cuts power<br />

Strong winds battered parts of <strong>North</strong> <strong>Canterbury</strong><br />

on Monday, leading to aspate of power outages<br />

around the district.<br />

Trees were blown down and unsecured objects<br />

flew around in many directions.<br />

MainPower New Zealand Communications<br />

Manager Katherine Forrester says the wind<br />

caused anumber of faults and outages on<br />

Monday morning.<br />

‘‘MainPower had several faults on the network<br />

affecting approximately 1200 customers in the<br />

Oxford, West Eyreton, Loburn, Okuku, Salt Water<br />

Creek, Waikuku and Waikuku Beach areas.”<br />

“These faults were all caused by trees and<br />

vegetation contacting power lines.’’<br />

All power was restored later that afternoon.<br />

In Kaiapoi, residents were faced with apower<br />

outage late in the evening when MainPower<br />

experienced ahigh voltage cable fault that<br />

caused an unplanned outage to about 1700<br />

customers.<br />

‘‘Our staff had to rush around sourcing power<br />

from other districts to get the power back on for<br />

our customers,’’ Katherine says.<br />

Monday afternoon also had the Waimakariri<br />

District Council advising residents to put their<br />

bins back out again as the winds knocked over<br />

any bins in the Oxford­Cust area earlier in the<br />

morning.<br />

Their kerbside collectors reported that the<br />

high winds had sent alot of bins flying and they<br />

were attempting to revisit areas missed later in<br />

the day.<br />

Drivers did their best to complete the<br />

collections and clean up as much of the spilt<br />

materials as they could.<br />

People reported entire streets of bins blown<br />

over and glass on roads.<br />

One Cust resident said she always suffers when<br />

there are high winds, and this time she lost<br />

power for acouple of hours,but her neighbours<br />

still had power.<br />

‘‘I usually get slammed by high winds and this<br />

time there were alot of branches flying around.<br />

When the power went out Ichecked my fuse box<br />

and everything was okay, so I’m at aloss as to why<br />

it went out just at my place.’’<br />

Loburn once again suffered under the high<br />

winds. Alack of power forced the Loburn School<br />

to close for all of Monday, along with the nearby<br />

pre­school, Country Wonders.<br />

An extended Waimakariri family added<br />

areal spark to the recent Coast­to­<br />

Coast.<br />

Eight of the competitors all had<br />

connections to the well­known Spark<br />

family —seven of them ‘‘effectively<br />

second cousins’’.<br />

‘‘All of our parents are cousins or<br />

siblings,’’ says Molly Spark. The eighth<br />

is connected through marriage.<br />

Molly competed in the one day<br />

individualcompetition,coming in a<br />

creditable thirdinher grade, after a<br />

few spills on the paddle down the<br />

Waimakariri River.<br />

Her cousin Joe Druryfinished 57th in<br />

the open male two day event.<br />

Georgia and Henry Sparkwon the two<br />

day tandem open family mixed contest,<br />

while their cousin James Tyrell<br />

finished 59th in the individual one day<br />

contestinhis grade, and 134th overall.<br />

Georgie and Chris Smith (dad, and<br />

daughter), were eighth in the two­day<br />

family three person teams event, and<br />

Gracie Taggart sixth in the two day, two<br />

person open mixed teams contest.<br />

Molly says her build upwasn’t the<br />

smoothestdue to injuryand not being<br />

able to run for four weeks beforethe<br />

race.<br />

‘‘Lucky for me adrenaline and pain<br />

killers numbed my injuryand Iwas<br />

ready to go.<br />

‘‘The first run was smooth and the<br />

next bike was fast. Ifelt strong on the<br />

firstride, and was first women off the<br />

bike.<br />

‘‘Heading on to the run, it took awhile<br />

to not have heavy jelly legs, but Isoon<br />

found my groove. Iwas very grateful<br />

that Iwas able to follow experienced<br />

races on the run during the first half,<br />

which meant Iwas able to focus on<br />

breathingand technique, rather than<br />

getting lost and finding my way. After<br />

Goats Passhut Iwas alone and was<br />

looking forward to the next cycle,’’<br />

Molly says.<br />

‘‘I was very happy coming off the run<br />

in 4th woman overall. Inew Ihad to<br />

Coast­to­coast ... The Spark contingent who all contested the Coast­to­Coast in varying<br />

categories and bringing home some well earned placings.<br />

make up as much time as possible as the<br />

paddle is my weakness. Getting on to<br />

the river,Iwas in top 5women and<br />

knew the others were close behind.’’<br />

But her paddle wasn’t great, falling<br />

outtwice and getting beached acouple<br />

of times, which saw her drop from fifth<br />

to 12th over, and thirdinher category.<br />

‘‘The final cycle, however, was really<br />

fun. Iloved it. Coke, lollies and<br />

chocolate fuelling me, my head was<br />

down and Ihammered hard home.<br />

Overall Iwas happy with the day. I am<br />

gutted Ilost 25 minutes in the paddle<br />

from silly mistakes as Ionly came 3rd by<br />

20 mins.’’<br />

Molly is looking forwardtonext time<br />

she tackles the longest day, as she<br />

knows she can keep improving.<br />

James says his race went to plan, with<br />

just one fall out of the boat.<br />

‘‘Otherwise the paddle went well. I<br />

paced myself for first run and ride.<br />

Really enjoyed Goats Pass, got rained<br />

on for the first hour of the last ride<br />

which was agood motivator, and abit of<br />

fun. Support crew and transitions went<br />

really well.’’<br />

Gracie, who had apartner that did<br />

very well in his legs of the journey, says<br />

she loved the run, despite being stuck in<br />

single file alot of the way from Doreen<br />

Creek to Goats Pass hut, but was ‘‘dying<br />

at that stage anyway’’.<br />

‘‘My legs moved faster than my brain,<br />

so took some big falls on the way down,<br />

but refuelled because someone<br />

suggested it was agood idea, and found<br />

it really good from there.<br />

‘‘Again my team mate smashed the<br />

kayak so got into afast cycle group on<br />

day two, which Icouldn’t keep up with,<br />

so rode solo most of the way to New<br />

Brighton.<br />

holiday in Tasman, seeing adisplay at<br />

the Nelson market.<br />

Skurr centre opened<br />

at the showgrounds<br />

The Skurr Centre at the Rangiora<br />

Showgrounds has been officially<br />

opened,<br />

The 300sqm building’s construction<br />

was funded by alarge endowment<br />

from the late Stanley Carlton Skurr<br />

(1914­1986).<br />

<strong>North</strong>ern A&P Association former<br />

president Graeme Green says the<br />

proposal came about in 1986 when Mr<br />

Skurr met the then president of the<br />

Association and informed him he was<br />

leaving alarge endowment to<br />

principally fund the construction of a<br />

new building.<br />

‘‘He loved the shows and expressed<br />

adesire that it should have alarge<br />

meeting room, offices, toilets, alarge<br />

kitchen, and be located next to the<br />

existing grandstand.<br />

‘‘Surprisingly this information was<br />

not passed on to successive<br />

committees and when historical<br />

documents were uncovered after we<br />

had almost completed the project, we<br />

found we had included everything he<br />

had asked for, including its preferred<br />

location,’’ Mr Green says.<br />

Construction started two years ago<br />

and was completed as planned, one<br />

day before the annual <strong>North</strong>ern A&P<br />

show began in 2023.<br />

Mr Green spoke of the work done by<br />

many local suppliers, builders,<br />

electricians and association members<br />

in getting the project finished on time<br />

and under budget.<br />

Before he officially opened the<br />

centre, Waimakariri Mayor Dan<br />

Gordon asked if Mr Green could come<br />

and advise on how to use his skills for<br />

negotiation and costs awareness to<br />

benefit council projects.<br />

At the same time the Skurr Centre<br />

was opened, the daughters of the late<br />

Janet Spark helped to officially open<br />

the kitchen inside of it.<br />

known member and life long<br />

supporter of the <strong>North</strong>ern A&P<br />

Association, supplied the funding to<br />

outfit the new kitchen area.<br />

Daughter Alley Stevenson said her<br />

mother loved being part of the<br />

committees and organisation of the<br />

show.<br />

‘‘It’s atribute to her. She would have<br />

been incredibly humbled that she had<br />

been recognised and remembered for<br />

her work at the A&P association.’’<br />

<strong>North</strong> <strong>Canterbury</strong> schools are<br />

experiencing growing pains.<br />

There is rapid roll growth at Kaiapoi<br />

and Rangiora High Schools, while Amuri<br />

Area School is hoping some long­awaited<br />

new classrooms will be built this year.<br />

Meanwhile the Government has<br />

ordered athree month review of the<br />

Ministry of Education’s school building<br />

projects.<br />

Kaiapoi principal Jason Reid expects<br />

the school’s roll to pass 1050 for the first<br />

time this year.<br />

The school’s redevelopment in 2018<br />

boosted its agreed maximum roll to 1100,<br />

with stage two allowing for another<br />

building in the future.<br />

He has begun discussions with the<br />

Ministry of Education.<br />

‘‘We have the land, so the key is what<br />

does it look like. It needs to be carefully<br />

managed because we need to look long<br />

term and not just for the next five years.’’<br />

Contributing schools, including<br />

Woodend School and Te Kura oTuahiwi,<br />

have experienced rapid roll growth,<br />

while Woodend, Ravenswood and<br />

Pegasus are continuing to experience a<br />

building boom.<br />

Kaiapoi’s population of around 13,000<br />

is projected to grow by 52 percent over<br />

the next 30 years, based on Statistics<br />

New Zealand’s high growth scenario.<br />

Kaiapoi High School has amaster plan<br />

for afuture capacity of 1800 students.<br />

‘‘Roll growth would only be considered<br />

when there are increased numbers of inzone<br />

students.’’<br />

Rangiora High School’s roll was set to<br />

top 1750 students this year, including 400<br />

year 9s.<br />

The school’s roll was nearly 1800 in<br />

2016, before dropping back to 1600.<br />

‘‘It is not just about population growth.<br />

It shows people the value of what their<br />

local school has to offer and that hasn’t<br />

always been the case,’’ Mr Kearney says.<br />

He feared the Ministry of Education<br />

may reduce Kaiapoi’s zone, with<br />

Rangiora High School picking up more<br />

students.<br />

Ms Bell says Rangiora High School has<br />

apermanent capacity for 1740 students<br />

with ‘‘additional temporary capacity<br />

onsite for 1940 students’’.<br />

‘‘We continue to monitor the rolls and<br />

capacity of all schools in the catchment<br />

to manage the network, with no current<br />

plan for anew primary or high school in<br />

the Waimakariri district.’’<br />

Rangiora High School’s extra capacity<br />

relied on using old prefabs across the<br />

road, which were owned by the board of<br />

trustees.<br />

decommission the old prefabs because it<br />

wanted to have the entire campus on one<br />

site.<br />

He said the board had not spent much<br />

time discussing roll growth, with the<br />

immediate focus on building anew<br />

cultural and learning centre, installing<br />

walls in the large, open plan Rakahuri<br />

building, arevamp of the school farm<br />

and planning to build anew performing<br />

arts centre.<br />

Amuri Area School principal Matt<br />

Barlow says his school roll finished last<br />

year on 375 students and he predicted<br />

more growth this year.<br />

Planning for roll growth classrooms<br />

had begun under his predecessor James<br />

Griggs, but the Ministry of Education had<br />

yet to set adate for the build.<br />

‘‘Whether you are at 1750 or 350, the<br />

challenges are similar and you can only<br />

control what your site and your staffing<br />

allows,’’ Mr Barlow says.<br />

He said the growth was due to the<br />

booming tourism in Hanmer Springs and<br />

the influx of migrant workers on local<br />

dairy farms.<br />

Flyridehearing soon<br />

The fate of the proposedflyride inHanmer<br />

Springs could be known soon.<br />

The Environment Court is due to hold a<br />

hearing in Hanmer Springs over five days,<br />

starting on Monday, <strong>March</strong>18.<br />

The hearing was first held in February<br />

last year and was adjourned until<br />

November, when it was postponed due to<br />

illness.<br />

Aconsent was granted to the Hanmer<br />

Springs Thermal Pools and Spa by a<br />

Hurunui District Council appointed<br />

commissioner nearly two years ago.<br />

The resource consent application was to<br />

install and operate agravity­based<br />

recreation activity at Conical Hill Reserve.<br />

If successful, it would be the latest<br />

adrenaline venture for the <strong>Canterbury</strong><br />

tourist town.<br />

But it was appealed to the Environment<br />

Court by The Friends of Conical Hill<br />

Incorporated. Two new $3.2 million water<br />

slides opened in October at Hanmer<br />

Springs pools. During the consent process,<br />

submitters opposed to the flyride said it<br />

would have avisual impact on the<br />

recreation character,biodiversity and<br />

horse trails of the area.<br />

Concerns were also raised about<br />

parking, traffic congestion, noise, along<br />

with the risk of fire, and devaluation of<br />

properties.<br />

Supportersbelieved the venture would<br />

bring value and benefits to the Hanmer<br />

Springs community and the wider district,<br />

and promote the villageasafun, healthy<br />

and interactive place to visit.<br />

<strong>North</strong> <strong>Canterbury</strong> school principals are<br />

welcoming back international students<br />

withopen arms.<br />

Demand is strong from overseas schools<br />

and students wanting to come to New<br />

Zealand, says Simon Green, an advocate<br />

for principals and boards of trustees<br />

throughout Otago and <strong>Canterbury</strong>.<br />

He predicts schools could be back to<br />

pre­Covid levels next year.<br />

Primary schools are entering the<br />

international student market, with<br />

Swannanoa and Te Matauru (Rangiora)<br />

Schools among those taking overseas<br />

students.<br />

Mr Green says having international<br />

students provides cultural learning<br />

opportunities, as well as being afinancial<br />

windfall for schools.<br />

‘‘It allows schools to provide those extra<br />

things which can enrich the curriculum<br />

and help fund infrastructure and<br />

property.’’<br />

Mr Green works as aleadership adviser<br />

withEvaluation Associates, supporting<br />

principals and boards.<br />

He is also the Rangiora High School<br />

board of trustees presiding member.<br />

Rangiora High School principal Bruce<br />

Kearney says he is pleased to see<br />

international students back at the school.<br />

‘‘We are still down on our pre­Covid<br />

numbers, but the market has bounced<br />

back quite abit.’’<br />

Kaiapoi High School suspended its<br />

international programme after Covid hit,<br />

before employing anew international<br />

director around six months ago.<br />

‘‘We wanted to take some time to build<br />

some pastoral and administrative<br />

practices before hitting the ground<br />

running this year,’’ principal Jason Reid<br />

says.<br />

But the demand has far exceeded<br />

expectations,prompting the school to<br />

increaseits staffing levels.<br />

Students from Japan and Brazil are<br />

studying at the school this year, while<br />

connections are being made with schools<br />

in China.<br />

Two groups of overseas principals and<br />

teachers have also visited the school last<br />

week.<br />

An external provider has sponsored a<br />

Chinese teacher to offer Mandarin lessons<br />

for students and the wider community,<br />

while agroup of 16 Kaiapoi students will<br />

visit China on acultural exchange.<br />

Rangiora New Life School hosted a<br />

group of 20 German students last week led<br />

by former principal Brian Seatter.<br />

Principal Stephen Walters says it is the<br />

fifth visit from Germany, but the first in<br />

four years due to Covid.<br />

‘‘We’ve bounced back really well. We’ve<br />

got afew students for afull year, but<br />

mainly they’re coming for short stays.<br />

‘‘Last year we had more than 30<br />

international students,but never more<br />

than half adozen at atime and we are<br />

seeing that trend continue.’’<br />

The school was able to retain its<br />

international director during Covid,<br />

which made it easier to relaunch its<br />

international programme.<br />

Strong relationships have been<br />

established with Japan, China and<br />

Europe, with the international director<br />

visiting Thailand this year.<br />

Mr Walters said international<br />

exchanges are an opportunity for his<br />

students to learn about different cultures,<br />

as well as the financial benefits to the<br />

school and the wider community.<br />

Pre­Covid, international education was<br />

considered New Zealand’s fourth largest<br />

export earner.<br />

Trotters take centre stage<br />

Trotters took centre stage at the Rangiora<br />

Harness Racing Club’s Classic grass­track<br />

meeting which proved abig day for Robin<br />

and Geraldine Wilson.<br />

The Rangiora couple had an exciting<br />

start to the day in mid­February, when<br />

their trotter, Granny Rose won the When<br />

Commemoration Trot.<br />

The race, which was Robin’s idea,<br />

commemorated the world record of two<br />

minutes and six seconds, set by When in a<br />

standing­start time trial over amile on the<br />

Rangiora grass track on <strong>March</strong> 16, 1963.<br />

The couple also sponsored the feature<br />

pacing race on the day, the Geraldine and<br />

Robin Wilson Rangiora Classic, won by<br />

Franco Marek.<br />

Robin, who is aformer president of the<br />

club and still on the committee, said he<br />

came up with the idea of holding a<br />

commemorative race for When after<br />

finding aforgotten photo of the mare<br />

taken on the day of her time trial.<br />

He was thrilled to win the race with<br />

Granny Rose which was driven by<br />

Matthew Williamson and trained by him<br />

at Oamaru Raceway.<br />

The standing­start race, which began in<br />

the 1609m chute, featured agreat, great<br />

grandson of When, Beyond The Horizon,<br />

which finished third and is trained by<br />

Lynn and Jason Smith, adaughter and<br />

grandson of When’s owner Bill Doyle.<br />

The mother and son training<br />

partnership from Te Pirita, near Rakaia,<br />

also had Take Notice, agreat, great<br />

granddaughter of When’s outstanding<br />

dam Passive in the race.<br />

Jason said all their horses trace back to<br />

Passive who left nine foals for eight<br />

winners including When (19 wins) and<br />

Asia Minor (15 wins).<br />

He was rapped to represent When with<br />

two of her family members in the race and<br />

to have Beyond The Horizon, driven by<br />

Move<br />

in Now!<br />

memory and would definitely try and<br />

support another similar event if the club<br />

held one.<br />

Matthew Williamson said he was<br />

thrilled to win the race for Robin and<br />

Geraldine. He also liked the idea of<br />

holding another similar event for trotters<br />

at Rangiora because it was something a<br />

bit different and had captured the<br />

interest of trainers and the public.<br />

The club’s president Russell Latimer<br />

said they were pleased with the response<br />

to When’s commemorative race.<br />

‘‘We had to ballot acouple of horses out<br />

with another five or six transferred to<br />

another race,’’ he said. ‘‘We had five races<br />

to cater for all the trotters nominated<br />

which is an exception.’’<br />

As it took alot to organise the event, it<br />

is unlikely the club will hold asimilar<br />

event.<br />

‘‘We will be looking at different types of<br />

races in the future. We did run acouple of<br />

1400m races acouple of seasons ago on<br />

the all­weather track, which were<br />

successful so we will always have an open<br />

mind,’’ he said.<br />

Keepaneye out for<br />

vandalism of signs<br />

Itisreally disappointingtomethat so<br />

many mindless acts of destroying road<br />

signs have occurred in recent times.<br />

These signs are in place to keep our<br />

residents and visitors safe, by making<br />

them aware of changingroad<br />

conditions.<br />

It is so frustrating that asignificant<br />

number of signs have been destroyed<br />

by these silly acts.<br />

This not only places aconsiderable<br />

cost on our districtratepayers,who<br />

are required to fund the sign<br />

replacement, but also it is coupled<br />

with the fact there will be less budget<br />

to do other positive works.<br />

What is equally concerning to me is<br />

the fact this vandalism places our road<br />

users in danger.<br />

By not being aware of an upcoming<br />

RAILWAY CROSSING, STOP or GIVE<br />

WAY sign, there is potential for<br />

accidents to happen causing serious<br />

injury or death.<br />

This must stop.<br />

Iask community members to keep an<br />

eye on this type of behaviour, and<br />

report it to the Police, anddoyour part<br />

to keep our community as safe as<br />

possible.<br />

Cell ban reception<br />

As Italk to students and teachers across<br />

the electorate, it’s been interesting to hear<br />

the feedback on the ban on cell phones in<br />

schools which will come into full force<br />

from the start of term 2.<br />

Ianticipated there would be some<br />

resistance from teenagerswho are growing<br />

up dependent on access to their handheld<br />

device around the clock, so Ihave actually<br />

been pleasantly surprised to hear many<br />

students are already on board, and even<br />

positive about the policy.<br />

Ihave heard anecdotally from several<br />

different students that the playground is<br />

livelier, with more young people engaging<br />

in conversations and debates during break<br />

times, going for walks or playing games<br />

together,rather than being glued to an<br />

individual screen.<br />

While Irealise some teachers do rely on<br />

student access to phones for exercises<br />

such as online quizzes, and Irecognise<br />

there are other benefits depending on the<br />

subject being learned, Ihave been<br />

encouraged that the majority of feedback<br />

on this policy has been extremely positive.<br />

Iwould like to take this opportunity to<br />

congratulate those teachersand students<br />

who have already embraced the change,<br />

and Ihope the increased time spent in one<br />

anotherspresence will continue to<br />

improve collegiality and face­to­face<br />

interactions in the school grounds. Anyone<br />

who has spent time in Kaiapoi recently<br />

will know how amazing the sense of<br />

community is, and Iwould like to<br />

acknowledge the incredible work of All<br />

Together Kaiapoi, who have decided to<br />

call it aday.<br />

The group was established after the<br />

earthquakes specifically to bring people<br />

together and to create apositive future for<br />

the many residents who were displaced<br />

and lost homes and property.<br />

Ithink we can all agree that the Kaiapoi<br />

of today is afar cry from the town damaged<br />

so extensively by the quakes, with plenty<br />

on offer in terms of community events, and<br />

areal feeling of pride in the shops, cafes<br />

and other businesses all around town.<br />

The river is also looking stunning, and its<br />

been wonderful to see so many people<br />

making the most of this amazing asset over<br />

the summer months.<br />

So abig thank you to the late Chis<br />

Greengrass, outgoing chair Jackie Watson<br />

and the rest of the team: Kath Adams,<br />

Brent and Shirley Cairns, and Sara Green.<br />

Well done for all you have achieved<br />

bringing back that sense of community<br />

spirit after what was avery bleak time for<br />

many.<br />

Lastly wishing all the rubber ducks,<br />

walkers and runners the very best of luck<br />

for the weekend. The annual Silverstream<br />

duck race, which is raising funds for<br />

Satisfy Food Rescue, kicks off at 11am on<br />

Saturday at Tirikatene Reserve.<br />

Meanwhile Sunday will see the humans in<br />

action for the Kaiapoi Fun Run which<br />

starts at 8.30 at Murphy Park. Good luck to<br />

all those competing in either event!<br />

ECan ratepayers face ahefty 24.2percentrate increase<br />

<strong>Canterbury</strong>’s rivers and public transport<br />

are in the spotlight as the region’s<br />

ratepayers face ahefty 24.2 percent<br />

average rates rise.<br />

Environment <strong>Canterbury</strong> adopted its<br />

draft <strong>2024</strong>/34 Long Term Plan on<br />

Wednesday,predicting an average rate<br />

rises of 24.2% and 13.6% over the next two<br />

years.<br />

Ensuring the region’s rivers are resilient<br />

to flooding in the face of climate change<br />

and developing a‘‘world class’’ public<br />

transport system are priorities over the<br />

next 10 years, chairperson Peter Scott said.<br />

‘‘I think it is big enough,’’ he said, when<br />

commentingonthe 24.2% rates rise.<br />

‘‘We are being honest with ratepayers<br />

with what our business as usual costs are.’’<br />

Given the increased number of major<br />

flood events in recent years,hesaid the<br />

council needed to put measures in place to<br />

ensure rivers can cope with increased<br />

volumes of water.<br />

Cr Scott said the council had already<br />

begun implementing measures to improve<br />

public transport in Christchurch and to<br />

improve the links with the Waimakariri<br />

and Selwyn districts, by buying more<br />

electric buses and increasingthe<br />

frequency of services.<br />

But several of the promises in the Long<br />

Term Plan were subject to Government<br />

commitments, Cr Scott said.<br />

‘‘We havegot all this public transport<br />

uplift in our planning and Waka Kotahi (NZ<br />

Transport Agency) has encouraged us to do<br />

this work.<br />

‘‘If the Government Policy Statement(on<br />

land transport)comes out and says we are<br />

going to concentrateonother things, then<br />

we will need to re­look at it.’’<br />

Councillor Grant Edge, who chairs the<br />

audit, finance and risk committee,said the<br />

Long Term Plan addressed climate change.<br />

‘‘It will enable the delivery of issues<br />

related to intergenerational planning and<br />

it is acontinuation of the council’s<br />

declaration of aclimate emergency in<br />

2019.’’<br />

Councillors Tutehounuku Korako and<br />

Iaean Cranwell noted this could be the only<br />

Long Term Plan with input from elected<br />

NgāiTahu councillors,given the<br />

Government’s stated intention to repeal the<br />

NgāiTahu representation legislation.<br />

Engagement with then region’s 10<br />

Papatipu Rūnanga was no longer just an<br />

‘‘aspiration’’, but was now arequirement,<br />

Cr Korako said.<br />

‘‘It is aheftyrates rise, but we need to<br />

ensure we can protect and take care of the<br />

environment.’’<br />

Councillors Claire McKay and Deon<br />

Swiggs voted against adopting the draft<br />

Long Term Plan, expressing their<br />

opposition to the 24.2% rates rise in the<br />

middle of acost of living crisis.<br />

‘‘It feels to me like this table is tone deaf<br />

to what our ratepayers are facing,’’ Cr<br />

McKay said.<br />

They were not alone in their concerns,<br />

with Cr David East describing the rates<br />

hike as ‘‘unpalatable’’ and Cr Ian<br />

Mackenzie describing aculture ‘‘of curing<br />

the world’s problems by throwing money at<br />

it’’. The draft Long Term Plan will be out<br />

for consultation from <strong>March</strong> 13 to April 14,<br />

with hearings scheduledtobegin at the end<br />

of April.<br />

Rangiora library growing<br />

While libraries around the<br />

country are facing cuts, the<br />

Waimakariri District Council is<br />

considering expanding the<br />

Trevor Inch Memorial library in<br />

Rangiora and extending opening<br />

hours.<br />

Staff are reviewing opening<br />

hours, including increasing<br />

Sunday hours, while the Kaiapoi,<br />

Rangiora and Oxford libraries<br />

are investing in new<br />

technologies.<br />

Expansion plans are in the<br />

pipeline in Waimakariri District<br />

Council's<strong>2024</strong>/34 Long Term Plan<br />

to support agrowing population.<br />

The council will be consulting<br />

on whether to build asecond<br />

building alongside the existing<br />

Rangiora Library, earmarked for<br />

the 2027/28 financial year.<br />

Community and recreation<br />

manager Chris Brown said anew<br />

single­storey, 1345sqm library<br />

building would cost $16.8 million.<br />

Asecond option was<br />

constructing atwo­storey<br />

building, with the library on the<br />

ground floor and office space for<br />

council staff upstairs, which<br />

would cost around $30m<br />

‘‘We have council staff working<br />

in leased office spaces in the<br />

town, so we need to ask the<br />

community whether they prefer<br />

us to be supporting local<br />

businesses, or bringing our staff<br />

back into acouncil­owned<br />

building,’’ Mr Brown said.<br />

Waimakariri District Libraries<br />

manager Paula Eskett said<br />

extending Sunday opening hours<br />

were first looked at pre­Covid.<br />

At present the Rangiora and<br />

Kaiapoi libraries are open from<br />

1pm to 4pm on Sundays.<br />

‘‘Traditionally Sunday hours<br />

were set around church time, but<br />

community members are saying<br />

they want to be in there on<br />

Sunday mornings.’’<br />

Staff were considering<br />

extending the weekday closing<br />

time from 5pm to 6pm, and<br />

dropping the weekly late night at<br />

7pm.<br />

The libraries have upgraded<br />

their self­issue kiosks to make<br />

issuing books simpler, with the<br />

new kiosks just like<br />

‘‘supermarket self­checkouts’’.<br />

The Rangiora Library is also<br />

trialling anew digital smart<br />

shelf, which instantly scans the<br />

books when they are returned.<br />

New technologies are being<br />

explored to offer learning<br />

experiences.<br />

The three libraries hosted the<br />

Antarctic Heritage Trust’s<br />

virtual reality experience,<br />

featuring Sir Edmund Hillary’s<br />

Antarctic hut, over the summer,<br />

with nearly 300 people visiting<br />

over six days.<br />

‘‘With the virtual reality<br />

experience, we had people who<br />

were in their 70s and 90s, so we<br />

had grandparents and kids using<br />

it at the same time,’’ discovery<br />

and digital co­ordinator Ciaran<br />

Findlay said.<br />

The library was increasing<br />

gaming and craft technologies<br />

(‘‘Makerspace’’) initiatives to<br />

provide social and learning<br />

opportunities, he said.<br />

Mayor Dan Gordon said<br />

libraries are bustling with<br />

events, technology to explore,<br />

and spaces to work or relax, and<br />

connect with friends.<br />

‘‘The best thing about the<br />

libraries is how well they cater<br />

for residents regardless of age or<br />

background.<br />

‘‘Staff often see grandparents<br />

with their grandchildren,<br />

particularly in the school<br />

holidays and there is something<br />

to keep everyone amused and<br />

entertained.<br />

‘‘This is something truly<br />

special and it’s worth the<br />

investment to ensure these<br />

connections continue to<br />

flourish.’’<br />

Tasty new product<br />

Rangiora's Menz Shed have<br />

anew product they hope will<br />

become popular with pizza<br />

lovers and help avoid<br />

cardboard waste.<br />

The new product is handmade<br />

wooden pizza boxes<br />

crafted out of untreated pine<br />

to hold one takeaway pizza.<br />

It prevents the need to use<br />

asupplied cardboard box<br />

which often has to go into<br />

the waste bin because of<br />

grease on the box interior.<br />

The idea is to buy one of<br />

the reusable boxes, which<br />

can be lined with clean,<br />

reusable cloth, and then<br />

Official launch for the<br />

Springston Trophy event<br />

The <strong>North</strong> <strong>Canterbury</strong> Pony<br />

Club has officially announced<br />

plans to host the prestigious<br />

Springston Trophy at the<br />

Rangiora Showgrounds in<br />

October.<br />

The announcement was made<br />

by the club’s chairman, Geoff<br />

Spark, at afunction held at<br />

Rossburn Receptions in<br />

Rangiora late last month.<br />

‘‘We are building many new<br />

quality cross­country jumps<br />

which will be used first at the<br />

Springston Trophy, and will<br />

also encourage riders from all<br />

corners of the South Island to<br />

come and compete at future<br />

competitions, as well as train<br />

duringthe season.’’<br />

Aspectacular new water<br />

jump is being built for the<br />

cross­country course and Geoff<br />

said he would like to make ‘‘a<br />

special shout out to Protranz<br />

Earthmoving, which has been<br />

incredibly generous donating<br />

skilled operators and diggers<br />

and trucks as well as the<br />

materials to build the jump,’’ in<br />

abig show of support for the<br />

community.<br />

‘‘The excitement is building<br />

within the organising<br />

committee and we are looking<br />

forwardtodelivering a<br />

competition that will be<br />

remembered for many years to<br />

come,’’ he said.<br />

facilities’’ at the Rangiora<br />

Showgrounds.<br />

800 people including riders,<br />

supporters and officials to<br />

attend with extra public<br />

spectators especially on crosscountry<br />

day.<br />

Theevent will be known as<br />

the Hinterland Springston<br />

Trophy after Fernside’s Amy<br />

company, Hinterland, stepped<br />

up to become the event’s<br />

naming rights sponsor.<br />

However, the <strong>North</strong><br />

<strong>Canterbury</strong> Pony Club, which<br />

includes the Amberley, Belfast,<br />

Eyreton, Kaiapoi, Okuku,<br />

Oxford, Rangiora and View Hill<br />

pony clubs, is still looking for<br />

jump sponsors forthe event.<br />

to as young as six, to compete in<br />

dressage, cross­country and<br />

The historic event began in<br />

1972 when it was hosted by the<br />

Springston Pony Club.<br />

Sincethen it has been hosted<br />

by many pony clubs across the<br />

South Island, with 30 to 40<br />

teams entering eachyear.<br />

has created acaptivating new<br />

exhibition for Kaiapoi’s Art<br />

on the Quay Gallery.<br />

Her Fruits of My Labours<br />

exhibition features 27<br />

exhibits in oil or coloured<br />

pencil, depicting blue and<br />

white china, fruit and<br />

flowers.<br />

The fine detail of each<br />

exhibit, combined with<br />

delicate use of colour and<br />

shading, gives Viv's work an<br />

instant, lingering appeal.<br />

The exhibition represents<br />

ayear’s work for her.<br />

‘‘Eachpiececan take many<br />

hoursofwork, up to three<br />

weeks, and more for<br />

complicated works,’’ she<br />

says.<br />

‘‘I always said Iwould<br />

never draw/paint flowers,<br />

and now Ifind such<br />

enjoyment from the whole<br />

process.<br />

‘‘I can immerse myself in it<br />

from simple lines to the<br />

depth of layering and<br />

refining colour to the way I<br />

want it.’’<br />

Viv, who is amember of the<br />

Rangiora Art Society (RAS),<br />

studied art at school in her<br />

fifth and sixth form years but<br />

didn’t pursue art as acareer.<br />

However, after ‘‘decades of<br />

caring for children and a<br />

busy counselling practice’’<br />

Viv decided she needed to<br />

paint.<br />

‘‘My father and brother<br />

were artists and Iwas able to<br />

gain knowledge from my<br />

brother John, before he died,<br />

regarding how to start, from<br />

canvas, paints, brushes, and<br />

colours,’’ she says.<br />

‘‘He always used avery<br />

limited palette, whichiswhat<br />

Idowhen Iuse oils still.<br />

‘‘I tried emulating his work,<br />

but havegradually over the<br />

years found my own way.''<br />

Apart from her brother’s<br />

instruction Viv is aselftaught<br />

artist, but joined the<br />

RAS about 2008 and loves<br />

being in agroup of artists.<br />

‘‘It is awonderfully<br />

supportive group where<br />

there are workshops from<br />

gifted people both locally<br />

and further afield, and the<br />

facility to talk and ask advice<br />

of some brilliant artists on<br />

how to do it.’’<br />

Viv became interested in<br />

using coloured pencils after<br />

attending aworkshop in New<br />

Plymouth with her sister­in<br />

law.<br />

‘‘She thought Iwould love<br />

the medium and Idid fall in<br />

love with it at the first<br />

stroke,’’ Viv says.<br />

However, she still enjoys<br />

working with oils, and the<br />

coloured pencil work can<br />

extend into all sorts of things<br />

from objects to buildings,<br />

portraits, flowers, animals<br />

and birds<br />

NC Sports helps improve health, wellbeing<br />

Regardless of your age or level of fitness,<br />

the <strong>North</strong> <strong>Canterbury</strong> Sport and<br />

Recreation Trust (NC Sports), is now doing<br />

more to help everyone in the community to<br />

improve their health and wellbeing<br />

through physical and social exercise.<br />

While NC Sports operates five Fitness<br />

Centres across the district, as well as<br />

managing MainPower Stadium in<br />

Rangiora, it offers arange of fitness<br />

programmes and activities that are linked<br />

to these gyms but are also available to the<br />

wider community.<br />

The benefits of regular physical activity,<br />

particularly strength training, as we get<br />

older are well known, and include both<br />

physical and mental advantages.<br />

Exercise may prevent or delay many of<br />

the health problems that come with old<br />

age by boosting your immune system,<br />

improving your mental health and social<br />

engagements, improving balance and<br />

strength to reduce risk of falls, and helping<br />

to maintain cognitive function.<br />

Older adults should aim for at least 150<br />

minutes (2.5 hours) of moderate and<br />

varied physical activity per week.<br />

As well as gym memberships, NC Sports<br />

provides anumber of different options to<br />

help people reach their exercise goals.<br />

Silver Fitness<br />

Following an influx of new Silver Fitness<br />

members late last year, NC Sports has now<br />

added extra classes to ensure there is<br />

space for everyone who wants to take part.<br />

Fletcher says its Monday and Wednesday<br />

classes were regularly reaching capacity,<br />

so classes were added at Stadium Fitness<br />

Centre (at MainPower Stadium) on those<br />

days to accommodate the extra numbers.<br />

‘‘It’s fantastic to see more and more of<br />

our seniors understanding the benefits of<br />

building and maintaining strength as they<br />

get older, so it is great we now have<br />

options for them every day of the week in<br />

our Kaiapoi and Rangiora gyms.’’<br />

Silver Fitness classes are based around<br />

alow impact, low weights workout<br />

focusing on functional exercises and<br />

movements to help participants keep<br />

mobile and strong enough for their<br />

everyday lives.<br />

Many of the exercises are done seated or<br />

standing (using aseat for balance if<br />

required) and participants can increase or<br />

decrease the weights used or reps<br />

completed to suit their own level of fitness.<br />

These classes aren’t just for the elderly<br />

either. Many of the participants are<br />

younger, but recovering from illness or<br />

injury, or simply getting back into physical<br />

activity after along break and wanting to<br />

start in arelaxed and low impact<br />

environment.<br />

NC Sports inherited the Silver Fitness<br />

programme when it took over the Kaiapoi<br />

Club’s gym in 2012, and instructor Holly<br />

Rae has continued to build the classes<br />

held there three times aweek.<br />

WhenRangiora Fitness Centre opened<br />

in 2020 Silver Fitness was quickly added to<br />

the class timetable, and Stadium Fitness<br />

Centre added them on alternate days<br />

when it opened in 2021.<br />

Now with Stadium Fitness Centres new<br />

classes NC Sports offers atotal of 10 Silver<br />

Fitness classes each week, with capacity<br />

for over 300 participants.<br />

Other versions of Silver Fitness are also<br />

available at NCSports Fitness Centres in<br />

Amberley and Oxford, and are sometimes<br />

run in conjunction with local physios and<br />

other health and wellbeing providers.<br />

PRAMA Active<br />

This is an exclusive exercise class only<br />

available at Stadium Fitness Centre — it is<br />

not offered anywhere else in the country.<br />

PRAMA Active is designed for over 60’s,<br />

featuring over 150 exercise options that<br />

adapt to the physical condition of each<br />

participant.<br />

The PRAMA experience includes<br />

interactive wall and floor tiles which can<br />

be used in avariety of ways to improve coordination,<br />

hand and foot speed, balance<br />

and fitness.<br />

PRAMA instructor and MainPower<br />

Stadium Facility Manager Paul Dunn says<br />

his PRAMA Active participants have<br />

become very passionate about the class<br />

since it started in 2021 and are willing to<br />

give every exercise option ago.<br />

‘‘I think one of the features that makes<br />

PRAMA Active so popular is that many of<br />

the classes end with aBattle between two<br />

teams using the interactive panels. These<br />

fun battles bring out their competitive side<br />

and they all love to get one­up on each<br />

other.’’<br />

Walking Netball and Pickleball<br />

On the Stadium floor NC Sports offers<br />

Walking Netball and Pickleball during the<br />

day which is ideal for the local retired<br />

community.<br />

Walking Netball is alow impact<br />

variation of standard netball, with rules to<br />

prevent running and jumping. This<br />

reduces the risk of injury while creating a<br />

more level competition for players of all<br />

ages and abilities.<br />

Pickleball is afast growing racket sport<br />

out of the US, which is proving most<br />

popular with older players, and<br />

particularly those with atennis<br />

background.<br />

The sport is ideally suited for doubles<br />

and is played on abadmintonsized court<br />

with aslow­moving wiffle ball.<br />

This format suits older players who<br />

might not have the mobility to play on a<br />

full sized tennis court but can bring many<br />

of their tennis skills to Pickleball.<br />

The game is alot of fun and surprisingly<br />

energetic, but best of all it is very social<br />

with players mixing up their playing<br />

combinations many times during a<br />

session.<br />

MainPower Stadium is also home to<br />

several other exercise and wellbeing<br />

programmes aimed towards older age<br />

exercise. <strong>Canterbury</strong> Better Breathing<br />

runs its eight­week rehab programme out<br />

of MainPower Stadiums conference room.<br />

SilverFitness ... Extra classes have been added by NC Sports to cater for the growing<br />

demand for Silver Fitness which is based around alow impact, low weights workout<br />

focusing on functional exercises and movements to help participants keep mobile and<br />

strong.<br />

NC Sports last year, aimed at helping<br />

people of all ages and walks of life to<br />

improve their health and wellbeing<br />

through physical activity, nutrition, social<br />

interactions and other small lifestyle<br />

changes.<br />

The six­week programme includes<br />

workshops, exercise sessions and one­onone<br />

consultations with awellness<br />

consultant, and can be accessed through<br />

local doctors and health providers.<br />

Blue Brothers is apopular exercise and<br />

social programme for men living with<br />

cancer. This group meets twice aweek at<br />

MainPower Stadium for a45minute<br />

exercise class of light cardio and weights,<br />

followed by acoffee in the onsite<br />

Bellgrove Cafe.<br />

Lydia is aDungeon Master and it’s not<br />

as scary ajob as you would think it<br />

might be.<br />

The 24­year­oldserves as referee<br />

and storyteller for her part in the<br />

globally popular fantasy tabletop roleplaying<br />

game Dungeons &Dragons<br />

(DnD).<br />

Her role in the game is maintaining<br />

the setting in which the adventures<br />

occur plus controlling the game play.<br />

Ms Cameron, aformer Rangiora<br />

High School student, was bitten by the<br />

DnD bug about six yearsago when<br />

friends started inviting her to play.<br />

‘‘I love playing it and now Iset up<br />

games for others to enjoy.’’<br />

Dungeons &Dragons was first<br />

published in 1974 and is now one of the<br />

most well­known and played roleplaying<br />

games in the world, played by<br />

millions in both real and online<br />

environments.<br />

Each player creates their own<br />

character to play as they embark upon<br />

adventures within afantasy setting.<br />

Together the players solve<br />

problems, engage in battles, explore,<br />

and gather treasure and knowledge,<br />

and that’s where Lydia says the game<br />

has so much to offer to young people<br />

trying to find focus in their lives.<br />

She says it gives players somewhere<br />

Following on from one of life’s<br />

bumps in the road when Ms Cameron<br />

recently lost her job when the afterschool<br />

care facility she was working at,<br />

closed their doors in January in<br />

Rangiora.<br />

“It gave me the push to set out on my<br />

own and with the help of her mother<br />

Debbie Cameron, she has leased a<br />

classroom after hours at Ashgrove<br />

School on Seddon Street, to run afterschool<br />

DnD games for children she<br />

cared for previously.<br />

‘‘When they closed all the kids said<br />

they wanted to keep playing DnD and<br />

so Iset up DnD Rangiora.’’<br />

She says eight to ten children come<br />

once aweek to play and she keeps the<br />

story going and writes the character<br />

roles and gameplay. ‘‘I find it very<br />

rewarding seeing the kid playing and<br />

learning,it’s super awesome watching<br />

them problem solve and grow.’’<br />

Bridge repair work disappoints community<br />

The repair work done on aFernside<br />

pedestrian bridge has disappointed<br />

people in the community. Fernside<br />

resident Darryl Cotton says the repairs<br />

are ‘‘substandard in my opinion’’, with<br />

only the missing bridge railings being<br />

replaced, and nothing done to address<br />

the old failing parts of the handrails.<br />

work and are in discussion with the<br />

Bridge Road bridge was to repair the<br />

handrail which was damaged by afallen<br />

tree, and to paint the new section of rail,’’<br />

their comments around the quality of<br />

repairs undertaken to date.<br />

She says the council has 289 bridges on<br />

the roading network and has to balance<br />

the need for maintenance and repairs<br />

across all structures.<br />

‘‘Budgets do not allow for afull repaint<br />

of this bridge in the current financial<br />

year. Additional budget has been sought<br />

as part of the Long Term Plan process for<br />

bridge maintenance and further work<br />

will be programmed accordingly,’’ she<br />

says.<br />

Mr Cotton says it seemed ludicrous to<br />

him to just patch up the failed sections.<br />

‘‘It is only amatter of time that other<br />

sections of the handrails will fail.<br />

‘‘The timber used is of aterrible<br />

quality, with numerous knots and holes<br />

and Isuspect that it will decay faster<br />

than the remaining old railings.<br />

‘‘On top of all this, the contractors have<br />

very poorly painted only the replaced<br />

sections of railing, not touching the<br />

existing, and making it look very patchy,’’<br />

he says.<br />

The bridge which crosses the Cust<br />

River from Bridge Road to O’Roarkes<br />

Road, had fallen into disrepair after the<br />

railing began to rot and fall away and it<br />

was feared that it would be dismantled or<br />

closed.<br />

The community made the Waimakariri<br />

District Council aware of how important<br />

the bridge was to the community, and the<br />

council agreed to repair it and keep it<br />

usable as afootbridge.<br />

‘‘This was great news to all the people<br />

who use it on their walks and bikes, to<br />

access both sides of the Cust River. It<br />

certainly made sense to maintain this<br />

link to both sides of the river banks,’’ says<br />

Darryl.<br />

Spatial plan adopted<br />

The Greater Christchurch Spatial Plan<br />

provides ablueprint for the region’s future,<br />

says Waimakariri Mayor Dan Gordon.<br />

He described the plan as ‘‘a guidance<br />

document for our future’’.<br />

The Waimakariri District Council<br />

adopted the spatial plan on Tuesday<br />

(<strong>March</strong> 5).<br />

‘‘It has got some challenging things for<br />

everyone in terms of how we manage things<br />

and Ilike the collaborative of approach.’’<br />

Mr Gordon said the plancalled for more<br />

public transport investment, including<br />

mass rapid transport to provide<br />

connections in Christchurch and ‘‘helps<br />

build acase to Government for partnership<br />

funding’’.<br />

Housing options and public transport are<br />

key issues in the Greater Christchurch<br />

Spatial Plan, which also seeks to resolve<br />

historical issues around kāinga nohoanga<br />

development and to unlockinvestment<br />

opportunities.<br />

Among the challenges for the Greater<br />

Christchurchpartners is how to<br />

accommodate an extra 170,000 people, with<br />

the population across the Christchurch<br />

city, and Selwyn and Waimakariri districts<br />

predicted to exceed 700,000 by 2051.<br />

It seeks to addressthis by shifting the<br />

focus from greenfield developments to<br />

higher density housing, in line with<br />

Government legislation.<br />

The growing populationwas expected to<br />

become more ethnically diverse, with<br />

people identifying as Māori, Pacifica and<br />

Asian forming agreater share of young<br />

people and the working­age population by<br />

An ageing and more diverse population<br />

says. The population was also expected to<br />

double to pass one million within 60 years.<br />

The plan seeks to unlock investment<br />

opportunities in the Rangioraand<br />

Rolleston town centres, the Christchurch<br />

city centre, Papanui, Riccarton and<br />

Hornby.<br />

The Greater Christchurch Partnership is<br />

acollaboration between the Christchurch,<br />

Selwyn and Waimakariricouncils,<br />

Environment <strong>Canterbury</strong>, Te Rūnanga o<br />

NgāiTahu and government agencies. The<br />

spatial plan provides guidance to District<br />

Plans and to Environment <strong>Canterbury</strong>’s<br />

Regional Policy Statement, which is<br />

expected to be consulted on later this year.<br />

Hanmertobedebt free<br />

HanmerSprings could be debt free<br />

within 10 years.<br />

The HanmerSprings Community<br />

Board has given its backing to aplan to<br />

get the community out of debt ,aspart<br />

the Hurunui District Council’s Long<br />

Term Plan.<br />

Chairperson Mary Holloway said an<br />

upgrade of the town centre was loan<br />

funded 20 years ago and it was<br />

expectedtobeoffset by two new subdivisions,‘‘which<br />

didn’t happen’’.<br />

‘‘It will be quite abig thing for us to<br />

get out of debt. In every other way the<br />

town is doing really well.’’<br />

HanmerSprings based councillor<br />

Tom Davies said the board has made<br />

‘‘a very brave decision’’ to get the<br />

village out of debt without comprising<br />

on development.<br />

‘‘We have hardly curbed our<br />

spending, other than changing afew<br />

prioritiesand we will have it paid off<br />

within 10 years.’’<br />

The board has been planning to<br />

establish acommunity hub in the<br />

village green to provide visitors with<br />

information on walking and cycling<br />

trails in the town, with $60,500 set<br />

aside in the draft Long Term Plan.<br />

Funding is also set to increase from<br />

$40,000 to $60,000 ayear for<br />

maintaining the network of trails.<br />

The council also plans to set aside<br />

$500,000 to upgrade the Hanmer<br />

Springs Sports Pavilion in the 2028/29<br />

financialyear.<br />

Hanmer Springs has apermanent<br />

population of around 700 people, plus<br />

holiday homes, which can swell up to<br />

10,000 people during busy weekends.<br />

Most visitors come from<br />

Christchurch and other cities around<br />

New Zealand, with agrowing number<br />

of international visitors.<br />

‘‘It means people come here with city<br />

expectations of infrastructure and<br />

gardens, so we have to punch above our<br />

weight,’’ Mrs Holloway said.<br />

‘‘It is about balancing levels of<br />

expectation, while keeping our village<br />

character.<br />

‘‘A good 60 to 70 percent of the<br />

housing is holiday homes.’’<br />

It means the community needs to<br />

provide for its own services, such as<br />

the council­owned Hanmer Springs<br />

Medical Centre and doctor’s house.<br />

It was also loan funded, with the loan<br />

expected to be paid off in the 2027/28<br />

financial year.<br />

The village hosts anumber of events<br />

throughout the year including half<br />

marathon and mountain bike races and<br />

the popular Hanmer MotorFest, which<br />

was held from February 23 to 24.<br />

Aweekly Hanmer Park Run has also<br />

been proposed.<br />

Planning for growth<br />

Rangiora has room to grow, but growth in<br />

Waimakariri’s other towns will need to be<br />

monitored, says anew report.<br />

The proposed Waimakariri District Plan,<br />

which is expected to take effect later this<br />

year, will open up more than 330 hectares<br />

of land for housing in Rangiora and<br />

Kaiapoi, allowing for up to 20,000 new<br />

homes.<br />

Areport by consultancy firm Formative<br />

Ltd assessed the capacity for growth in the<br />

Waimakariri towns of Rangiora, Kaiapoi,<br />

Woodend, Ravenswood and Pegasus over<br />

the next 30 years.<br />

The district’s population of 70,000 could<br />

balloon out to 100,000 over the next 30<br />

years, based on Stats NZ’s high growth<br />

scenario.<br />

Based on aformula of 2.6 people per<br />

house, nearly 12,000 new houses will be<br />

needed.<br />

‘‘This means there is sufficient capacity<br />

within the urban environment to meet<br />

expected demand for both the medium and<br />

long term,’’ the report says.<br />

However, the report’s authors warned<br />

the situation in Kaiapoi ‘‘should be<br />

monitored’’. ‘‘If growth continues at or<br />

exceeds the high projection, the council<br />

may need to provide more capacity.’’<br />

Rapid growth in Woodend, Ravenswood<br />

and Pegasus means the area is likely to face<br />

ashortage of housing supply by around<br />

2037, so it will need to be monitored, the<br />

report says.<br />

But the report’s authors suggest the<br />

shortfall could be accommodated in<br />

Rangiora and Kaiapoi.<br />

The council faced criticism last year<br />

following aprivate change request from<br />

Rolleston Industrial Developments Ltd to<br />

rezone 156 hectares at Ohoka, near<br />

Rangiora, to build 850 houses.<br />

request, the independent commissioners<br />

criticised the council for not making<br />

enough provision for housing growth.<br />

The latest report predicted there would<br />

be demand for 4970 new houses in the main<br />

towns over the next decade and 11,700 over<br />

the next 30 years, based on the high growth<br />

scenario.<br />

Kaiapoi’s population of more than 13,000<br />

is expected to grow by 52% over the next 30<br />

years, creating demand for around 2900<br />

new houses.<br />

Around 97 hectares in east and north<br />

Kaiapoi has been earmarked for growth in<br />

the proposed District Plan, including land<br />

which was red zoned after the 2010 and<br />

2011 <strong>Canterbury</strong> earthquakes.<br />

Any development would be subject to<br />

planning rules, taking into consideration<br />

flood risk and other variables, acouncil<br />

spokesperson said.<br />

Rangiora’s population is approaching<br />

20,000 and is expected to grow by 36<br />

percent by 2053, requiring around 2960 new<br />

houses. There is capacity for 2450 new<br />

houses, with 235 hectares set aside in the<br />

proposed District Plan.<br />

Eyreton church celebrates<br />

The 150th anniversary of the Anglican<br />

Parish of Kaiapoi’s St Thomas's Church<br />

at Eyreton was celebrated with afamily<br />

fun day.<br />

Aformal ‘cake cutting' marked 150<br />

years since the establishment of St<br />

Thomas's Church at Eyreton.<br />

The cake cutting was undertaken by<br />

descendants of the people who'd been<br />

originally involved in the building of the<br />

church back in 1874 .<br />

Races for children included asack<br />

race, egg­and­spoon race and threelegged<br />

race along with pony rides, a<br />

sausage sizzle and abouncy castle.<br />

Anglican services were originally held<br />

in the local schoolroom until achurch<br />

was built in Eyreton in 1873­74.<br />

The church was consecrated by Bishop<br />

Harper on Shrove Tuesday (February 17)<br />

1874.<br />

The site had been gifted by Marmaduke<br />

and Eliza Dixon of ‘Eyrewell’, the former<br />

(1828­95) having chaired the church<br />

building committee since November<br />

1872.<br />

The Dixons’ son James was the first<br />

burial (1880) in the churchyard.<br />

The first vicar was the Rev CJ Merton<br />

(1849­1916); with the church became<br />

known as St Thomas’s in 1890.<br />

Diamond jubilee celebrations were<br />

held in 1934 and included aservice<br />

conducted by Bishop West­Watson and<br />

the Rev CL Sparrow before apacked<br />

church.<br />

St Thomas’s Anglican Church has<br />

architectural significance as it was the<br />

work of noted Christchurch architect<br />

William Marley(1816­96) who was a<br />

pioneer <strong>Canterbury</strong> builder and<br />

architect.<br />

Age-friendly survey positive<br />

Last year the Waimakariri Age­friendly<br />

Advisory Group asked those who attended<br />

the Older Persons Expo to complete a<br />

questionnaire designed to assess how agefriendly<br />

the area is.<br />

Local Age­friendly Advisory Group<br />

chairperson Norman West describes the<br />

results of the survey as ‘‘pretty positive’’.<br />

Atotal of 53 people completed the<br />

questionnaire and were very positive about<br />

the accessibility of their homes, their<br />

opportunities for social participation, and<br />

their financial situation.<br />

The results, showed two areas where<br />

older citizens identified concerns ­<br />

transport services and health services.<br />

Mr West says that the role of the Agefriendly<br />

Advisory Group is to identify and<br />

advise on areas where the Waimakariri<br />

could improve its age­friendliness, and<br />

report these to the Waimakariri District<br />

Council and those who provided services<br />

for older people.<br />

The survey largely endorsed the findings<br />

of previous consultation the Age­friendly<br />

Advisory Group had done.<br />

The Advisory Group has now agreed to<br />

use this ‘‘tool’’ more widely over the next<br />

few months to get alarger sample of the<br />

age­friendliness of the Waimakariri<br />

community.<br />

The demography of the Waimakariri<br />

district has ahigh percentage of older<br />

citizens, and within the next decade it is<br />

predicated that there will be more people<br />

aged 65 plus than children aged up to 14.<br />

This demographic data was the rationale<br />

for the council establishing the<br />

Waimakariri Age­friendly Advisory Group<br />

2019.<br />

The results of the survey will them be<br />

analysed, shared and reported to the<br />

council and to the providers of services for<br />

older people.<br />

TreeOwners’ Responsibilities<br />

Underthe Electricity (Hazards fromTrees) Regulations,<br />

tree ownersare responsible fortheir trees; theresults<br />

of tree damage to powerlines can be asignificant<br />

cost to atreeowner. Please check your trees,hedges<br />

orshelterbelts regularly.Ifyou are notsurewhat to<br />

look for, please call us so we canhelp.<br />

Remember, treesneed to be kept asafedistance<br />

away from powerlinesand otherelectricity network<br />

equipment because:<br />

•Children that climb trees close to powerlines are at<br />

riskofserious injuryordeath.<br />

•Insevere weather conditions,vegetation can<br />

become electrically ‘live’ and mayelectrocute<br />

anyone coming into contact with it.<br />

•Tree roots can grow around undergroundelectricity<br />

cables,rupturing theinsulation andcausing power<br />

What do theElectricity(Hazards from Trees)<br />

Regulations mean to you?<br />

These regulations are to provide asafe electricity<br />

supply to you and to protect the security of<br />

electricity supply toeveryone inthe community.<br />

The regulations place responsibilities on tree<br />

owners (you) and the electricity network operator<br />

(MainPower)<br />

Following theregulationswillhelpensure security of<br />

supply to youand thewider community.<br />

Please don’twait to be remindedthat your trees<br />

need to be cut. Be proactive, regularly inspect your<br />

trees andiftheyare in either the Notice Zone or the<br />

Growth Limit Zone they must be trimmed safely.<br />

equipment,and could cause apower outage and /<br />

Offences CommittedbyTreeOwners<br />

Thereare penaltiesfor tree ownerswho do not<br />

comply with awritten request to cut theirtrees,or do<br />

not advise MainPoweron0800 30 90 80 of thetime<br />

andlocationofthe cuttingwork.<br />

On summary conviction, treeowners maybeliable<br />

for afine not exceeding $10,000 andafurther fine of<br />

$500 forevery dayonwhich theoffencecontinues.<br />

If your trees are considered an immediate danger to<br />

our network, MainPower has an obligation to remove<br />

anyhazard.Ifyou have failed to keep your trees<br />

clearofpower lines, or have notresponded to our<br />

requests, then as thetree owneryou are responsible<br />

forall costs incurred by us to removeany hazard.<br />

Cutting Trees Near Live Lines<br />

Trimming trees andvegetationclosetopower lines<br />

can be extremelydangerous andmust be undertaken<br />

by acompetent worker.When selecting acontractor<br />

please ensure they are trainedtocarry out this work.<br />

MainPower has ateam of experienced andqualified<br />

utility arborists (arboriststrained to work near live<br />

lines).Youmay engage MainPowerarborists, or other<br />

arboristsofyour choosing,but it is essentialtoensure<br />

that anyone working near powerlines is suitably<br />

trained andqualified to do so.<br />

Fall HazardZone<br />

Tree owners shouldbeaware that trees present a<br />

hazard if they fall anddamagepowerlines.The closest<br />

atree can be locatediscalculated on thebasisofthe<br />

height of tree plus 4metres. Check that your trees are<br />

outside thefallhazard zone andconsider trimming or<br />

removaltoavoid causing damage andincurring future<br />

Rangiora’s BestStartEarly Childhood<br />

Centre children have won an Eco Educate<br />

award for their ''perfect’’ recycling<br />

programme.<br />

The Golden Wheelie Bin Award was<br />

presented to the children and staff at the<br />

centre by Waimakariri District Mayor, Dan<br />

Gordon, on Monday February26.<br />

Before the presentation Eco Educate’s<br />

founder and director, Lesley Ottey, told the<br />

children their recycling was perfect.<br />

‘‘Your recycling bins all have gold stars<br />

and you are the only preschool that has<br />

done that.’’<br />

Safety first in Kaiapoi<br />

Kaiapoi <strong>North</strong> School is hoping some much<br />

needed road safety improvements will<br />

finally happen.<br />

The Waimakariri District Council has<br />

announced it will upgrade the pedestrian<br />

crossing and add in some safety features on<br />

Williams Street, in front of the school, later<br />

this year.<br />

Safety improvements were also<br />

completed outside Kaiapoi High School<br />

ready for the new school year.<br />

Kaiapoi <strong>North</strong> School principal Jason<br />

Miles said the school had been lobbying the<br />

council ‘‘for along time’’, raising concerns<br />

about speeding motorists.<br />

Student leaders had made presentations<br />

to the council in recent years, before Mr<br />

Miles and board of trustees chairperson<br />

Greg Thomson met with council staff last<br />

year.<br />

‘‘We are really excited to see the council<br />

is putting in place these changes. It really<br />

has been accident waiting to happen.<br />

‘‘The behaviour of some drivers is really<br />

concerning and it is not just at the<br />

beginning and end of the day, because we<br />

have children walking to the Kaiapoi<br />

Aquatic Centre for swimming or to the<br />

domain for sports.<br />

‘‘And it is asafety issue for other<br />

members of the community too.’’<br />

Acouncil spokesperson said the safety<br />

improvements would be made in two<br />

stages, with the first stage due to be<br />

completed mid­year and stage two by the<br />

end of the year.<br />

Work will include installing speed<br />

cushion pads to force cars to slow down as<br />

they approach the crossing, improvements<br />

to the kerb and line marking.<br />

Stage two will involve raising of the<br />

footpath on the eastern side of the crossing<br />

tomake it accessible to wheelchairs and<br />

push chairs.<br />

Kaiapoi High School principal Jason<br />

Reid said staff were pleased to begin the<br />

year with anew pedestrian crossing and<br />

safety improvements at the school’s main<br />

entrance on Ohoka Road.<br />

‘‘It was asignificant concern for the<br />

school and we have really appreciated the<br />

effort of the council and the contractors to<br />

get the work done for the new school year,’’<br />

Mr Reid said.<br />

He said staff were out in force during the<br />

first week of school to ensure students and<br />

the public understood the new<br />

environment.<br />

The council spokesperson said too many<br />

motorists were exceeding the 40kph speed<br />

limit (during school hours).<br />

From student to navy officer<br />

Arecent overseas deployment on board<br />

the HMNZS <strong>Canterbury</strong> brought back<br />

fond memories for Ensign Renee<br />

Woodward, of Rangiora.<br />

Her first introduction to the Royal<br />

New Zealand Navy life four years ago<br />

was aboard the <strong>Canterbury</strong> as ahigh<br />

school student.<br />

Renee had always wanted to join the<br />

Royal New Zealand Navy. Taking part in<br />

the Navy’s School to Seas programme in<br />

2020 sealed the deal.<br />

‘‘Joining the Navy was what Iwanted<br />

to do,’’ she says.<br />

The aim of Schools to Seas is to get<br />

young women interested in anavy or<br />

marine industry career.<br />

Today Ensign Woodward works as a<br />

Warfare Officer aboard the Navy’s fleet<br />

amphibious and military sealift vessel,<br />

after graduating from Junior Officer<br />

Common Training in June 2022.<br />

Her familiarity with HMNZS<br />

<strong>Canterbury</strong>, came about because the<br />

School to Seas students were bunked in<br />

the ship for the week­long school<br />

holiday course.<br />

‘‘That was really fun,’’ she says. ‘‘We<br />

were in four cabins, with 12 bunks to a<br />

cabin.’’<br />

Ahighlight for me were the Squad<br />

Leaders, Lieutenants who were always<br />

around, getting to know us, answered<br />

any questions we had about the Navy<br />

and shared their personal experiences<br />

and adventures.’’<br />

Renee says the most memorable<br />

impression she had was seeing the bond<br />

between Navy personnel<br />

‘‘They got stuck in, they had this<br />

comradeship and were always helping<br />

each other out. They were incredibly<br />

Acommunity collaboration aims to make it<br />

easier for Kaikōura women to keep on top<br />

of their health.<br />

Te Tai oMarokura, ahealth and social<br />

services provider in Kaikōura, was<br />

contacted by Christchurch­based<br />

ScreenSouth Ltd to work together to<br />

encourage more women and whānau to<br />

engage in breast and cervical screening.<br />

The two organisations collaborated<br />

together for the first time on Friday,<br />

February 23, which proved to be asuccess,<br />

said.<br />

She said Te Tai oMarokura has run<br />

cervical screening clinics for anumber of<br />

years.<br />

‘‘In health we know that sometimes<br />

trusted relationships are what is required<br />

to get aperson in the door.’’<br />

‘‘Our kaimahi (staff) build trusting<br />

relationships, and take the time to ensure<br />

we understand what the barriers to access<br />

might be, then work to remove them.’’<br />

parked in the car park at Te Hā oTeOra<br />

Kaikōura Healthcaretooffer<br />

mammograms, and then women were<br />

offered transporttoTeTai oMarokura’s<br />

base on Westend, where food and<br />

conversationwas available before having a<br />

smear taken.<br />

‘‘It allows us to provide maanaki<br />

(support) and connect with those that<br />

attend,’’ Ms Kahu said.<br />

‘‘We always know it is going well and<br />

people are relaxed when they are not<br />

having their screen and rushing away.’’<br />

and national cervical screening<br />

programmes in the <strong>Canterbury</strong>region.<br />

Te Tai oMarokurawas founded in 1981<br />

by Miriama Kahu with avision of<br />

supporting the health needs of all people<br />

living within the Kaikōura takiwā<br />

(territory). The agency offers arange of<br />

health and social services in Kaikōura<br />

through akaupapa Māori lens.<br />

It is aWhānau Ora and aWell Child<br />

Tamariki Ora provider, as well as offering<br />

mental health, and drug and alcohol<br />

services, and support for new mums, their<br />

babies and whānau.<br />

The services have recently been<br />

extended beyond Kaikōura to serve the<br />

wider takiwā,which stretches south to<br />

Cheviot, Waiau, Rotherham, Hanmer<br />

Springs and Culverden and north to Ward.<br />

Kaikōura Mayor Craig Mackle said the<br />

agency played avaluable role in the<br />

community, alongside Te Hā oTeOra.<br />

‘‘The thing Ilike about it is the Rūnanga<br />

consistently makes it clear this service is<br />

for everyone and they are now reaching out<br />

into Hurunui and supporting mums and<br />

bubs.’’<br />

Ms Kahu said while the main office was<br />

marae­based at Takahanga Marae, clinical<br />

and support services were delivered from a<br />

house environment.<br />

‘‘It creates acomfortable atmosphere, it<br />

is arelaxing environment to have<br />

education sessions, clinics and drop ins<br />

from.’’<br />

CAB reaches out to youth<br />

Adulting can be hard when you’re new<br />

to it, but Citizens Advice Bureau can<br />

help, says CAB <strong>North</strong> <strong>Canterbury</strong> coordinator<br />

Theresa Evans.<br />

‘‘We know that becominganadult<br />

means facing lots of new challenges,<br />

and it is good to have somewhere to go<br />

when you have aquestion or need<br />

some advice.’’<br />

<strong>March</strong> 11 to 17 is youth week at CAB<br />

and the local service is sharing with<br />

rangatahi (young people) what it has<br />

to offer.<br />

Theresa says CAB can provide<br />

information, advice and connect<br />

young people with specialist services.<br />

‘‘We help you understand what your<br />

rights are, and we can support you<br />

with your next steps.<br />

‘‘It doesn’t matter what the issue is ­<br />

whether it is about employment,<br />

flatting, buying acar, getting your ID<br />

sorted, or understanding your<br />

insurance­we’re here to help you.’’<br />

She says the CAB service is free,<br />

confidential and non­judgemental.<br />

rangatahi interested in serving their<br />

community.<br />

What's happening Hurunui?<br />

ALL ABOUT AUTUMN<br />

Autumn has technically arrived. Hard to believe when looking atground conditions, but there isnodenying that<br />

the sun is taking longer to rise inthe morning and setting earlier atnight.<br />

Please keep this in mind when driving onHurunui’s roads, your lights may need to be on for longer. Dry<br />

conditions also means that when the rain does arrive again, surface flooding could potentially be an issue as<br />

water will find it hard tosoak into the hard ground.<br />

At home, check your gutters as the leaves begin tofall, so rain water can get to where itneeds to go on your<br />

property and into our stormwater network.<br />

Autumn is abeautiful season in Hurunui, and adjusting our habits means the transition from summer goes that<br />

much smoother.<br />

NEW MAINTENANCE VEHICLES FOR HURUNUI<br />

Council’s roading team has two new purpose-built maintenance vehicles for road inspections. They are fully<br />

equipped with compactors, hydraulic brooms, sweepers, hand tools, and all the essential equipment for looking<br />

after the district’s roads. This can mean fixing potholes, replacing edge markers and road signs, attending<br />

incidence response jobs like clearing fallen trees or snow, and sweeping the roads. These vehicles are<br />

permanently on the network finding, fixing and responding to customer service requests. Multi-purpose vehicles<br />

means job efficiency, and less cost to the rate payer.<br />

Later this month Hurunui District Council will be engaging with Hurunui District residents and ratepayers onfive<br />

topics. These are the draft Long Term Plan <strong>2024</strong>-34, the Reserves Management Plan, the draft South Ward<br />

part-used cans no longer needed.<br />

Understanding water-use allocations<br />

Not everyone uses water from Hurunui District Council’s<br />

water schemes, therefore not everyone will fall under the<br />

‘water restrictions’ being imposed at the moment.<br />

Some businesses, families and individuals have aprivate<br />

water source, usually from abore orwell ontheir property,<br />

or acollective community scheme. Consents for these sit<br />

with Environment <strong>Canterbury</strong> (Ecan) and any restrictions<br />

imposed will come from Ecan.<br />

RURAL WATER, CHEVIOT -drinking water<br />

An upgrade to arural drinking water supply ishappening in the Cheviot area. Between Downs Road and Munro<br />

Road 3.5km ofnew pipe is being installed, connecting to anew pump shed at the Downs Road boundary. The<br />

upgrade includes larger pipe with welded joins which means greater capacity asadrinking water network in terms<br />

of longevity and carrying ability.<br />

LOBURN WATERMAIN -drinking water<br />

Welding ofthe pipe and trenching has begun, to install more than 3.5km ofnew watermain pipe.<br />

This work will improve the capacity for water carrying and delivering, and help plan for future growth in the area.<br />

Works are expected tocontinue over the next three months.<br />

TOWNSHIP WATER, CHEVIOT -drinking water<br />

There isanew tank on Leamington Road for the new Cheviot water intake, and anew treatment shed is being<br />

built at the moment.<br />

HURUNUI NO.1 -drinking water<br />

The perimeter security fence isbeing installed and the internal treatment fit out has commenced with the<br />

deliveries ofthe treatment equipment.<br />

KOWAI WATER TREATMENT PLANT -drinking water<br />

Two reservoirs are nearing completion, and the two new bore wells have been tested. Upgrading our water<br />

treatment plants means future-proofing the district and adding resilience toour water networks.<br />

This time of the year marks harvest for <strong>North</strong> <strong>Canterbury</strong>’s wine industry. The grapes are coming off the vines,<br />

juice isbeing tucked away intanks and barrels for fermentation. Please bepatent on our roads as harvesters<br />

and tractors make their way around the vineyards and wineries, they can’t govery fast.<br />

The <strong>North</strong> <strong>Canterbury</strong> <strong>News</strong> joined the crowd on<br />

Saturday at the Rotherham Showgrounds to<br />

celebrate the 108th Amuri A&P Show.<br />

On show were all things agricultural, industrial,<br />

entrepreneurial and cultural.The day started with<br />

stock horse and pony classes, dog trials, wood<br />

chopping, amid alarge number of food and trade<br />

stalls.There was also agreat line-up of entertainment<br />

for the children and families.<br />

The Mt Beautiful Cheviot A&PShow<br />

this Saturday, <strong>March</strong> 9, is offering afunfilled<br />

country fair for everyone of all<br />

ages to enjoy.<br />

The organising committee is keen to<br />

make it aday to remember as it holds its<br />

first show in three years.<br />

Cheviot A&PAssociation secretary<br />

Lorraine Gardner says the theme for<br />

this years show is ‘Grow Cheviot’.<br />

‘‘We wanted to showcase the talents of<br />

Cheviot, and we have got some pretty<br />

cool businesses on board and great<br />

entertainment by locals.’’<br />

One of the big events on the day will be<br />

the Cheviot A&P Show shearing<br />

competition, with big prize money up for<br />

grabs.<br />

The shearing competition starts at<br />

9am at the Cheviot A&P Showgrounds,<br />

Seddon Street, Cheviot, and contestants<br />

can enter on the day at the secretary's<br />

office.<br />

Ms Gardner said there are good cash<br />

prizes up for offer, along with plenty of<br />

good sheep to shear.<br />

For the young members of families,<br />

one of the attractions will be the<br />

MainPower Children’sPassport<br />

competition.<br />

Entrants are asked to visit selected<br />

sites at the show to complete aset task or<br />

answer questions posed by the site<br />

vendor.<br />

Once their passport is full of stamps<br />

they can hand it in and be in the draw to<br />

win prizes sponsored by MainPower and<br />

Cheviot Tea Rooms.<br />

Another highlight for the youngsters<br />

will be the Cheviot A&P Association’s<br />

Country Kid and Country Teen<br />

competitions sponsored by Rabobank.<br />

It is open for children aged 8to12, and<br />

teenagers aged 13 to 18 years of age.<br />

To enter, team up with afriend or<br />

sibling and your skills in arange of fun<br />

novelty and farming activities while<br />

competing for $500 in Hunting and<br />

Fishing vouchers.<br />

Theme reflects change<br />

The theme of this years 110th<br />

annual Cheviot A&P Show, ‘‘Grow<br />

Cheviot’’ was chosen to reflect how<br />

Cheviot’s agricultural and<br />

horticultural landscape has<br />

changed, and will continue to<br />

change over time.<br />

Co­presidents Chris and Emma<br />

Mulcock say that while Cheviot still<br />

has atraditional sheep and beef<br />

farming base, it also has agrowing<br />

range of horticulture, viticulture<br />

and livestock land uses in the area.<br />

Chris says the theme will also<br />

encompass the younger<br />

generations who are required to<br />

help communities such as Cheviot<br />

continue to grow in the future.<br />

‘‘This is reflected with the<br />

Country Kid and Country Teen<br />

competitions we are hosting as<br />

these will keep the younger ones<br />

entertained on the day.’’<br />

Staying with the theme, adisplay<br />

on how Cheviot has developed<br />

through the years will also be<br />

presented by the Cheviot<br />

Historical Records Society.<br />

Emma says the Cheviot A&P<br />

Association has had great support<br />

from members of the community<br />

with each able to contribute within<br />

their area of knowledge and<br />

expertise.<br />

‘‘The volunteers, sponsors and<br />

exhibitors are abig part of putting<br />

ashow together, and we also<br />

appreciate the time that the<br />

judges, stewards and marshalsgive<br />

to making the show asuccess.’’<br />

She says outside of the annual<br />

show day, the association also<br />

holds heifer, flock sheep and<br />

winter feed competitions.<br />

generation of his family to farm in<br />

the Cheviot area.<br />

‘‘We farm acoastal sheep and<br />

beef breeding and finishing<br />

property and are following in<br />

Chris’sparentstime of being<br />

presidents of the Cheviot 75th A&P<br />

Show,’’says Emma.<br />

The Mulcock family will be<br />

entering in the wool, cooking,<br />

home industries, flower and<br />

vegetable sections. Chris says the<br />

association is looking forward to<br />

welcoming the event back this year<br />

after two years of disruptions —<br />

the first due to Covid restrictions<br />

in 2022 and later inclement<br />

weather in 2023. Despite the<br />

challenges, acondensed show was<br />

held at the school and rugbyclub<br />

last year.<br />

‘‘The Cheviot A&P has astrong<br />

administration team, backed up<br />

with many people volunteering in<br />

the convening roles, but we are still<br />

seeking presidents and vice<br />

presidents for future shows,’’ Chris<br />

says.<br />

Many competitions<br />

on offer at the show<br />

Creative arts and community<br />

spirit awards are on offer at<br />

this weekend’s Cheviot show.<br />

This year, the Cheviot A&P<br />

Show is offering awide<br />

range of creative<br />

competitions including<br />

Wool, Imaginative Creations,<br />

Home Industries, Cookery,<br />

Handcraft, Photography and<br />

Art.<br />

In the Imaginative<br />

Creations, where last year's<br />

most popular item was the<br />

Tie Dyed T­Shirt, is once<br />

again proving to be popular.<br />

Organiserssay: ‘‘show us<br />

your most crazy, colourful,<br />

tie­dyed creations,’’ with<br />

three classes for children<br />

and one for adults.<br />

Another new section is<br />

fairy doors and again<br />

participants are invited to be<br />

as creative as possible.<br />

Leading up to the show,<br />

organisers are also looking<br />

for nominations for the<br />

Cheviot Good Sort, someone<br />

who has contributed much to<br />

the Cheviot community, and<br />

the Young Achiever<br />

recipient, someone who is<br />

under 30 years of age, lives<br />

and works in the Cheviot<br />

district and has contributed<br />

significantly to the<br />

community.<br />

The special competition<br />

for this year is Woolly<br />

Wearable Art, run as part of<br />

the Fashion in the Field<br />

programme.<br />

Keeping in line with the<br />

show's ‘‘Grow’’ theme, the<br />

Fashion in the Field section<br />

hosts three categories,<br />

including Flowers and Fur,<br />

Farming through the Ages<br />

and Woolly Wearable Art.<br />

Association secretary<br />

Lorraine Gardner says<br />

entrants of the wearable art<br />

competition have searched<br />

for ideas, inspiration and<br />

materials in the region's<br />

local op shops, have used<br />

recyclable materials or<br />

incorporated the by­products<br />

of the outdoors such as<br />

leaves, ferns or bark, into<br />

their designs.<br />

Each category is open to<br />

men, women and children of<br />

all ages and will be judged<br />

accordingly on the day.<br />

Another popular contest is<br />

the Baby and Me<br />

competition. It is alooka­like<br />

competition for mums<br />

and babies with prizes and<br />

photos on offer in the two<br />

categories, including<br />

newborn to 18 months, and<br />

18 months and older. Enter<br />

on the day. The contest starts<br />

at 11am in the entertainment<br />

hub.<br />

The popular Terrier Race<br />

is on again, as are the Dog<br />

Trials. Following the grand<br />

parade there will be Bull and<br />

Junior Steer Riding<br />

competitions.<br />

Judging aheifer competition takes<br />

spirit, endurance and adash of<br />

organisational abilities.<br />

Co­organiser of the Cheviot A&P<br />

Association’s <strong>2024</strong> Heifer competition,<br />

Hamish Pain, says to give every entrant<br />

adecent go with the judge, he and the<br />

judge will start out on the road well<br />

before dawn on judging day, <strong>March</strong> 13.<br />

‘‘It'storepay the farmers entering this<br />

competition for their hard work in<br />

bringing the breeding heifers into the<br />

pens, cleaning them up and providing all<br />

the paperwork for the judging session on<br />

each farm.’’<br />

Hamish, asheep and beef farmer, says<br />

once all the entries are compiled, a<br />

route around all the farms in the Cheviot<br />

area is worked out so the judging team<br />

are not driving back and forth over the<br />

same roads all day.<br />

‘‘With the help of co­organiser Ali Mee,<br />

we make it as circular as we can, so that<br />

we can give each farmer agood go under<br />

the eye of the judge.<br />

‘‘Last year, we had 13 different farms<br />

to visit in just one day, so it was along<br />

day.’’<br />

Hamish says the contest, sponsored by<br />

<strong>North</strong> <strong>Canterbury</strong> Veterinary Clinics,<br />

has three categories farmers can enter.<br />

There are Angus, Hereford and crossbreeding<br />

categories.<br />

What the judge will be looking for is:<br />

trueness to breed, evenness of type,<br />

temperament, the breeding objectives<br />

and overall performances.<br />

‘‘It’s acombination of all these factors<br />

as we are looking for the best all­round<br />

animals, not just the prettiest.’’<br />

Hamish says the competition has been<br />

around for many years.<br />

It was put on hold afew years back, but<br />

was restarted seven years ago and he's<br />

been involved for the past three<br />

contests.<br />

mainly beef breeding heifers entered<br />

and for the first time we have had our<br />

first dairy heifer herd entered.’’<br />

The competition is held two days<br />

before the association's annual twotooth<br />

and flock sheep competition.<br />

Hamish says the sheep judging takes<br />

place two days later to allow farmers<br />

entering in both competitions the time to<br />

organise their stock.<br />

‘‘After that, we all meet up in the<br />

Cheviot Trust Hotel for the awards<br />

ceremony on the evening of Friday,<br />

<strong>March</strong> 15.’’<br />

team for2023. The squadconsisted of 3year<br />

12players with the restbeing madeofyear11s<br />

with 1year10.<br />

In August,the squadhad itsfirsttrial<br />

following thewinterseasonand sawanumber<br />

of newplayers welcomed who were relatively<br />

new to touch. As agroup wefocused on<br />

building up core skillsand learning plays we<br />

coulduse forour future games. The team’s<br />

growth wasimmense!<br />

We were fortunatetohaveacoaching<br />

groupconsistingofScott Reid,a <strong>Canterbury</strong><br />

andNew Zealandplayerinthe Mastersgrade<br />

andMichael McQuarriewho playsfor the<br />

<strong>Canterbury</strong>Men’s 30s andNew Zealand35s<br />

team. MitchellBailey’ssupport to theteam<br />

with mentorship andguidancewas immensely<br />

beneficial too. We were roundedoffbyChrissie<br />

Wrigley, aparentinthe team whotirelessly<br />

worked as manager.<br />

The National tournament wasanother<br />

incredibleevent run by TouchNew Zealand<br />

andwehad agreatdealofsuccess.<br />

We foundourselves inthe largest mixed<br />

competitioninthe tournaments’ recent history,<br />

41 teamsintotal.Rangiorawas in apoolwith<br />

5other schools, theonlypoolwith6teams<br />

andwerefortunate to finishtop of thetable<br />

with 4winsand 1loss. The pool itself was<br />

incredibly well contestedwitheventualfinalists<br />

Manukura.<br />

The teammanaged some fantasticwins<br />

againstQueen ElizabethCollege on Day1<br />

winning 9-7inafantastic battle that went try<br />

fortry throughout thefullcontest. Our best<br />

performance came againstTaieriCollege on<br />

Day 2where theteammanaged to overcome<br />

some logistical mixups to lead 5-2athalftime.<br />

To theircredit, Taierifoughtbackand brought<br />

thegametolevel scores untilafantastic<br />

attackingplaybyCarterMcKenzieand Abby<br />

Prattley sawthe team pull away to be eventual<br />

winners 7-5.<br />

Throughout thetournamentthe team had<br />

some incredible improvements from anumber<br />

of players; JontyMaddenfor hisexceptional<br />

defensive readsand some wonderfultries in<br />

crucialmoments, sounddefense by both Lexi<br />

Wilson andLukas Muir on theiredgeand some<br />

incredible leadership by Abby Prattley.<br />

either scoringorsetting up 28 of theteams<br />

triesacrossthe weekend. HarryThompson<br />

Amberley couple bow out of Southdowns<br />

Amberley’s Wayne and Jenny Chisnall<br />

have bowed out of Southdown breeding<br />

on ahigh.<br />

Strong bidding at the dispersal sale of<br />

their Hursley Downs stud ewes last<br />

month caught them by surprise.<br />

Leading the catalogue was atop price<br />

of $2050 in the offering of 56 Southdown<br />

mixed age ewes, 36 two­tooth ewes and<br />

29 ewe lambs.<br />

Equally pleasing were the average<br />

prices —$535 for the older ewes, $515<br />

for two­tooths and $340 for ewe lambs.<br />

Two ewes passed in were snapped up<br />

by abuyer before the online auction on<br />

Bidr had completed.<br />

The couple will continue to farm in<br />

semi­retirement, running commercial<br />

sheep and Angus cattle at their 80ha<br />

farm near <strong>North</strong> <strong>Canterbury</strong>’s Amberley<br />

Beach, without the workload of astud<br />

operation.<br />

Mrs Chisnall said they had no inkling<br />

beforehand the demand would be so<br />

strong.<br />

‘‘Absolutely not, the results exceeded<br />

our expectations. It totally blew us out of<br />

the water.<br />

‘‘We don’t show our sheep as alot of<br />

breeders do, but they were seen on a<br />

Southdown tour last year by quite afew<br />

breeders, and this viewing may have<br />

assisted with the sale.’’<br />

The top­priced ewe went to Blair<br />

Robertson’sMerrydowns Stud, of Gore,<br />

and the second top ewe was sold to<br />

Christina Jordan, of Willowhaugh<br />

Enterprises in Blenheim.<br />

Fittingly, the two studs had provided<br />

much of the genetic base on the sire side<br />

of their stud flock.<br />

Mr Chisnall said buying top rams from<br />

them in the past had paid off, and<br />

resulted in the line­up of ewes for sale.<br />

‘‘Probably our goals were to just breed<br />

agood commercial ram that was sound.<br />

‘‘We had an Angus stud before we<br />

started the Southdowns and it was on<br />

similar lines, to produce agood<br />

commercial type of sire.<br />

‘‘Our philosophy was if you keep<br />

The couple started the Southdown<br />

stud in 2008 to complement their Angus<br />

stud, which they eventually dispersed to<br />

concentrate on the Southdowns.<br />

At its peak the stud numbered 120<br />

ewes. They mainly sold 60 to 70 rams a<br />

year privately to <strong>North</strong> <strong>Canterbury</strong><br />

buyers, as well as farmers further south<br />

and to <strong>North</strong> Island stations.<br />

The Chisnalls also supported the<br />

<strong>Canterbury</strong> ram and ewe fair with one or<br />

two rams.<br />

‘‘A lot of the time guys would ring and<br />

say they wanted four rams and Iwould<br />

say the price, say $800, and they would<br />

take five.’’<br />

Mrs Chisnall said she had mixed<br />

feelings about leaving stud breeding.<br />

‘‘I am definitely sad. Not that the<br />

Southdown guys would like me saying<br />

this, but they were my teddy bears.<br />

‘‘It’s been an amazing journey and<br />

we’ve learned lots along the way.<br />

‘‘The Southdown community is agreat<br />

group of people to be with.’’<br />

They also run about 100 1­year­old and<br />

2­year­old Angus heifers, buying 50<br />

calves and taking them through to<br />

2­years old for the spring market.<br />

The plan is to increase the heifer<br />

numbers now they had left Southdown<br />

breeding.<br />

PAWS Vet Clinic on the move<br />

PAWS Veterinary Clinic is moving its base<br />

three minutes from its Woodend address.<br />

The local, small animal, family business<br />

has been based in the heart of Woodend’s<br />

busy main street for the last eight years.<br />

Its owners, Nick and Melanie Deane –who<br />

started PAWS as asingle veterinary and<br />

veterinary nurse combination –today<br />

employ four vets and nine diplomatrained<br />

nurses.<br />

Over time the clinic has become<br />

challenged by the limitations of its<br />

location, size, and lack of parking.<br />

The new clinic at 8Hinge Lane, in<br />

Ravenswood, is four times bigger, and<br />

includes 12 parking spaces, easy access<br />

for clients, and anumber of elevated<br />

state­of­the­art features in its new<br />

location.<br />

An opening celebration of the new<br />

clinic will be held on <strong>March</strong> 15.<br />

Separating the cats from the dogs<br />

Dogs and cats will now enjoy separate<br />

waiting/consulting rooms on opposing<br />

‘‘We had alot of equipment in the old<br />

surgery that was no longer fitting<br />

easily,’’Nick Deane says.<br />

‘‘Our clients naturally demand high<br />

levels of care because their animals are<br />

such important family members.<br />

‘‘This extra space allows us to look after<br />

them in afacility that is not unlike a<br />

human hospital.’’<br />

Melanie says they had indulged Nick’s<br />

love of technology and taken the<br />

opportunity to install some new cuttingedge<br />

equipment within the build.<br />

The new clinic has been alabour of<br />

love within the local community, with<br />

Jade Kemp, of Jade Architecture Design,<br />

and Colin O’Neill, of Plains Limited<br />

Construction –who were both involved in<br />

the first clinic build –returning to make<br />

the new one happen. Mark Larsen from<br />

Larsen’s Art &Sign, in Kaiapoi, handled<br />

the artwork.<br />

Positive for small business<br />

Nick says PAWS’ growth is apositive<br />

result for small businessinthe<br />

Waimakariri, and he credited Kiwibank<br />

with helping them from the outset of<br />

PAWS, when other banks wouldn’t get in<br />

behind them. Some of PAWS’ clients<br />

travel from as far away as Hanmer<br />

Springs and the West Coast.<br />

‘‘We are so grateful for the support<br />

Flamingo Scooters up for Review<br />

Council is currently reviewing its agreement with<br />

e-scooter provider Flamingo Scooters.<br />

The scooters have operated in the District since<br />

late 2021, initially as part of asix-month trial in<br />

Rangiora, Kaiapoi, Woodend and Pegasus, before<br />

Council approved their roll out across the District<br />

on amore permanent basis.<br />

Now our agreement is up for renewal wewould love<br />

e-scooters and your thoughts on whether you’d like<br />

Hedge Fest, near Woodend, was once<br />

again ahuge success.<br />

Organiser Liam Goodwin says 40<br />

competitors turned out for the event, the<br />

third Hedge Fest at the venue, and kept<br />

the large crowd of over 1000 entertained<br />

all day with their aerial skills.<br />

‘‘It was wicked, we had avery good day<br />

and the high standard of entrants who<br />

showed up from throughout New<br />

Zealand made it awonderful sporting<br />

event for the spectators.’’<br />

Liam says the later start time of 2pm<br />

helped make it asuccess.<br />

‘‘People enjoyed the compressed<br />

format of the show, which allowed us to<br />

bring to the venue live music later in the<br />

evening.’’<br />

He says the riders competing all<br />

exceeded their expectations, with many<br />

achieving their goal of completing some<br />

very tricky aerial manoeuvers displayed<br />

for the first time in public in New<br />

Zealand.<br />

Blake Fleming won the BMX best trick<br />

award with abike flip. It is avery<br />

difficult trick where the rider lets go of<br />

his bike in mid­air during the jump, and<br />

then it flips 360 degrees before he grabs<br />

hold of it again, remounts and lands<br />

were judged the best overall in their<br />

Woodend wins 5’sbowls<br />

Woodend 1has taken out the inaugural<br />

<strong>North</strong> <strong>Canterbury</strong> Bowling Club’s 5’s<br />

competition.<br />

The win came after acountback of<br />

ends, with Woodend taking the title and<br />

the Peter Davis Trophy, by two ends.<br />

The five week round robin competition<br />

wasintroducedtooffer competitive<br />

bowls and give <strong>North</strong> <strong>Canterbury</strong> players<br />

an identity of their own.<br />

Finals day was held at the Rangiora<br />

Club last Saturday.<br />

The trophy has been named after Peter<br />

Davis who carved it.<br />

While only six teams competed in the<br />

first season, numbers are expected to<br />

grow over the coming years.<br />

At the afternoon tea and prize giving<br />

all teams were presented with aprize,<br />

thanks to the generous sponsorship.<br />

Corcoran French was the major sponsor,<br />

with Silver Fern Farms, Honda Cars, Out<br />

the Gate Coffee and Trends Kitchens<br />

also supporting the new competition.<br />

The generosity of local businesses<br />

has amazed organisers of this<br />

weekend’s Kaiapoi Fun Run and<br />

Walk .<br />

Everybody who enters the event is<br />

eligible for aprize, as local<br />

businesses have donated amultitude<br />

of prizes ranging in value up to $500.<br />

The prize giving will be held at<br />

11am in the Kaiapoi Borough School<br />

hall after the runs are completed.<br />
