The governor constantly urged economy on <strong>the</strong> legisl<strong>at</strong>ors and <strong>the</strong> San<br />
Francisco Chronicle headl<strong>in</strong>ed a story on st<strong>at</strong>e f<strong>in</strong>ances with "The General<br />
Fund will be Dra<strong>in</strong>ed by <strong>the</strong> End of <strong>the</strong> F<strong>in</strong>ancial Year." Perhaps this<br />
economy-m<strong>in</strong>dedness was <strong>the</strong> reason why <strong>the</strong> Assembly failed to act.<br />
The Jepson-Stubenrauch lectures<br />
On <strong>the</strong> heels of this defe<strong>at</strong>, Wheeler arranged for summer lectures by<br />
P<strong>in</strong>chot <strong>at</strong> Berkeley and by Jepson and Stubenrauch <strong>at</strong> Idylwild, Mt. San<br />
I ac<strong>in</strong>to. The circular announc<strong>in</strong>g <strong>the</strong> Idylwild session st<strong>at</strong>ed:<br />
"The course will consist of 10 lectures by each of <strong>the</strong> <strong>in</strong>structors.<br />
Dr. Jepson will tre<strong>at</strong> <strong>the</strong> subject from <strong>the</strong> botanical standpo<strong>in</strong>t, expla<strong>in</strong><strong>in</strong>g<br />
and illustr<strong>at</strong><strong>in</strong>g <strong>the</strong> biology of trees, with special reference to <strong>the</strong>ir life<br />
history and botanical characters; he will also describe <strong>the</strong> trees and forests<br />
of California. Professor Stubenrauch will deal with <strong>the</strong> economy of <strong>the</strong><br />
forests, <strong>the</strong>ir uses and abuses, silvicultural methods and problems of afforest<strong>at</strong>ion<br />
and reforest<strong>at</strong>ion."<br />
The Jepson-Stubenrauch lectures got headl<strong>in</strong>es <strong>in</strong> both nor<strong>the</strong>rn and<br />
sou<strong>the</strong>rn California newspapers.<br />
The San Francisco Chronicle, which had not spoken out earlier <strong>in</strong> <strong>the</strong><br />
year on behalf of <strong>the</strong> School of Forestry bill, said on May 11, 1903:<br />
"The University of California is mak<strong>in</strong>g a noble effort to fulfill its<br />
whole duty to <strong>the</strong> St<strong>at</strong>e. . . . Its l<strong>at</strong>est departure is <strong>in</strong> <strong>the</strong> establishment of a<br />
summer <strong>school</strong> <strong>in</strong> sylviculture.<br />
"It is hoped funds will be found for carry<strong>in</strong>g on University work both<br />
<strong>in</strong> <strong>forestry</strong> and sylviculture on a scale which <strong>the</strong> importance to our people<br />
demands... . and it is hoped th<strong>at</strong> <strong>the</strong> University will be able, as its authorities<br />
desire, to establish and ma<strong>in</strong>ta<strong>in</strong> <strong>forestry</strong> and sylvicultural st<strong>at</strong>ions <strong>in</strong><br />
all typical districts of <strong>the</strong> St<strong>at</strong>e."<br />
The sou<strong>the</strong>rn California newspapers gave generous coverage:<br />
The Pasadena Daily News headl<strong>in</strong>ed a story on August 8, 1903: "First<br />
School of Forestry West of <strong>the</strong> Rocky Mounta<strong>in</strong>s."<br />
The Los Angeles Express wrote on August 11, 1903: "Sou<strong>the</strong>rn California<br />
owes President Wheeler and <strong>the</strong>se professors . . . a debt of gr<strong>at</strong>itude<br />
for hav<strong>in</strong>g made this section <strong>the</strong> field for this pioneer work. . . . In this course<br />
<strong>the</strong>y have been assisted by T. P. Lukens of <strong>the</strong> <strong>United</strong> <strong>St<strong>at</strong>es</strong> Department of<br />
Agriculture and Ralph W. HoEmer of <strong>the</strong> Government Bureau of Forestry."<br />
The Pasadena Even<strong>in</strong>g Star declared on August 12, 1903: "Dr. Walter<br />
L<strong>in</strong>dley, who is an enthusiastic friend of <strong>the</strong> forests, cannot be given too<br />
much credit for his untir<strong>in</strong>g efforts <strong>in</strong> cooper<strong>at</strong><strong>in</strong>g with <strong>the</strong> Department of<br />
Agriculture <strong>at</strong> Wash<strong>in</strong>gton and with <strong>the</strong> faculty <strong>at</strong> <strong>the</strong> University of California,<br />
ultim<strong>at</strong>ely overcom<strong>in</strong>g all obstacles and establish<strong>in</strong>g a summer <strong>school</strong><br />
of <strong>forestry</strong>. . . Dr. L<strong>in</strong>dley <strong>in</strong>tends to make <strong>the</strong> forest <strong>school</strong> <strong>at</strong> Idylwild a<br />
permanent fe<strong>at</strong>ure."<br />
Publicity of this k<strong>in</strong>d had little effect on st<strong>at</strong>e legisl<strong>at</strong>ors. In 1905, a<br />
request for $25,000 aga<strong>in</strong> was approved <strong>in</strong> <strong>the</strong> Sen<strong>at</strong>e and killed <strong>in</strong> <strong>the</strong><br />
Assembly.
