The Beg<strong>in</strong>n<strong>in</strong>gs 7<br />

In 1893, Hilgard looked forward to a much enlarged program. The<br />

University had acquired, with <strong>the</strong> abolishment of <strong>the</strong> St<strong>at</strong>e Board of Forestry,<br />

<strong>the</strong> Santa Monica and Chico <strong>forestry</strong> st<strong>at</strong>ionsessentially experimental<br />

forest nurseries.13 To direct <strong>the</strong> work, Hilgard had assigned <strong>the</strong> em<strong>in</strong>ently<br />

qualified Sh<strong>in</strong>n. Efforts to obta<strong>in</strong> adequ<strong>at</strong>e oper<strong>at</strong><strong>in</strong>g funds failed <strong>in</strong> <strong>the</strong><br />

1895 and 1897 legisl<strong>at</strong>ures, and <strong>in</strong> December, 1898, <strong>the</strong> University considered<br />

abandon<strong>in</strong>g <strong>the</strong> st<strong>at</strong>ions. But Hilgard saved <strong>the</strong> day by writ<strong>in</strong>g,<br />

December 8, 1898, to University President Mart<strong>in</strong> Kellogg: "Forestry is<br />

rapidly com<strong>in</strong>g to <strong>the</strong> front <strong>in</strong> <strong>the</strong> <strong>United</strong> <strong>St<strong>at</strong>es</strong> and it would be a serious<br />

step backward to rel<strong>in</strong>quish now <strong>the</strong> <strong>in</strong>vestments made. . ." On December<br />

30, he wrote P<strong>in</strong>chot <strong>in</strong> reply to a proposal for cooper<strong>at</strong>ion <strong>in</strong> <strong>the</strong> propag<strong>at</strong>ion<br />

of forest trees: "We are not only will<strong>in</strong>g but anxious to cooper<strong>at</strong>e...<br />

We have now two <strong>forestry</strong> st<strong>at</strong>ions. . . We have for years tried to get funds<br />

for tree plant<strong>in</strong>g on Mt. Hamilton. . . The forest<strong>in</strong>g of <strong>the</strong> mounta<strong>in</strong>s of<br />

Sou<strong>the</strong>rn California is an especially important problem."<br />

Although <strong>forestry</strong> was be<strong>in</strong>g taught, as Hilgard once wrote to Fernow<br />

"<strong>in</strong>cidently as connected with economic botany," his letters show th<strong>at</strong> a<br />

<strong>forestry</strong> <strong>school</strong> was ever <strong>in</strong> his thoughts:<br />

"I suppose th<strong>at</strong> you know about <strong>the</strong> bills <strong>in</strong> Congress for endow<strong>in</strong>g<br />

with $5000 per annum our University, for educ<strong>at</strong>ional work <strong>in</strong> <strong>forestry</strong>, and<br />

also for a N<strong>at</strong>ional School of Forestry <strong>in</strong> Wash<strong>in</strong>gton. All your <strong>in</strong>fluence<br />

should be exerted on Congressmen and <strong>the</strong>ir friends to secure <strong>the</strong> passage of<br />

<strong>the</strong>se bills . "14<br />

"I am most thoroughly <strong>in</strong> symp<strong>at</strong>hy <strong>in</strong> <strong>the</strong> proposition to establish a<br />

Forestry Course <strong>in</strong> <strong>the</strong> University, even though <strong>the</strong>re has been no demand for<br />

such <strong>in</strong>struction. I th<strong>in</strong>k <strong>the</strong> University ought to offer <strong>in</strong>struction <strong>in</strong> advance<br />

of demand, whenever f<strong>in</strong>ancially possible. At <strong>the</strong> present time, however, <strong>the</strong><br />

Regents have decl<strong>in</strong>ed to provide <strong>in</strong>struction <strong>in</strong> Sugar Beet culture and<br />

Sugar Mak<strong>in</strong>g for which <strong>the</strong>re is a lively demand, on <strong>the</strong> ground of <strong>in</strong>sufficiency<br />

of funds, it is hardly probable th<strong>at</strong> <strong>the</strong>y will take immedi<strong>at</strong>e action<br />

favorable to your proposition. It will doubtless be referred to a committee<br />

and will <strong>the</strong>re receive my earnest support."5<br />

"As to [a] School of Forestry we are most cordially <strong>in</strong> symp<strong>at</strong>hy with<br />

<strong>the</strong> movement for its establishment. Lack of funds only prevents us from<br />

start<strong>in</strong>g it."6<br />

"It does seem to me th<strong>at</strong> our stable <strong>in</strong>stitutions, <strong>the</strong> St<strong>at</strong>e Universities,<br />

which avowedly look forward to centuries to come, could exert a more direct<br />

<strong>in</strong>fluence upon <strong>forestry</strong> m<strong>at</strong>ters on th<strong>at</strong> very account."17<br />

When <strong>the</strong> California Forest and W<strong>at</strong>er Society appo<strong>in</strong>ted a Commission<br />

of Forestry <strong>in</strong> l899"to devise means of protect<strong>in</strong>g <strong>the</strong> forests of <strong>the</strong> St<strong>at</strong>e<br />

from destruction by fire or wanton depred<strong>at</strong>ions, and recommend means of<br />

preserv<strong>in</strong>g forests and stor<strong>in</strong>g and distribut<strong>in</strong>g flood w<strong>at</strong>ers of <strong>the</strong> St<strong>at</strong>e"-<br />

Hilgard topped <strong>the</strong> list of five appo<strong>in</strong>tees.'8<br />
