<strong>Poverty</strong> <strong>Reduction</strong> <strong>Strategy</strong> Framework<br />
The next step as recommended in <strong>the</strong> I-PRSP includes a series of activities to establish<br />
<strong>the</strong> operational <strong>and</strong> institutional framework <strong>and</strong> to carry out <strong>the</strong> recommendations as<br />
outlined above. The eventual outcome would be a full <strong>Poverty</strong> <strong>Reduction</strong> <strong>Strategy</strong> <strong>Paper</strong>.<br />
The World Bank Source Book for <strong>Poverty</strong> <strong>Reduction</strong> Strategies summarizes – <strong>and</strong><br />
provides guidance to - <strong>the</strong> process by suggesting that a fully developed poverty strategy<br />
would be expected to cover four broad questions: 10<br />
1. Where are we now? The PRSP is expected to be grounded in an underst<strong>and</strong>ing of <strong>the</strong><br />
extent, nature, <strong>and</strong> various dimensions of poverty <strong>and</strong> its determinants.<br />
2. Where do we want to go? National authorities should reach some consensus through<br />
broad-based consultations on <strong>the</strong> goals <strong>and</strong> targets for poverty reduction.<br />
3. How are we going to get <strong>the</strong>re? This constitutes <strong>the</strong> heart of <strong>the</strong> strategy <strong>and</strong> involves<br />
<strong>the</strong> selection <strong>and</strong> prioritization of public actions.<br />
4. How do we know we are getting <strong>the</strong>re? A systematic approach to monitoring poverty<br />
outcomes <strong>and</strong> intermediate indicators is key to <strong>the</strong> integrity of <strong>the</strong> overall process.<br />
The I -PRSP attempts to develop a systematic process for <strong>the</strong> reduction of poverty.<br />
C Y Thomas (2001) 11 deals with <strong>the</strong> issue of overall objectives of a social policy<br />
framework in terms of “shared values” among <strong>the</strong> population, <strong>and</strong> <strong>the</strong> systematic<br />
development of <strong>the</strong>ir rights <strong>and</strong> entitlements to social development.<br />
In local terms this I-PRSP suggests that <strong>the</strong> overall objectives of a social policy or<br />
poverty reduction framework are (i) to improve <strong>the</strong> social fabric such that citizens will<br />
become more secure in <strong>the</strong>ir functional relations; <strong>and</strong> (ii) to improve <strong>the</strong> level of social<br />
consciousness of civic society.<br />
Thus, community consultations <strong>and</strong> public education must continue to be pivotal<br />
elements of a poverty reduction strategy. The case for a collaborative <strong>and</strong> integrated<br />
poverty reduction programme cannot be overstated. Too often <strong>the</strong> poor are shortchanged<br />
as funds intended for social development get eaten up in bureaucracy, overhead<br />
<strong>and</strong> administrative costs, which could be avoided through streamlining <strong>and</strong> collaborative<br />
efforts among players involved in <strong>the</strong> management of projects. On-going monitoring<br />
<strong>and</strong> evaluation are also essential in ensuring efficient management <strong>and</strong> equitable targeting<br />
<strong>and</strong> distribution of poverty reduction initiatives.<br />
Operational <strong>and</strong> Institutional Framework<br />
The PRS Framework requires that a carefully designed organizational <strong>and</strong> institutional<br />
framework be put in place. The recommendation is that it be built on continued <strong>and</strong><br />
