�� To institute mechanisms to ensure equity in all sectors<br />
�� To institute Research <strong>and</strong> Development policies that will examine <strong>the</strong> impact<br />
of agricultural <strong>and</strong> environmental trade agreements <strong>and</strong> st<strong>and</strong>ards on<br />
Caribbean countries that may unfairly affect <strong>the</strong> poor.<br />
�� To establish policies that will institute continuous public education <strong>and</strong><br />
dissemination of information in an effort to remove negative stereotyping<br />
<strong>and</strong> to develop a positive appreciation of <strong>the</strong> wealth of <strong>the</strong> rural areas.<br />
5.1.9 Streng<strong>the</strong>ning Capacity for Improved Data Generation, <strong>and</strong><br />
Analysis; <strong>and</strong> Policy/Programme Development <strong>and</strong> Execution<br />
Data collection <strong>and</strong> management in SVG need to be improved: Policies <strong>and</strong><br />
programs must be guided by accurate <strong>and</strong> objective data. It is imperative that systems<br />
be in place to increase <strong>and</strong> ensure sound capacity for improved data generation <strong>and</strong><br />
analysis.<br />
Policy Development: Many good policies <strong>and</strong> programmes exist where potential is<br />
minimized through lack of enforcement <strong>and</strong>/or implementation. Systems <strong>the</strong>refore<br />
need to be in place that will ensure appropriate review, enforcement, <strong>and</strong> execution of<br />
policies <strong>and</strong> programs that have been established for <strong>the</strong> reduction <strong>and</strong> alleviation of<br />
poverty in St. Vincent <strong>and</strong> <strong>the</strong> Grenadines. In addition, it is important to establish<br />
mechanisms for inter-sectoral linkages <strong>and</strong> co-ordination in <strong>the</strong> implementation of<br />
<strong>the</strong>se policies <strong>and</strong> programmes.<br />
It is recommended that a Monitoring <strong>and</strong> Coordinating Unit be established in order<br />
to operationalize <strong>the</strong> recommendations of <strong>the</strong> I-PRSP <strong>and</strong> to develop <strong>the</strong> parameters<br />
of actions that would comprise <strong>the</strong> full PRSP that should be completed by 2004.<br />
