10 Business opportunities<br />
The water, nutrients and energy recovered could enable<br />
cost reducti<strong>on</strong> or recovery in the sanitati<strong>on</strong> service chain<br />
and could <str<strong>on</strong>g>of</str<strong>on</strong>g>fer market opportunities 6<br />
.<br />
Increasingly there is agreement <strong>on</strong> the need to move<br />
from “treatment for disposal” to “treatment for reuse”<br />
(Drechsel et al., 2011). Successful involvement <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
private sector in providing sanitati<strong>on</strong> services and<br />
recovering resources in waste materials will directly<br />
enhance the livelihoods <str<strong>on</strong>g>of</str<strong>on</strong>g> milli<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> households in rural<br />
and peri-urban areas <str<strong>on</strong>g>of</str<strong>on</strong>g> developing countries (ibid.).<br />
In low-income countries, sanitati<strong>on</strong> and waste<br />
management traditi<strong>on</strong>ally have been either neglected or<br />
subsidised by public-sector agencies, with service<br />
quality varying across locati<strong>on</strong>s and income levels<br />
resulting in notable health and envir<strong>on</strong>mental problems.<br />
This reliance <strong>on</strong> public-sector provisi<strong>on</strong> has prevented<br />
development <str<strong>on</strong>g>of</str<strong>on</strong>g> markets in sanitati<strong>on</strong> services that might<br />
be best provided by private companies. The market<br />
analysis and business planning needed to promote<br />
private sector or public private activities has not been<br />
c<strong>on</strong>ducted, although interest in developing viable<br />
business models is increasing am<strong>on</strong>g d<strong>on</strong>ors and<br />
internati<strong>on</strong>al organisati<strong>on</strong>s (ibid).<br />
11 Challenges and way forward<br />
Despite all known and c<strong>on</strong>vincing benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> productive<br />
sanitati<strong>on</strong>, a number <str<strong>on</strong>g>of</str<strong>on</strong>g> challenges and problems still<br />
need to be overcome which differ largely between<br />
countries and regi<strong>on</strong>s. These c<strong>on</strong>cern cultural barriers<br />
and percepti<strong>on</strong>s, political will, missing knowledge <strong>on</strong><br />
ec<strong>on</strong>omics <str<strong>on</strong>g>of</str<strong>on</strong>g> waste management and reuse,<br />
development <str<strong>on</strong>g>of</str<strong>on</strong>g> appropriate regulati<strong>on</strong>s and legal<br />
frameworks, and technical aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> making reuse<br />
pr<str<strong>on</strong>g>of</str<strong>on</strong>g>itable.<br />
In most parts <str<strong>on</strong>g>of</str<strong>on</strong>g> the world, the productive sanitati<strong>on</strong><br />
c<strong>on</strong>cept has not been fully embedded in legislati<strong>on</strong>. The<br />
cultural barriers, fear <str<strong>on</strong>g>of</str<strong>on</strong>g> health impacts, and the neglect<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> sanitati<strong>on</strong> and wastewater management in general<br />
might explain the lack <str<strong>on</strong>g>of</str<strong>on</strong>g> clear policies in support <str<strong>on</strong>g>of</str<strong>on</strong>g> safe<br />
reuse opti<strong>on</strong>s.<br />
Reversing current trends and patterns requires the<br />
adopti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> holistic and integrated approaches. Multistakeholder<br />
c<strong>on</strong>sultati<strong>on</strong>, joint planning and decisi<strong>on</strong>making<br />
will be needed to adapt existing policies or<br />
develop new <strong>on</strong>es. More applied research is also<br />
needed to assess risk management opti<strong>on</strong>s in the<br />
agriculture and sanitati<strong>on</strong> interface in support <str<strong>on</strong>g>of</str<strong>on</strong>g> policy<br />
dialogue at the local and nati<strong>on</strong>al level.<br />
