EFFORTS IN NORTHERN CALIFORNIA<br />

Meanwhile, efforts to establish <strong>forestry</strong> <strong>school</strong>s began on both <strong>the</strong><br />

Berkeley and Stanford campuses. The February, 1899, issue of The Forester<br />

reported th<strong>at</strong> <strong>the</strong> California St<strong>at</strong>e Board of Trade had appo<strong>in</strong>ted a committee<br />

(John P. Irish, Craigle Sharp, and W. H. Mills) to promote chairs of <strong>forestry</strong><br />

<strong>at</strong> both universities, and th<strong>at</strong> <strong>the</strong> recently organized Society for Conserv<strong>in</strong>g<br />

W<strong>at</strong>er and Forests had adopted a resolution "petition<strong>in</strong>g <strong>the</strong> present legisl<strong>at</strong>ure<br />

to cre<strong>at</strong>e a <strong>school</strong> of <strong>forestry</strong> <strong>in</strong> connection with <strong>the</strong> St<strong>at</strong>e University."<br />

W. H. Mills of San Francisco and K<strong>in</strong>ney were vice-presidents of this society.<br />

Elliott McAllister, <strong>in</strong> <strong>the</strong> June, 1899, Sierra Club Bullet<strong>in</strong>, said this about<br />

<strong>the</strong> society's efforts: ". . . <strong>the</strong> committee on legisl<strong>at</strong>ion. . . went to Sacramento<br />

<strong>in</strong> hope . . . th<strong>at</strong> an unsalaried commission be cre<strong>at</strong>ed to report upon<br />

<strong>the</strong> forests of <strong>the</strong> St<strong>at</strong>e and th<strong>at</strong> a department of <strong>forestry</strong> be organized <strong>at</strong><br />

once <strong>at</strong> <strong>the</strong> University of California to supply men to carry out <strong>the</strong> suggestions<br />

of <strong>the</strong> Commission. .. . The bill. . . rel<strong>at</strong><strong>in</strong>g to <strong>forestry</strong> did not reach<br />

f<strong>in</strong>al passage <strong>in</strong> <strong>the</strong> Legisl<strong>at</strong>ure. The organiz<strong>at</strong>ion of a <strong>forestry</strong> department<br />

<strong>in</strong> <strong>the</strong> University was not <strong>in</strong>cluded. . . ow<strong>in</strong>g to objections raised by <strong>the</strong><br />

Governor. - . . Let us hope th<strong>at</strong> <strong>the</strong> authorities of our Universities will not<br />

overlook <strong>the</strong> rank<strong>in</strong>g importance of <strong>the</strong> subject. . .<br />

In July, 1899, <strong>the</strong> St<strong>at</strong>e Board of Trade sought federal f<strong>in</strong>anc<strong>in</strong>g. The<br />

January, 1900, Sierra Club Bullet<strong>in</strong> reported th<strong>at</strong> "Congressman Kahn...<br />

agreed to advoc<strong>at</strong>e <strong>in</strong> Congress a bill appropri<strong>at</strong><strong>in</strong>g a certa<strong>in</strong> amount for <strong>the</strong><br />

establishment of several <strong>school</strong>s of <strong>forestry</strong>. . . ; <strong>the</strong> hope be<strong>in</strong>g to secure<br />

<strong>in</strong> this way an amount sufficient to establish one of <strong>the</strong>se <strong>school</strong>s <strong>at</strong> <strong>the</strong> Uni.<br />

versity of California. In anticip<strong>at</strong>ion of this, Sen<strong>at</strong>or Perk<strong>in</strong>s has recently<br />

<strong>in</strong>troduced a resolution <strong>in</strong> Congress ask<strong>in</strong>g <strong>the</strong> Government to assign <strong>the</strong><br />

use of <strong>the</strong> Lake Tahoe Reserve (over 135,000 acres) to <strong>the</strong> University of<br />

California. . ." And <strong>the</strong> Daily Californian of February 14, 1900, reported<br />

th<strong>at</strong> Kahn had <strong>in</strong>troduced a bill <strong>in</strong> Congress provid<strong>in</strong>g "th<strong>at</strong> <strong>the</strong> Lake Tahoe<br />

Reserv<strong>at</strong>ion be granted <strong>in</strong> trust to <strong>the</strong> Regents."<br />

On August 21, 1899, <strong>the</strong> Pacific Rural Press, through its editor Professor<br />

Edward J. Wickson of <strong>the</strong> University of California College of Agriculture,<br />

commented: "The subject of <strong>forestry</strong> <strong>in</strong>struction was advanced <strong>at</strong> all confer.<br />

ences we <strong>at</strong>tended. Desire was expressed th<strong>at</strong> <strong>the</strong> St<strong>at</strong>e University be provided<br />

with expert <strong>in</strong>struction so <strong>the</strong>re might be tra<strong>in</strong>ed a good supply of men to<br />

undertake forest management. . . . P<strong>in</strong>chot.. . says th<strong>at</strong> if <strong>the</strong> Government<br />

forest survey is undertaken, he can furnish opportunity for field work for<br />

many <strong>forestry</strong> students."<br />

Of gre<strong>at</strong> significance was <strong>the</strong> appo<strong>in</strong>tment of Benjam<strong>in</strong> Ide Wheeler as<br />

president of <strong>the</strong> University of California <strong>in</strong> <strong>the</strong> fall of 1899. Fresh from<br />

Cornell, where <strong>the</strong> first forest <strong>school</strong> <strong>in</strong> <strong>the</strong> <strong>United</strong> <strong>St<strong>at</strong>es</strong> had been established<br />

just one year earlier, he was conditioned to give leadership. In his <strong>in</strong>augural<br />

address on October 25th, he said, "Not only <strong>the</strong> naked hills of California,<br />

but <strong>the</strong> whole western slope of <strong>the</strong> cont<strong>in</strong>ent call for a special study of <strong>the</strong><br />

forest problem. A <strong>school</strong> of <strong>forestry</strong> is an earnest and <strong>in</strong>stant need."°<br />

These remarks prompted <strong>the</strong> Pacific Rural Press to carry, <strong>in</strong> its Novem-<br />
