Chapter 1. Identifying the Target population for Suriname In a Project Meeting held at the National AIDS Program Office of Suriname on the 20 September 2011, the target population was determined as follows. 1 Mobile and migrant populations in Suriname will refer to those groups of persons working in the small scale gold mining areas of Suriname. The relevance for this choice is that, up until now, no research into access to health services of this section of the population was conducted, especially not with reference to access to HIV/AIDS services. Mobile populations can be defined as “people who move from one place to another, temporarily, seasonally or permanently for voluntary or involuntary reasons”. For men who are mobile for economic reasons, such as traveling as part of their work, having unprotected sex with sex-workers is a common high-risk behavior resulting from this vulnerability. The socio-economic vulnerability of female mobile populations may force them into transactional sex and increase their vulnerability to sexual violence thereby placing them at increased risk of HIV infection. Despite their increased vulnerability to HIV infection, mobile populations may not be able to access HIV preventive information and health services due to socio-economic, cultural and linguistic barriers. In addition, un-documented mobile populations may want to avoid attracting attention from authorities, and may defer their contacts with health and HIV awareness services due to fear of being reported. 2 The term "migrant worker" refers to a person who is engaged or has been engaged in a remunerated activity in a State of which he or she is not a national. (UNAIDS) Mentioned definition and description corresponds fully with the situation of the migrant/mobile population in the small scale gold mining areas in this study. The source that could provide data and information on this target population is the National Gold Regulation Commission, a Presidential Commission that was established in 2011. The Manager of this Commission was the main source for establishing an estimate of the size and the composition of the target population. 1a.
