Nor’west gale
cuts power
By JOHN COSGROVE
Strong winds battered parts of North Canterbury
on Monday, leading to aspate of power outages
around the district.
Trees were blown down and unsecured objects
flew around in many directions.
MainPower New Zealand Communications
Manager Katherine Forrester says the wind
caused anumber of faults and outages on
Monday morning.
‘‘MainPower had several faults on the network
affecting approximately 1200 customers in the
Oxford, West Eyreton, Loburn, Okuku, Salt Water
Creek, Waikuku and Waikuku Beach areas.”
“These faults were all caused by trees and
vegetation contacting power lines.’’
All power was restored later that afternoon.
In Kaiapoi, residents were faced with apower
outage late in the evening when MainPower
experienced ahigh voltage cable fault that
caused an unplanned outage to about 1700
customers.
‘‘Our staff had to rush around sourcing power
from other districts to get the power back on for
our customers,’’ Katherine says.
Monday afternoon also had the Waimakariri
District Council advising residents to put their
bins back out again as the winds knocked over
any bins in the OxfordCust area earlier in the
morning.
Their kerbside collectors reported that the
high winds had sent alot of bins flying and they
were attempting to revisit areas missed later in
the day.
Drivers did their best to complete the
collections and clean up as much of the spilt
materials as they could.
People reported entire streets of bins blown
over and glass on roads.
One Cust resident said she always suffers when
there are high winds, and this time she lost
power for acouple of hours, but her neighbours
still had power.
‘‘I usually get slammed by high winds and this
time there were alot of branches flying around.
When the power went out Ichecked my fuse box
and everything was okay, so I’m at aloss as to why
it went out just at my place.’’
Loburn once again suffered under the high
winds. Alack of power forced the Loburn School
to close for all of Monday, along with the nearby
preschool, Country Wonders.
An extended Waimakariri family added
areal spark to the recent Coastto
Coast.
Eight of the competitors all had
connections to the wellknown Spark
family —seven of them ‘‘effectively
second cousins’’.
‘‘All of our parents are cousins or
siblings,’’ says Molly Spark. The eighth
is connected through marriage.
Molly competed in the one day
individualcompetition,coming in a
creditable thirdinher grade, after a
few spills on the paddle down the
Waimakariri River.
Her cousin Joe Druryfinished 57th in
the open male two day event.
Georgia and Henry Sparkwon the two
day tandem open family mixed contest,
while their cousin James Tyrell
finished 59th in the individual one day
contestinhis grade, and 134th overall.
Georgie and Chris Smith (dad, and
daughter), were eighth in the twoday
family three person teams event, and
Gracie Taggart sixth in the two day, two
person open mixed teams contest.
Molly says her build upwasn’t the
smoothestdue to injuryand not being
able to run for four weeks beforethe
race.
‘‘Lucky for me adrenaline and pain
killers numbed my injuryand Iwas
ready to go.
‘‘The first run was smooth and the
next bike was fast. Ifelt strong on the
firstride, and was first women off the
bike.
‘‘Heading on to the run, it took awhile
to not have heavy jelly legs, but Isoon
found my groove. Iwas very grateful
that Iwas able to follow experienced
races on the run during the first half,
which meant Iwas able to focus on
breathingand technique, rather than
getting lost and finding my way. After
Goats Passhut Iwas alone and was
looking forward to the next cycle,’’
Molly says.
‘‘I was very happy coming off the run
in 4th woman overall. Inew Ihad to
categories and bringing home some well earned placings.
make up as much time as possible as the
paddle is my weakness. Getting on to
the river,Iwas in top 5women and
knew the others were close behind.’’
But her paddle wasn’t great, falling
outtwice and getting beached acouple
of times, which saw her drop from fifth
to 12th over, and thirdinher category.
‘‘The final cycle, however, was really
fun. Iloved it. Coke, lollies and
chocolate fuelling me, my head was
down and Ihammered hard home.
Overall Iwas happy with the day. I am
gutted Ilost 25 minutes in the paddle
from silly mistakes as Ionly came 3rd by
20 mins.’’
Molly is looking forwardtonext time
she tackles the longest day, as she
knows she can keep improving.
James says his race went to plan, with
just one fall out of the boat.
‘‘Otherwise the paddle went well. I
paced myself for first run and ride.
Really enjoyed Goats Pass, got rained
on for the first hour of the last ride
which was agood motivator, and abit of
fun. Support crew and transitions went
really well.’’
Gracie, who had apartner that did
very well in his legs of the journey, says
she loved the run, despite being stuck in
single file alot of the way from Doreen
Creek to Goats Pass hut, but was ‘‘dying
at that stage anyway’’.
‘‘My legs moved faster than my brain,
so took some big falls on the way down,
but refuelled because someone
suggested it was agood idea, and found
it really good from there.
‘‘Again my team mate smashed the
kayak so got into afast cycle group on
day two, which Icouldn’t keep up with,
so rode solo most of the way to New
Brighton.
at the showgrounds
By JOHN COSGROVE
The Skurr Centre at the Rangiora
Showgrounds has been officially
opened,
The 300sqm building’s construction
was funded by alarge endowment
from the late Stanley Carlton Skurr
(19141986).
Northern A&P Association former
president Graeme Green says the
proposal came about in 1986 when Mr
Skurr met the then president of the
Association and informed him he was
leaving alarge endowment to
principally fund the construction of a
new building.
‘‘He loved the shows and expressed
adesire that it should have alarge
meeting room, offices, toilets, alarge
kitchen, and be located next to the
existing grandstand.
‘‘Surprisingly this information was
not passed on to successive
committees and when historical
documents were uncovered after we
had almost completed the project, we
found we had included everything he
had asked for, including its preferred
location,’’ Mr Green says.
Construction started two years ago
and was completed as planned, one
day before the annual Northern A&P
show began in 2023.
Mr Green spoke of the work done by
many local suppliers, builders,
electricians and association members
in getting the project finished on time
and under budget.
Before he officially opened the
centre, Waimakariri Mayor Dan
Gordon asked if Mr Green could come
and advise on how to use his skills for
negotiation and costs awareness to
benefit council projects.
At the same time the Skurr Centre
was opened, the daughters of the late
Janet Spark helped to officially open
the kitchen inside of it.
Abequest from Janet Spark, awell
known member and life long
supporter of the Northern A&P
Association, supplied the funding to
outfit the new kitchen area.
Daughter Alley Stevenson said her
mother loved being part of the
committees and organisation of the
show.
‘‘It’s atribute to her. She would have
been incredibly humbled that she had
been recognised and remembered for
her work at the A&P association.’’
North Canterbury schools are
experiencing growing pains.
There is rapid roll growth at Kaiapoi
and Rangiora High Schools, while Amuri
Area School is hoping some longawaited
new classrooms will be built this year.
Meanwhile the Government has
ordered athree month review of the
Ministry of Education’s school building
projects.
Kaiapoi principal Jason Reid expects
the school’s roll to pass 1050 for the first
time this year.
The school’s redevelopment in 2018
boosted its agreed maximum roll to 1100,
with stage two allowing for another
building in the future.
He has begun discussions with the
Ministry of Education.
‘‘We have the land, so the key is what
does it look like. It needs to be carefully
managed because we need to look long
term and not just for the next five years.’’
Contributing schools, including
Woodend School and Te Kura oTuahiwi,
have experienced rapid roll growth,
while Woodend, Ravenswood and
Pegasus are continuing to experience a
building boom.
Kaiapoi’s population of around 13,000
is projected to grow by 52 percent over
the next 30 years, based on Statistics
New Zealand’s high growth scenario.
Ministry of Education Te Tai Runga
(south) Hautū (leader) Nancy Bell says
Kaiapoi High School has amaster plan
for afuture capacity of 1800 students.
‘‘Roll growth would only be considered
when there are increased numbers of inzone
students.’’
Rangiora High School’s roll was set to
top 1750 students this year, including 400
year 9s.
The school’s roll was nearly 1800 in
2016, before dropping back to 1600.
‘‘It is not just about population growth.
It shows people the value of what their
local school has to offer and that hasn’t
always been the case,’’ Mr Kearney says.
He feared the Ministry of Education
may reduce Kaiapoi’s zone, with
Rangiora High School picking up more
students.
Ms Bell says Rangiora High School has
apermanent capacity for 1740 students
with ‘‘additional temporary capacity
onsite for 1940 students’’.
‘‘We continue to monitor the rolls and
capacity of all schools in the catchment
to manage the network, with no current
plan for anew primary or high school in
the Waimakariri district.’’
Rangiora High School’s extra capacity
relied on using old prefabs across the
road, which were owned by the board of
trustees.
But presiding member Simon Green
says the board was planning to
decommission the old prefabs because it
wanted to have the entire campus on one
site.
He said the board had not spent much
time discussing roll growth, with the
immediate focus on building anew
cultural and learning centre, installing
walls in the large, open plan Rakahuri
building, arevamp of the school farm
and planning to build anew performing
arts centre.
Amuri Area School principal Matt
Barlow says his school roll finished last
year on 375 students and he predicted
more growth this year.
Planning for roll growth classrooms
had begun under his predecessor James
Griggs, but the Ministry of Education had
yet to set adate for the build.
‘‘Whether you are at 1750 or 350, the
challenges are similar and you can only
control what your site and your staffing
allows,’’ Mr Barlow says.
He said the growth was due to the
booming tourism in Hanmer Springs and
the influx of migrant workers on local
dairy farms.
Flyridehearing soon
By DAVIDHILL,
Local Democracy Reporter
The fate of the proposedflyride inHanmer
Springs could be known soon.
The Environment Court is due to hold a
hearing in Hanmer Springs over five days,
starting on Monday, March18.
The hearing was first held in February
last year and was adjourned until
November, when it was postponed due to
illness.
Aconsent was granted to the Hanmer
Springs Thermal Pools and Spa by a
Hurunui District Council appointed
commissioner nearly two years ago.
The resource consent application was to
install and operate agravitybased
recreation activity at Conical Hill Reserve.
If successful, it would be the latest
adrenaline venture for the Canterbury
tourist town.
But it was appealed to the Environment
Court by The Friends of Conical Hill
Incorporated. Two new $3.2 million water
slides opened in October at Hanmer
Springs pools. During the consent process,
submitters opposed to the flyride said it
would have avisual impact on the
recreation character,biodiversity and
horse trails of the area.
Concerns were also raised about
parking, traffic congestion, noise, along
with the risk of fire, and devaluation of
properties.
Supportersbelieved the venture would
bring value and benefits to the Hanmer
Springs community and the wider district,
and promote the villageasafun, healthy
and interactive place to visit.
North Canterbury school principals are
welcoming back international students
withopen arms.
Demand is strong from overseas schools
and students wanting to come to New
Zealand, says Simon Green, an advocate
for principals and boards of trustees
throughout Otago and Canterbury.
He predicts schools could be back to
preCovid levels next year.
Primary schools are entering the
international student market, with
Swannanoa and Te Matauru (Rangiora)
Schools among those taking overseas
students.
Mr Green says having international
students provides cultural learning
opportunities, as well as being afinancial
windfall for schools.
‘‘It allows schools to provide those extra
things which can enrich the curriculum
and help fund infrastructure and
property.’’
Mr Green works as aleadership adviser
withEvaluation Associates, supporting
principals and boards.
He is also the Rangiora High School
board of trustees presiding member.
Rangiora High School principal Bruce
Kearney says he is pleased to see
international students back at the school.
‘‘We are still down on our preCovid
numbers, but the market has bounced
back quite abit.’’
Kaiapoi High School suspended its
international programme after Covid hit,
before employing anew international
director around six months ago.
‘‘We wanted to take some time to build
some pastoral and administrative
practices before hitting the ground
running this year,’’ principal Jason Reid
says.
But the demand has far exceeded
expectations,prompting the school to
increaseits staffing levels.
Students from Japan and Brazil are
studying at the school this year, while
connections are being made with schools
in China.
Two groups of overseas principals and
teachers have also visited the school last
week.
An external provider has sponsored a
Chinese teacher to offer Mandarin lessons
for students and the wider community,
while agroup of 16 Kaiapoi students will
visit China on acultural exchange.
Rangiora New Life School hosted a
group of 20 German students last week led
by former principal Brian Seatter.
Principal Stephen Walters says it is the
fifth visit from Germany, but the first in
four years due to Covid.
‘‘We’ve bounced back really well. We’ve
got afew students for afull year, but
mainly they’re coming for short stays.
‘‘Last year we had more than 30
international students,but never more
than half adozen at atime and we are
seeing that trend continue.’’
The school was able to retain its
international director during Covid,
which made it easier to relaunch its
international programme.
Strong relationships have been
established with Japan, China and
Europe, with the international director
visiting Thailand this year.
Mr Walters said international
exchanges are an opportunity for his
students to learn about different cultures,
as well as the financial benefits to the
school and the wider community.
PreCovid, international education was
considered New Zealand’s fourth largest
export earner.
Rangiora grass track on March 16, 1963.
The couple also sponsored the feature
pacing race on the day, the Geraldine and
Robin Wilson Rangiora Classic, won by
Franco Marek.
Robin, who is aformer president of the
club and still on the committee, said he
came up with the idea of holding a
commemorative race for When after
finding aforgotten photo of the mare
taken on the day of her time trial.
He was thrilled to win the race with
Granny Rose which was driven by
Matthew Williamson and trained by him
at Oamaru Raceway.
The standingstart race, which began in
the 1609m chute, featured agreat, great
grandson of When, Beyond The Horizon,
which finished third and is trained by
Lynn and Jason Smith, adaughter and
grandson of When’s owner Bill Doyle.
The mother and son training
partnership from Te Pirita, near Rakaia,
also had Take Notice, agreat, great
granddaughter of When’s outstanding
dam Passive in the race.
Jason said all their horses trace back to
Passive who left nine foals for eight
winners including When (19 wins) and
Asia Minor (15 wins).
He was rapped to represent When with
two of her family members in the race and
to have Beyond The Horizon, driven by
Leo O’Reilly, run third. He liked the idea
of having a1609m standingstart race for
trotters on the grass track in When’s
memory and would definitely try and
support another similar event if the club
held one.
Matthew Williamson said he was
thrilled to win the race for Robin and
Geraldine. He also liked the idea of
holding another similar event for trotters
at Rangiora because it was something a
bit different and had captured the
interest of trainers and the public.
The club’s president Russell Latimer
said they were pleased with the response
to When’s commemorative race.
‘‘We had to ballot acouple of horses out
with another five or six transferred to
another race,’’ he said. ‘‘We had five races
to cater for all the trotters nominated
which is an exception.’’
As it took alot to organise the event, it
is unlikely the club will hold asimilar
event.
‘‘We will be looking at different types of
races in the future. We did run acouple of
1400m races acouple of seasons ago on
the allweather track, which were
successful so we will always have an open
mind,’’ he said.
OPINION
North Canterbury News, March 7, 2024
Mayor Marie Black
Keepaneye out for
vandalism of signs
Itisreally disappointingtomethat so
many mindless acts of destroying road
signs have occurred in recent times.
These signs are in place to keep our
residents and visitors safe, by making
them aware of changingroad
conditions.
It is so frustrating that asignificant
number of signs have been destroyed
by these silly acts.
This not only places aconsiderable
cost on our districtratepayers,who
are required to fund the sign
replacement, but also it is coupled
with the fact there will be less budget
to do other positive works.
What is equally concerning to me is
the fact this vandalism places our road
users in danger.
By not being aware of an upcoming
RAILWAY CROSSING, STOP or GIVE
WAY sign, there is potential for
accidents to happen causing serious
injury or death.
This must stop.
Iask community members to keep an
eye on this type of behaviour, and
report it to the Police, anddoyour part
to keep our community as safe as
possible.
the context of the ‘‘plan’’.
Our financial strategy sets outthe
overall financial goals for the next 10
years with the strategy best being
thought of as atriangle, the corners
being represented by Capital
Expenditure, Rates or Debt.
In simple terms any increase in
expenditure has an impact on either
rates or debt.
Considering the components of the
triangle allows us to balance the need
to get things done at alevel of service
that meetsyour expectations, while
ensuring debt remains at asustainable
level, and rates remain affordable.
This is acomplex situation, and
these challenges are being faced by
Cell ban reception
As Italk to students and teachers across
the electorate, it’s been interesting to hear
the feedback on the ban on cell phones in
schools which will come into full force
from the start of term 2.
Ianticipated there would be some
resistance from teenagerswho are growing
up dependent on access to their handheld
device around the clock, so Ihave actually
been pleasantly surprised to hear many
students are already on board, and even
positive about the policy.
Ihave heard anecdotally from several
different students that the playground is
livelier, with more young people engaging
in conversations and debates during break
times, going for walks or playing games
together, rather than being glued to an
individual screen.
While Irealise some teachers do rely on
student access to phones for exercises
such as online quizzes, and Irecognise
there are other benefits depending on the
subject being learned, Ihave been
encouraged that the majority of feedback
on this policy has been extremely positive.
Iwould like to take this opportunity to
congratulate those teachersand students
who have already embraced the change,
and Ihope the increased time spent in one
anotherspresence will continue to
improve collegiality and facetoface
interactions in the school grounds. Anyone
who has spent time in Kaiapoi recently
will know how amazing the sense of
community is, and Iwould like to
acknowledge the incredible work of All
Together Kaiapoi, who have decided to
call it aday.
The group was established after the
earthquakes specifically to bring people
together and to create apositive future for
the many residents who were displaced
and lost homes and property.
Ithink we can all agree that the Kaiapoi
of today is afar cry from the town damaged
so extensively by the quakes, with plenty
on offer in terms of community events, and
areal feeling of pride in the shops, cafes
and other businesses all around town.
The river is also looking stunning, and its
been wonderful to see so many people
making the most of this amazing asset over
the summer months.
So abig thank you to the late Chis
Greengrass, outgoing chair Jackie Watson
and the rest of the team: Kath Adams,
Brent and Shirley Cairns, and Sara Green.
Well done for all you have achieved
bringing back that sense of community
spirit after what was avery bleak time for
many.
Lastly wishing all the rubber ducks,
walkers and runners the very best of luck
for the weekend. The annual Silverstream
duck race, which is raising funds for
Satisfy Food Rescue, kicks off at 11am on
Saturday at Tirikatene Reserve.
Meanwhile Sunday will see the humans in
action for the Kaiapoi Fun Run which
starts at 8.30 at Murphy Park. Good luck to
all those competing in either event!
ECan ratepayers face ahefty 24.2percentrate increase
By DAVIDHILL,
Local Democracy Reporter
Canterbury’s rivers and public transport
are in the spotlight as the region’s
ratepayers face ahefty 24.2 percent
average rates rise.
Environment Canterbury adopted its
draft 2024/34 Long Term Plan on
Wednesday,predicting an average rate
rises of 24.2% and 13.6% over the next two
years.
Ensuring the region’s rivers are resilient
to flooding in the face of climate change
and developing a‘‘world class’’ public
transport system are priorities over the
next 10 years, chairperson Peter Scott said.
‘‘I think it is big enough,’’ he said, when
commentingonthe 24.2% rates rise.
‘‘We are being honest with ratepayers
with what our business as usual costs are.’’
Given the increased number of major
flood events in recent years, hesaid the
council needed to put measures in place to
ensure rivers can cope with increased
volumes of water.
Cr Scott said the council had already
begun implementing measures to improve
public transport in Christchurch and to
improve the links with the Waimakariri
and Selwyn districts, by buying more
electric buses and increasingthe
frequency of services.
But several of the promises in the Long
Term Plan were subject to Government
commitments, Cr Scott said.
‘‘We havegot all this public transport
uplift in our planning and Waka Kotahi (NZ
Transport Agency) has encouraged us to do
this work.
‘‘If the Government Policy Statement(on
land transport)comes out and says we are
going to concentrateonother things, then
we will need to relook at it.’’
Councillor Grant Edge, who chairs the
audit, finance and risk committee, said the
Long Term Plan addressed climate change.
‘‘It will enable the delivery of issues
related to intergenerational planning and
it is acontinuation of the council’s
declaration of aclimate emergency in
2019.’’
Councillors Tutehounuku Korako and
Iaean Cranwell noted this could be the only
Long Term Plan with input from elected
NgāiTahu councillors,given the
Government’s stated intention to repeal the
NgāiTahu representation legislation.
Engagement with then region’s 10
Papatipu Rūnanga was no longer just an
‘‘aspiration’’, but was now arequirement,
Cr Korako said.
‘‘It is aheftyrates rise, but we need to
ensure we can protect and take care of the
environment.’’
Councillors Claire McKay and Deon
Swiggs voted against adopting the draft
Long Term Plan, expressing their
opposition to the 24.2% rates rise in the
middle of acost of living crisis.
‘‘It feels to me like this table is tone deaf
to what our ratepayers are facing,’’ Cr
McKay said.
They were not alone in their concerns,
with Cr David East describing the rates
hike as ‘‘unpalatable’’ and Cr Ian
Mackenzie describing aculture ‘‘of curing
the world’s problems by throwing money at
it’’. The draft Long Term Plan will be out
for consultation from March 13 to April 14,
with hearings scheduledtobegin at the end
of April.
Rangiora library growing
By DAVID HILL
Local Democracy Reporter
While libraries around the
country are facing cuts, the
Waimakariri District Council is
considering expanding the
Trevor Inch Memorial library in
Rangiora and extending opening
hours.
Staff are reviewing opening
hours, including increasing
Sunday hours, while the Kaiapoi,
Rangiora and Oxford libraries
are investing in new
technologies.
Expansion plans are in the
pipeline in Waimakariri District
Council's2024/34 Long Term Plan
to support agrowing population.
The council will be consulting
on whether to build asecond
building alongside the existing
Rangiora Library, earmarked for
the 2027/28 financial year.
Community and recreation
manager Chris Brown said anew
singlestorey, 1345sqm library
building would cost $16.8 million.
Asecond option was
constructing atwostorey
building, with the library on the
ground floor and office space for
council staff upstairs, which
would cost around $30m
‘‘We have council staff working
in leased office spaces in the
town, so we need to ask the
community whether they prefer
us to be supporting local
businesses, or bringing our staff
back into acouncilowned
building,’’ Mr Brown said.
Waimakariri District Libraries
manager Paula Eskett said
extending Sunday opening hours
were first looked at preCovid.
Check it out ... The new selfissue
kiosks at Rangiora Library are like
using supermarket selfcheckouts.
PHOTO: SUPPLIED BY RANGIORA LIBRARY
At present the Rangiora and
Kaiapoi libraries are open from
1pm to 4pm on Sundays.
‘‘Traditionally Sunday hours
were set around church time, but
community members are saying
they want to be in there on
Sunday mornings.’’
Staff were considering
extending the weekday closing
time from 5pm to 6pm, and
dropping the weekly late night at
7pm.
The libraries have upgraded
their selfissue kiosks to make
issuing books simpler, with the
new kiosks just like
‘‘supermarket selfcheckouts’’.
The Rangiora Library is also
trialling anew digital smart
shelf, which instantly scans the
books when they are returned.
New technologies are being
explored to offer learning
experiences.
The three libraries hosted the
Antarctic Heritage Trust’s
virtual reality experience,
featuring Sir Edmund Hillary’s
Antarctic hut, over the summer,
with nearly 300 people visiting
over six days.
‘‘With the virtual reality
experience, we had people who
were in their 70s and 90s, so we
had grandparents and kids using
it at the same time,’’ discovery
and digital coordinator Ciaran
Findlay said.
The library was increasing
gaming and craft technologies
(‘‘Makerspace’’) initiatives to
provide social and learning
opportunities, he said.
Mayor Dan Gordon said
libraries are bustling with
events, technology to explore,
and spaces to work or relax, and
connect with friends.
‘‘The best thing about the
libraries is how well they cater
for residents regardless of age or
background.
‘‘Staff often see grandparents
with their grandchildren,
particularly in the school
holidays and there is something
to keep everyone amused and
entertained.
‘‘This is something truly
special and it’s worth the
investment to ensure these
connections continue to
flourish.’’
New idea ... Atakeaway pizza in areusable wooden box.
Tasty new product
By SHELLEY TOPP
Rangiora's Menz Shed have
anew product they hope will
become popular with pizza
lovers and help avoid
cardboard waste.
The new product is handmade
wooden pizza boxes
crafted out of untreated pine
to hold one takeaway pizza.
It prevents the need to use
asupplied cardboard box
which often has to go into
the waste bin because of
grease on the box interior.
The idea is to buy one of
the reusable boxes, which
can be lined with clean,
reusable cloth, and then
take it with you to collect
your pizza.
Alternatively pizza
delivery companies could
deliver their pizzas in one of
the reusable boxes,
transferring it to aplate at
the delivery point.
It is hoped the initiative
will reduce the need for a
cardboard carry box.
It is possible it may reduce
the cost of atakeaway pizzas.
Official launch for the
Springston Trophy event
BySHELLEY TOPP
The North Canterbury Pony
Club has officially announced
plans to host the prestigious
Springston Trophy at the
Rangiora Showgrounds in
October.
The announcement was made
by the club’s chairman, Geoff
Spark, at afunction held at
Rossburn Receptions in
Rangiora late last month.
‘‘We are building many new
quality crosscountry jumps
which will be used first at the
Springston Trophy, and will
also encourage riders from all
corners of the South Island to
come and compete at future
competitions, as well as train
duringthe season.’’
Aspectacular new water
jump is being built for the
crosscountry course and Geoff
said he would like to make ‘‘a
special shout out to Protranz
Earthmoving, which has been
incredibly generous donating
skilled operators and diggers
and trucks as well as the
materials to build the jump,’’ in
abig show of support for the
community.
‘‘The excitement is building
within the organising
committee and we are looking
forwardtodelivering a
competition that will be
remembered for many years to
come,’’ he said.
‘‘As you can imagine, like any
❛The excitement is
building within the
organising committee
and we are looking
forward to delivering a
competition that will be
remembered for many
years to come.❜
large event, it requires alarge
amount of energy and
organisation from many
people,’’ Geoff said.
Theenthusiastic committee
had been working away fora
year getting the wheels turning
to deliver the event, with the
aim of delivering aquality
event and showcase North
Canterbury and the ‘‘awesome
facilities’’ at the Rangiora
‘‘We expect approximately
800 people including riders,
supporters and officials to
attend with extra public
spectators especially on crosscountry
day.
‘‘The excitement is building
within the organising
committee andweare looking
forward to delivering a
competition that will be
remembered for many years to
come,’’ he said.
Theevent will be known as
the Hinterland Springston
Trophy after Fernside’s Amy
Mackenzie, founder of
equestrian and canine supplies
company, Hinterland, stepped
up to become the event’s
naming rights sponsor.
However, the North
Canterbury Pony Club, which
includes the Amberley, Belfast,
Eyreton, Kaiapoi, Okuku,
Oxford, Rangiora and View Hill
pony clubs, is still looking for
Her Fruits of my
Laboursexhibition
By SHELLEY TOPP
Rangiora artist Viv Knowles
has created acaptivating new
exhibition for Kaiapoi’s Art
on the Quay Gallery.
Her Fruits of My Labours
exhibition features 27
exhibits in oil or coloured
pencil, depicting blue and
white china, fruit and
flowers.
The fine detail of each
exhibit, combined with
delicate use of colour and
shading, gives Viv's work an
instant, lingering appeal.
The exhibition represents
ayear’s work for her.
‘‘Eachpiececan take many
hoursofwork, up to three
weeks, and more for
complicated works,’’ she
says.
‘‘I always said Iwould
never draw/paint flowers,
and now Ifind such
enjoyment from the whole
process.
‘‘I can immerse myself in it
from simple lines to the
depth of layering and
refining colour to the way I
want it.’’
Viv, who is amember of the
Rangiora Art Society (RAS),
studied art at school in her
fifth and sixth form years but
didn’t pursue art as acareer.
However, after ‘‘decades of
caring for children and a
busy counselling practice’’
Viv decided she needed to
paint.
‘‘My father and brother
were artists and Iwas able to
gain knowledge from my
brother John, before he died,
regarding how to start, from
canvas, paints, brushes, and
colours,’’ she says.
‘‘He always used avery
limited palette, whichiswhat
Idowhen Iuse oils still.
‘‘I tried emulating his work,
but havegradually over the
years found my own way.''
Apart from her brother’s
instruction Viv is aselftaught
artist, but joined the
RAS about 2008 and loves
being in agroup of artists.
‘‘It is awonderfully
supportive group where
there are workshops from
gifted people both locally
and further afield, and the
facility to talk and ask advice
of some brilliant artists on
how to do it.’’
Viv became interested in
using coloured pencils after
attending aworkshop in New
Plymouth with her sisterin
law.
‘‘She thought Iwould love
the medium and Idid fall in
love with it at the first
stroke,’’ Viv says.
However, she still enjoys
working with oils, and the
coloured pencil work can
extend into all sorts of things
from objects to buildings,
portraits, flowers, animals
and birds
The exhibition at Art on the
Quay Gallery in the Kaiapoi
Ruataniwha Civic Centre
The North Canterbury News, March 7, 2024
NC Sports helps improve health, wellbeing
9
Regardless of your age or level of fitness,
the North Canterbury Sport and
Recreation Trust (NC Sports), is now doing
more to help everyone in the community to
improve their health and wellbeing
through physical and social exercise.
While NC Sports operates five Fitness
Centres across the district, as well as
managing MainPower Stadium in
Rangiora, it offers arange of fitness
programmes and activities that are linked
to these gyms but are also available to the
wider community.
The benefits of regular physical activity,
particularly strength training, as we get
older are well known, and include both
physical and mental advantages.
Exercise may prevent or delay many of
the health problems that come with old
age by boosting your immune system,
improving your mental health and social
engagements, improving balance and
strength to reduce risk of falls, and helping
to maintain cognitive function.
Older adults should aim for at least 150
minutes (2.5 hours) of moderate and
varied physical activity per week.
As well as gym memberships, NC Sports
provides anumber of different options to
help people reach their exercise goals.
Silver Fitness
Following an influx of new Silver Fitness
members late last year, NC Sports has now
added extra classes to ensure there is
space for everyone who wants to take part.
Rangiora Fitness Centre Manager Ange
Fletcher says its Monday and Wednesday
classes were regularly reaching capacity,
so classes were added at Stadium Fitness
Centre (at MainPower Stadium) on those
days to accommodate the extra numbers.
‘‘It’s fantastic to see more and more of
our seniors understanding the benefits of
building and maintaining strength as they
get older, so it is great we now have
options for them every day of the week in
our Kaiapoi and Rangiora gyms.’’
Silver Fitness classes are based around
alow impact, low weights workout
focusing on functional exercises and
movements to help participants keep
mobile and strong enough for their
everyday lives.
Many of the exercises are done seated or
standing (using aseat for balance if
required) and participants can increase or
decrease the weights used or reps
completed to suit their own level of fitness.
These classes aren’t just for the elderly
either. Many of the participants are
younger, but recovering from illness or
injury, or simply getting back into physical
activity after along break and wanting to
start in arelaxed and low impact
environment.
NC Sports inherited the Silver Fitness
programme when it took over the Kaiapoi
Club’s gym in 2012, and instructor Holly
Rae has continued to build the classes
held there three times aweek.
WhenRangiora Fitness Centre opened
in 2020 Silver Fitness was quickly added to
the class timetable, and Stadium Fitness
Centre added them on alternate days
when it opened in 2021.
Now with Stadium Fitness Centres new
classes NC Sports offers atotal of 10 Silver
Fitness classes each week, with capacity
for over 300 participants.
Other versions of Silver Fitness are also
available at NCSports Fitness Centres in
Amberley and Oxford, and are sometimes
run in conjunction with local physios and
other health and wellbeing providers.
PRAMA Active
This is an exclusive exercise class only
available at Stadium Fitness Centre — it is
not offered anywhere else in the country.
PRAMA Active is designed for over 60’s,
featuring over 150 exercise options that
adapt to the physical condition of each
participant.
The PRAMA experience includes
interactive wall and floor tiles which can
be used in avariety of ways to improve coordination,
hand and foot speed, balance
and fitness.
PRAMA instructor and MainPower
Stadium Facility Manager Paul Dunn says
his PRAMA Active participants have
become very passionate about the class
since it started in 2021 and are willing to
give every exercise option ago.
‘‘I think one of the features that makes
PRAMA Active so popular is that many of
the classes end with aBattle between two
teams using the interactive panels. These
fun battles bring out their competitive side
and they all love to get oneup on each
other.’’
Walking Netball and Pickleball
On the Stadium floor NC Sports offers
Walking Netball and Pickleball during the
day which is ideal for the local retired
community.
Walking Netball is alow impact
variation of standard netball, with rules to
prevent running and jumping. This
reduces the risk of injury while creating a
more level competition for players of all
ages and abilities.
Pickleball is afast growing racket sport
out of the US, which is proving most
popular with older players, and
particularly those with atennis
background.
The sport is ideally suited for doubles
and is played on abadmintonsized court
with aslowmoving wiffle ball.
This format suits older players who
might not have the mobility to play on a
full sized tennis court but can bring many
of their tennis skills to Pickleball.
The game is alot of fun and surprisingly
energetic, but best of all it is very social
with players mixing up their playing
combinations many times during a
session.
MainPower Stadium is also home to
several other exercise and wellbeing
programmes aimed towards older age
exercise. Canterbury Better Breathing
runs its eightweek rehab programme out
of MainPower Stadiums conference room.
SilverFitness ... Extra classes have been added by NC Sports to cater for the growing
demand for Silver Fitness which is based around alow impact, low weights workout
focusing on functional exercises and movements to help participants keep mobile and
strong.
ReActivate North Canterbury
This is anew programme introduced by
NC Sports last year, aimed at helping
people of all ages and walks of life to
improve their health and wellbeing
through physical activity, nutrition, social
interactions and other small lifestyle
changes.
The sixweek programme includes
workshops, exercise sessions and oneonone
consultations with awellness
consultant, and can be accessed through
local doctors and health providers.
Blue Brothers is apopular exercise and
social programme for men living with
cancer. This group meets twice aweek at
MainPower Stadium for a45minute
exercise class of light cardio and weights,
followed by acoffee in the onsite
Fun game ... Dungeon Master Lydia Cameron loves creating the fantasyscript for game
ByJOHN COSGROVE
Lydia is aDungeon Master and it’s not
as scary ajob as you would think it
might be.
The 24yearoldserves as referee
and storyteller for her part in the
globally popular fantasy tabletop roleplaying
game Dungeons &Dragons
(DnD).
Her role in the game is maintaining
the setting in which the adventures
occur plus controlling the game play.
Ms Cameron, aformer Rangiora
High School student, was bitten by the
DnD bug about six yearsago when
friends started inviting her to play.
‘‘I love playing it and now Iset up
games for others to enjoy.’’
Dungeons &Dragons was first
published in 1974 and is now one of the
most wellknown and played roleplaying
games in the world, played by
millions in both real and online
environments.
Each player creates their own
character to play as they embark upon
adventures within afantasy setting.
Together the players solve
problems, engage in battles, explore,
and gather treasure and knowledge,
and that’s where Lydia says the game
has so much to offer to young people
trying to find focus in their lives.
‘‘It’s agreat way to socialise, for
everyone the experience is different
but for many it’s away to overcome
their struggles to find their place in
the world.’’
She says it gives players somewhere
to express themselves as they learn to
solve problems together, work as a
team and surprisingly help themselves
❛It’s agreat way to socialise,
for everyone the experience is
different but for many it’s a
way to overcome their
struggles to find their place in
the world.❜
learn maths.
‘‘I’ve found many are struggling with
maths,DnD is agreat way for them to
learn maths as it teaches them to think
logically.’’
Following on from one of life’s
bumps in the road when Ms Cameron
recently lost her job when the afterschool
care facility she was working at,
closed their doors in January in
Rangiora.
“It gave me the push to set out on my
own and with the help of her mother
Debbie Cameron, she has leased a
classroom after hours at Ashgrove
School on Seddon Street, to run afterschool
DnD games for children she
cared for previously.
‘‘When they closed all the kids said
they wanted to keep playing DnD and
so Iset up DnD Rangiora.’’
She says eight to ten children come
once aweek to play and she keeps the
story going and writes the character
roles and gameplay. ‘‘I find it very
rewarding seeing the kid playing and
learning,it’s super awesome watching
them problem solve and grow.’’
Bridge repair work disappoints community
By BY SHELLEY TOPP
The repair work done on aFernside
pedestrian bridge has disappointed
people in the community. Fernside
resident Darryl Cotton says the repairs
are ‘‘substandard in my opinion’’, with
only the missing bridge railings being
replaced, and nothing done to address
the old failing parts of the handrails.
Roading and transport manager
Joanne McBride says the council staff do
have concerns with the quality of the
work and are in discussion with the
contractor.
‘‘As we are working through this with
the contractor, we cannot provide any
Duck race
By SHELLEY TOPP
Silverstream’s annual rubberduck
race fundraiser is set to be bigger and
better this year.
It will be held at the Tirikatene
Reserve, on the Silverstream River, on
Saturday March 9, at 11am.
Ducks can be bought from the
Silverstream sales office, at 1/42
Silverstream Boulevard for $3 (cash
only). It is open from 9am to 5pm,
Monday to Friday.
All money raised will be donated to
Satisfy Food Rescue in Kaiapoi.
After the racing there will be games,
music and food in the reserve to enjoy.
‘‘Bring your family and apicnic, and
let’s enjoy the day together as a
community,’’ organiserssay.
There is aduck decorating
competition, separate from the race.
‘‘This is to prevent pollution of our
beautiful river, so if you would like to
enter both events, buy two ducks.’’
further comment (about the repairs) at
this time.’’
‘‘The work carried out to date on the
Bridge Road bridge was to repair the
handrail which was damaged by afallen
tree, and to paint the new section of rail,’’
she says.
‘‘We thank the resident for raising
their comments around the quality of
repairs undertaken to date.
She says the council has 289 bridges on
the roading network and has to balance
the need for maintenance and repairs
across all structures.
‘‘Budgets do not allow for afull repaint
of this bridge in the current financial
year. Additional budget has been sought
as part of the Long Term Plan process for
bridge maintenance and further work
will be programmed accordingly,’’ she
says.
Mr Cotton says it seemed ludicrous to
him to just patch up the failed sections.
‘‘It is only amatter of time that other
sections of the handrails will fail.
‘‘The timber used is of aterrible
quality, with numerous knots and holes
and Isuspect that it will decay faster
than the remaining old railings.
‘‘On top of all this, the contractors have
very poorly painted only the replaced
sections of railing, not touching the
existing, and making it look very patchy,’’
he says.
The bridge which crosses the Cust
River from Bridge Road to O’Roarkes
Road, had fallen into disrepair after the
railing began to rot and fall away and it
was feared that it would be dismantled or
closed.
The community made the Waimakariri
District Council aware of how important
the bridge was to the community, and the
council agreed to repair it and keep it
usable as afootbridge.
‘‘This was great news to all the people
who use it on their walks and bikes, to
access both sides of the Cust River. It
certainly made sense to maintain this
link to both sides of the river banks,’’ says
Darryl.
Spatial plan adopted
By DAVID HILL
Local DemocracyReporter
The Greater Christchurch Spatial Plan
provides ablueprint for the region’s future,
says Waimakariri Mayor Dan Gordon.
He described the plan as ‘‘a guidance
document for our future’’.
The Waimakariri District Council
adopted the spatial plan on Tuesday
(March 5).
‘‘It has got some challenging things for
everyone in terms of how we manage things
and Ilike the collaborative of approach.’’
Mr Gordon said the plancalled for more
public transport investment, including
mass rapid transport to provide
connections in Christchurch and ‘‘helps
build acase to Government for partnership
funding’’.
Housing options and public transport are
key issues in the Greater Christchurch
Spatial Plan, which also seeks to resolve
historical issues around kāinga nohoanga
development and to unlockinvestment
opportunities.
Among the challenges for the Greater
Christchurchpartners is how to
accommodate an extra 170,000 people, with
the population across the Christchurch
city, and Selwyn and Waimakariri districts
predicted to exceed 700,000 by 2051.
It seeks to addressthis by shifting the
focus from greenfield developments to
higher density housing, in line with
Government legislation.
The growing populationwas expected to
become more ethnically diverse, with
people identifying as Māori, Pacifica and
Asian forming agreater share of young
people and the workingage population by
An ageing and more diverse population
will also require arangeofhousing types
and models of community living, the plan
says. The population was also expected to
double to pass one million within 60 years.
The plan seeks to unlock investment
opportunities in the Rangioraand
city centre, Papanui, Riccarton and
Hanmertobedebt free
HanmerSprings could be debt free
within 10 years.
The HanmerSprings Community
Board has given its backing to aplan to
get the community out of debt ,aspart
the Hurunui District Council’s Long
Term Plan.
Chairperson Mary Holloway said an
upgrade of the town centre was loan
funded 20 years ago and it was
expectedtobeoffset by two new subdivisions,‘‘which
didn’t happen’’.
‘‘It will be quite abig thing for us to
get out of debt. In every other way the
town is doing really well.’’
HanmerSprings based councillor
Tom Davies said the board has made
‘‘a very brave decision’’ to get the
village out of debt without comprising
on development.
‘‘We have hardly curbed our
spending, other than changing afew
prioritiesand we will have it paid off
within 10 years.’’
The board has been planning to
establish acommunity hub in the
village green to provide visitors with
information on walking and cycling
trails in the town, with $60,500 set
aside in the draft Long Term Plan.
Funding is also set to increase from
$40,000 to $60,000 ayear for
maintaining the network of trails.
The council also plans to set aside
$500,000 to upgrade the Hanmer
Springs Sports Pavilion in the 2028/29
financialyear.
Hanmer Springs has apermanent
population of around 700 people, plus
holiday homes, which can swell up to
10,000 people during busy weekends.
Most visitors come from
Christchurch and other cities around
New Zealand, with agrowing number
of international visitors.
‘‘It means people come here with city
expectations of infrastructure and
gardens, so we have to punch above our
weight,’’ Mrs Holloway said.
‘‘It is about balancing levels of
expectation, while keeping our village
character.
‘‘A good 60 to 70 percent of the
housing is holiday homes.’’
It means the community needs to
provide for its own services, such as
the councilowned Hanmer Springs
Medical Centre and doctor’s house.
It was also loan funded, with the loan
expected to be paid off in the 2027/28
financial year.
The village hosts anumber of events
throughout the year including half
marathon and mountain bike races and
the popular Hanmer MotorFest, which
was held from February 23 to 24.
Aweekly Hanmer Park Run has also
been proposed.
Planning for growth
By DAVID HILL
Local Democracy Reporter
Rangiora has room to grow, but growth in
Waimakariri’s other towns will need to be
monitored, says anew report.
The proposed Waimakariri District Plan,
which is expected to take effect later this
year, will open up more than 330 hectares
of land for housing in Rangiora and
Kaiapoi, allowing for up to 20,000 new
homes.
Areport by consultancy firm Formative
Ltd assessed the capacity for growth in the
Waimakariri towns of Rangiora, Kaiapoi,
Woodend, Ravenswood and Pegasus over
the next 30 years.
The district’s population of 70,000 could
balloon out to 100,000 over the next 30
years, based on Stats NZ’s high growth
scenario.
Based on aformula of 2.6 people per
house, nearly 12,000 new houses will be
needed.
‘‘This means there is sufficient capacity
within the urban environment to meet
expected demand for both the medium and
long term,’’ the report says.
However, the report’s authors warned
the situation in Kaiapoi ‘‘should be
monitored’’. ‘‘If growth continues at or
exceeds the high projection, the council
may need to provide more capacity.’’
Rapid growth in Woodend, Ravenswood
and Pegasus means the area is likely to face
ashortage of housing supply by around
2037, so it will need to be monitored, the
report says.
But the report’s authors suggest the
shortfall could be accommodated in
Rangiora and Kaiapoi.
The council faced criticism last year
following aprivate change request from
Rolleston Industrial Developments Ltd to
rezone 156 hectares at Ohoka, near
Rangiora, to build 850 houses.
In their recommendation to decline the
Rapid growth ... New houses are
beginning to pop up in the Bellgrove subdivision
in northeast Rangiora. PHOTO: DAVID HILL
request, the independent commissioners
criticised the council for not making
enough provision for housing growth.
The latest report predicted there would
be demand for 4970 new houses in the main
towns over the next decade and 11,700 over
the next 30 years, based on the high growth
scenario.
Kaiapoi’s population of more than 13,000
is expected to grow by 52% over the next 30
years, creating demand for around 2900
new houses.
Around 97 hectares in east and north
Kaiapoi has been earmarked for growth in
the proposed District Plan, including land
which was red zoned after the 2010 and
2011 Canterbury earthquakes.
Any development would be subject to
planning rules, taking into consideration
flood risk and other variables, acouncil
spokesperson said.
Rangiora’s population is approaching
20,000 and is expected to grow by 36
percent by 2053, requiring around 2960 new
houses. There is capacity for 2450 new
houses, with 235 hectares set aside in the
proposed District Plan.
Eyreton church celebrates
The 150th anniversary of the Anglican
Parish of Kaiapoi’s St Thomas's Church
at Eyreton was celebrated with afamily
fun day.
Aformal ‘cake cutting' marked 150
years since the establishment of St
Thomas's Church at Eyreton.
The cake cutting was undertaken by
descendants of the people who'd been
originally involved in the building of the
church back in 1874 .
Races for children included asack
race, eggandspoon race and threelegged
race along with pony rides, a
sausage sizzle and abouncy castle.
Anglican services were originally held
in the local schoolroom until achurch
was built in Eyreton in 187374.
The church was consecrated by Bishop
Harper on Shrove Tuesday (February 17)
1874.
The site had been gifted by Marmaduke
and Eliza Dixon of ‘Eyrewell’, the former
(182895) having chaired the church
building committee since November
1872.
The Dixons’ son James was the first
burial (1880) in the churchyard.
The first vicar was the Rev CJ Merton
(18491916); with the church became
known as St Thomas’s in 1890.
Diamond jubilee celebrations were
held in 1934 and included aservice
St Thomas’s Anglican Church has
architectural significance as it was the
work of noted Christchurch architect
William Marley(181696) who was a
pioneer Canterbury builder and
architect.
Age-friendly survey positive
Last year the Waimakariri Agefriendly
Advisory Group asked those who attended
the Older Persons Expo to complete a
questionnaire designed to assess how agefriendly
the area is.
Local Agefriendly Advisory Group
chairperson Norman West describes the
results of the survey as ‘‘pretty positive’’.
Atotal of 53 people completed the
questionnaire and were very positive about
the accessibility of their homes, their
opportunities for social participation, and
their financial situation.
The results, showed two areas where
older citizens identified concerns
transport services and health services.
Mr West says that the role of the Agefriendly
Advisory Group is to identify and
advise on areas where the Waimakariri
could improve its agefriendliness, and
report these to the Waimakariri District
Council and those who provided services
for older people.
The survey largely endorsed the findings
of previous consultation the Agefriendly
Advisory Group had done.
The Advisory Group has now agreed to
use this ‘‘tool’’ more widely over the next
few months to get alarger sample of the
agefriendliness of the Waimakariri
community.
The demography of the Waimakariri
district has ahigh percentage of older
citizens, and within the next decade it is
predicated that there will be more people
aged 65 plus than children aged up to 14.
This demographic data was the rationale
for the council establishing the
Waimakariri Agefriendly Advisory Group
2019.
The results of the survey will them be
analysed, shared and reported to the
council and to the providers of services for
older people.
What are you responsible for?
Trees tooclosetopower lines areahazardand amajorcause of powerfailures during bad weather.
They can break power lines and network equipment, resultinginrisk of serious injury or death as
wellascausingwidespread powerinterruptions. This inconveniencesfarms and households, affects
businessproductivityand causes damage to customers’ electronic equipment and appliances.
TreeOwners’ Responsibilities
Underthe Electricity (Hazards fromTrees) Regulations,
tree ownersare responsible fortheir trees; theresults
of tree damage to powerlines can be asignificant
cost to atreeowner. Please check your trees, hedges
orshelterbelts regularly.Ifyou are notsurewhat to
look for, please call us so we canhelp.
Remember, treesneed to be kept asafedistance
away from powerlinesand otherelectricity network
equipment because:
•Children that climb trees close to powerlines are at
riskofserious injuryordeath.
•Insevere weather conditions,vegetation can
become electrically ‘live’ and mayelectrocute
anyone coming into contact with it.
• Trees and vegetation comingintocontact with
powerlinescan cause poweroutages,not justfor
thetree owners, but thewider community.
•Inbad weather, trees can topple or branches break
away causing damage to powerlinesresulting
in apoweroutage. In snoworicy conditions,the
additional weightonthe tree can cause asimilar
scenario.
•Trees close to lines maycause electrical sparking
resulting in fire.
•Tree roots can grow around undergroundelectricity
cables,rupturing theinsulation andcausing power
outages.
What do theElectricity(Hazards from Trees)
Regulations mean to you?
These regulations are to provide asafe electricity
supply to you and to protect the security of
electricity supply toeveryone inthe community.
The regulations place responsibilities on tree
owners (you) and the electricity network operator
(MainPower)
Following theregulationswillhelpensure security of
supply to youand thewider community.
Please don’twait to be remindedthat your trees
need to be cut. Be proactive, regularly inspect your
trees andiftheyare in either the Notice Zone or the
Growth Limit Zone they must be trimmed safely.
Call us on 0800 30 90 80 forafree inspectionand a
quote from our utility arborists. Be aware that if your
trees cause anyproblems on ournetwork, you can be
chargedfor allcosts of repair.
Alwaysremember: Touching live
powerlines, or trees closetothe
lines, can resultinserious injury
or death. Please ensure that you
engage qualified contractors to
carry out anytrimming work near
powerlines.
Notice and Growth Limit Zones
Safety first in Kaiapoi
By DAVID HILL
Local Democracy Reporter
Kaiapoi North School is hoping some much
needed road safety improvements will
finally happen.
The Waimakariri District Council has
announced it will upgrade the pedestrian
crossing and add in some safety features on
Williams Street, in front of the school, later
this year.
Safety improvements were also
completed outside Kaiapoi High School
ready for the new school year.
Kaiapoi North School principal Jason
Miles said the school had been lobbying the
council ‘‘for along time’’, raising concerns
about speeding motorists.
Student leaders had made presentations
to the council in recent years, before Mr
Miles and board of trustees chairperson
Greg Thomson met with council staff last
year.
‘‘We are really excited to see the council
is putting in place these changes. It really
has been accident waiting to happen.
‘‘The behaviour of some drivers is really
concerning and it is not just at the
beginning and end of the day, because we
have children walking to the Kaiapoi
Aquatic Centre for swimming or to the
domain for sports.
‘‘And it is asafety issue for other
members of the community too.’’
Acouncil spokesperson said the safety
improvements would be made in two
stages, with the first stage due to be
completed midyear and stage two by the
end of the year.
Work will include installing speed
cushion pads to force cars to slow down as
they approach the crossing, improvements
to the kerb and line marking.
Stage two will involve raising of the
footpath on the eastern side of the crossing
tomake it accessible to wheelchairs and
push chairs.
Kaiapoi High School principal Jason
Reid said staff were pleased to begin the
year with anew pedestrian crossing and
safety improvements at the school’s main
entrance on Ohoka Road.
‘‘It was asignificant concern for the
school and we have really appreciated the
effort of the council and the contractors to
get the work done for the new school year,’’
Mr Reid said.
He said staff were out in force during the
first week of school to ensure students and
the public understood the new
environment.
The council spokesperson said too many
motorists were exceeding the 40kph speed
limit (during school hours).
From student to navy officer
By JOHN COSGROVE
NEWS
The North Canterbury News, March 7, 2024
Arecent overseas deployment on board
the HMNZS Canterbury brought back
fond memories for Ensign Renee
Woodward, of Rangiora.
Her first introduction to the Royal
New Zealand Navy life four years ago
was aboard the Canterbury as ahigh
school student.
Renee had always wanted to join the
Royal New Zealand Navy. Taking part in
the Navy’s School to Seas programme in
2020 sealed the deal.
‘‘Joining the Navy was what Iwanted
to do,’’ she says.
The aim of Schools to Seas is to get
young women interested in anavy or
marine industry career.
Today Ensign Woodward works as a
Warfare Officer aboard the Navy’s fleet
amphibious and military sealift vessel,
after graduating from Junior Officer
Common Training in June 2022.
Her familiarity with HMNZS
Canterbury, came about because the
School to Seas students were bunked in
the ship for the weeklong school
holiday course.
‘‘That was really fun,’’ she says. ‘‘We
were in four cabins, with 12 bunks to a
cabin.’’
Ahighlight for me were the Squad
Leaders, Lieutenants who were always
around, getting to know us, answered
any questions we had about the Navy
and shared their personal experiences
and adventures.’’
Renee says the most memorable
impression she had was seeing the bond
between Navy personnel
‘‘They got stuck in, they had this
comradeship and were always helping
each other out. They were incredibly
approachable and gogetting.’’
Other highlights of the programme
were tours of other ships, rides on sea
boats, eating at the base galley, building
Remotely Operated Vehicles and testing
them in the fleet pool, and training on
the Navigation School’s bridge
simulator.
As an officer, she says she is now
experiencing the comradeship she
Fairy crafts
The children’s imagination ran wild as
over 60 Fairy houses, doors, butterflies
and flowers were painted by
participants attending several Kaiapoi
Library craft sessions last week.
Team leader, community and culture
at Waimakariri Libraries, Samantha
Armitage, says they held four craft
sessions at the Ruataniwha Civic Centre
(Kaiapoi Library) to support the
community in creating their own
beautiful fairy objects.
These were then all installed in the
Kaiapoi Domain to commemorate Te Ra
ONga Tamariki/Children’s Day on
Sunday, March 3.
The Children’s Day celebrations in the
domain were led by Play Advocate,
Niamh Donnellan.
To make the colourful houses, doors,
and animals, materials and paint were
kindly donated by Dulux, Mitre 10, ITM
Acommunity collaboration aims to make it
easier for Kaikōura women to keep on top
of their health.
Te Tai oMarokura, ahealth and social
services provider in Kaikōura, was
contacted by Christchurchbased
ScreenSouth Ltd to work together to
encourage more women and whānau to
engage in breast and cervical screening.
The two organisations collaborated
together for the first time on Friday,
February 23, which proved to be asuccess,
Te Tai oMarokura kaiawhina Lisa Kahu
said.
She said Te Tai oMarokura has run
cervical screening clinics for anumber of
years.
‘‘In health we know that sometimes
trusted relationships are what is required
to get aperson in the door.’’
‘‘Our kaimahi (staff) build trusting
relationships, and take the time to ensure
we understand what the barriers to access
might be, then work to remove them.’’
ScreenSouth’s mobile screening bus was
parked in the car park at Te Hā oTeOra
Kaikōura Healthcaretooffer
mammograms, and then women were
offered transporttoTeTai oMarokura’s
base on Westend, where food and
conversationwas available before having a
smear taken.
‘‘It allows us to provide maanaki
(support) and connect with those that
attend,’’ Ms Kahu said.
‘‘We always know it is going well and
people are relaxed when they are not
having their screen and rushing away.’’
Ms Kahu said while the main office was
CAB reaches out to youth
Adulting can be hard when you’re new
HDC NEWS...
What's happening Hurunui?
ALL ABOUT AUTUMN
Autumn has technically arrived. Hard to believe when looking atground conditions, but there isnodenying that
the sun is taking longer to rise inthe morning and setting earlier atnight.
Please keep this in mind when driving onHurunui’s roads, your lights may need to be on for longer. Dry
conditions also means that when the rain does arrive again, surface flooding could potentially be an issue as
water will find it hard tosoak into the hard ground.
At home, check your gutters as the leaves begin tofall, so rain water can get to where itneeds to go on your
property and into our stormwater network.
Autumn is abeautiful season in Hurunui, and adjusting our habits means the transition from summer goes that
much smoother.
NEW MAINTENANCE VEHICLES FOR HURUNUI
Council’s roading team has two new purpose-built maintenance vehicles for road inspections. They are fully
equipped with compactors, hydraulic brooms, sweepers, hand tools, and all the essential equipment for looking
after the district’s roads. This can mean fixing potholes, replacing edge markers and road signs, attending
incidence response jobs like clearing fallen trees or snow, and sweeping the roads. These vehicles are
permanently on the network finding, fixing and responding to customer service requests. Multi-purpose vehicles
means job efficiency, and less cost to the rate payer.
UPCOMING CONSULTATIONS
Later this month Hurunui District Council will be engaging with Hurunui District residents and ratepayers onfive
topics. These are the draft Long Term Plan 2024-34, the Reserves Management Plan, the draft South Ward
Spatial Plan, the draft Representation Review, and draft Fees and Charges. Details about public meetings,
viewing and gathering information, and submitting your feedback will be available soon.
WORKS UPDATE
New pipe for the rural dinking water upgrade near Cheviot.
Understanding water-use allocations
Not everyone uses water from Hurunui District Council’s
water schemes, therefore not everyone will fall under the
‘water restrictions’ being imposed at the moment.
Some businesses, families and individuals have aprivate
water source, usually from abore orwell ontheir property,
or acollective community scheme. Consents for these sit
with Environment Canterbury (Ecan) and any restrictions
imposed will come from Ecan.
RURAL WATER, CHEVIOT -drinking water
An upgrade to arural drinking water supply ishappening in the Cheviot area. Between Downs Road and Munro
Road 3.5km ofnew pipe is being installed, connecting to anew pump shed at the Downs Road boundary. The
upgrade includes larger pipe with welded joins which means greater capacity asadrinking water network in terms
of longevity and carrying ability.
LOBURN WATERMAIN -drinking water
Welding ofthe pipe and trenching has begun, to install more than 3.5km ofnew watermain pipe.
This work will improve the capacity for water carrying and delivering, and help plan for future growth in the area.
Works are expected tocontinue over the next three months.
TOWNSHIP WATER, CHEVIOT -drinking water
There isanew tank on Leamington Road for the new Cheviot water intake, and anew treatment shed is being
built at the moment.
HURUNUI NO.1 -drinking water
The perimeter security fence isbeing installed and the internal treatment fit out has commenced with the
deliveries ofthe treatment equipment.
KOWAI WATER TREATMENT PLANT -drinking water
Two reservoirs are nearing completion, and the two new bore wells have been tested. Upgrading our water
treatment plants means future-proofing the district and adding resilience toour water networks.
This time of the year marks harvest for North Canterbury’s wine industry. The grapes are coming off the vines,
juice isbeing tucked away intanks and barrels for fermentation. Please bepatent on our roads as harvesters
horticultural landscape has
changed, and will continue to
change over time.
Copresidents Chris and Emma
Mulcock say that while Cheviot still
has atraditional sheep and beef
farming base, it also has agrowing
range of horticulture, viticulture
and livestock land uses in the area.
Chris says the theme will also
encompass the younger
generations who are required to
help communities such as Cheviot
continue to grow in the future.
‘‘This is reflected with the
Country Kid and Country Teen
competitions we are hosting as
these will keep the younger ones
entertained on the day.’’
Staying with the theme, adisplay
on how Cheviot has developed
through the years will also be
presented by the Cheviot
Historical Records Society.
Emma says the Cheviot A&P
Association has had great support
from members of the community
with each able to contribute within
their area of knowledge and
expertise.
‘‘The volunteers, sponsors and
exhibitors are abig part of putting
ashow together, and we also
appreciate the time that the
judges, stewards and marshalsgive
to making the show asuccess.’’
She says outside of the annual
show day, the association also
holds heifer, flock sheep and
winter feed competitions.
Chris and Emma are both North
Canterbury localsand have two
teenage children, Joannah and
George. Chris is the third
generation of his family to farm in
the Cheviot area.
‘‘We farm acoastal sheep and
beef breeding and finishing
property and are following in
Chris’sparentstime of being
presidents of the Cheviot 75th A&P
Show,’’says Emma.
The Mulcock family will be
entering in the wool, cooking,
home industries, flower and
vegetable sections. Chris says the
association is looking forward to
welcoming the event back this year
after two years of disruptions —
the first due to Covid restrictions
in 2022 and later inclement
weather in 2023. Despite the
challenges, acondensed show was
held at the school and rugbyclub
last year.
‘‘The Cheviot A&P has astrong
administration team, backed up
with many people volunteering in
the convening roles, but we are still
seeking presidents and vice
presidents for future shows,’’ Chris
says.
Many competitions
on offer at the show
Creative arts and community
spirit awards are on offer at
this weekend’s Cheviot show.
This year, the Cheviot A&P
Show is offering awide
range of creative
competitions including
Wool, Imaginative Creations,
Home Industries, Cookery,
Handcraft, Photography and
Art.
In the Imaginative
Creations, where last year's
most popular item was the
Tie Dyed TShirt, is once
again proving to be popular.
Organiserssay: ‘‘show us
your most crazy, colourful,
tiedyed creations,’’ with
three classes for children
and one for adults.
Another new section is
fairy doors and again
participants are invited to be
as creative as possible.
Leading up to the show,
organisers are also looking
for nominations for the
Cheviot Good Sort, someone
who has contributed much to
the Cheviot community, and
the Young Achiever
recipient, someone who is
under 30 years of age, lives
and works in the Cheviot
district and has contributed
significantly to the
community.
The special competition
for this year is Woolly
Wearable Art, run as part of
the Fashion in the Field
programme.
Keeping in line with the
show's ‘‘Grow’’ theme, the
Fashion in the Field section
hosts three categories,
including Flowers and Fur,
Farming through the Ages
and Woolly Wearable Art.
Association secretary
Lorraine Gardner says
entrants of the wearable art
competition have searched
for ideas, inspiration and
materials in the region's
local op shops, have used
recyclable materials or
incorporated the byproducts
of the outdoors such as
leaves, ferns or bark, into
their designs.
Each category is open to
men, women and children of
all ages and will be judged
accordingly on the day.
Another popular contest is
the Baby and Me
competition. It is alookalike
competition for mums
and babies with prizes and
photos on offer in the two
categories, including
newborn to 18 months, and
18 months and older. Enter
on the day. The contest starts
at 11am in the entertainment
hub.
The popular Terrier Race
is on again, as are the Dog
Trials. Following the grand
parade there will be Bull and
Junior Steer Riding
competitions.
Heifer judging time
Judging aheifer competition takes
spirit, endurance and adash of
organisational abilities.
Coorganiser of the Cheviot A&P
Association’s 2024 Heifer competition,
Hamish Pain, says to give every entrant
adecent go with the judge, he and the
judge will start out on the road well
before dawn on judging day, March 13.
‘‘It'storepay the farmers entering this
competition for their hard work in
bringing the breeding heifers into the
pens, cleaning them up and providing all
the paperwork for the judging session on
each farm.’’
Hamish, asheep and beef farmer, says
once all the entries are compiled, a
route around all the farms in the Cheviot
area is worked out so the judging team
are not driving back and forth over the
same roads all day.
‘‘With the help of coorganiser Ali Mee,
we make it as circular as we can, so that
we can give each farmer agood go under
the eye of the judge.
‘‘Last year, we had 13 different farms
to visit in just one day, so it was along
day.’’
Hamish says the contest, sponsored by
North Canterbury Veterinary Clinics,
has three categories farmers can enter.
There are Angus, Hereford and crossbreeding
categories.
What the judge will be looking for is:
trueness to breed, evenness of type,
temperament, the breeding objectives
and overall performances.
‘‘It’s acombination of all these factors
as we are looking for the best allround
animals, not just the prettiest.’’
Hamish says the competition has been
around for many years.
It was put on hold afew years back, but
was restarted seven years ago and he's
been involved for the past three
contests.
‘‘It’s good to go out and meet everyone
on the judging day.’’
‘‘We always have good numbers of
mainly beef breeding heifers entered
and for the first time we have had our
first dairy heifer herd entered.’’
The competition is held two days
before the association's annual twotooth
and flock sheep competition.
Hamish says the sheep judging takes
place two days later to allow farmers
entering in both competitions the time to
organise their stock.
‘‘After that, we all meet up in the
Cheviot Trust Hotel for the awards
ceremony on the evening of Friday,
March 15.’’
Hamish says it is with thanks to their
Amberley couple bow out of Southdowns
By TIM CRONSHAW,
@alliedpress.co.nz
Amberley’s Wayne and Jenny Chisnall
have bowed out of Southdown breeding
on ahigh.
Strong bidding at the dispersal sale of
their Hursley Downs stud ewes last
month caught them by surprise.
Leading the catalogue was atop price
of $2050 in the offering of 56 Southdown
mixed age ewes, 36 twotooth ewes and
29 ewe lambs.
Equally pleasing were the average
prices —$535 for the older ewes, $515
for twotooths and $340 for ewe lambs.
Two ewes passed in were snapped up
by abuyer before the online auction on
Bidr had completed.
The couple will continue to farm in
semiretirement, running commercial
sheep and Angus cattle at their 80ha
farm near North Canterbury’s Amberley
Beach, without the workload of astud
operation.
Mrs Chisnall said they had no inkling
beforehand the demand would be so
strong.
‘‘Absolutely not, the results exceeded
our expectations. It totally blew us out of
the water.
‘‘We don’t show our sheep as alot of
breeders do, but they were seen on a
Southdown tour last year by quite afew
breeders, and this viewing may have
assisted with the sale.’’
The toppriced ewe went to Blair
Robertson’sMerrydowns Stud, of Gore,
and the second top ewe was sold to
Christina Jordan, of Willowhaugh
Enterprises in Blenheim.
Fittingly, the two studs had provided
much of the genetic base on the sire side
of their stud flock.
Mr Chisnall said buying top rams from
them in the past had paid off, and
resulted in the lineup of ewes for sale.
‘‘Probably our goals were to just breed
agood commercial ram that was sound.
‘‘We had an Angus stud before we
started the Southdowns and it was on
similar lines, to produce agood
commercial type of sire.
‘‘Our philosophy was if you keep
buying good rams, the ewes will look
after themselves and get better and
better.’’
The couple started the Southdown
stud in 2008 to complement their Angus
stud, which they eventually dispersed to
concentrate on the Southdowns.
At its peak the stud numbered 120
ewes. They mainly sold 60 to 70 rams a
year privately to North Canterbury
buyers, as well as farmers further south
and to North Island stations.
The Chisnalls also supported the
Canterbury ram and ewe fair with one or
two rams.
Mr Chisnall said they kept prices at
PERFORMANCE
realistic levels for their commercial
rams.
‘‘A lot of the time guys would ring and
say they wanted four rams and Iwould
say the price, say $800, and they would
take five.’’
Mrs Chisnall said she had mixed
feelings about leaving stud breeding.
‘‘I am definitely sad. Not that the
Southdown guys would like me saying
this, but they were my teddy bears.
‘‘It’s been an amazing journey and
we’ve learned lots along the way.
‘‘The Southdown community is agreat
group of people to be with.’’
They also run about 100 1yearold and
2yearold Angus heifers, buying 50
calves and taking them through to
2years old for the spring market.
The plan is to increase the heifer
numbers now they had left Southdown
breeding.
PAWS Vet Clinic on the move
PAWS Veterinary Clinic is moving its base
three minutes from its Woodend address.
The local, small animal, family business
has been based in the heart of Woodend’s
busy main street for the last eight years.
Its owners, Nick and Melanie Deane –who
started PAWS as asingle veterinary and
veterinary nurse combination –today
employ four vets and nine diplomatrained
nurses.
Over time the clinic has become
challenged by the limitations of its
location, size, and lack of parking.
The new clinic at 8Hinge Lane, in
Ravenswood, is four times bigger, and
includes 12 parking spaces, easy access
for clients, and anumber of elevated
stateoftheart features in its new
location.
An opening celebration of the new
clinic will be held on March 15.
Waimakariri MP MattDoocey, and
Waimakariri District Council Mayor Dan
Gordon are attending.
Separating the cats from the dogs
Dogs and cats will now enjoy separate
waiting/consulting rooms on opposing
sides of the clinic, including separatedog/
cat hospital stay wings for stressfree
recoveries.
Anew operating theatre, along with a
dedicated ultrasound room join adental
operating table, and an isolation room for
infectious patients.
In anod to the role pets play within
their families, PAWS has added a
dedicated grieving room with dim lights, a
couch, and athoughtful exit directly off
the room for additional customer privacy
and comfort.
‘‘We had alot of equipment in the old
surgery that was no longer fitting
easily,’’Nick Deane says.
‘‘Our clients naturally demand high
levels of care because their animals are
such important family members.
‘‘This extra space allows us to look after
them in afacility that is not unlike a
human hospital.’’
Melanie says they had indulged Nick’s
love of technology and taken the
opportunity to install some new cuttingedge
equipment within the build.
The new clinic has been alabour of
love within the local community, with
Jade Kemp, of Jade Architecture Design,
and Colin O’Neill, of Plains Limited
Construction –who were both involved in
the first clinic build –returning to make
the new one happen. Mark Larsen from
Larsen’s Art &Sign, in Kaiapoi, handled
the artwork.
Positive for small business
Nick says PAWS’ growth is apositive
result for small businessinthe
Waimakariri, and he credited Kiwibank
with helping them from the outset of
PAWS, when other banks wouldn’t get in
behind them. Some of PAWS’ clients
travel from as far away as Hanmer
Springs and the West Coast.
‘‘We are so grateful for the support
from our local communities and outoftown
clients over the past eight years, and
we’re looking forward to being able to
continue to offer exceptional care in a
beautiful facility,’’Nick says.
PAWS head nurse Caroline Walker
says they are excited to get settled in and
take advantage of the additional space
and dedicated layout.
Up and over ... Blake Fleming completes aBike Flip.
Aerial skills on display
By JOHN COSGROVE
Hedge Fest, near Woodend, was once
again ahuge success.
Organiser Liam Goodwin says 40
competitors turned out for the event, the
third Hedge Fest at the venue, and kept
the large crowd of over 1000 entertained
all day with their aerial skills.
‘‘It was wicked, we had avery good day
and the high standard of entrants who
showed up from throughout New
Zealand made it awonderful sporting
event for the spectators.’’
Liam says the later start time of 2pm
helped make it asuccess.
‘‘People enjoyed the compressed
format of the show, which allowed us to
bring to the venue live music later in the
evening.’’
He says the riders competing all
exceeded their expectations, with many
achieving their goal of completing some
very tricky aerial manoeuvers displayed
for the first time in public in New
Zealand.
Blake Fleming won the BMX best trick
award with abike flip. It is avery
difficult trick where the rider lets go of
his bike in midair during the jump, and
then it flips 360 degrees before he grabs
hold of it again, remounts and lands
safely. Billie Meaclem and Eamon Rauth
were judged the best overall in their
