B) Work recommendations
1. Overall, organizations and institutions in the public sector that have aspects of the small scale gold
mining activities in Suriname in their portfolio are generally not very willing to provide data on this
sector;
2. This can be explained by the ongoing efforts of the Government of Suriname to organize the
distribution of mining rights in the respective areas. To this end the Gold Organizing Commission was
installed in 2011.
3. The administration of domestic airline services is not as up to date as it should be, due to manpower
shortages at the respective areas. (Office of the airstrips in Suriname). This shortcoming can be
addressed by adding 1 person to the data processing unit of the Office, so that up to date statistics on
movement of persons and freight to and from the interior is available for all users of these statistics.
Then a health fee can be proposed to the Ministry of Transport to be added to tickets to interior
destinations.
4. The Ministry of Health needs to carry out a detailed study to calculate a standard costing method for
the costs of providing access to primary and and secondary health care for:
a) HIV AIDS infected persons, Surinamese and non-Surinamese living in the districts
b) HIV/AIDS infected persons, Surinamese and non-Surinamese living in the interior, various distances.
Much can be learned from the Medical Mission and the Malaria Campagne of the MOH ;
The transportation costs must be considered in particular.
5. An in depth study should be undertaken to establish the strategies, projects and programs to reach
populations in the interior with primary (and secondary) health care provisions. More specifically, the
challenges of costs of transportation, safety and adequateness of the provision of these services to
these remote areas needs to be studied;
6. There are more options that can looked into to obtain financial support for the purpose of this
project: PAHO, UNDP, Organization of International Migrants, regional organizations, the Organization
of Brazilians Abroad in Brazil (Braseleiros Del Mundo). Due to time constraints, this has not yet been
done.
7. The fact that the target population consists predominantly of Brazilians, explains the reluctance of
private institutions and public departments to contribute, because there is a common mis-conception
that all Brazilians in Suriname have gold, are undocumented, do not pay taxes, and take all the gold of
Suriname abroad. The equal “access to health approach” must be stressed here.
