CHAPTER 1: INTRODUCTION<br />
This I-PRSP is intended to provide <strong>the</strong> initial framework for <strong>the</strong> definition of a<br />
comprehensive <strong>Poverty</strong> <strong>Reduction</strong> <strong>Strategy</strong>. In addition it identifies programmes <strong>and</strong><br />
policies to address <strong>the</strong> key elements of poverty reduction in <strong>the</strong> short, medium <strong>and</strong> long<br />
term. The process is being guided by <strong>the</strong> Central Planning Division within <strong>the</strong> Ministry<br />
of Finance <strong>and</strong> Planning with assistance from <strong>the</strong> <strong>OECS</strong> Secretariat.<br />
1.1 Rationalisation/Justification<br />
The conceptualization of this strategy paper has been found necessary in St. Vincent <strong>and</strong><br />
<strong>the</strong> Grenadines in light of <strong>the</strong> increasing socio-economic pressures resulting directly from<br />
globalization, liberalization <strong>and</strong> <strong>the</strong> new trading arrangements that threaten <strong>the</strong> livelihood<br />
of large sectors of <strong>the</strong> rural population dependent on agriculture. The situation has been<br />
fur<strong>the</strong>r aggravated by <strong>the</strong> events of September 11, 2001 that have impacted <strong>the</strong> tourism<br />
sector putting many more persons at risk of falling into poverty.<br />
The combined effects of this scenario have resulted in a worsening of <strong>the</strong> socio economic<br />
situation <strong>and</strong> Government has decided to put measures in place to arrest <strong>the</strong> decline in<br />
living st<strong>and</strong>ards particularly among <strong>the</strong> rural poor.<br />
Some of <strong>the</strong> domestic challenges requiring a response include <strong>the</strong> slowing of productivity<br />
<strong>and</strong> economic growth in key sectors, persistent <strong>and</strong> widening social gaps, difficulties in<br />
reconciling macroeconomic policies with equity, demographic changes <strong>and</strong> intrinsic<br />
pressures on <strong>the</strong> domestic welfare system. 12<br />
It is <strong>the</strong>refore of critical importance that <strong>the</strong> issue of poverty reduction be placed squarely<br />
on <strong>the</strong> national agenda.<br />
1.2 Background: Origin <strong>and</strong> past efforts, steps taken, Recommendations<br />
Physical <strong>and</strong> Geographic Characteristics<br />
St. Vincent <strong>and</strong> <strong>the</strong> Grenadines is an archipelago in <strong>the</strong> Eastern Caribbean, lying 100<br />
miles to <strong>the</strong> west of <strong>Barbados</strong> <strong>and</strong> comprises a total of 150 square miles. The country is<br />
comprised of a main isl<strong>and</strong>, St. Vincent <strong>and</strong> stretching some 40 miles to <strong>the</strong> south, is a<br />
chain of 34 isl<strong>and</strong>s <strong>and</strong> cays, known as <strong>the</strong> Grenadines. The main isl<strong>and</strong>s in this chain are<br />
Bequia, Mustique, Canouan, Mayreau, Union Isl<strong>and</strong>, Palm Isl<strong>and</strong> <strong>and</strong> Petit St. Vincent.<br />
The estimated population in 2001 was 111,000.<br />
Political Characteristics<br />
St. Vincent <strong>and</strong> <strong>the</strong> Grenadines attained political independence from Great Britain on<br />
October 27, 1979 <strong>and</strong> inherited a Westminster Parliamentary Democracy system of<br />
government. It holds membership in a number of regional <strong>and</strong> international organizations<br />
