Coastal settlement tackles climatechange
By ROBYN BRISTOW
Asmall North Canterbury coastal
community, working alongside the
Hurunui District Council, is addressing
climate change issues in preparation for
the future.
An innovative proposal for proactive
retreat, and land banking, was developed
as part of the Amberley Beach Coastal
Adaptation Plan (CAP), to enable the
community to have control over their
future and address the threat of coastal
erosion, flooding and sea level rise at the
small beach settlement.
The council’s coastal adaptation
project with the Amberley Beach
community, has been recognised as the
best in New Zealand in the professional
planning realm.
The CAP won the New Zealand
Planning Institute’s Best Practice Award
for Climate Change at the Institute’s
conference last week, and went on to win
the Supreme Award —the Nancy
Northcroft Planning Practice Award —
on the final day of the conference.
The awards recognise the work of
planners in developing and
implementing innovative policies, plans
and projects to address climate change
issues in New Zealand/Aotearoa.
The council’s CAP is believed to be one
of just ahandful approved in New
Zealand.
It was born from the council’s planning
team engaging with the beach
community on every phase of the project,
which provided everyone an equal voice
in the plan’s development. The plan
outlines how the Amberley Beach
community will take control of its future
and adapt to the changing hazard risk
over the next 100 years.
Coastal erosion, coastal inundation,
rising groundwater, fluvial and pluvial
flooding were all considered impacts of
climate change assessment.
Chief Strategy and Community Officer
Judith Batchelor, who set up much of the
programme, says too often councils get
caught in engineering their way out of
problems.
‘‘Using aplanning lens to undertake
such projects allows us to step back, and
consider the full range of options
Addressing change ... Planning is well in hand to meet climate change issues in the future at Amberley Beach.
available.’’
Planners helped to facilitate the
community discussions and provide
technical planning advice, while
consultants, Jacobs assisted by providing
science advice directly to the
community.
This engagement required the team to
develop and use engaging and innovative
ways of communicating technical
information, so the Amberley Beach
community could foster and understand
the information, then form decisions
foundered on science.
Chief Executive Officer Hamish
Dobbie says community involvement set
the council’s project apart from others at
the conference.
‘‘It (the award), is recognition of a
community that has got involved in the
process.’’
He says 37 out of 109 property owners
offered feedback on the option of land
banking to prepare for managed
retreated.
While it appeared to be asmall
number, he says councils rarely get
everyone involved in these types of
community consultation processes, and
reflects about the same percentage of
those that take part in local government
elections.
He says it was important to council the
plan was owned by the community, and it
was the planners’ role to balance the
competing needs of different community
members, different generations and the
environment.
‘‘It is easy to visualise, design, and
price protection options, while proactive
relocation is amuch harder concept to
discuss and evaluate.
‘‘The community did not shy away from
these discussions.
He says Land Banking now forms part
of the council’s Long Term Plan, where
PHOTO: JOHN COSGROVE
money is set aside to facilitate the
purchase of land to relocate to in the
future.
The purchase is done through council,
and the ratepayer would pay back the
purchase price.
‘‘If people want to do it, we are
prepared to do this on their behalf.
‘‘We have looked at potential sites in
the range of the sort of money we are
talking about,’’ Mr Dobbie says.
He credits the community and his staff
for enabling aplan to be put in place, and
also the council for its ‘‘bravery in
funding this on going work for three
years’’.
Mr Dobbie says the plan now had to be
executed and be kept alive.
‘‘We have strategies in place for that to
happen,’’ he says.
Meanwhile the council and its other
coastal communities are working on
similar plans.
Hefty rate riseinthe Hurunui
ByDAVID HILL,
Local Democracy Reporter
Hurunui ratepayersface ahefty 12.37
percent rates rise on average as the
council invests in roading, stormwater and
drainage, and Hanmer Springs.
The Hurunui District Council adopted
its draft 2024/34 Long Term Plan for
consultation on Tuesday (March 26), with
submissions closing on April 29.
Feedback is sought on whether to
increasespending on roading, how the
council rates for its three waters services,
and the proposed development of the
former Queen Mary Hospital site in
Hanmer Springs.
Mayor Marie Black said the council was
feeling the effects of the cost of living
crisis.
‘‘We have all felt the effect of
inflationary pressures, whether it be at the
supermarket or the petrol pump.
‘‘The council is not exempt from these
pressures, for example, the council has
experienced cost hikes in roading
She said growth in the south ward,
which includes Amberley, and the
changing climate were all having an
impact.
‘‘Over the past three years some parts of
the district have experienced significant
rain events.
‘‘In some cases roads have been
damaged or even washed away.’’
The council was also addressing the
impacts of rising sea levels, coastal
inundation and erosion in its beach
communities.
To make the district more resilience, the
council proposed average rate rises of
12.37% for the 2024/25 financial year and
14.26% for the 2025/26 year, Mrs Black said.
But it was setting a 5% caponrate rises
for the remaining years in the 10year
The Dine in Darkness will be held on
Friday, May 3, at the Woodend Community
Centre starting at 5.30pm, and its goal is to
raise funds for the Ronald McDonald
House Charities.
Chief financial officer Jason Beck said
the document was with Audit New
‘‘The purpose of the consultation
‘‘We could delay the process, but we
would still need to have amonthlong
He said if any significant issues were
raised in the audit, these could be
addressed by the council.
Consents filed for Waipara solarfarm
By DAVID HILL,
Local Democracy Reporter
ANorth Canterbury community is
preparing to fight aproposed 18.8
hectare solar farm.
Far North Solar Farm has applied for
resource consents with the Hurunui
District Council and Environment
Canterbury to build a143.8 MWp solar
farm on a242.4ha property near
Waipara.
Local residents have formed the
group Save Waipara Valley and set up a
website savewaiparavalley.com.
The group has called on residents to
email the two councils as they consider
whether to publicly notify the consents.
The Hurunui District Council
confirmed it received aresource
consent application for the construction
and operation of asolar farm on
Monday.
Chief strategy and community officer
Judith Batchelor said council staff will
spend the next few weeks reviewing the
consent applications.
Environment Canterbury received
two resource consent applications
earlier this month, which have since
been placed on hold.
Both applications relate to the
discharge of stormwater, with one being
for the discharge of stormwater during
the construction phase.
The proposed solar farm is ajoint
venture between Far North Solar Farm,
asolar energy asset developer based in
Auckland, and Aquila Clean Energy Asia
Pacific, aclean energy platform
headquartered in Singapore.
Meanwhile, the Waimakariri
District Council has received an
application to construct and operate a
utility scale solar energy farm on 80
hectares on the corner of Upper Sefton
Road and Beatties Road, Sefton, north
of Rangiora.
Acouncil spokesperson said the
application is on hold while further
information about the proposal is sought
from the applicant, Energy Bay Ltd, an
Australian firm.
‘‘The council will follow the steps set
out in the Resource Management Act to
determine whether the application will
be publicly notified, limited notified or
nonnotified.
‘‘This will include consideration of
any adverse effects on the environment
and whether there are any affected
persons.’’
Environment Canterbury has has yet
3
to receive aresource consent for the
project.
Ashley residents met with the council
in May last year to raise concerns at the
prospect of asolar farm being
established near their properties.
Energy Bay Ltd is understood to be a
subsidiary of Australian company Solar
Canterbury Cricket looks to MainPower Oval
By DAVID HILL,
Local Democracy Reporter
Canterbury Cricket is looking to invest
in Rangiora’s Mainpower Oval.
Chief executive Jeremy Curwin is
looking to collaborate with Canterbury
Country Cricket and the Waimakariri
District Council to support the rapid
growth of the sport in the region.
The growing profile of cricket,
especially the women’s game, means
Canterbury Cricket is fast outgrowing
its facilities at Hagley Park in
Christchurch and MainPower Oval.
The council is consulting on
expansion plans as part of the draft
2024/34 Long Term Plan, which would
see asecond cricket oval and training
facilities developed on councilowned
land near the existing oval.
The project is expected to cost more
than $1 million, with the council
proposing to contribute $500,000.
While Hagley Park remains
Canterbury’s number one cricket
ground, there is no opportunity for
expansion, Mr Curwin said.
It means MainPower Oval is hosting a
growing number of men’s, women’s,
age group and Canterbury Country
matches.
‘‘At the moment we’re playing 65 days
of cricket on the oval in aseason, which
is way too many,’’ he said.
‘‘Our goal would be to play premium
matches on the oval or about 35 days of
cricket, and the rest on the second
oval.
‘‘And having better facilities will
make the game more accessible and
inspire people.’’
The return of cricket to Free to Air
television this summer has seen a
dramatic boost to playing numbers this
season.
‘‘Havingitontelevision is starting to
make the game more appealing as kids
are seeing the White Ferns on Free to
Air.
‘‘It has made amassive difference. If
you can’t see it, you can’t be it.’’
Canterbury Country Cricket
executive director Peter Devlin said
his organisation catered for an extra 20
teams in the lower grades when cricket
returned after the Christmas break
this season.
‘‘It is our biggest increase by far.
Normally we would expect eight to 10
extra teams.
‘‘Part of that is the programmes we
do in schools, but the fact it is
accessible on television has made a
difference.’’
Mr Devlin said doubling the capacity
at MainPower Oval could open up new
possibilities, including hosting
children’s cricket tournaments.
Canterbury Cricket hopes to start
work on developing the new facilities
in 2026, with the aim of having it ready
for the 2026/27 cricket season.
‘‘We are massively positive about it
because we need it. All the major
associations need two grounds,’’ Mr
Curwin said.
‘‘At the moment the burden is on
Country, but if we work together we can
bring together our skills and resources
to make it more sustainable.’’
Skill session ... North Canterbury Woodcraft Club president Noel Graham helping
By SHELLEY TOPP
The North Canterbury Woodcraft Club
is proving popular for homeschool
students to learn the ancient craft of
wood turning.
Club president Noel Graham, who
has been wood turning for 30 years,
says homeschooled young people
make up alarge portion of those at the
club being taught the basic woodcraft
skills required to progress further.
‘‘They are apleasure to have in our
club. They are respectful, enthusiastic
and keen to learn,’’ he says.
Noel believes wood turning, which
involves shaping wood with alathe, is
popular with young people because ‘‘it
is one of thefew craft activities where
individuals walk in with just an idea of
what they intend to achieve and walk
out acouple of hours later with a
completed item’’.
Children have to be about 12 years
old before they can join the club. ‘‘This
is more of aheight requirement than
an age restriction,'' Noel says.
‘‘They have to be acertain height to
be able to operate alathe.’’
HarrisonBagrie, aged 12, of
Rangiora, was keen to join the club
earlier this year when he turned 12
and was tall enough, and he is enjoying
his time there, his mother Ruth Bagrie
says.
Harrison’s elder sister Kaitlyn, aged
21, and brother Jack, aged 18, also
joined the club as youngsters.
Jack has taken his love of working
with wood and the skills he learnt at
the club astep further, and now has an
apprenticeship building kitchens with
Misco Joinery in Kaiapoi.
New club members all learn how to
use alathe and various woodturning
chisels.
Initially newcomers will be shown
how to make garden implements, then
bowls, but as their skill level improves
they ‘‘quickly come in with definite
ideas of what they want to make in a
session’’, Noel says.
Many different types of timber are
used, sourced from felled trees
gathered by members.
The club’s workshop is at
Northbrook Studios in Rangiora.
It is equipped with arange of
machines and tools for members’ use
and is open on Wednesday, from 1pm
to 4pm, and on Thursday from 7pm to
9pm.
All new members arewelcome and
experienced members are keen to
support them as they learn wood
turning and other wood crafts.
Bridge repairs start
Work has started on the next stage of
the Waimakariri Gorge Bridge deck
replacement project.
The Selwyn and the Waimakariri
District Councils say workershave
started installing scaffolding ahead
of replacing the bridge deck on the
bridge.
Temporary traffic lights have been
installed to control traffic.
The councils advises delays of up
to 10 minutes for motorists.
The nightly bridge closure will
start from Tuesday April 2, between
7.30pm and 4.30am, for about 6
weeks.
The construction teams will not
workonFriday and Saturday nights.
During the night time closures, the
alternative route is via the SH1
WaimakaririRiver Bridge near
Kaiapoi then via the Christchurch/
SH1 bypass and turn right at
Yaldhurst Road and then head up
SH73.
This route is about 115km so plan
your trip accordingly.
During the day, the bridge will be
open to normal traffic flow, with
temporarytraffic lights in place.
Expect delays of up to 10 minutes.
Updates will be posted on
Facebook and on both councils
websites.

North Canterbury News, March 28, 2024
Mayor Marie Black
Pressure on councils
due to risingcosts
Last week Ihad the opportunity to
attend the regular zone forum with
Mayors and Chief Executives from
across the South Island, inclusive of the
Chatham Island.
National Council President Mayor
Sam Broughton from Selwyn District
Council reported that up and downthe
country councils are being faced with
increasing costs which is placing
enormous pressure on councils and
their communities.
Some of the interesting facts
presented are that bridges are 38
percent more expensive to build, roads
and infrastructure are 27% more
expensive to build and maintain, and
sewerage systems are 30% more
expensive to build compared to just
three years ago.
Most councils are at apoint where,
sweating their assets or under investing
in new assets, will impact on services,
and councils that have taken on debt to
fund large infrastructure investments
are now paying huge interestcosts.
With additional council
responsibilities mandated through
central government and amuch
stronger regulatory framework coupled
withreduced funding levers this is
making some situations moredifficult
to manage.
Putting that into aHurunui context
we have 282 bridges that were mostly
built in the 1950’s which will be up for
Growth constraint
By DAVID HILL,
Local Democracy Reporter
Planning for growth in Amberley is
constrained by efforts to protect
agricultural land.
Growth scenarios used by the Hurunui
District Council suggest the south ward’s
population of 5590 could double over the
next 10 years.
But Mayor Marie Black said there is
uncertainty due to national legislation.
For now, the south ward’s main town of
Amberley is surrounded by land which is
protected under the existing National
Policy Statement (NPS) of highly
productive land.
The HurunuiDistrict Council’s strategy
and community committee has adopted a
draft South Ward Spatial Plan, with plans
for growth over the next 30 years.
It is now out for publicengagement until
April 29 and the district’s south ward
councillorsare keen to receive feedback
from residents.
Should there be any legislative change to
how the land is categorised after the
spatial plan is adopted, the council’s chief
strategyand community officer Judith
Batchelorsaid this can be addressed
throughaplan changewhen any land is
rezoned.
‘‘We will look to influence the highly
productive land mapping in conversation
with Environment Canterbury, but at the
moment we need to comply with NPS.’’
She said Environment Canterburyhas
indicated the draft mapping will come
back to the council for comment.
Councillor Pauline White said adopting
the draft spatial plan is ‘‘a positive step’’.
‘‘It is important for the council to be
aware of what might be coming and how
the community would like to see that
growth managed.’’
Councillor Garry Jackson said the draft
plan addressed both residential expansion
‘‘Amberley is within commuting distance
from Christchurch, so it is about how we
manage that growth so we retain the
country feel as opposed to becoming a
suburb of Christchurch.’’
Fellow south ward councillor Vanessa
McPherson said housing capacity is
sufficient in the short and medium term,
but options like terraced housing could be
looked at in the long term.
‘‘You only have to look at some of the
developments in Christchurch to realise
that with design guidance, retaining rural
character is achievable.’’
Allowing for industrial land is also
essential to the area’s economic growth,
she said. The spatial plan identifies the
need to consolidate Amberley’s growth,
where there is existing infrastructure and
services, while the Leithfield village has
limited room for growth.
The coastal settlements of Amberley
Beach and Leithfield Beach have
constraints which have been identified in
coastal adaptation plans.
No growth is proposed for the rural
settlements of Balcairn and Broomfield,
while there is already land zoned for
development at Ashley Forest.
South Ward Community Committee
chairperson Jo Hassall, who also chairs
the Leithfield Community Centre
committee, said she is pleased the council
listened to Leithfield residents in its initial
engagement.
‘‘We have such anice village we don’t
want to lose that village feel. The council
staff originally suggested they could
expand the village up the hill, but now they
realise there is plenty of spaces to infill in
the village rather than spreading out.’’
The plan also identifies opportunities to
lobby for public transportasthe
population grows.
Divisionover how to achieve open, transparent meetings
By DAVID HILL,
Local Democracy Reporter
Canterbury’s regional councillors say they
want open and transparent meetings, but
are divided on how to achieve it.
Amotion by councillor Greg Byrnes
calling for Environment Canterbury’s
briefings, workshops and seminars to be
open to the public was lost by seven votes
to nine at Wednesday's council meeting.
But councillors agreed on theneed to be
more transparent.
Cr Byrnes said his motion was in line
with recommendations from Ombudsman
Peter Boshier in areport released in
October last year.
‘‘The principleofopen by default should
be the starting point and then you can
consider whether it needs to be closed and
why.
‘‘If you can’t have the couragetosay
what you think in front of your
constituents then it is apretty sad state of
affairs.’’
He noted meetings were not
livestreamed to the public and recordings
were not released until five days after a
meeting.
The Christchurch City Council recently
adopted asimilar motion.
NgāiTahu councillorsTutehounuku
Korako andIaean Cranwell said they
supported the intent of the motion, but
voted against it because Te Rōpū Tuia (a
committee comprising Papatipu Rūnanga
chairs and councillors) had not been
consulted.
Several councillorsexpressed concern
that having staff briefings to councillors
open to the public could prevent ‘‘free and
frank discussion’’ and hamper the ‘‘flow of
information’’.
North Canterbury councillor Claire
McKay questioned the need for the
motion.
‘‘What do you not trust about our council
processes?’’ she asked.
Butfellow North Canterbury councillor
Grant Edgesaid the Ombudsman
addressed the concerns raised by
councillorsinthe report.
‘‘The report makes clear that
councillorsare required to conduct
business in an open and accountable
manner. The Ombudsman acknowledges
there are times when meetings will need
to be closed, but they need to be open by
default, which this motion proposes.’’
Councillor Genevieve Robinson said the
The Rangiora Golf Club has
hosted an evening to unveil
plaques honouring the
achievements of two of its young
golf stars.
Momoka Kobori, aged 25, and
her younger brother Kazuma,
aged 22, began playing golf at the
Rangiora club as youngsters.
Both now credit it as playing an
important role in the
international success they are
now achieving.
‘‘There is no way we would be
where we are today without the
start we received here at the
Rangiora Golf Club,’’ Kazuma
says.
‘‘There is such agood vibe
here.’’
Both siblings have busy
schedules on the international,
professional golf circuit, but
returned to their home base in
Rangiora to attend the club’s
event last week, along with their
parents, Ryo and Junko. Momoka
said every time she returns home
to Rangiora she says to herself:
‘‘It doesn’t get much better than
this.’’
The Rangiora Golf Club’s
president Karen Craige says the
club is really grateful to Kazuma
and Momoka for continuing to
connect the Rangiora Clubwith
their success on the world stage.
‘‘I can’t believe what your
success is doing for our club,’’ she
says.
‘‘It is an absolutely fantastic
thing to have you connecting with
our club.
It gives our club members areal
buzz to hear that connection.’’
Council is asking the Hurunui community for their
views on anumber of proposals. It’s important our
communities get involved in Local Government
decision making so that Council’s decisionsand actions
align with the community’s. On this page is asnapshot
of the topics of which we are interested in hearing
your views. We encourage you to ‘Have your say’ on
2. Representation Review
3. Draft Reserves Management Plan 4. Fees and Charges
Councils are required toreview their
representation arrangements at least
once every six years under the Local
Electoral Act. This process iscalled the
Representation Review.
Over time, communities change. They
can grow orshrink insize and their
makeup can also change -from rural,
to urban, from atown toacity, etc.
The review looks at wards and
numbers of councillors and
communities.
While Hurunui’s three wards still fit
the population-to-councillor formula,
Council is required to undertake a
review regardless.
Council isgoing out tothe community
proposing a change to the current
structure with the addition ofaSouth
Ward Community Board, tobeelected
from two electoral subdivisions within
the ward. Submissions close at 5pm
on 8May.
1.Draft Long Term Plan
Council is reviewing the Reserves Management Plan 2012. We want to ensure
reserves are managed in the best way possible to allow community use and
enjoyment, whilepreservingand protecting them forfuturegenerations.
It’srecommendedreservesmanagementplans be reviewed every10years. Since the
2012 plan was adopted, there have been changes tothe number of our reserves and
how we useand manage them.
Last year, wewent out to our community for feedback on the General Policies ofthe
ReservesManagementPlan, andCouncil worked with theHanmerSprings Community
Board, Ward Community Committees and Council officers to review and develop
individual reserve policies for their areas. Adraft Reserves Management Plan isnow
available forcomment. Submissionsclose at 5pmon23May.
Council’s Fees and Charges are reviewed
every year toensure they remain current
andalignwithbudgetaryrequirements.
Council aims torecover some, orall, of
the costs associated with providing
certificates, approvals, permits or
consents, as well as conducting
inspections, especially when there is a
significant private benefit. If these costs
are not recovered from users, the
alternative istoallocate them to general
ratesrevenue,impacting allratepayers.
Council isasking the community’s views
on threeoptions:
Adopt the proposed Fees and
Charges outlined in the draft Fees
andCharges 2024/25.
Maintain status quo, keeping the
Fees and Charges as they are inthe
currentyear(2023/24).
Revoke or lower the Fees and
Charges.
5. Draft South Ward
Spatial Plan
The 2024-34 Long Term Plan sets the
direction for the next 10 years for
Hurunui District, looking at what
services Council will provide, what
they will cost and atwhat levels rates
willbeset.
A number of key issues are facing
ratepayers as we look at how the
district will meet increased costs to
upgrading drinking and wastewater
supplies, meet regulatory changes in
how we rate for stormwater, and
maintain the roading renewal
programme to the desired standard.
We are seeking community views on
financial modelling for the Queen
Mary south site. Submissions close at
Better luck hoped for
By SHELLEY TOPP
Multiaward winning Auckland artist
Vjekoslav Nemesh will be hoping for
better luck at his latest Kaiapoi
exhibition.
This is the fourth time Nemesh has
exhibited work at the Art on the Quay
Gallery in the Ruataniwha Kaiapoi Civic
Centre.
The last time he exhibited there,
during August 2020 three of his exhibits
—two vases and apainting —were
stolen, and they have not been
recovered.
It was the first time anything had been
stolen from the gallery and security
cameras have been installed because of
the theft.
Nemesh also lost art work at another
exhibition, in Hawaii, during August last
year when the gallery he was exhibiting
at was burnt down during wildfires
which killed 101 people and caused
widespread damage in the 50th
American state.
His new exhibition, Metallica Nemesh
Art, is acelebration of vibrant colours
created with and inspired by the
extensive Resene Metallics paint range.
As winner of Auckland’s inaugural Art
Battle, aglobal live art tournament, last
year Nemesh, who was born in
Petrovaradin, the former Yugoslavia
which is now Serbia, was given a
selection of Resene Metallica test pots
and decided to put them to good use
creating work for anew exhibition.
Metallica Nemesh Art closes on
Wednesday, May 1.
Our draft 10 year Long Term Plan (2024-2034) isnow
open for community feedback. Our plan for the next
ten years has not changed much since the last LTP
in 2021 as we continue to focus on our core
infrastructure assets as well as prioritise
investments in catching up with our roading and
footpath programmes.
Due tofactors largely outside of our control, the cost
for delivering core services has increased
significantly. This is a national problem with over
two thirds of Councils across the country showing
rates rises of14% or higher.
Your Company
Although we have continued with our no frills
approach to the budgets, we have also been
realistic with our proposed rate rises. We are
making sure we are staying on top ofour asset
management and not kicking the can down the
road for later.
The overall proposed rates increase for 2024/25
is 14.5%. Our average rate across the district is
$3,378.98. Expected overall rates increase across
the ten years ofthe draft LTP average 4.91%.
What do we want your specific feedback on?
1
2
We are asking for your thoughts onfour key issues we have identified, but we
welcomegeneral feedbackonanythingincludedinthe draft LTP.
Increased FootpathImprovements:
Should weincrease investment infootpath renewals
to get the job done?
Or maintain investment at current levels and
achieve less improvements.
Council Support forThe WhaleTrail:
Should weprovide financial support to The Whale
Trail? Should we provide a smaller portion of
financial support toThe Whale Trail? Or should we
not support The Whale Trail at all?
Reduce The Differential On The
General Rate For Rural And Semi-
RuralProperties:
Should wereduce the general rate differential for
rural/semi-rural to 80%? Or should we keep the
general rate differential to90% for rural and semirural
properties?
RuralRecycling Services:
Should wekeep rural recycling and all rate payers
Planning, preparation keys to staying safe
The Game Animal Council is reminding
hunters that good planning and
preparation are the keys to asafe and
successful roar.
Tim Gale, general manager of the
New Zealand Game Animal Council
(GAC), says while the roar is an exciting
time, it is also aperiod of increased risk
for hunters, whichiswhy the GAC and
other organisations in the sector have
worked hard to push key safety
messages.
‘‘This year, we are focusing on
ensuring hunters make the right
preparations before their roar hunts.’’
Mr Gale says the Better Hunting
online hunter training platform,
produced by the NZGame Animal
Council in conjunction with 24
different organisations such as the
Department of Conservation, the NZ
Mountain Safety Council and the NZ
Deerstalkers Association, is agreat
placefor all hunters to start their
hunting journey.
It is afree elearning experience to
help you brush up on hunting skills and
where you can sit courses and become
certified in hunting and firearm
essentials.
Mr Gale says while Better Hunting is
aimed at inexperienced hunters,
experienced hunters who haveused the
platform say they havelearnt alot from
it as well.
‘‘It has been developed by experts to
help upskill people who then havethe
information at their finger tips,’’ he
says.
It is of particular importance with the
roar being the busiest time of the year
for those in the hunting sector, keen on
scoring themselves astag.
The website deals with planning and
preparation, including carrying the
right gear, checking the forecast, taking
apersonal locator beacon and leaving
detailed intentions, whichall
significantly reduce the risk of
accidents.
Better Hunting NZalso includes
firearm safety, river crossing safety,
survival instruction, navigation and
first aid, along with the information on
good game animal management
practices. The health of the herd is an
important aspectofhunting.
‘‘None of us can ever shoot aonceinalifetime
fullymature stag ifthere are
none around. We therefore need to be
discerning about what we shoot and
what we leavefor another day,’’ Mr Gale
says.
Mature stags havereached their full
potential and passed on their genes, but
younger stags can be given the chance
to fully develop.
‘‘As aKiwi hunter, harvesting to feed
your family, and the conservation of our
native species, are just as important as
taking atrophy animal.
‘‘The good news is that by practicing
good game animal management, you
can help to achieve all three. Ensuring
adecent hind harvest will also help
manage the population, resulting in
healthier animals, ahealthier
environment and abetter malefemale
balance,’’ Mr Gale says.
He points out one module gives
hunters the tools to sight in rifles
without wasting ammunition, giving
them the theory and knowledge to go to
the range and sight in their own rifles.
He also stresses that people should
write down their intentions before
leaving home to go out hunting, such as
putting them up on the fridge, or texting
them to their partners and family. This
helps if there is an incident, and
searchers then know where to start
locating hunters in time of need.
‘‘We have had overwhelmingly
positive feedback about Better Hunting
and for its collaborative approach,’’ he
says. ‘‘So think about including it in
your preparations for this years Roar.’’
THE GREAT OUTDOORS
North Canterbury News, March 28, 2024
Duck season looking good
North Canterbury Fish &Game
says the upcoming 2024 duckhunting
season looks great.
Game bird specialist Matthew
Garrick says the number of
birds around is looking good.
‘‘A good spring breeding
season means there are lots of
birds, but with the drought,
birds are in places that are
holding water,’’ he says.
‘‘This means if we don’t get
some substantial rain before
May 4, then hunters might not
have their usual hunting spots
available to them.’’
He recommends hunters get
out now and start scouting
backup locations for opening
morning.
‘‘If they turn up to where they
have traditionally hunted, they
might be surprised that their
normal spots don’t have any
water,’’hesays.
Duckhunting is apopular
time in the North Canterbury
region, and almost 3000 local
hunters will be out on opening
morning.
Many people take the
opportunity to come together as
families and friends, and
gather freerangesustainable
game birds on opening
weekend.
Duckhunting is often a
celebration of what it means to
be akiwi —wecan go and
gather game food together
because, unlike most other
forms of hunting, game bird
hunting can be done
collectively.
However, Mr Garrick says,
many hunters don’t realise
game bird hunting season is
Waiting ... Hunters on opening morning 2023 in North Canterbury.
PHOTO WILLIE DULEY
more than justopening
weekend —itruns for three
months in the South Island.
Therefore, most hunters
aren’t accessingthe full
potential of their game bird
licence by just hunting opening
weekend.
New Zealand, especially the
South Island, has agenerous
game bird hunting season,
providinghunterswith many
opportunities.
Another important preseason
date for game bird
hunters is Pegging Day which
this year is April 7.
Peggingday is when hunters
wishing to hunt public land, can
peg an existing maimai that the
previous season’s hunter hasn’t
already pegged.
Hunters can claim the vacant
maimai anytime after 10am on
April 7.
Fish &Game recommends
hunters also take aphoto of the
peg on their phone to verify the
date and time of the pegging.
Mr Garrick says, everything
looks like North Canterbury
hunters should have areally
productive opening weekend
this year. ‘‘Good bird numbers
means that hunters who find
the water will find the birds.’’
Focus on firearms
Around 20 North Canterbury
hunters had firearms seized by
Fish &Game Rangers on the
opening weekend of the 2023
game bird hunting season.
North CanterburyFish &
Game Officer Richard
Cosgrove says this level of
offending was disappointing
for all the other duck hunters
following the rules.
‘‘We’ve used the situation to
work with The Firearms Safety
Authority, the New Zealand
Police and the rural
community to get more
information out there and
remind duck hunters that
firearms regulations have
changed in the last couple of
years,’’ he says.
All of the people who had
firearms seized or left
unattended firearms and
ammunition in maimai’s, will
now have their suitability to
hold afirearms licence
reviewed under the ‘‘Fit and
Proper’’ test used by the
Firearms Safety Authority.
The 2021 changes to the Arms
Act states ‘‘if you are charged
with an offence under the
Wildlife Act –such as hunting
without agame bird licence –
your ability to hold afirearms
licencewill come into doubt’’.
In addition to those changes,
the Firearms Safety Authority
implemented new
requirements for the
transporting and storage of
firearms and the direct
supervision of unlicensed
firearms users.
North CanterburyFish &
Game officers found multiple
firearms left unattended in
maimai’s —insome cases
overnight —with ammunition
present.
‘‘Not only is this criminally
stupid, but it is also incredibly
dangerous and disrespectful to
the land owner whose property
they were hunting on. Ihate to
think what could have
happened if young children
had found these firearms
instead of the Fish &Game
Rangers,’’ says Mr Cosgrove.
Nontoxic ammunition is
mandatoryfor the 2024 game
bird season, after the last
exemption for lead shot in .410
shotguns was removed.
The Firearms Safety
Authority has stepped up
advertising around the duckshooting
season and the roar
this year. ‘‘It’s been great to see
our fellow statutory agencies —
the recently created Firearms
Safety Authority and the Game
Animal Council —join Fish &
Game in the firearms safety
space,’’ he says.
Fish &Game asks duck
hunters to check their mates
have agame bird hunting
licence before opening
morning.
‘‘It’s easy to get your game
bird hunting licence. You can
buy it online now, or support
your local hunting retailers and
pop instore and purchase a
licence there,’’ Mr Cosgrove
says. ‘‘Fish &Game has strong
and active compliance teams
operating throughout the
country. Often, our Rangers are
accompanied by Police
Officers, so expect to see us
whether you hunt private or
public water.’’

The North Canterbury News, March 28, 2024
Hunters urged to identify their targets
The Roar season about to begin and
hunters need to take extra special care,
says the New Zealand Deerstalkers
Association Chief Executive, Gwyn
Thurlow.
‘‘I would like to remind all hunters to
be particularly cautious at this time,
which is the busiest time of year in the
hunting calendar.
‘‘Be certain beyond all doubt when
identifying your target, and always
assume anything you hear or glimpse in
the bush could be another human until
you have a100 percent positive
identification,’’ he says.
Mr Thurlow says the message is
particularly important as Easter
weekend will fall within the peak Roar
period, which makes it more likely that
many hunters will take advantage of the
long weekend to get out hunting in
droves.
‘‘With an increased number of people
hunting public land, there is an
increased risk so all hunters must
remain diligent.’’
Mr Thurlow says the identify your
target rule always applied but should be
emphasised again for the Roaring
season, or ‘the Roar' the time of year
from about late March to the end of April
during which red deer are mating.
Though there is an increased risk of
encountering other hunting parties
during this busy period, it is important
to note that incidents are more likely to
occur within hunting parties.
As such, it is critical to communicate
with your hunting party and agree on
plans for movement and dividing
hunting grounds, then commit to the
plan.
‘‘We all know the temptation to
deviate from aplan when we hear astag
Roaring outside our agreed hunting
area, however the risk of from the plan
is not worth the risk.
‘‘The Roar may be aprized stag, or
another hunter seeking to attract the
attention of other animals.
‘‘If you hear astag from your friends
area, then rather than entering their
ground and risk atragedy, be happy on
their behalf and focus on your own hunt
instead,’’ Mr Thurlow says..
Stags Roar to defend their territories
and attract females, and hunters track
them by this noise in the hope of
securing atrophy.
‘‘Often Roaring back at astag will
attract it, and lead to an opportunity for
ashot, but there is also the risk that you
will draw in another hunter who thinks
you are astag.
‘‘This means you must be especially
careful and not get carried away by the
excitement of the chase.’’
Movement, sound, colour and shape
can be very deceptive and it is every
hunters absolute responsibility to prove
it is safe to fire.
He also emphasised the need for
hunters to avoid losing visual contact
with ahunting companion, to wear
coloured clothing in contrast with the
environment, carry an emergency
locator beacon, and take all the other
normal precautions in the Firearms
Safety Code.
About the deer Roar/rut
The Roar runs from late March
through April, peaking early April.
It is the breeding season of New
Zealand's deer species.
The Roar lasts about four weeks, with
stags being the most vocal in the middle
two weeks.
The 2024 Roar season coincides with
our Easter Holiday long weekend and so
will be well attended by New Zealand's
hunting community. Like duck shooting
opening weekend, the Roar is the most
important event on most game hunters
annual calendars.
THE GREAT OUTDOORS
North Canterbury News, March 28, 2024
One mistake can cost alife
The Easter break coincides with
the early part of the Roar
hunting season, and it’s likely
big numbers of hunters will take
to the bush this long weekend.
Recreational firearms user
groups have been coordinating
their messaging this year, to
ensure safety remains top of
mind to the thousands of hunters
who might take to the hills and
bush chasingroaring stags or
croaking bucks this autumn.
Te Tari Preke/ Firearms
Safety Authority, which chairs
the Recreational Firearms
Users Group, says New Zealand
hunters in general have agood
culturearound firearms safety,
but it only takes one mistake to
ruin many peoples lives,and the
roar has aspike in these types of
incidents.
Recreational hunting is abig
part of many New Zealanders
lives, says Te Tari Preke
DirectorofPartnerships Mike
McIlraith.
‘‘We just want everyone
involved to have agreat time
away and to head home safe at
the end to their loved ones.’’
Mike McIlraith says Te Tari
Preke will be running safety
messages in mainstream media
and has coordinated with key
recreational firearms users
groups who share the same
safety goals for anyone out
hunting this Roar.
‘‘Keeping themselves and
others in their hunting area safe
takes more than luck,’’ says Mike
McIlraith.
‘‘We’veboiled it down to three
key reminders for hunters this
year —make aplan for your hunt
Remain safe ... Hunters taking to the hills this weekend are being urged to
stay safe, plan their hunt and stick to the plan.
and stick to it; always treat every
firearm as loaded; and identify
your target beyond all doubt.
Mike McIlraith says hunters
are lucky to be hunting in atime
of high deer numbersinmany
places,with lots of opportunities
for deer.
Hunters don’t need to be in a
rush to shoot the first deer they
see, they should take their time,
and wait until they see the whole
animal.
‘‘All of this helps to keep the
hunter calm and make 100 per
cent surethey have identified
their target.
‘‘If they have any doubts, then
don’t shoot,’’ he says.
‘‘Hunters shouldn’t feel
pressured to take the shot — no
meat or no trophy is better than
no mate. We want all hunters to
have agreat Roar trip and come
home safely.’’
The Recreational Firearms
UsersGroupwas formed to help
align the importantmessaging of
the various stakeholder groups
involved in recreational hunting
in New Zealand. This group
consists of Federated Farmers
of New Zealand, Fish &Game
NZ, Game Animal Council,
Mountain Safety Council, NZ
Deerstalkers Association,and
Te Tari Preke.
The Roar is the name given to
the time of year when hunters
target Red Deer stags which are
at their most vocal attracting
mates.
Counting to monitor
game birds and fish
Fish &Game staff across the
country are out of their offices
catching and counting birds, or
kittedupinwetsuits to count
fish.
Fish &Game New Zealand
chief executive Corina Jordan
spent two days recently
helping the Taranaki and
Wellington offices banding
mallard and grey ducks.
‘‘It’s great toget away from
computer screens and
meetings, toget out in nature
and get stuck in with the team
doing valuable monitoring
work as CEO of Fish &Game,’’
says Jordan, who helped band
500 birds.
‘‘Every year we band about
3500 birds in Auckland and
Waikato, 3000 in Taranaki and
Wellington, and afurther 1800
in our Eastern region.
‘‘We’ve been banding
waterfowl for more than 30
years because it’s important
we have agood understanding
of numbers and harvest rates
so we can sustainably manage
hunting.’’
Birds are tempted with
grain, and information about
their age and sex is recorded
when birds are banded with a
uniquely numbered band
attached to their leg.
‘‘We also get agood handle
on how healthy the birds are,’’
she says.
Unlike their northern
hemisphere counterparts most
New Zealand ducks don’t tend
to travel more than 25km from
where they were banded, but
there have been instances
where afew extremely tired
mallards made it more than
2000km away, landing in New
Caledonia and Vanuatuinthe
Pacific.
‘‘We need hunters to report
their bands so we can collect
data on its age and where it’s
travelled.
This information is crucial
to help us understand what is
happening with waterfowl
across the country so we can
better manage the population
for our licence holders.’’
Fish &Game staff are also
out driftdiving rivers to
monitor trout populations.
The surveys determine
overall trout abundance and
set catch limitsfor anglers.
The organisation monitors
over 100 rivers this way.
‘‘We kit up in wetsuits and
snorkels and glide down rivers,
not only counting trout but also
assessing water clarity and
habitat, and aquatic insect life
and noting indigenous fish
abundance which gives us a
broad picture of river health,
says Ms Jordan.
Many regions have
information dating back over
30 years.
It is the longestrunning data
set of its kind in New Zealand.
Because trout have the
highest requirement for clean
water of any freshwater
species in the country, this can
give valuable insight into the
longterm trends of river
health.
New company takes over Kaiapoi events
By JOHN COSGROVE
The management of iconic Kaiapoi
events suchasthe Matariki, Party in the
Park and Waitangi Day celebrations
will stay local with the announcement
of anew company to run these three
and other new public events annually.
Blue Sky Events —Karl Howarth and
Sarah Broughton —the team behind
the Rangiora Festival of Colour,
MainPower Light Festival and also the
Waimakariri Winter Festival, have
taken onboard the management of the
big three Kaiapoi events as the
organisers, All Together Kaiapoi, will
soon disband.
‘‘We'd like to extend aheartfelt thank
you to the All Together Kaiapoi team
for their hard work creating so many
wonderful events in Kaiapoi over the
years.
‘‘They have lifted spirits and brought
thecommunity together.’’
❛We have worked with events
of this scale and size before
and look forward to helping
these three and other events
grow and prosper in the
future.❜
Karl says they are grateful they have
been entrusted by ATK to take over
their three major events, continuing
their legacyand keep these events in
Kaiapoi as they celebrate and showcase
what agreat placeKaiapoi is to live,
work, shop and play.
‘‘It’s abig step for Sarah and I.
‘‘We haveworked with events of this
scale and size before and look forward
to helping these three and other events
grow and prosper in the future.’’
‘‘I’m based in Rangiora and Sarah’s in
Kaiapoi, so when ATK asked for
interest to take over their events we put
in aproposal as we are keen to spread
our wings abit.’’
Blue Sky Events haverun large scale
events in Christchurch and North
Canterbury for eight years and are very
excited for this next chapter, which
includes anew event for Kaiapoi.
Riversong Kaiapoi will be held on
Saturday, April 20, on the banks of the
Kaiapoi River.
Karl says it features local musicians,
food, drink and entertainment, a
festival zone and lighting up of theriver
itself.
‘‘It’s been on the cards for over ayear,
and it’s been quite good timing for us
taking over these three big events and
adding another.’’
He says their aim is to make it an
annual summer event and are already
planning for next year’s Riversong
Kaiapoi festival, to turn it into
something bigger and more of ariver
carnival style event.
Kaiapoi Promotions Association
chairperson Janine Duke says she
welcomes Blue Sky Events
management of the events. The KPA
will continue to support Blue Sky and
all the local businesses involved in
these events.’’
Blue Sky Events has renamed the old
ATK FaceBook site as Kaiapoi Events
so it can continue as an event
advertising site. ‘‘It’s avery popular site
as it promotes many other events and
happenings in Kaiapoi,’’ Karl says.
New space ... Oxford Area School principal Mike Hart (left) chats to morning receptionist
OAS plans paused
By DAVID HILL.
Local Democracy Reporter
As an Oxford school marks the opening
of anew building, the wait continues for
acomplete rebuild.
Oxford Area School celebrated the
official opening of the new Takurua
building with the community last week,
but principal Mike Hart says the school
now faces uncertainty with further
redevelopment plans.
The school has been caught out by the
Government’s review of school building
projects, putting apause on the long
awaited redevelopment.
Education Minister Erica Stanford
announced last month there would be an
inquiry into school building projects,
which immediately put apause on 350
projects around the country.
‘‘Stage two has been paused. It has
been designed and consented, but there
is no timeline,’’ Mr Hart said.
‘‘But we are terribly grateful for what
we’ve got,’’ he said, referring to the
Takurua building.
A$10 million redevelopment of the
school was first announced in
September 2018, with two new buildings
planned.
The new Takurua building comprises
six teaching spaces for science, food
technology and general teaching, anew
library space, canteen and
administration spaces.
It means the school has been able to
demolish its old science and technology
block, but the planned music, art and
technology block is now on hold.
These first two stages of the
redevelopment, if completed, would give
the year 1to13school capacity to grow
from 500 to 600 students.
The school’s master plan has further
stages as the school roll grows, including
anew school hall.
For now secondary school students
are continuing to make do in outdated
buildings.
Mr Hart said students were pleased to
be in the new science labs
‘‘It is great to have the new labs as in
the old building they were really old,
like when you and Iwere at school.’’
The new library has rollaway shelves
so it can be opened up as alarge
community space, with the attached food
technology classrooms and canteen able
to be used for catering.
The layout for the redevelopment and
the naming of the classrooms is based on
the alignment of the night sky in
November.
Takurua is the Māori name for Sirius,
the brightest star in the night sky
Te Waka oTamarereti, which
encapsulates constellations such as
Orion’s belt and the Southern Cross, has
been incorporated into the school’s
cultural narrative with the help of Te
Ngāi Tūāhuriri Rūnanga, with the story
illustrated on panels in the new
building.
Lighting has been placed in the ceiling
in the reception area to identify the stars
Takurua and Aotahi (Orion).
The year 4to6block, which was
opened eight years ago, was already
named Aotahi. The school was
instrumental in asuccessful application
for international dark sky park status for
the 11,350 hectare Oxford Forest
Conservation Area.
Volunteers from the school’s
observatory initiated the Oxford Dark
Sky Group, which has been working with
the Waimakariri District Council on
changes to the District Plan as it works
towards dark sky reserve status.
Cycling challenge for Kaiapoi skow project
By JOHN COSGROVE
Each morning for afortnight, Kaiapoi
cyclist Bruce Milsom rose, donned his one
set of riding clothes and prepared his tired
63yearold body for more hours in the
saddle as he cycled 1700kms along the
length of the South Island.
Cycling from Queen Charlotte Sound to
Milford Sound as part of the Sounds 2
Sounds (S2S) challenge, was Bruce
Milsom’s way to help fundraise for a
historical boat renovation.
The Alwyn GScow restoration project
will benefit from Bruce’s endeavours by
more than $1700, and he says he would
happily do it again.
His days were at times not leisurely
rides through scenic vistas —some days
he battled headwinds and cold rain for
hours across barren windswept
landscapes in Central Otago, or coped with
his bike rattling to pieces on coarse back
roads, or undertaking 30 river crossings in
aday.
But most days were thankfully fine, and
once he set off at the tail end of the pack,
Bruce found it to be avery pleasant
experience.
‘‘I had only ridden afew onedaylongdistance
events of around 60kms, so this
Journey’s end ... Kaiapoi cyclist Bruce
fundraising marathon ride The Alwyn G
was something different. Iknew Iwasn’t
going to be racing up front so Ielected to
start at the back of the pack of 260 riders
taking part in the challenge.’’
The selfsupported riders' departures
were spread out over aweek. The 100
faster ones headed away first then days
NORTH CANTERBURY GOLF RESULTS
later the next 100 and finally the last 60
including Bruce.
This was to ease the pressure on
accommodations along the trail and not
have any overcrowding on the narrow
sections of the tracks.
Bruce says he was quickly on his own,
but after acouple of days he teamed up
with another rider, adoctor, and they
travelled together the rest of the way.
The Englishborn building surveyor says
he didn’t start riding until2017 when he
was 57.
‘‘A friend got me riding, but he went
home to the UK and Ialmost didn’t carry
on, however, another friend got me
interested in longer distance riding. I
thought Iwould be so slow at it but on my
first BridgetoBridge race Ifinished with
110 other competitors behind me.’’
Coincidently when Bruce checked into
amotel on the Marlborough leg of the S2S
he ran into his friend from the UK who
was pleased to see him still riding.
‘‘It was great to see him again after so
many years, it was all part of the fun of the
S2S.’’
Bruce says that the S2S is not arace. It
is all about the experience and it had a
great social side.
‘‘I would rise at 6am each day. Stretch
21
and warm up the body, ride for two hours
then break for lunch, usually with other
riders in acafe somewhere. Then ride for
another two to four hours to get to amotel,
or to one of my many friend's houses
scattered along the way. Rest up and do it
all again the next day.’’
‘‘It’s avery satisfying ride, you can go as
slow as you want –some are still on it
today, and it’s always nice to know there
are people behind you who can help if you
need it.’’
Bruce’s advice to aspiring entrants in
next year's challenge is:
1) Don't overstretch yourself. Keep each
day well within your capabilities,
particularly the first few days.
2) Take regular breaks. ‘‘Typically I
stopped for about 15 minutes at about 2
hourly intervals, plus photo stops and
short stops.’’
3) Just do it! Even if you think you are
not ready (like myself) so take longer, and
do shorter rides.
‘‘Even if you only ride 50kms per day you
will still get there. If some hills are too
steep, then walk up.
‘‘It takes alot less effort to get off and
walk up than it does to ride up.
‘‘So don't burn out trying to be ahero, get
off and walk up.’’
Bland to Beautiful: Gardener Honoured for
Transformation of Council Reserve
Creating agardener’s oasis onacouncil reserve
has seen Kaiapoi resident Jane Hughes awarded
the overall prize for best garden in All Together
Kaiapoi’s ‘Kaiapoi Garden Competition.’
Jane described her name being read out asone of
the “most wonderful moments ofher life.”
She said itwas an honour to have her passion
for gardening zand her many hours ofdedication
being acknowledged by her town.
“I really do love my garden and Ijust feel very lucky
that Council has allowed metoplant it out and
treat it as if it were my own garden.”
Jane and her husband Tedmoved totheir home
in Tuhoe Ave, Beachgrove about seven years
ago. When Jane first saw the property she had a
few reservations - she didn’t like the minimalist
landscaping of the reserve.
But they decided to purchase and once settled in,
Jane made plans to transform the reserve.
All the plants and trees she planted were done at
her own expense.
She is abig fan ofalstroemerias, her daughter
Hilary isaflorist and has helped her source some
rather rare and unusual ones from the North
Island. Jane also loves lilies and one of her greatest
pleasures is to gift her neighbours Christmas lilies
when the reserve garden isinfull bloom.
Jane was raised in Kaiapoi, her family the Moores,
farmed in Kaiapoi inthe area that is now the
Moorcroft development.
The brass rod from the family coal range iseven
part ofher garden –she uses it as astake to help
her new plantings take root.
Jane’s daughter Kate and her grandson Ashton
attended the awards ceremony as did anumber of
her friends who came back and celebrated with a
glass ofwine after the awards.
“They were all so excited and they all enjoy the
garden as well. It really capped off what was
already alovely night.”
Jane says her three daughters areall proudoftheir
mumand she knows herlatehusband Ted, who
passed away last year, wouldhavebeen proudaswell.
“He used to moan about me spending somuch on
the garden, but he would still always suggest that
we go and have alook at plants at Terra Viva or go
for adrive toQuerky Style atCust for alook at the
plants and aspot of lunch. He knew how much the
garden meant to me.”
Jane says she is close to all her neighbours, and
they all enjoy the transformation of the reserve.
Her brother Thomas has sanded and stained all
the seating and she said not once has anyone ever
vandalised the garden.
“They’ve never so much as pulled out aplant or
touched the hose.”
Waimakariri District Council Greenspace Manager
Grant MacLeod is delighted at how well Jane has
looked after the reserve.
“It has been fabulous to see the care and attention
that Jane has paid to the reserve. She has certainly
brought avibrancy tonot only the reserve but
the local community. She put in all the hard work
at the beginning and that has continued in her
tireless maintenance of the garden. Itisvery
evident that she has alot of pride in her garden
and her community.”
Waimakariri District Councillor and All Together
Kaiapoi member Brent Cairns says Jane is an
inspiration to those around her.
“Whenever you call in to see Jane you will more
often than not find her in the garden -trimming
edges or weeding. Weare so fortunate to have
someone like her who cares about the quality
of our reserves. It was apleasure to be able to
acknowledge all the hard work she has done and
award her the supreme award in the Kaiapoi
Garden Competition.
“The judgesall agreed, Jane’sgardenisspectacular.”
