•• Providing updates during planning;<br />

•• Identifying enemy COAs (COA<br />

development);<br />

•• Identifying intelligence capabilities<br />

<strong>and</strong> shortfalls that affect the development<br />

of COAs (COA development);<br />

•• Participating in COA analysis<br />

wargaming by representing enemy<br />

COAs;<br />

•• Conducting J-2 COA comparison;<br />

•• Identifying intelligence requirements;<br />

•• Identifying time-phased force <strong>and</strong><br />

deployment list (TPFDL) requirements;<br />

•• Identifying <strong>and</strong> nominating deception<br />

objectives that will help attain military<br />

objectives; <strong>and</strong><br />

•• Performing the intelligence function<br />

of targeting, i.e., analyzing the enemy <strong>and</strong><br />

the situation, <strong>and</strong> identifying <strong>and</strong><br />

nominating to the CJTF those critical<br />

enemy vulnerabilities that can be<br />

exploited by direct military operations to<br />

attain the comm<strong>and</strong>er’s intent <strong>and</strong><br />

objectives.<br />

• When the CJTF <strong>and</strong> subordinate<br />

comm<strong>and</strong>ers are engaged in conducting<br />

operations, the JISE assists by:<br />

•• In conjunction with J-3 watch teams<br />

<strong>and</strong> collection managers, orchestrating all<br />

forms of reconnaissance <strong>and</strong> surveillance<br />

of the enemy which are necessary for<br />

underst<strong>and</strong>ing the situation, identifying<br />

objectives <strong>and</strong> opportune targets,<br />

providing warning to forces, <strong>and</strong><br />

assessing the effects of operations;<br />

•• Preparing estimates of enemy C2,<br />

logistics, ground, air, space, air defense,<br />

maritime force capabilities, <strong>and</strong><br />

intentions; <strong>and</strong><br />

•• Assessing the effects of operations (to<br />

delay, disrupt, debilitate, destroy,<br />

dissuade, or coerce) on enemy<br />

capabilities <strong>and</strong> intentions.<br />

f. In addition, the JISE also may be used<br />

to manage intelligence resources <strong>and</strong><br />

efforts <strong>and</strong> to coordinate application of<br />

senior, subordinate, <strong>and</strong> supporting<br />

comm<strong>and</strong>s’ intelligence activities.<br />

9. Intelligence Offices, Centers,<br />

<strong>and</strong> Teams<br />

a. While not all of the offices, centers, or<br />

teams listed below may be required, each<br />

should be evaluated based on projected<br />

operations.<br />

b. The following may be established or<br />

requested by the CJTF in addition to the JISE.<br />

• <strong>Joint</strong> CI/HUMINT Support Element<br />

•• During joint operations, CI <strong>and</strong><br />

HUMINT complement each other, <strong>and</strong><br />

work in partnership to provide<br />

intelligence <strong>and</strong> force protection to a JTF.<br />

To accomplish this unity of effort, the JTF<br />

comm<strong>and</strong>er or J-2 may establish a joint<br />

force J-2 CI/HUMINT support element<br />

(J-2X). The J-2X will manage,<br />

coordinate <strong>and</strong> deconflict HUMINT <strong>and</strong><br />

CI collection activities of attached<br />

elements <strong>and</strong> Service components. The<br />

J-2X reports directly to the JTF J-2.<br />

•• Designates a task force<br />

counterintelligence coordinating<br />

authority (TFCICA) to coordinate<br />

counterintelligence force protection<br />

source operations, maintain tactical<br />

source registry, maintain liaison<br />

coordination, <strong>and</strong> conduct CI collection<br />

management support functions.<br />
