Proposed Long Term Plan <strong>2024</strong>-34<br />
In accordance with theLocal Government Act2002, Sections 93A,93B,93G,83and 83 (1)(a), theHurunui District<br />
Council (Council)invites submissionsonits Proposed Long Term Plan<strong>2024</strong>-34.<br />
TheLongTermPlan is astatutory requirement. Long Term Planscover 10 years, andCouncil reviewsits plan everythree<br />
years. This provides theability foralong-termapproach to planning,withthe flexibilitytoadjusttounexpectedissuessuch<br />
as inflation, pandemicsand centralgovernmentregulation, etc.<br />
TheLongTermPlan Consultation Document provides asummary of what theCouncil is proposing,looking at what<br />
services theCouncil will provide, what they will cost,and at what levelrates will be set.<br />

Fees andCharges <strong>2024</strong>-25<br />
In accordance with theLocal Government Act2002, Sections 83 and83(1)(a), theHurunui District Council (Council)<br />
invitessubmissionsonits Proposed Fees andCharges <strong>2024</strong>-25.<br />
As part of theannualplanning process, all Fees andCharges arereviewed. They encompassawide rangeof activities,<br />
including infrastructure costs,building consents,and more. The Fees andCharges aretoensurethe costsof providing<br />
theseCouncil services arerecoveredbythose whouse them.This annualreviewprovidesthe opportunitytoreflect<br />
changes in thecosts andservices.<br />
Duetothe increasedoperating costs, some fees andcharges arebeing increased by thecurrent Consumer PriceIndex<br />
(CPI). We need to ensure costsare recoveredsothatCouncil services arenot subsidised furtherbyrates.<br />

Notice of intent to review theHurunui District Reserves Management Plan<br />
In accordance with section41of the Reserves Act1977 theHurunui District Council (Council)gives notice of itsintention<br />
to undertake acomprehensive review of theexistingHurunui District Reserves Management Plan.<br />
The Reserves Management Plan directsmanagementand developmentof all reserves,domains andparkareas Council<br />
hasdecision-making responsibility for, andincludesreserve land held subject to theReservesAct 1977 andLocal<br />
Government Act2002.<br />
Over February to <strong>March</strong> 2023, theCouncil worked together with theHanmerSpringsCommunity Board, Community<br />
Committees andCouncil officers to developthe DraftReservesManagementPlan forHurunui District.Sitevisitswere<br />
undertakenbyCouncil officers,CommunityCommittees andthe Hanmer SpringsCommunityBoard to individualreserves<br />
in theirareas.The Council also invitedsuggestions andideas from thepubliconthe GeneralPoliciesof the Reserves<br />
ManagementPlan forinclusion in theDraft Reserves ManagementPlan over October-November 2023.<br />
In response to feedback received from thepubliconour GeneralPolicies, anddiscussionswiththe Council,Council<br />
officers,our CommunityCommittees andHanmerSprings CommunityBoard,adraftReservesManagementPlan is now<br />
publicly available forcomment.<br />

InitialProposalfor Representation Arrangements forthe 2025 localelections<br />
Pursuant to section19M of theLocal ElectoralAct 2001 theHurunui District Council givespublicnoticeof its initial<br />
proposalfor itsrepresentationarrangementsfor the2025 localelections.<br />
On 12 <strong>March</strong> <strong>2024</strong> theHurunui District Councilreviewedits representation arrangements,and resolved that thefollowing<br />
proposal applyfor theCouncil andits communityboardsfor theelections to be held on 11 October2025:<br />
Councilrepresentation<br />
It is proposed that theCouncil retainsits 10 memberselected from theexistingthree wards, andthe mayor. The<br />
populationthateachmemberwillrepresent is as follows:<br />

East Ward 2,670 2 1,335<br />
South Ward 5,680 4 1,420<br />
Total 13,800 10 1,380<br />
In accordance with section19V(2), LocalElectoral Act2001the populationthateachmemberrepresentsmustbewithin<br />
therange of +/-10% (1,242 to 1,518).<br />
Community Boardrepresentation<br />
It is proposed that thefollowing twocommunityboardsbeelected:<br />

Encompassing the rating area of HanmerSprings<br />
Thiswill encompass the entirearea of the South Ward<br />

TheHanmerSpringsCommunityBoard will electfivemembers. Itwillnot be subdivided forelectoral purposes andwill<br />
have oneappointed Councillorfromthe West Ward.<br />
SouthWardCommunityBoard<br />
TheSouth Ward CommunityBoard will electfivemembers. FourCouncillors will be appointed to theBoard from theSouth<br />
Ward.<br />
TheSouth Ward CommunityBoard will be subdivided forelectoral purposes as follows:<br />
