General background Suriname Suriname is situated in the north of South America and covers an area of 164,000 km². About 80% of the population (or 520,000 in 2011) lives in the coastal area. The 20%, who are predominantly indigenous people, Marroons and undocumented Brazilians,live in the remaining 80% of the area, which is generally referred to as the interior. Suriname’s main economic activities consist of mining oil, bauxite and gold and rice production for export. The GDP per capita has been increasing steadily with the discovery of large gold reserves in the country. While one big multi-national (IAM Gold) is working part of the gold occurrences in the country, a big unregulated, informal small scale gold mining industry exists , employing some 40,000 persons. It is estimated that the value of the gold production in the unregulated small scale gold mining exceeds that of the official gold mining companies since 2005. Only recently, in 2011, the newly elected government started to register and regulate the economic activities going on in the small scale gold mining in the interior. These activities have been going on since 1986, when there was an Interior War in Suriname, between the then military government regime and rebel groups, supported by Surinamers and others living abroad. This war isolated the interior from the city for a large part, and the inhabitants had to look for ways to survive. This period coincided with the introduction of stricter mining and environmental laws in the Northern states of Brazil, which happened around 1986 and resulted in the out-migration of Brazilian garimpeiros (gold diggers) from Belem to Suriname, Guyana en French Guiana, where mining laws were not yet as strict as those in the northern states of Brazil. These garimpeiros were welcomed by the Marroon people, already working the goldfields with very outdated and inefficient mining techniques. The Brazilian gold mining technology is more developed and efficient than the outdated techniques of the Marroons. Organizing this sector is a very difficult undertaking closely related to the rights of indigenous people and tribal people, land right and feuds between the Marroon societies and Brazilians, between different Marroon tribes, between people living in the interior and people living in the cities, to name just a few. 3
