Vocational Education and Training systems in France
State of the offer
The VET history
1945: Establishment by the Ministry of Labour and social partners of the
Accelerated Vocational Training Centres (Centres FPA).
1959: Law on social promotion by permanent training for professional
development.
1961: Institution of the Fund for vocational training and social promotion (FFPPS).
1964: Establishment by the Ministry of Labour of the Association of Vocational
Training for Adults (AFPA).
1971: Law on organization of vocational training / Establishment by the Ministry of
National Education of Academic Delegations for Permanent Training (DAFCO).
1983: Vocational training is under State and regional jurisdiction.
2002: Law on Validation of Experience Knowledge (VAE).
2004: Law on long life training and social dialogue: individual right of training (DIF)
and professionalization contracts.
The VET system
In France, life-long training includes, at various levels, several services for
professionalization:
- summary of one’s skill,
- careers guidance,
- coaching,
- training,
- validation of knowledge (diploma, VAE).
The annual budget for vocational education and training is 23 milliards €.
Vocational Education and Training system is shared by several stakeholders:
- State : mostly Ministry of Labour and Social cohesion
- Regions (NUTS II),
- Companies,
- Workers,
- Training providers.
State: Ministry of Labour and Social cohesion (governance on vocational training
and financing of training for underprivileged persons) – Ministry of National
Education (partner of training policies and training provider: GRETA).
Regions: Definition and establishment of regional policies for apprenticeship
(initial training) and vocational training (long life training). Since law of August 8,
2004, the Regions have established the Regional Plans for Development of
Vocational Training (PRDFP).
