Introduction to the <strong>Joint</strong> <strong>Task</strong> <strong>Force</strong><br />

Sea, air, <strong>and</strong> l<strong>and</strong> forces support Operation UPHOLD DEMOCRACY.<br />

accomplish a specified follow-on or modified<br />

mission for an undetermined period.<br />

JP 0-2, “Unified Action Armed <strong>Force</strong>s<br />

(UNAAF),” <strong>and</strong> JP 3-0, “Doctrine for <strong>Joint</strong><br />

Operations,” provide policy <strong>and</strong> doctrine for<br />

organizing joint forces.<br />

2. JTF Organization<br />

a. JTFs may take many forms <strong>and</strong> sizes <strong>and</strong><br />

be employed across the range of military<br />

operations in air, l<strong>and</strong>, or maritime<br />

environments. The specific organization <strong>and</strong><br />

staffing of a JTF will vary based on the<br />

mission assigned, the environment within<br />

which operations must be conducted, the<br />

makeup of existing <strong>and</strong> potential enemy<br />

forces, <strong>and</strong> the time available to reach the<br />

desired end state.<br />

b. Specific guidance for organizing <strong>and</strong><br />

staffing a JTF is in Chapter II, “<strong>Joint</strong> <strong>Task</strong><br />

<strong>Force</strong> Organization <strong>and</strong> Staffing.”<br />

c. Information <strong>and</strong> guidance concerning<br />

the various components <strong>and</strong> subordinate<br />

task forces that may comprise a JTF is in<br />

Chapter III, “<strong>Joint</strong> <strong>Task</strong> <strong>Force</strong> Subordinate<br />

Comm<strong>and</strong>s.”<br />

3. Comm<strong>and</strong> <strong>and</strong> Control<br />

a. Comm<strong>and</strong> <strong>and</strong> control (C2) guidance,<br />

both internal <strong>and</strong> external to the JTF,<br />

should be established as early as possible.<br />

Initial C2 guidance should come from the JTF<br />

establishing authority. The comm<strong>and</strong>er, joint<br />

task force (CJTF) should aggressively<br />

establish JTF internal C2 guidance <strong>and</strong>, in a<br />

like manner, seek clarification when C2<br />

guidance external to the JTF is not thoroughly<br />

understood.<br />

b. Supported <strong>and</strong> supporting comm<strong>and</strong>er(s)<br />

relationships should be delineated clearly <strong>and</strong><br />

succinctly.<br />

c. Definitive guidance concerning JTF<br />

C2 is in Chapter IV, “<strong>Joint</strong> <strong>Task</strong> <strong>Force</strong><br />

Comm<strong>and</strong> <strong>and</strong> Control.”<br />
