Recommendations<br />

● The transfer of the knowledge from the doctoral students' work to a wider general<br />

public could be improved. Besides the publication of the theses and the presentation<br />

of the results in the Internet, a stronger participation of the doctoral<br />

students in conferences and the provision of publications for a more general<br />

public are conceivable.<br />

● Many students complain about insufficient workplaces due to the inadequate<br />

space in the <strong>ZEF</strong> building. Should this be true, the situation ought be improved.<br />

● An increase in the percentage of students from industrialised countries is desirable,<br />

also to avoid the impression that the program is exclusively for students<br />

from developing countries. The Commission realises, however, that it is rather<br />

difficult to obtain funds for these students.<br />

VI. Conclusion<br />

The Evaluation Commission was deeply impressed by <strong>ZEF</strong>'s achievements in the relatively<br />

short three years since its establishment in the teaching, research, and knowledge<br />

transfer activities as defined in the Senate's foundation document. The Commission's<br />

evaluation report and the summary of its findings draw an exceedingly<br />

positive picture of <strong>ZEF</strong>'s performance and scientific potential as well as of its model<br />

character for the scientific landscape in Germany, and for practical and applicationrelevant<br />

development research. The model character of <strong>ZEF</strong> regarding linkages with<br />

international research is also to be acknowledged. Not least in view of the continuous,<br />

successive reduction in the number of relevant chairs and institutes for development<br />

research for years elsewhere, the Evaluation Commission recommends by<br />

unanimous vote that the work program of <strong>ZEF</strong> should by all means be continuously<br />

supported and further expanded.<br />
