch season
after season.
In late autumn, rake mulch off
your garden and into a pile to use
again.
It’s great for freeze/thaw mulching
after the first frost, or just
stockpiled for the following year’s
food garden.
Straw is commonly used
because it’s widely available and
cheap.
A single bale of straw can cover
even a good-sized garden with
plenty of insulation for plants and
pathways.
Even if there’s a lot of rain and
mud, the straw holds its loft. Look
for mulches you can obtain for
little money, such as wood chips,
bark chips or sawdust from a local
timber mill, or autumn leaves
you’ve put aside.
Mulches aren’t laid out until the
soil becomes warm enough and
plants are under way.
If you put it on too early the soil
won’t heat up enough to germinate
your seeds efficiently or
stimulate seedling growth.
Keep your mulch layer 3cm or
more away from the base of the
plants to avoid stem problems.
Mulches aren’t always the bestlooking
part of the garden, but
they are essential to enhancing
plant health.
Nothing works better for water
conservation, and they also help
eliminate or limit weeds.
A well-mulched garden means
more time to go to the beach or
on a picnic—rather than staying
home to weed.

Adobe Kennels: The journey
the perfect home
Adobe Kennels provides great care and
responsibility in the rehoming journey
for greyhounds. Some dogs come from a
trainer ready to go to their furever home
as they already have many skills, while
others may need additional training to
prepare them for their new life as pets.
Through the combined efforts of the
fantastic staff at Adobe Kennels in Kirwee
and the expertise of Karen De Wit from
Goodogz Training Centre, these lovable
greyhounds are given the best chance of
success in their new homes.
One of the initial tests for greyhounds
in the rehoming programme starts
with interacting with Pippa the Sydney
Silkie. This allows staff to assess their
temperament and determine if they
may be cat-trainable. If issues arise,
behaviour training begins with Karen.
She previously worked with greyhounds
and their prison handlers at Rimutaka
Prison, where dogs were trained and
fostered for pet life. With weekly visits
to Adobe Kennels, Karen assesses the
dogs individually for their training
needs. Training continues at the kennels
throughout the week, with progress and
feedback provided to Karen before her
next visit.
An important test is to see if the dogs
respond to their name, look at their
caller and acknowledge them. Karen
confirms, “We want them to have a bond
or relationship with their handler”. Once
trust and relationships are established,
dogs can be introduced to other situations
and other dogs. The primary skill is to

despite his race name never made it to the racetrack - retiring
before he got started! He is loving, goofy, fun and affectionate
- not to mention handsome! He is still a young boy at heart
but clean, tidy and quiet in his kennel. He is dog social with all
sizes albeit is a large boy and still a bit of a baby so probably
best suited to playtime with medium sized plus dogs. Wally is
also cat trainable with a confident cat who will let him know
the boundaries. He loves all people but due to his playfulness is
probably best suited to living with kids 8 years plus.

Khan (Thunder Hallows) is a happy go lucky boy with a big heart
and lots of love to give. He is extremely snuggly and will jump
up for cuddles. He loves the couch and will try to sit on your lap,
despite his size! Khan is strong on lead but he is treat-motivated
and very trainable and will walk nicely with positive reinforcement.
He loves his walks and would suit an active home where he can go
on hill walks and day tramps. He is great with larger dogs, but not
so keen on the small fluffies. He cannot live with cats.
An all-round cool dude with a love for life and his people, Khan will
make a great mate to go on adventures with, as well as to snuggle
up with at the end of a busy day together.

dogs succeed, the more distractions are
added. When dogs reach an advanced
level, they are taken through West
Melton, outside the school and other
areas to put all their training into practice
and prove they can maintain their focus
on their handler and walk nicely on the
lead.
Some training involves hand target
training, where dogs respond to and
follow the hand while walking. Training
methods include using a clicker to mark
a precise behaviour that is expected to
be repeated immediately, followed by a
food reward. Certain behaviours, such
as jumping up at handlers, are actively
discouraged, and rewards are given when
all four paws are on the ground.
Training doesn’t end there. Various
dogs, including Alfie the dachshund,
Shiloh, a black retriever, and Zinc, a
border collie, are used to test interactions.
Resident cat Wolfie doesn’t react much to
greyhound attitude, so friends’ cats Birch
and Flint are used as they are more likely

The Rock and Hop Gala Day on Saturday

Caroline Bay Rock and Hop support
a noble cause, the valuable work of
Hospice South Canterbury.
Inspired by the nostalgic rock ‘n’ roll
era of the 1950s and 1960s, participants
are encouraged to dress up in poodle
skirts and polka dots, wear narrow ties
or leather jackets, have fun, and embrace
the spirit of the times.
To add even more thrills this year, for
the first time, the Royal New Zealand Air
Force will perform an aerobatic display
with the Black Falcons over Saturday’s
Gala Day.
The four-day festival will feature
various activities, including a live
$10,000 raffle draw, an “It’s in the Bag”
quiz night, a chance to glimpse some
local garages with the Sheds on Sunday
Cruise, and the popular Laps at Levels,
where registered participants can
take their car around Levels Raceway.
Timaru, Pleasant Point and Temuka

of the Friday night main street cruise
through their towns.

compact EV hatch rivals for 6.
It’s one of the hottest and most
affordable EV hatches you can
buy at the moment on today’s
market. Its formula for success
and it’s enjoying plenty, is built
around offering affordable, zeroemissions
motoring packaged in
an attractive contemporary fivedoor
hatch format. The fact that
it drives, handles and performs
exceptionally well adds to it
desirability.
A four strong model line-up
starts at $46,990 for the 51kw
price leading Excite.
The volume seller is expected
to be the Excite and upmarket
Essence versions powered by
a beefier 64kw battery and

The MG4 is a clever amalgam
of sophisticated aerodynamics
and distinctive styling. It arrives
here after being roundly hailed
and heralded in Europe and the
UK where it was named 2022
British car of the year. We have
seen plenty of vehicles over
they years that arrive on our
shores on a wave of hype, but
never deliver on the often huge
expectations that come with that.
The MG4 Essence I test drove
isn’t one of them. It delivered
everything I expected and more,
and should have its rivals more
than a little worried.
The 150kW electric power
train is responsive and goes hard
and strong on demanding hill
climbs. Tyre rumble especially
on coarse road surfaces
becomes niggly on longer trips.
Smoothness and super silent
with plenty of clout to effortlessly
punch past slower moving traffic,
add to an already appealing
vehicle. A little unnerving even
with the a claimed 435km all
electric driving range, is how
quickly the battery is spent if you
over indulge in the cars addictive
performance.
Constantly running the air
conditioning, even for short
periods is another quick way to
deplete the battery . Some of this
lost energy can be recaptured
through the regenerative braking
system. However, it never fully
compensates for the battery
charge that’s lost in those few
moments of exuberant driving.
The single speed transmission
operates with clock-work
precision. It works its magic

There are a few rough edges,
but overall its hard to find
fault in a small car that’s huge

Night Firing Activity
7th March 2024
The general public is to be advised that a New
Zealand Army Exercise will be conducted at
the West Melton Rifle Range on the
7 March 2024.
The exercise will involve up to 25 personnel of
the 3rd Combat Service Support Battalion
from Burnham Military Camp.
Training will involve soldiers firing weapons
at night as part of a qualification course.

A DARFIELD farmer has
spoken of watching a man leap into
the flooded Hawkins River to try and
save himself after a helicopter winch
rescue operation failed.
Rod May had taken his tractor to
the scene on Greendale Rd, to try and
reach the middle-aged man who had
been clinging to the branches of a tree
in the rising waters on Sunday night.
The man had driven into the
flooded river, escaped from his car
and ca led emergency services from
his ce lphone which he managed to
keep with him.
Ultimately, a second helicopter
winch operation plucked the man
to safety after he was swept downstream.
It was a happy ending to the
ordeal which had lasted more than
three hours. The rescue was among
several in Canterbury on Sunday in
flooded rivers.
May said he and his family had just
had dinner when a neighbour alerted
them. Arriving about 8.50pm, he saw
the floodwaters were too high for the
tractor, however, he used its lights for
i luminating the site where the man

The meeting involved one
of the teens, a 13-year-old,
his family, Oranga Tamariki,
police and four other victims,
including another dairy
owner.

group conferences are
intended to help youth take
responsibility and leave them
with a plan for the future.
While the victims could
speak a the meeting, Sangeet
Mehta said the decision had
already been made as to what
would happen with the youth.

A BAR patron who won $1200
on the pokies may have been
targeted by thieves moments after
she co lected the money.
A group of men who were in
the bar a the same time are the
focus of police inquiries. It is
believed they watched her being
paid, and then quickly swooped.
The incident happened at The
Famous Grouse Hotel in Lincoln
two weeks ago.
After she was paid out a the
bar, the men who had been
si ting nearby went over and
congratulated her. While she was
distracted the money disappeared
from her handbag. She only
realised it was gone after she left
the hotel.
Police have taken CCTV
security camera footage from the
hotel which shows the men going
over to the woman and mobbing
her in a congratulatory way. The
footage also captures a hand from
one of the men going towards the
bag.
Police say they may have
identified one of the group but
aren’t saying anymore about
the incident. The Selwyn Times
understands the men are from
the Amberley area.

operating commercial-level greyhound racing. Most

research company on behalf of SPCA reports that
74% of New Zealanders would vote to ban greyhound
