GIUSEPPE PAGANO. IDEOLOGY BETWEEN DIAGRAM AND PROGRAM<br />

Abstract |<br />

This paper is intended as a contribution to the reading of the urban plan for the area Sempione<br />

Fiera called “The Milan green” <strong>and</strong> the studies on cities that influenced its reasons <strong>and</strong> that in<br />

turn were influenced by it. Giuseppe Pagano (1986‐1945) is a designer <strong>and</strong> theorist particularly<br />

useful in underst<strong>and</strong>ing the complex <strong>and</strong> contradictory role of ideology in the construction of<br />

urban form. His theories are presented in numerous editorials of Casabella –he was fierce critic<br />

of the society ‐. His most important works are the “The Milan green” <strong>and</strong> the “horizontal city”.<br />

In 1936 Pagano with Franco Albini, Ignazio Gardella <strong>and</strong> others, designed the new plan of a<br />

Milan district <strong>and</strong> they called it “The Milan green”. It was a new district included in the city. The<br />

principles that guided the urban design were those of the rational city, expressed especially in<br />

the work of Ludwig Hilberseimer, <strong>and</strong> about the housing, the reference were the many projects<br />

in Milan the same authors were making. The project of “Horizontal city” (1938) designed for<br />

the Brera district is drawn with Diotallevi <strong>and</strong> Marescotti, <strong>and</strong> with “The Milan green” was<br />

another step in underst<strong>and</strong>ing the experimentation that he was taking on the design of the<br />

city.<br />
