B) Work recommendations<br />

1. Overall, organizations <strong>and</strong> institutions in <strong>the</strong> public sec<strong>to</strong>r that have aspects of <strong>the</strong> small scale gold<br />

mining activities in Suriname in <strong>the</strong>ir portfolio are generally not very willing <strong>to</strong> provide data on this<br />

sec<strong>to</strong>r;<br />

2. This can be explained by <strong>the</strong> ongoing ef<strong>for</strong>ts of <strong>the</strong> Government of Suriname <strong>to</strong> organize <strong>the</strong><br />

distribution of mining rights in <strong>the</strong> respective areas. To this end <strong>the</strong> Gold Organizing Commission was<br />

installed in 2011.<br />

3. The administration of domestic airline <strong>services</strong> is not as up <strong>to</strong> date as it should be, due <strong>to</strong> manpower<br />

shortages at <strong>the</strong> respective areas. (Office of <strong>the</strong> airstrips in Suriname). This shortcoming can be<br />

addressed by adding 1 person <strong>to</strong> <strong>the</strong> data processing unit of <strong>the</strong> Office, so that up <strong>to</strong> date statistics on<br />

movement of persons <strong>and</strong> freight <strong>to</strong> <strong>and</strong> from <strong>the</strong> interior is available <strong>for</strong> all users of <strong>the</strong>se statistics.<br />

Then a health fee can be proposed <strong>to</strong> <strong>the</strong> Ministry of Transport <strong>to</strong> be added <strong>to</strong> tickets <strong>to</strong> interior<br />

destinations.<br />

4. The Ministry of Health needs <strong>to</strong> carry out a detailed study <strong>to</strong> calculate a st<strong>and</strong>ard costing method <strong>for</strong><br />

<strong>the</strong> costs of providing <strong>access</strong> <strong>to</strong> primary <strong>and</strong> <strong>and</strong> secondary health care <strong>for</strong>:<br />

a) HIV AIDS infected persons, Surinamese <strong>and</strong> non-Surinamese living in <strong>the</strong> districts<br />

b) HIV/AIDS infected persons, Surinamese <strong>and</strong> non-Surinamese living in <strong>the</strong> interior, various distances.<br />

Much can be learned from <strong>the</strong> Medical Mission <strong>and</strong> <strong>the</strong> Malaria Campagne of <strong>the</strong> MOH ;<br />

The transportation costs must be considered in particular.<br />

5. An in depth study should be undertaken <strong>to</strong> establish <strong>the</strong> strategies, projects <strong>and</strong> programs <strong>to</strong> reach<br />

populations in <strong>the</strong> interior with primary (<strong>and</strong> secondary) health care provisions. More specifically, <strong>the</strong><br />

challenges of costs of transportation, safety <strong>and</strong> adequateness of <strong>the</strong> provision of <strong>the</strong>se <strong>services</strong> <strong>to</strong><br />

<strong>the</strong>se remote areas needs <strong>to</strong> be studied;<br />

6. There are more options that can looked in<strong>to</strong> <strong>to</strong> obtain financial support <strong>for</strong> <strong>the</strong> purpose of this<br />

project: PAHO, UNDP, Organization of International Migrants, regional organizations, <strong>the</strong> Organization<br />

of Brazilians Abroad in Brazil (Braseleiros Del Mundo). Due <strong>to</strong> time constraints, this has not yet been<br />

done.<br />

7. The fact that <strong>the</strong> target population consists predominantly of Brazilians, explains <strong>the</strong> reluctance of<br />

private institutions <strong>and</strong> public departments <strong>to</strong> contribute, because <strong>the</strong>re is a common mis-conception<br />

that all Brazilians in Suriname have gold, are undocumented, do not pay taxes, <strong>and</strong> take all <strong>the</strong> gold of<br />

Suriname abroad. The equal “<strong>access</strong> <strong>to</strong> health approach” must be stressed here.<br />
