Tool 1: TRANSECT WALK
Number of participants: 165 male: 119 female: 46
Description:
The transect walk is a tool to discuss information related to land use of the village. Transects
are done with structured walks through typical village landscape. Such walks can cover part
of the village or the entire village, taking an hour or up to
some hours. Transects consist of two elements: the walk and
a diagram that records the information of the walks.
Water Harvesting tanks to be constructed at places.
Awareness and training camps to be held for the farmers in modern farming techniques.
Proper and effective soil testing to be carried out and the farmers briefed in the type of
farming the area is conducive for.
Over grazing in the khasmals and areas near the water sources to be banned. Strict penalty to
be imposed on defaulters.
To curb the menace of animal encroachment, the concerned department should identify a
more viable solution other than fencing.
Tool 5: RESOURCE MAP
Number of participants: 165 male: 119 female: 46
Description:
The Village Resource Map is a tool that
helps us to learn about a community and its
resource base. The primary concern is not to
develop an accurate map but to get useful
information about local perceptions of
resources. The VDAP members should
further develop and detail the content of the
map according to what is important to them.
Objectives:
To learn the villagers' perception of what
natural resources are found in the
community and how they are used.
With whom:
Female and male focus groups
Step 1: Assess current situation
 What resources are abundant? (potential)
 What resources are scarce? (constraints)
Does everyone have equal access to land?
Do women have access to land?
What is the quantum of fallow land (land left uncultivated)
Do the poor have access to land?
Where do people go to collect water? Who collects water?
Where do people go to collect firewood? Who collects firewood?
Where do people go to graze livestock?
What kind of development activities do you carry out as a whole community?
What are the causes of the problem?
Rainfall deficit zone, traditional water bodies
Rural Management and Development Department, Government of Sikkim 12

Step 3: Find out possible solutions for the three problems
Village Development Action Plan – 23 Turuk Ramabung GPU
Solutions
The major problem is shortage of water. As agriculture is the most common means of
livelihood, water plays a very important role in the day to day activities of the people.
The problems arising out of water constraints can be mitigated to a certain extent by taking
measures to rejuvenate the dying water sources through plantation and programmes like
Dhara Vikas.
Also proper and equitable distribution of the available water through canals can be taken up.
Water harvesting tanks can be constructed at places to facilitate the constant supply of water
during the time of crisis.
Step 4: Identify relevant activities to tackle the problems or to expand the success
causes
Best practices / Success stories:
The Reserve Forests are well protected and hence they are dense. The forests are rich in
fauna as well.
Problems Causes
1. Wild animal encroachment into human
habitation.
2. The survival of saplings is average to
poor.
3. Lack of maintenance after plantation.
Step 3: Find out possible solutions for the three problems
Solutions
Timely plantation and adequate maintenance required.
Government regulations on wildlife
protection and not enough food for animals in
the forests.
Untimely plantation and scarce rainfall.
No follow up activities after plantation, for
e.g. timely weeding, vigil etc.
Proper vigil is to be maintained to curb the cases of encroachment and occurrence of forest
fires
The JFMC should be activated and made aware of their duties and responsibilities
The Department of Forests and Wildlife should convene time to time meetings with the
Step 3: Find out possible solutions for the three problems
Village Development Action Plan – TURUK RAMABUNG
Solutions
Firewood collection may be allowed from Reserve Forests to a certain extent, as its
availability is not enough in Khasmals.
Plantation of fodder plants can be done. Adequate vigil has to be maintained to check on overgrazing
and forest fires. Cattle grazers in khasmals and roadside to be penalized by imposing
monetary penalties.
Saplings can be provided to the locals for plantation in their private holdings. This will ensure
less dependency on forest resources
Step 4: Identify relevant activities to tackle the problems or to expand the success
Tool 23: Assessment of sanitation and waste management
Number of participants: 165 male: 119 female: 46
Description:
Functional toilets in homes, schools, hospitals etc play an important role in ensuring total
sanitation. Rising rural disposable incomes combined with the increasing outreach of
packaged goods has made waste management a formidable challenge. Scattered nature of
this waste and limited quantity make its management as a business model not easy.
Objectives:
