Coastal settlement tackles climatechange<br />

Asmall <strong>North</strong> <strong>Canterbury</strong> coastal<br />

community, working alongside the<br />

Hurunui District Council, is addressing<br />

climate change issues in preparation for<br />

the future.<br />

An innovative proposal for proactive<br />

retreat, and land banking, was developed<br />

as part of the Amberley Beach Coastal<br />

Adaptation Plan (CAP), to enable the<br />

community to have control over their<br />

future and address the threat of coastal<br />

erosion, flooding and sea level rise at the<br />

small beach settlement.<br />

The council’s coastal adaptation<br />

project with the Amberley Beach<br />

community, has been recognised as the<br />

best in New Zealand in the professional<br />

planning realm.<br />

The CAP won the New Zealand<br />

Planning Institute’s Best Practice Award<br />

for Climate Change at the Institute’s<br />

conference last week, and went on to win<br />

the Supreme Award —the Nancy<br />

<strong>North</strong>croft Planning Practice Award —<br />

on the final day of the conference.<br />

The awards recognise the work of<br />

planners in developing and<br />

implementing innovative policies, plans<br />

and projects to address climate change<br />

issues in New Zealand/Aotearoa.<br />

The council’s CAP is believed to be one<br />

of just ahandful approved in New<br />

Zealand.<br />

It was born from the council’s planning<br />

team engaging with the beach<br />

community on every phase of the project,<br />

which provided everyone an equal voice<br />

in the plan’s development. The plan<br />

outlines how the Amberley Beach<br />

community will take control of its future<br />

and adapt to the changing hazard risk<br />

over the next 100 years.<br />

Coastal erosion, coastal inundation,<br />

rising groundwater, fluvial and pluvial<br />

flooding were all considered impacts of<br />

climate change assessment.<br />

Judith Batchelor, who set up much of the<br />

programme, says too often councils get<br />

caught in engineering their way out of<br />

problems.<br />

Planners helped to facilitate the<br />

community discussions and provide<br />

technical planning advice, while<br />

consultants, Jacobs assisted by providing<br />

science advice directly to the<br />

community.<br />

This engagement required the team to<br />

develop and use engaging and innovative<br />

ways of communicating technical<br />

information, so the Amberley Beach<br />

community could foster and understand<br />

the information, then form decisions<br />

foundered on science.<br />

Dobbie says community involvement set<br />

the council’s project apart from others at<br />

the conference.<br />

‘‘It (the award), is recognition of a<br />

community that has got involved in the<br />

process.’’<br />

He says 37 out of 109 property owners<br />

offered feedback on the option of land<br />

banking to prepare for managed<br />

retreated.<br />

While it appeared to be asmall<br />

number, he says councils rarely get<br />

everyone involved in these types of<br />

community consultation processes, and<br />

reflects about the same percentage of<br />

those that take part in local government<br />

elections.<br />

He says it was important to council the<br />

plan was owned by the community, and it<br />

was the planners’ role to balance the<br />

competing needs of different community<br />

members, different generations and the<br />

environment.<br />

‘‘It is easy to visualise, design, and<br />

price protection options, while proactive<br />

relocation is amuch harder concept to<br />

discuss and evaluate.<br />

‘‘The community did not shy away from<br />

these discussions.<br />

He says Land Banking now forms part<br />

of the council’s Long Term Plan, where<br />

money is set aside to facilitate the<br />

purchase of land to relocate to in the<br />

future.<br />

The purchase is done through council,<br />

and the ratepayer would pay back the<br />

purchase price.<br />

‘‘If people want to do it, we are<br />

prepared to do this on their behalf.<br />

‘‘We have looked at potential sites in<br />

the range of the sort of money we are<br />

talking about,’’ Mr Dobbie says.<br />

He credits the community and his staff<br />

for enabling aplan to be put in place, and<br />

also the council for its ‘‘bravery in<br />

funding this on going work for three<br />

years’’.<br />

Mr Dobbie says the plan now had to be<br />

executed and be kept alive.<br />

‘‘We have strategies in place for that to<br />

happen,’’ he says.<br />

Meanwhile the council and its other<br />

coastal communities are working on<br />

similar plans.<br />

Hefty rate riseinthe Hurunui<br />

Hurunui ratepayersface ahefty 12.37<br />

percent rates rise on average as the<br />

council invests in roading, stormwater and<br />

drainage, and Hanmer Springs.<br />

The Hurunui District Council adopted<br />

its draft <strong>2024</strong>/34 Long Term Plan for<br />

consultation on Tuesday (<strong>March</strong> 26), with<br />

submissions closing on April 29.<br />

Feedback is sought on whether to<br />

increasespending on roading, how the<br />

council rates for its three waters services,<br />

and the proposed development of the<br />

former Queen Mary Hospital site in<br />

Hanmer Springs.<br />

Mayor Marie Black said the council was<br />

feeling the effects of the cost of living<br />

crisis.<br />

‘‘We have all felt the effect of<br />

inflationary pressures, whether it be at the<br />

supermarket or the petrol pump.<br />

‘‘The council is not exempt from these<br />

pressures, for example, the council has<br />

experienced cost hikes in roading<br />

materials and contracts.’’<br />

She said growth in the south ward,<br />

which includes Amberley, and the<br />

changing climate were all having an<br />

impact.<br />

‘‘Over the past three years some parts of<br />

the district have experienced significant<br />

rain events.<br />

‘‘In some cases roads have been<br />

damaged or even washed away.’’<br />

The council was also addressing the<br />

impacts of rising sea levels, coastal<br />

inundation and erosion in its beach<br />

communities.<br />

To make the district more resilience, the<br />

council proposed average rate rises of<br />

12.37% for the <strong>2024</strong>/25 financial year and<br />

14.26% for the 2025/26 year, Mrs Black said.<br />

But it was setting a 5% caponrate rises<br />

for the remaining years in the 10­year<br />

impaired.’’<br />

The Dine in Darkness will be held on<br />

Friday, May 3, at the Woodend Community<br />

Centre starting at 5.30pm, and its goal is to<br />

raise funds for the Ronald McDonald<br />

House Charities.<br />

‘‘We give people achance to be<br />

challenged to eat food without seeing what<br />

they are eating first.’’<br />

Terry says it is atwo course meal and<br />

participants have to discover what’s<br />

Councillorsvoted to adopt an unaudited<br />

consultation document, which has been<br />

allowed for under transitional<br />

arrangements in the Water Services Acts<br />

Repeal Bill.<br />

Chief financial officer Jason Beck said<br />

the document was with Audit New<br />

Zealand and the audit would not be<br />

completed until mid­April.<br />

‘‘The purpose of the consultation<br />

document is to consult with the community<br />

and we feel this document is fit for<br />

purpose.<br />

‘‘We could delay the process, but we<br />

would still need to have amonth­long<br />

consultation period and it would give us<br />

less time to consider the submissions.’’<br />

He said if any significant issues were<br />

raised in the audit, these could be<br />

addressed by the council.<br />

remind people Easter is not all about<br />

receiving but giving also.’’<br />

Consents filed for Waipara solarfarm<br />

A<strong>North</strong> <strong>Canterbury</strong> community is<br />

preparing to fight aproposed 18.8<br />

hectare solar farm.<br />

Far <strong>North</strong> Solar Farm has applied for<br />

resource consents with the Hurunui<br />

District Council and Environment<br />

<strong>Canterbury</strong> to build a143.8 MWp solar<br />

farm on a242.4ha property near<br />

Waipara.<br />

Local residents have formed the<br />

group Save Waipara Valley and set up a<br />

website savewaiparavalley.com.<br />

The group has called on residents to<br />

email the two councils as they consider<br />

whether to publicly notify the consents.<br />

The Hurunui District Council<br />

confirmed it received aresource<br />

consent application for the construction<br />

and operation of asolar farm on<br />

Monday.<br />

Judith Batchelor said council staff will<br />

spend the next few weeks reviewing the<br />

consent applications.<br />

Environment <strong>Canterbury</strong> received<br />

two resource consent applications<br />

earlier this month, which have since<br />

been placed on hold.<br />

Both applications relate to the<br />

discharge of stormwater, with one being<br />

for the discharge of stormwater during<br />

the construction phase.<br />

The proposed solar farm is ajoint<br />

venture between Far <strong>North</strong> Solar Farm,<br />

asolar energy asset developer based in<br />

<strong>Canterbury</strong> Cricket looks to MainPower Oval<br />

<strong>Canterbury</strong> Cricket is looking to invest<br />

in Rangiora’s Mainpower Oval.<br />

Chief executive Jeremy Curwin is<br />

looking to collaborate with <strong>Canterbury</strong><br />

Country Cricket and the Waimakariri<br />

District Council to support the rapid<br />

growth of the sport in the region.<br />

The growing profile of cricket,<br />

especially the women’s game, means<br />

<strong>Canterbury</strong> Cricket is fast outgrowing<br />

its facilities at Hagley Park in<br />

Christchurch and MainPower Oval.<br />

The council is consulting on<br />

expansion plans as part of the draft<br />

<strong>2024</strong>/34 Long Term Plan, which would<br />

see asecond cricket oval and training<br />

facilities developed on council­owned<br />

land near the existing oval.<br />

The project is expected to cost more<br />

than $1 million, with the council<br />

proposing to contribute $500,000.<br />

While Hagley Park remains<br />

<strong>Canterbury</strong>’s number one cricket<br />

ground, there is no opportunity for<br />

expansion, Mr Curwin said.<br />

It means MainPower Oval is hosting a<br />

growing number of men’s, women’s,<br />

age group and <strong>Canterbury</strong> Country<br />

matches.<br />

‘‘At the moment we’re playing 65 days<br />

of cricket on the oval in aseason, which<br />

is way too many,’’ he said.<br />

‘‘Our goal would be to play premium<br />

matches on the oval or about 35 days of<br />

cricket, and the rest on the second<br />

oval.<br />

‘‘And having better facilities will<br />

make the game more accessible and<br />

inspire people.’’<br />

The return of cricket to Free to Air<br />

television this summer has seen a<br />

dramatic boost to playing numbers this<br />

season.<br />

‘‘Havingitontelevision is starting to<br />

make the game more appealing as kids<br />

are seeing the White Ferns on Free to<br />

Air.<br />

‘‘It has made amassive difference. If<br />

you can’t see it, you can’t be it.’’<br />

<strong>Canterbury</strong> Country Cricket<br />

executive director Peter Devlin said<br />

his organisation catered for an extra 20<br />

teams in the lower grades when cricket<br />

returned after the Christmas break<br />

this season.<br />

‘‘It is our biggest increase by far.<br />

Normally we would expect eight to 10<br />

extra teams.<br />

‘‘Part of that is the programmes we<br />

do in schools, but the fact it is<br />

accessible on television has made a<br />

difference.’’<br />

Mr Devlin said doubling the capacity<br />

at MainPower Oval could open up new<br />

possibilities, including hosting<br />

children’s cricket tournaments.<br />

<strong>Canterbury</strong> Cricket hopes to start<br />

work on developing the new facilities<br />

in 2026, with the aim of having it ready<br />

for the 2026/27 cricket season.<br />

‘‘We are massively positive about it<br />

because we need it. All the major<br />

associations need two grounds,’’ Mr<br />

Curwin said.<br />

‘‘At the moment the burden is on<br />

Country, but if we work together we can<br />

bring together our skills and resources<br />

to make it more sustainable.’’<br />

Honing students skills<br />

The <strong>North</strong> <strong>Canterbury</strong> Woodcraft Club<br />

is proving popular for home­school<br />

students to learn the ancient craft of<br />

wood turning.<br />

Club president Noel Graham, who<br />

has been wood turning for 30 years,<br />

says home­schooled young people<br />

make up alarge portion of those at the<br />

club being taught the basic woodcraft<br />

skills required to progress further.<br />

‘‘They are apleasure to have in our<br />

club. They are respectful, enthusiastic<br />

and keen to learn,’’ he says.<br />

Noel believes wood turning, which<br />

involves shaping wood with alathe, is<br />

popular with young people because ‘‘it<br />

is one of thefew craft activities where<br />

individuals walk in with just an idea of<br />

what they intend to achieve and walk<br />

out acouple of hours later with a<br />

completed item’’.<br />

Children have to be about 12 years<br />

old before they can join the club. ‘‘This<br />

is more of aheight requirement than<br />

an age restriction,'' Noel says.<br />

‘‘They have to be acertain height to<br />

be able to operate alathe.’’<br />

HarrisonBagrie, aged 12, of<br />

Rangiora, was keen to join the club<br />

earlier this year when he turned 12<br />

and was tall enough, and he is enjoying<br />

his time there, his mother Ruth Bagrie<br />

says.<br />

Harrison’s elder sister Kaitlyn, aged<br />

21, and brother Jack, aged 18, also<br />

joined the club as youngsters.<br />

Jack has taken his love of working<br />

with wood and the skills he learnt at<br />

the club astep further, and now has an<br />

apprenticeship building kitchens with<br />

Misco Joinery in Kaiapoi.<br />

New club members all learn how to<br />

use alathe and various wood­turning<br />

chisels.<br />

Initially newcomers will be shown<br />

how to make garden implements, then<br />

bowls, but as their skill level improves<br />

they ‘‘quickly come in with definite<br />

ideas of what they want to make in a<br />

session’’, Noel says.<br />

Many different types of timber are<br />

used, sourced from felled trees<br />

gathered by members.<br />

The club’s workshop is at<br />

<strong>North</strong>brook Studios in Rangiora.<br />

It is equipped with arange of<br />

machines and tools for members’ use<br />

and is open on Wednesday, from 1pm<br />

to 4pm, and on Thursday from 7pm to<br />

9pm.<br />

All new members arewelcome and<br />

experienced members are keen to<br />

support them as they learn wood<br />

turning and other wood crafts.<br />

Bridge repairs start<br />

Work has started on the next stage of<br />

the Waimakariri Gorge Bridge deck<br />

replacement project.<br />

The Selwyn and the Waimakariri<br />

District Councils say workershave<br />

started installing scaffolding ahead<br />

of replacing the bridge deck on the<br />

bridge.<br />

Temporary traffic lights have been<br />

installed to control traffic.<br />

The councils advises delays of up<br />

to 10 minutes for motorists.<br />

The nightly bridge closure will<br />

start from Tuesday April 2, between<br />

7.30pm and 4.30am, for about 6<br />

weeks.<br />

The construction teams will not<br />

workonFriday and Saturday nights.<br />

During the night time closures, the<br />

alternative route is via the SH1<br />

WaimakaririRiver Bridge near<br />

Kaiapoi then via the Christchurch/<br />

SH1 bypass and turn right at<br />

Yaldhurst Road and then head up<br />

SH73.<br />

This route is about 115km so plan<br />

your trip accordingly.<br />

During the day, the bridge will be<br />

open to normal traffic flow, with<br />

temporarytraffic lights in place.<br />

Expect delays of up to 10 minutes.<br />

Last week Ihad the opportunity to<br />

attend the regular zone forum with<br />

Mayors and Chief Executives from<br />

across the South Island, inclusive of the<br />

Chatham Island.<br />

National Council President Mayor<br />

Sam Broughton from Selwyn District<br />

Council reported that up and downthe<br />

country councils are being faced with<br />

increasing costs which is placing<br />

enormous pressure on councils and<br />

their communities.<br />

Some of the interesting facts<br />

presented are that bridges are 38<br />

percent more expensive to build, roads<br />

and infrastructure are 27% more<br />

expensive to build and maintain, and<br />

sewerage systems are 30% more<br />

expensive to build compared to just<br />

three years ago.<br />

Most councils are at apoint where,<br />

sweating their assets or under investing<br />

in new assets, will impact on services,<br />

and councils that have taken on debt to<br />

fund large infrastructure investments<br />

are now paying huge interestcosts.<br />

With additional council<br />

responsibilities mandated through<br />

central government and amuch<br />

stronger regulatory framework coupled<br />

withreduced funding levers this is<br />

making some situations moredifficult<br />

to manage.<br />

Planning for growth in Amberley is<br />

constrained by efforts to protect<br />

agricultural land.<br />

Growth scenarios used by the Hurunui<br />

District Council suggest the south ward’s<br />

population of 5590 could double over the<br />

next 10 years.<br />

But Mayor Marie Black said there is<br />

uncertainty due to national legislation.<br />

For now, the south ward’s main town of<br />

Amberley is surrounded by land which is<br />

protected under the existing National<br />

Policy Statement (NPS) of highly<br />

productive land.<br />

The HurunuiDistrict Council’s strategy<br />

and community committee has adopted a<br />

draft South Ward Spatial Plan, with plans<br />

for growth over the next 30 years.<br />

It is now out for publicengagement until<br />

April 29 and the district’s south ward<br />

councillorsare keen to receive feedback<br />

from residents.<br />

Should there be any legislative change to<br />

how the land is categorised after the<br />

spatial plan is adopted, the council’s chief<br />

strategyand community officer Judith<br />

Batchelorsaid this can be addressed<br />

throughaplan changewhen any land is<br />

rezoned.<br />

‘‘We will look to influence the highly<br />

productive land mapping in conversation<br />

with Environment <strong>Canterbury</strong>, but at the<br />

moment we need to comply with NPS.’’<br />

She said Environment <strong>Canterbury</strong>has<br />

indicated the draft mapping will come<br />

back to the council for comment.<br />

Councillor Pauline White said adopting<br />

the draft spatial plan is ‘‘a positive step’’.<br />

‘‘It is important for the council to be<br />

aware of what might be coming and how<br />

the community would like to see that<br />

growth managed.’’<br />

and commercial development.<br />

‘‘Amberley is within commuting distance<br />

from Christchurch, so it is about how we<br />

manage that growth so we retain the<br />

country feel as opposed to becoming a<br />

suburb of Christchurch.’’<br />

Fellow south ward councillor Vanessa<br />

McPherson said housing capacity is<br />

sufficient in the short and medium term,<br />

but options like terraced housing could be<br />

looked at in the long term.<br />

‘‘You only have to look at some of the<br />

developments in Christchurch to realise<br />

that with design guidance, retaining rural<br />

character is achievable.’’<br />

Allowing for industrial land is also<br />

essential to the area’s economic growth,<br />

she said. The spatial plan identifies the<br />

need to consolidate Amberley’s growth,<br />

where there is existing infrastructure and<br />

services, while the Leithfield village has<br />

limited room for growth.<br />

The coastal settlements of Amberley<br />

Beach and Leithfield Beach have<br />

constraints which have been identified in<br />

coastal adaptation plans.<br />

No growth is proposed for the rural<br />

settlements of Balcairn and Broomfield,<br />

while there is already land zoned for<br />

development at Ashley Forest.<br />

South Ward Community Committee<br />

chairperson Jo Hassall, who also chairs<br />

the Leithfield Community Centre<br />

committee, said she is pleased the council<br />

listened to Leithfield residents in its initial<br />

engagement.<br />

‘‘We have such anice village we don’t<br />

want to lose that village feel. The council<br />

staff originally suggested they could<br />

expand the village up the hill, but now they<br />

realise there is plenty of spaces to infill in<br />

the village rather than spreading out.’’<br />

The plan also identifies opportunities to<br />

lobby for public transportasthe<br />

population grows.<br />

<strong>Canterbury</strong>’s regional councillors say they<br />

want open and transparent meetings, but<br />

are divided on how to achieve it.<br />

Amotion by councillor Greg Byrnes<br />

calling for Environment <strong>Canterbury</strong>’s<br />

briefings, workshops and seminars to be<br />

open to the public was lost by seven votes<br />

to nine at Wednesday's council meeting.<br />

But councillors agreed on theneed to be<br />

more transparent.<br />

Cr Byrnes said his motion was in line<br />

with recommendations from Ombudsman<br />

Peter Boshier in areport released in<br />

October last year.<br />

‘‘The principleofopen by default should<br />

be the starting point and then you can<br />

consider whether it needs to be closed and<br />

why.<br />

‘‘If you can’t have the couragetosay<br />

what you think in front of your<br />

constituents then it is apretty sad state of<br />

affairs.’’<br />

He noted meetings were not<br />

livestreamed to the public and recordings<br />

were not released until five days after a<br />

meeting.<br />

The Christchurch City Council recently<br />

adopted asimilar motion.<br />

Grant Edgesaid the Ombudsman<br />

addressed the concerns raised by<br />

councillorsinthe report.<br />

‘‘The report makes clear that<br />

councillorsare required to conduct<br />

business in an open and accountable<br />

manner. The Ombudsman acknowledges<br />

there are times when meetings will need<br />

to be closed, but they need to be open by<br />

default, which this motion proposes.’’<br />

Councillor Genevieve Robinson said the<br />

motion was not proposing amajor change<br />

to processes.<br />

‘‘Coming from ajournalism background,<br />

you need the information so you can ask<br />

the right questions and talk to the right<br />

people so you can write your story.’’<br />

Chairperson Peter Scott said there was<br />

support for the intent of the motion and<br />

encouraged Cr Byrnes to come back with a<br />

motion ‘‘which works for everybody’’.<br />

The Rangiora Golf Club has<br />

hosted an evening to unveil<br />

plaques honouring the<br />

achievements of two of its young<br />

golf stars.<br />

Momoka Kobori, aged 25, and<br />

her younger brother Kazuma,<br />

aged 22, began playing golf at the<br />

Rangiora club as youngsters.<br />

Both now credit it as playing an<br />

important role in the<br />

international success they are<br />

now achieving.<br />

‘‘There is no way we would be<br />

where we are today without the<br />

start we received here at the<br />

Rangiora Golf Club,’’ Kazuma<br />

says.<br />

‘‘There is such agood vibe<br />

here.’’<br />

Both siblings have busy<br />

schedules on the international,<br />

professional golf circuit, but<br />

returned to their home base in<br />

Rangiora to attend the club’s<br />

event last week, along with their<br />

parents, Ryo and Junko. Momoka<br />

said every time she returns home<br />

to Rangiora she says to herself:<br />

‘‘It doesn’t get much better than<br />

this.’’<br />

The Rangiora Golf Club’s<br />

president Karen Craige says the<br />

club is really grateful to Kazuma<br />

and Momoka for continuing to<br />

connect the Rangiora Clubwith<br />

their success on the world stage.<br />

‘‘I can’t believe what your<br />

success is doing for our club,’’ she<br />

says.<br />

‘‘It is an absolutely fantastic<br />

thing to have you connecting with<br />

our club.<br />

It gives our club members areal<br />

buzz to hear that connection.’’<br />

Momoka and Kazuma were<br />

born in Japan but moved to<br />

Rangiora with their parents in<br />

2007. They attended Rangiora<br />

High School, where both<br />

successful junior and amateur<br />

golfers and have continued to<br />

blaze atrail of excellence since<br />

turning professional.<br />

Kazuma has had adream start<br />

to his professional career<br />

winning three consecutive webex<br />

Players Series tournaments since<br />

his November 2023 debut, gaining<br />

his DP World Tour card and also<br />

an invitation to play in The Open<br />

Championship this July. Momoka<br />

also made aflying start to her<br />

professional career which began<br />

in January 2021, establishing<br />

herself on the Ladies European<br />

Tour and achieving five wins to<br />

date.<br />

Both siblings remain humble<br />

despite their golfing success, and<br />

are popular Rangiora club<br />

members.<br />

views on anumber of proposals. It’s important our<br />

communities get involved in Local Government<br />

decision making so that Council’s decisionsand actions<br />

The review looks at wards and<br />

numbers of councillors and<br />

the population-to-councillor formula,<br />

Council is required to undertake a<br />

review regardless.<br />

Council isgoing out tothe community<br />

proposing a change to the current<br />

structure with the addition ofaSouth<br />

Ward Community Board, tobeelected<br />

from two electoral subdivisions within<br />

1.Draft Long Term Plan<br />

Council is reviewing the Reserves Management Plan 2012. We want to ensure<br />

reserves are managed in the best way possible to allow community use and<br />

enjoyment, whilepreservingand protecting them forfuturegenerations.<br />

It’srecommendedreservesmanagementplans be reviewed every10years. Since the<br />

2012 plan was adopted, there have been changes tothe number of our reserves and<br />

how we useand manage them.<br />

Last year, wewent out to our community for feedback on the General Policies ofthe<br />

ReservesManagementPlan, andCouncil worked with theHanmerSprings Community<br />

Board, Ward Community Committees and Council officers to review and develop<br />

individual reserve policies for their areas. Adraft Reserves Management Plan isnow<br />

available forcomment. Submissionsclose at 5pmon23May.<br />

Council’s Fees and Charges are reviewed<br />

every year toensure they remain current<br />

andalignwithbudgetaryrequirements.<br />

Council aims torecover some, orall, of<br />

the costs associated with providing<br />

certificates, approvals, permits or<br />

consents, as well as conducting<br />

inspections, especially when there is a<br />

significant private benefit. If these costs<br />

are not recovered from users, the<br />

alternative istoallocate them to general<br />

ratesrevenue,impacting allratepayers.<br />

Council isasking the community’s views<br />

on threeoptions:<br />

Adopt the proposed Fees and<br />

Charges outlined in the draft Fees<br />

andCharges <strong>2024</strong>/25.<br />

Maintain status quo, keeping the<br />

Fees and Charges as they are inthe<br />

Revoke or lower the Fees and<br />

Charges.<br />

5. Draft South Ward<br />

Spatial Plan<br />

The <strong>2024</strong>-34 Long Term Plan sets the<br />

direction for the next 10 years for<br />

Hurunui District, looking at what<br />

services Council will provide, what<br />

they will cost and atwhat levels rates<br />

willbeset.<br />

A number of key issues are facing<br />

ratepayers as we look at how the<br />

district will meet increased costs to<br />

upgrading drinking and wastewater<br />

supplies, meet regulatory changes in<br />

how we rate for stormwater, and<br />

maintain the roading renewal<br />

programme to the desired standard.<br />

We are seeking community views on<br />

financial modelling for the Queen<br />

Mary south site. Submissions close at<br />

Better luck hoped for<br />

Multi­award winning Auckland artist<br />

Vjekoslav Nemesh will be hoping for<br />

better luck at his latest Kaiapoi<br />

exhibition.<br />

This is the fourth time Nemesh has<br />

exhibited work at the Art on the Quay<br />

Gallery in the Ruataniwha Kaiapoi Civic<br />

Centre.<br />

The last time he exhibited there,<br />

during August 2020 three of his exhibits<br />

—two vases and apainting —were<br />

stolen, and they have not been<br />

recovered.<br />

It was the first time anything had been<br />

stolen from the gallery and security<br />

cameras have been installed because of<br />

the theft.<br />

Nemesh also lost art work at another<br />

exhibition, in Hawaii, during August last<br />

year when the gallery he was exhibiting<br />

at was burnt down during wildfires<br />

which killed 101 people and caused<br />

widespread damage in the 50th<br />

American state.<br />

His new exhibition, Metallica Nemesh<br />

Art, is acelebration of vibrant colours<br />

created with and inspired by the<br />

extensive Resene Metallics paint range.<br />

As winner of Auckland’s inaugural Art<br />

Battle, aglobal live art tournament, last<br />

year Nemesh, who was born in<br />

Petrovaradin, the former Yugoslavia<br />

which is now Serbia, was given a<br />

selection of Resene Metallica test pots<br />

and decided to put them to good use<br />

creating work for anew exhibition.<br />

Human rights stand by ECan<br />

<strong>Canterbury</strong>’s regional council has<br />

taken astand for human rights.<br />

Environment <strong>Canterbury</strong> voted to<br />

update its procurement policy at a<br />

council meetingonWednesday to<br />

preventitfrom dealing with any<br />

businesses connected with the illegally<br />

occupied Palestinian Territories.<br />

The councillors voted in favour of a<br />

motion proposed by council staff to<br />

comply with United NationsSecurity<br />

Council Resolution 2334, which was cosponsored<br />

by New Zealand.<br />

The resolution states that Israeli<br />

settlements in the occupied territories<br />

of Palestine are illegal under<br />

international law.<br />

Following the passing of the<br />

resolution, the United NationsHuman<br />

Rights Council compiled alist of<br />

companies involved in the building or<br />

maintenance of the illegal settlements.<br />

The decision follows amotion moved<br />

by councillor Greg Byrnes last month<br />

calling on staff to investigate what<br />

would be involved in updatingthe<br />

policy.<br />

Environment <strong>Canterbury</strong> chief<br />

financial officer Brian Elliott said the<br />

council did not trade with any of the<br />

listed companies at present.<br />

The passing of the motion was<br />

applauded by asmall public gallery.<br />

include Airbnb, Expedia Group,<br />

TripAdvisor, Booking.com, JCB, Egis<br />

Rail, Opodo (Spain) and Tahal Group<br />

International, as well as anumber of<br />

Our draft 10 year Long Term Plan (<strong>2024</strong>-2034) isnow<br />

open for community feedback. Our plan for the next<br />

ten years has not changed much since the last LTP<br />

in 2021 as we continue to focus on our core<br />

infrastructure assets as well as prioritise<br />

investments in catching up with our roading and<br />

footpath programmes.<br />

Planning, preparation keys to staying safe<br />

The Game Animal Council is reminding<br />

hunters that good planning and<br />

preparation are the keys to asafe and<br />

successful roar.<br />

Tim Gale, general manager of the<br />

New Zealand Game Animal Council<br />

(GAC), says while the roar is an exciting<br />

time, it is also aperiod of increased risk<br />

for hunters, whichiswhy the GAC and<br />

other organisations in the sector have<br />

worked hard to push key safety<br />

messages.<br />

‘‘This year, we are focusing on<br />

ensuring hunters make the right<br />

preparations before their roar hunts.’’<br />

Mr Gale says the Better Hunting<br />

online hunter training platform,<br />

produced by the NZGame Animal<br />

Council in conjunction with 24<br />

different organisations such as the<br />

Department of Conservation, the NZ<br />

Mountain Safety Council and the NZ<br />

Deerstalkers Association, is agreat<br />

placefor all hunters to start their<br />

hunting journey.<br />

It is afree e­learning experience to<br />

help you brush up on hunting skills and<br />

where you can sit courses and become<br />

certified in hunting and firearm<br />

essentials.<br />

Mr Gale says while Better Hunting is<br />

aimed at inexperienced hunters,<br />

experienced hunters who haveused the<br />

platform say they havelearnt alot from<br />

it as well.<br />

‘‘It has been developed by experts to<br />

help upskill people who then havethe<br />

information at their finger tips,’’ he<br />

says.<br />

It is of particular importance with the<br />

roar being the busiest time of the year<br />

for those in the hunting sector, keen on<br />

scoring themselves astag.<br />

The website deals with planning and<br />

preparation, including carrying the<br />

right gear, checking the forecast, taking<br />

apersonal locator beacon and leaving<br />

detailed intentions, whichall<br />

significantly reduce the risk of<br />

accidents.<br />

Better Hunting NZalso includes<br />

firearm safety, river crossing safety,<br />

survival instruction, navigation and<br />

first aid, along with the information on<br />

good game animal management<br />

practices. The health of the herd is an<br />

important aspectofhunting.<br />

‘‘None of us can ever shoot aonce­ina­lifetime<br />

fully­mature stag ifthere are<br />

none around. We therefore need to be<br />

discerning about what we shoot and<br />

what we leavefor another day,’’ Mr Gale<br />

says.<br />

Mature stags havereached their full<br />

potential and passed on their genes, but<br />

younger stags can be given the chance<br />

to fully develop.<br />

‘‘As aKiwi hunter, harvesting to feed<br />

your family, and the conservation of our<br />

native species, are just as important as<br />

taking atrophy animal.<br />

‘‘The good news is that by practicing<br />

good game animal management, you<br />

can help to achieve all three. Ensuring<br />

adecent hind harvest will also help<br />

manage the population, resulting in<br />

healthier animals, ahealthier<br />

environment and abetter male­female<br />

balance,’’ Mr Gale says.<br />

He points out one module gives<br />

hunters the tools to sight in rifles<br />

without wasting ammunition, giving<br />

them the theory and knowledge to go to<br />

the range and sight in their own rifles.<br />

He also stresses that people should<br />

write down their intentions before<br />

leaving home to go out hunting, such as<br />

putting them up on the fridge, or texting<br />

them to their partners and family. This<br />

helps if there is an incident, and<br />

searchers then know where to start<br />

locating hunters in time of need.<br />

‘‘We have had overwhelmingly<br />

positive feedback about Better Hunting<br />

and for its collaborative approach,’’ he<br />

says. ‘‘So think about including it in<br />

your preparations for this years Roar.’’<br />

says the upcoming <strong>2024</strong> duckhunting<br />

season looks great.<br />

Garrick says the number of<br />

birds around is looking good.<br />

‘‘A good spring breeding<br />

season means there are lots of<br />

birds, but with the drought,<br />

birds are in places that are<br />

holding water,’’ he says.<br />

‘‘This means if we don’t get<br />

some substantial rain before<br />

May 4, then hunters might not<br />

have their usual hunting spots<br />

available to them.’’<br />

He recommends hunters get<br />

out now and start scouting<br />

backup locations for opening<br />

morning.<br />

‘‘If they turn up to where they<br />

have traditionally hunted, they<br />

might be surprised that their<br />

normal spots don’t have any<br />

water,’’hesays.<br />

Duck­hunting is apopular<br />

time in the <strong>North</strong> <strong>Canterbury</strong><br />

region, and almost 3000 local<br />

hunters will be out on opening<br />

morning.<br />

Many people take the<br />

opportunity to come together as<br />

families and friends, and<br />

gather free­rangesustainable<br />

game birds on opening<br />

weekend.<br />

Duck­hunting is often a<br />

celebration of what it means to<br />

be akiwi —wecan go and<br />

gather game food together<br />

because, unlike most other<br />

forms of hunting, game bird<br />

hunting can be done<br />

collectively.<br />

However, Mr Garrick says,<br />

many hunters don’t realise<br />

game bird hunting season is<br />

more than justopening<br />

weekend —itruns for three<br />

months in the South Island.<br />

Therefore, most hunters<br />

aren’t accessingthe full<br />

potential of their game bird<br />

licence by just hunting opening<br />

weekend.<br />

New Zealand, especially the<br />

South Island, has agenerous<br />

game bird hunting season,<br />

providinghunterswith many<br />

opportunities.<br />

Another important preseason<br />

date for game bird<br />

hunters is Pegging Day which<br />

this year is April 7.<br />

Peggingday is when hunters<br />

wishing to hunt public land, can<br />

peg an existing maimai that the<br />

previous season’s hunter hasn’t<br />

already pegged.<br />

Hunters can claim the vacant<br />

maimai anytime after 10am on<br />

April 7.<br />

Fish &Game recommends<br />

hunters also take aphoto of the<br />

peg on their phone to verify the<br />

date and time of the pegging.<br />

Mr Garrick says, everything<br />

looks like <strong>North</strong> <strong>Canterbury</strong><br />

hunters should have areally<br />

productive opening weekend<br />

this year. ‘‘Good bird numbers<br />

means that hunters who find<br />

the water will find the birds.’’<br />

Focus on firearms<br />

Around 20 <strong>North</strong> <strong>Canterbury</strong><br />

hunters had firearms seized by<br />

Fish &Game Rangers on the<br />

opening weekend of the 2023<br />

game bird hunting season.<br />

Cosgrove says this level of<br />

offending was disappointing<br />

for all the other duck hunters<br />

following the rules.<br />

‘‘We’ve used the situation to<br />

work with The Firearms Safety<br />

Authority, the New Zealand<br />

Police and the rural<br />

community to get more<br />

information out there and<br />

remind duck hunters that<br />

firearms regulations have<br />

changed in the last couple of<br />

years,’’ he says.<br />

All of the people who had<br />

firearms seized or left<br />

unattended firearms and<br />

ammunition in maimai’s, will<br />

now have their suitability to<br />

hold afirearms licence<br />

reviewed under the ‘‘Fit and<br />

Proper’’ test used by the<br />

Firearms Safety Authority.<br />

The 2021 changes to the Arms<br />

Act states ‘‘if you are charged<br />

with an offence under the<br />

Wildlife Act –such as hunting<br />

without agame bird licence –<br />

your ability to hold afirearms<br />

licencewill come into doubt’’.<br />

In addition to those changes,<br />

the Firearms Safety Authority<br />

implemented new<br />

requirements for the<br />

transporting and storage of<br />

firearms and the direct<br />

supervision of unlicensed<br />

firearms users.<br />

<strong>North</strong> <strong>Canterbury</strong>Fish &<br />

Game officers found multiple<br />

firearms left unattended in<br />

maimai’s —insome cases<br />

overnight —with ammunition<br />

present.<br />

‘‘Not only is this criminally<br />

stupid, but it is also incredibly<br />

dangerous and disrespectful to<br />

the land owner whose property<br />

they were hunting on. Ihate to<br />

think what could have<br />

happened if young children<br />

had found these firearms<br />

instead of the Fish &Game<br />

Rangers,’’ says Mr Cosgrove.<br />

Non­toxic ammunition is<br />

mandatoryfor the <strong>2024</strong> game<br />

bird season, after the last<br />

exemption for lead shot in .410<br />

shotguns was removed.<br />

The Firearms Safety<br />

Authority has stepped up<br />

advertising around the duckshooting<br />

season and the roar<br />

this year. ‘‘It’s been great to see<br />

our fellow statutory agencies —<br />

the recently created Firearms<br />

Safety Authority and the Game<br />

Animal Council —join Fish &<br />

Game in the firearms safety<br />

space,’’ he says.<br />

Fish &Game asks duck<br />

hunters to check their mates<br />

have agame bird hunting<br />

licence before opening<br />

morning.<br />

‘‘It’s easy to get your game<br />

bird hunting licence. You can<br />

buy it online now, or support<br />

your local hunting retailers and<br />

pop instore and purchase a<br />

licence there,’’ Mr Cosgrove<br />

says. ‘‘Fish &Game has strong<br />

and active compliance teams<br />

operating throughout the<br />

country. Often, our Rangers are<br />

accompanied by Police<br />

Officers, so expect to see us<br />

whether you hunt private or<br />

public water.’’

Hunters urged to identify their targets<br />

The Roar season about to begin and<br />

hunters need to take extra special care,<br />

says the New Zealand Deerstalkers<br />

Association Chief Executive, Gwyn<br />

Thurlow.<br />

‘‘I would like to remind all hunters to<br />

be particularly cautious at this time,<br />

which is the busiest time of year in the<br />

hunting calendar.<br />

‘‘Be certain beyond all doubt when<br />

identifying your target, and always<br />

assume anything you hear or glimpse in<br />

the bush could be another human until<br />

you have a100 percent positive<br />

identification,’’ he says.<br />

Mr Thurlow says the message is<br />

particularly important as Easter<br />

weekend will fall within the peak Roar<br />

period, which makes it more likely that<br />

many hunters will take advantage of the<br />

long weekend to get out hunting in<br />

droves.<br />

‘‘With an increased number of people<br />

hunting public land, there is an<br />

increased risk so all hunters must<br />

remain diligent.’’<br />

Mr Thurlow says the identify your<br />

target rule always applied but should be<br />

emphasised again for the Roaring<br />

season, or ‘the Roar' the time of year<br />

from about late <strong>March</strong> to the end of April<br />

during which red deer are mating.<br />

Though there is an increased risk of<br />

encountering other hunting parties<br />

during this busy period, it is important<br />

to note that incidents are more likely to<br />

occur within hunting parties.<br />

As such, it is critical to communicate<br />

with your hunting party and agree on<br />

plans for movement and dividing<br />

hunting grounds, then commit to the<br />

plan.<br />

‘‘We all know the temptation to<br />

deviate from aplan when we hear astag<br />

Roaring outside our agreed hunting<br />

area, however the risk of from the plan<br />

is not worth the risk.<br />

‘‘The Roar may be aprized stag, or<br />

another hunter seeking to attract the<br />

attention of other animals.<br />

‘‘If you hear astag from your friends<br />

area, then rather than entering their<br />

ground and risk atragedy, be happy on<br />

their behalf and focus on your own hunt<br />

instead,’’ Mr Thurlow says..<br />

Stags Roar to defend their territories<br />

and attract females, and hunters track<br />

them by this noise in the hope of<br />

securing atrophy.<br />

‘‘Often Roaring back at astag will<br />

attract it, and lead to an opportunity for<br />

ashot, but there is also the risk that you<br />

will draw in another hunter who thinks<br />

you are astag.<br />

‘‘This means you must be especially<br />

careful and not get carried away by the<br />

excitement of the chase.’’<br />

Movement, sound, colour and shape<br />

can be very deceptive and it is every<br />

hunters absolute responsibility to prove<br />

it is safe to fire.<br />

He also emphasised the need for<br />

hunters to avoid losing visual contact<br />

with ahunting companion, to wear<br />

coloured clothing in contrast with the<br />

environment, carry an emergency<br />

locator beacon, and take all the other<br />

normal precautions in the Firearms<br />

Safety Code.<br />

About the deer Roar/rut<br />

The Roar runs from late <strong>March</strong><br />

through April, peaking early April.<br />

It is the breeding season of New<br />

Zealand's deer species.<br />

The Roar lasts about four weeks, with<br />

stags being the most vocal in the middle<br />

two weeks.<br />

The <strong>2024</strong> Roar season coincides with<br />

our Easter Holiday long weekend and so<br />

will be well attended by New Zealand's<br />

hunting community. Like duck shooting<br />

opening weekend, the Roar is the most<br />

important event on most game hunters<br />

annual calendars.<br />

mind to the thousands of hunters<br />

who might take to the hills and<br />

bush chasingroaring stags or<br />

croaking bucks this autumn.<br />

firearm as loaded; and identify<br />

your target beyond all doubt.<br />

Hunters don’t need to be in a<br />

rush to shoot the first deer they<br />

see, they should take their time,<br />

and wait until they see the whole<br />

animal.<br />

‘‘All of this helps to keep the<br />

hunter calm and make 100 per<br />

cent surethey have identified<br />

their target.<br />

‘‘If they have any doubts, then<br />

don’t shoot,’’ he says.<br />

‘‘Hunters shouldn’t feel<br />

pressured to take the shot — no<br />

meat or no trophy is better than<br />

no mate. We want all hunters to<br />

have agreat Roar trip and come<br />

home safely.’’<br />

The Recreational Firearms<br />

UsersGroupwas formed to help<br />

align the importantmessaging of<br />

the various stakeholder groups<br />

involved in recreational hunting<br />

in New Zealand. This group<br />

consists of Federated Farmers<br />

of New Zealand, Fish &Game<br />

NZ, Game Animal Council,<br />

Mountain Safety Council, NZ<br />

Deerstalkers Association,and<br />

Te Tari Preke.<br />

The Roar is the name given to<br />

the time of year when hunters<br />

target Red Deer stags which are<br />

at their most vocal attracting<br />

mates.<br />

Counting to monitor<br />

game birds and fish<br />

Fish &Game staff across the<br />

country are out of their offices<br />

catching and counting birds, or<br />

kittedupinwetsuits to count<br />

fish.<br />

spent two days recently<br />

helping the Taranaki and<br />

Wellington offices banding<br />

mallard and grey ducks.<br />

‘‘It’s great toget away from<br />

computer screens and<br />

meetings, toget out in nature<br />

and get stuck in with the team<br />

doing valuable monitoring<br />

work as CEO of Fish &Game,’’<br />

says Jordan, who helped band<br />

500 birds.<br />

‘‘Every year we band about<br />

3500 birds in Auckland and<br />

Waikato, 3000 in Taranaki and<br />

Wellington, and afurther 1800<br />

in our Eastern region.<br />

‘‘We’ve been banding<br />

waterfowl for more than 30<br />

years because it’s important<br />

we have agood understanding<br />

of numbers and harvest rates<br />

so we can sustainably manage<br />

hunting.’’<br />

Birds are tempted with<br />

grain, and information about<br />

their age and sex is recorded<br />

when birds are banded with a<br />

uniquely numbered band<br />

attached to their leg.<br />

‘‘We also get agood handle<br />

on how healthy the birds are,’’<br />

she says.<br />

Unlike their northern<br />

hemisphere counterparts most<br />

New Zealand ducks don’t tend<br />

to travel more than 25km from<br />

where they were banded, but<br />

there have been instances<br />

where afew extremely tired<br />

mallards made it more than<br />

2000km away, landing in New<br />

Caledonia and Vanuatuinthe<br />

Pacific.<br />

‘‘We need hunters to report<br />

their bands so we can collect<br />

data on its age and where it’s<br />

travelled.<br />

This information is crucial<br />

to help us understand what is<br />

happening with waterfowl<br />

across the country so we can<br />

better manage the population<br />

for our licence holders.’’<br />

Fish &Game staff are also<br />

out drift­diving rivers to<br />

monitor trout populations.<br />

The surveys determine<br />

overall trout abundance and<br />

set catch limitsfor anglers.<br />

The organisation monitors<br />

over 100 rivers this way.<br />

‘‘We kit up in wetsuits and<br />

snorkels and glide down rivers,<br />

not only counting trout but also<br />

assessing water clarity and<br />

habitat, and aquatic insect life<br />

and noting indigenous fish<br />

abundance which gives us a<br />

broad picture of river health,<br />

says Ms Jordan.<br />

Many regions have<br />

information dating back over<br />

New company takes over Kaiapoi events<br />

The management of iconic Kaiapoi<br />

events suchasthe Matariki, Party in the<br />

Park and Waitangi Day celebrations<br />

will stay local with the announcement<br />

of anew company to run these three<br />

and other new public events annually.<br />

Blue Sky Events —Karl Howarth and<br />

Sarah Broughton —the team behind<br />

the Rangiora Festival of Colour,<br />

MainPower Light Festival and also the<br />

Waimakariri Winter Festival, have<br />

taken onboard the management of the<br />

big three Kaiapoi events as the<br />

organisers, All Together Kaiapoi, will<br />

soon disband.<br />

events in Christchurch and <strong>North</strong><br />

<strong>Canterbury</strong> for eight years and are very<br />

excited for this next chapter, which<br />

includes anew event for Kaiapoi.<br />

Riversong Kaiapoi will be held on<br />

Saturday, April 20, on the banks of the<br />

Kaiapoi River.<br />

Karl says it features local musicians,<br />

food, drink and entertainment, a<br />

festival zone and lighting up of theriver<br />

itself.<br />

‘‘It’s been on the cards for over ayear,<br />

and it’s been quite good timing for us<br />

taking over these three big events and<br />

adding another.’’<br />

He says their aim is to make it an<br />

annual summer event and are already<br />

planning for next year’s Riversong<br />

Kaiapoi festival, to turn it into<br />

something bigger and more of ariver<br />

carnival style event.<br />

Kaiapoi Promotions Association<br />

chairperson Janine Duke says she<br />

welcomes Blue Sky Events<br />

management of the events. The KPA<br />

will continue to support Blue Sky and<br />

all the local businesses involved in<br />

these events.’’<br />

Blue Sky Events has renamed the old<br />

ATK FaceBook site as Kaiapoi Events<br />

so it can continue as an event<br />

advertising site. ‘‘It’s avery popular site<br />

as it promotes many other events and<br />

happenings in Kaiapoi,’’ Karl says.<br />

As an Oxford school marks the opening<br />

of anew building, the wait continues for<br />

acomplete rebuild.<br />

Oxford Area School celebrated the<br />

official opening of the new Takurua<br />

building with the community last week,<br />

but principal Mike Hart says the school<br />

now faces uncertainty with further<br />

redevelopment plans.<br />

The school has been caught out by the<br />

Government’s review of school building<br />

projects, putting apause on the long<br />

awaited redevelopment.<br />

Education Minister Erica Stanford<br />

announced last month there would be an<br />

inquiry into school building projects,<br />

which immediately put apause on 350<br />

projects around the country.<br />

‘‘Stage two has been paused. It has<br />

been designed and consented, but there<br />

is no timeline,’’ Mr Hart said.<br />

‘‘But we are terribly grateful for what<br />

we’ve got,’’ he said, referring to the<br />

Takurua building.<br />

A$10 million redevelopment of the<br />

school was first announced in<br />

September 2018, with two new buildings<br />

planned.<br />

The new Takurua building comprises<br />

six teaching spaces for science, food<br />

technology and general teaching, anew<br />

library space, canteen and<br />

administration spaces.<br />

It means the school has been able to<br />

demolish its old science and technology<br />

block, but the planned music, art and<br />

technology block is now on hold.<br />

These first two stages of the<br />

redevelopment, if completed, would give<br />

the year 1to13school capacity to grow<br />

from 500 to 600 students.<br />

The school’s master plan has further<br />

stages as the school roll grows, including<br />

anew school hall.<br />

For now secondary school students<br />

are continuing to make do in outdated<br />

buildings.<br />

Mr Hart said students were pleased to<br />

be in the new science labs<br />

‘‘It is great to have the new labs as in<br />

the old building they were really old,<br />

like when you and Iwere at school.’’<br />

The new library has rollaway shelves<br />

so it can be opened up as alarge<br />

community space, with the attached food<br />

technology classrooms and canteen able<br />

to be used for catering.<br />

The layout for the redevelopment and<br />

the naming of the classrooms is based on<br />

the alignment of the night sky in<br />

November.<br />

Takurua is the Māori name for Sirius,<br />

the brightest star in the night sky<br />

Te Waka oTamarereti, which<br />

encapsulates constellations such as<br />

Orion’s belt and the Southern Cross, has<br />

been incorporated into the school’s<br />

cultural narrative with the help of Te<br />

Ngāi Tūāhuriri Rūnanga, with the story<br />

illustrated on panels in the new<br />

building.<br />

Lighting has been placed in the ceiling<br />

in the reception area to identify the stars<br />

Takurua and Aotahi (Orion).<br />

The year 4to6block, which was<br />

opened eight years ago, was already<br />

named Aotahi. The school was<br />

instrumental in asuccessful application<br />

for international dark sky park status for<br />

the 11,350 hectare Oxford Forest<br />

Conservation Area.<br />

Volunteers from the school’s<br />

observatory initiated the Oxford Dark<br />

Sky Group, which has been working with<br />

the Waimakariri District Council on<br />

changes to the District Plan as it works<br />

towards dark sky reserve status.<br />

Cycling challenge for Kaiapoi skow project<br />

Each morning for afortnight, Kaiapoi<br />

cyclist Bruce Milsom rose, donned his one<br />

set of riding clothes and prepared his tired<br />

63­year­old body for more hours in the<br />

saddle as he cycled 1700kms along the<br />

length of the South Island.<br />

Cycling from Queen Charlotte Sound to<br />

Milford Sound as part of the Sounds 2<br />

Sounds (S2S) challenge, was Bruce<br />

Milsom’s way to help fundraise for a<br />

historical boat renovation.<br />

The Alwyn GScow restoration project<br />

will benefit from Bruce’s endeavours by<br />

more than $1700, and he says he would<br />

happily do it again.<br />

His days were at times not leisurely<br />

rides through scenic vistas —some days<br />

he battled headwinds and cold rain for<br />

hours across barren windswept<br />

landscapes in Central Otago, or coped with<br />

his bike rattling to pieces on coarse back<br />

roads, or undertaking 30 river crossings in<br />

aday.<br />

But most days were thankfully fine, and<br />

once he set off at the tail end of the pack,<br />

Bruce found it to be avery pleasant<br />

experience.<br />

‘‘I had only ridden afew one­daylongdistance<br />

events of around 60kms, so this<br />

was something different. Iknew Iwasn’t<br />

going to be racing up front so Ielected to<br />

start at the back of the pack of 260 riders<br />

taking part in the challenge.’’<br />

The self­supported riders' departures<br />

were spread out over aweek. The 100<br />

faster ones headed away first then days<br />

later the next 100 and finally the last 60<br />

including Bruce.<br />

This was to ease the pressure on<br />

accommodations along the trail and not<br />

have any overcrowding on the narrow<br />

sections of the tracks.<br />

Bruce says he was quickly on his own,<br />

but after acouple of days he teamed up<br />

with another rider, adoctor, and they<br />

travelled together the rest of the way.<br />

The English­born building surveyor says<br />

he didn’t start riding until2017 when he<br />

was 57.<br />

‘‘A friend got me riding, but he went<br />

home to the UK and Ialmost didn’t carry<br />

on, however, another friend got me<br />

interested in longer distance riding. I<br />

thought Iwould be so slow at it but on my<br />

first Bridge­to­Bridge race Ifinished with<br />

110 other competitors behind me.’’<br />

Coincidently when Bruce checked into<br />

amotel on the Marlborough leg of the S2S<br />

he ran into his friend from the UK who<br />

was pleased to see him still riding.<br />

‘‘It was great to see him again after so<br />

many years, it was all part of the fun of the<br />

S2S.’’<br />

Bruce says that the S2S is not arace. It<br />

is all about the experience and it had a<br />

great social side.<br />

‘‘I would rise at 6am each day. Stretch<br />

and warm up the body, ride for two hours<br />

then break for lunch, usually with other<br />

riders in acafe somewhere. Then ride for<br />

another two to four hours to get to amotel,<br />

or to one of my many friend's houses<br />

scattered along the way. Rest up and do it<br />

all again the next day.’’<br />

‘‘It’s avery satisfying ride, you can go as<br />

slow as you want –some are still on it<br />

today, and it’s always nice to know there<br />

are people behind you who can help if you<br />

need it.’’<br />

Bruce’s advice to aspiring entrants in<br />

next year's challenge is:<br />

1) Don't over­stretch yourself. Keep each<br />

day well within your capabilities,<br />

particularly the first few days.<br />

2) Take regular breaks. ‘‘Typically I<br />

stopped for about 15 minutes at about 2<br />

hourly intervals, plus photo stops and<br />

short stops.’’<br />

3) Just do it! Even if you think you are<br />

not ready (like myself) so take longer, and<br />

do shorter rides.<br />

‘‘Even if you only ride 50kms per day you<br />

will still get there. If some hills are too<br />

steep, then walk up.<br />

‘‘It takes alot less effort to get off and<br />

walk up than it does to ride up.<br />

‘‘So don't burn out trying to be ahero, get<br />

off and walk up.’’<br />

Bland to Beautiful: Gardener Honoured for<br />

Transformation of Council Reserve<br />

Creating agardener’s oasis onacouncil reserve<br />

has seen Kaiapoi resident Jane Hughes awarded<br />

the overall prize for best garden in All Together<br />

Kaiapoi’s ‘Kaiapoi Garden Competition.’<br />

Jane described her name being read out asone of<br />

the “most wonderful moments ofher life.”<br />

She said itwas an honour to have her passion<br />

for gardening zand her many hours ofdedication<br />

being acknowledged by her town.<br />

“I really do love my garden and Ijust feel very lucky<br />

that Council has allowed metoplant it out and<br />

treat it as if it were my own garden.”<br />

Jane and her husband Tedmoved totheir home<br />

in Tuhoe Ave, Beachgrove about seven years<br />

ago. When Jane first saw the property she had a<br />

few reservations - she didn’t like the minimalist<br />

landscaping of the reserve.<br />

But they decided to purchase and once settled in,<br />

Jane made plans to transform the reserve.<br />

All the plants and trees she planted were done at<br />

her own expense.<br />

She is abig fan ofalstroemerias, her daughter<br />

Hilary isaflorist and has helped her source some<br />

rather rare and unusual ones from the <strong>North</strong><br />

Island. Jane also loves lilies and one of her greatest<br />

pleasures is to gift her neighbours Christmas lilies<br />

when the reserve garden isinfull bloom.<br />

Jane was raised in Kaiapoi, her family the Moores,<br />

farmed in Kaiapoi inthe area that is now the<br />

Moorcroft development.<br />

The brass rod from the family coal range iseven<br />

part ofher garden –she uses it as astake to help<br />

her new plantings take root.<br />

Jane’s daughter Kate and her grandson Ashton<br />

attended the awards ceremony as did anumber of<br />

her friends who came back and celebrated with a<br />

glass ofwine after the awards.<br />

“They were all so excited and they all enjoy the<br />

garden as well. It really capped off what was<br />

already alovely night.”<br />

Jane says her three daughters areall proudoftheir<br />

mumand she knows herlatehusband Ted, who<br />

passed away last year, wouldhavebeen proudaswell.<br />

“He used to moan about me spending somuch on<br />

the garden, but he would still always suggest that<br />

we go and have alook at plants at Terra Viva or go<br />

for adrive toQuerky Style atCust for alook at the<br />

plants and aspot of lunch. He knew how much the<br />

garden meant to me.”<br />

Jane says she is close to all her neighbours, and<br />

they all enjoy the transformation of the reserve.<br />

Her brother Thomas has sanded and stained all<br />

the seating and she said not once has anyone ever<br />

vandalised the garden.<br />

“They’ve never so much as pulled out aplant or<br />

touched the hose.”<br />

Grant MacLeod is delighted at how well Jane has<br />

looked after the reserve.<br />

“It has been fabulous to see the care and attention<br />

that Jane has paid to the reserve. She has certainly<br />

brought avibrancy tonot only the reserve but<br />

the local community. She put in all the hard work<br />

at the beginning and that has continued in her<br />

tireless maintenance of the garden. Itisvery<br />

evident that she has alot of pride in her garden<br />

and her community.”<br />

Waimakariri District Councillor and All Together<br />

Kaiapoi member Brent Cairns says Jane is an<br />

inspiration to those around her.<br />

“Whenever you call in to see Jane you will more<br />

often than not find her in the garden -trimming<br />

edges or weeding. Weare so fortunate to have<br />

someone like her who cares about the quality<br />

of our reserves. It was apleasure to be able to<br />

acknowledge all the hard work she has done and<br />

award her the supreme award in the Kaiapoi<br />

Garden Competition.<br />

Fees andCharges <strong>2024</strong>-25<br />

In accordance with theLocal Government Act2002, Sections 83 and83(1)(a), theHurunui District Council (Council)<br />

invitessubmissionsonits Proposed Fees andCharges <strong>2024</strong>-25.<br />

As part of theannualplanning process, all Fees andCharges arereviewed. They encompassawide rangeof activities,<br />

including infrastructure costs,building consents,and more. The Fees andCharges aretoensurethe costsof providing<br />

theseCouncil services arerecoveredbythose whouse them.This annualreviewprovidesthe opportunitytoreflect<br />

changes in thecosts andservices.<br />

Duetothe increasedoperating costs, some fees andcharges arebeing increased by thecurrent Consumer PriceIndex<br />

(CPI). We need to ensure costsare recoveredsothatCouncil services arenot subsidised furtherbyrates.<br />

Notice of intent to review theHurunui District Reserves Management Plan<br />

In accordance with section41of the Reserves Act1977 theHurunui District Council (Council)gives notice of itsintention<br />

to undertake acomprehensive review of theexistingHurunui District Reserves Management Plan.<br />

The Reserves Management Plan directsmanagementand developmentof all reserves,domains andparkareas Council<br />

hasdecision-making responsibility for, andincludesreserve land held subject to theReservesAct 1977 andLocal<br />

Government Act2002.<br />

Over February to <strong>March</strong> 2023, theCouncil worked together with theHanmerSpringsCommunity Board, Community<br />

Committees andCouncil officers to developthe DraftReservesManagementPlan forHurunui District.Sitevisitswere<br />

undertakenbyCouncil officers,CommunityCommittees andthe Hanmer SpringsCommunityBoard to individualreserves<br />

in theirareas.The Council also invitedsuggestions andideas from thepubliconthe GeneralPoliciesof the Reserves<br />

ManagementPlan forinclusion in theDraft Reserves ManagementPlan over October-November 2023.<br />

In response to feedback received from thepubliconour GeneralPolicies, anddiscussionswiththe Council,Council<br />

Vector Free Marlborough(VFM) wishestoadvise thepublicofits intention to aerially applythe toxin<br />

Sodium fluoroacetate (1080) to theRainbow area forthe purpose of controlling possums.The Rainbow<br />

operationisbeingcarried outonbehalfofOSPRI as part of itsTBfreeNew Zealandprogramme,which<br />

aims to eradicatebovinetuberculosis from wildlife vectorsthatposearisk to farmed cattleand deer.<br />

Description of Area<br />

The permission area forthe <strong>2024</strong> Rainbowpossumcontrol operation takesinland in theupper Wairau<br />

catchment, from thevicinity of Lake Sedgemeredownstream to Bull PaddockFlatapproximately5km<br />

east of St ArnaudVillage.The easternboundarymostlyfollows theStArnaud Rangeand theedge of<br />

Nelson Lakes National Park. Inthe west the boundary mostly follows the Raglan Range and abuts<br />

MolesworthStation.<br />

Public Access &RecreationalFacilities<br />

Rainbowroad, Wairau – HanmerSprings Hydroroad,Rainbow skifieldroad,Bull Paddockcreek track,<br />

Ronan’s stream track, Hamilton riverroute, Lee’screek track and hut,Connor’s creekrouteand hut,Paske<br />

routeand hut, Begley routeand hut, DipFlatRNZAF training camp,and Coldwatercampingground are<br />

all within the treatmentarea. Public access to thesefacilities will be restrictedwhile theaerialapplication<br />
