Outreach costs Talks with the Medical Mission in Suriname revealed that this organization is willing and able to do this outreach and the additional pool of persons in the remote areas, since they are already operating in these areas. If they get the funds, they will do it. Also talks with representatives of Brazilian churches revealed that they are very willing to disseminate information of this kind to their members. So in the worse case minimal additional costs will have to be calculated, for translation of info documents into Portuguese. An estimated cost of USD 4160 is earmarked for this purpose for the Brazilian segment. Chapter 4. Financing options For the project Component 2, some suggestions made by the Component 2 meeting in POS 17 were considered. In addition, several country specific approaches were discussed with relevant institutions, organizations and resource persons. Not all of the suggestions were applicable, thus others have been researched. General notes with respect to the small scale gold mining sector as a target research sector 1. It must be stated here that the sensitivity regarding all information, data, production figures, names of companies and owners of gold mining rights, areas of concession coming from the Government was, and still is, a very constraining factor to this (and other) research initiatives that want to research the small scale gold mining industry in Suriname. For instance, it was not possible to obtain a division of the mining rights for gold only; instead a list was received for “gold and other small scale mining rights for building materials” from the Bureau of Statistics. The producer of this data, the Geological Mining Service felt not in the position to provide this data. The Minister had to be approached. 18 If this is the case for data, then levying a fee on these permits will be even more problematic, or not possible, at least not within the time frame of this project. 1. Ministry of Finance, Tax Department (Gold Commission) Health fee Currently, all licensed gold buying companies have to pay a 1% royalty on the purchasing prices for all amounts of gold bought from the small scale gold mining companies and persons. In addition 4-5% overhead costs are charged as well. A Gold Commission is currently working on revision of these fees. The option is adding a flat fee (pro mille, 1‰, onethousandth ) on the percentages which are levied on the buying price of gold to be paid by everyone who is selling gold to designated gold buying companies. This fee is to be called “Health fee”. The buyer of the gold is charging the fee just as is the case of the Old Age Provision. The Tax Office is only fulfilling a cashier’s function and then transfers the fees to the Ministry of Health, through accounts at the Ministry of Finance. The Minister of Finance needs to approve this. The charge can take the form of an earmarked fund.
