3. JTF Headquarters Functions<br />
a. Collective Staff. Responsibilities of the<br />
collective staff may include the following.<br />
• Conducting or participating in crisis<br />
action planning (CAP).<br />
• <strong>Planning</strong> for deployment, employment,<br />
<strong>and</strong> redeployment of the JTF.<br />
• Assisting the CJTF to direct, control, <strong>and</strong><br />
coordinate operations of assigned <strong>and</strong><br />
attached forces <strong>and</strong> to coordinate<br />
planning activities of subordinate<br />
component comm<strong>and</strong>s.<br />
• Developing <strong>and</strong> analyzing courses of<br />
action (COAs) <strong>and</strong> conducting staff<br />
estimates.<br />
• Preparing operation plans (OPLANs),<br />
campaign plans, or operation orders<br />
(OPORDs) based on the CJTF’s<br />
decisions concerning COAs <strong>and</strong> tasking<br />
by the establishing authority.<br />
• Positioning air operations planning <strong>and</strong><br />
coordination as tasked by the CJTF when<br />
the conflict or situation is of such limited<br />
duration, scope, <strong>and</strong>/or complexity that<br />
the CJTF elects not to designate a joint<br />
force air component comm<strong>and</strong>er<br />
(JFACC).<br />

• Coordinating with friendly forces <strong>and</strong>/<br />
or foreign governments when required<br />
by the order establishing the JTF.<br />
• Monitoring accomplishment of the<br />
CJTF’s decisions.<br />
b. The remainder of this chapter will<br />
provide a more precise overview of the<br />
functions <strong>and</strong> responsibilities of a number of<br />
the JTF’s key individuals, staff sections, <strong>and</strong><br />
selected others.<br />
